The analysis of the political-military situation in South-east Asia shows that it is a hot spot area which, in the future, might be a place of nuclear conflict. Disputes over natural resources, the petroleum and natural gas of the South China Sea, may make it a global hot spot. The main contenders who want to play the dominant role in the Asia and the Pacific Ocean area are the United States and China. Territorial disputes can also start a future war. Kashmir, which remains the source of ceaseless tensions between India and Pakistan, can provide an example. Conflicts have already consumed thousands of victims and repeatedly put the feuding sides on the edge of the nuclear war.

W artykule tym omówiono kwestie związanie z wytwarzaniem energii jądrowej podczas wybuchów jądrowych, tj. energii generowanej w wyniku powstawania nowych jąder atomowych, dzięki redystrybucji protonów i neutronów w oddziałującym jądrze, tworząc tym samym po procesie zupełnie nowe pierwiastki. Można osiągnąć to w dwojaki sposób – albo łącząc je w procesie fuzji albo rozdzielając w procesie rozszczepienia. Energia jądrowa początkowo była wykorzystywana w celach wojennych, jednak naukowcy zaczęli się coraz intensywniej zastanawiać nad tym, jak można ją wykorzystać w celach pokojowych z pożytkiem dla ludzi. Opisano tu historię teorii wybuchów jądrowych, a także pierwsze próby ich przeprowadzenia oraz rozwój badań nad ich wykorzystaniem w celu służby społeczeństwu. Wyjaśnione tu zostaną podstawowe zasady rozszczepienia jąder atomów i fuzji oraz mechanizmu reakcji łańcuchowej towarzyszącej wybuchom jądrowym, a także ich zastosowanie w elektrowniach jądrowych. Oprócz tego przedstawiono tu klasyfikację wybuchów jądrowych oraz ich krótką charakterystykę. Następnie opisano projekt Trinity, tzn. pierwszy naziemny test broni jądrowej przeprowadzony przez Stany Zjednoczone w 1945r. oraz zestawiono badania wybuchów jądrowych we Francji w latach 1960-1974.
In article issues related to production of nuclear power during nuclear explosions are discussed (e.g. energy generated during formation of new nuclei due to protons and electrons redistribution). It causes thereby the emergence of new elements. It can be achieved in two ways – connection by fusion and splitting by fission processes. Nuclear energy was used for military purposes initially, but scientists were wondering more and more intensively how to use this energy in a peaceful way, for the people benefits. Furthermore, the history of nuclear explosions is described here, with the first attempts to perform and the development in researches aiming at the use of nuclear power in public service. Basic rules of fission and fusion processes are explained here, and nuclear explosions accompanied by the chain reaction with their applications in nuclear power plants are discussed. Except that, the classification and the characteristic of nuclear explosions are presented. After that, the Trinity test is described, i.e. the first aboveground nuclear weapon test performed by United States in 1945. The article also presents the Nuclear explosion tests in France between 1960-1974.

Nuclear and radiation technologies play an important role in power sector, starting from fossil fuels exploitation, their transport and distribution and finally power generation. Application of environmental isotopes, stable and radioactive, in ground water monitoring in the vicinity of open cast lignite mine, radon monitor applied for miner’s safety in deep coal mines and nucleonic control systems for ash in coal control are discussed in the paper. Other applications of nuclear techniques reviewed, concern the oil industry, oil field recovery, transportation pipelines and refineries. Finally, the application of beta radiation-based gauges for air borne fly ash monitoring and radiation technology for flue gas treatment are the examples of using this technique in power sector equipped with coal and oil fired boilers.

The article analyses the work of artists who not only document the effects of nuclear disasters, but also provide a form of artistic expression, contributing to public awareness and discussion on the nuclear threat. Works by Niwelińska, Slavick, Goin, Gowin and Hesse-Honegger show not only the destruction in space, but also the subtle deformations in the structure of the fabric of life itself. The convergence of perspectives presented by the artists becomes a key tool in understanding that which is intangible and invisible to the ordinary eye. Moving from the micro- to the macro-scale, from the view from above to an insightful look into the internal structures, the artists explore the ‘shaky balance’ between the visible and the invisible.

This review is focused on findings concerning the presence of translation apparatus components (aminoacyl-tRNA synthetases, aminoacyl-tRNA, elongation factors) as well as translation itself in the nucleus. A nuclear role of these molecules is unknown. New findings suggest that well-accepted model of spatial segregation of transcription and translation in eukaryotic cell may be oversimplifcation. Nuclear coupling of both these processes show us how exciting and surprising may be the world of the living cell.

The article is an attempt to analyze the current situation and plans for the development of the nuclear industry in the Middle East after the failure in Fukushima. Next to the southern and eastern Asian countries nuclear power becomes a choice of countries of the Middle East region. Taking into account the significant gaps in economic and scientific potential, and the unstable political situation in the countries of the region – projects to build nuclear power stations seem to be a particularly complex challenge. The article analyzes the entered and planned investments and risks, which may arise in connection with the implementation of adopted plans.

Nuclear weapons are a historically acknowledged factor of security development and maintenance of the strategical balance. Therefore, in spite of programs preventing its proliferation, most states having such weapons modernize and develop their nuclear arsenals, perceiving it as a sign of power and a guarantee of security. The methodology employed in this article critical analysis and synthesis of reliable sources from the scope of the area of research. The nature of the article is explanatory with elements of inference. This paper presents an evaluation of circumstances inducing a state to possess nuclear weapons, in consideration of both the positive and negative consequences of their possession. In the author’s view, studying this article should at least evoke a reflection on the development of nuclear weapons as a means of forming modern relations of security.

In such a complex and uncertain world, it may help to think like a Hindu, and accept contradiction as more in keeping with social and political reality than is finding a right answer to complex policy puzzles. What is almost impossible for those trained within Western frames of reference is to grasp that there are diverse perspectives of understanding that may result in seemingly contradictory recommendations despite shared values and goals. Civilizational perspectives and personal experience inevitably color what we feel, think, and do, and so being likeminded when it comes abolishingnuclear weapons is often coupled with somewhat divergent views on what to advocate when it comes to tactics and priorities.In this spirit, this paper tries to depict a set of reasons why the goal of nuclear disarmament will never be reached so long as arms control and nonproliferation of nuclear weaponry are seen as the pillars of global stability in the nuclear age.

This paper focuses on a highly specialized field of law, namely nuclear law. This is characterized, on the one hand, by strong national competences and the primary position of national law, but also, on the other hand, by the international dimension, which has a major impact on national law. For a European Union Member State, the picture is even more wide-ranging, as European Union law, in this case the Euratom Treaty, adds another important layer to the legal-regulatory framework in the nuclear energy sector. The point of departure for this paper is therefore that of an EU Member State, which in nuclear energy issues functions in a legal field consisting of three interdependent main elements – national law, European Union law and international law. Thus, the article seeks to answer the question of which of these three legal systems is the primary one for an EU Member State in the area of nuclear safety, and also to shed light on their interrelationships. he theoretical framework for this analysis aimed at systematization is Hans Kelsen’s classical theory of legal systems. The argument presented here is that for an EU Member State the primary legal system from a legal-hierarchical point of view is the legal system composed of EU law. This is the case mainly because the EU has competence in the area of nuclear safety, albeit shared with the EU Member States. Although the EU/Euratom has not yet significantly expanded regulation in this field, this will most likely change as EU energy policy and legislation develops further in the future. This evolution will most likely have both legislative and enforcement impacts, despite the fact that the substantive content of legislation on all three levels is quite similar. In spite of this, the three legal systems co-exist in constant interaction and without major collisions. Kelsen’s perspective can prove beneficial for understanding the boundaries of the three interdependent legal systems and the shift of the basic norm towards EU law over the past two decades.

In a year and a half after the events of March 2011, Japan excluded all their nuclear reactors, returning to fossil fuels as a basis in the energy field. The shock associated with nuclear disaster seemed to indicate an ultimate end of Japanese adventure with the atom. The situation has, however, significantly changed during the last several months, and the first nuclear reactor connected again to the electric network, is a proof of the change of the energy policy. The article aims to identify the current state of knowledge on the future of nuclear energy in the Japanese energy sector and adjustments proposed in the future energy mix. At the same time, it is an attempt to analyze the reasons that led the current Government of Prime Minister Abe to take very unpopular decisions to return to nuclear energy.

The paper discusses the events of 2005–2015, when the international community decided that Iran’s nuclear programme can also serve military purposes, and endeavoured to impose a strict control over this programme. The diplomacy of the European Union was exceptionally active in this area, in particular its three strongest members: France, Germany and the United Kingdom. Given the protests of Iran and its accelerated work within the programme, there emerged the option of confrontation (including military conflict) or compensation offered to Iran in return for its abandoning nuclear ambitions. Over several years of negotiations, concluded by an agreement in July 2015, the EU was able to exert a strong politico-economic pressure on Iran on the one hand, and offer it advantageous terms of cooperation in the field of nuclear research on the other.

The purpose of the article was to gather the basic information about the mechanism behind nuclear energy formation and the types of reactors, already built worldwide or potentially planned for construction in the near future, and to present the history of the beginnings of nuclear power in Poland. The issues of the safety of reactors, independent safety assurance systems and systems for emergency shutdown of a reactor are discussed in more detail. The problem of responsibility for the safety of nuclear equipment is also examined, including the relevant authority and method for such safety inspection. The initiatives taken in Poland in connection with the programme for the nuclear power industry are also described.

Chemistry - radiochemistry, radiation chemistry and nuclear chemical engineering play a very important role in the nuclear power development. Even at present, the offered technology is well developed, but still several improvements are needed and proposed. These developments concern all stages of the technology; front end, reactor operation (coolant chemistry and installation components decontamination, noble gas release control), back end of fuel cycle, etc. Chemistry for a partitioning and a transmutation is a new challenge for the chemists and chemical engineers. The IVth generation of nuclear reactors cannot be developed without chemical solutions for fuel fabrication, radiation-coolants interaction phenomena understanding and spent fuel/waste treatment technologies elaboration. Radiochemical analytical methods are fundamental for radioecological monitoring of radioisotopes of natural and anthropological origin. This paper addresses just a few subjects and is not a detailed overview of the field, however it illustrates a role of chemistry for a safe and economical nuclear power development.
