Merchants that accepts non-cash payments are the sponsors for the cashless turnover in Poland. As they accept the card payment their income is reduced by the fee paid for the card issuers. The fee they pay is called the intercharge fee. It is the main part of service fees for card terminals maintenance. This fee is a burden for cashless turnover, discouraging merchants for card terminals installing. Moreover clients have reduced possibility of non-cash payments and are made to pay cash or find other stores that accept payments with the card. Intercharge fee in Poland used to be the highest in the whole European Union. The regulation dated of 29th of January 2015 reduced it. This regulation aim at increasing cashless payments and make Polish acquirers competitive on the European market.

The study explores the factors likely to induce Polish customers to pay by cash, instead of payment cards, for goods and services they are purchasing. The basis of our investigation is microdata obtained in 2020, during the “Payment Habits in Poland in 2020” study, which was conducted by Narodowy Bank Polski (National Bank of Poland) in 2020. The analysis is performed using the two-stage Heckman approach. In the first stage, card adoption factors are analyzed using a probit model; then, in the second stage, the OLS model is employed to analyze the propensity to pay by cash, despite having a payment card. Apart from typical factors affecting the use of different payment methods, e.g., age, income, education, or perceptions about payment methods, we find an important role of two, yet under-investigated factors, namely: the COVID-19 pandemic and spatial aspects. E.g., we find that self-reported change in payment behavior during the pandemic indeed was reflected in diary studies. Furthermore, we show that instances of merchants’ refusal to accept cash significantly impacted payment choices. Moreover, the results indicate significant spatial heterogeneity in payment behavior and that aspects like distance to the nearest ATM impacted cash usage, as more cash is used when ATMs are farther away, illustrating the concept of “cash burns.” Lastly, it has been noticed that during the pandemic, ownership of contactless payment cards significantly reduced cash usage, most probably due to the fear of contracting the disease by physical contact with surfaces (like cash).

Subject and purpose of work: The article analyses the influence of optional instruments applied in Poland as part of the first pillar of the Common Agricultural Policy on the average support provided to farms in individual provinces. Materials and methods: The study was based on data from the Agency for Restructuring and Modernisation of Agriculture as well as quantitative and analytical methods, especially simulations and comparative variant analysis. Results: The optional instruments applied in Poland increased the average support provided to farms in central and eastern Poland. The average amount of support paid per farm would have been bigger in northern, western and southern provinces if optional instruments had not been implemented. Primarily, the introduction of both redistributive payment and production-related support (all forms of this support taken together) resulted in a decrease in the average aid per holding in the same group of provinces and at the same time an increase in this size in other provinces (compared to the situation in which the amounts for financing these instruments would be distributed under the single area payment). Conclusions: The analysis of the influence of redistributive payment and coupled support on the average amount of financial aid per farm in individual provinces shows that the consequences of using these instruments were very similar to each other in their effect on the variable under study.
Przedmiot i cel pracy: W artykule dokonano analizy wpływu, zastosowanych w Polsce w ramach I filaru Wspólnej Polityki Rolnej, instrumentów fakultatywnych na średni poziom wsparcia gospodarstw w poszczególnych województwach. Materiały i metody: W badaniach posłużono się danymi Agencji Restrukturyzacji i Modernizacji Rolnictwa. Zastosowano metody ilościowe i analityczne, w szczególności symulacje oraz porównawczą analizę wariantową. Wyniki: Zastosowane w Polsce instrumenty fakultatywne spowodowały wzrost średniego poziomu pomocy w gospodarstwach zlokalizowanych w Polsce i środkowej i środkowo-wschodniej. Z kolei w województwach Polski północnej, zachodniej i południowej średnia kwota wsparcia na gospodarstwo byłaby wyższa, gdyby nie wdrażano instrumentów fakultatywnych. Wnioski: Analiza wpływu płatności redystrybucyjnej oraz wsparcia związanego z produkcją na średnią kwotę pomocy na gospodarstwo w poszczególnych województwach pozwala zauważyć duże podobieństwo skutków stosowania tych instrumentów pod względem kierunku oddziaływania na badaną zmienną. Zasadniczo wprowadzenie, zarówno płatności redystrybucyjnej, jak i wsparcia związanego z produkcją (wszystkie formy tego wsparcia traktowane łącznie), spowodowało spadek średniej kwoty pomocy na gospodarstwo w tej samej grupie województw i jednocześnie wzrost tej wielkości w pozostałych województwach (w porównaniu do sytuacji, w której kwoty przeznaczone na finansowanie tych instrumentów zostałyby rozdysponowane w ramach jednolitej płatności obszarowej).

Improper management of the settlement system with contractors in a company leads to the accumulation of overdue payments and the emergence of payment delays. By continuously amending European law, including Polish law, the authorities attempt to address the issue of payment delays and provide legal solutions to prevent delayed payments and control their magnitude. The article aims to assess the extent and significance of payment delays in the Polish economy in the context of legal solutions intended to combat this phenomenon. The article attempts to verify the hypothesis that the regulations introduced into the Polish legal system are not a sufficient tool to eliminate the problem of payment delays. The article analyses relevant literature, legal acts, reports, and statistical data. It uses statistical data from Statistics Poland and reports on payment terms for 2020-2022 from Poland’s largest companies, as well as industry reports. Despite improvements in the behaviour of large enterprises, the implemented directives and national regulations have not fully resolved the issue of payment delays.

Subject and purpose of work: The article addresses the issue of the increasing use of payment cards in Poland and related consequences in the number and volume of transactions cash and cashless. The article analyzes the growing importance of cards as a transaction medium of Poles. The topic of potential alternative payment methods was also discussed. Materials and methods: The study used the analysis of literature and source data from, among others, National Bank of Poland, prnews.pl, Statista.com database, websites of banks and others. Descriptive and statistical methods were used in order to prepare the research. Results: In Poland, the number of cards owned by citizens is growing rapidly, as well as the volume and number of transactions concluded with them. Customers, banks and economic and commercial units are most interested in payment cards market. Conclusions: Transaction with cards deepens customer attachment to a particular brand of the organization and allows to gain benefit from transaction fees. The popularization of cards results in a limited share of cash in transactions. Making debit card payments requires customers to have sufficient deposits on the account, which is also an advantage for the bank. It is expected that the scope and role of mobile payments will grow dynamically

Purpose – The aim of the paper is to assess the role of banks and non-banks in payments from a global perspective using a comprehensive approach. The considerations are also focused on the determinants of possible changes in this area in the future.Research method – The research methods applied in the study include the literature review and the critical analysis of available empirical research results in the field of payment intermediation. The analy-sis based on desk research is focused on changes in payments trends observed worldwide. Results – The research leads to the conclusion that despite the significant role of nonbank entities on the payment services market, banks continue to be important elements of payment systems. There are no commonly used solutions that are fully separate from banking systems, and there is no doubt that this will not change in the nearest future. However, payment innovations combined with changes in regulations and central bank strategies may alter the use of both bank money and the banking infra-structure in payments.Originality /value / implications /recommendations – The paper contributes to the discussion on trends leading to a change in the role of banks and an increasing role of non-banks in payment intermediation. It investigates the problem from a global perspective and using a comprehensive approach. Its novelty lies also in the approach based on four distinguished stages of the change of the banks’ role in paymentsystems

The issue of non-cash transactions in Poland is of particular importance due to the ongoing socio-economic transformation. After the recent statutory reduction in the interchange fee charged to merchants for card payment, the value of non-cash transactions can be significantly increased. This trend has been observed in other countries and the faster development of supporting infrastructure has also been noted. The quality and availability of such infrastructure in Poland is improving, and due to the guidance issued by payment organizations, in two years time the card acceptance network in Poland will be one of the most modern in the world. There are also important social changes - currenlty the most active group using non-cash settlements are young and middle-aged people with tertiary education. The development of education enforces the growing awareness of safety and comfort of the solutions based on non-cash payments. Polish society is using bank services more often and an increasing number of a debit and credit cards is issued. Moreover, Poland is a particulary absorbent market for innovation, therefore the development of mobile payments may be faster than in other countries. Implementation of modern technologies, such as payments using biometric features, will also contribute to the development of non-cash transactions.

The redeployment of subsidies through modulation was a new element in the system of Hungarian agricultural support in the premium year of 2012. In harmony with EU principles, it has become possible (within Hungarian implementation) to create a system which enables the radical moderation of actual volumes of subsidy redeployment resulting from modulation. The basis of model calculations was created by the finalized data of ARDA about payments in the premium year of 2011. Following the running of calculations, it can be confirmed that the implementation of the Hungarian method has resulted in reduced payments only in the case of 2% of all farmers eligible for direct subsidies, and about 10% of those who are actually involved in payment reduction.
Nową częścią węgierskiego systemu wsparcia rolnictwa w roku składkowym 2012 było przegrupowanie dotacji poprzez modulację. Na Węgrzech możliwe stało się stworzenie systemu, który zgodnie z zasadami UE umożliwiał radykalne obniżenie aktualnej wysokości przegrupowania dotacji będącej wynikiem modulacji. Podstawą do obliczenia modelu były dane ARDA na temat wpłat za rok składkowy 2011. Można potwierdzić, że wprowadzenie węgierskiej metody skutkowało zmniejszeniem składek tylko w przypadku 2% wszystkich rolników, którym przysługują bezpośrednie dotacje i ok. 10% w przypadku tych, którzy rzeczywiście przyczyniają się do zmniejszenia składek.

In recent years, the use of new, innovative services, constituting a convenient alternative to traditional credit card payments or to standard account information services offered by banks has significantly increased. W ramach wyników ustalono, że ze względu na cel przyświecający przepisom, wynikający z ich brzmienia oraz motywów dyrektywy, obowiązek zwrotu będzie obciążał dostawcę płatnika co do zasady, wyjąwszy przypadku oszustwa, umyślności lub rażącego niedbalstwa po stronie płatnika. W zakresie problematyki ciężaru dowodu, odstępstwo od ogólnej zasady wynikającej z przepisów kodeksu cywilnego polega na przeniesieniu ciężaru wykazania, że transakcja została autoryzowana na dostawcę.
As part of the results, it was found that, due to the purpose of the legislation, as indicated in its wording and the recitals of the Directive, the obligation to return will be borne by the payer's supplier in principle, except in the event of fraud, intent or gross negligence on the part of the payer. As regards the problem of the burden of proof, a derogation from the general rule resulting from the provisions of the Civil Code consists in shifting the burden of proving that the transaction has been authorized to the supplier.

Contemporary banks face a number of challenges arising from development of financial markets, globalization and technological and communication revolution. These challenges comprise significant and multifaceted changes in the market for payment services, which affect the functioning of commercial banks, including indirectly their organization. The aim of this study is to assess the potential impact of the idea of payment services hub on changes in the organization of the banking business. To achieve this objective, the different forms of centralization and integration of the infrastructure and processes in the area of payment services were presented. Next, the reference to the consequences of the concept of payment services hub for the organization of banks was made. The hypothesis of this article is as follows: full centralization of intra-bank systems, processes and activities related to the execution of payment services, will lead to the organisational division of business of some banks to the deposit-credit institution and the payment institution. The findings formulated in the article point to the need to consider in the banks’ strategies their role in a national, European and global payments market. They also show the need for a review of the organization of the banks’ operation, taking into consideration the concept of full centralization of payment services and integration of internal processes associated with their implementation. These changes may result in full separation of business as service providers from the organizational structure of banks, especially under European regulations.
