The relationship between journalists and political sources takes different forms and extends from adversarial to advocating. Th e question which side ‘leads the tango’ has always been central to this approach. Since technological development has led to hybridization of themedia systems, the nature of communication has been reshaped in many ways. The emergence of social media has challenged the journalistic profession, especially journalists’ role as gatekeepers, but provided extra space for interaction with sources. Increasing professionalization of politics has reinforced the role of press secretaries/advisers. This is a comparative study of interaction among Polish and Swedish journalists, ministers, and press secretaries in Twitter provided by network analysis and three social network concepts as density, modularity, and centralization. In this analysis, a more influential position is conceptualized in terms of ‘communicative resources’ or ‘accumulated capacity’. Swedish journalists have more opportunities to act as gatekeepers or ‘key users’ in the Twitter network; in Poland, it is rather the political side.

Głównym celem niniejszego artykułu jest analiza i ocena roli, jaką odgrywa Hamas w perspektywie rywalizacji o ustanowienie i utrzymanie władzy na terytoriach palestyńskich. Narracja obejmuje analizę: struktur władzy, okoliczności ustanowienia rządu Hamasu w Strefie Gazy, ambicji politycznych Hamasu, rywalizacji o władzę w perspektywie diachronicznej. Deskrypcji poddano struktury władzy, główne założenia polityki zewnętrznej i wewnętrznej oraz determinanty, które wpłynęły na ich kształt. Eksplanacji poddano implikacje walki o władzę w procesie destabilizacji wewnętrznej środowiska politycznego i społecznego na terytoriach palestyńskich oraz skutki dwuwładzy na terytoriach palestyńskich. W konkluzjach wskazano też możliwości przezwyciężenia obecnej sytuacji. Zwrócono również uwagę na postrzeganie palestyńskiej „gry o tron” przez znaczących „aktorów” środowiska międzynarodowego.
The main purpose of this article is the analysis and explication of the place of Hamas in the perspective of competition in the Palestinian territories. The paper includes the following analyses Hamas government structure, the formation of the Hamas government in the Gaza Strip, political ambitions of Hamas, and the competition for power in the diachronic perspective. The descriptions refer to the government structure, the fundamental assumptions of internal and external policy, as well as the policy determinants that shaped them. The explanation includes power struggle implications, the causes of political instability in the Palestinian territories, and the effects of dual power. The conclusions put forward the opportunities to overcome the situation. The article  also includes the perception of the Palestinian Game of Thrones by international political actors.

The Constitution of Montenegro describes the state as a "civic, democratic, ecological state of social justice, based on the reign of Law." Montenegro is an independent and sovereign republic that proclaimed its new constitution on 22th October 2007. The President of Montenegro (Montenegrin: Predsjednik Crne Gore) is the head of state, elected for a period of five years through direct elections. The President represents the republic abroad, promulgates law by ordinance, calls elections for the Parliament, proposes candidates for Prime Minister, president and justices of the Constitutional Court to the Parliament. The President also proposes the calling of a referendum to Parliament, grants amnesty for criminal offences prescribed by the national law, confers decoration and awards and performs other constitutional duties and is a member of the Supreme Defence Council. The official residence of the President is in Cetinje. The Government of Montenegro (Montenegrin: Vlada Crne Gore) is the executive branch of government authority of Montenegro. The government is headed by the Prime Minister, and consists both of the deputy prime ministers as well as ministers. The Parliament of Montenegro (Montenegrin: Skupština Crne Gore) is a unicameral legislative body. It passes laws, ratifies treaties, appoints the Prime Minister, ministers, and justices of all courts, adopts the budget and performs other duties as established by the Constitution. Parliament can pass a vote of no-confidence on the Government by a simple majority. One representative is elected per 6,000 voters. The present parliament contains 81 seats, with a 47-seat majority currently held by the Coalition for a European Montenegro as a result of the 2009 parliamentary election

Opis:
Changes that take place in social and media space on the local level indicate a weakening position of media. Current sources of media power start to be increasingly taken over by new political actors. Participants of the media market as well as actors active in social space acquire new competences, which were previously characteristic only of journalists. The balance of forces, relations as well as interrelations between media and politics starts to create a new form of partnership and cooperation. This gradually leads in consequence to the codependency of media and politics in financial and organizational aspects. This raises a question of how public institutions, including those of the local level, can find themselves in the existing reality? Do they have a chance to pursue their information and communication functions? And finally, does the mediatization of a local political scene allow for the individual shaping of the relations of the local government with its social environment and building a reputation?

The article is devoted to the characteristics of the ‘hung parliament’ in the Westminster System and its influence on government formation. Some interesting aspects has been chosen to illustrate the problem of minority government existence in Great Britain. Author explains normative and non-normative systemic factors that influenced the formation of the government cabinets without a sufficient majority in the parliament. The main thesis is that creation of minority governments is closely associated with the evolution of the party system and can be a kind of political barometer that predict or confirm appropriate changes at the party scene.
Artykuł poświęcony jest charakterystyce “zawieszonego parlamentu” w systemie westminsterskim i jego wpływu na tworzenie rządu. Kilka ciekawych aspektów zostało wybranych celem zilustrowania problemu istnienia rządu mniejszościowego w Wielkiej Brytanii. Autor wyjaśnia, normatywne i nienormatywne czynniki systemowe, które wpłynęły na tworzenie gabinetów rządowych bez wystarczającej większości w parlamencie. Główną tezą jest, że tworzenie rządów mniejszościowych jest ściśle związane z rozwojem systemu partyjnego i może być rodzajem barometru politycznego, dzięki któremu przewiduje się lub potwierdza odpowiednie zmiany na scenie partyjnej.

In the postmodern era, Europe, including Poland, is strikingly characterised by the migration of citizens, caused among others by the process of European integration or globalisation, enhanced by the fact that territorial, transport and language barriers cease to exist. There are two types of migration: external (among countries) and internal (among regions or municipal units). The process mentioned, apart from all its positive aspects, may simultaneously lead to a weakening or even loss of local identity as well as social bonds on the local level. These two elements, however, are absolutely vital for the proper functioning of a local self-government community. The process of erosion of social bonds is also influenced by a consumerist and hedonist lifestyle. Therefore, a question arises about the future shape of the self-governmental community, which consists of all the inhabitants of a principal unit of administrative division of a country. Such a community with its territory constitutes the local self-government, which not only takes part in exercising public authority, but also as a result of the process of decentralising public authority, accomplishes an essential part of its objectives. Thus, the first element of the presentation will be introducing the political shape of the local self-government, set by the norms laid out in the constitution and the European Charter of Local Self-government, based on legal dogmatics and empirical method (analysis of the jurisdiction of the Constitutional Tribunal, the Supreme Court and the Supreme Administrative Court). Second, the presentation will attempt to verify the thesis concerning the level of threats for the future functioning of the institutions of the local self-government, caused by contemporary social, economic and cultural changes. A measurable factor verifying the thesis will consist in the analysis of the participation of the local communities in the direct way of exercising authority by the members of the self-governmental community, namely the attendance in local elections). A positive answer to the thesis formed may constitute a basis for de lege ferenda conclusions, concerning the shape of local self-government institutions in Poland.

The article analyzes the dynamics of the relationship between the government and the parliamentary opposition in Ukraine. The causes and consequences of political conflict domination style relationship were clarified by the author. He believes that the distinction between opponents held the simplified line “anti-communism” to the complex and contradictory relationship in the triangle “president-parliament-government.” The political consequences of the conflict nature of interaction between government and opposition were minimizing the use of compromise as a tool to resolve disputes, activation of extra-parliamentary forms of political struggle, the attempt to develop mutual control of some political forces over others, stimulate political competition. Conflicts between the government and the opposition began to acquire signs of conflict between advocates support democracy building and its collapse and conservation. Therefore, in 2004 and 2014 repositioning political forces as changing the status on the powerful opposition, accompanied by the intensification of the democratization process. As a result of political actors started implementing new democratic forms and practices lustration of power, style dialogical relationship between government and society, strengthening the capacity of the third sector to influence the ruling elite. This is a prerequisite for the transition to a compromise model of relations between the authorities and the opposition.

The aim of the article is to present the theory and practice of elections to local government bodies in Slovenia: above all, the formal conditions of elections as well as the results of the voting carried out so far. The analysis is based on quantitative data retrieved from the Statistical Office of the Republic of Slovenia and the State Election Commission, as well as qualitative research – interviews with councillors – conducted in selected Slovenian municipalities. The results of the research indicate a relatively high dynamics of changes in Slovenian local politics, including a systematic increase in support for candidates without party affiliation.

The study aims to identify of the specific models of cooperation between government and opposition in Czechoslovakia in transition period. In the article the prerequisites of confrontational relationships and their projection on the level of political competition and the formation of new political institutions in terms of democratization are determined. Was proved that the character of the relationship between government and opposition in Czechoslovakia was largely determined by degree of democratization of the regime and the opposition force, it`s goals and strategies. In the late 80th under pressure of the opposition, parties have moved from confrontation to cooperation, what reflected on co-option of the opposition members to the government. However, at the coalition government in fact was no division on pro-government and opposition forces, which made adaptation of opposition to the new socio-political conditions more complicated. A fundamental difference between the relationship of government and opposition in West European countries and Czechoslovakia was noted. In West European countries, the relationship found expression in both legal and political norms. They were characterized by the fact that they are in mutual consent of the parties to act before all in the public interest without going beyond existing law. In Czechoslovakia the main opponents of the ruling forces were communists who had radically different understanding of the main goals of social development. As for the anti-communist opposition, which operated until 1989, its isolation and the virtual disappearance were observed. The elections did not lead to authority post-communist forces, as it were observed in Poland and Hungary. The weakness of the opposition until 1989 gave her little chances at a new political conditions. It was weakened by internal divisions. Against the background of a weak opposition increased level of competition between pro-government parties. This, to some extent, contributed the establishment of new informal rules of electing of the president and prime minister of the federal government. After the first free parliamentary elections, relations between the government and the opposition have changed to a more confrontational with minimal consensus. In Czechoslovakia, in contradistinction to Poland and Hungary, there was no opposition repositioning, i.e. its transformation from outsider of changes of political order to an active participant in the parliament. Post-opposition forces remained weak and separated political entities. In 1991-1992 clear division between progovernment and opposition forces cannot be traced. Blurred boundaries between political opponents were intensified duality of political regime, that combines the features of the previous and democratic, centrifugal tendencies, regionalization of political parties. The competition took the form of real competition within the ruling group, formally differentiated by geographic criteria into two political parties. All this weakens the inter-party competition at the level of «government-parliamentary opposition» at the national level and put the problems of democratization to the second plan, giving priority to processes of formation of independent states of Czech Republic and Slovakia.

The article analyzes the influence exerted by the limitation of legal opportunities for public contestation in the 2000s on the scope of mobilization and the repertoire of public contestation practices. The term ‘public contestation’ is used to describe forms of individual and collective political activity focused on criticizing, denying and resisting the current government project, including by introducing alternative projects. The public contestation includes constructive actions of political actors not related to causing damage or disposing of political opponents. The paper is based on political and legal analysis and on some elements of event analysis. In the 2000s, the scale of public contestation on discursive and protest platforms was smaller than over the next decade, which did not create any needs for detailed regulation of such activities. At the same time, changes in political and legal opportunities in the electoral and party field were quite intense throughout 2000–2020. The most popular forms of public contestation were public events (in 2011–2018), as well as discursive activity on the Internet and in mass media (after 2018). During the above mentioned period, we see the biggest changes in legal opportunities in this field and increasing penalties for respective violations. The electoral field shows the pendulum dynamics: decreasing and increasing opportunities in 2000–2011 and 2012–2019, respectively. A meaningful factor of narrowing legal opportunities for public contestation is the potential financial, organizational and information support of public contestation practices by foreign entities.
