The article has analysed the subjects of the integration of European Union (EU) priorities of the field of home safety into the national standard. In the research there has been aimed to rate if the system mechanism has been developed and how the EU priorities have been integrated into the papers of Lithuanian national proceedings of court institutions. It is stated that if there is not such a mechanism, the assumptions are structured to operate spontaneous and unfounded practice by the formation of policy of home safety. Therefore, the medium has been constituted for the gaps of this process such as not to implicate the particular and relevant for a state EU priority in the papers of national standard proceedings and not to implement the priority by the national standard both content and form significance. To judge the experts’ interview, the particular proposals due to the process development in Lithuania have been introduced by providing the mechanism of EU priorities’ integration.

This article proposes an analytical model of a system with priorities servicing a mixture of different elastic traffic streams. The model presented in the article was developed as the extension of earlier works published by the authors. It utilizes the concept of equivalent bandwidth and then, following bandwidth discretization, uses the dependencies introduced on the basis of the assumptions adopted for the generalized Kaufman-Roberts formula and for the model of a full-availability group with traffic compression. The article presents a possibility of using the proposed model to model the radio interface in a multi-service mobile network and provides an example of the above with the interface of an LTE network. Since the proposed model is an approximate one, the results of the calculations are compared with the results of simulations. A comparison of the results confirms an acceptable level of accuracy of the model. The model can be successfully used in the analysis and design of links and nodes of telecommunication and computer networks.

This article attempts to bring together the most important educational priorities which should be taken into consideration when planning education in a world recovering from a pandemic. Some of the priorities discussed here should have already been taken into account during the 20th century, whilst others are completely new and result from changes that have come about in the 21st century, such as increased arrogance, ignorance, authoritarianism, educational insecurity, contempt for nature, confusion and the promotion of the lies under the name of post-truth . The authors propose a holistic approach to the education process, focused on priorities. In turn, the definition of those priorities should result from the most important problems that affect humanity.

The goal of the article is presenting strategic regional development priorities of Malopolska Voivodeship. The outcomes of research are based on research conducted in local communes with use of AHP questionnaire. The research procedure consists of two steps: in first weights of main criteria and subcriteria were estimated. Subsequently, significance of subcirteria were determined with relevance to previously defined strategic alternatives. The research outcomes indicated preferred strategic scenario and determined key factors of development in frame of each strategic scenario.

Polski system edukacyjny coraz częściej ukazuje swoje dramatyczne niedostatki. Jednym z najpoważniejszych zarzutów jest to, że szkoły coraz gorzej uczą. Wynika to po części ze słabości samych nauczycieli, po części zaś ze złego zarządzania szkołami. Prezentowany artykuł wskazuje nie tylko na główne źródła słabości polskiego szkolnictwa, lecz przede wszystkim znajdują się tutaj podpowiedzi, jak można byłoby system szkolnictwa usprawnić. Chodzi w szczególności o zmianę podejścia do procesu kształcenia i wychowywania. Uznanie, że choć priorytety są niezmienne, to nowe czasy zmuszają do sięgnięcia po inne metody edukacyjne. Ukazana została pozytywna cecha małej szkoły, a przede wszystkim artykuł zwraca uwagę na rolę nauczyciela, który pełen pasji powinien odkrywać przed młodymi ludźmi nieskończenie piękny świat wiedzy.
The Polish educational system more and more often shows its dramatic deficiencies. The most serious objection is that schools teach badly. This is partly to the weakness of the teachers themselves, and partly because of the poor school management. The presented article indicates the main sources of weakness in Polish education and – first of all – it hints on how the system could be improved. Among many important factors is a change of approach to the education and upbringing process. Priorities are unchanged, but present time force teachers to use other educational methods. A positive feature of a small school has been shown, and above all the article draws attention to the role of a teacher who, full of passion, should discover infinitely beautiful world of knowledge for young people.

Rozwój lokalny jest systemem takich zmian, które mają miejsce w mieście, gminie wiejskiej lub miejsko-wiejskiej bądź też delimitowanym subregionie. Celem pracy jest identyfikacja priorytetowych obszarów rozwoju w gminach województwa podkarpackiego. Realizując cel zastosowano metodę indukcyjną, dedukcyjną, syntezy i analizy. Wykorzystując dane pozyskane w badaniu ankietowym wśród 160 urzędów gmin Podkarpacia stwierdzono, że w organizacji, jaką jest urząd gminy, wprowadzenie przedsiębiorczego zarządzania wydaje się potrzebne ze względu na wspólne dobro mieszkańców i wykorzystanie posiadanego potencjału. Przesłanką do takiego działania może być identyfikacja priorytetów rozwoju gmin. Zaliczono od nich: rozbudowę infrastruktury, lokowanie działalności gospodarczej na terenie gminy, walkę z bezrobociem. Wskazanie priorytetu w działaniu gmin wiąże się z ukierunkowaniem ich funkcjonowania w kierunku przedsiębiorczym. Pozytywne przykłady i efekty prac przedsiębiorców pozwalają wskazać, że o zasoby gminy należy dbać, tak jak o indywidualny majątek. Pozwoli to na uzyskanie większych korzyści społecznych i gospodarczych. Przyjęcie przedsiębiorczego kierunku w administrowaniu gminą będzie potwierdzeniem kreatywnego podejścia do problemu zmiany. Można je będzie również określić jako innowacyjny sposób działania organizacji.
Local development is a system of such changes that take place in a city, a rural or urban-rural commune or a delimited subregion. The purpose of the work is to identify priority development areas in the municipalities of the Podkarpackie Voivodeship. By realizing the goal, the inductive, deductive, synthesis and analysis methods were used. Using the data obtained in the survey among 160 offices of the Podkarpacie communes, it was found that in the organization which is the commune office, the introduction of entrepreneurial management seems necessary due to the common good of the inhabitants and the use of their potential. The premise for such action may be the identification of priorities for the development of municipalities. They included: infrastructure development, locating economic activity in the commune, and combating unemployment. The indication of the priority in the operation of municipalities is related to the orientation of their functioning in the entrepreneurial direction. Positive examples and effects of the entrepreneurs’ work allow us to indicate that the commune’s resources should be looked after, just like individual assets. This will allow for greater social and economic benefits. The adoption of an entrepreneurial direction in the administration of a commune will confirm the creative approach to the problem of change. They can also be described as an innovative way of operating the organization.

Purpose: Sixty-five HR general managers representing companies from a variety of industries took part in the research that we conducted between April and October 2013. They had identified leadership development as the most significant factor in the growth of the top firms in Poland’s economy. We have conducted in-depth interviews to understand the perception of the leadership concept. We have found that they tend to focus on the following dimensions of leadership: conveying a vision, inspiring, being charismatic, being credible, being able to manage others, and having good interpersonal skills. Research limitations and implications: The main limitation of the research is that it does not allow for generalization of findings on perceived dimensionality of leadership on larger population of HR Executives. Our findings imply that leadership development will soon be a strong priority among HR teams of 500 largest companies, but several dimensions are not present in their description of leadership. Originality/value: Our paper makes three contributions to the literature. We have developed a managerial attention view of the firm by surveying senior HR executives. CEOs, CFOs, and top management teams tend to be subject of studies in this theoretical tradition more often than HR executives, Another contribution is the use of mixed methods that is rather rare yet offering vast opportunities for triangulation and knowledge building in the discipline. Our third contribution is that we applied a standard scale of the multidimensional leadership concept.

Background: The presented research problem concerns the operational (executive) level and does not include tactical or strategic solutions. The described algorithm concerns the determination of the priority number of objects that are the equipment of any considered production system. The algorithm takes into account the states of work in the external and internal areas of the evaluated system. The analysed characteristics mainly include: values of work levels in the supply chain (to and from the enterprise) and values of system work levels within the company in the area of continuity of the processed material flow and failure levels of technological equipment. The algorithm of the object priority evaluation takes into account the existing synergy of a single element of the system with the whole system. Methods: The presented method of assessing priorities enables determination of critical elements of a complex system. The evaluation is carried out in a three-dimensional system. It takes into account machine failure, the operation of processes in the area of the analysed manufacturing system but also the levels of operation of supply systems (supply chains). The presented method of determining priorities requires adapting the assessment methodology to the individual characteristics of the test object. For this reason, the analysis includes, among others: the type of the system, its structural and functional complexity, complexity of interoperability and the size of material flow streams and their frequency. Results: The developed algorithm was verified on a selected example of a production system. Due to the complexity of the presented algorithm, the article presents results for a system that is characterized by a relatively high level of process flexibility and has a large number of technological processes. The article presents the values of indicators that were calculated for individual modules. Conclusions: The presented algorithm is a general approach to the evaluation of the elementary objects of the system, while taking into account the existing synergy between the other elements of the entire system. In the next stages of the research, the authors will develop algorithms for various production systems (convergent and divergent), for different manufacturing specifications (objective and technological) and for different levels of process flexibility values.
Wstęp: W pełni efektywne zarządzanie i organizacja dowolnego systemu produkcyjnego zakłada: zero zapasów w całym łańcuchu dostaw oraz zero postojów spowodowanych np.: oczekiwaniem na przetwarzany materiał bądź losowo występującymi awariami urządzeń wyposażenia technicznego. W wielu przedsiębiorstwach elementarne ograniczanie strat z grup: muri, mura i muda, przynosi doraźne efekty jedynie w usprawnianym obszarze. Należy pamiętać, że system wytwórczy zgodnie z teorią systemów złożonych jest organizacją, w której elementy składowe systemu występują względem siebie w ścisłej korelacji. Każdorazowa zmiana będąca obszarowym usprawnieniem systemu, determinuje również zmiany w innych (nie usprawnianych) obszarach. Stąd konieczne jest stosowanie wieloaspektowego ujęcia z jednoczesnym uwzględnieniem horyzontu czasowego i przestrzennego. Materiały i rezultaty: Przedstawiony w artykule problem badawczy skupia się na obszarze poziomu operacyjnego (wykonawczego) i nie dotyczy rozwiązań taktycznych ani strategicznych. Przedstawiony w artykule algorytm kształtowania liczby priorytetowej obiektów, będących wyposażeniem dowolnie rozważanego systemu produkcyjnego, uwzględnia stany pracy w obszarach zewnętrznym i wewnętrznym analizowanego układu. Mianowicie uwzględnione zostały: wartości poziomów pracy w łańcuchu dostaw (do i z przedsiębiorstwa) oraz wartości poziomów pracy układu wewnątrz przedsiębiorstwa w obszarze ciągłości przepływu przetwarzanego materiału oraz poziomów awaryjności urządzeń wyposażenia technologicznego. Zaprezentowany algorytm oceny priorytetów obiektów obejmuje kompleksowe ujęcie występującej synergii pojedynczego elementu systemu z całym układem (z uwzględnieniem wpływów czasu i miejsca). Opracowany algorytm poddano weryfikacji na wybranym przykładzie systemu produkcyjnego. Zaprezentowana metoda kształtowania priorytetów wymaga dostosowania metodyki oceny do indywidulanych cech rozważanego obiektu, przy każdorazowym jej zastosowaniu. Z tego też względu analiza uwzględnia między innymi: typ i rodzaj systemu, jego złożoności w obszarze strukturalnej, funkcjonalnej i złożoności współdziałania oraz wielkości strumieni przepływu materiałów i ich częstotliwość. Przedstawiona w artykule metoda oceny priorytetów, umożliwia wyznaczenie krytycznych elementów złożonego systemu. Ocena kształtowana jest w układzie trójwymiarowym z uwzględnieniem awarii maszyn, procesów realizacji w obszarze analizowanego systemu wytwórczego, ale również z uwzględnieniem poziomów pracy systemów zasilających (łańcuchów dostaw). Ze względów na złożoność przedstawionego algorytmu, w artykule zaprezentowano wyniki dla układu cechującego się względnie wysokim poziomem elastyczności procesowej oraz posiadającym względnie dużą liczbę procesów technologicznych. Ważnym parametrem analizowanego systemu jest wysoki poziom jakości realizacji procesów osiągając skumulowaną jakość dla wytworzonych produktów ponad cztery sigma w kryterium oceny zgodnym z metodą Six Sigma. Ponadto układ cechuje się względnie dużą zmiennością asortymentową materiałów wejściowych, co w rezultacie determinuje wielką liczbę łańcuchów dostaw na wejściu do systemu produkcyjnego. Ponadto specyfika rozpatrywanej branży jest układem wykazującym konkurencyjność wytwarzanych wyrobów finalnych stąd występuje wysoki poziom dostosowania produktów do oczekiwań klientów przekładający się na elastyczność przedsiębiorstwa. Wnioski: Opracowany algorytm uwzględnia rozważania ujęcia systemowego zgodnie z ogólną teorią systemów według Klira oraz Meserovicza. Zaprezentowany algorytm jest ogólnym ujęciem oceny elementarnych obiektów systemu z jednoczesnym uwzględnieniem występującej synergii między pozostałymi elementami całego układu. W kolejnych etapach badań zostaną opracowane algorytmy dla różnych układów produkcyjnych (konwergentnych i dywergentnych), o różnej specyfikacji wytwórczej (przedmiotowej i technologicznej) oraz wykazujących różne poziomy wartości elastyczności procesowej. Dla opracowanych algorytmów zostanie przeprowadzona walidacja i porównanie modeli dla danych empirycznych zgromadzonych w rzeczywistych obiektach wytwórczych.

The attitudes of the numerous Bulgarian emigrants, scattered across the continents, to our language and to his use abroad are of particular importance for the Bulgarian state and language policy regarding emigration. The two questionnaires were conducted among the Bulgarian emigrant community in Sydney, Australia on one side and worldwide (where the answers came from) on the other side. In this report are commented the results of both questionnaires. Only those answers that reflect the attitudes of today’s emigrants to the use of their native Bulgarian language in daily communication and their willingness to participate in Bulgarian education abroad of their children are analyzed here. The characteristics of the attitudes of Bulgarian emigrants to their native language and Bulgarian education abroad are valuable in terms of the future work of Bulgarian linguistics and Bulgarian governmental institutions. Their main priority should be the delay of the process of forgetting the Bulgarian language from the generations.

The article focuses on working out sustainable tourism indicators taking into account national priorities of Ukraine. Among national priorities of tourism in Ukraine the varied and diverse natural healing resources (mineral waters, peloids (medical mud), climate, rump of estuaries and lakes, seawater, ozocerite, bischofite) and resort territories are the leading ones. Assessment of the state of natural healing resources and resort territories is suggested as a national priority among nine mandatory problem areas according to UNWTO recommendations for monitoring in observatories of sustainable tourism.

This article provides a system analysis of trends in the IT field of the global computer industry that changed the socio-economic conditions of everyday living. From Focus on Sounds to Focus on Words in English Pronunciation Instruction

The paper addresses a very important aspect of Polish-accented English, namely the issue of frequent phonetic errors made by Polish learners which do not result from their inability to produce foreign sounds correctly, but which stem from various interference factors (e.g foreign pronounced as [fo'rejn]). Following Szpyra-Kozłowska's (in press a) claims that such errors hinder successful communication far more than other segmental and suprasegmental inaccuracies and should thus be treated as a top pedagogical priority, what is suggested is a shift in phonetic instruction from the focus on the production of sounds and prosodies to the focus on the pronunciation of problematic words. Our major goal is to demonstrate how this proposal can be implemented in the language classroom.The authors present a report on the experiment in which a group of 25 Polish secondary school pupils has undergone a special training in the pronunciation of 50 commonly mispronounced words with the use of special, teacher-designed materials. The effectiveness of the employed procedure as well as the pupils' reactions to it are examined and pedagogical conclusions are drawn.

Opis:
NIK’s work plans for the years 2012–2016 were developed with consideration to certain social and economic conditions in the country’s economic and social development. Financial stability was considered the basic factor that allows for improving the citizens’ living conditions. In the course of formulating these conditions, two stages can be identified. During the first stage, in the years 2012–2013, focus was placed on the issues related to, among others, the budget deficit, infrastructure, business environment, national education, professional activity of the citizens, demography, research and development activities and the citizens’ security. At the other stage, comprising the years 2014-2015, the focus was on the issues related to improving the citizens’ living conditions and effective public assets management, national education and medical care. In that period, significant changes took place with regard to the development of annual work plans.
