Opis:
Urban transport plays a massive role in the proper functioning of cities [1, 2]. Prioritisation of public transport [3] is an attempt to fight growing traffic congestion, which has a noticeable impact on people’s comfort of living, especially in large cities [4-6]. Shaping the road environment to improve the quality of functioning of public transport means that the management of urban infrastructure cannot cause difficulties. The continuous execution of construction works in Wroclaw has forced the ordering party to introduce temporary, and often complicated, traffic organisation solutions. The primary goal is to ensure the most efficiency for public transport users while maintaining the smoothness of private transport. This article presents solutions to temporary tram traffic organisation used in Wroclaw. The frequency and effects of the applied solutions were analysed using examples of completed and planned tram investments in Wroclaw. The reasons for the applied solutions and possible directions for further analyses were considered.

W artykule przedstawiono zagadnienia związane ze sposobami oznaczania stref robót drogowych oraz stanem technicznym zastosowanych znaków pionowych i urządzeń bezpieczeństwa ruchu drogowego. Wpływ na bezpieczeństwo, oprócz nieodpowiedniego umiejscowienia oznakowania, ma również jego odblaskowość oraz czytelność. Omawiane niespełnienie wymagań przedmiotowych cech wynika z nienależytego dbania o zapewnienie właściwych parametrów i stanu technicznego używanych znaków pionowych i urządzeń bezpieczeństwa ruchu drogowego do oznakowania tymczasowych organizacji ruchu oraz w całym okresie ich stosowania. W głównej części artykułu opisano inwentaryzację istniejącego oznakowania na drogach w czasie prowadzenia prac budowlanych oraz przeprowadzono analizę zastosowanej organizacji ruchu, stanu technicznego znaków drogowych i wpływu tych elementów na bezpieczeństwo użytkowników ruchu drogowego.
This paper deals with ways of signing of road works areas and the technical condition of signs and traffic safety devices, and the impact on safety, in addition to the incorrect location of the marking, and its retro-reflective and legibility. This non-compliance with the requirements of the characteristics in question results from care not being taken to ensure that the signs and safety devices used are in good working order and throughout the period of application of the temporary traffic organization. The main part of the paper describes the inventory of existing road markings during construction work and analyzes the traffic organization used, the state of the road signs and the impact of these elements on the safety of road users.

Na podstawie preferencji organów zarządzających ruchem autorzy przeanalizowali problem decyzyjny polegający na wyborze wariantu czasowej organizacji ruchu w przypadku, gdy technologia robót drogowych umożliwia wykonanie ich połówkowo lub przy całkowitym zamknięciu ulicy. Analizę wykonano za pomocą metody hierarchicznej AHP. Preferencje organów zarządzających ruchem porównano z preferencjami wykonawców działających w branży drogowej.
Base on the preferences of traffic management institutions, the authors analyzed the decision problem consisting in the selection of the variant of temporary traffic organization in the case when road works technology enables their execution in half or with complete street closure. The analyze was performed by using the Analytical Hierarchy Process. The preferences of traffic management bodies were compared with the preferences of contractors operating in the road engineering.

W artykule omówiono wpływ zmian w organizacji ruchu na czas przejazdu tramwajów. Za studium przypadku posłużyła ulica Grzegórzecka w Krakowie, na której w pierwszej połowie czerwca 2020 roku wprowadzono nową organizację ruchu, polegającą na likwidacji jednego pasa ruchu ogólnego i dopuszczenie na nim wyłącznie rowerów. Ruch ogólny wprowadzono w zamian na torowisko tramwajowe, dotychczas fizycznie odseparowane. W artykule przedstawiono komputerowe pomiary czasów przejazdu tego odcinka przez tramwaje linii 1, 19 i 22, przed i po reorganizacji. Dla każdej z linii wykonano test istotności, stawiając hipotezę zerową, że średnie czasy przejazdu tramwajów przed i po zmianach są sobie równe. Na poziomie istotności 0,05 w dwóch przypadkach stwierdzono, że czasy przejazdu po zmianach w organizacji ruchu na ulicy Grzegórzeckiej są niższe, a w jednym brak podstaw do odrzucenia hipotezy o równości czasów przejazdu w obu okresach. Przedstawiono podstawowy wniosek, że czas przejazdu tramwajów po dopuszczeniu ruchu ogólnego na torowisko tramwajowe nie zwiększył się.
The article discusses the impact of changes in traffic organization on the trams’ travel time. The case study was Grzegórzecka Street in Kraków, where a new traffic organization was introduced in the first half of June 2020, consisting of the elimination of one general traffic lane and allowing only bicycles on it. Therefore, general traffic was introduced to the tram track, which had been previously physically separated. The article presents computer measurements of the travel time of this section by tram lines number 1, 19 and 22 before and after the reorganization. A significance test was performed for each line with a null hypothesis that the average trams travel times before and after the changes are equal. At the significance level of 0.05, in two cases, it was found that travel times after changes in the traffic organization on Grzegórzecka Street are lower, and in one case there is no basis for rejecting the hypothesis of equal travel times in both periods. The basic conclusion is that the travel time of trams after admitting general traffic to the tram track has not increased.

The article analyzes the problem of aiding emigrants from the Polish lands in the long period from the end of the 19th century to the contemporary post-accession migration (after joining the structures of the European Union by Poland in 2004), excluding the period of the Polish People’s Republic, when emigrating from Poland was stopped for ideological reasons. In the main part of the article the author chronologically analyzes the social and political conditionings of the emigration processes, pointing to the forms of aiding emigrants in their preparations to leaving Poland. She considers the actions taken by various state and social institutions, as well as the special role played by the Catholic Church and the clergy in the care taken of emigrants. The analyses are based on historical and sociological works, and on the sources from Polish and Ukrainian (Lvov) archives. The article shows similarities and differences in the forms and circumstances of providing care and aid to emigrants. It also draws the reader’s attention to peculiar, especially modern, forms of support given to economic migrants. In the conclusion basic arguments justifying the significance of various type of aid given to emigrants are pointed to, like: a) protection from ethnic exclusion in the target country, b) protection from the loss of cultural-ethnic identity in the face of a cultural clash or the effect of globalization processes, c) protection from abuses and exploitation of emigrants by dishonest employment agents, d) making emigrants realize the need of proper actions protecting the family, and especially the children, from the negative consequences of separation, e) the significance of social and organizational actions for emigrants who have troubles with the basic actions necessary for fulfilling the requirements connected with going abroad.

Artykuł porusza problem oznakowania dróg za pomocą znaków A-18b "dzikie zwierzęta". Opisano w nim dane statystyczne dotyczące zdarzeń ze zwierzętami na drogach, co pokazuje aktualność poruszanej problematyki. Następnie omówiono regulacje prawne dotyczące wprowadzania takiego oznakowania, wraz z przykładami problemów w ich stosowaniu oraz interpretacji. Następnie przeanalizowano dostępne publikacje dotyczące zdarzeń drogowych ze zwierzętami pod kątem pozyskiwania danych do analiz. W dalszej części artykułu przedstawiono analizy orzecznictwa sądowego, dotyczącego umieszczania znaków A-18b. Stwierdzono, że jest ono bardzo rozbieżne i w podobnym stanie faktycznym występują różne rozstrzygnięcia. Przedstawiono wybrane fragmenty wyroków i sformułowano wnioski, które mogą być wykorzystywane przez inżynierów ruchu drogowego. W dalszej części opisano sposób postępowania podczas projektowania organizacji ruchu zawierającej znaki A-18b, jak również podczas weryfikacji jej poprawności. Przedstawiono także wnioski pokazujące kierunki dalszych badań oraz prac legislacyjnych w tym zakresie.
The article discusses the problem of marking roads with signs A-18b "wild animals”. It describes statistical data on events with animals on the roads, which shows the topicality of the issues discussed. Then, the legal regulations concerning the introduction of such marking were discussed, along with examples of problems in their application and interpretation. Then, the available publications on traffic incidents with animals were analyzed in terms of obtaining data for analysis. The following part of the article presents analyzes of the judicial decisions regarding the placement of A-18b marks. It was found that it is very divergent and there are different decisions in a similar factual state. Selected fragments of judgments are presented and conclusions are formulated that can be used by road traffic engineers. The following describes the procedure for designing a traffic organization containing A-18b characters as well as for verifying its correctness. There were also presented conclusions showing the directions of further research and legislative work in this area.

In the article below authors presented the possibility of using the Analytical Hierarchy Process to choose the optimal variant of the temporary traffic organization. The finite set of decision variants and criteria were defined. The criteria matrix comparison was created on the basis of surveys obtained from the contractors of building works. The matrix of decision variants in regard to criteria was determined on the basis the authors’ knowledge and experience.

The design of airports and the organization of their work requires the recognition of the basic components of the air transport process, consisting of an "aerial" part, including the landing phase and the landing operation itself, as well as take-off, the "ground" part, including the task of taxiing aircraft on apron, ground handling tasks, "terminal" part, including passenger handling tasks. These elements form a cause-and-effect sequence, or a series-parallel structure that determines the quality of services provided by the airport, their efficiency, reliability and price. The article presents the issues of decision support for the operation and maintenance of airport infrastructure and traffic management on the ramp and within the airport, i.e. the operation of allocating aircraft to the gates of "gates" using simulation tools. Aircraft taxiing operations on the tarmac integrate the flight phase (along with its components and its problems, such as arriving and departing sequencing) with the ground handling phase of aircraft and passengers at terminals. The model presented in the article is a single element of a holistic approach to the operation of an airport. The overall model consists of the development of decision models for the organization of aircraft traffic on the apron, algorithms for their solution and the possibility of practical application as a simulation tool for analyzing and assessing aircraft traffic processes in the take-off, taxiing and landing phase. To describe the model, a formal mapping of the structure of the necessary airport elements was proposed. A formal record of boundary conditions and criteria relevant to aircraft allocation processes is presented due to the minimization of travel time of passengers transferring between two aircraft assigned to two different gates. Test results can be used in practice, among others by airspace controllers and airport designers for: analyzing and assessing the possibilities of increasing airport capacity, analyzing and assessing the determination of taxiway lengths, maintaining high safety reserves, etc.

W artykule przedstawiono analizę wyników generalnych pomiarów ruchu na drogach krajowych przeprowadzonych w latach 2000-2015 na terenie województwa śląskiego. Pomiary ruchu są podstawowym narzędziem, które służy do pozyskiwania informacji na temat warunków ruchu drogowego. Pozwalają na identyfikację infrastruktury drogowej, która wymaga wprowadzenia zmian w organizacji ruchu drogowego, modernizacji lub też całkowitej przebudowy. Uzyskane informacje są potrzebne w celu odpowiedniego zarządzania, utrzymywania i planowania rozwoju sieci drogowej. Dane z Generalnych Pomiarów Ruchu (GPR) wykorzystywane są do podejmowania decyzji związanych z klasyfikacją dróg oraz ustalania ich priorytetów na sieci drogowej zarówno w skali kraju jak i w skali międzynarodowej.
Paper presents the analysis of the results of General Traffic Measurements on the national roads carried out in the years 2000-2015 in the Silesian Voivodeship. Traffic measurements are the basic tool that is used to obtain information about traffic conditions. They allow identification of road infrastructure that requires modernization or complete reconstruction. The information obtained is needed to properly manage, maintain and plan the development of the road network. Data obtained from General Traffic Measurements are used to make decisions related to the classification of roads and to determine their priorities on the road network at the national and international scale. Information from the GTM allows to evaluate traffic conditions and the possibility of introducing changes to the organization of traffic.

The paper presents previous experience of the use of non-standard road marking as a speed management measure. Selected examples of discussed road marking, commonly used in foreign practice, were presented. Based on literature review, selected results of impact of non-standard road marking on vehicles speed were presented. The article also presents basic research methods and measures used in evaluation of effectiveness of non-standard road marking implementation.

W artykule przedstawiono pomysł rozwiązania drogowego dla tunelu w Katowicach. Przedstawiono proces projektowania nowego połączenia drogowego, uwzględniając czynniki takie jak wywiad z mieszkańcami czy bezpieczeństwo ruchu. Dodatkowo pokazano proces obliczania prognozowanego średniodobowego natężenia ruchu, obliczenia przepustowości i badania pomiaru ruchu drogowego. Zaprezentowano rezultaty obliczeń geometrii nowo projektowanego ronda oraz odcinka drogowego wraz z krzywą przejściową.
The paper presents the idea of a road solution in Katowice. The process of designing a new road connection has been presented, taking into account factors such as an interview with residents or traffic safety. Additionally, the course of calculation of the traffic intensity forecasting, traffic capacity calculations and measurement of road traffic parameters is shown. The results of the geometry calculations of the newly designed roundabout and the road section along with the transition curve were presented.

Artykuł nawiązuje do poprzednich prac autorów, w których przedstawiono model organizacji ruchu kooperujących pociągów z uwzględnieniem optymalizacji wykorzystania energii zwracanej do sieci jezdnej. W przedstawionym artykule zmodyfikowano model, zmieniając główną zmienną sterującą mającą wpływ na efektywne wykorzystanie energii, z czasu odjazdu na czas przyjazdu pociągu na stację lub przystanek. Optymalizacja jest dokonywana przez sterowanie czasem przyjazdu na stację w dopuszczalnym (rozkładowym) jego zakresie i przy zachowaniu rozkładowego czasu odjazdu, z wykorzystaniem metody równego podziału (bisekcji) do osiągnięcia optymalnego rozwiązania. Zmodyfikowaną metodę optymalizacji zaimplementowano w autorskim modelu organizacji ruchu kolejowego. Uwzględniono w nim optymalne wykorzystanie energii odzyskanej podczas hamowania elektrodynamicznego, przy zastosowaniu strategii przesyłu energii do sieci jezdnej, zakładając kooperację pary pociągów, całkowitą wielkość energii możliwej do odzyskania oraz czas postoju na stacji.

Celem artykułu jest przypomnienie – z perspektywy ponad ćwierćwiecza – pionierskich w skali Polski działań podejmowanych w Krakowie, wpisujących się w powszechnie obowiązujący obecnie postulat zrównoważonego rozwoju systemu transportowego miasta. Zarysowano genezę idei modelu sektorowego uspokojenia ruchu dla śródmieścia Krakowa, inspirowanego rozwiązaniem z Göteborga. Podano charakterystykę modelu stworzonego w połowie latach 80-tych XX wieku: zasady podziału śródmieścia Krakowa na sektory, opisano model funkcjonowania sektora oraz porównano model do obecnie funkcjonującego rozwiązania. Obszernie przedstawiono proces dochodzenia do decyzji dotyczącej obszarowego uspokajanie ruchu i płatnego parkowania w śródmieściu Krakowa, wdrożonego w 1988 roku. Zarysowano działania poprzedzające istotę projektu, charakteryzującą się podziałem Śródmieścia na 3 strefy: pieszo-rowerową, ograniczonego ruchu samochodowego, ograniczonego i płatnego postoju. Syntetycznie opisano pierwsze efekty wprowadzonych rozwiązań, oceniane z aspektach komunikacyjnych oraz środowiskowych, a także wyniki badań akceptacji społecznych. Zasygnalizowano dokonujące się na przełomie lat zmiany podejścia do roli wskaźnika motoryzacji w kształtowaniu rozwoju systemu transportowego. Opisano pierwsze w Polsce tego rodzaju regulacje wskaźników parkingowych zawarte w planie ogólnym Krakowa z 1994 roku. Artykuł kończy informacja o początkach systemu Park and Ride w Krakowie.
The aim of the article is to remind - from the perspective of over a quarter-century - pioneer in the scale of Poland actions undertaken in Cracow, in line with the current general demand for sustainable development of the city's transport system. The genesis of the idea of a sectoral model of traffic calming for the city center of Cracow inspired by the Gothenburg solution was outlined. Characteristics of the model created in the mid-1980s were given: the principles of dividing the city center into sectors, describing the model of the sector functioning, and compared the reference model to the currently functioning solution. The process of reaching a decision regarding the area calming of traffic and paid parking in the city center of Krakow, implemented in 1988, has been extensively presented. Activities preceding the essence of the project have been outlined, characterized by the division of Śródmieście into three zones: pedestrian and bicycle, limited car traffic, limited and paid parking. The first effects of the solutions introduced, evaluated from the communication and environmental aspects, as well as the results of social acceptance tests are synthetically described. The change in approach to the role of the automotive indicator in shaping the development of the transport system – that was evaluating for years - has been presented. Regulations of parking indicators - the first in Poland included in the general plan of Cracow of 1994 are described. The article ends with the information about the beginnings of the Park and Ride system in Cracow.

Opis:
The article discusses the issue of effective distribution of work on formation of train network between the stations of industrial and mainline rail transport. The analysis is worked out of difficulties in the interaction of technological systems of railway transport of common and uncommon use and risks of the transport stream delays. The strategy for sorting of wagons and a complex of interconnected mathematical models is developed. The proposed solution method is based on step-by-step distribution of traffic volumes over the network through valid assignments of trains with subsequent calculation of the compromise management, taking into account the interests of each owner of transport infrastructure and each individual member of the transport and logistics chains.
