    This publication focuses on defining the legal nature of the constructions of public-private partnership and administrative agreements under different legal systems, with particular emphasis on Polish regulations. Due to complex changes within the concept of public administration, alternative methods of its operation gradually appear. Unification of European legal structures and global socio-economic innovations are an impulse for the analysis of methods that allow adapting to the marketization of public tasks. The aim of the author is to assess the effectiveness of a hybrid forms of public-private partnership and administrative agreement combining the features of private and public law, based on the evaluation of doctrine and jurisprudence. Solutions taken from Polish legal acts on local government and the practice of public institutionsreflect the challenging problem of multilayeredness of obligations undertaken by aforementioned form. Extracting the conclusions from market research and cited government reports allows to formulate postulates de lege ferenda and accurate diagnosis of the activities of modern administration.

    W artykule przedstawiono koncepcję Nowego Zarządzania Publicznego. Koncepcja ta postuluje przenoszenie elementów dobrych praktyk, wypracowanych w sektorze prywatnym, na grunt organizacji publicznych. Polegają one m.in. na wdrażaniu decentralizacji, dekoncentracji, zmianie sposobu motywowania pracowników, zorientowaniu na klienta oraz racjonalnego zarządzania zasobami ludzkimi.
    The paper presents the concept of the New Public Management. This concept calls for moving the elements of good practice - worked out in private sector - onto the grounds of public sector. Good practice consists of in particular: implementation of decentralization, deconcentration, changing the way of motivating employees, customer orientation and rational management of human resources.

    The subject-matter of the article is the identification and analysis of the constitutional foundations of the legal provisions regulating the administrative procedure of public administration bodies in the Slovak Republic and analysis of decisions made by the Slovak Constitutional Court and Supreme Court. The administrative procedure represents an immanent process in which state and public administration bodies make decisions on rights, legitimate interests as well as obligations and duties in the field of state and public administration. The author aims to identify the most important provisions of the Slovak Constitution and to demonstrate their significance for the decision-making activities of domestic public administration bodies and at the same time to find out if the constitutional and legal basis is sufficient enough to make amendments regarding the decision-making processes of Slovak public administration bodies. The author's research hypothesis, resting on an enquiry to identify if the constitutional amendment is satisfactory and acceptable, is followed by an investigation of mutual relations between the current state of our society and its conditions being in a state of its rapid development and the contents of the constitutional amendment. It is argued that the Constitution as the basic piece of legislation must be adopted with accepted text so that potential changes would not entail having to change the Constitution.

    On 1 March 2017, the Customs Service, which had operated since 1990, became part of the new model of the integrated public administration, i.e. the National Revenue Administration. The aim of the article is to analyze the organizational framework of the customs administration in Poland, to identify reasons for the institutional reform as well as to indicate courses of action of the future policies of the new model of the customs and fi scal administration. The research hypothesis has been as follows: the customs administration in Poland cannot be static against the challenges of the 21st century – the quality of operations, being the fundamental quality of any organization, a characteristic of any system and process, is in need of re-ordering of the entire area related to the management of customs and tax agencies as well as creating modern organization. The research problem that has been posed concerns the transformation of the customs administration in Poland – what reasons, predominantly in the organizational perspective, led to the introduced changes and whether these changes brought a positive outcome in the form of creating a new and effective organizational model. The research has employed descriptive analysis, preceded by a review of the subject literature and the secondary legislation. The structure of the article encompasses three parts and a summary. The first section presents the development of the customs administration after World War 2, the second part concerns the reasons for and the implementation of the institutional reform, the third indicates the courses of action and development of the National Revenue Administration. The summary presents conclusions that have been drawn from the deliberations contained within the article.
    1 marca 2017 r. funkcjonująca od 1990 r. Służba Celna stała się częścią nowego modelu zintegrowanej administracji publicznej, tj. Krajowej Administracji Skarbowej. Celem artykułu jest analiza ram organizacyjnych administracji celnej w Polsce, zidentyfikowanie przesłanek przeprowadzenia reformy instytucjonalnej oraz wskazanie kierunków przyszłych działań nowego modelu administracji celno-skarbowej. Hipoteza badawcza została sformułowana następująco: administracja celna w Polsce nie może być statyczna wobec wyzwań XXI w. – jakość działania, będąca nadrzędną wartością każdej organizacji, cechą każdego systemu i procesu wymaga uporządkowania całego obszaru zarządzania organami celno-podatkowymi i stworzenia nowoczesnej organizacji. Postawiono pytanie badawcze, jak zmieniała się administracja celna w Polsce. Jakie przesłanki, przede wszystkim w wymiarze organizacyjnym, przyczyniły się do dokonanych zmian i czy zmiany te odniosły pozytywny efekt w postaci stworzenia nowego skutecznego i efektywnego modelu organizacji? W badaniach wykorzystano analizę opisową, poprzedzoną przeglądem źródeł literaturowych i aktów prawodawstwa wtórnego. Struktura artykułu obejmuje trzy części oraz podsumowanie. W pierwszej przedstawiono rozwój administracji celnej po II wojnie światowej, druga część odnosi się do przesłanek i wdrożenia reformy instytucjonalnej, trzecia – prezentuje kierunki działania i rozwoju Krajowej Administracji Skarbowej. W podsumowaniu zaprezentowano wnioski płynące z rozważań zawartych w artykule.

    After many years of effort and work to improve the situation, eliminate barriers in the lives of the deaf, developed the law on sign language. It is defined as a milestone in the struggle to improve their situation. Assistive technology for deaf people an opportunity to communicate their alignment with the rest of society. In the era of computerization there are solutions, offers a chance for the abolition of such barriers. Access to the Internet and mobile devices deaf improve communication with its surroundings. The following papers attempts an approximation of deafness as a disability and social groups, and then present the technical and technological foundation that with support communication. The proposal is a response to statutory requirements in relation to public bodies.

    Artykuł traktuje o partycypacji „stanu baronów” (Herrenstand, Freiherrenstand) w zgromadzeniach reprezentanckich Rzeszy Niemieckiej oraz krajów dziedzicznych Habsburgów od XVI do XVIII w. Dokonano w nim wartościowania udziału baronów w urzędach i najważniejszych gremiach Świętego Cesarstwa Rzymskiego Narodu Niemieckiego, ze szczególnym uwzględnieniem pierwszych, najważniejszych urzędów w takich instancjach, jak sąd kameralny Rzeszy, rada nadworna Rzeszy, sąd dworski, a z drugiej strony przedstawiono rolę, jaką odegrali baronowie w życiu urzędniczym ziem dziedzicznych. Starano się w ten sposób, poprzez połączenie obu wątków, zwrócić uwagę na trudną do przecenienia wartość tej grupy dla istnienia państwa oraz wskazać jej szerokie aspiracje i zaangażowanie w życie publiczne. Taka bowiem samorealizacja odegrała niebagatelną rolę w wyznaczaniu kierunków polityki cesarzy, na trzy stulecia, tworząc częściową supremację baronów na urzędach centralnych i lokalnych.
    The article deals with the participation of the "state of barons" (Herrenstand-, Freiherrenstand) in the representative assemblies of the German Reich and the Habsburg Hereditary Countries, which collectively constituted the Holy Roman Empire of the German Nation in the period of the 16th-18th centuries. Similarly, the participation of barons in the offices of the most important bodies has been evaluated including such instances as the Reich Chamber Court, Reichs Court Council, Court Court, and on the other hand, the role played by the barons in the clerical life of the Hereditary Lands. In this way, by combining the two images, we attempt to draw attention to the value of this group, which is difficult to overstate, for the existence of the state and indicate its broad aspirations and involvement in the public life of the state. For such self-realization played a significant role in the directions of the emperors' policy for three centuries, creating a partial supremacy of barons in both central and local offices.
