Celem artykułu jest analiza normatywnych podstaw sprawowania przez głowę państwa najwyższego zwierzchnictwa nad Siłami Zbrojnymi RP w czasie wojny. W wyniku prze-prowadzonych badań autor uznaje, że znaczenie prezydenta w sprawach wojskowych w tym okresie ulega formalnie wyraźnemu wzmocnieniu w porównaniu do czasu po-koju. Przede wszystkim z uwagi na bezpośredni sposób realizowania funkcji z art. 134 ust. 1 Konstytucji oraz przysługujące jemu kompetencje do mianowania i odwoły-wania naczelnego dowódcy sił zbrojnych, który podlega bezpośrednio prezydentowi. Niemniej jednak efektywne sprawowanie zwierzchnictwa wobec armii w czasie woj-ny może okazać się trudne. Między innymi z powodu problemów z określeniem, kiedy mamy do czynienia z czasem wojny na terytorium RP, koniecznością zgodnego współ-działania z prezesem Rady Ministrów czy też zupełnym brakiem przepisów prawnych traktujących o funkcjonowaniu państwa w czasie wojny, w tym kierowaniu jego obroną. Dodatkowo autor wskazuje na liczne luki prawne dotyczące instytucji naczelnego do wódcy sił zbrojnych, które powodują, że obecny stan normatywny w tym przedmiocie zasługuje na bardzo niską ocenę.
The objective of this paper is to analyse normative grounds for the president’s exer-cise of command over the Polish Armed Forces during a war. As a result of his research conducted, the author states that significance of the head of the state as regards mili-tary affairs in the period of war is subject to visible formal enhancement as compared to the period of peace. This is mainly due to the direct method of fulfilment of the pres-ident’s functions under Article 134, par. 1 of the Constitution and the president’s power to appoint the Commander-in-Chief of the Armed Forces, who reports directly to the president. However, effective exercise of the president’s command over the army during a war may prove difficult. The reasons for this may be, among others, problems in deter-mining, whether there is a period of war in the territory of the Republic of Poland, it is necessary to act jointly and cooperate with the Prime Minister or there are no legal pro-visions relating to functions of the state during a war, including, supervision over de-fense of the state. Additionally, the author indicates to some legal gaps relating to the in-stitution of Commander-in-Chief of the Armed Forces, as a result of which the current normative status of the subject issue has to be evaluated as very poor.

The article is about the ro numerous researchers, and the direct stimulus for the present author was an extensive and well-informed study by Zbigniew Kaźmierczyk, Dzieło demiurga [Demiurge’s Work], where the critic interprets one of Miłosz’s juvenile collection Trzy zimy [Three Winters] as a record of gnostic experience of existence. Kaźmierczyk, who is a convinced proponent, and competent practitioner of the gnostic key to interpretation of Miłosz’s poetry, presents a highly coherent of Miłosz’s second book of poetry, read through complicated gnostic metaphors, which prevents the critic from a definite description of Miłosz as a gnosticist. The poet is rather describes as only (or so much as) a consciously selective user of imagery typical for gnosticism. Incisive analyses of topics in Trzy zimy, which fill chapter after chapter of Dzieło demiurga, convincingly argue that Miłosz’s juvenile foray into the world of dualistic images was not ephemeric or accidental, but rather had lasting and important consequences. Simultaneously, because of their purity and specific inwardness, they provoke a discussion of the role of this imagery, and the related convictions, in Miłosz’s post-war work, when he wrote Rescue; this issue is presented extensively in the article. The absorbing and fascinating description, fascinating in itself, of Miłosz’s juvenile imagination, presented by the author of Dzieło demiurga, is presented as a perfect background for discussion of further Manichean themes in Miłosz’s poetry. In a wider context, the article presents also the basic anthropological problems in Miłosz’s work, problems that arise from his juvenile experience of Weltschmerz, and which he radically overcame in his later years.

In 2018 it is 100 years since the end of the First World War. In 1919–1939 there were several dozen veterans’ organizations in Poland, including those comprising insurgents from 1863, former military units and members of independence organizations before 1914, organizations of veterans from military units of 1914–1918, organizations of veterans of units of the Polish army from 1918–1920, organizations of war invalids, organizations of former independence activists and political prisoners, organizations of veterans from national minorities, and unions of reservists. These were combined on the advice of Józef Piłsudski into one Federation of Polish Defenders of the Fatherland. After 1989, this was revived. Among the pro-independence organizations that in post-war years became part of the wartime historiography were those in Krakow. In the years 1918–1939 there were 15 organizations in Krakow that gathered former legionnaires and fighters for freedom and an independent Poland. Among them were also paramilitary women’s organizations. In addition to the organizations in Poland itself, there were also Polish emigrant organizations. Most of the pro-independence organizations published their own magazines. This article presents a review of independence organizations in the interwar period in Krakow and the Krakow province of that time.

When in January 1920 Bydgoszcz again returned within the borders of Poland the town’s character was dominated by the buildings of the end of the nineteenth and the beginning of the twentieth century. This does not mean that the buildings of the inter-war period did not leave a trace on the urban development of the town. The paper presents some questions concerning the inter-war tenement houses from Bydgoszcz. In the 1920s it is worth noting the activity of the Building Office of the Bydgoszcz Magistrate. It built houses with many flats on the territory that belonged to the town (at 13 Piotrowski Street, Babia Wieś Street, 64 Toruńska Street, 5 Libelta Street, and 2 Weyssenhoff Street). The engineer architect Bogdan Raczkowski designed all the buildings. He was a graduate of Lvov Polytechnic. The buildings are examples how one epoch of historicism came to an end, and the second epoch of functionalism was initiated. In the 1930s private investors ordered a series of tenements (at 20 January Street, Zamojski Street, and Piotrowski Street). Their main architect was Jan Kossowski.

The article presents the role of Zofia Nałkowska in inter-war Polish literary culture. Her activity in the structures of literary life was combined with personal commitment to promotion of young talented authors. While she maintained close bonds with the political elites of the Polish Republic, she also functioned above the ideological divisions, actively supporting authors who were opposed the state. As the only woman she was member of the Polish Academy of Literature. Her participation in the official forms of public life forced her to spend time mostly in male company. At the same time, Nałkowska’s most important relationships, both with women and men, developed in private space.

The wartime poetry of Belarussian emigre poet Natalia Arsienniewa has a significant place not only in her literaly output, but also in the whole Belarussian literature. This type of work is the least explored in artistic biography of the poet. During the war, Natalia Arsienniewa departs from poetising nature typical for the pre-war period. At that time she focuses all her attention on the description of war surrounding the tragic realities of everyday life. Then in her poems dominate so-called: poems-calls to compatriots, poems-apostrophes to Homeland, as well as reflections about human existence, including the fate of the poet. A kind of poetic summary of this period is a collection of poems Siahonnia, released in 1944 in Minsk.

The nationalisation of industry after 1945 is a topic of great importance for the history of Poland after the Second World War, which, however, has been insufficiently explored, especially with regard to in-depth research of particular cases. The takeover of industrial plants by the state authorities was complicated, especially in the Recovered Territories, where both everyday life and the administrative structures of the Polish state were in turmoil. The preserved archival materials made it possible to trace the process of nationalising several important food industry plants, namely the breweries in Szczecin, Słupsk and Szczecinek. The article analyses the intricate history of the takeover of these plants by the state authorities. In the course of research it was determined that although the Main Office of the Temporary State Administration, and later the District Liquidation Offices, had the best legal basis to have the full right to these plants, there were many more institutions interested in taking them over. On the local government level these were the City Board, the Provincial Office and the District Office, and on the state level the Ministry of Industry and Trade, the Ministry of Recovered Territories and the Central Planning Office. Additionally, producer cooperatives, initially supported by state authorities after the end of the war, also became involved. It was not until the late 1940s that these breweries came under the control of central state authorities, which took place at the expense of the producer cooperatives and local governments and, moreover, in a manner that raised legal questions.

The paper examines the interdependence of literature and world politics, focusing on contemporary Polish prose, mainly in English translation, promoted in the West between 1945 and 1989 for its anti-communist message, not rarely with the financial backing from the CIA, denied to apolitical Polish writing. Among others, it addresses the question of the instrumental treatment of writers on both sides of the Iron Curtain and the ideological censorship of the original as well as of the translated literary texts. Artykuł jest poświęcony działalności Edwarda Steuermanna — pianisty, publicysty i kompozytora rodem z Sambora w Galicji, który jest dziś głównie znany jako współtwórca i promotor II Szkoły Wiedeńskiej, uczeń Arnolda Schönberga, autor prawykonań i opracowań szeregu jego dzieł. Odtworzone zostaną dzieje kariery pianistycznej Steuermanna począwszy od debiutu we Lwowie w 1903 roku do momentu opuszczenia Wiednia w 1936 roku. Zrekonstruowane zostaną trasy koncertowe artysty, jak również wykonywany przez niego repertuar, obejmujący nie tylko muzykę modernistyczną, ale i szereg sztandarowych dzieł klasyczno-romantycznej literatury fortepianowej. Kwerenda polskich, austriackich, czechosłowackich i niemieckich źródeł prasowych na temat koncertów Steuermanna pozwoliła na rozpoznanie roli, jaką odegrał artysta w życiu muzycznym pierwszych dekad XX wieku jako jeden ze znaczących wirtuozów działających w kręgu środkowoeuropejskim.
The paper is devoted to the activity of Eduard Steuermann — the pianist, music critic and composer born in Sambor in former Galicia (now Ukraine) who is nowadays known as the co-creator and promoter of the Second Viennese School, the student of Arnold Schönberg, as well as the author of the world premieres nad transcriptions of many Schönberg’s works. The paper describes the history of Steuermann’s pianistic career from the beginning — when he made his debut in Lwów (now Lviv, Ukraine) in 1903, until the year 1936 when he emigrated from Austria. The aim of the paper is to reconstruct Steuermann’s concert tours as well as his repertoire, including not only modern music but also works from the classical piano repertoire. The search query of Polish, Austrian, Czechoslovakian and German press allowed to recognize Steuermann’s role in the first decades of the 20. century as one of the leading pianists active in the Central European circle.

In the new, post-Cold War reality Polish foreign policy faced challenges stemming from the need to set targets that would reflect the interests of Poland, as well as take into account the changes in the international environment. Gradually, the assumptions and directions of foreign policy were rebuilt, with an aim to ensure the safety of the country in both internal and external dimension, to provide the territorial integrity, strengthen the sovereignty and create optimal conditions for the development of the state and society. After 1989, as a consequence of the concentration of efforts of Polish diplomacy on the implementation of strategic directions of foreign policy, others had a secondary meaning. Polish vital interests were located in the Euro-Atlantic area, in the immediate vicinity, as well as in Central and Eastern Europe, which is why in the first place all strengths and resources were engaged there in order to implement the strategic tasks of foreign policy; the Western Balkans remained on the sidelines, in the territory of former Yugoslavia. Nevertheless, this did not mean the total marginalization of the post- -Yugoslav region, and the perception of the events associated with the disintegration of the Yugoslav federation as not directly, but only indirectly connected with Polish interests.
