Preserving such unique objects as the “Wieliczka” Salt Mine for the future generations is an obvious obligation. Water is the biggest threat to this object and many similar ones. At the last stage or even in the course of mine exploitation salt mines are flooded as this is the simplest method of their liquidation applied worldwide. However this method cannot be used in the “Wieliczka” Salt Mine , which was put on the UNESCO World Cultural and Natural Heritage list in 1978. Geological and hydrogeological conditions in the Dunajewski gallery are presented in this paper. The Dunajewski gallery is localized directly east of the Mina gallery, where a catastrophic water flux was observed in 1992, threatening the mine with flooding and with considerable damage on the surface. Authors describe the pipeline injection method which was used in that situation. This was a fast and economic method thanks to which the Dunajewski gallery and the adjoining leaching gallery could be efficiently and tightly filled. Specialist recipes for sealing slurry had to be worked out. The slurry was prepared in an injection column elevated in the neighborhood of the Kościuszko shaft and then transported with special pipelines through the Kościuszko shaft and some workings to the Dunajewski gallery. In this way the off-side safety pillar in the area of the Dunajewski gallery was reconstructed.

Current mining activities of the OKD mines are primarily focused on coal seams within the Karvina Formation in the Karvina sub-basin. A considerable amount of coal reserves are situated in protection pillars that lie under built-up areas. The longwall mining method is not applicable in these areas because significant deformation of the surface is not permitted. For this reason OKD is considering using alternative methods of mining to minimise subsidence. The room and pillar method has been trialed with specific coal pillars in order to minimise strata convergence. The method was implemented in the shaft protective pillar at the CSM Mine and is the first application of the room and pillar mining method within the Upper Silesian Coal Basin. Mining depth reached up to 900 m and is perhaps the deepest room and pillar panel in the world. To determine pillar stability, vertical stress was measured in two adjacent coal pillars which are diamond in shape and located within a row of pillars forming the panel. Two pillars diamond in shape and slightly irregular sides were approximately 860 m2 and 1200 m2 in size and 3.5 m high To measure the increase in vertical stress due to mining, four stress cells were installed in each coal pillar. Four 5level multipoint rib extensometers measured displacements of all sides within each monitored pillar. The results of stress-state and pillar displacement monitoring allowed pillar loading and yielding characteristics to be described. This data and other analyses are essential to establishing procedures for a safe room and pillar method of mining within the Upper Silesian Coal Basin.

W artykule przeanalizowano sposób podejścia do stałych zakładów w ramach Filaru I oraz II OECD. Porusza się w nim złożoną tematykę globalnych zasad przeciwdziałania erozji podstawy opodatkowania (GloBE) oraz kwalifikowanego krajowego minimalnego podatku wyrównawczego (QDMTT) w ramach Filaru II, a także ponownego przydziału praw podatkowych w ramach Filaru I. Analizowana jest rola cen transferowych w kontekście podejścia do stałych zakładów, a w szczególności ich wpływ na obliczanie skorygowanego dochodu do celów GloBE oraz zysku eliminacyjnego. Praktyczne implikacje tych zasad dla stałych zakładów zilustrowano za pomocą studiów przypadku. W artykule podkreślono także, że potencjalnie może dochodzić do sporów, jak również potrzebę uzyskiwania zawczasu pewności w zakresie pozycji przedsiębiorstwa w kontekście cen transferowych.
This paper analyses the treatment of Permanent Establishments (PEs) under the OECD’s Pillar One and Pillar Two frameworks. It delves into the complexities of the Global Anti Base Erosion Model Rules (GloBE) and the Qualified Domestic Minimum Top-Up Tax (QDMTT) rules under Pillar Two, as well as the reallocation of taxing rights under Pillar One. The role of transfer pricing in dealing with PEs is scrutinised, particularly its influence on the calculation of Adjusted GloBE income and Elimination Profit. The practical implications of these rules on PEs are illustrated through case studies. The paper also highlights the potential for disputes and the need for upfront certainty on transfer pricing positions.

Vietnam's domestic coal production is growing fast and is expected to reach 68.9 million tons in 2030, nearly 1.5 times higher than today. Open-pit mines will gradually reduce production and close, and underground mining coal output will increase progressively year by year and take a leading role. Besides the investment in new mines to achieve these goals, it is necessary to maximize the coal reserve exploited annually of existing underground mine projects, which its coal reserve in pillars protecting roadways currently accounts for 12−15%. The further exploitation of this coal reserve will decrease the costs of preparation of underground mines and granting mining rights and depreciation of infrastructure assets. Moreover, it will help reduce the loss of non-renewable resources and contributing to the sustainable development of Vietnam’s coal industry.

Currently, in many countries with the coal mining industry, the technology of using artificial pillars has been successfully applied to replace coal pillars to protect the entry gate road, thereby reducing the rate of resource loss, as well as the cost of entry gate road, and mining costs. However, in order to optimize the required width and compressive strength of artificial pillars with thickness, slope angle and mining depth, more detailed studies are required for each specific geological condition. This research uses Phase 2 numerical simulation software to analyze the stability of artificial protective pillar of the roadway prepared in the mining of medium-thick coal seams in the Quang Ninh coal region (Vietnam). The research results show that the relationship between the width of the artificial pillar and the slope angle follows the rule of a linear function. The size of the artificial protection pillar increases according to the mining depth. When the mining depth is 350m, the size of the pillar changes from 1.0 ÷ 2.4m, and to 1.4 ÷ 2, 8m at a depth of 500m. When the slope angle increases, the required pillar width also increases. That is due to the fact that at a large slope angle, the pressure acting on the pillar is not at the center, but deflects to the side adjacent to the entry gate road that needs to be protected, the compression force is not distributed evenly. The required compressive strength of the artificial pillar varies according to the condition of the slope angle, when the seam slopes 10°, the required compressive strength is from 8 to 12 MPa, when the slope angle increases to 20°, the required compressive strength of the pier increases to 18 ÷ 28 Mpa, but when the slope angle increases to 35°, the required compressive strength of the pillar tends to decrease to 16 ÷ 17 MPa. Thus, when operating in the corresponding conditions, it is necessary to choose the size and required compressive strength of the artificial pillar to ensure the working capacity of the pillar.

The development of crosscuts within mining shafts’ protective pillars causes a change of state of stress in the surrounding rock mass. It also causes deformations of the rock mass and the surface. It is essential to conduct prediction analysis of the deformations and stresses in order to secure a proper functioning of a shaft located within the protective pillar. It is recommended that the analysis should be based on the integration of the finite element method (FEM) and geodetic monitoring results. FEM makes it possible to determine the rock mass stresses and displacements in the shaft protective pillars and in the surrounding rock mass. It makes is possible to determine the safety and proper functioning of the shaft. The results of the FEM analysis of the impact of crosscuts and mining activities on rock mass deformations inside and on the surface of the protective shaft pillar are presented. The influence of mining extractions was investigated. The mining panels were located around the safety pillar in three regions NW, SE and SW and the crosscut were located within the safety pillar. The presented methodology will allow for the determination of the deformations and strains in case of farther development of crosscuts within the protective shaft pilar and by planned mining activities around the pillar.

After years of trying to find multilateral solutions to the challenges brought about by the digitalisation of the economy, the OECD Inclusive Framework tabled the OECD Pillar One proposal in 2019. The Pillar One proposal reallocates taxing rights to market jurisdictions based on a standard formula. The proposal is a deal borne out of negotiation by countries, with input from international organisations and multinational enterprises. Like any deal, there are gains and losses – but only in this case, the impact spills over to parties that are not part of the deal such as taxpayers. In this article, the author discusses the Pillar One deal, looking at the potential benefits and losses for countries and taxpayers.

The paper presents an analysis of the rock mass deformation resulting from mining in the vicinity of the shaft protection pillar. A methodology of deformation prediction is based on a deterministic method using Finite Element Method (FEM). The FEM solution is based on the knowledge of the geomechanical properties of the various geological formations, tectonic faults, types of mining systems, and the complexity of the behaviour of the rock mass. The analysis gave the stress and displacement fields in the rock mass. Results of the analysis will allow for design of an optimal mining system. The analysis is illustrated by an example of the shaft R-VIII Rudna Mine KGHM Polish Copper SA.

Zmiany regulacji prawnych wymusiły konieczność szczegółowego zainteresowania się zagadnieniem związanym z problematyką wyznaczania, ustanawiania i likwidowania filarów bezpieczeństwa od źródeł zagrożenia wodnego, zwłaszcza przez geologów górniczych i kierowników ruchu zakładu górniczego, na których wprost spadł ten obowiązek. Jest to zagadnienie złożone, co potęguje fakt, iż obowiązujące przepisy nie przewidują dodatkowych regulacji dotyczących klasyfikacji zagrożeń, które współwystępują w danej przestrzeni (tzw. zagrożeń skojarzonych). W pracy, na tle klasyfikacji źródeł zagrożenia wodnego, autorzy przedstawiają wymagania formalno-prawne wyznaczania filarów bezpieczeństwa w podziemnych zakładach górniczych wydobywających węgiel kamienny. Ponadto scharakteryzowano powszechnie stosowane zasady wyznaczania krytycznego wymiaru filara bezpieczeństwa wraz z istotną zdaniem autorów, genezą ich powstania. Jednocześnie za problematyczne uznano ewentualne, bezkrytyczne próby zastosowania podawanych w literaturze wzorów, zwłaszcza w kontekście wyrobisk korytarzowych prowadzonych w skałach płonnych, w określonych warunkach górniczo-geologicznych.
Amendments to legal regulations forced the necessity of a special interest in the issue related to the problem of determination, establishing and eliminating safety pillars from the sources of water hazard. This applies mainly to mining geologists and high mining plant managers who have to do it this obligation. This is a complex issue. Existing law regulations do not provide for additional regulations regarding the classification of risks occurring together. In the article the authors present formal and legal requirements regarding the necessity of determining safety pillars in underground coalmines. They also describe their classification. Presented and reminded of the principles commonly used to determine the critical dimension of the safety pillar with the genesis of their emergence. Problematic is the fact that the patterns used in the literature are uncritically formulas especially in the context of advanced gallery workings without coal in specific mining and geological conditions.

Experience gained until now underground mining worldwide and in Poland indicates that remnants may have an impact on the occurrence of seismic phenomena. Remnants are stress concentration sites encompassing both the deposit and the layers of rock mass located above and below the undisturbed rock. In the case where stresses in the remnant exceed its strength, it may collapse, and under unfavourable geomechanical conditions, stress-induced rockburst may occur. Remnants may also cause breaking of strong roof layers above their edges, which results in the occurrence of high-energy shocks (Salustowicz [30], Adach [3], Adach and Butra [4]). This article presents the possibility of utilizing numerical modeling to evaluate the influence of remnant upon the occurrence of seismic phenomena. The results of numerical calculations performed for a model room-and-pillar mining system with roof deflection under the conditions of copper ore mines in the Legnica-Głogów Copper District (LGOM) are presented. Numerical calculations in a plane strain state were performed by means of Phase2 v. 8.0 software for the analyzed mining system in which remnant was left behind. The results of numerical modeling showed that sudden fracturing of roof layers above the mined out space may occur on the edge of the remnant. This may cause a shock with very high energy, and under the appropriate conditions, this may lead to the rockburst phenomenon.

Aim/purpose – Occupational pension schemes are products which seem to create the opportunity for better retirement provision. In Poland, they have not gained a great popularity so far, but now, Polish pension system stands at the threshold of change as the draft law on occupational capital plans has been presented by government and delivered for public consultation. Therefore, the main goal of the study is to answer the question if this new form of occupational pension schemes is a chance for a stimulation of voluntary pension savings. Design/methodology/approach – The aim of the study has been realised by a critical analysis of current solutions applied in Poland as well as a comparative analysis of solutions applied in European countries, where occupational pension programmes have already succeeded. The paper is mainly of a theoretical and review nature. Findings – The identified opportunities and threats related to the draft law support the view that occupational capital plans can become a stimulus for a development of supplementary pension system, nevertheless, they still need some amendments. Therefore, some recommendations have been indicated in the work. Research implications/limitations – Chosen European countries are all characterised by a different social security model and they represent different pension welfare worlds, therefore, they cannot be treated as models which could be blindly copied (differing conditions of each country should be taken into account). Originality/value/contribution – Among many discussions on occupational capital plans based on political views, the work provides the reader with a content-related evaluation based on facts (previous Polish and foreign experience). It can contribute to the discussion on the development of voluntary pension schemes in Poland and other countries.

The analysis of the development of the microstructure of deep drawn automotive B pillar, as well as the analysis of deformation based on numerical simulation and experiment, was performed. The microstructure of steel sheet as well as Al-Si coating after various stages of B pillar production was investigated. It was found that the obtained microstructure of the B pillar was significantly different from that described in many studies as a proper one. The microstructure of the investigated material consisted of martensite, bainite, and a small amount of ferrite. Al-Si coating, despite its morphological changes, remained on the surface of B pillar and, in spite of this, did not fully eliminate oxidation and decarburization of B pillar material. The analysis of the state of strain allowed to evaluate the deformation safety of the process, as well as to verify the simulation results through measurements of sheet thickness variations.

Social rights protection in the European Union has undergone significant development. Currently their protection is regulated by relevant treaty provisions and the Charter of Fundamental Rights (Charter), both of a primary law nature, as well as by the non-binding European Pillar of Social Rights (Pillar). The aim of the paper is the assessment of the social rights protection in the EU, and whether all social rights provided in the CFR have their counterparts in the EPSR, hence whether and in what way the EPSR assists the actual exercise of social rights provided by the CFR. Comparing the content of the above-mentioned legal instruments makes it possible to answer the question whether all social rights provided in the Charter have their counterparts in the Pillar. This can help determine whether the latter affects the implementation of the former. If the answer is in the affirmative, it can further allow for determining in what way the principles of the Pillar assist in the actual exercise of social rights provided by the Charter. This is very important taking into account the need for an ongoing response to unforeseen threats, like for example COVID-19. The social aspects of EU integration thus are and will remain a subject of interest in the nearest future.

Opis:
The study provides some quantitative information on voluntary pension plans in 10 CEE countries obtained from various local sources. The comparative analysis shows that there is a considerable variation in this group in terms of participation and contributions to the voluntary pension plans. In addition, this study empirically examines several factors that can possibly affect the development of voluntary pensions: income per capita and poverty rate, income inequality, replacement rate from the pension system, education attainment, interest rate and demographic burden. It uses a panel regression framework for the period of 2006–2014. The results reveal that, in the case of participation in voluntary pension plans, only income level per capita is associated with a greater number of pension plan members. As far as contributions are concerned, education seems to be the most important determinant of additional pension savings. Other factors do not seem to explain well both of the studied variables reflecting the development of voluntary pension schemes. However, as individual fixed effects are proven to be significant in the estimated models, one could conclude that country-specific characteristics play a significant role in explaining the development of voluntary pension schemes. They can be referred to the design and parametric settings of the non-mandatory pension system.

Opis:
The paper deals with theoretical and economic issues related to retirement premiums of pillar II, being private retirement insurance system in Poland. The issues are of interest to economic, financial, legal, and social sciences. It follows from the analysis that a part of the retirement premiums are subject to additional significant costs due to various agents engaged in the insurance business. Retirement premiums are a substantial factor of financing economic growth as they are used to serve the public debt via purchasing public bonds and securites.
