The purpose of this paper is to discuss the ways that the top-down and the bottom-up approaches to planning can be combined in the practice of planning standards. In the first part, the paper examines the utilization of planning standards through time, while in the second part it aims to unravel the relationship between the use of planning standards and the top-down as well as the bottom-up planning approach. In the third part, the paper focuses on the limitations of bottom-up approaches, in order to demonstrate that they can only be used in a certain planning scale, leaving all other scales to top-down approaches. Last but not least, the paper proposes a framework for the use of planning standards in a combined top-down and bottom-up planning approach.

Throughout his life, he has been an advisor to governments in Brazil, Venezuela, Chile, Mozambique, and China where he was appointed Honorary Foreign Advisor to the China Academy of Planning and Urban Design.

The article postulates that methodological aspects are often overlooked in the discussion of the crisis of urban planning in Poland which manifests itself in unrestrained urbanization. Such a thesis is supported by a retrospective overview of Polish spatial planning theory and law which leads the author to conclude that urban development planning has been in a methodological void since 1990 due to too strong a belief on the part of the reformers in the effectiveness of market and democracy mechanisms. The current legal regulations do not take into account the criteria of methodological rationality; in effect, municipal land use studies (the basis for land use plans) are not verified in terms of real development needs.

Opis:
“Island synergy” is a process, in which added value is created as a result of transterritorial and trans-sectoral cooperation. The goal is to plan and implement development trends in such a way that one’s material contribution will be minimized. This method of operation is included within sustainable development strategy, where the creation of new values takes place without the unnecessary consumption of resources. It also represents a holistic approach to solving scientific problems. The authors describe the overall concept of the island synergy method and the possibility of it being applied within spatial and urban planning and management.
„Synergia wyspowa” stanowi nowe pojęcie odnoszące zjawisko synergii do odrębnych obszarów wiedzy, dyscyplin, terytoriów, znaczeń itp. To również proces, w którym wartość dodana powstaje w wyniku współpracy trans terytorialnej. Celem jest zaplanowanie i wdrożenie trendów rozwojowych w taki sposób, aby zminimalizować niezbędny wkład intelektualny lub materialny. Ta metoda działania jest zawarta w strategii zrównoważonego rozwoju, w której tworzenie nowych wartości odbywa się bez zbędnego zużycia zasobów. Reprezentuje także holistyczne podejście do rozwiązywania wielodyscyplinarnych problemów naukowych. Autor przedstawia ogólną koncepcję metody synergii wyspy i możliwości jej zastosowania w planowaniu przestrzennym i urbanistycznym oraz zarządzaniu.

This paper addresses the problem of navigating an autonomous vehicle using environmental dynamics prediction. The usefulness of the Game Against Nature formalism adapted to modelling environmental prediction uncertainty is discussed. The possibility of the control law synthesis on the basis of strategies against Nature is presented. The properties and effectiveness of the approach presented are verified by simulations carried out in MATLAB.

The project of the socialist city devised by Nikolay Milyutin is presented in this article as the end point of Russian avant-garde urban planning in the 1920s and 1930s. Milyutin’s book Sotsgorod: The Problem of Building Socialist Cities, published in 1930, contains the main topics which the discussions and design practices of Russian urban planners centred on in those years. At the same time it was an attempt at a comprehensive formulation of the principles of designing contemporary forms of habitation, which according to Milyutin were to answer the needs and potential of a new revolutionary society. The essential demands that Milyutin formulated regarding required design practices that were in accordance with avant-garde ideas derived from ideological premises, related to a kind of structural formation of a settlement that effaced the differences between urban and rural areas and maximized its functionality. This meant having recourse to the concept of a linear city, with a functionally diverse system of building bands spaced along the main communication line. Like the avant-garde architects and planners, Milyutin argued that this would improve transport between the home and workplace, or areas with services or of recreation. The linear structure would also improve the condition of the dwellings, making them healthier to live in, and provide residents with equal access to all points of the settlement structure. Albeit less rigorously than members of the avant-garde, Milyutin also associated the nature of the linear socialist city with the project of anthropological revolution, on the strength of which, through dismantling of the family, the fundamental reconstruction of the social system was to take place. The functions fulfilled by the family were to be subjected to a strenuous process of socialization. However, Milyutin was more radical in terms of functionalization of the urban layout, choosing the process of continuous-flow manufacturing as a model of efficiency for the organization of the settlement, as well as emphasizing the need to recognize the temporary nature of new urban systems – both due to financial constraints (he advised putting up light wooden structures) and macroeconomic factors – related, for example, to the necessity of dismantling a city due to economic requirements (for example, the depletion of existing mineral deposits, or changes in the methods of production of certain goods).

Planowanie przestrzenne jest jednym z głównych zadań samorządu województwa w Polsce. Plan zagospodarowania przestrzennego województwa ma szeroki zakres przedmiotowy rozstrzygnięć. Realizacja tego planu jest jednak w znacznym stopniu niezależna od woli jego podmiotu. Teoria planowania (także przestrzennego) kładzie natomiast nacisk na realizację jako immanentny aspekt planowania. W artykule analizie poddane jest zatem to, w jakim stopniu planowanie przestrzenne województwa może być rzeczywiście uznawane za planowanie.
Spatial planning is one of key tasks of regional (voivodship) local government in Poland. A spatial development plan for a voivodship includes many aspects which need to be decided upon. However, the implementation of this plan is largely independent of the will of the local government. The theory of planning (including spatial planning) emphasises that implementation of the plan is an inherent aspect of planning. Therefore, the article analyses to what extent regional spatial planning can actually be considered planning.

Opis:
The purpose of this paper is to find a solution for route planning in a transport networks, where the costs of tracks, factor of safety and travel time are ambiguous. This approach is based on the Dempster-Shafer theory and well known Dijkstra's algorithm. In this approach important are the influencing factors of the mentioned coefficients using uncertain possibilities presented by probability intervals. Based on these intervals the quality intervals of each route can be determined. Applied decision rules can be described by the end user.

This chapter deals with the process planning for sequencing NC (numerical control) machining operations. This task of selecting and ordering of machining operations is still done manually in principle. In order to overcome this problem, an approach for enabling the automatic preparation of work plans with methods known from the graph theory is introduced in this chapter. Therefore a work plan is mapped into a directed graph in a mathematically defined way. Based on that, it is possible to use algorithms to find the shortest path and a Hamiltonian path inside this directed graph as optimal sequenced solution under given requirements. Thus, the work plan is structured and re-ordered. Finally the corresponding NC machining code will be generated and distributed to the machinery.

In this work we present an application of the concept of non-cooperative game equilibria to the design of a collision free movement of a team of mobile robots in a dynamic environment. We propose the solution to the problem of feasible control synthesis, based on a partially centralized sensory system. The control strategy based on the concept of non-cooperative game equilibria is well known in the literature. It is highly efficient through phases where the solution is unique. However, even in simple navigation problems, it happens that multiple equilibria occur, which incurs a problem for control synthesis and may lead to erroneous results. In this paper we present a solution to this problem based on the partial centralization idea. The coordinator module is incorporated into the system and becomes active when multiple equilibria are detected. The coordination method includes a ``fair arbiter'' for the selection of an appropriate equilibrium solution. Simulation studies of the proposed methodology were carried out for 2, 3 and 5 robots, and their results are presented.
