Opis:
Seaports and cities are internally linked, and the port can have a strong influence on the city, especially in the environmental aspect. Port authorities around the world are striving for greener forms of port management to adapt to state policy and to increase their economic and environmental competitiveness. The introduction of the concept of sustainable development in the port can stimulate the creation of green cities. This paper uses a case study to analyze the sustainable development in the Twin Port of Bremen. The aim is to distinguish the green port’s impacts that can stimulate the development of the green city concept. It is shown that the port development stimulates GDP growth, increases employment, urban infrastructure development, and the overall enrichment of port cities. Using the presented analysis of the green port, the most important affecting factors are proposed.

Opis:
The article describes the trend towards implementation of environmental initiatives in the maritime and port sector. The introduction of environmental thinking and green management has been analysed to better understand the impacts on European ports. Moreover, drivers influencing port’s environmental initiatives and their adoption were analysed empirically on the case of port of Koper which is classified as one of the leading environmentally friendly European ports. Based on an in-deep analysis of developed measures a wider used approach has been proposed which might be used as a platform by the ports in the region and also by other fast developing ports. It is obvious that ports will be forced to implement environmental objects in their longterm development plan. Obtained cognitions should help them to develop a scenario for faster introduction of objects and measures to obtain the status of a green port and follow sustainable development in the future.

The aim of this article is to present the results of research on solutions that can be implemented by the Gdynia Sea Port to allow it to obtain the title of a Green Port. The conducted research concerned a broad area, i.e., the identification of initiatives taken by seaports distinguished as Green Ports and other possible solutions consistent with the ideas of sustainable development. The article focuses on solutions for the Gdynia Sea Port, which, despite the implementation of many pro-ecological initiatives, does not have the official title of a Green Port. Seaports serve many modes of transport, but they are currently dominated by road transport. The activities of seaports located in urban agglomerations significantly contribute to the emission of air pollutants, noise, congestion, and other factors, which directly affect the health and quality of life of its inhabitants. The research process involved a critical literature analysis, the method of deduction, and a structured interview with representatives of the seaport in Gdynia. Based on the conducted research, areas important for obtaining the title of Green Port were identified, including increased investments in renewable and alternative energy sources, as well as a focus on the implementation of intelligent solutions.

The need to prioritize activities aimed at increasing the use of inland waterway transport to support seaports and their staging is of primary importance for ports that have natural conditions (direct access to inland routes), but do not meet the basic requirements for their development (access to high-quality inland waterway connections). Due to the cost- and time-consuming nature of many of the recommended activities, it is crucial to properly plan internal and external measures by placing them on a timeline and assigning responsibility for their implementation to various stakeholders, including port authorities and waterway managers. Revitalizing the linear waterway infrastructure of these ports will be of paramount importance.

Seaports play a very important role in the international sea-land transport chains and have a strong effect on the efficiency of foreign trade. As their influence on the regional economy and society is also significant, they face a high security risk. That is why they should be specially protected as infrastructural facilities of critical importance to the state. Moreover, protection of seaports constitutes and important element of the general concept of crisis management on local, regional and international levels. In recent years, both the European Union, by adopting the directive on enhancing port security, and the International Maritime Organization, by preparing the International Ship and Port Facility Security (ISPS) Code, have paid special attention to the protection of seaports against any incidents endangering their security. Vital among such activities is the preparation and implementation of a seaport protection plan and port facility protection plans. Those plans need to be consistent with the port critical infrastructure protection plan.
Ochrona portów stanowi też ważny element ogólnej koncepcji zarządzania kryzysowego w ujęciu lokalnym, regionalnym i międzynarodowym. W ostatnich latach Unia Europejska, podejmując dyrektywę w sprawie poprawy bezpieczeństwa portów, oraz Międzynarodowa Organizacja Morska, opracowując Międzynarodowy Kodeks Ochrony Statku i Obiektu Portowego, zwracają uwagę na ochronę portów morskich przed zdarzeniami zagrażającymi ich bezpieczeństwu. Ważne miejsce w tych działaniach zajmuje opracowanie i wdrożenie planu bezpieczeństwa portu i planów ochrony obiektów portowych. Plany te muszą być zgodne z planem ochrony infrastruktury krytycznej obiektu portowego.

The continuing surge in commercial vessel sizes is putting increasing pressures on the world’s port authorities to adopt effective expansion strategies to ensure that their asset is able to meet growing capacity demands. Among the key challenges is to assure that correct strategic planning and operational measures are adopted to guarantee safe and efficient traffic not only through its shipping channel, but also at the port berthing facilities. DHI and FORCE TECHNOLOGY have collaborated to develop a novel physics-based vessel traffic management system named NCOS ONLINE. It is capable of taking into account of any relevant vessel constraints such as under-keel clearance (UKC), maneuverability and berth configuration that may constrict the movement of vessels through the channel or operability at berth, facilitating scenario planning and capacity assessment of proven unparalleled accuracy. The system incorporates the accuracy of high-end Full Mission Bridge Simulators with regards to vessel response under power and at berth. The underlying computational engines uses a powerful 3D panel method for vessel response calculations in combination with highly detailed environmental data such as wind, waves and hydrodynamics (water level and currents) simulated by use of MIKE Powered by DHI’s recognized and scientific based computational models. The modular and integrated framework-based system has already been adopted by numerous port authorities, terminal operators and pilots worldwide for strategic port planning, design and 24/7 operational vessel traffic management. The paper focus on presenting the underlying equational framework and validation of the underlying physical response engines and provide a brief introduction to how they are integrated and operated through a series of user-friendly web dashboards.

Background: The aim of the article is to present the concept of integrated management of airport safety audit. Airports function in a dynamically changing environment. These changes are the result of EU legislative processes and the changes of safety risk profile. Therefore, it is necessary to search for new and effective methods of ensuring safety and security of airports. Methods: The efficient and effective method seems to be an integrated safety audit. The concept of such has been developed on the basis of the ICAO and EASA regulations and ISO standards and guidelines for the management systems. Results: Developed design of integrated safety airport audit is the first-party audit. It takes into account the currently applicable legal requirements concerning the management and certification of the airports, which aim is to ensure safety and security. The project involves the integration of management systems and refers to the issue of conversion Aerodrome Certificates. Conclusion: So far established management systems and audit programs in civil aviation relate primarily to the safety and security issues of air transport. However, omitting the change management and the flow of means of transport and loading units at the airport issues, which conducive to the fluctuation and escalation of threats. It follows the need to extend the formula and the audit scope, which will continue in the further work of the author.
Wstęp: Celem artykułu jest przedstawienie koncepcji zarządzania zintegrowanym wewnętrznym audytem bezpieczeństwa portu lotniczego. Porty lotnicze funkcją w dynamicznie zmiennym otoczeniu. Wnioski: Dotychczas ustanowione systemy zarządzania i programy audytów w lotnictwie cywilnym dotyczą zagadnień bezpieczeństwa i ochrony transportu lotniczego.
