The paper is concerned with the model of critical infrastructure safety prediction without considering outside impacts. The general approach to the prediction of critical infrastructure safety is proposed and the safety indicators are defined for a critical infrastructure free of any outside impacts. Moreover, there is presented the model application for port oil piping transportation system safety prediction. Further, the cost analysis of critical infrastructure operation process is proposed and applied to the considered piping system.

Opis:
The paper is concerned with an application of the critical infrastructure operation process related to climateweather change model to identification and prediction of this process for the port oil piping transportation system. There are distinguished three different processes for the corresponding piping operating area. Further, using identified parameters of the piping operation process and the piping operating area climate-weather change processes, there are determined the unknown parameters of those processes. Namely, there are determined the probabilities of the processes staying at the initial states, the probabilities of the transitions between the states and the mean values of the processes' conditional sojourn times at particular states. Finally, there are predicted the main characteristics of the piping operation process related to climate-weather change processes at the distinguished operating area.

The paper is concerned with an application of the critical infrastructure operation process including operating environment threats and extreme weather hazards model to identification and prediction of this process for the port oil piping transportation system. Opis:
The paper explores the mathematical and computer modeling of complex technical systems related to their operation processes. The complex technical system with the reliability structure and components’ reliability parameters changing at the various operation states is defined. The selected system operation process parameters and the hypothetical distribution functions of the conditional sojourn times at the operation states are defined and identified. The reliability functions of the multistate system and components are introduced and their parameters are identified. The Monte Carlo simulation method is proposed to the complex system reliability evaluation. Moreover, the proposed theoretical and simulation tools are supported with the practical application to the multi-state port oil piping transportation system reliability analysis.

Opis:
In the article the impact of the structure of pipeline transportation systems on the efficiency of their operation is examined. It is shown that, depending on the assumed structure, transport systems can be characterized by different performance characteristics. It is established that the structure of the system influences the development of the aging process and decrease system performance. Recommendations on the choice of the structure of systems that can be used at the design stage are given.
Рассмотрены вопросы влияния структуры трубопроводных транспортных систем на эффективность их функционирования. Показано, что в зависимости от принятой структуры, транспортные системы могут характеризоваться различными эксплуатационными показателями. Установлено, что структура системы оказывает влияние на развитие процессов старения и снижение эффективности функционирования систем.
