    Opis:
    Citizen participation in the city development planning process is guaranteed by law in every civil society. In Poland, the participation of local communities in spatial planning has been evolving since the political transformation of the years 1989/1990. Changes that occur in the participation process are a result of the formation of civil society and a resulting increase in social awareness on possibilities of expressing one's needs and influencing planning decisions of local governments, as well as modifications in laws and regulations. The article presents the experience gathered in the field of extended social participation in the procedure of drawing up local spatial development plans, on the example of ongoing work on plans for the village of Józefosław in Piaseczno, nearby Warsaw. The problems identified in the area covered by the plans and their origins have been characterized, the assumptions of the plans, whose main purpose is to alleviate diagnosed problems and respond to the needs of the inhabitants, articulated at various stages of the planning process. Then the scope and results of the various phases of social participation – preplanning and based on formal planning procedures – have been described. The experience gained from the phase of public consultation during the preparation of local plans for the village of Józefosław allowed us to draw more general conclusions about participatory procedures specified in the binding regulations, which were included in the summary.

Jednym z rodzajów informacji usprawniającej procedury gospodarowania przestrzenią na terenie gminy są informacje na temat wartości nieruchomości. Artykuł prezentuje metodykę tworzenia map wartości gruntów oraz możliwości ich wykorzystania w procesie gospodarowania nieruchomościami. Warunek wiarygodności map wartości gruntów może być poparty faktem, iż opracowanie powstaje na podstawie monitoringu lokalnego rynku nieruchomości. Mapy wartości gruntów stanowią opinię o cenie gruntu możliwej do uzyskania w przypadku sprzedaży gruntu w normalnych warunkach rynkowych, przy wykluczeniu transakcji o charakterze wymuszonym lub podyktowanych szczególnymi uwarunkowaniami. Mapy wartości gruntów mogą ułatwić gospodarowanie nieruchomościami, zaspokoić potrzeby informacyjne inwestorów oraz stanowić punkt wyjścia do określenia wartości gruntów dla potrzeb katastru nieruchomości. Rozważania zweryfikowano na wybranym obiekcie małopolskiej gminy wiejskiej, prezentując w efekcie przykład mapy wartości gruntów.
    Land administration in the aspect of real estate management embraces a number of activities, such as creating and registering information about land as well as and making it accessible to the public. This information may concern land use or land management systems. Property management also embraces in its scope property rights and estimated land value. Successful property management at the local level requires reliable and up-to-date information based on real-life local situation. Information on property value belongs to the group of data that facilitate space management procedures in a community area. The article presents a methodology of creating land value maps and possibilities of their utilisation in the property management process. Such maps are reliable because they are developed based on results of local market monitoring. Land value maps serve as source of opinion about the possible price of land in the case of sale in normal market conditions, excluding extortive transactions or those influenced by certain special circumstances. Such maps may contribute to the facilitation of land management processes, satisfy need for information expressed by perspective investors, and act as a staring point in land valuation for property cadastre purposes. The analysis has been exemplified by a rural community from the Małopolska region (south of Poland), for which exemplary land value maps have been presented.

    In the face of growing urbanised areas, the presence of forests and their appropriate shaping is a key challenge for contemporary urban planning. The importance of forests is largely identified with natural, economic and social functions in non-urban areas; however, forests are of vital value in urbanised areas. This article explores young Polish urbanites’ awareness of the role forests play, and submits diagnoses of the forests multidimensional benefits and their functions in Poland’s urban areas. Moreover, the research is based on the premise that the management of urban forests must ultimately lead to the satisfying of social needs. Based on empirical research, the perceptions of the value of urban forests as assessed by young people (students) in the Śląskie Voivodeship are presented, leading to the authors’ postulation that urban forests are underestimated resources. Furthermore, the study suggests that young Poles do not recognise the multi-beneficial aspects of urban forests; and the authors indicate feasible directions for local policy to achieve sustainable development. The final statements argue that in the face of serious threats to the functioning of Earth’s ecosystem, a campaign for the presence of forests and green spaces in cities is necessary.
    W obliczu rosnącej powierzchni terenów zurbanizowanych obecność lasów miejskich i ich odpowiednie kształtowanie jest jednym z kluczowych wyzwań dla współczesnej urbanistyki. Znaczenie lasów utożsamiane jest głównie z funkcjami przyrodniczymi, ekonomicznymi, czy społecznymi na terenach pozamiejskich. Jednocześnie tereny leśne niosą istotną wartość na terenach zurbanizowanych. W wielu krajach obserwujemy rosnącą świadomość znaczenia lasów dla zdrowia fizycznego i psychicznego mieszkańców oraz prawidłowego kształtowania się relacji społecznych. Sąsiedztwo lasów pozytywnie wpływa na jakość życia mieszkańców miast. Interesujące poznawczo jest na ile mieszkańcy miast w Polsce mają świadomość roli lasów w miastach oraz w jaki sposób z nich korzystają. W artykule dokonano diagnozy wielowymiarowych korzyści funkcji terenów leśnych na obszarach miejskich. W oparciu o badania empiryczne przedstawiono percepcję wartości lasów miejskich w ocenie młodego pokolenia województwa śląskiego (studenci). Na podstawie przeprowadzonej analizy roli lasów autorzy zaprezentowali kierunki wsparcia polityki lokalnej ukierunkowanej na zrównoważony rozwój. Zdaniem autorów, w obliczu poważnych zagrożeń dla funkcjonowania ziemskiego ekosystemu niezbędna jest kampania na rzecz obecności lasów i drzew w naszych miastach.

    This paper is an attempt to indicate the author's concept of system changes in spatial planning and land use management in Poland. In the introduction to paperwork it is briefly described the evolution of urban planning tools for organizing physical space to instrument which nowadays stimulates spatial development processes and optimize the use of various natural resources(including land). This paper Indicates the need for the integration and application of functional approaches in the spatial planning. In the central part of article, the most significant institutional failure and weaknesses that reduce the effectiveness of the spatial planning system in Poland are described. With them in mind, in the second part of the article the author outlined the concept of changes at the level of local and regional planning. The text ends with a brief summary relating to the conditions which must be met for the introduction of the proposed amendments to the develop the planning system.
    Niniejszy artykuł stanowi próbę wskazania autorskiej koncepcji zmian w systemie planowania przestrzennego i planowania rozwoju w Polsce. We wprowadzeniu do pracy scharakteryzowano krótko ewolucję planowania od narzędzia urbanistycznego służącego głównie porządkowaniu fizycznej przestrzeni do instrumentu służącego pobudzaniu procesów rozwoju i optymalizacji wykorzystania różnych zasobów. Wskazano na potrzebę integracji i stosowania podejścia funkcjonalnego w planowaniu. W dalszej części artykułu przybliżono wybrane, najistotniejsze słabości instytucjonalne obniżające skuteczność systemu planowania przestrzennego w Polsce. Mając je na względzie, w drugiej części artykułu zarysowano autorską koncepcję zmian na poziomie lokalnego i regionalnego planowania. Tekst kończy krótkie podsumowanie odnoszące się do warunków jakie muszą być spełnione dla wprowadzenia proponowanych zmian w systemie planowania rozwoju.

    Different forms of planning and urban design works are used in the process of decision-making on the local level, starting with visions of development, through comprehensive or master plans, finishing with the implemented action plans. Also, various kinds of social participation can be used in the process in spatial planning. The method of participation depends on the range of willingness of the local authority to divide the power and include informing, consultation or placation up to real partnership and delegation of power to citizens. Each form of participation is appropriate for a different situation. Generally, the act of using a specific form of participation in the process of creation of urban design or a planning activity is advisable. This article presents the framework of the model of participation suitable for spatial planning process on the local level. That model would be based on common consensus about the utilization of space. The consensus should be worked out in support of disclosed social and economic interests of important stakeholders from different groups of the local society and the public community as well. It is established using feedback loops on the most important steps of work as a method of gaining the best solution.

    W Instytucie Geografii i Przestrzennego Zagospodarowania PAN od 2005 r. wykonywane są na potrzeby rządowego monitoringu planowania przestrzennego coroczne raporty o stanie i uwarunkowaniach prac planistycznych w gminach. Bazują one na danych zbieranych przez GUS w ramach programu badań statystyki publicznej według ankiety przygotowywanej w resorcie odpo- 62 wiedzialnym za gospodarkę przestrzenną (aktualnie Ministerstwo Infrastruktury i Budownictwa). Głównym celem analiz jest otrzymywanie uporządkowanej informacji na temat studiów uwarunkowań i kierunków zagospodarowania przestrzennego gmin (studiów gminnych), miejscowych planów zagospodarowania przestrzennego (planów miejscowych), decyzji o warunkach zabudowy i zagospodarowania przestrzennego (decyzji lokalizacyjnych – inwestycji celu publicznego i warunków zabudowy) i śledzenie zmian w czasie w tym zakresie. Od 2009 r. nastąpiło rozszerzenie ankiety o strukturę przeznaczenia terenów w studiach gminnych i planach miejscowych, od 2012 r. – o prognozy skutków finansowych planów miejscowych, a w 2014 r. została wprowadzona tematyka wdrażania Dyrektywy INSPIRE i rozwiązań informatycznych.
    The article presents the results of monitoring of the local spatial planning made for communes with depopulation processes observed. These studies are conducted at the Institute of Geography and Spatial Organization of PAS since 2005 in co-operation of experts of the ministry responsible for spatial economy. Analyzed the progress of the planning work related to communes documents: study of conditions and directions of spatial organization, local spatial development plan, the decision on building conditions. The situation of planning in the depopulated communes is not favorable. Among other things, it found very low coverage planning. It is recommended that the preparation of indications for spatial policy, preferably separately for individual voivodships in which the processes of depopulation of rural areas took on larger dimensions (especially Podlaskie, Lubelskie, Mazowieckie, Świętokrzyskie, Opolskie, Łódzkie and Warmińsko-Mazurskie). These recommendations should refer to guidance, particularly associated with the development of abandoned infrastructure and changes in the function of the depopulation areas.

    Artykuł podejmuje problematykę partycypacji społecznej w procesie planowania przestrzennego w naszym kraju na przykładzie gminy wiejskiej Dąbrowice. W artykule przedstawiono poziom wiedzy mieszkańców o procesie partycypacji społecznej w planowaniu przestrzennym małej gminy wiejskiej oraz stopień ich zaangażowania w ten proces. Autorka zaprezentowała także swoje rozważania dotyczące partycypacji społecznej i zmian w planowaniu przestrzennym w okresie transformacji systemowej w Polsce. W opracowaniu ustalono stopień znajomości planów wśród respondentów terenów wiejskich, a także scharakteryzowano osoby, zarówno biorące udział w procesie partycypacji, jak i osoby bierne.
    Spatial planning has an important impact on the lives and functioning of residents and municipal authorities. Spatial Development Act passed in 2003 meant that the main principal management space has the municipality and the planning process itself was largely a consequence of the consultation and social negotiations. Despite the list of statutorily guaranteed opportunities for public participation in the planning process shows that the people have a large range of options for participation in many stages of planning. However, the legacy of the previous regime and the mentality of the population makes people often become passive recipients of this process. Slightly more than half of the respondents believe that people do not have any impact on land use. It is a symptom of civil society in Polish conditions. residents often are not informed about same possibilities of participation in spatial planning. In addition, pre-experience transformation make people not interested planning issues.

    The paper presents a novel Iterated Local Search (ILS) algorithm to solve multi-item multi-family capacitated lot-sizing problem with setup costs independent of the family sequence. The model has a direct application to real production planning in foundry industry, where the goal is to create the batches of manufactured castings and the sequence of the melted metal loads to prevent delays in delivery of goods to clients. We extended existing models by introducing minimal utilization of furnace capacity during preparing melted alloy. We developed simple and fast ILS algorithm with problem-specific operators that are responsible for the local search procedure. The computational experiments on ten instances of the problem showed that the presence of minimum furnace utilization constraint has great impact on economic and technological conditions of castings production. For all test instances the proposed heuristic is able to provide the results that are comparable to state-of-the art commercial solver.

    One of the most important issues concerning the national energy policy in Poland is planning of development of municipal energy infrastructure by local authorities. However, many municipalities do not have strategic plans for supplying local residents and businesses in energy. In addition, those plans that exist are usually very simplified, vague and imprecise. It is mainly due to not applying by local authorities optimizing tools during the planning process (intuition or following of others is the base instead). In this context, research on the possibility of modeling and optimization of local energy systems development seems an interesting and important issue. In this paper the authors present a mathematical optimization model which seems to suit well the needs of local authorities with respect to the strategic plans of local energy infrastructure development. The concept of the model may be a good starting point to create a complex, user friendly, easy to learn and municipality oriented software tool for the optimization of local energy infrastructure development.
    Jednym z najważniejszych zadań związanych z realizacją polityki energetycznej Polski jest planowanie rozwoju gminnej infrastruktury energetycznej przez władze lokalne. Jednak wiele gmin nie ma strategicznych planów dostarczania mieszkańcom i firmom energii. Ponadto plany te, jeśli istnieją, są zazwyczaj bardzo uproszczone i nieprecyzyjne, głównie z powodu braku modeli przeznaczonych do planowania dostaw na szczeblu lokalnym. Narzędzia te, które już istnieją, mają wady ograniczające ich przydatność do planowania rozwoju lokalnych systemów energetycznych. W artykule przedstawiono matematyczny model optymalizacyjny, który wydaje się pozbawiony tych wad i ograniczeń. Przedstawiona koncepcja modelu może być dobrym punktem wyjścia do tworzenia zaawansowanego, łatwego w obsłudze, narzędzia, które gmina może wykorzystać do optymalizacji lokalnego rozwoju infrastruktury energetycznej.
