The relationship between journalists and political sources takes different forms and extends from adversarial to advocating. Th e question which side ‘leads the tango’ has always been central to this approach. Since technological development has led to hybridization of themedia systems, the nature of communication has been reshaped in many ways. The emergence of social media has challenged the journalistic profession, especially journalists’ role as gatekeepers, but provided extra space for interaction with sources. Increasing professionalization of politics has reinforced the role of press secretaries/advisers. This is a comparative study of interaction among Polish and Swedish journalists, ministers, and press secretaries in Twitter provided by network analysis and three social network concepts as density, modularity, and centralization. In this analysis, a more influential position is conceptualized in terms of ‘communicative resources’ or ‘accumulated capacity’. Swedish journalists have more opportunities to act as gatekeepers or ‘key users’ in the Twitter network; in Poland, it is rather the political side.

Głównym celem niniejszego artykułu jest analiza i ocena roli, jaką odgrywa Hamas w perspektywie rywalizacji o ustanowienie i utrzymanie władzy na terytoriach palestyńskich. Narracja obejmuje analizę: struktur władzy, okoliczności ustanowienia rządu Hamasu w Strefie Gazy, ambicji politycznych Hamasu, rywalizacji o władzę w perspektywie diachronicznej. Deskrypcji poddano struktury władzy, główne założenia polityki zewnętrznej i wewnętrznej oraz determinanty, które wpłynęły na ich kształt. Eksplanacji poddano implikacje walki o władzę w procesie destabilizacji wewnętrznej środowiska politycznego i społecznego na terytoriach palestyńskich oraz skutki dwuwładzy na terytoriach palestyńskich. W konkluzjach wskazano też możliwości przezwyciężenia obecnej sytuacji. Zwrócono również uwagę na postrzeganie palestyńskiej „gry o tron” przez znaczących „aktorów” środowiska międzynarodowego.
The main purpose of this article is the analysis and explication of the place of Hamas in the perspective of competition in the Palestinian territories. The paper includes the following analyses Hamas government structure, the formation of the Hamas government in the Gaza Strip, political ambitions of Hamas, and the competition for power in the diachronic perspective. The descriptions refer to the government structure, the fundamental assumptions of internal and external policy, as well as the policy determinants that shaped them. The explanation includes power struggle implications, the causes of political instability in the Palestinian territories, and the effects of dual power. The conclusions put forward the opportunities to overcome the situation. The article  also includes the perception of the Palestinian Game of Thrones by international political actors.

The Constitution of Montenegro describes the state as a "civic, democratic, ecological state of social justice, based on the reign of Law." Montenegro is an independent and sovereign republic that proclaimed its new constitution on 22th October 2007. The President of Montenegro (Montenegrin: Predsjednik Crne Gore) is the head of state, elected for a period of five years through direct elections. The President represents the republic abroad, promulgates law by ordinance, calls elections for the Parliament, proposes candidates for Prime Minister, president and justices of the Constitutional Court to the Parliament. The President also proposes the calling of a referendum to Parliament, grants amnesty for criminal offences prescribed by the national law, confers decoration and awards and performs other constitutional duties and is a member of the Supreme Defence Council. The official residence of the President is in Cetinje. The Government of Montenegro (Montenegrin: Vlada Crne Gore) is the executive branch of government authority of Montenegro. The government is headed by the Prime Minister, and consists both of the deputy prime ministers as well as ministers. The Parliament of Montenegro (Montenegrin: Skupština Crne Gore) is a unicameral legislative body. It passes laws, ratifies treaties, appoints the Prime Minister, ministers, and justices of all courts, adopts the budget and performs other duties as established by the Constitution. Parliament can pass a vote of no-confidence on the Government by a simple majority. One representative is elected per 6,000 voters. The present parliament contains 81 seats, with a 47-seat majority currently held by the Coalition for a European Montenegro as a result of the 2009 parliamentary election

Changes that take place in social and media space on the local level indicate a weakening position of media. Current sources of media power start to be increasingly taken over by new political actors. Participants of the media market as well as actors active in social space acquire new competences, which were previously characteristic only of journalists. The balance of forces, relations as well as interrelations between media and politics starts to create a new form of partnership and cooperation. This gradually leads in consequence to the codependency of media and politics in financial and organizational aspects. This raises a question of how public institutions, including those of the local level, can find themselves in the existing reality? Do they have a chance to pursue their information and communication functions? And finally, does the mediatization of a local political scene allow for the individual shaping of the relations of the local government with its social environment and building a reputation?

The article is devoted to the characteristics of the ‘hung parliament’ in the Westminster System and its influence on government formation. Some interesting aspects has been chosen to illustrate the problem of minority government existence in Great Britain. Author explains normative and non-normative systemic factors that influenced the formation of the government cabinets without a sufficient majority in the parliament. The main thesis is that creation of minority governments is closely associated with the evolution of the party system and can be a kind of political barometer that predict or confirm appropriate changes at the party scene.
Artykuł poświęcony jest charakterystyce “zawieszonego parlamentu” w systemie westminsterskim i jego wpływu na tworzenie rządu. Kilka ciekawych aspektów zostało wybranych celem zilustrowania problemu istnienia rządu mniejszościowego w Wielkiej Brytanii. Autor wyjaśnia, normatywne i nienormatywne czynniki systemowe, które wpłynęły na tworzenie gabinetów rządowych bez wystarczającej większości w parlamencie. Główną tezą jest, że tworzenie rządów mniejszościowych jest ściśle związane z rozwojem systemu partyjnego i może być rodzajem barometru politycznego, dzięki któremu przewiduje się lub potwierdza odpowiednie zmiany na scenie partyjnej.

In the postmodern era, Europe, including Poland, is strikingly characterised by the migration of citizens, caused among others by the process of European integration or globalisation, enhanced by the fact that territorial, transport and language barriers cease to exist. There are two types of migration: external (among countries) and internal (among regions or municipal units). The process mentioned, apart from all its positive aspects, may simultaneously lead to a weakening or even loss of local identity as well as social bonds on the local level. These two elements, however, are absolutely vital for the proper functioning of a local self-government community. The process of erosion of social bonds is also influenced by a consumerist and hedonist lifestyle. Therefore, a question arises about the future shape of the self-governmental community, which consists of all the inhabitants of a principal unit of administrative division of a country. Such a community with its territory constitutes the local self-government, which not only takes part in exercising public authority, but also as a result of the process of decentralising public authority, accomplishes an essential part of its objectives. Thus, the first element of the presentation will be introducing the political shape of the local self-government, set by the norms laid out in the constitution and the European Charter of Local Self-government, based on legal dogmatics and empirical method (analysis of the jurisdiction of the Constitutional Tribunal, the Supreme Court and the Supreme Administrative Court). Second, the presentation will attempt to verify the thesis concerning the level of threats for the future functioning of the institutions of the local self-government, caused by contemporary social, economic and cultural changes. A measurable factor verifying the thesis will consist in the analysis of the participation of the local communities in the direct way of exercising authority by the members of the self-governmental community, namely the attendance in local elections). A positive answer to the thesis formed may constitute a basis for de lege ferenda conclusions, concerning the shape of local self-government institutions in Poland.

The article analyzes the dynamics of the relationship between the government and the parliamentary opposition in Ukraine. The causes and consequences of political conflict domination style relationship were clarified by the author. He believes that the distinction between opponents held the simplified line “anti-communism” to the complex and contradictory relationship in the triangle “president-parliament-government.” The political consequences of the conflict nature of interaction between government and opposition were minimizing the use of compromise as a tool to resolve disputes, activation of extra-parliamentary forms of political struggle, the attempt to develop mutual control of some political forces over others, stimulate political competition. Conflicts between the government and the opposition began to acquire signs of conflict between advocates support democracy building and its collapse and conservation. Therefore, in 2004 and 2014 repositioning political forces as changing the status on the powerful opposition, accompanied by the intensification of the democratization process. As a result of political actors started implementing new democratic forms and practices lustration of power, style dialogical relationship between government and society, strengthening the capacity of the third sector to influence the ruling elite. This is a prerequisite for the transition to a compromise model of relations between the authorities and the opposition.

The aim of the article is to present the theory and practice of elections to local government bodies in Slovenia: above all, the formal conditions of elections as well as the results of the voting carried out so far. The analysis is based on quantitative data retrieved from the Statistical Office of the Republic of Slovenia and the State Election Commission, as well as qualitative research – interviews with councillors – conducted in selected Slovenian municipalities. The results of the research indicate a relatively high dynamics of changes in Slovenian local politics, including a systematic increase in support for candidates without party affiliation.

The study aims to identify of the specific models of cooperation between government and opposition in Czechoslovakia in transition period. In the article the prerequisites of confrontational relationships and their projection on the level of political competition and the formation of new political institutions in terms of democratization are determined. Was proved that the character of the relationship between government and opposition in Czechoslovakia was largely determined by degree of democratization of the regime and the opposition force, it`s goals and strategies. In the late 80th under pressure of the opposition, parties have moved from confrontation to cooperation, what reflected on co-option of the opposition members to the government. However, at the coalition government in fact was no division on pro-government and opposition forces, which made adaptation of opposition to the new socio-political conditions more complicated. A fundamental difference between the relationship of government and opposition in West European countries and Czechoslovakia was noted. In West European countries, the relationship found expression in both legal and political norms. They were characterized by the fact that they are in mutual consent of the parties to act before all in the public interest without going beyond existing law. In Czechoslovakia the main opponents of the ruling forces were communists who had radically different understanding of the main goals of social development. As for the anti-communist opposition, which operated until 1989, its isolation and the virtual disappearance were observed. The elections did not lead to authority post-communist forces, as it were observed in Poland and Hungary. The weakness of the opposition until 1989 gave her little chances at a new political conditions. It was weakened by internal divisions. Against the background of a weak opposition increased level of competition between pro-government parties. This, to some extent, contributed the establishment of new informal rules of electing of the president and prime minister of the federal government. After the first free parliamentary elections, relations between the government and the opposition have changed to a more confrontational with minimal consensus. In Czechoslovakia, in contradistinction to Poland and Hungary, there was no opposition repositioning, i.e. its transformation from outsider of changes of political order to an active participant in the parliament. Post-opposition forces remained weak and separated political entities. In 1991-1992 clear division between progovernment and opposition forces cannot be traced. Blurred boundaries between political opponents were intensified duality of political regime, that combines the features of the previous and democratic, centrifugal tendencies, regionalization of political parties. The competition took the form of real competition within the ruling group, formally differentiated by geographic criteria into two political parties. All this weakens the inter-party competition at the level of «government-parliamentary opposition» at the national level and put the problems of democratization to the second plan, giving priority to processes of formation of independent states of Czech Republic and Slovakia.

The article analyzes the influence exerted by the limitation of legal opportunities for public contestation in the 2000s on the scope of mobilization and the repertoire of public contestation practices. The term ‘public contestation’ is used to describe forms of individual and collective political activity focused on criticizing, denying and resisting the current government project, including by introducing alternative projects. The public contestation includes constructive actions of political actors not related to causing damage or disposing of political opponents. The paper is based on political and legal analysis and on some elements of event analysis. In the 2000s, the scale of public contestation on discursive and protest platforms was smaller than over the next decade, which did not create any needs for detailed regulation of such activities. At the same time, changes in political and legal opportunities in the electoral and party field were quite intense throughout 2000–2020. The most popular forms of public contestation were public events (in 2011–2018), as well as discursive activity on the Internet and in mass media (after 2018). During the above mentioned period, we see the biggest changes in legal opportunities in this field and increasing penalties for respective violations. The electoral field shows the pendulum dynamics: decreasing and increasing opportunities in 2000–2011 and 2012–2019, respectively. A meaningful factor of narrowing legal opportunities for public contestation is the potential financial, organizational and information support of public contestation practices by foreign entities.

On the basis of 1996 and 2006 International Social Survey Program (ISSP) data this paper explores the character of government-society relations in post-communist countries, and its dynamics. The use of comparative data and the application of Paige’s (1971) political alienation model and Woolcock’s and Narayan’s (2000) model of government-society relations allows to shed new light on citizen’s political attitudes by analysing them in the context of the overall political environment in the country. The results reveal that while citizens in most established democracies bear allegiant attitudes, citizens of post-communist countries feel alienated. Distrust of each other and of the political authorities leads to dysfunctional government-society relations. Since the time of transitional reforms people in post-communist countries have become more confident in their political capability, yet there is no general trend with regards to confidence in political authorities. Those at the margins of society often feel alienated, and dissident attitudes are on the rise, especially among youth.

Opis:
The aim of the study will be to compare some elements of the political systems of the Republic of Poland and Ukraine in both structural and functional terms. The subject of the study will be the genesis and directions of systemic changes, the specificity of government systems, mechanisms of political rivalry and its main actors, that is, political parties. The analysis shows that systemic solutions in Poland were characterized by greater stability, attachment to the principles of the rule of law and democratic values. In the political system of Ukraine there was quite a large dynamics of changes in this area. These changes were instrumental in a greater degree than in Poland, subordinated to preferences dominating in particular periods of political forces.
Celem artykułu będzie porównanie niektórych elementów systemów politycznych Rzeczypospolitej Polskiej i Ukrainy zarówno w ujęciu strukturalnym, jak i funkcjonalnym. Przedmiotem opracowania będzie geneza i kierunki zmian ustrojowych, specyfika systemów rządów, mechanizmy rywalizacji politycznej oraz jej główni aktorzy, czyli partie polityczne. Z analizy wynika, że rozwiązania ustrojowe w Polsce charakteryzowały się większą stabilnością, przywiązaniem do zasad państwa prawnego i wartości demokratycznych. W ustroju politycznym Ukrainy występowała dość duża dynamika zmian w tym zakresie. Powyższe zmiany w większym stopniu niż w Polsce miały charakter instrumentalny, podporządkowany preferencjom dominujących w poszczególnych okresach sił politycznych.
Целью исследования будет сравнение некоторых элементов политических систем Республики Польши и Украины как в структурном, так и в функциональном отношении. Предметом исследования станут генезис и направления системных изменений, специфика государственных систем, механизмы политического соперничества и его основные действующие лица, то есть политические партии. Анализ показывает, что системные решения в Польше характеризовались большей стабильностью, приверженностью принципам верховенства закона и демократическим ценностям. В политической системе Украины произошли довольно динамичные изменения в этой сфере. Эти изменения сыграли важную роль в большей степени, чем в Польше, в зависимости от предпочтений политических сил, доминирующих в определенные периоды.

The text aims at juxtaposing the thesis of the so-called “apoliticality” of the judiciary with the political-scientific analysis of its functioning as an institution of a political system. At the outset, the analysis is focused on demonstrating the multidimensionality of the judiciary, highlighting at the same time the features distinguishing it from the legislature and the executive. Further on, the phenomenon of judicialization of politics is elucidated. Judicialization is viewed as increased influence that the jurisdiction of the common courts exerts on the political decisionmaking process and its ramifications for the functioning of democratic political systems. The analysis encompasses deliberations on the so-called direct and indirect politicality understood as the off shoot of complex relations established between the judiciary and the remaining bodies of state authority.
Tekst jest próbą skonfrontowania tezy o tzw. „apolityczności” władzy sądowniczej z politologiczną analizą jej funkcjonowania jako instytucji systemu politycznego. Podstawą przeprowadzonej analizy jest ukazanie politycznej wielowymiarowości judykatywy z jednoczesnym ukazaniem odrębności jakie odróżniają ją od legislatywy i egzekutywy. W dalszej kolejności omówione jest zjawisko judykalizacji polityki czyli zwiększania zakresu wpływu orzecznictwa sądów powszechnych na polityczny proces decyzyjny oraz jego konsekwencje dla funkcjonowania demokratycznych systemów politycznych. W jego ramach zaakcentowana została tzw. polityczność bezpośrednia i pośrednia, będące efektem złożonych relacji łączących władzę sądowniczą z pozostałymi organami władzy państwowej.

Opis:
Presented study concentrates on both forming and the crisis of the concept of local leadership in Poland, which concerns voits, mayors, and presidents of cities, directly elected by the citizens – e.g. a local government leaders. Particular attention was paid to legal and political mechanisms of their elections and political (democratic) responsibility towards the citizens. In these mechanisms, the factors were detected, which substantially weaken social trustworthiness of the role of the leader. Among them: particularly low rate of voting turnout in both local elections and referenda concerning deposition from appointments listed above and various manipulations distorting the true picture of public in these matters. Concept of a local leader in Poland has met very serious difficulties in practice and seems to be not attractive to the community.

The government founded the Ministry of Water Management and Inland Navigation, the parliament accepted a bill on shipbuilding industry and a decision was made that passenger - cargo ferries are going to be made in Szczecin.The aim of the paper is to analyse the policies of Polish government on the activation of production ship-yards after the parliamentary election of 2015. An attempt was made to answer the following question: To what extend the policies of Beata Szydło’s government will affect the development of Poland’s ship-building industry?

Remembrance is a powerful instrument of social mobilisation, identity construction and political competition. Its impact on individual and shared beliefs or attitudes makes it an object of government’s interest, because remembrance can be used to legitimise ideologies or policies. Theoretical considerations of a government’s role as a narrator lead us to the general definition of the government’s remembrance policy, which we understand as a complex of narratives and interpretations presented to influence citizens’ attitudes, behaviours, beliefs and identities. The paper develops the definition with five theoretical hypotheses on the effectiveness of remembrance narratives. It argues that the government’s remembrance policy is myth-motoric, non-scientific, emotional, based on commitment and that it is a type of social influence. The study is an initial verification of theoretical approach, and I believe that my arguments will motivate other researchers to investigate different aspects of a government’s desire to narrate past events.

Attention is drawn to the fact that nowadays urbanization is one of the most important trends of modern society development and its consequences should not be underestimated. It is emphasized that the research and forecast of the urbanization processes requires new approaches, which are, in particular, offered by the modern interdisciplinary area of political studies – political urban studies. The need for conceptualizing this new area of political science is substantiated. According to the author, the subjects of political urban studies are: a modern city in the globalized world; a person in the modern metropolis; features of the urban culture formation in the modern society; quality of the urban environment and the political ways of improving it; conflict and risk factors of the modern city’s development; urban political regimes; municipal electoral processes and the forms of urban population’s political activity; socio-political technologies in the city; modern city marketing; analysis of the urban communities as primary subjects of local government; city as the space of socio-political communication etc. Author focuses on the following issues of political urban studies: what is the modern city like (and what it should be like)? Who determines the development of cities nowadays and how to make this process for efficient and transparent? What are the factors that determine the daily life of a city with its historical heritage, which includes layers of different eras nowadays? Where the hidden potential of the city can be found and how to make the city valuable for its residents, as well as recognizable to the international community (branding)? How to organize communication and cooperation between different socio-political actors who are active in the city? Attention is drawn to the issue of cities, urbanonyms and toponyms renaming in the context of implementation of the Law of Ukraine “On the condemnation of communist and national-socialist (Nazi) totalitarian regimes in Ukraine and the prohibition of propaganda of their symbols”. The heuristic potential of political urban studies is illustrated on the example of grouping the administrative structure into government clusters. Functional differences of elements of urban landscape in different historical periods are determined. It is emphasized that modern representative architecture should be directed to the widest social inclusion, provision of new opportunities for interaction of population as well as interaction between «government - society». It is underlined that there is a tendency of uniting within a single building (block) of the highest possible number of state or local governmental authorities for optimization of the management process in view on the inclusion of architecture (so-called governmental clusters). The foreign experience of the cluster approach usage is analysed. The main formats of its application are: 1) separation of governmental cluster in structure of «old» capital, usually by having government buildings outside the historic centre or on the outskirts; 2) transposing the capital to the newly built administrative-territorial units. European experience of governmental clusters organization on the example of successful West-European projects ‒ the government blocks in Oslo and Berlin, as well as the complex of governmental buildings Lombardy in Milan is researched. Practices of Asian cities, including Sejong in South Korea, Putrajaya in Malaysia, Chandigarh in India is studied. Attention is also paid to several projects in the former Soviet Union, including: Astana in Kazakhstan and plans to construct a new Parliamentary Centre in North West Administrative District (Mnevnikovskay plain) in Moscow. It is emphasized that intention of architectural planning is not only compact grouping of administrative buildings, but also the idea of power decentralization (Georgia). The problem of the governmental block transfer from the historical part of Kyiv is also analysed. The cluster approach is defined as the best way of organizing big cities space, especially capitals.

This study fundamentally highlights that ethnicity (as a non-pejorative concept) has indeed once contributed remarkably to the leadership highpoints of Nigeria. The current national position however is that ethnicity has been generally sidelined in the open leadership configurations of the country but without definitive positive replacements. Ethnicity (by populist consent) has thus become immensely abhorrent in the national developmental thoughts of the Nigerian nation. Consequently, the paradoxes that mark ethnicity and the Nigerian leadership narrative are greatly deep-rooted and intriguing. Development, which ethnicity was claimed to have stunted, nonetheless currently remains highly elusive. National developmental strides have in this regard also, continued to gravely border on national experimentation. The study adopts logical argumentation as its methodology and the elite theory as theoretical framework to postulate that the country’s political class should see as its most critical function, the creation of an enabling template for the emergence of a truly, ethnically myopic leadership that would eliminate the current contradictions and urgently engender the requisite and self-evident form of national development. The foundation of this new focus the paper concludes should be the local government environment.

The aim of this paper is in the context of the main specifics of the Slovak parliamentary elections in 2016 to highlight the party development in Slovakia and to predict its future direction. Parliamentary elections due to electoral instability and fluctuations determined the configuration of the parliamentary political scene. The proportion of new, nonsystem parties was increased and output was to create surprising ruling coalition which has dissolved the existing ideological and ethnic line. The ambition of the paper is tho highlight the political situation that followed the elections and significantly modified the distribution of political forces existed previously.

The causes and consequences of the political conflict model formation of relations between the government and the parliamentary opposition in Slovakia in the 90th years of the twentieth century have been analyzed in the article. Internal and external factors that influenced this formation were elucidated. The forms of political opposition institutionalization, the potential and the effectiveness of coalition politic were substantiated. The contradictory nature of the relationships between the government and the opposition are considered in the context of increasing authoritarian tendencies, destabilizing of democracy and weakening of inter-party competition. The weakening of inter-party competition in the early 90s and coming to power of V. Meciar strengthened the authoritarian tendencies and led to minimizing of the parliamentary opposition influence and reducing its control functions. Low level of consensus between the government and opposition parties was observed. This allows to talk about the construction of a conflict model of interaction between the government and the opposition. The relationships between the government and the political opposition was largely depended on the personal factor. Personification of policy in Slovakia clearly seen in the person of V. Meciar. He played a dominant role in politic. The conflicts between him and his main opponents led to the polarization of political life in Slovakia. Curtailment of democratic processes and the slowdown the process of European integration in the country led to the unification of the efforts of the parliamentary and extra-parliamentary forms of political opposition. This resulted to the creation of a new institutional framework. The political opposition has been greatly strengthened by NGOs. Non-party subjects of opposition activities were integrating center for opposition parties. Significant role in increasing of political subjectivity of opposition played the EU. Only since 1998 in Slovakia the practice of democratic change of parties in power was restored. This created the conditions for eliminating the consequences of V. Meciar illiberal regime, implementation of European integration policy and economic reforms.

In this article, I will focus on the evolution of the systems of elections to the commune councils in Poland. Between 1990 – 2014, seven elections to the commune councils were organized in Poland, conducted on the basis of four different voting systems. The most important alterations in the ordinations between 1990 and 2011 included: changing the category of entities qualifying for majority election system, modification of the dimension of the constituencies, changing the mode of distribution of seats, introducing electoral threshold, diminishing the number of councilors, implementing the procedure of “grouping list”. Analysis of changes in the electoral regulations leads to the conclusion that the elections to municipal councils have been politicized.

The paper presents the preliminary results of the interdisciplinary study on the influence of the government's remembrance policy. The key aspect of the project was a measurement of 364 students' attitudes towards management of collective memory in laboratory conditions. Its objective was a diagnosis of Polish youth's disposition to the management of collective memory by a state, but also a measurement of attitude change resulting from a narrative (which imitated the remembrance policy). The paper discusses general results of the study and three aspects of attitudes: cognitive, emotional and behavioral. It presents both results from the first measurement and effects of emotions' and commitment's manipulation. Collected data was used to formulate four research conclusions which consider attitudes towards the government's remembrance policy, their change and their relevance to a question on the distribution of influence between a government and a civil society.

In relation to the systemic transformation, which began in Poland in 1989, there was a need to define a new political regime. Eventually it was decided to settle upon a system of government which is characterised by the duality of executive power exercised by the President, as well as Prime Minister and the government accountable to parliament. This element of the political regime creates the potential for cohabitation – an inher-ently conflictual phenomena which can have many negative consequences. One of them is the possibility of its negative impact on the duration of the coalition cabinet. In this article, we intend to test the hypothesis, according to which the phenomenon of cohabitation has a negative impact on coalition governments through the reduc-tion of their duration. The aticle consists of four parts. The first briefly characterizes the evolution of the Polish political regime, highlighting the potential for cohabita-tion which is created by the dual structure of executive – the permanent element of Polish system of government. In the second part we explain the concepts of the cabinet government and the coalition. In the third section we describe coalition gov-ernments formed in Poland in the years 1991–2014 and the phenomenon of cohabitation occurring during their lifetime. In the fourth part we examine the impact of cohabitation on the duration of coalition governments in Poland. The conclusions of the analysis are presented at the end.

The problem of the lack of “generational replacement” in Poland is particularly evident on the local self-government level. For years, there has been an ongoing public debate on the adoption of legal solutions introducing term-limits for the office of commune head, mayor and president of the city. Politicians of Law and Justice returned to their idea from 2005 and, shortly before the local elections of 2018, decided to prepare new regulations in this respect. They argued that the adopted solutions create real prospects for implementing projects by young politicians and activists. However, the issue was hotly debated and the initiators’ motives were put into question. There is no doubt that a two-term limit in local selfgovernment units has always stirred up emotions. A lot of self-government officials perceive it as a regulation which violates the provisions of the Constitution of the RP. The aim of this paper is to present the public debate on the adopted solutions and discuss their assumptions.

A person employed as secretary of the commune (county, province), who has been granted unpaid leave in connection with the assumption of a seat in parliament, is still subject to the statutory prohibition on the creation of, and membership in, political parties. Membership in a political party of a person who is in this situation, existing at the end of unpaid leave must be considered as the basis for the refusal to allow such a person to perform the duties for the position held and for recruitment to other equivalent position. If membership in a political party would expire before returning to his/her duties in the office of the commune, it could be by the employer as a basis for changing conditions employment (change in position), but there is no such necessity.

The article presents an analysis of the activities undertaken by Poles in Lithuania following the parliamentary election of 2012. The Polish minority took an active part in the Lithuanian politics. Związek Polaków na Litwie [The Union of Poles in Lithuania] followed by Akcja Wyborcza Polaków na Litwie [Electoral Action of Poles in Lithuania] presented their programs for the coming elections. Their involvement in the Lithuanian politics at the national level enabled them to articulate issues important for the Polish community in Lithuania. AWPL participated in the governing coalition. The political circumstances made their proposed solutions not easy to implement. Some problems were temporarily resolved, while most of the important issues remained under discus-sion. The analysis is based on various documents: agreements, treaties, declarations, statements. Also, it uses press material available in the Internet editions.

W związku z tym, że każde kolejne wybory świadczą o permanentnym rozwoju marketingu politycznego, stał się on punktem wyjścia do rozważań przedstawionych w niniejszym artykule. Odniesienie się do kwestii regionalnych wynikało natomiast z potrzeby przedstawienia specyfiki tego zjawiska w działaniach samorządowców w regionach, które funkcjonują i prężnie rozwijają się w Polsce już ponad dekadę. Celem artykułu było znalezienie odpowiedzi na pytanie: czy marketing polityczny, prowadzony na szczeblu regionu, różni się od działań promocyjno-reklamowych kandydatów ubiegających się o mandaty w wyborach ogólnokrajowych lub samorządowych na poziomie lokalnym? Przedstawione poniżej rozważania i wyciągnięte z nich wnioski zostały oparte na badaniach własnych, które przeprowadzono wśród radnych sejmików województw kadencji 2006–2010. W badaniach zastosowano metodę ankietową, narzędziem natomiast był kwestionariusz ankiety. Analiza wyników, przeprowadzona między innymi za pomocą programu Statistica 7, umożliwiła określenie stopnia profesjonalizacji współczesnego marketingu politycznego w regionach oraz pokazała przyczyny jego odmienności.
In general, political marketing is a collection of activities, techniques, methods and means that at least facilitate and at most make possible electoral success on the part of political entities. At present political marketing represents an indispensable part of politics, since only with its help do candidates have a chance of gaining and then holding on to power. After every election we can observe yet-greater competition. Political entities apply different and more elaborate methods and techniques which are aimed at increasing chances of electoral success. During the last ten years in Poland (since the new voivodships were established), it has been possible to observe the professionalization of marketing operations, particularly at municipal elections and especially at those on the regional level. In this article distinctions are therefore drawn between regional political marketing operations and those at either nationwide or local levels. The findings are based on investigations conducted by means of questionnaires distributed among the councillors serving on the voivodship regional assemblies (sejmiki) for the 2006–2010 term of office.

Artykuł prezentuje wyniki badań dotyczących rywalizacji w wyborach samorządowych na poziomie regionu. Analiza odnosi się do wyników głosowania i wyborów do sejmiku województwa zachodniopomorskiego w sześciu kolejnych elekcjach. Badaniami objęto między innymi frekwencję, zmiany poparcia dla komitetów wyborczych i podział mandatów. Skupiono się na partiach, które albo samodzielnie, albo w koalicjach uzyskiwały mandaty w sejmiku. W badanym okresie najwyższe poparcie wyborcze osiągał do roku 2006 Sojusz Lewicy Demokratycznej,a w kolejnych wyborach Platforma Obywatelska RP. Województwo charakteryzowało się niższą frekwencją od średniej krajowej. W wyborach większe poparcie niż średnie w kraju uzyskiwały ugrupowania lewicy oraz Platforma Obywatelska RP.
The article presents the research of the effects of rivalry in local government elections at the regional level. The analysis concerns the results of voting and elections to the Regional Council of the West Pomeranian Voivodeship in six subsequent elections. The study includes factors such as: attendance, changes in support for electoral committees and the distribution of seats. The main focus was put on the parties that obtained seats in the Regional Council – either independently or within coalitions. In the analysed period, the Democratic Left Alliance (SLD) obtained the highest electoral support until 2006, but in the following elections the highest support belonged to the Civic Platform (PO). The West Pomeranian Voivodship noted lower turnout than the national average attendance. Leftist parties and the Civic Platform gained above average support in West Pomerania than on the country level.

One of the greatest achievements in the process of political transformation in Poland involves the broad decentralization of the public authorities, where a larger number of independent entities with public competences exist alongside a single center. Decentralization is embodied by self-government, which has therefore become an important element of the democratic regime co-creating a network of links related to the distribution of power, property and resources across society. Undoubtedly, self-government which works in favor of citizens’ groups being organized as corporations contributes to the increased efficiency of public authorities in the territorial and special dimension. Based on this, self-government should be understood not as a unidimensional entity involved only in territorial relations. There is also special self-government, established according to different criteria, which plays an important role in the system of the representation of the interests of defined circles. It is divided into professional self-government and, first and foremost, business self-government. Importantly, self-governments should be approached from a slightly different angle – not only in the administrative and institutional context, but also from the point of view of the realization of the interests of organized social groups, that is in terms of governance, which can improve the functioning of local authorities, for instance as concerns the emergence of metropolitan areas. The harmonious development of all forms of self-government, irrespective of the type of bonds connecting its members, as well as the consolidation of participatory processes, is one of the prerequisites for a stable democratic regime.
Jednym z największych osiągnięć procesu transformacji ustrojowej w Polsce jest szeroka decentralizacja sfery władztwa publicznego rozumiana jako system, w którym istnieje większa liczba samodzielnych ośrodków dysponujących kompetencjami publicznoprawnymi przy jednym centralnym. Będący egzemplifikacją decentralizacji samorząd stał się zatem ważnym elementem demokratycznego systemu politycznego, współtworząc sieć powiązań odnoszących się do podziału władzy, majątku i zasobów w społeczeństwie. Nie ulega wątpliwości, że działając na rzecz zorganizowanych korporacyjnie grup obywateli samorząd przyczynia się do podniesienia efektywności funkcjonowania władzy publicznej w wymiarze terytorialnym i specjalnym. Wychodząc z tego założenia należy zauważyć, że samorząd nie jest pojęciem jednowymiarowym odnoszącym się wyłącznie do stosunków terytorialnych. Ważną rolę w systemie reprezentowania interesów określonych środowisk odgrywa także samorząd specjalny, który wyodrębnia się według innych kryteriów. W jego ramach wyróżniamy przede wszystkim samorząd zawodowy i gospodarczy. Warto również podkreślić, że samorząd należy obecnie rozpatrywać z nieco innej perspektywy, nie tylko ze względu na kontekst administracyjno-instytucjonalny, ale również z punktu widzenia realizacji interesów zorganizowanych grup społecznych, a więc w kategoriach governance, co może poprawić funkcjonowanie systemu władzy lokalnej, na przykład w kontekście kształtowania się obszarów metropolitalnych. Harmonijny rozwój wszystkich form samorządu, bez względu na charakter więzi łączących ich członków, a także wzmacnianie procesów partycypacyjnych jest zatem jednym z warunków petryfikacji demokratycznego systemu politycznego.

The aim of this paper is to carry out an empirical verification of the occurrence of the political cycle in cities with poviat rights in Poland. Current challenges of local financial management, previous results of national and international research, and threats associated with various types of risks, including political risks, are the motivation for addressing this topic in the paper. The research was conducted using panel data analysis, and its results indicate the existence of a political budget cycle, the effects of which are reflected in the asset and financial situation of cities. The study used balance sheet data, which significantly distinguishes it from previous studies, both domestic and foreign. The results allow us to conclude that balance sheet information should find wider application in monitoring the security and stability of local government finances in Poland.

The aim of this paper is to analyze the vision of the Polish education system outlined by selected liberal parties in Poland in 1989–2019, focusing on the role played by local communities and local authorities. The text analyzes election programs of main liberal parties as well as speeches of prominent politicians. The qualitative analysis of relevant content revealed that Polish liberals clearly specified in their programs the importance of a local government (as a body that makes decisions which to a large extent pertain to school), parents and the entire local community (as an entity that actively co-participates in school’s life, and has influence on key decisions). The proposed school system was institutionally grounded in a local government and simultaneously acted as a cultural center as well as a place where a local community can spend their leisure time. To this aim, changes were postulated in three key areas: “municipalization” of the school institution, schools forming stronger ties to the local community, and modification of education funding system.

Subject and purpose of work: The purpose of this article is to verify the hypothesis of the occurrence of political business cycles at the self-governmental level in Poland. Materials and methods: The article presents a quantitative analysis of expenditures on remuneration in the administration of Polish self-governments at the county (district) level (in the period 2007–2018) and at province (regional) level (in the period 1999–2018) with the use of Arellano-Bond and LSDVC estimators. Results: The panel data analysis makes it possible to conclude that in Polish self-governments cyclical fluctuations of expenditure on remuneration can be observed. The increase in salaries depends on the power of the ruling coalition as well as unemployment and the output gap in a region. In the case of provinces and counties, also the increase of investment expenditures significantly affects the increase of salaries. Conclusions: The results of the estimation of models clearly point to the presence of cyclical distortions in remuneration in public administration, which are caused by the upcoming elections.
Przedmiot i cel pracy: Celem artykułu jest weryfikacja hipotezy o występowaniu politycznych cykli koniunkturalnych na poziomie samorządów w Polsce. Materiały i metody: Artykuł ten przedstawia ilościową analizę wydatków na wynagrodzenia w administracji w polskich samorządach na szczeblu powiatowym (lata 2007-2018) i wojewódzkim (lata 1999-2018) przy wykorzystaniu estymatorów Arellano-Bonda i LSDVC. Wyniki: Analiza danych panelowych pozwala stwierdzić, że w polskich samorządach można zaobserwować cykliczne wahania wydatków na wynagrodzenia. Wzrost wynagrodzeń jest zależny od siły koalicji rządzącej oraz bezrobocia i luki PKB w regionie. W przypadku województw i powiatów istotny wpływ na wzrost wynagrodzeń ma również wzrost wydatków inwestycyjnych. Wnioski: Wyniki estymacji modeli wyraźnie wskazują na obecność cyklicznych zaburzeń wynagrodzeń w administracji, które są spowodowane nadchodzącymi wyborami.

The subject of this article is self-government and self-governance in socio-political and ecclesial practices. In addition, it covers the content behind these concepts, the interrelationships that occur between them, as well as the factors that influence their formation and realization. The authors in the first part point out selected contexts of self-governance and local government in contemporary socio-political practices, while in the second part, they point out selected contexts of ecclesial collegiality and synodality in contemporary Catholicism. Within the framework of the article, self-governance and the forms of self-government presented are recognized as a value in themselves and a significant element through which there is an independent and therefore real influence on the representation of their interests and the resolution of issues by those concerned themselves. In addition, they serve to build a sense of socio-political and religious cohesion and integration. Therefore, both issues are socially, politically and religiously important, which in a way is due to the concern for their need, implementation and proper development. Hence, in the modern world, both in socio-political and ecclesiastical practices, self-government and self-governance play man important role because they mean independence and freedom of action from interference from other authority, especially state authority, and freedom of decision-making in various aspects.

The article aims at restoring local self-government as a research problem of political theory. In contemporary political science literature, local self-government is not treated as one of its normal, standard research problems. The main obstacle of its ambiguous position within political theory is, as I argue, the forced and imposed apolitical character of local self-government considered as a part of public administration. Despite some degree of organizational, especially institutional and legal, self-determination, the local self-government is not a political, i.e. sovereign entity. However, its non-sovereign status, which is legally established, does not exclude the existence of political potency in it.

The article describes the analysis of the modern British party system in the age of changes and transformations. In particular, it analyzes the changes in the electorate as well as the legal-institutional conditions which, in consequence, led to a shift in the balance of power between the political parties on the parliamentary level that occurred after the 2010 general election. Forming a coalition in the Parliament and the Cabinet marked the beginning of an ideologically and politically difficult rule of two parties which both politicians and voters alike had to learn. I argue that the above circumstances led to a certain “crisis” not only in the way administration is handled but also in the society’s political participation. Simultaneously, it relates to what I view as a change in the British party system. The present article largely focuses on the transformations within the British party system that occurred in the early 21st century, on the genesis of the processes which affects the transformations in the above system, as well as on the causes and effects of these phenomena.

District authorities in the system of communal decentralization, known in many Italian cities as Consigli di circoscrizione (Cdc), were established between the end of the ‘70s and the early ‘80s make the local government closer to citizens and to promote, at the same time, the participation of the latter in the administration of the former. The set up of such district councils was also a move aiming to give real answers to the many questions raised by the urban social movements active in the big metropolitan areas of the Country. This article, starting from the results of some recent studies on the decentralization system within the Commune of Genova, is set to discuss the implications of the establishment and the evolution of Cdc for political parties as well as for citizens’ committees exerting pressure on local authorities. In other terms, it will describe the patterns of institutional and non-institutional political participation prompted by this new layout of local government, considered as an example of change in the political opportunity structure, trying also to verify if these two fields of participation may somehow overlap. With regard to the local case study, where a new system of nine decentralized organs called Municipi was set up in 2007, the following points will be discussed. First, what kind of political actors and what kind of lists participate in the elections to the bodies of the communal decentralization system. In more detail: are they civic or local lists (organized bottom-up) or organized by traditional political parties (top-down)? Second, what kind of relationships are set with these institutions by neighbourhood-based citizens’ committees that choose not to take part in elections at this level directly. Third, the sociographic profile and attitudes of the politicians elected to these bodies, trying to verify whether they are closer to the mainstream political class or, say, to neighbourhood volunteers

The paper is an attempt to answer the question to what extent the local government at the regional level in Slovakia is dominated by political parties, and to what extent by independent politicians. The subject of the study are the results of the 2017 local government elections at the regional level and their analysis. The main goal of the paper is to provide a comprehensive, statistical and comparative presentation of the regional election results in Slovakia and show the degree of local authorities’ party-dependency. The secondary objective is to examine how the politicisation of local government influences the development of civil society. An attempt is also made to determine how political competition at the local government level looks like, and whether local entities effectively compete with political parties.
Artykuł stanowi próbę odpowiedzi na pytanie, w jakim stopniu władza samorządowa na poziomie regionalnym na Słowacji jest płaszczyzną dominacji partii politycznych, a w jakim polityków bezpartyjnych. Przedmiotem badań są wyniki wyborów samorządowych na poziomie regionalnym z 2017 roku i ich analiza. Celem głównym artykułu jest kompleksowe, statystyczno-komparatystyczne przedstawienie wyników wyborów na szczeblu regionalnym na Słowacji oraz ukazanie stopnia upartyjnienia samorządów. Celem drugiego rzędu jest zbadanie, w jaki sposób na rozwój społeczeństwa obywatelskiego wpływa upolitycznienie samorządu terytorialnego. Autorka stara się również ustalić, w jaki sposób przebiega rywalizacja polityczna na poziomie samorządowym i czy lokalne podmioty skutecznie współzawodniczą z partiami politycznymi.

The following paper presents the results of original research focused on analyzing online activities of politicians at the local level. The object of analysis were tools of political communication on the Internet – web pages, personal Facebook accounts, Facebook pages and Twitter accounts – used by the councillors and mayors of cities that are capitals of districts in the Opole Voivodeship. Results of the research confirm the following hypotheses: 1) Politicians at the local level use online tools less often then politicians at the national level; 2) online communication tools are used similarly to traditional media – as one-way communication channels; 3) online communication tools are more intensively used by mayors than councillors.

The political transformation in Poland, initiated in the first half of 1989, was the beginning of deep, systemic changes in all mechanisms of collective life and public authority. The transformations were characterized as complex and multifaceted, which generated new conflicts and socially perceptible costs. However, such deep changes were necessary because they opened the way for Poland and Polish society towards European standards of organization and activity of all entities of public life. The most important principles on the basis of which the new constitutional model of the state was built were deconcentrating the authority mechanism and decentralizing its powers. This meant that the administration alsobecame a very important area of transformational changes. In this regard, a special role was played by actions aimed at reconstructinglocal government which was to become an integral part of the new public authority system and to carry out a significant part of public tasks.

Метою даної публікації є аналіз історичних, релігійних та соціокультурних передумов місця і ролі шиїтського духовенства у політичному процесі та суспільних змінах в Ірані у новітню добу. Розкрито основні особливості зв’язку шиїтської доктрини та політики. Автор досліджує участь шиїтського духовенства у процесі розбудови іранської політичної моделі. Показано, що сучасна політична система Ірану характеризується поєднанням ісламських принципів з елементами демократії: релігія визначає всі сфери життя – політику, економіку, культуру, духовенство здійснює контроль над світськими структурами влади, проте, всі органи влади виборні. Особливу увагу приділено питанню еволюції сучасних політичних інститутів Ірану та процесу трансформації поглядів представників правлячого релігійного істеблішменту Ісламської Республіки Іран в контексті внутрішньополітичних змін і зовнішніх викликів. Розглядаються можливості збереження ісламського правління в умовах подальшої модернізації суспільства.
The purpose of this publication is to analyze the historical, religious and socio-cultural background of the Shiite clergy place and role in the political process and the social changes in Iran in recent times. The main features of the connection between the Shiite doctrine and politics arerevealed. The author investigates the participation of the Shiite clergy in the process of building the Iranian political model. It is shown that the modern political system of Iran is characterized by the combination of Islamic principles with elements of democracy: the religion determines all spheres of life – politics, economy, culture, the clergy monitors the secular structures of power, but all the authorities are elected.Special attention is paid to the evolution of the Iranian modern political institutions and the process of representatives views transformation in the field of the ruling religious establishment of the Islamic Republic of Iran in the context of internal political changes and external challenges. The possibilities of preserving Islamic rule in the conditions of further modernization of society are considered.

25 lutego 2016 roku minęło pierwsze sto dni rządu Beaty Szydło. Rząd w swoim programie zakładał, iż w tym czasie Rada Ministrów RP podejmie decyzje dotyczące dodatku500 zł na dziecko (począwszy od drugiego), obniżenia wieku emerytalnego, podniesienia kwoty wolnej od podatku, bezpłatnych leków dla seniorów oraz podwyższenia minimalnej stawki godzinowej. Celem artykułu było zaprezentowanie i przeanalizowanie społeczno--gospodarczego programu rządu Prawa i Sprawiedliwości oraz ocena jego realizacji w ciągu pierwszych stu dni działalności gabinetu B. Szydło. Szczególną uwagę zwrócono na konsekwencje wdrażania społeczno-gospodarczych założeń rządowego programu dla polskiej gospodarki. Autorka artykułu na podstawie przeprowadzonej analizy dokumentów wytworzonych przez rząd i parlament starała się odpowiedzieć na następujące pytania: „W jakim zakresie został zrealizowany społeczno-gospodarczy program rządu Beaty Szydło w ciągu pierwszych stu dni jego działalności?” oraz „Jakie trudności pojawiły się przy realizacji programu rządu Beaty Szydło w zakresie polityki społeczno-gospodarczej?”. Dążąc do uzyskania odpowiedzi, w badaniach wykorzystano metodę komparatystyczną, decyzyjną i instytucjonalno-prawną.
25th February, 2016 marked the first hundred days of Beata Szydło’s government. According to the electoral promises by that date the government should have made decisions regarding child benefits (first child was excluded) of 500 PLN, lowering of the retirement age, raising of the income tax threshold, introducing free prescription drugs for seniors and increasing the minimum rate per hour. The aim of the paper has been to present and examine the socio-economic programme of Poland’s ruling Law and Justice (PiS) party and to assess its implementation in the government’s first hundred days. The focus has been placed on the impact of implementing the socio-economic electoral promises into the Polish economy. Based on the analysis of the documents produced by the government and the Parliament, the author has dealt with two questions: 1) to what extend the socioeconomic premises of Beata Szydło’s government have been implemented during the first hundred days; and 2) what challenges Beata Szydło’s government has had to face while implementing its socio-economic policies. Comparative, decision-based and institutionally legal methods have been used in order to find answers to those questions.

The article treats about the political responsibility of the Council of Ministers in Polish People’s Republic. Due to the constitution of July 22nd, 1952 the government was responsible to the Sejm. Changes of ministers could be done also by Council of the State, but only at the request of the prime minister. The vote of parliament had only formal importance, because the real personal decisions were made by the leaders of The Polish United Workers’ Party. The constitutional position of Sejm became stronger in the last years of PRL. The dismissal of Zbigniew Messner’s government took place as the result of the parliamentary opposition to this government, so it can be considered as the real vote of no confidence. The author describes also the constitutional custom, not based on the norms of the constitution, which ordered to the prime minister to declare the dismissal of his government after the parliamentary elections, during the first session of new-elected Sejm. Usually it didn’t mean important changes in the Coucil of Ministers, which was still led by the same person as the prime minister.
Przedmiotem artykułu jest odpowiedzialność polityczna Rady Ministrów w Polskiej Rzeczypospolitej Ludowej. Zgodnie z konstytucją z 22 lipca 1952 r. rząd odpowiadał przed Sejmem, a na wniosek premiera zmiany w jego składzie mogły być również dokonywane przez Radę Państwa. Autor dokonał analizy wszystkich przypadków odwołania premiera oraz rządu przez Sejm PRL, poszukując odpowiedzi na pytanie, czy w jakimkolwiek stopniu wydarzenia te były podobne do wotum nieufności funkcjonującego w państwach demokratycznych. W Polsce Ludowej zmiany w składzie rządu – co do zasady – dokonywane były przez Sejm, a jedynie wyjątkowo przez Radę Państwa. Głosowanie w parlamencie miało znaczenie jedynie formalne, a rzeczywiste decyzje personalne podejmowane były przez kierownictwo PZPR. Pozycja Sejmu stała się silniejsza w ostatnich latach PRL. Dymisja rządu Zbigniewa Messnera w 1988 r. nastąpiła w wyniku parlamentarnej krytyki, może być więc uznana za typowe wotum nieufności. Autor omawia także obowiązujący w PRL zwyczaj konstytucyjny, zgodnie z którym, mimo że nie nakazywała tego konstytucja, na pierwszym po wyborach posiedzeniu Sejmu premier zgłaszał dymisję rządu. Zazwyczaj nie dochodziło wówczas do istotnych zmian w składzie Rady Ministrów, którą powoływano pod kierownictwem tego samego polityka.

The essay analyses the ideological message of Giovanni Villani’s Nuova Cronica. Rather than a cohesive theory of good governance, the Florentine chronicler shows scattered images, and in the comments added to the events described he makes explicit what political virtues and inadequacies he considered crucial. Insofar as the earlier books seem to have been inspired by the Roman republican ethos and the Franciscan cult of paucity preached by Dante, he focuses in the final section mostly on the citizens’ internal disposition: their expected attitude would be to hold the Commune in magnanimous love. Villani discerns between the virtues of citizens and those of the rulers, with whom discretion and prudence, rendering political practice efficient, is paramount; such prudence is easier to find with affluent burghers than good artisans. The superior value that ought to be sought through the citizens activities, in the area of policymaking and not only, is the grandeur of their Commune.

Celem badań była ocena poziomu samodzielności ekonomicznej i jej wpływu na kształtowanie się zmian ustrojowych w różnych grupach samorządów terytorialnych. Badania wykazały, że czynnikiem decydującym o zróżnicowaniu stopnia samodzielności ekonomicznej samorządów jest poziom urbanizacji. Dochody własne w samorządach miejskich przekraczają 50%, a nawet 60%, natomiast na terenach wiejskich (rozumianych jako gminy wiejskie oraz powiaty ziemskie) kształtują się na poziomie ok. 30%. Tak poważne różnice mogą wpływać na to, że rozwój samorządów terytorialnych będzie odbywał się w dwóch – ustrojowo różnych – kierunkach.
The aim of our research is to evaluate the level of economic independence and its influence on political system changes in different groups of local government. The research shows that the decisive factor in differentiating economic independence of local governments is the level of urbanization. In urban self-government, its own revenues surpass 50% and sometimes even 60%, whereas in rural areas (defined as rural communes and land districts) they reach about 30%. Such marked differences can cause local governments to develop in two structurally different directions.
