The article concerns a frontier neighborhood, which is part of the development of Polish-Russian borderland (on the example of Warmia and Mazury and Kaliningrad region of Russian Federation). The neighborhood is interpreted as building appropriate relationships between countries and regions, in various areas of developed and developing cooperation. In the period under review 40% of municipalities had established cooperation with foreign partners. The estimates indicate that only more than 30% of them have actively collaborated with the Kaliningrad region. Municipalities noticed in turn the benefits of collaboration in border tourism and border infrastructure development, the increase in incomes of the local community, particularly living next to the border, and in the efficient protection of environment. In addition, 36% of total proved much better display or better effect on the activation of neighborhood socio-economic situation in the municipality. This is reflected above all in the organization of promotional events and so called frontier fairs supporting local entrepreneurship, business networking by local manufacturers, cooperation between chambers of commerce and industry, activities of NGOs and applying for EU funding for the joint venture. Multifaceted co-operation between neighboring areas belonging to the separate states, and even political and economic systems, eliminates the problems that divide peripherally located regions.

The neighborhood graph N(G) of a simple undirected graph G = (V,E) is the graph $(V,E_N)$ where $E_N$ = {{a,b} | a ≠ b, {x,a} ∈ E and {x,b} ∈ E for some x ∈ V}. It is well-known that the neighborhood graph N(G) is connected if and only if the graph G is connected and non-bipartite.
We present some results concerning the k-iterated neighborhood graph $N^k(G) : = N(N(...N(G)))$ of G. In particular we investigate conditions for G and k such that $N^k(G)$ becomes a complete graph.

The neighborhood polynomial of graph G is the generating function for the number of vertex subsets of G of which the vertices have a common neighbor in G. In this paper, we investigate the behavior of this polynomial under several graph operations. Specifically, we provide an explicit formula for the neighborhood polynomial of the graph obtained from a given graph G by vertex attachment. We use this result to propose a recursive algorithm for the calculation of the neighborhood polynomial. Finally, we prove that the neighborhood polynomial can be found in polynomial-time in the class of k-degenerate graphs.

For a 1-tough graph G we define σ₃(G) = min{d(u) + d(v) + d(w):{u,v,w} is an independent set of vertices} and $NC_{σ₃-n+5}(G)$ = $max{⋃_{i = 1}^{σ₃-n+5}$ $N(v_i) : {v₁, ..., v_{σ₃-n+5}}$ is an independent set of vertices}. We show that every 1-tough graph with σ₃(G) ≥ n contains a cycle of length at least $min{n,2NC_{σ₃-n+5}(G)+2}$. This result implies some well-known results of Faßbender [2] and of Flandrin, Jung & Li [6]. The main result of this paper also implies that c(G) ≥ min{n,2NC₂(G)+2} where NC₂(G) = min{|N(u) ∪ N(v)|:d(u,v) = 2}. This strengthens a result that c(G) ≥ min{n, 2NC₂(G)} of Bauer, Fan and Veldman [3].

The topic of this paper is the hat problem in which each of n players is uniformly and independently fitted with a blue or red hat. Then everybody can try to guess simultaneously his own hat color by looking at the hat colors of the other players. The team wins if at least one player guesses his hat color correctly, and no one guesses his hat color wrong; otherwise the team loses. The aim is to maximize the probability of winning. In this version every player can see everybody excluding himself. We consider such a problem on a graph, where vertices correspond to players, and a player can see each player to whom he is connected by an edge. The solution of the hat problem on a graph is known for trees and for cycles on four or at least nine vertices. In this paper first we give an upper bound on the maximum chance of success for graphs with neighborhood-dominated vertices. Next we solve the problem on unicyclic graphs containing a cycle on at least nine vertices. We prove that the maximum chance of success is one by two. Then we consider the hat problem on a graph with a universal vertex. We prove that there always exists an optimal strategy such that in every case some vertex guesses its color. Moreover, we prove that there exists a graph with a universal vertex for which there exists an optimal strategy such that in some case no vertex guesses its color. We also give some Nordhaus-Gaddum type inequalities.

For an integer k ≥ 1, we say that a (finite simple undirected) graph G is k-distance-locally disconnected, or simply k-locally disconnected if, for any x ∈ V (G), the set of vertices at distance at least 1 and at most k from x induces in G a disconnected graph. In this paper we study the asymptotic behavior of the number of edges of a k-locally disconnected graph on n vertices. For general graphs, we show that this number is Θ(n2) for any fixed value of k and, in the special case of regular graphs, we show that this asymptotic rate of growth cannot be achieved. For regular graphs, we give a general upper bound and we show its asymptotic sharpness for some values of k. We also discuss some connections with cages.

We define an almost-injective coloring as a coloring of the vertices of a graph such that every closed neighborhood has exactly one duplicate. That is, every vertex has either exactly one neighbor with the same color as it, or exactly two neighbors of the same color. We present results with regards to the existence of such a coloring and also the maximum (minimum) number of colors for various graph classes such as complete k-partite graphs, trees, and Cartesian product graphs. In particular, we give a characterization of trees that have an almost-injective coloring. For such trees, we show that the minimum number of colors equals the maximum degree, and we also provide a polynomial-time algorithm for computing the maximum number of colors, even though these questions are NP-hard for general graphs.

Any graph $G$ admits a neighborhood multiset \(\mathscr{N}(G) = \{N_G(x) | x ∈ V (G)\}\) whose elements are precisely the open neighborhoods of $G$. We say $G$ is neighborhood reconstructible if it can be reconstructed from \(\mathscr{N}(G)\), that is, if \(G ≅ H\) whenever \(\mathscr{N}(G) = \mathscr{N}(H)\) for some other graph $H$. This note characterizes neighborhood reconstructible graphs as those graphs $G$ that obey the exponential cancellation \(G^{K_2} ≅ H^{K_2} ⇒ G ≅ H\).

A simple graph G is called a compact graph if G contains no isolated vertices and for each pair x, y of non-adjacent vertices of G, there is a vertex z with N(x) ∪ N(y) ⊆ N(z), where N(v) is the neighborhood of v, for every vertex v of G. In this paper, compact graphs with sufficient number of edges are studied. Also, it is proved that every regular compact graph is strongly regular. Some results about cycles in compact graphs are proved, too. Among other results, it is proved that if the ascending chain condition holds for the set of neighbors of a compact graph G, then the descending chain condition holds for the set of neighbors of G.

Let G be a 2-connected graph of order n. Suppose that for all 3-independent sets X in G, there exists a vertex u in X such that |N(X∖{u})|+d(u) ≥ n-1. Using the concept of dual closure, we prove that
1. G is hamiltonian if and only if its 0-dual closure is either complete or the cycle C₇
2. G is nonhamiltonian if and only if its 0-dual closure is either the graph $(K_r ∪ Kₛ ∪ Kₜ) ∨ K₂$, 1 ≤ r ≤ s ≤ t or the graph $((n+1)/2)K₁ ∨ K_{(n-1)/2}$.
It follows that it takes a polynomial time to check the hamiltonicity or the nonhamiltonicity of a graph satisfying the above condition. From this main result we derive a large number of extensions of previous sufficient conditions for hamiltonian graphs. All these results are sharp.

With the ever-rising data volume that is demanded by the market, network planning in order to minimize the necessary investment while meeting the demands is constantly an important task for the network providers. Synchronous digital hierarchy (SDH) and wavelength division multiplex (WDM) form the core of many current backbone networks. In order to solve the provisioning and routing problem in such WDM networks, we develop a variable neighborhood search (VNS) metaheuristic. VNS is a metaheuristic that combines series of random and improving local searches based on systematically changed neighborhoods. An integer flow formulation is modeled in AMPL and solved by CPLEX in order to obtain optimal solutions as a reference for the heuristic.

Middle East is a natural area of interest, rivalry and cooperation of the most important international players, due to its strategic location at the borders of three continents as well as sources of energy it owns. China’s policy in Middle East has been widely analysed in the recent years and literature of this subject gains newer and newer titles. Context of rivalry in the area relates to U.S. in the majority of studies, especially if comes to period of post-Arab Spring, when internal changes in the region are accompanied with diversification of particular countries’ foreign policy, in favour of closer cooperation with BRICS countries. Position of the EU, the closest neighbour of the Arab World, also changes. Europe loses in this region not only if comes to economy but politics as well. Arab countries noticably increase their interest not only in economic cooperation with China, but also Chinese way of development. The aim of the article is to present and evaluate actions of the EU and China in Middle East region within recent years. It is hypotesized that China’s increasing engagement in cooperation with Middle East countries inevitably leads to political and economical rivalry with the EU, especially if comes to Arabic part of Mediterranean Sea, which is the area where strategic interest of Europe is the most strongly articulated.

In this work, we revisit the Locally Linear Embedding (LLE) algorithm that is widely employed in dimensionality reduction. With a particular interest to the correspondences of the nearest neighbors in the original and embedded spaces, we observe that, when prescribing low-dimensional embedding spaces, LLE remains merely a weight-preserving rather than a neighborhood-preserving algorithm. Thus, we propose a \neighborhood-preserving ratio" criterion to estimate the minimal intrinsic dimensionality required for neighborhood preservation. We validate its efficiency on sets of synthetic data, including S-curve, Swiss roll, and a dataset of grayscale images.

The evolution of the Southern dimension of the European Neighborhood Policy after the Arab Spring. The aim of the article is to analyze the evolution of the European Neighborhood Policy, in particular its Southern dimension, after the Arab Spring. Since then, the EU has changed the strategic documents of the ENP several times trying to adapt its policy to the change taking place in the region. The European Neighborhood Policy initiated in 2004 has become one of the most ambitious European Union policies towards its neighbors. Based on the experience of the accession process, it has offered an integration in almost all areas of cooperation and financial assistance. At the same time, the European Union emphasized democratic reforms and respect for human rights. The Arab uprisings put the logic and eff ectiveness of the neighborhood policy in question. In 2011, the process of changing policy assumptions towards partners began. This process is based on a broad consensus in the EU institutions and member states regarding the need to adjust cooperation strategies with the European Union’s neighbors, to real challenges and problems, as well as partner countries’ capabilities.
Celem artykułu jest analiza ewolucji Europejskiej Polityki Sąsiedztwa – w szczególności jej wymiaru południowego – po Arabskiej Wiośnie. Od czasu tych wydarzeń Unia kilkukrotnie zmieniała dokumenty strategiczne EPS, próbując dostosować swą politykę do zmian zachodzących w regionie. Zainicjowana w 2004 r. polityka sąsiedztwa stała się jednym z najambitniejszych przedsięwzięć Unii Europejskiej wobec najbliższych sąsiadów Europy – oparta na doświadczeniach procesu akcesyjnego, zaoferowała partnerom pomoc finansową oraz integrację niemal we wszystkich obszarach współpracy. Równocześnie Unia położyła nacisk na reformy demokratyczne i przestrzeganie praw człowieka. Powstania arabskie postawiły jednak logikę i skuteczność polityki sąsiedztwa pod znakiem zapytania – w 2011 r. rozpoczął się proces zmian jej założeń, będący wyrazem konsensusu w instytucjach UE i państwach członkowskich co do konieczności dostosowania strategii współpracy z sąsiadami Unii, do rzeczywistych możliwości, wyzwań i problemów
