Corruption is an actual threat to democracy as it impairs the citizens’ trust towards the state. Therefore, it is necessary to undertake any actions that would prevent it; actions that would promote the formation of ethical structure in all departments of administration, as well as would build an ethical awareness among local government employees and city councilors. Ethical behaviour is dependent on clear procedures, good regulations and their proper interpretation. The principal objective should be to increase the citizens’ trust towards public administration and to improve administrative work. That is why one of the most obvious techniques (but not the only one) of raising ethical standards is to implement an adequate system of choice and selection of employees. In Poland, when the moral standard of a candidate for a post in public administration comes under close scrutiny, any doubts are quite often eliminated by the assumption that, if the candidate is patronized by a third party, its authority is a warrant of his or her adequate ethical standard. Of course, it’s a wrong point of view. The above-mentioned examples indicate that the rules of ethics should be introduced to public administration work because they guarantee that the quality of services will be good, they will neutralize corruption and, if followed, they will enable preparing public administration officers and local government representatives to assume responsibility for their actions.

The police is an institution dealing not only with the protection of public safety and order, detection of criminal offenses, and search for missing persons, but it also conducts activities aimed at maintaining public order in dangerous situations resulting from the violation of the law. It includes the broadly understood fight against terrorism and neutralizing individuals and terrorist groups. While ensuring public safety and order in public places, on roads, waters, and in rail or air traffic, police officers put their lives and well-being at risk every day, facing various threats. In almost every intervention, officers risk bodily injuries, which can often lead to disability, and in some particularly dangerous situations, even to the loss of life. The risk of injury is a consequence of the behavior of persons against whom official actions are taken to eliminate unlawful conduct. The awareness and presence of such threats cause fear and high levels of stress among police officers, which translates into the efficiency of their service and interventions. The solution to an attempted assault on a police officer, active resistance, or an assault with a dangerous instrument may be the identification and description of countermeasures that affect the level of personal safety of each police officer. The article presents and describes selected categories of threats that may occur during an intervention. Moreover, the author has analyzed the significant factors determining high effectiveness in counteracting and repelling all kinds of dangers the intervening officers may encounter

The death of a police officer entitles members of his or her family to financial compensation under the conditions laid down by the law, with survivor’s pension as a principal type of this compensation. If the death of a police officer occurred in connection with the performance of his or her duties, the survivo’s pension is payable to his or her family members based on more favourable conditions. A recently enacted law of 8 February 2023 introduced a new type of compensation, called a ‘financial benefit’, to which family members are entitled when a police officer deceases while performing duties in conditions threatening his or her life or health.

The objective of the study was to investigate the career-choice motives for one’s entering the prison service as an operational officer, and the level of physical fitness. The study was conducted in April 2015, and included 100 officers employed in Biała Podlaska prison. The examined group consisted of 93 males; aged 23-52; mean age 37.2, and 7 females aged 3-43; mean age 37.7 (30-43). 61 (61%) of the males were employed as security guards, while 39 persons (39%), including 7 females, as clerks in the administration section. The study methods included: a physical fitness test consisting of 5 physical performance tests, recommended by the regulation of the Minister of Justice, the International Physical Activity Questionnaire(IPAQ) – long-form, questions designed by the author of the paper. Career-choice motives turned out to be conditioned purely be economic incentives and the professions’ stability as opposed to other professional specialties. The respondents were fit and engaged in numerous physical activates. The factors which significantly determined the level of one’s fitness depended on: age, education, a high self-report on physical fitness, total physical activity and the number of done sports. Originality of the study is based on investigating the condition of physical fitness of prison officers with the use of currently recommended assessment methods in Poland.

W artykule omawiane są aktualne przepisy prawne regulujące zadania i obowiązki kuratorów sądowych, jak również błędne rozumienie roli kuratorów sądowych w środkach masowego przekazu, wśród pracowników innych instytucji oraz podopiecznych kuratorów. Autorzy opisali kilka najistotniejszych różnic w pracy z jednostką oraz jego środowiskiem pomiędzy kuratorami zawodowymi, pracownikami socjalnymi i funkcjonariuszami policji. Podkreślili, że zrozumienie różnic w zakresie obowiązków, jak również podjęcie efektywnej współpracy, to podstawowe czynniki mające wpływ na efektywność oddziaływań resocjalizacyjnych.
The article discusses the current legal regulations dealing with the tasks and duties of the court officers as well as the misinterpretation of the actual role of the court officers in the mass media, among the staff working in various institutions and the persons being under the officers’ charge. The authors have described a few most essential differences in the work with an individual and his background, among the professional court officers, social workers and police officers. They have pointed out that understanding the differences within the specific duties as well as undertaking an effective cooperation are the key factors that have an impact on the efficacy of the rehabilitative operations.

The article is devoted to the discussion of selected results of the nationwide community police officers research conducted by the authors in January 2017. This research is a part of the ongoing project of the Ministry of Internal Affairs and Administration „Community police officer closer to us”. The analysis was based on the answers provided by 5,400 respondents from all over the country to the following questions: Should the role of community police officers be to carry out social prevention tasks? Are community police officers satisfied with their job as community police officers? How do they assess their interpersonal communication skills? Do they think they have prestige in the local community? Do they participate in meetings with the local community and how do they characterize the police mission? The results will be processed in 17 reports from the national community police officers research. The application of conclusions from the results of qualitative and quantitative research conducted all over Poland in 17 garrisons will have a significant impact on the dialogue between the authorities and community police officers, determining the expectations of first contact officers, their problems, strengths and weaknesses. The research carried out will increase the effectiveness of the “Community police officer closer to us” programme, one of the basic programmes of the Ministry of Internal Affairs and Administration implemented in order to build trust between the authorities and a citizen. The research also resulted in two monographs on the functioning of the district division in Poland. The authors’research focuses on the partnership of community police officers services with the local community for internal security, taking into account the role of community police officers social and educational activities, and on drawing a professional portrait of the community police officer who is closer to people, solves problems of local communities and carries out activities in the social and educational area.

The aim of the study was to establish: 1) the relationship between stress at work and burnout syndrome in group of police officers, 2) what is the level of burnout depending on the level of perceived stress at work, 3) predictors of burnout syndrome in policemen. 277 police officers were examined. The mean of age was: 35 years. The Perceived Job Stress Characteristics Questionnaire and Maslach Burnout Inventory were used in the study. Positive relationship between stress at work and emotional exhaustion and depersonalization, and negative between stress and level of personal accomplishment was revealed. Sense of work overload and lack of rewards appeared predictors of emotional exhaustion and depersonalization. Lack of support and sense of work overload were predictors of sense of personal accomplishment.

The purpose of the study was to establish which factors related to work stress, personal resources and coping strategies are predictors of health status in various groups of policemen. 437 police officers participated in the study The mean age was 35.15 (SD = 6.76), the mean working time was 7.68 (SD = 5.56), the total working time was 13.73 (SD = 7.29). Scheier et. al.) - The Coping Orientation to Problems Experienced – COPE (Ch. S. Carver et al.) Predictors of health status in examined group of policemen appeared 4 factors related to work stress: sense of work overload, unpleasant work conditions, social relations and lack of control, 3 personal resources: sense of coherence – meaningfulness, optimism and sense of self-efficacy, 3 coping strategies: using alcohol/drugs, concentration on emotions and denial.

The author presents biographies of nine officers of the Polish Army. All of them, though differently, were connected with the town of Wadowice: some of them were born there, some in the 12th Infantry Regiment that stationed in the town, whereas others attended the local school. Besides their bonds with the town of Wadowice, they also shared the expieience of the second world war and of the fight with the German invader. Although, as officers, they seemed to be obliged to combat with the enemy, the decision to put up resistance was never easy. Their fates were once again linked in Auschwitz, where they were sent as a result repressive organized by the Nazis.

Kobiety i mężczyźni wykonujący zawód kuratora nie różnią się między sobą w ocenie większości stresorów. Różnice międzypłciowe wystąpiły jedynie w przypadku czynników utrudniających rozwój i przebieg kariery zawodowej oraz czynników związanych z brakiem bezpieczeństwa i wsparcia merytorycznego. W obu przypadkach istotnie wyższy poziom doznawanego stresu zaobserwowano u kobiet, które wykonują zawód kuratora, aniżeli u mężczyzn. Rodzaj wykonywanej profesji różnicuje grupę badanych jedynie w ocenie stresorów związanych z: rozbieżnością i niejasnością, z wykonywaniem obowiązków służbowych, z czynnościami kontrolnymi i niedostatecznymi warunkami fizycznymi pracy. W obu przypadkach istotnie wyższy poziom doznawanego stresu wykazali kuratorzy wykonujący orzeczenia w sprawach karnych.
It turned out that women and men practicing the profession of a probation officer do not differ in evaluating the majority of the stressors. Differences between sexes occurred only in the case of the factors impeding the development and course of professional career and factors related to the lack of security and adequate, substantive support. In both cases, the level of experienced stress recorded in women employed as probation officers was significantly higher compared to men. The type of occupation practiced differentiates the group of subjects only in evaluating stressors related to inconsistencies and ambiguity connected with the discharge of professional duties as well as stressors connected to supervision activities and inadequate working conditions. In both cases, probation officers enforcing judgements in criminal cases displayed a significantly higher level of experienced stress.

Emilia Chronowska in the paper Mobbing and discrimination in the work environment of Prison Staff offers an analysis of the phenomenon of inequality in the treatment of prison officers and employees. Bullying and discrimination can occur in any organisation with an inherent human factor and associated human interactions. These phenomena imply a kind of crisis in the organizational unit, which can escalate and disrupt cooperation or make it impossible to carry out official tasks. The article presents the problem of mobbing and discrimination in uniformed services, in particular in the Prison Service. The aim of the study was to present and discuss selected factors that have a dominant influence on the occurrence of the above-mentioned undesirable behaviours among officers and between an officer and a superior. The author used data obtained from research conducted in the Nofer Institute of Occupational Medicine in Łódź on mobbing and aggression in the Prison Service. The author has also used the experience of the Ombudsman concerning anti-mobbing and anti-discrimination procedures in the uniformed services, collected in the form of analysis and recommendations. The content of the article presents the most important reasons for the occurrence of mobbing and discrimination in organisational units, presents the dimension of the consequences of the occurrence of these phenomena for officers, the organisational unit, as well as for the efficient and effective ensuring of the realisation of statutory tasks and functions of the Prison Service. The occurrence of mobbing and discrimination in Prison Service organisational units harms the interest of the Service itself, its good name and does not contribute to building a positive image of the formation.

Background: Police officers meet many stressors as part of their occupation. The psychological resource "sense of coherence" (SOC) protects against ill-health, but its impact on coping resources for stress situations has not been studied in the population of police officers. Different approaches to investigate the significance of SOC for different outcomes have been identified in literature, leading to some difficulties in the interpretation and generalization of results. The aim was therefore to explore SOC and the coping resources, and to examine the significance of SOC for various coping resources for stress using different models in a sample of Swedish police officers providing on-the-beat service. Materials and Methods: One hundred and one police officers (age: mean = 33 years, SD = 8; 29 females) were included, and the Orientation to Life Questionnaire (SOC-29) and the Coping Resources Inventory (CRI) were used. The dependent variable in each regression analysis was one of the coping resources: cognitive, social, emotional, spiritual/philosophical, physical, and a global resource. Global SOC-29 and/or its components (comprehensibility, manageability, and meaningfulness) were investigated as independent variables. Results: All CRI and SOC-29 scores except for that of spiritual/philosophical resources were higher than those of reference groups. Manageability was the most important component of SOC for various coping resources in stress situations used by police officers. Conclusion: A deeper study of manageability will give useful information, because this component of SOC is particularly significant in the variation in resources used by police officers to cope with stress. Salutogenesis, the origin of well-being, should be more in focus of future research on workplaces with a high level of occupational stress.

The article discusses the pension of police officers upon their retirement and is an analysis of the rules related to the granting police pensions and the determinants conditioning their amount and form. Police officers, as well as other representatives of uniformed services, are covered by the pension system which differs significantly from the general pension system provided by the Social Insurance Fund. This difference results mainly from the nature of the police officers’ work and the duties imposed on them. The differences are manifested by the rights granted to officers, which include, among other things, the possibility of a faster retirement benefit in comparison with other workers. The current legal provisions regulating the matter of granting and shaping benefits of police officers’ pensions have been reviewed several times. As a result, retired officers have been now covered by a police pension in three options. These options differ in terms of the length of service for which a policeman in question is entitled to a pension and the manner in which the pension can be increased. Classification into any of the possible pension variants depends on the date of commencement of service in the uniformed formation. In addition, regulations were also introduced involving the possibility of reducing the size of pension in the case of officers employed at the time when Poland was a totalitarian state. The article discusses the question about a functional model of family guardianship, shaped in practice by provisions of act of 27 July 2001 on court guardians and probation officers. It has been eight years since the act was passed. It is a time long enough to critically review how provisions of the said act function in practice and to evaluate if they have a positive influence on the model of family guardianship. While formulating assumptions to the empirical study of these problems, it was accepted that the model of guardianship can be determined by the method of guardians’ work. The method varies according to if a guardian is a professional guardian or a social worker. The method is also determined by the personal characteristics of a minor, their family situation and environment. The way of supervision over minors is another factor determining a guardian’s work. Polish guardianship is partly professional and partly social service . It results from the act of 27 July 2001 on court guardians and probation officers. Verification how the model assumptions are realised in practice was the first stage of the research. Subsequent stages included research on differences in task performance by professional and social guardians, and in the way of supervision. The study was conducted between March 2008 and November 2009. Guarded minors, their parents were questioned in a questionnaire, guardians themselves were interview. Moreover, court files of guardianships in question were examined. 292 questionnaires were distributed among randomly selected minors supervised by guardians from District Court in Poznań. Out the number of questionnaires 225 could be used. Court files of the minors who returned their questionnaires were examined. The study included 102 professional and 123 social guardians. Data obtained from questionnaires were verified against 45 interviews with professional and 50 social guardians from the District Court in Poznań. The final stage was statistical analysis of the obtained results. The analysis of the professional / social model of guardianship was based on statistics and official documents. They prove that the model, contrary to premises of the act of 27 July 2001 is still rather a social / professional one. As of the end of 2008, there were 2,726 professional and 13,428 social guardians. In the light of the above, it was interesting to compare the methods of work of both groups, particularly methods of their supervision. The comparison can be summarised as follows: 1. Analysis of time spent over activities and the proportion of supervision of minors in the total work time leads to a conclusion that no activity was a predominant one in either of the groups. Guardians’ work cannot be categorised as exclusively educational, controlling, assisting or administrational, it has rather a mixed character.

On 21 November, 1920 UPR Army in continuous battles had to go to the Zbruch. Weapons and military equipment have been transferred to the Polish authorities. Army personnel were interned in line with international standards. Extremely difficult conditions for troops interned in Poland demanded immediate action to improve the moral and morale of the soldiers. The primary means of overcoming the feeling of despair and inner spiritual crisis were a cultural and educational activities. In 1921 was established cultural and educational council of the General Staff of the Ukrainian Army under orders of the UPR troops General command. National, social, cultural, aesthetic, moral and physical education of Ukrainian troops were priority activities of cultural and educational councils. Council was focused on the need for the promotion of the idea of the Ukrainian statehood restoration and military power of Ukraine. Almost all educational activities in camps and units conducted cultural and educational departments of UNR Army divisions that have been established in all Ukrainian troops camps. Council departments were in the camps: Łańcut, Kalisz, Szczypiorno, Strzałkowo, Aleksandrów Kujawski, Wadowice and other. The activity of cultural and educational institutions and groups that were in the camps has contributed to raising the level of education of the UPR Army soldiers to prevent demoralization of prisoners and promoted national and patriotic education. Educational work that began in the camps have laid a solid foundation for further learning Ukrainian troops overseas.

We examined the relationship between perceived workload and performance by evaluating the responses of police officers to 4 different draw-and-shoot tasks in a night field training exercise which was part of their regular training regimen. Sixty-two police officers volunteered to participate. Results demonstrated an associative trend among 3 tasks where shooting performance decreased and workload increased as the tasks became more complex. However, performance on 1 specific shooting task did not correlate with any of the other 3 tasks, and in this 1 exceptional case, insensitivities were observed in which workload increased but performance remained constant.

Mobile police officers perform many of their daily duties in their vehicles. Combined workspace inflexibility and prolonged driving create potential musculoskeletal injury risks. Limited research exists that quantitatively describes postural and load exposures associated with mobile police work. The purpose of this study was to characterize officer activity during a typical workday and identify opportunities for ergonomic intervention. Digital video of traffic officers (N = 10) was used to classify postures according to work activity. Cumulative time in 10 activities was calculated, and a time-history of driver activity documented. Most (55.5 ± 13.4%) time was out of the vehicle, and 22.3 ± 10.5% was spent in single-arm driving. On paper documentation and mobile data terminal use were identified as in-car activities that may benefit from targeted interventions. The primary contribution of this study is characterization of daily mobile police activity and the identification of possible intervention strategies to mitigate physical exposure levels.

Kuratorzy sądowi pełnią odpowiedzialne zadanie, które wiąże się z koniecznością posiadania odpowiednich kwalifikacji i predyspozycji osobistych, gdyż to od nich zależy resocjalizacja osób im podległych. Kurator musi kierować się odpowiednimi kryteriami moralnymi, a naruszenie przez niego obowiązków podlega odpowiedzialności dyscyplinarnej, która jest przedmiotem rozważań artykułu. Przedstawiono w nim zasady sądownictwa dyscyplinarnego, jak też zwrócono uwagę na występujące problemy praktyczne związane z niekompletnością uregulowań prawnych. Metodą badawczą wykorzystaną w artykule jest metoda dogmatycznoprawna.
Probation officers perform a weighty task, which requires appropriate qualifications and personal predispositions, because they are responsible for the resocialization of their charges. A probation officer must have appropriate moral criteria, and a violation of his duties is subject to disciplinary liability, which lies at the core of this article. It presents the principles of disciplinary judiciary and focuses on existing practical problems related to the incompleteness of legal regulations. The research method used in the article involves investigation of the law in force.

Fundusz Kwaterunku Wojskowego uruchomiony w 1927 r. przez marszałka Józefa Piłsudskiego miał za zadanie budowę domów mieszkalnych dla kadry dowódczej Wojska Polskiego. Działał w oparciu o rozporządzenie wykonawcze do Ustawy o zakwaterowaniu wojska w czasie pokoju do wybuchu II wojny światowej. Został zlikwidowany w 1949 r., a jego majątek przejęty przez Skarb Państwa. FKW w latach 1927–1937 zbudował w 111 miejscowościach 355 budynków mieszkalnych dla oficerów i żonatych podoficerów, a w 1938 r. realizowanych było dalszych 76 domów w 51 miejscowościach. W garnizonach kresowych i w Polsce centralnej wznoszono domy znormalizowane, których projekty zostały wyłonione w konkursach architektonicznych. Ze środków finansowych FKW zbudowano także w latach 30. ubiegłego wieku budynki mieszkalne dla kadry oficerskiej w Kutnie i Płocku.
Military quarters fund was established in 1927 by marshal Józef Piłsudski. Its goal was to build residential houses for Polish Army command staff. Fund worked based on regulation from law regarding accommodation for the army in times of peace. It was in order until Second World War and was defunct in 1949, when all assets were taken over by State Treasury. During years 1927-1937 residential houses military quarters fund built 355 buildings in 111 towns for officers and married non-commissioned officers. In 1938 additional 76 houses were built in 51 towns. Houses were built based on normalized plans which were selected in architectural competitions. Moreover fund financed in 1930s accommodation for officers staff in Kutno and Płock.

The foundation of the social communication system of the Polish police is the press officers of district and city departments, who maintain regular contact with journalists of local and regional media, and incidentally also with national or international mass media. The aim of the 2022 survey was to determine the media relations activities, techniques and tools used by officers. All press officers in the police garrison in the Silesian Voivodeship participated in the research project. 100% of press officers took part in the survey. Responding to the expectations of journalists police officers prefer direct contact with journalists, including 52% by phone. Although press officers consider social media to be a good method of contacting the public (30%), they do not use it themselves in contacts with journalists. They prefer to use the official police website (28%). Police spokesmen, due to the information they have, gain the attention of the mass media and do not have to use modern communication techniques to attract journalists. Maintaining constant contact with journalists, press officers also assessed the level of their professionalism. According to the respondents, TV journalists are characterized by the highest professionalism (41%). In second place are press and radio journalists with a similar number of indications (27% and 24%). The professionalism of Internet editorial staff was rated the worst (8%).

The rate at which students are dropping out of schools in recent time is worrisome and it calls for serious interventions from educational stakeholders. Education is very expedient for the development of an individual as well as that of any society that aspires to be relevant in the 21st century. Education, at all levels, is associated with a set of positive factors for work life, social and personal wellbeing as well as the improvement of the economy of any nation. It can then be deduced that education is sine qua non to the development of an individual and that of any nation. Dropping out of school is not only detrimental to the individual but also increases the likelihood of unemployment, violence activities, kidnapping thuggery, armed robbery and other social vices. This study, therefore, investigated the influence of family dysfunction and emotional intelligence on school dropout intention among police officers’ children in Lagos state. This study employed a survey research design. The study made use of simple random sampling technique. Two hundred and twenty (220) respondents comprising 98 males and 122 females from two police secondary schools in Lagos state were used for the study. Three Standardised instruments were used in collection of data for the study. These are: School dropout intention scale (alpha = .84) family dysfunction scale (alpha = 0.85) and emotional intelligence scale a = .88). Data from the study were analyzed using the Pearson Product Moment Correlation (PPMC) and multiple regression analysis (ANOVA). The result revealed that the two independent variables had significant relationship with dropout intention among police officers’ children. Family dysfunction (r = .902, p < .05), emotional intelligence (r = .383, p < .05. Also, the two factors jointly contributed 41.2% of the variance to dropout intention among the police officers’ children.(Adj. R2 = .412) In terms of magnitude of contribution, family dysfunction made the most significant contribution (Beta = .223, t = 2.429, p < 0.05) followed by emotional intelligence (Beta = .106, t = 2.115, p < 0.05) Based on these findings, the study concluded that dropout intentions of police officers’ children are determined by family dysfunction as well as emotional intelligence. Recommendations and suggestions were offered to various significant stakeholders.

Purpose: The aim of this article is to show the course of the process of selecting candidates for police officers, along with the indication of the conditions of this process and the possible reasons for the current difficulties in obtaining the desired number of candidates for service in the Police forces. The main research problem took the form of a question: How does the process of selecting candidates for service in the Police proceed and what are the conditions of selection – reasons for difficulties in obtaining candidates for officers meeting specific competence requirements? Design/methodology/approach: This article has been prepared on the basis of the analysis of legal acts regulating the process of selecting candidates for officers, data presented by the Central Statistical Office, the Independent Self-Governing Trade Union of Police Officers, information provided on the websites of the Central Police Headquarters, Voivodeship Departments and press articles published on regional and nationwide web portals. Findings:. The results of the conducted studies allowed to identify the process of recruiting candidates for service as well as the conditions of selection - reasons for difficulties in obtaining candidates for officers meeting specific competence requirements. The process of recruiting candidates for service, consisting of different stages of the recruitment process, has been constructed in such a way that it is possible to verify both the physical and mental predispositions of future officers. Such a procedure allows eliminating those candidates who have competence gaps regarding the established competency profile of the police officer. Originality/value: The results of the conducting studies allowed the author to identify the reasons for difficulties in obtaining candidates for officers.

One of the most evocative social problems, very rarely examined by researchers, is the readaptation of people released from correctional facilities. Ex-prisoners are still perceived by society as worse individuals who threaten public security. Recidivism mainly results from the lack of proper support from services and institutions created to reduce the risk of reoffending. The time after leaving prison is very important and difficult because it influences the ex-convict’s future life. Preparation for the social reintegration of prisoners begins already in the correctional institution and should be continued after their release. Cooperation of probation officers and correctional officers is an inseparable and integral aspect of educational and resocialization work carried out in the open environment.
Readaptacja osób opuszczających zakłady karne jest jednym z najbardziej istotnych problemów społecznych, a jednocześnie jednym z najrzadziej podejmowanych. Nadal w świadomości społecznej były skazany to ktoś „gorszy”, zagrażający bezpieczeństwu publicznemu. Powrotność skazanych do przestępstwa często wynika z braku pomocy i wsparcia ze strony wielu służb i instytucji do tego powołanych. Okres po opuszczeniu więzienia jest bardzo ważny i trudny, ponieważ wpływa na życie danej osoby. Przygotowanie do społecznej reintegracji więźnia rozpoczyna się już w zakładzie karnym i powinno być kontynuowane po jego zwolnieniu. Współpraca kuratorów sądowych z funkcjonariuszami służby więziennej stanowi nieodłączny i integralny aspekt pracy wychowawczo-resocjalizacyjnej, realizowanej w środowisku otwartym.

Commanding of the hierarchical organization, which is the army, requires managers at all levels have the skills, personality traits and predispositions that ensure effective use of the potential of subordinates and the efficient and effective execution of tasks. This implies an absolute requirement to have an appropriate level of expertise and experience, combined with the commitment and determination in the pursuit to ensure personal success and, consequently, contributes to the success of the entire organization. The requirement of properly educated and prepared executives has special significance in the Polish Armed Forces, during organizational and structural changes, should be determinant of education officers who will be able to compensate of the quality and level of command much lower state of the army. The more numerous army, can afford to officers who are only partially filled defined competency requirements. The present state clearly call for the need nearly perfect preparation of officers from the very beginning of his education.

Opis:
he perspective of changes in law regarding supervision of adults in Poland will change the methodology of supervision. First of all, there would be implementation of some elements of risk assessment concerning condemned who commit a crime again and three groups of risk management techniques will be assign. Each group will require a different intensity of contact and a different form of it. Changes in the methodology of work will determine a new formula of case assignments among every member of the probation team that will enable the use of individual skills, predispositions, knowledge of probation officer of how to work with every individual. Today, without enough time distance and empirical  analysis it is extremely difficult  to assess. However, we are facing a new  opening, again in the history of local probation with a clear, local character. That is why even today it is important to think about it and it is a serious challenge not only for pedagogues of  how to access  effectiveness of probation officers’ activities in terms of supervisions being  put into practice in new  reality.

The professional self-government, as a component of the decentralised public authority, is an institution which derives its legitimacy from the supreme legal act, the Constitution of Poland. Its basic framework is set out in Article 17(1) of the Constitution, according to which: “By means of a statute, self-governments may be created within a profession in which the public repose confidence, and such self-governments shall concern themselves with the proper practice of such professions in accordance with, and for the purpose of protecting, the public interest”. The ratio legis of this regulation is the possibility of statutory entrustment of certain professional corporations with the performance of public tasks in authoritative forms appropriate for public administration. This study presents of the functions and tasks that the legislator has provided for the professional self-government of judicial officers. Currently, the provision regulating the tasks performed by the judicial officers’ self-government is Article 195 of the Act of 22 March 2018 on judicial officers, according to which the tasks of the judicial officers’ self-government include in particular: 1) supporting the administrative supervisory bodies in supervising the conscientious performance of service by judicial officers and the proper performance of duties by assessors and trainees, 2) participating in ensuring the conditions for the performance of the statutory tasks of judicial officers, 3) representing judicial officers and assessors, 4) the professional development of judicial officers and assessors, and participation in the training of trainees, 5) establishing and promoting the principles of professional ethics and ensuring their observance, 6) conducting research into the functioning of judicial enforcement. The authors analyse the normative material regulating the issue in question. Looking through the prism of theoretical concepts of professional self-government, they also assess the legitimacy of the solutions adopted by the legislator. Consequently, they make de lege lata remarks and de lege ferenda postulates.

In the second half of the sixteenth and the first half of the seventeenth century, the Kingdom of Sweden was almost constantly engaged in armed conflicts with neighbouring kingdoms. Both offensive and defensive wars were characteristic of the Swedish foreign policy from 1550s to 1650s. The same period witnessed the emergence of the Swedish Empire because, due to these conflicts, Sweden was able to acquire new domains in the Baltic region and to expand its territories in both east and south. These geopolitical realities pushed all Vasa kings into multiple projects aiming to rationalise Sweden’s army and its military strategy as well as to develop the acquired areas in various ways. Our article presents two development project examples of this emerging empire (1) Scottish officers (the Swedish Crown acknowledged the military expertise of Scottish troops as well as their officers and tried to harness this experience for Sweden), and (2) the planned modernisation of Ingria through German and Dutch colonisation and agricultural development. The article examines the needs and expertise expectations that the Swedish Crown directed towards these foreign groups. The emergence of Sweden as a European empire did not occur in a geopolitical vacuum. International contacts and the influx of European expertise into Sweden were important factors in the building of the Swedish dominion in the Baltic region. By focusing on these foreign expert groups, one operating in the military world and the other in the agricultural sphere, this article illustrates the functions and roles that the Swedish Crown expected foreign experts to have on the eastern frontier of early modern Sweden.

Albert Hesse was one of the most eminent German professors of economic law and statistics. He was educated at the University Hale-Wittenberg, but spent most of his life, as a researcher in Wroclaw (1921–1945). In the period of Weimar Republic, he became one of the most prominent specialists, in his fields of research. He was engaged in various activities, connect ed with international organisations and on the forum of the League of Nations. What is more, he was also, initially, a worker, and then the co-director of East Europe Institute in Wroclaw, though in 1933, after the Nazis had taken over the power, he lost this position. The time of the Third Reich, was the beginning of Hesse’s end as a researcher as threads of the national socialist ideology appeared more and more often in his academic work, which contributed to a decline in his prestige. Nonetheless, there was no solid evidence of his possible harmfulness to anybody, which allowed him to continue teaching in the postwar Germany.

Psychosocial threats at work are one of the big challenges for the management of occupational health (WHO, 2008). The aim of this study was to assess the emotional balance and positivity ratio in the work of uniformed officers and identify differences between these formations. The study involved 218 policemen, firemen and probation personnel. Work-related Affective Well-being Scale was used (Van Katwyk, et al., 2000). Eustress and distress in the work context were relatively independent. Emotions of the opposite sign and low activity were moderately correlated. The officers usually experienced positive work-related emotional balance, with a predominance positive emotions of low activity. The positive ratio was low and reached 1,13. Positive affect was usually present in the work of firemen, while negative affect were often present in the work of policemen. It is probably due to different organization of working time and the emotional dissonance in the professional interpersonal relationships context.

Objective: There are two theories (by Horowitz and by Foa) which attempt at explaining the process of posttraumatic stress disorder (PTSD) development by information dissonance. The purpose of the present study was to verify these theories via cross-sectional and longitudinal studies. Materials and Methods: The study based on a cross-sectional design was performed on a representative group of Polish firefighters. The study using a longitudinal protocol was conducted among police officers. The level of PTSD was assessed using the Questionnaire for PTSD Measurement (K-PTSD). The sense of coherence (SOC) was measured with the Polish adaptation of the Orientation to Life Questionnaire by A. Antonovsky. Results: In the cross-sectional study, the correlation coefficients between K-PTSD and SOC were –0.35 (p < 0.001) in the group of firefighters and –0.47 (p < 0.001) in that of police officers. In the longitudinal study, the relationship between SOC and PTSD symptoms appeared to be curvilinear and had the U-letter shape. Therefore, we used ANOVA for statistical analysis. Unfortunately, the F(2.31) = 1.900 and p > 0.05 indicated that the tendency we observed was not statistically significant. Conclusions: We would like to propose two possible explanations for the difference in the relationships between SOC and PTSD symptoms obtained in the studies employing the cross-sectional and the longitudinal protocols.

The article presents aspects of the functioning of the liaison officer, whose tasks permeate the world of services, politics and diplomacy. Liaison officers mediate or carry out dozens per year, and sometimes hundreds of orders from the country. Starting from checking phones and cars, through operational arrangements, to participation in the most complicated operational investigations that can sometimes last several years. Their work contributes to the professional, quick and precise exchange of information and allows for strengthening business contacts between the countries concerned.
Streszczenie Artykuł przybliża aspekty funkcjonowania oficera łącznikowego, którego zadania przenikają świat służb, polityki i dyplomacji. Oficerowie łącznikowi pośredniczą bądź realizują w skali roku dziesiątki, a niekiedy setki zleceń z kraju. Począwszy od sprawdzeń telefonów, samochodów, poprzez ustalenia operacyjne, aż po udział w prowadzeniu najbardziej skomplikowanych rozpracowań operacyjnych potrafiących trwać niekiedy kilka lat. Praca ich przyczynia się do profesjonalnej, szybkiej i precyzyjnej wymiany informacji i pozwala przy tym zacieśniać kontakty służbowe pomiędzy zainteresowanymi krajami.

This article shows some factors which allow logistics officers of the Polish Armed Forces to develop on professional grounds, essential in preparation for carrying out tasks according to the various conditions of the contemporary and future battleground. The author, with his professional background in the achievement of a principal military career, presents the procedures that are obligatory in the process offdling the official posts for the officers. In the later part of the article, the formal and legal conditions of the development of logistics corps have been elaborated. At the end, an attempt to set the directions of the professional improvement of logistics officers has been undertaken.
W artykule ukazano czynniki umożliwiające rozwój zawodowy oficerów korpusu osobowego logistyki wojsk lądowych Sił Zbrojnych Rzeczypospolitej Polskiej, istotny dla przygotowania do realizacji zadań w zależności od zmieniających się uwarunkowań współczesnego i przyszłego pola walki. Autor z uwagi na posiadane doświadczenie kadrowe w realizacji zasad pragmatyki kadrowej przedstawia procedury obowiązujące w procesie obsadzania stanowisk służbowych przeznaczonych dla oficerów. W dalszej części omówione zostały uwarunkowania formalno-prawne rozwoju oficerów korpusu osobowego logistyki. Na końcu podjęto próbę określenia kierunków doskonalenia zawodowego oficerów logistyki.

The results of the study unambiguously indicate that the phenomenon of occupational burnout affects almost half (44%) of probation officers who participated in the study. It is illustrated by the most important, global occupational burnout ratio and, additionally, its individual dimensions. The correlation between stress and occupational burnout was confirmed, which corroborates the results of studies conducted by authors such as Schaufeli and Dierendock (1995), Hart (1996), Leiter, Maslach (1997), Maslach (1998).
Wyniki badań jednoznacznie wskazują, że zjawisko wypalenia zawodowego dotyczy blisko połowy kuratorów, którzy wzięli udział w badaniach (44%), obrazuje to najważniejszy – globalny wskaźnik wypalenia zawodowego, a ponadto poszczególne jego wymiary. Współzależność stresu i wypalenia zawodowego potwierdzają wyniki badań Schaufeliego i Dierendoncka (1995), Harta (1996), Leitera, Maslach (1997) i Maslach (1998).

W prezentowanym artykule przedstawiono postać ppor. Tomasza Neugebauera. Do stopnia podporucznika został mianowany jesienią 1935 r. Po ukończeniu Szkoły Podchorążych Artylerii służył w 8 Dywizjonie Artylerii Przeciwlotniczej. W jego szeregach w marcu 1939 r. awansował do stopnia porucznika. W kampanii polskiej 1939 r. odznaczył się w bitwie nad Bzurą, gdzie dowodził 15 Baterią Motorową Artylerii Przeciwlotniczej. W czasie wojny przetrzymywany był w niemieckich obozach jenieckich w Brunszwiku, Hadamarze oraz Murnau.
In the article the author focuses on Lt. Tomasz Neugebauer. This officer came from the Polish sant borderland family. In 1932 he joined a military school, and three years later he was moted to a lieutenant. Almost until the outbreak of the war he served in the 8 Anti–aircraft llery Division in Torun. In the Polish campaign of 1939 he took part in the defense of Warsaw and after the capitulation he was sent to German POW camps.

W prezentowanym artykule przedstawiono postać płk. Edwarda Czopora. Oficer ten wywodził się z armii rosyjskiej i w jej szeregach wziął udział w I wojnie światowej. W listopadzie 1918 r. wstąpił do Wojska Polskiego. W latach 1924-1928 pełnił służbę w szkolnictwie, gdzie awansował na pułkownika. Następnie dowodził pułkiem artylerii. Od 1932 r. do wybuchu wojny służył na kierowniczych stanowiskach w służbie uzbrojenia.
The author presents the figure of Colonel Edward Czopór. This officer originally served in the Russian Army and as its soldier took part in World War I. In November 1918 he joined the Polish Army. In the years 1924-1928 he served in educational establishments, where he was promoted to colonel. Then he commanded an artillery regiment. From 1932 until the outbreak of war he served in leadership positions in the ordnance branch.

Problematyka gender należy od wielu lat do kwestii bardzo często podnoszonych przez nauki społeczne. Od czasu ukonstytuowania się w obrębie socjologii subdyscypliny, jaką jest socjologia grup dyspozycyjnych, kwestie równego statusu kobiet i mężczyzn są podnoszone w kontekście wojska, różnego rodzaju służb i straży, a także policji. Ma to swój wymiar praktyczny (związany z funkcjonowaniem owych służb) oraz ideologiczno – kulturowy (skorelowany z trendami i tendencjami obserwowanymi w krajach Zachodu). W artykule podjęto kwestie prezentowania wizerunku kobiet, będących funkcjonariuszkami Policji w mediach branżowych Policji, takich jak periodyk „Policja 997”, a także na oficjalnej witrynie internetowej instytucji.
The gender issues have been often raised in social sciences in recent years. Since the sociology of uniformed groups became a sociological subdiscipline, the issue of the equal status of men and women have been discussed in the context of the military, police and many other uniformed services. It has its practical dimension (connected with the functioning of these groups) as well as ideological and cultural ones (correlated with the tendencies seen in Western countries). In this article the issues of the image of policewomen in trade media such as “Policja 997” and this institution’s official internet site are depicted.

Lack of court protection for officers whose current service relationship is substituted with a form that is less beneficial – an employment relationship, should be seen as a violation of their right to trial. A labour court, by definition, is not an appropriate court when it comes to cases of entering into or the termination of service relationships having a legal and administrative character. This court can judge cases concerning the employment relationship of an employee but fundamentally does not have jurisdiction to assess the establishment and termination of a legal and administrative relationship. Therefore, sending customs officers to labour courts causes the transformation of a service relationship into an employment relationship to slip out of court control.
Artykuł dotyczy „przekształcenia” stosunku służbowego funkcjonariusza uprzednio zatrudnionego w służbie celnej w stosunek pracy. Owo przekształcenie odbywało się na podstawie ustaw reformujących administrację celno-skarbową, które weszły w życie w 2016 r. Według utrwalonej już linii orzecznictwa sądów istota „przekształcenia” polega na tym, że funkcjonariusz pełniący służbę na podstawie stosunku administracyjnoprawnego wskutek oferty złożonej przez pracodawcę staje się pracownikiem. Przekształcenie stosunku służbowego w stosunek pracy odbywa się zatem bez uprzedniego wygaszenia stosunku służbowego w drodze aktu administracyjnego.

Correctional staff is particularly exposed to occupational stress which in turn can have a negative impact on their job performance. This study attempted to analyse the role of personality, organizational factors, and stress coping strategies in shaping job satisfaction. 163 correctional staff members who were being trained at the Central Training Centre of Correctional Services in Kalisz, Poland, participated in the study. The following tools were used: The Bochum Inventory of Personal Work Features (BIP), the Multiphasic Inventory for Measuring Coping (COPE), and the Satisfaction with Job Scale (SSP). Staff working directly with inmates scored the lowest in terms of job satisfaction. Social sensibility is a predictor of job satisfaction among each study subgroup and each correctional department and correctional staff as a whole. Correlates of job satisfaction among correctional officers were: Active coping with stressful situations and Seeking social support for emotional and instrumental reasons.
