A pilgrimage church under the invocation of the Holy Saviour at Glotów in Warmia boasts a number of historic furnishings, out of which the organ built in 1865 by Terletzki of Elbląg deserves most attention. Of particular interest is the fact that the organ combines two epochs: traditions of baroque and design foundations prevailing at the time of organ’s execution. The frontal framework of the organ’s console, decorated alternately with pipe’s planes and towers, the two biggest o f which protrude to the front, represents baroque features of organ prospects. A great number of pipe towers points at links with baroque prospects o f French organs which show a close resemblance to, i.a., the organ found in cathedrals in Reims and Dijoin. The example o f the extension of organ construction in baroque style onto he 19th century are also mechanically valved wind bends and mechanical tracts, a group of three wedge-shaped bellows put into motion with foot levers and also other elements typical of baroque organs such as a tympan and a ringing mechanism. A marked supremacy o f basic registers reflects romantic traces popular in the organ construction in the last century. Out of 30 vocal registers divided into 2 manuals and one pedal, as many as 19 are 8-stop registers. The instrument, preserved unchanged till to-day (except for prospect pipes disassemblied during the World War I and replaced with new ones) may provide excellent material for studies on the 19th-century organ construction. Vast destruction which has taken place recently and loss of some interior elements make it impossible to normally use this interesting instrument. Both the values of the organ, its present condition and its historic character call for some indisnpesable specialistic and conservation works to be done with the view to reconstruct precisely all missing elements and to enable its use. The works carried out on the basis of conservation guidelines will provide an evidence o f properly understood protection and conservation of historic organs in Poland. The reconstructed instrument may serve, i.a., to arrange summer concerts of organ music

The aim of this article is to present new, significant facts about the historic organ in the parish church in Hanna, which were originally kept in Huszcza. To date, researchers, including the Author (in his previous article) have been convinced that the organ was built in the 18th century, or at the turn of the 19th centuries at the latest, as their "baroque" stylistic features indicated. However, through more in-depth examination on site in 2012, the Author has determined that the instrument had indisputably been built in the 19th century. What is more, he has discovered yet unknown inscriptions inside of the positive. The first of them these related to the renovation of the instrument from 1919, while the other, which was created around the middle of the 20th century, constitutes a list of organs, together with the numbers of their voices, which were located in the north and east of the old Podlasie diocese, and which document the condition of these instruments from the first half of the 20th century. The ma-jority of the organ no longer exists, which is why the list constitutes such an interesting source. Furthermore, it includes a few instruments from Neo-Uniate tserkovs from the interwar period, which is unusual. Due to the conducted archival research, the Author managed to determine the approximate time when the organ was built, that is in 1847 or 1863, as these are the dates specified by the two sources independently of each other. Undoubtedly, the organ dates back to the middle of the 19th century.

The organ at Frombork was built in .1683 by the organ- -builder Daniel Nitrowski of Gdańsk. In later times, however, it was for several times subjected to repairs, thoroughly reconstructed and, finally, in 11034 extended by E. Kemper of Lübeck. As a consequence of that extension it was divided into two instruments controlled from the single, common console and the mechanical tracker action was replaced by that of electro- pneumatic type. In il945 the organ suffered a number of serious damages. Owing to restoration carried out in 1960—69 it was possible to recover the tuning of 1934 and even some groups of pipes have been extended thus forming an instrument of the so called concert class. At present the organ has 59 stops which are divided into the following groups: great organ (43 stops), choir organ (16 stops), five manuals and the pedal. The prospect survived in its almost unchanged original form; the only minor alteration consists in horizontally positioned 8’ pipes of Spanish trumpet which were added in 1934 by E. Kemper.

The organizational structure of the protection of historical monuments in Holland is described, to depict against this background the protection o f organs ranking among historical monuments. Their protection makes the concern of the Ministry of Culture, Leisure and Social Welfare. Responsibility for the whole of the problems involved is borne by the Specialist in the Problems of Historical Organs at the State Office for Historical Monuments, in Zeist. His tasks consist in drawing up the files and documentation of the said organs, in cooperation with specialists and institutions of various kind. The documentation concerning the organs is collected by, and kept at, the State Office for the Protection of Historical Monuments inclusive of architectural documentation. The one pertaining to antique organs is based on the wealth of archival records, simply incomparable with the modest information on the subject, available in Poland. A particularly large number of those records have been collected by the Institute of Musicology, University o f Utrecht. The conservation of antique organs is carried on in Holland by private firms under the supervision of specialists appointed by the conservation authorities. The said firms are mainly engaged in construction of new organs designed on the basis of the wealthy Dutch tradition. What is worth stressing is the close cooperation of those firms with experts on antique organs. It was the Dutch organ-building masters, especially the Flentrop company, that were the co-initiators of the return to the classical organ-building tradition. What is particularly observed in conservation of antique organs is preserving the original parts of the instruments concerned. If this impossible for technical reasons, they are substituted with new parts, the original ones being preserved in the recesses of the organ body. The Dutch have the greatest attainments to their credit in the research on, and restoring of, the sound of the organ. The Polish antique organs are not very well known in West-European countries hence the need for more frequent contact and exchange of information between specialists in this sphere. The author has had the opportunity of studying the problem of the protection of antique organs due to a fellowship granted him by the Dutch Ministry of Education and Science. He is greatly indebted to Doctor M.A. Vente, Director of the Institute of Musicology, University of Utrecht and Mr. O.B. Wiersam, Expert on the Problems of Antique Organs, State Office for the Preservation of Historical Monuments, Zeist, for the aid in organizing his stay in Holland and all their kind interest and assistance.

Artykuł jest próbą przybliżenia podstawowych założeń modelu polskiej prokuratury okresu międzywojennego. Ze względu na toczącą się dyskusję nad potrzebą dalszych przeobrażeń instytucji prokuratury w Polsce, przydatnym może być sięganie do instytucji prawnych sprawdzonych w praktyce. Autor omawia kolejno kwestię usytuowania prokuratury międzywojennej wśród organów państwowych, zasady jej organizacji i działania, zakres jej zadań i kompetencji, kończąc na analizie statusu prokuratora. Autor dochodzi do wniosku, że w omawianym modelu prokuratury zachodzi rozbieżność między jego założeniami teoretycznymi, a funkcjonowaniem w praktyce. Ponadto, główne założenie tego modelu, tj. unia personalna Ministra Sprawiedliwości i Naczelnego Prokuratora, zostało w niedawnym czasie odrzucone przez polskiego prawodawcę.
The article is an attempt to show the fundamental assumptions the model of the Polish prosecutor’s office of the interwar period. On account of ongoing discussions above the need of more further transformations of the institution of the prosecutor’s office in Poland, perhaps it would be useful to reach to the institutions checked in practice. The author is discussing the issue of situating the interwar prosecutor’s office amongst state agencies, principles of its organization and action , scope of its tasks and competence , finishing on the on analysis of the prosecutor’s status. The author is reaching a conclusion that in the discussed model of the prosecutor’s office is occurring a divergence between its theoretical assumptions and functioning in practice. Moreover, main assumption this model, i.e. personal union between the Minister of Justice and the Chief Prosecutor, was rejected by the Polish legislator in the recent time.

The article examines the evolution of the presidency in Poland since its re-establishment in 1989 until the present Constitution of the Republic of Poland. It analyses the regulations relating to the legal competences of the president. Many of the president’s originally broad competences have been changed or limited. The institution of the president has been included in the executive branch; however, due to the varied nature of president’s competences, it cannot be treated as an organ of the public administration.
Przedmiotem artykułu jest ewolucja instytucji prezydenta od jej reaktywacji w 1989 r. do obecnie obowiązującej Konstytucji RP. Analizie poddane zostały regulacje dotyczące kształtu prawnego tej instytucji. Początkowo duży zakres kompetencji prezydenta uległ pewnym przekształceniom i ograniczeniom. Urząd prezydenta został zaliczony do organów władzy wykonawczej. Jednak jego różnorodny charakter kompetencji nie pozwala zaliczyć go do organów administracji publicznej.

The organs and the church that no longer exist – the history of the instrument from Jan Bosko church in Gdańsk-Orunia. Last year began the renovation works of the organs in the parish church of Saint Jan Bosko in Orunia district, Gdańsk. In the literature there is a mention of the organs: the documents state they were constructed at the beginning of the 17th century by Johann Hellwig for the church of Saint Jacob. When at the beginning of the 19th century in the church of Saint Jacob a municipal library was about to be created, the organ master of Gdańsk, Ahrendt, transferred the organs in 1824 to a newly built church in Orunia, reconstruted them and in 1912 their mechanism was replaced with a new one by Eduard Wittek from Elbląg. During conservation works it turned out that the history of this instrument is somewhat different and that it reflects the history of the region and its historic buildings.

There are 148 pipe organs at churches in diocese of Rzeszów, 62 instruments areconsidered to be antique. One of the criterion of being antique is the age of the instrument. InPoland organs built before 1939 are antique. The subject of the article are the antique organsin the churches of Rzeszów diocese, which have not had separate study so far. These organsare in churches: Boguchwała, Brzyska, Dębowiec, Kąty, Kupno, Wola Rafałowska.The article was divided into two parts. The first one presents history of the church,the history of the instruments which survived and did not survived. As far as survived organsare concerned the description inventory was given (location and dimension of organ case,disposition, range of keyboards, action, kind of bellows). The second part includes a synthesisof analytical results.The article is based on material which was found in Archdiocesan Archive inPrzemyśl and Diocese Archive in Rzeszów. The information about organs are in 31 sources.The author conducted also query research at parish archives. The author used printed sourcesand information from books.When it comes to not survived organs there is information about 5 instruments. Itwas impossible to establish builders of these instruments. One may assume that theyfunctioned in the churches from 17th to the 19th century.In case of survived organs three of them were transferred (Dębowiec, Kąty, Kupno).At this stage of the study it was possible to determine the date of creation and builders of fiveinstruments. W artykule zwrócono szczególną uwagę na znaczenie zasad ogólnych postępowania podatkowego w kontroli podatkowej przeprowadzanej przez organy podatkowe.
