The aim of the experiments was to evaluate the effect of amidosulfuron and tribenuron-methyl used in spring barley on yield of winter rape, horse bean and sugar beet cultivated as rotation crop plants. The field experiments were conducted during two years. They were conducted at the Experimental Station of the Institute for Plant Protection at Winna Góra, and showed that amidosulfuron and tribenuron-methyl used in spring barley do not influence on yield of winter oil seed rape, horse bean and sugar beet cultivated in normal crop rotation.
Przedmiotem badań była ocena działania następczego preparatów amidosulfuron i tribenuron-methylowego, zastosowanych wiosną w jęczmieniu jarym, na rośliny uprawiane w płodozmianie, które to rośliny wykazują dużą wrażliwość na preparaty sulfonomocznikowe, tj. burak cukrowy, rzepak ozimy i bobik. W dwuletnich badaniach po zastosowaniu zalecanych i wyższych dawek nie stwierdzono ujemnego wpływu tych preparatów na rośliny uprawiane po jęczmieniu jarym.

Opis:
Climate policy is a complexed area of cooperation between Member States and European Union institutions. The ambitious goals that the EU sets for itself in this matter are not always possible to be met by all Member States, hence the ability to work out compromise solutions is of great importance. Member States have different internal conditions, which determine the objectives of their economic and energy policies, therefore they do not always have convergent interests in this area. The decision-making centre where EU climate protection policy is created is: the European Council, where key elements of this policy are agreed (such as reduction targets), and so-called an ‘institutional triangle’, i.e. EU Council, European Parliament and European Commission which are directly involved into the legislative process. This configurations is a platform where cooperation of the Member States manifests itself in various forms and intensity and where these countries may attempt to force their interests in the process of creating EU policy. The authors present the legal bases of the European Union's competences in the field of climate policy and the role of the EU institutions in its creation with particular focus on mechanisms that allow Member States to influence the shape of that policy.

The paper is proposing a methodology for assessing the time-criticality in the scope of a crisis resulting from a cascade of disruptions of a set of Critical Infrastructures (CIs). The success of the management of the crisis depends on taking the good decisions and undertaking the corresponding actions at the good timing. Identifying time intervals for decisions and actions requires dynamic models capable to assess the crisis time evolution. While, measuring the “criticality” of different time-intervals requires the use of suitable metrics. Based on previous works for modelling cascade of CIs’ disruptions incorporating CIs dependency and vulnerability, the authors propose a methodology to assess the time-criticality and propose the appropriate metrics. The methodology is based on the idea of comparing the time-profile of a given cascade of disruptions between two configurations: unstressed and stressed CIs. The CIs become stressed under the action of a threat and combined with the dependency between CIs. The unstressed configuration represents a risk-noise. Two metrics are proposed in order to carry on the comparison between the time-profiles of the stressed and the unstressed CIs. The proposed metrics are: the time to attend 90% of the asymptotic occurrence probability and the time to attend the most probable occurrence rate, describing the cascade likelihood. An academic case is presented in order to demonstrate the applicability of the methodology and illustrate some interesting features.

The behavioural effect of trans,trans-farnesol and its structural derivatives on M. persicae was evaluated. The incorporation of carboxy group into the molecule did not alter the strong deterrent activity of farnesol. The lactonization and the epoxidation of farnesol caused the delay in expression and the loss of deterrent activity, respectively. The ester, product of Claissen rearrangement of farnesol and iodolactone did not exhibit significant biological effect.

The biotechnical preparations: Biosept Active (based on a grapefruit extract) and BioZell (based on thyme oil) as well as Hypericum perforatum extract, streptomycin solution and fungicide Champion 50WP (active ingredient substance – e.i. 50% copper hydroxide) were investigated for antimicrobial effects against plant pathogenic bacteria: Agrobacterium tumefaciens, Pseudomonas syringae pv. syringae and Xanthomonas arboricola pv. corylina. The screening was carried out in vitro on three media: Nutrient Agar (NA Difco), Pseudomonas Agar F (Merck) – analogue of King B and 523. In the experiments, the agar plate method was applied. There were no statistically significant differences in the effect of streptomycin and Champion 50WP on the growth inhibition of three bacteria strains for medium 523 and Nutrient Agar and of P. syringae pv. syringae and X. arboricola pv. corylina for medium King B. It was determined that the antibacterial activity of Biosept Active and BioZell biopreparations and H. perforatum extract against Agrobacterium tumefaciens (strain C58), Pseudomonas syringae pv. syringae (strain 760) and Xanthomonas arboricola pv. corylina (strain RIPF-x13) were dependent on the strain of pathogen as well as the growth medium used. According to the research results obtained, the Biosept Active preparation and H. perforatum extract demonstrated high bacteriostatic activity against three bacterial strains grown on the Nutrient Agar medium.

W pracy przedstawiono rezultaty zaprezentowane przez wielu autorów zajmujących się problematyką oceny produkcyjności agrofitocenozy, ochrony najcenniejszego dla niej środowiska i jakości produkcji rolniczej na trenie Ukrainy, głównie w zachodniej jej części. Analizowano wpływ globalnego ocieplenia klimatu na związane z tym faktem problemy ekologiczne oraz socjalno-ekonomiczne w skali mikro danego regionu, lub kraju, jak też w skali makro dotyczących globalnie tych zagadnień. Stwierdza się, że prace związane z selekcją i technologią prac prowadzonych w rolnictwie na Ukrainie pozwalają na produkcję ziarna zbóż w ciągu najbliższych 5-6 lat na poziomie sięgającym 80 mln ton. W normalnych warunkach zakłada się, że w typowej produkcji rolniczej blisko 25-30% plonów zabezpiecza się przez stosowanie wysoko produkcyjnych gatunków i ich mieszańców rolniczych odmian roślin, jak też stosowania właściwego zmianowania roślin – płodozmianu. Wprowadzenie nowych innowacyjnych, lepiej przystosowanych do miejscowych warunków odmian roślin, pozwala zabezpieczyć kolejny wzrost plonów o 30-40% zebranego ziarna zbóż z każdego hektara zasiewów. Efektu tych działań należy doszukiwać się w tkwiącym przede wszystkim genetycznym potencjale zbóż i ich mieszańców roślin uprawnych, prowadzonej na Ukrainie selekcji ziarna zbóż, właściwie stosowanej nowoczesnej technologii w produkcji rolniczej.
The paper presents the results of authors’ long-term researches aimed at the increase of the agrocoenosis productivity, protection of the natural environment and quality of Ukrainian agricultural produce, particularly in the western region. Modern plant-breeding technological developments of the Ukrainian scientists can enable the production of 80 million tons of common grain within the next 5-6 years. The introduction of other innovations can provide additional 30-40% growth of grain from one hectare. It is all possible thanks to genetic potential of Ukrainian crops and people, Ukrainian crops selection, and modern technology used in agriculture.

Opis:
The aim of this article is to demonstrate the European character of a national court which, by ruling on the basis of EU law, becomes an EU court. The following premises confirm it. Firstly, it is an element of the EU justice system and, together with the CJEU, is obligated to guarantee the effectiveness of EU law. In carrying out the entrusted task, it follows the principles defining the EU legal system: the principle of primacy and the principle of direct effect and direct application, which serve to implement the meta-principle of effectiveness of EU law. However, they do apply to acts that have direct effect. In other cases, the domestic court uses a pro-EU interpretation, i.e. reinterprets the norms of national law in the light of the purpose and effect of EU law. In de facto transferring the indicated obligations to the national ground, the national court applies national procedural rules, and at the same time adjusts their effectiveness to the needs of EU law. In performing the above-mentioned duties, national courts were granted the right to refer questions for preliminary ruling to the CJEU.
Przedmiotem niniejszego opracowania jest wykazanie europejskiego charakteru sądu krajowego, który orzekając na podstawie prawa unijnego staje się sądem unijnym. Przemawiają za nim następujące przesłanki. Po pierwsze jest on elementem unijnego wymiaru sprawiedliwości i łącznie z TSUE zobowiązany jest do zagwarantowania efektywności prawa unijnego. Realizując powierzone zadanie kieruje się zasadami definiującymi unijny system prawny: zasadą prymatu, bezpośredniego skutku i bezpośredniego stosowania, które służą urzeczywistnieniu metazasady efektywności prawa unijnego. Jednakże stosowane są one do aktów posiadających bezpośredni skutek. W pozostałych przypadkach sąd krajowych wykorzystuje wykładnię prounijną, czyli dokonuje reinterpretacji norm prawa krajowego w świetle celu i skutku prawa unijnego. Przenosząc de facto wskazane obowiązki na grunt krajowy sąd krajowy stosuje krajowe przepisy proceduralne dostosowując jednocześnie i ich skuteczność do potrzeb prawa unijnego. Wykonując wskazane obowiązki sądy krajowe wyposażone zostały w prawo do kierowania pytań prejudycjalnych do TS.

The article aims at identification and assessment of the extent to which rural communes in Poland participate in financing environmental protection investments. Investments in the natural environment protection are the subject of the paper. The analysis addresses particularly the issue of their financing, especially funding from budgetary means of rural communes with regard to territorial division into provinces. Secondary sources of information for the years 2004-2009 were used in the investigations. Among the sources of funding for environmental protection investments, the most important are own means covering almost half of the outlays on fixed assets for the natural environmental protection. Expenses from communes' budgets are of marginal importance for the structure of environmental protection funding. Communes' investment expenditure focuses almost exclusively on wastewater management, water protection and waste management. Rural communes financed 20.3% of the total environmental investment outlays realized by all communes. Environmental protection (together with public utilities) are on the second position among the investment objectives of rural communes. The largest scale of investment expenditure on the environmental protection in 2009 was registered in the Podkarpackie province, where rural communes financed about 20% of investment outlays in this field made by all rural communes in Poland total.Tangible effects of the realized environmental investments financed from rural communes' budgets in 2009 in Poland are diversified spatially. Considering investments in wastewater management, three provinces (Podkarpackie, Małopolskie and Mazowieckie) realized investments such as collective sewer system constituting almost half of the total length of such investments realized in 2009 in rural areas. Similar situation was observed for the length of house sewers and collective wastewater treatment plants. It was the same also in case of individual wastewater treatment plants of which half of the whole number commissioned for use in Poland was located in the areas of four provinces: Kujawsko-Pomorskie, Lubelskie, Mazowieckie and Wielkopolskie.

Ever since the Croatian Competition Agency started functioning in 1997, public enforcement of competition law has been the norm. Civil actions for breaches of competition law have been the exception in Croatia. The existing legislation in the area of competition law makes no effort to incentivise private enforcement. There are no specific rules in the Competition Act 2009 dedicated to civil actions, except a single provision that assigns jurisdiction over damages claims to commercial courts. General tort law is applicable in order to prove damages. A number of issues arise here mostly due to the complexity of competition cases. These issues were described in the European Commission’s White Paper on Damages Actions for Breach of EC Antitrust Rules (2008). The level of uncertainty as regards the outcome of the claim is high. It seems that special rules need to be adopted in Croatia in order to improve the position of the injured side. The paper deals with a number of procedural and substantive law issues relevant to the facilitation of civil proceedings for antitrust damages. A domestic law perspective is applied taking into account recent developments in EU competition law and policy.
Depuis 1997 quand l'Agence croate de la concurrence a commencé à fonctionner, l'exécution publique de droit de la concurrence a constitué la norme. Les actions civiles pour violation du droit de la concurrence ont été une exception en Croatie. La législation en vigueur dans le domaine du droit de la concurrence ne succite pas l’exécution par des particuliers. Il n'y a pas de règles spécifiques dans la Loi sur la concurrence de 2009 consacrées aux actions civiles, à l'exception d'une seule disposition qui attribue la compétence à l'égard des demandes d'indemnisation aux tribunaux commerciaux. La responsabilité délictuelle générale est applicable afin de prouver les dommages. Un certain nombre de questions se posent ici principalement en raison de la complexité des affaires de concurrence. Ils ont été décrits dans le Livre blanc sur les actions en dommages et intérêts pour infraction aux règles communautaires sur les ententes et les abus de position dominante (2008). Le niveau d'incertitude quant à l'issue de la demande est élevé. Il semble que des règles spéciales doivent être adoptées en Croatie afin d'améliorer la position de la partie lésée. Le document traite sur un certain nombre de questions de droit procédural et droit de fond relatives à la facilitation des procédures civiles en ce qui concerne les dommages suite à des violations du droit de la concurrence. Le point de vue du droit interne est appliqué en tenant compte des développements récents en droit et politique de la concurrence.

The present study was performed in order to understand how a nonlinear load affects the characteristics of the RLC pulse shaping surge generator waveforms under simulation studies. The obtained results were compared when analytical equations were used as source models for both 1.2/50 s voltage & 8/20 s current impulses. Three circuit models; Capacitor Bank generator, Combination waveform generator and Schaffner generator were evaluated under nonlinear loads varied from 10Ω to 106 Ω for voltage impulses and for current impulses it was from 10-4 Ω to 1 Ω. As it can perceive from the analysis, delay time, rise time and FWHM remain unchanged throughout the tested impedance range when used model equations as generator sources. It was found that for voltage impulses, these values were 4.95 μs, 1.20 μs and 81.8 μs respectively. For current impulses, these values were 16.2 μs, 8.02 μs and 20.7 μs respectively. However results obtained for generator circuit models shows that delay time, rise time and FWHM deviated from above values up to maximum of 35.15 %, 106.67 % & 115.16 % respectively for voltage impulses. For current impulses these deviations were up to maximum of 79.63 %, 48.75 % & 39.61 % respectively. The deviations were due to influence caused by the nonlinear load to the generator circuit parameters and effective internal impedance.

Usually, conventional additives are used which are generally effective, especially when containing aromatic groups. They can be sometimes unacceptable, e.g. in medical applications. Polystyrene (PS) has been investigated as a protective component, in analogy to the classical case of cyclohexane/benzene system. Mechanical mixing of both polymers showed to be of modest effect, but two other procedures, of soaking polypropylene powder with polystyrene dissolved in styrene, or soaking with styrene and gamma preirradiation with resulting grafting (G = 12000 effects/100 eV), resulted in the composition of improved resistance towards radiation. The energy transfer, which explains the effect, is extended at a distance of 8-12 mers of polypropylene. The investigations have been made by gas chromatography and diffuse light reflection spectrophotometry (DRS), after 10 MeV electron beam irradiations.

The use of market mechanisms in environmental protection was the cause of coming into being of financial markets on which emission allowances are traded. Introduction of the European Union Emissions Trading System and mechanisms under the Kyoto Protocol exerted a particular influence on the development of these markets. The EU market is the biggest emission allowance market in the world in terms of trading volume and value and becomes a more and more important element of global financial markets. A situation on this market is essential for enterprises wishing to acquire carbon allowances in order to cover their greenhouse gases emissions entities investing in low-carbon technologies and entities interested in gaining profits from speculative transactions.

Opis:
Emissions of greenhouse gases, such as carbon dioxide, methane, dinitrogene monoxide, water vapours and ozone was constant until the end of eighteenth century, and then began to increase. This increase was particularly steep after 1950 and continues until today. It is estimated, that changes in greenhouse gas concentrations in the air, which lasts for more than 200 years, stemmed largely from human activities, including the development of agriculture, transport and industry. The article discusses the problem of the greenhouse effect in terms of emissions of selected gases and components from the motor vehicles. It presents the results of pollutants emissions measurements, including greenhouse gas emissions from vehicles, in some research tests, curried out on the chassis dynamometer. There is assessed the impact on greenhouse gas emissions from different engine sources (exhaust system, fuel system, and crankcase) due to the following fuels: LPG, CNG, petrol, diesel oil and biodiesel. This article is a fragment of greater work devoted determination of emission indicators for greenhouse gases useful in calculation of total emissions by selected transport sectors. There are two interesting conclusion of this work: the first is that for diesel engine significant part of greenhouse gas emissions have PM emissions and the second that for older spark ignition engines equipped with open type fuel systems very important part of these emissions have hydrocarbon emissions from fuel system.
