Opis:
Intelligent transportation systems (ITS) are not single implementation but program of projects which have to be managed. There are methodologies associated with multi project management. They do not meet fully the needs of ITS program management. How to add new projects and operational tasks to ITS program? The paper presents literature analysis of methodological program management. Project documentation of intelligent transportation system called TRISTAR was studied. The environment of ITS projects was identified. The scheme of management and development of ITS program was developed. The guidance to development of program of ITS projects were provided.
Inteligentne systemy transportowe (ang. intelligent transportation systems - ITS) nie są jednorazowymi wdrożeniami, ale programem projektów, którym należy zarządzać. Istnieją metodologie dotyczące zarządzania wieloma projektami. Nie odpowiadają one w pełni potrzebom zarządzania programem projektów ITS. Rodzi się zatem pytanie, jak dokładać nowe projekty i działania o charakterze operacyjnym do programu inteligentnych systemów transportowych? W artykule przeanalizowano zarządzanie programem projektów od strony metodycznej. Przeanalizowano dokumentację systemu TRISTAR. Dokonano identyfikacji środowiska projektów inteligentnych systemów transportowych (ITS). Opracowano schemat zarządzania i rozwoju programu projektów inteligentnych systemów transportowych. Stworzono wytyczne do rozwoju programu projektów ITS w miarę upływu czasu.

When analyzing the reasons of the previous programs`failure, we usually focus on the following questions: timeliness of the program results obtaining, keeping to the budget frames, and the results compliance with the quality parameters specified. In other cases, the analysis confirms that the program and the team’s activity have been successfully finished, the payments to suppliers completed and the interested persons and users quite satisfied. It is much less frequently when the question of selecting the most pertinent area of changes is raised, as well as thequestion of readiness of the organization for the changes to occur due to the implementation of the program. The process of introducing a program, that assure changes, into organization activities is the subject of this article. The objectives: development of an instrument for analyzing the possibility of implementation of changes into the work of an organization and for evaluating the intensity of resistance to changes. The task is to analyze factors having an impact on the results and possibility of introducing changes within an organization, to consider and to ground the main problems and the sources of resistance to the changes. In our research, we used such methods as logical summarizing, analysis and synthesis, structural analysis. The results: a model of calculating the resistance to changes has been developed. This model takes account of the program implementation intensity and allows determining the total level of resistance to changes after successful completion of the program. The research showed that the total level can be both high and low, as the organization personnel, especially its top management, may not recognize the need for changes, or may strive for achieving stability of the company situation. In the course of the research, the basic features of the changes introducing programs have been defined and the basic problems appearing at an organization presented, particularly, those relating to its personnel. The problems have been classified as relating to the organization top management and directly relating to the team working on the program. Conclusions: the instruments foranalyzing the implementation of the program of changes or transformations within an organization have been obtained. The results achieved in the research bring the statement that if the resistance to changes is stronger than the organizational potential of a company, any benefits from the implementation of the program are leveled down. Therefore, the reduction of the general resistance to changes within an organization isneeded first, and only after this, any programs and projects can be implemented.

Celem artykułu jest diagnoza czynników krytycznych wpływających na zarządzanie programem utrzymania aplikacji multimedialnej w przedsiębiorstwie średniej wielkości. Badanie przeprowadzono z wykorzystaniem metody studium przypadku, obserwacji uczestniczącej, analizy dokumentacji i wywiadów bezpośrednich. Zaprezentowane rezultaty pozwalają lepiej zrozumieć procesy zachodzące w przedsiębiorstwie podczas realizacji programu utrzymania aplikacji multimedialnej. W artykule przedstawiono zidentyfikowane czynniki krytyczne oraz zaproponowano zmiany pozwalające je zneutralizować.
In the article, the author tries to answer the question: what critical factors influence the management of a multimedia application maintenance program in a medium-sized enterprise? The research was conducted according to case study methodology. The author used the following methods: participant observation, documentation analysis, and face-to-face interviews. The results of this research help us to better understand the processes in the enterprise during the implementation of the application maintenance program. The study identified critical factors and proposed changes.

Opis:
The research is devoted to the organization of the energy policy objectives implementation through programs. A country’s energy policy can be monitored in many ways. The article proposes to consider the implementation of energy policy objectives with the budget programs maintenance on the example of Ukraine. Budget programs make it possible to trace the dynamics of changes in the aim and directions of the authorities’ energy policy, implemented for budgetary funds. With the budget programs since 2002 in Ukraine, it was possible to trace the increase in spending on the coal industry, highlight the funding forced of negative consequences in the energy sector and separate the steps to develop an energy strategy. Changes in the totality of energy policy budget programs are shown, their contents are considered. The decrease in the budget programs number associated both with the enlargement of their aim and with the withdrawal expenses for reconstruction and social protection of those affected by the previous energy activities from the budget funding. To assess budget programs planning and implementation uniformity the author’s integrated indicator is proposed. It takes the funding level and the quality indicator implementation on assignment directions into account. The calculation of the indicator showed that the expenditures for the general management of the energy policy and for scientific development are planned in the programs more evenly than the expenses for the energy strategy implementation.
Przedstawione badania dotyczą sposobu realizacji celów polityki energetycznej poprzez programy budżetowe. Politykę energetyczną kraju można monitorować na wiele sposobów. W artykule zaproponowano rozważenie realizacji celów polityki energetycznej przy zachowaniu programów budżetowych na przykładzie Ukrainy. Takie programy pozwalają na śledzenie dynamiki zmian celu i kierunków polityki energetycznej, które władze realizują poprzez zastosowanie środków budżetowych. Analiza programów budżetowych od 2002 r. na Ukrainie pozwala zauważyć wzrost wydatków na przemysł węglowy; wskazuje, że to finansowanie wymuszone było negatywnymi zjawiskami występującymi w energetyce, oraz daje możliwość wyodrębnienia kolejnych etapów opracowywania strategii energetycznej. Przedstawiono zmiany w programach budżetowych dotyczących polityki energetycznej i omówiono ich treść. Spadek liczby programów budżetowych związany jest zarówno z poszerzeniem ich celu, jak i z wycofaniem ze środków budżetowych wydatków na modernizację oraz ochronę socjalną osób dotkniętych dotychczasową działalnością energetyczną. Do oceny planów i dla zapewnienia jednolitości oceny realizacji programów budżetowych autorki zaproponowały zintegrowany wskaźnik. Uwzględnia on poziom finansowania oraz wskaźnik jakości poszczególnych kierunków działań. Wskaźnik ten udowodnił, że wydatki planowane na ogólne zarządzanie polityką energetyczną oraz na rozwój naukowy są bardziej równomierne niż wydatki na realizację strategii energetycznej.

Environmental geology deals with many issues closely relatedto the life of human beings. The most important directions of environmentalgeology developed in Poland include: geochemical mapping, environmental protection and waste management programs, and reclamation projects.Cartographic research was conducted using an appropriate scale of work, which enabled the determination of the geochemical background andanomalies throughout the whole country, in selected urban-industrialregions and in specific locations. Valuable information for the environment was also collected as a digital database in the form of a map at 1:50,000scale. Environmental protection programs are among the tools used to implement environmental protection policy at the level of administration of the commune, poviat and voivodship. When developing a document, the assessment of the state of the components of the environment is of key importance, as it is used to plan environmental strategies. Scientific and environmental data are used for evaluation.They must be analyzed and interpreted by experts. In addition to environmental protection programs, the Polish Geological Institutealso develops other documents on environmental issues. As part of the reclamation, liquidation of place of storage of hazardous plantprotection products was carried out all over the country and soils and landfills were cleaned.

Aggressive behavior poses a serious problem to medical staff. It has numerous consequences for the employees: they may experience anger, helplessness and even burnout, which ultimately affects the therapeutic process in a negative way. To reduce these negative consequences, a number of solutions are put forward, including training to prevent aggression. The content and programs of this type of training remain open, however, the literature recommends focusing on issues related to preventing the occurrence of aggressive behavior. The training is intended to provide the staff with adequate knowledge of how to deal with the aggressive behavior of patients, although this is not the only effect. It also affects the attitudes and sense of self-efficacy of participants. The effectiveness of the training in this area is measurable. Appropriate tools are used to this end, provided by the trainers to the trainees. However, one should take into account the aspects of intercultural differences, such as different training systems, principles of patient care or education, which may condition the effects and changes resulting from training to prevent aggression.
Zachowania agresywne stanowią poważny problem w pracy personelu medycznego. Mają one liczne konsekwencje dla pracowników; odczuwają oni złość, poczucie bezsilności, a nawet doświadczają wypalenia zawodowego, które ostatecznie wpływa w sposób negatywny na proces terapeutyczny. Zmierzając do ograniczenia negatywnych konsekwencji tego procesu, proponuje się wiele rozwiązań, do których należą treningi zapobiegania agresji. Treść i program tego typu szkoleń mają charakter otwarty, jednak literatura przedmiotu zaleca koncentrację na zagadnieniach związanych z przeciwdziałaniem wystąpieniu zachowań agresywnych. Treningi w założeniu mają na celu wyposażenie personelu w odpowiednią wiedzę dotyczącą zasad postępowania wobec zachowań agresywnych pacjentów, jakkolwiek nie jest to ich jedyny efekt. Wpływają one także na postawy i poczucie własnej skuteczności uczestników. Efektywność treningu w tym zakresie jest możliwa do zmierzenia. Służą temu odpowiednie narzędzia, które prowadzący szkolenie może przekazać swoim kursantom. Należy jednak uwzględniać aspekt różnic międzykulturowych – inne systemy szkolenia, zasady opieki nad pacjentem czy też wychowanie mogą warunkować uzyskane efekty i zmiany, będące efektem treningu zapobiegania agresji.

The ongoing coal mining reform since 1991 is one of the basic social and economic challenges in Poland. In this context, this article presents research results aimed at, among others, opinions of local government units (- further JST) representatives on the need for creation of an independent expert institution which could monitor, diagnose and overtake the impact of effects of coal mining restructuring on environment. Opis:
A characteristic feature of the environment in which contemporary organizations operate is its variability. To survive in such an environment, organizations need leaders who can set themselves and their subordinates specific goals and influence their achievement. Many positive examples of leadership can be transferred to the civilian environment thanks to the models developed in the armed forces. One of the tools for shaping leadership attitudes in the Polish Armed Forces is the author's program for training non-commissioned officers called "Leader" in operation since 2008. The knowledge passed on during this program, which is conducted in the form of a course (considered to be one of the most difficult ones in the Armed Forces), is related to building leadership skills. It can be successfully transferred to the civilian environment, wherever there are relationships between superiors and subordinates.
Charakterystyczną cechą środowiska, w którym funkcjonują współczesne organizacje jest jego zmienność. Aby w takim otoczeniu organizacje mogły przetrwać potrzebują liderów posiadających umiejętność stawiania sobie i swym podwładnym określonych celów oraz wpływania na realizację tych celów. Wiele pozytywnych przykładów przywództwa może zostać przeniesionych do środowiska cywilnego dzięki wzorcom wypracowanym w armii. Jednym z narzędzi kształtowania postaw przywódczych w Wojsku Polskim jest funkcjonujący od 2008 roku autorski program szkolenia podoficerów Lider. Wiedza przekazywana podczas tego programu, prowadzonego w formie kursu (uważanego za jeden z najtrudniejszych z siłach zbrojnych) związana z budowaniem kompetencji przywódczych, może z powodzeniem zostać przeniesiona do środowiska cywilnego, wszędzie tam, gdzie istnieją zależności pomiędzy przełożonymi a podwładnymi.

W artykule przedstawiono program proponowany rolnikom do kompleksowego zarządzania gospodarstwem rolnym. Z dostępnych na rynku programów do przetestowania wybrano program Agro-NET w wersji 6.00.0127 firmy Agrocom. Sprawdzenia działania programu dokonano wprowadzając wszystkie dane dotyczące uprawy pszenicy ozimej w wybranym gospodarstwie. Przeprowadzone testy wykazały, że obsługa takiego oprogramowania jest łatwa, ale wymaga dużej wiedzy od użytkownika i najlepiej aby wprowadzaniem informacji zajmowała się jedna osoba.
The article presents a programme for farmers for complex management of an agricultural farm. From among programmes, which are available on the market, Agro-NET programme version 6.00.0127 by Agrocom was selected for testing. The programme performance was checked by introducing all data concerning winter wheat cultivation in a selected farm. The tests, which were carried out, proved that the use of this programme is easy by it requires vast knowledge from the user and one person should be involved in entering the data.

Zwrócono także uwagę na rolę zagadnienia własności intelektualnej w perspektywie działalności gospodarczej przedsiębiorstwa wraz z zaprezentowaniem autorskiego modelu zarządzania IP. Załącznikiem do tekstu są schematy programu studiów zatwierdzonego w UJ.
The article presents the main assumptions underlying the establishment of a new fi eld of study in Poland “Managing intellectual property”. They are presented against the historical context of its creation in Jagiellonian University. The basic assumptions arising from the economic and legal theories are presented as well as historical outline of the subject-matter. The role of intellectual property issues in the perspective of business operations are outlined, together with presenting the own model of IP management. The text is annexed with schemes of the approved study programs in the Jagiellonian University.

ObjectivesThe work is aimed to present and promote the Chemical Safety Management Training Hub for Chemicals Users (ChemSM-Hub) project implemented by the Nofer Institute of Occupational Medicine in cooperation with the Lodz University of Technology, Poland, and other partners from Germany (Oekopol GmbH), Greece (Prolipsis) and Romania (Romtens). The project is co-funded by the European Commission under the Erasmus+ program, whose aim is to support downstream users (DUs) and distributors (Ds) of chemicals in complying with the REACH and CLP Regulations by developing an innovative training program in chemical safety management (CSM), available via the online project platform, adapted to the real needs of the target groups.Material and MethodsThe methodology for implementing the ChemSM-Hub project includes: 1) conducting survey research among the target groups, 2) conducting a state-of-the-art review of literature and websites, 3) developing the Dissemination and Promotion Plan, 4) developing the Monitoring and Evaluation Procedure, 5) developing the CSM training curriculum, 6) designing the project e-learning platform and mobile app, 7) developing the “Training pattern for trainers” guidance, and 8) organizing training events.ResultsThe project is being implemented in response to the changing EU legislation on chemicals. As a result of the project, a CSM training program has been established consisting of 3 modules (introductory, basic and advanced) with varying degrees of complexity. In addition, a pocket guide has been developed that contains basic information for DUs and Ds regarding the REACH and CLP Regulations, as well as the “Training pattern for trainers” guidance containing a CSM training session plan for trainers. All these materials will be available via the project platform, and their selected elements also via a mobile app.ConclusionsThe publication is aimed to familiarize the potential users of the ChemSM-Hub training program with its thematic scope, the structure of the training and the expected results. It is also a way to promote online training adapted to the needs of its target groups.

Artykuł referuje wyniki badań prowadzonych w konwencji action research w toku programu realizacji strategii informatyzacji Politechniki Warszawskiej, nominowanego w 2015 r. do nagrody liderów zarządzania uczelniami „Lumen”. Nowa koncepcja, o charakterze ogólniejszym niż tylko dla Politechniki, określa zasady konstruowania podejścia metodyczno-organizacyjnego, z jednej strony czerpiącego zarówno z metodyk „twardych”, jak i metodyk agile, z drugiej zaś strony różnicującego to podejście dla projektów różnej skali. Koncepcja jest przedmiotem rozprawy doktorskiej.
Searching for causes of low efficiency of IT projects in public universities, the specifics of its operation were analysed in the external and internal environment. A number of IT projects of different scale were analysed in „action research”. Inadequate adequacy of recognised project management methodologies to the universities specifics was found. Important factors of low effectiveness carried out deployments, were identified. It was considered that for projects of different scale influence somewhat different factors and they require different methodical approach. On this basis, the vulnerability research was described. The master classification of different scale projects, which have been assigned important factors having an impact on their implementation, was developed taking into account technical and pre-project activities. The paper is the concept of a methodical implementation of IT projects in public universities.
