Opis:
The purpose of this paper is to investigate Malaysian furniture industry via Sustainable competitive advantages (SCA) approach. In this case study, sense and respond method and Normalized Scaled Critical Factor Index (NSCFI) are used to specify the distribution of companies’ resources for different criteria and detect the attributes which are critical based on expectation and experience of companies’ employs. Moreover, this study evaluates Malaysian furniture business strategy according to manufacturing strategy in terms of analyzer, prospector and defender. Finally, SCA risk levels are presented to show how much company’s resource allocations support their business strategy. This case study involved four furniture manufacturing companies, in the southern part of Peninsular Malaysia to provide the overall view of their strategies in the perspective of knowledge & technology management, processes & work flows, organizational, and information systems. Hence, the findings of this study presented the preliminary results from these furniture companies in Malaysia, which are involved in sustainable competitive advantage (SCA) studies in terms of expectation and experience, NSCFI, operational strategy triangle of prospector (P), defender (D), and analyzer (A). The result shows that almost all furniture companies are categorized into the Analyzer type strategy and planning to remain being Analyzer in future to come.

Due to the wide range of types this article makes a brief survey of the subject of risk management in the construction industry with reference to selected publications. It aims to make a selection of methods used for risk analysis, while at the same time indicating their advantages and drawbacks and determining their degree of usefulness.

The aim of the study was to use evolutionary operations (EVOP) to evaluate changes in the behaviour of dairy cows depending on the strategy according to which they were grouped after calving. The experiment was carried out on a Danish farm keeping about 200 Holstein cows. The farm had two separate areas for lactating cows: a small area with 54 waterbeds and a larger area with 133 beds with mattresses. During the experiment both areas were filled with cows. Cows after calving were introduced to either the small area (group) or the large area (group). After 14 days, the cows from the small group were transferred to the large group. The impact of different cow grouping strategies on their lying time, considered a welfare indicator, was examined. During the 210-day experiment, 195,703 observations were collected. The behavioural data were analysed using a linear mixed-effect regression model fitted by the maximum likelihood method. Days in milk, parity number, and lying time of herd mates were found to significantly affect the lying time of individual cows, while the strategy of cow grouping after calving had no effect on lying time.

Opis:
Based on mathematical modelling and numerical simulations, a control strategy for a Molten Carbonate Fuel Cell Hybrid System (MCFC-HS) is presented. Adequate maps of performances with three independent parameters are shown. The independent parameters are as follows: stack current, fuel mass flow and compressor outlet pressure. Those parameters can be controlled by external load, fuel valve and turbine-compressor shaft speed, respectively. The control system is purposed to meet many constraints: e.g. stack temperature, steam-to-carbon ratio, compressor surge limitation, etc. The aim is to achieve maximum efficiency of power generated within these constraints. Governing equations of MCFC-HS modelling are given. An operational line of the MCFC-GT system is presented which fulfils several constraints (temperature difference, cell temperature, etc.) The system is able to achieve efficiency of more than 62% even in part-load operation.

W artykule podjęto próbę uporządkowania zasad racjonalnej eksploatacji wysokonapięciowych układów izolacyjnych w obwodach głównych sieci i urządzeń elektroenergetycznych. Zbyt często spotyka się bowiem niejednolitości, a nawet rozbieżności w zakresie pojęć podstawowych, charakterystyk strategii obsługi eksploatacyjnej oraz opisu badań eksploatacyjnych i podstaw diagnostyki technicznej wysokonapięciowych układów izolacyjnych. Przyczyną takiego stanu jest szybko rosnący zbiór opracowań i nie do końca uporządkowane nazewnictwo w tym zakresie tematycznym.
An attempt on settlement of principles relating to rational operation of HV insulating systems in main circuits of power networks and power equipment is made in the paper. It has been provoked by too many heterogeneities or even divergences in the field of basic notions, characteristics of maintenance service strategies as well as description of operation tests and a base of technical diagnosis of HV insulating systems (EIS). The reason for such a situation is fast increase in publications and not quite ordered terminology within this field. The beginning of the paper is a review of the basic notions concerning rational maintenance of EIS, resulting from two standards: PN-93/N-50191 [1] and PN-EN 605505:2008 [2]. Table 1 contains a list of different failure classes which should be useful for functional analyses of EIS. The next fragment concerns the so-called maintenance service strategies of EIS which determine the principles (procedures) of maintenance activities. Five general maintenance service strategies, connected with a few more detailed ones, useful in HV engineering, have been distinguished (Table 2). The contemporary tendencies in the field of operating and diagnostic tests of EIS are discussed in the final part of the paper. From the above considerations it follows that the so-called active operation of EIS consisting in rational preventive maintenance of chosen technical objects should be an effective way to influence positively the reliability of functional elements of the electric power system. However, the preventive renewal can be beneficial only in such a situation when its cost is less than that of a renewal forced by a failure.

The energy supply of Offenburg University of Applied Sciences (HS OG) was changed from separate generation to trigeneration in 2007/2008. Trigeneration was installed for supplying heat, cooling and electrical power at HS OG. In this paper, trigeneration process and its modes of operation along with the layout of the energy facility at HS OG were described. Special emphasis was given to the operation schemes and control strategies of the operation modes: winter mode, transition mode and summer mode. The components used in the energy facility were also outlined. Monitoring and data analysis of the energy system was carried out after the commissioning of trigeneration in the period from 2008 to 2011. Thus, valuable performance data was obtained.

Ballistic missiles pose increasing threat worldwide. They are powerful means of warfare, but can also be used as an instrument of deterrence, political blackmail and coercion. The United States sustain strong commitment to the development of the missile defense to limit the effect of expanding, more and more sophisticated missile arsenals. This is considered very important if the United States are to maintain political and military freedom of action, especially in troubled regions. The European countries of NATO perceive the missile threat somewhat differently. Most of them agree that it exist but, as they do not conduct intensive policies in troubled regions, they do not believe the threat is imminent. That is why, on the one hand NATO has embraced missile defense as one of the most important goals, but on the other European members are not eager to pay huge cost of robust defensive effort. Thus, the US will bear lion’s share of European missile defense burden, making Europe’s security more and more tied to American strategic goals and depended on US military capabilities. This is surely augmenting factor, as far as transatlantic security ties are concerned.

W artykule podjęto nowatorską próbę ilościowego wyrażenia stanu bezpieczeństwa modelowanego systemu prakseologicznego za pomocą syntetycznego wskaźnika jakości, wyrażonego w postaci umownego potencjału bezpieczeństwa. Wypadkowy potencjał bezpieczeństwa jest złożonym funkcjonałem dwóch niejawnych funkcji — potencjału realnych zagrożeń systemowych i potencjału rzeczywistych zdolności operacyjnych systemu przeciwdziałania kryzysowego. Każdy z powyższych potencjałów składowych jest superpozycją potencjału dwóch rozłącznych kategorii — potencjału hipotetycznego i potencjału rzeczywistego, odpowiednio systemu zagrożeń bezpieczeństwa i systemu reagowania kryzysowego.
The study is an innovative attempt to quantify the safety of the modeled praxeological system using synthetic performance index, expressed in terms of contractual security capabilities. The resultant potential for security is a complex functional of two functions — the real potential systemic risks and the potential of actual operational capabilities of the system for crisis prevention. Each of these potential components is a superposition of two discrete categories of potential — the hypothetical potential and the actual potential of the threat to security system and of the emergency response system respectively.

W niniejszym artykule zaprezentowano wyniki badań charakterystyki planowania na poziomie taktycznym w przedsiębiorstwach produkcyjnych wraz z wnioskami płynącymi z analizy tego zjawiska w perspektywie realizowanej strategii produkcyjnej (MTS, MTO, ETO, QR). Badania przeprowadzono na próbie 149 przedsiębiorstw (małych, średnich i dużych) mających swoje siedziby na terenie Polski. W celu lepszego zdefiniowania problemu postawiono trzy hipotezy badawcze. Na potrzeby ich weryfikacji opracowano autorską metodykę opartą o analizę korelacji oraz współczynnik podobieństwa organizacyjno-technologicznego. W treści zawarto jej opis i wyniki zastosowania zmierzające do weryfikacji postawionych hipotez. Zgodnie z tym udowodniono, że realizowana strategia produkcyjna ma wpływ na charakterystykę procesów planowania oraz problemy mające swoje przyczyny w tym obszarze. Nie można jednak stwierdzić, że strategia produkcyjna ma związek ze strukturą realizowanych procesów planowania.
In this article results of the characteristics of planning at the tactical level in manufacturing companies are presented. Conclusions of the analysis carried out in the perspective of production strategy (MTS, MTO, ETO, QR). The study was conducted on a sample of 149 companies (small medium and large) with headquarter in Poland. In order to better define the problem erected three hypotheses. For the purpose of verification developed an original methodology based on the analysis of correlation and similarity coefficient organizational and technological. The text contains a description and results of the application of measures to verify the hypotheses. Accordingly it is proven that production strategies have an influence the characteristics of the planning and the problems which have their cause in the area. But you can not say that production strategy is related to the structure of the processes of planning.

The article presents concepts of the art of war, that is the theory and practice of war military activities and crises reaction. In this context the term has two meanings. The first regards the theory, while the second is connected with practical steps taken by commands and armies in the scope of preparing and conducting the war activities. The article describes three basic fields of the art of war, that is the strategy, operational art and tactics. The first field-strategy refers to the measures chosen and undertaken in connection with preparing the state and, first of all, the armed forces to a war. The second field-tactics is generally interested in combat. The operational art is the youngest field of the art of war and it deals with operations and the art of commanding troops in operations. The article also discusses elementary categories of the art of war at the strategic, operational and tactical levels. The authors of the article refer to the works of Carl von Clausewitz, Antoine H. Jomini, Ferdinand Foch, Basil H. Liddel Hart, Andre Beafre, Franciszek Skibiński, Stefan Mossor, Stanisław Rola-Arciszewski and Stanisław Koziej.

The work on the new edition of the national security strategy requires a reflection on its role and importance in Poland. The analysis of the strategic achievements to date indicates the existence of political, organizational, theoretical, and cultural problems related to the development of the strategy as documents regarding national security, national development, and defense. Special attention should be paid to the problem of formulating a strategy as well as thinking and acting strategically in the military dimension. The problem of the shortage of formal-legal and structural framework of the strategy creation process in Poland indicates that one should strive to formulate a national (state) strategy together with its consolidation in the legal system.
Prace nad nową edycją strategii bezpieczeństwa narodowego skłaniają do refleksji nad rolą i znaczeniem strategii w Polsce. Analiza dotychczasowego dorobku strategicznego wskazuje na istnienie politycznych, organizacyjnych, teoretycznych i kulturowych problemów związanych z opracowywaniem strategii jako dokumentów w dziedzinie bezpieczeństwa narodowego, rozwoju kraju i obronności. Na szczególną uwagę zasługuje problem formułowania strategii oraz myślenia i działania strategicznego w wymiarze wojskowym. Problematyka niedoboru formalnoprawnych i strukturalnych ram procesu tworzenia strategii w Polsce wskazuje, że należy dążyć do sformułowania strategii narodowej (państwa) wraz z ugruntowaniem jej w systemie prawnym.

Artykuł dotyczy oceny wpływu sprawnie realizowanej w przedsiębiorstwach strategii operacyjnej na efektywność procesów ich przeobrażania. Przedstawiono w nim wyniki badań przeprowadzonych w latach 1999-2013 w przedsiębiorstwach działających na terenie Polski, a więc w okresie zarówno prosperity, jak i światowego kryzysu. Badania przeprowadzono w trzech okresach: 1999-2002, 2003-2005 i 2011-2013. W badaniach wykorzystano zaproponowany przez autora do tego celu model przeobrażeń przedsiębiorstwa. Wykazały one, jakie istotne zmiany zaszły w badanych okresach nie tylko w zarządzaniu przedsiębiorstwami, ale również w podejściu do realizowanej strategii operacyjnej. Stwierdzono, że kluczowe dla realizacji strategii operacyjnej czynniki związane z obszarami kosztów i jakości, z czasem stawały się czynnikami podstawowymi, a ich rolę, jako wyróżniające w budowaniu przewagi konkurencyjnej, przejęły czynniki związane z obszarami obsługi i innowacji.
The article concerns assessment of the impact of an efficiently implemented at enterprises operational strategy on effectiveness of the processes of their transformation. The author presented in it findings of the research carried out in 1999-2013 at enterprises operating in Poland, therefore, in the period of both prosperity and the global crisis. The research was carried out in the three periods: 1999-2002, 2003-2005 and 2011-2013. The author made use in the research the model of enterprise transformations proposed by him for that purpose. It showed what important changes took place in the periods in question not only in enterprise management but also in the approach to the implemented operational strategy. He ascertained that the key for implementation of the operational strategy factors related to the areas of costs and quality over time were becoming the basic factors and their role, as the dominant in building competitive edge, was taken over by the factors related to the areas of service and innovation.

Opis:
Zmiany w środowisku zewnętrznym bezpieczeństwa Polski występują gwałtownie i mają niekorzystny charakter. Nowe zagrożenia wymagają nowego podejścia na problemy bezpieczeństwa narodowego. Konieczne jest wprowadzenie nowych rozwiązań. Zagrożenia stały się zbyt liczne, rozległe i skomplikowane, by mogły być skutecznie zwalczane tylko przez służby państwowe. Dlatego od ponad ćwierć wieku stale wzrasta znaczenie sektora prywatnego w działaniach sił zbrojnych oraz innych sił bezpieczeństwa na całym świecie. Sytuacja ta została dostrzeżona również w Polsce. W Strategii Bezpieczeństwa Narodowego z dn. 5 listopada 2014 roku znajdziemy zapis: „rosnący udział sektora prywatnego w zapewnieniu bezpieczeństwa oraz potencjał prywatnych instytucji ochrony jest szansą na wzmacnianie bezpieczeństwa obywateli oraz racjonalizacje wydatków państwa”. W opinii autora artykułu sektor prywatny w Polsce będzie w stanie zaoferować wysokiej jakości współpracę w realizacji zadań służbowych różnych instytucji państwowych, współdziałanie w chronię i ratowaniu ludzi i ich mienia oraz wsparcie działań sił zbrojnych.
Changes in outside environment of polish safety are violent and have negative character. New threats are requiring new approach for national security problem. Implementation of new solutions is necessary. Threats became too much numerous, expansive and complicated, to be successfully combated only by government services. That’s why by over 25 years meaning of private sector of armed forces and other security forces on all over the world is always growing. That situation was recognized also in Poland. In “Strategy of National Security” from 5th November 2014 we can find a note: “growing share of private sector in ensuring safety and potential of private military companies is a chance for improving security of citizens and rationalizing of state expenses”. In opinion of author private sector in Poland will offer high quality cooperation in realization of state institutions jobs, in protection of people and their property and support operations of armed forces.
