Opis:
Remembrance is a powerful instrument of social mobilisation, identity construction and political competition. Its impact on individual and shared beliefs or attitudes makes it an object of government’s interest, because remembrance can be used to legitimise ideologies or policies. Theoretical considerations of a government’s role as a narrator lead us to the general definition of the government’s remembrance policy, which we understand as a complex of narratives and interpretations presented to influence citizens’ attitudes, behaviours, beliefs and identities. The paper develops the definition with five theoretical hypotheses on the effectiveness of remembrance narratives. It argues that the government’s remembrance policy is myth-motoric, non-scientific, emotional, based on commitment and that it is a type of social influence. The study is an initial verification of theoretical approach, and I believe that my arguments will motivate other researchers to investigate different aspects of a government’s desire to narrate past events.

This paper represents a review of how public service broadcasting (PSB) has emerged and developed from the theoretical perspective in post-communist countries, also analysing the way in which these trends exist in Latvia. The development of PSB in Eastern Europe and the Baltic States has been affected to a great degree by the political culture. Parliament and the National Radio and Television Council are not focused on active dialogue with other social partners. Unprofessional management is also a problem in terms of the effectiveness and innovation of PSB operations. The author of this paper concludes that a fundamental necessity is to make note of European experience with culture and democracy, to take into account the experience of post-communist societies, and to react to changes caused by technologies. The point here is not to copy existing solutions, but instead to look for ones that are innovative.

Artykuł ukazuje zmianę sytuacji Azji Środkowej w przeciągu ostatnich trzech dekad. Region ten do początku lat 90. XX wieku wchodził w skład Związku Radzieckiego. W 1991 roku dawne azjatyckie republiki radzieckie przekształciły się w pięć nowych państw: Kazachstan, Kirgistan, Tadżykistan, Turkmenistan i Uzbekistan. Z uwagi na swoje strategiczne położenie, a przede wszystkim ze względu na występujące na ich terenie surowce mineralne, region ten stał się polem rywalizacji globalnych potęg: Stanów Zjednoczonych, Federacji Rosyjskiej i Chińskiej Republiki Ludowej. Obecnie można stwierdzić, że zwycięsko z tej rywalizacji wyszły Chiny, z wolna stające się głównym partnerem politycznym i gospodarczym państw Azji Środkowej.
The article shows the change in the Central Asian situation over the last three decades. This region was part of the Soviet Union until the early 1990s. In 1991, the former Asian Soviet republics were transformed into five new states: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. Due to its strategic location, and above all due to the mineral resources occurring in their area, this region has become a field of rivalry between global powers: the United States, the Russian Federation and the People's Republic of China. At present, it can be said that China has emerged victorious from this rivalry, slowly becoming the main political and economic partner of the countries of Central Asia.

The article highlights the importance of lobbying in conditions of modern Ukraine. The objective necessity of its existence in the society is shown. In conditions, when the state cannot sufficiently satisfy the interests of various social strata, layers and groups, this role is taken over by lobbying. The growth of its role in the society changes the vector pf democracy transformation form civic representation to representation of interests of social groups. The article determines that today lobbying is one of the key mechanisms of development and political decisionmaking; it is a considerable and efficient force, which influences the state authorities and institutions. The efficiency of lobbying depends on the level of its actual implementation. The article reveals that the phenomenon of lobbying is in a fact a communicative phenomenon as lobbyists and government representatives use various communicative resources. The author interprets the term of “political communication” as the process of transfer, exchange of political information, which shapes the political activity and gives it a new sense, forms public opinion and is part of political socialization of the citizens with the consideration of their needs and interests. It is emphasized that today communication plays the role of the main resource of the authorities. All the resources are influenced by communication. Any message, any information exchange implies some form of resources exchange. The author analyses various models of political communication described by H. Lasswell, M. DeFleur, J. Bordewijk, B. van Kaam, J.-M. Cotteret. Is has been determined, that of all the existing communication models, there was no model designed specifically for the analysis of communication lobbying. The presented models of political communication may describe the lobbyist contact as a process, but they all are narrowed to transfer of information, significant for political system functioning. It has been emphasized that contemporary communication theories transfer of information is crystalized into the so-called transmission model of communication. This model remains basic for the formation of understanding the nature of political communication. The study determines that in the context of the research, J.-M. Cotteret’s model is the most appropriate way to determine the peculiarities of lobbying in the Ukrainian society. It most accurately corresponds to the realities of Ukraine, which is sometimes called “oligarch economy”. This is a particular form of structural connection between the oligarch layer of the society and its economy (also through lobbying the economic interests of oligarchs). The specifics of the Ukrainian lobbying model lies in the fact that there is a total economic dependency of party circles, which may be seen both at the nation and local levels. It is emphasized that the key feeding source of oligarchy is parasitizing on the economic body of the state. That is why Ukrainian oligarchy received the name of “carnival-parasitizing”. And, unfortunately, corruption remains the main interaction mechanism between the power and the big business. The author determines the current problems of the lobbying process in Ukraine. Firstly, the national legislation has no clear definition of such terms as “corruption” and “lobbying” as a form of interaction between the authorities and the interested party. The issue of lobby legalization still remains an important issue as well as the necessity of establishment of legal and lobbying principles to ensure the legitimacy of its functioning. It has been suggested to develop the methodology of carrying out the political and legal expert evaluation of draft projects and to adopt it in the form of a legal act. The necessity of ensuring the transparency of the lobbying process improving the order of drafting and deliberation of legislation at the plenary sessions of the Ukrainian parliament are emphasized.

This paper examines the relationship between the media coverage of soccer and political popularity of certain parties during election campaigns which usually followed the world soccer games. The national team’s success on the pitch is related to victory in the political match. This surprising link between the national success in sports and the success in an election for a party or a candidate is explained in the light of Public Mood Theory, founded by W. Rahn, who pointed out that emotions play an important role in political behaviour and national identity, which, in turn, is influenced by the media content, like sports coverage among others. The creation of national identity is mostly built on the national success in sports. Especially in Germany, where soccer is number one sport in media coverage. Sports matches produce winners and losers, thus strongly influencing Public Mood, which is relevant for the formation of political evaluations and judgments, in a democracy shaped by emotions. Sports can shape Public Mood only if they are reported in the media. The analysis of the relationship between interest in soccer and political popularity, presented in the paper, shows how the media coverage of soccer influenced the German political attitudes in 2002, to an extent that it might have been decisive for the election.

The main purpose of this article is to present the role of public opinion polls and political consulting on Polish political scene. The article contains results of surveys made in most Polish regions in 2013 and 2014 years. Firstly, there is described theory of public opinion poll before elections and after them based on the literature of public opinion polls. In this part reader either can find some information about how the public opinion polls are perceived from Polish citizens’ perspective. Secondly, there is presented the role of political consulting on Polish political scene. The conclusion confirms that Polish citizens have perceived considerable influence of public opinion polls and political consulting in Polish public policy.

The present paper presents various social influence techniques – practices aimed at increasing the likelihood that people will comply with requests, persuasion and suggestion they are addressed with. It describes sequential techniques (‘foot-in-the-door’, ‘door-in-the-face’, ‘foot-in-the-face’,’ low ball’) as well as techniques based on cognitive mechanisms (‘that’s not all’, ‘even a penny helps’, ‘dialogue involvement’) or on emotional mechanisms (‘induction of guilt’, 'embarrassment’, ‘fear-then-relief’). The paper also presents examples of using the above mentioned techniques with special focus on some which were taken from political life.

The political regime, which was rebuilt in the Western Ukraine at the final stage of world war II and can be defined as a kind of Soviet subtype of totalitarianism – Stalinism, has been characterized. It has been revealed the essential characteristics of the political activity of the population of the Western regions of the USSR in conditions of liberation from Nazi occupation, and stands of Stalin totalitarian regime, which was aimed at prevention of any manifestations of negative political mobilization. In the article it has been analyzed the political, legal, institutional and procedural mechanisms of the formation of structures of the Stalinist totalitarian regime in Western Ukraine, in the period after the liberation of the region from the fascist occupation, that were in the restoration and consolidation of the dominant role of the party committees and the formation of a controlled their range workers Soviet, Komsomol, economic organizations, organs of the NKVD and KGB, as an organized force to control political mobility of the local population. The violent nature of the political mobilization of the population in the Western regions of the Ukrainian SSR in support of the new political regime in countering departments of the UPA and OUN underground has been shown. It has been revealed the communicative manipulating-raising mechanisms of the formation among the population of the Western region of positive political mobilization against the new government. The negative consequences of the spread and dominance among the population liberated from the Nazi occupation of Western Ukraine controversial type of political mobilization of the contemporary socio-political conditions and present are under the analysis.

The present article aims to describe socio-political context which has proceeded before parliamentary election 2011 in Poland. It draws attention to the perception of parties and candidates and political preferences those voters who are interested in election. There are many voices the polish politicians activity in campaign takes places in divided country. One of the social expectations is connected with exploration of plane crash in Smoleńsk on April 10th 2010. Public opinion is focused on critic of government and leader`s party (PO) Donald Tusk who is treated as a persona personally responsible for death oh 96 persons in a plane crash. On the other hand we can see strong activity and leadership of monk Tadeusz Rydzyk, tried to put impact on voters (PiS). Rydzyk tries to use catholic radio called „Radio Maryja” to political agitation. The activity of Catholic Church in political campaign was one of the theme discussed by many experts and commentators. Although competition between parties was concentrated on two candidates (Tusk, Kaczyński) new party – „Palikot`s Movement” (Ruch Palikota) was opened. It focused on criticism of Catholic Church, Catholic values and tried to appeal to voters interested in modernity in many levels of socio-political life. The success of Janusz Palikot`s party was possible thanks to personality and charisma of the leader (well known as an author of many spectacular events in politics) and his project of „Modern Country”. The other element of the context of parliamentary election 2011 was mobility of Polish electorate, permanently reduced. Because of the voters absence diagnosis of civil society in Poland seems to be worse than in the other countries in Europe. This proves that situation before parliamentary election 2011 in Poland was specific. The main research materials were: newspaper articles, interviews in magazines, TV advertisements, sociological surveys, websites. It has used problems from range of different sciences: sociology, media and political marketing.

In the postmodern era, Europe, including Poland, is strikingly characterised by the migration of citizens, caused among others by the process of European integration or globalisation, enhanced by the fact that territorial, transport and language barriers cease to exist. There are two types of migration: external (among countries) and internal (among regions or municipal units). The process mentioned, apart from all its positive aspects, may simultaneously lead to a weakening or even loss of local identity as well as social bonds on the local level. These two elements, however, are absolutely vital for the proper functioning of a local self-government community. The process of erosion of social bonds is also influenced by a consumerist and hedonist lifestyle. Therefore, a question arises about the future shape of the self-governmental community, which consists of all the inhabitants of a principal unit of administrative division of a country. Such a community with its territory constitutes the local self-government, which not only takes part in exercising public authority, but also as a result of the process of decentralising public authority, accomplishes an essential part of its objectives. Thus, the first element of the presentation will be introducing the political shape of the local self-government, set by the norms laid out in the constitution and the European Charter of Local Self-government, based on legal dogmatics and empirical method (analysis of the jurisdiction of the Constitutional Tribunal, the Supreme Court and the Supreme Administrative Court). Second, the presentation will attempt to verify the thesis concerning the level of threats for the future functioning of the institutions of the local self-government, caused by contemporary social, economic and cultural changes. A measurable factor verifying the thesis will consist in the analysis of the participation of the local communities in the direct way of exercising authority by the members of the self-governmental community, namely the attendance in local elections). A positive answer to the thesis formed may constitute a basis for de lege ferenda conclusions, concerning the shape of local self-government institutions in Poland.

Empress of Bulgarians, augusta and basilissa – Maria-Irene Lekapene and the transfer of the idea of imperial feminine in the Medieval BulgariaMaria Lekapene was a granddaughter of Byzantine Emperor Romanos I Lekapenos. In 927 she married Peter I of Bulgaria. Her marriage, ceremoniously entered into in Constantinople, aimed to strengthen the newly signed Byzantine-Bulgarian peace treaty. Historians attributed to the Empress a significant impact on the political moves of her husband. The Empress was also to introduce a lot of elements of the Byzantine theory of power in Bulgaria. Cesarzowa Bułgarów, augusta i bazylisa – Maria-Irena Lekapena i transfer bizantyńskiej idei kobiety-władczyni (imperial feminine) w średniowiecznej Bułgarii Maria Lekapena była wnuczką cesarza bizantyńskiego Romana I Lekapena. W 927 roku poślubiła władcę Bułgarii, Piotra. Jej małżeństwo, uroczyście zawarte w Konstantynopolu, miało za zadanie umocnić dopiero co podpisany pokój bizantyńsko-bułgarski. Historycy przypisywali carycy znaczny wpływ na polityczne posunięcia jej męża. Władczyni miała też zaszczepić na gruncie bułgarskim wiele elementów bizantyńskiej teorii władzy.

Celem badań była analiza możliwości oddziaływania przez Rosję na procesy decyzyjne w państwach zachodnich oraz wpływu takich oddziaływań na bezpieczeństwo Zachodu. Wyniki pokazały, że Rosja dysponuje wieloma narzędziami wpływu politycznego, do których można zaliczyć dyplomację, komunikację polityczną, rosyjską diasporę, Rosyjską Cerkiew Prawosławną oraz sympatyzujące z Rosją organizacje i ugrupowania społeczne i polityczne. Zostało również ukazane, że w celu wywierania wpływu Rosja wykorzystuje cały aparat państwowy, co stanowi zagrożenie dla szeroko rozumianego bezpieczeństwa państw Europy Zachodniej. Wnioski płynące z badań wskazują też na to, że Zachód może stać się ofiarą własnej tolerancji i poprawności politycznej, zwłaszcza w przypadkach kryzysów celowo wywoływanych przez Rosję.
The armed attack on Ukraine met with a strong reaction from the West. However, in the case of several countries it was late, which could indicate the existence of Russian influence there. The aim of the investigation was to analyse the possibility of Russia influencing decision-making processes in western countries and the impact of this influence on the security of the West. The results showed that Russia has many tools of political influence, including diplomacy, political communication, the Russian diaspora, the Russian Orthodox Church, and social and political organisations and groups sympathetic to Russia. It has also been shown that, to exert influence, Russia uses the entire state apparatus, which poses a threat to the broadly understood security of western European countries. The conclusions of the research also indicate that the West may become a victim of its own tolerance and political correctness. Especially in cases of crises deliberately caused by Russia.
