The article presents an exemplary application of the multi-criteria navigational safety assessment method for the proposed variants of the designed waterway in order to verify it. This method comprehensively considers the most important environmental and technical aspects related to the implementation of the planned investment. The method can be used for the purposes of navigational analysis, i.e. an engineering document that meets the requirements of the regulation of the competent, which subject to agreement with the Director of the territorially competent Maritime Office.

The paper presents the assumptions of a simulation model for assessing the navigational safety of fishing vessels. The model consist of submodels of merchant and fishing vessels traffic, submodel of external condition and submodel of accident consequences. Paper present also a results of simulation experiment which was carried out for Polish EEZ. Model takes into account all Polish fishing vessels operating in the Polish EEZ with length more than 15 meters and the merchant vessels traffic in South Baltic Sea area. As a results positions of simulated collisions of fishing and merchant vessels, positions and sizes of simulated bunker spills and the positions of losses of fishing equipment were achieved.
W artykule przedstawiono założenia złożonego modelu symulacyjnego dla szacowania bezpieczeństwa nawigacyjnego statków rybackich. Model składa się z modeli ruchu statków handlowych i statków rybackich, modelu warunków środowiskowych oraz modelu skutków zdarzenia. Ponadto w artykule przedstawiono rezultaty eksperymentu symulacyjnego przeprowadzonego dla polskiej wyłącznej strefy ekonomicznej. Model uwzględnia wszystkie polskie statki rybackie operujące w polskiej wyłącznej strefie ekonomicznej o długości większej niż piętnaście metrów oraz ruch statków handlowych na południowej części Morza Bałtyckiego. W rezultacie otrzymano pozycje prawdopodobnych kolizji statków transportowych oraz rybackich, pozycje i rozmiary prawdopodobnych rozlewów olejowych oraz pozycje utraty narzędzi połowowych.

The necessity of verifying manoeuvring mathematical models in shallow water for studying the safety of ships using a ship-handling simulator is pointed out in this report. Several instances of verification of mathematical models in shallow water are introduced here based on measurements of motion conditions of full-scale ships and shallow water tank tests of models. Results of safety assessment tests of five manoeuvring phases are given using the verified manoeuvring mathematical models to discuss manoeuvring criteria in shallow water. Objective manoeuvring criteria for safety assessment in shallow water are proposed based on subjective judgement related to control margin assessed by more than 3,200 masters and pilots for over 325 simulation tests and by analysis of the study results of 15 full-scale ships.

The ship domain is one of the criteria for navigational safety assessment. It is particularly important in restricted areas with high intensity traffic, where the criteria of closest point of approach (CPA) and time to CPA are difficult to apply. This research continues to examine ship domains in Traffic Separation Schemes (TSS). We have analyzed precautionary areas established within TSSs in connection with changed arrangements of vessel traffic. Besides, we have defined ship domains in a precautionary area of a specific TSS, and compared them to domains of vessels proceeding along traffic lanes.

A ship domain is nowadays an important navigational safety assessment criterion. Its shape and size depend on many factors. The available maneuvering area seems to be one of the most important of them. This article examines the influence of the available manoeuvring area on the shape and size of ship domain in the open sea and restricted waters. The research was conducted using a simulation method. Expert navigators participated in simulations using the ECDIS system. The domains of ship passages in open sea area and restricted area have been compared.

Over the last few decades, the International Maritime Organization (IMO) has very heavily utilized the Safety of Life at Sea (SOLAS), 1974 Convention as the main legal instrument (and implementation tool) concerning safety at sea for merchant vessels engaged in international trade. During this more than a century of existence and continuous improvement of the Convention, wide-ranging safety risks have been addressed via SOLAS and certain relevant “supporting” Codes, covering for example the issues of design, construction and equipment of ships, as well as paving the way for the introduction of a structured framework of operational procedures that ensures a high level of professional performance for the crew onboard those seagoing vessels (the International Management Code for the Safe Operation of Ships and for Pollution Prevention-ISM Code) and even including human factors topics. Until this point in time, the IMO has developed the SOLAS Convention with fourteen (14) chapters that are covering all the main risks associated with shipping operations and are working in parallel with other related Conventions and Codes to enhance the level of safety at sea, under a holistic approach that is working under the principle of interrelation. This paper aims to briefly discuss SOLAS’ history of development and highlight just a few of those important risks that this Convention is addressing, with certain emphasis on the topic of “safety of navigation”. Apart from helping to understand the way this Convention and other IMO’s legal instruments are interrelated, it will also provide a few educated guesses about the “upcoming” challenges that in the near future should also be included into the scope of the SOLAS, with the topic of Maritime Autonomous Surface Ships (MAAS) clearly standing out.

Risk of an accident is an ever-present component in the maritime transportation process, especially in congested waters such as port areas. Since safety is of crucial importance in the maritime industry, different models of risk assessments were developed to ensure minimal navigational danger. The aim of this paper is the development of modular, dynamic sets of parameters, applicable for future risk assessment models on port approaches by introducing top-down expert appraisal structure methodology organised in three steps. Firstly, approaches and criteria from relevant international recommendations and scientific studies on maritime risk assessment models were analysed and compared, in order to obtain general categories of navigational safety parameters. Secondly, existing risk assessment parameters were structured and combined into new dynamic sets. In the third step, these dynamic sets of parameters were selected, and numerical values were assigned to them according to the specific context of the port. Finally, this top-down methodology aims to provide relevant dynamic sets of criteria for navigational safety risk assessment development that are flexible and widely applicable for the needs and characteristics of different ports.

The paper presents an analysis of the accident between a passenger ship moving on the route Swinoujscie Ystad with tanker carrying hazardous substances category X. In order to assess the safety of navigation in the study area the authors have developed a probabilistic domain, which aims to estimate the number of incidents of navigation on the basis of real data from AIS and to find potentially dangerous areas, where there is the highest number of incidents. Then the vessel traffic model was built and the model of navigational safety assessment to evaluate the probability of Ro-Pax Ferry-Chemical tanker collision. Finally the consequences assessment of collision between Ro-Pax and chemical tanker carrying ammonia was performed, taking into consideration ammonia release.

Safety, along with the issue of security, is the most substantial and critical issue to any society and nation of the mankind. The fact that human elements contribute dominantly, in particular, to the transportation – marine, air and road traffic – accidents requires not only the technical approaches, but also cultural configuration inherent to the accidents. This paper tries to incorporate Hofstede’s dimensions of national culture to identify possible interaction with accidents. It will be of help to figure out the need to consider the aspect of national culture to be efficient in dealing with policies for safer communities and nations.

This paper presents the process of quantitative assessment of selected factors influencing the probability of grounding. All grounding accidents that occurred during one year (2013) in the Baltic Sea area were analysed. The research area was chosen because of very high traffic intensity and a large number of narrow passages that make it difficult for navigation. The research period was limited by the latest data reported by HELCOM up to the year 2013. The Method of Grounding Probability Coefficient (GPC) calculation is proposed to reach the assumed goal. Either internal factors such as the ships size and ship type or external factors such as time of day, wind force and season were taken into account. As a result the values of coefficients describing the impact of various factors on the probability are evaluated. This coefficients, taking into consideration coupling effect, can be used in future in the navigational safety simulation models based on the assumed value of accident probability.
