Optimality conditions for optimal control problems arising in network modeling are discussed. We confine ourselves to the steady state network models. Therefore, we consider only control systems described by ordinary differential equations. First, we derive optimality conditions for the nonlinear problem for a single beam. These conditions are formulated in terms of the local Pontryagin maximum principle and the matrix Riccati equation. Then, the optimality conditions for the control problem for networks posed on an arbitrary planar graph are discussed. This problem has a set of independent variables xi varying within their intervals [0, li], associated with the corresponding beams at network edges. The lengths li of intervals are not specified and must be determined. So, the optimization problem is non-standard, it is a combination of control and design of networks. However, using a linear change of the independent variables, it can be reduced to a standard one, and we show this. Two simple numerical examples for the single-beam problem are considered.

In this paper the explicit necessary and sufficient conditions for the existence of Luenberger reduced order observer are established. In particular, it is proven that for the given linear time-invariant system of order n, having p linearly independent out- puts and m inputs, a Luenberger observer of order (n − p) can be constructed if and only if the given system is detectable. Further- more, a procedure is given for the construction of the observer. Our approach is based on the properties of real and polynomial matrices.

This paper is devoted to a sufficient second-order condition for a weak local minimum in a simple optimal control problem with one control constraint G(u) ≤ 0, given by a C2-function. A similar second-order condition was obtained earlier by the author for a strong minimum in a much more general problem. In the present paper, we would like to take a narrower perspective than before and thus provide shorter and simpler proofs. In addition, the paper uses the first and second order tangents to the set U, defined by the inequality G(u) ≤ 0. The main difficulty of the proof, clearly shown in the paper, refers to the set, where the gradient Hu of the Hamiltonian is small, but the condition of quadratic growth of the Hamiltonian is satisfied. The paper can be valuable for self-explanation and provides a basis for extensions.

Opis:
An electrically conducted viscous incompressible nanofluid flow caused by the nonlinear stretching surface with stagnation flow has been investigated numerically. The effect of Brownian motion and thermophoresis on the nanofluid is also incorporated. The governing partial differential equations with nonlinear second order boundary conditions are solved by the fourth order Runge-Kutta technique using MATLAB programming. The effect of the radiation parameter (Rd), stretching parameter (n), Brownian motion parameter (Nb), thermophoresis parameter (Nt) on temperature, velocity and mass transfer are shown graphically. The influence of some of these parameters on the local Nusselt number (−′(0)) and local Sherwood number (−′(0)) are shown by the graphs.

This paper provides an analysis of the time optimal control problem for a material point moving along a straight line in the presence of strength of resistance to movement (friction) and subject to constraint on the velocity. The point is controlled by a limited traction or braking force. The analysis of the problem is based on the maximum principle for state constraints in the Dubovitskii-Milyutin form, see Dubovitskii and Milyutin (1965), and the necessary second-order optimality condition for bang-bang controls, see Milyutin and Osmolovskii (1998).

The paper introduces the concept of a strict local equilibrium of order k in the Gale economic model. We obtain higher-order necessary and sufficient conditions for such equilibria without assuming continuity of the utility functions. These conditions are formulated in terms of generalized lower and upper directional derivatives, introduced by Studniarski (1986). A stability theorem for strict local equilibria of order k is also included.

The aim of the paper is to discuss the arrangement of the existing and new high-rise buildings in Wrocław, as well as to determine the impact of their location on spatial order. The author uses a descriptive method, simple statistical methods, a deductive method and empirical inference. The subject of the research is Wrocław, with special attention to high-rise objects location. The basic research covers the period of 2010-2017. The question of planning and building high-rise objects was discussed in Wrocław studies of conditions and directions of spatial development (2010 and 2017). As the recent years reveal, the number of very high buildings in Wrocław is not on the rise. However, Wrocław is prepared for their arrival.

Opis:
Pogląd Sądu Najwyższego zasługuje na częściową aprobatę. Czynności polegające na „sporządzeniu” oraz „wydaniu” postanowienia o przedstawieniu zarzutów nie powinny być z sobą utożsamiane. Wspomniane postanowienie można bowiem uznać za wydane dopiero po jego ogłoszeniu (z wyjątkiem sytuacji wskazanych w przepisie art. 313 § 1 k.p.k. in fine). Niezwłoczne przystąpienie do przesłuchania podejrzanego, podobnie jak promulgacja wyżej wymienionej decyzji procesowej, jest zaś obowiązkiem organów ścigania, nie stanowi jednak warunku wydania prawnie skutecznego postanowienia o przedstawieniu zarzutów, które sprawia, iż postępowanie przygotowawcze przekształca się z fazy in rem w fazę in personam.
The opinion of the Supreme Court deserves partial approval. Acts of the ‘development’ and ‘issue’ of an order on presenting charges should not be equated with each other. The above-mentioned order may be considered issued only after its publication (with the exception of the situations laid down in Article 313 § 1 of the Criminal Procedure Code in fine). A suspect’s interrogation without delay as well as the promulgation of the above-mentioned procedural decision is a duty of the law enforcement agencies. However, it is not a necessary condition under which a legally effective order on presenting charges (which transforms the preparatory proceedings from the in rem phase into the in personam phase) can be issued.

We discuss the structure of the local error of exponential operator splitting methods. In particular, it is shown that the leading error term is a Lie element, i.e., a linear combination of higher-degree commutators of the given operators. This structural assertion can be used to formulate a simple algorithm for the automatic generation of a minimal set of polynomial equations representing the order conditions, for the general case as well as in symmetric settings.

In the article the outline of asymptotic theory of extreme values has been intro-duced for the application to finance, hydrology and insurance. The study includes the theo-rems and the definitions which give the possibility to appoint the limiting distribution func-tion for the distributions of maximum in three cases. The first case concerns the sequence independent random variables. The second case concerns the stationary processes of random variables for which the conditions D(un) and D’(un) are satisfied (i.e. “the extinguishing de-pendence”). The last case concerns the stationary processes for which the conditions D(un) and D’(un) are not satisfied.

This paper presents a series of new results on the asymptotic stability of discrete-time fractional difference (FD) state space systems and their finite-memory approximations called finite FD (FFD) and normalized FFD (NFFD) systems. In Part I, new, general, necessary and sufficient stability conditions are introduced in a unified form for FD/FFD/NFFD-based systems. In Part II, an original, simple, analytical stability criterion is offered for FD-based systems, and the result is used to develop simple, efficient, numerical procedures for testing the asymptotic stability for FFD-based and, in particular, NFFD-based systems. Consequently, the so-called f-poles and f-zeros are introduced for FD-based system and their closed-loop stability implications are discussed.

This paper focuses on the model order reduction problem of second-order form models. The aim is to provide a reduction procedure which guarantees the preservation of the physical structural conditions of second-order form models. To solve this problem, a new approach has been developed to transform a second-order form model from a state-space realization which ensures the preservation of the structural conditions. This new approach is designed for controllable single-input state-space realizations with real matrices and has been applied to reduce a single-input second-order form model by balanced truncation and modal truncation.

In this paper, by using the theorems of [Lions (1971) and Lions & Magenes (1972)], the optimal control problem for distributed hyperbolic systems, involving second order operator with an infinite number of variables, in which constant lags appear both in the state equations and in the boundary conditions is considered. The optimality conditions for Neumann boundary conditions are obtained and the set of inequalities that characterize these conditions is formulated. Also, several mathematical examples for derived optimality conditions are presented. Finally, we consider an optimal distributed control problem for (n x n)-infinite variables hyperbolic systems.

First- and second-order optimality conditions are established for the boundary optimal control of quasilinear elliptic equations with pointwise constraints on the control. The theory is developed for Neumann controls in polygonal domains of dimension two. For the derivation of second-order sufficient optimality conditions, which is the main goal of this paper, the regularity of the solutions to the state equation and its linearization is studied in detail. Moreover, a Pontryagin principle is proved. The main difficulty in the analysis of these problems is the nonmonotone character of the state equation.
