This paper presents a rocket flight safety analysis using methods from the internationally recognized standard RCC 321-20 with an emphasis on a suborbital launch from the Polish coast. Currently, several entities are launching (or planning to launch) suborbital rockets and land them in the Baltic sea – and such flights are expected to be performed using more and more capable rockets with increasing launch frequency. While the present approach in Poland is to close a predefined air space, monitor or close the maritime zone to any traffic and ensure that the impact point dispersion of all rocket elements will fit within that restricted area, established and proven methods often take advantage of advanced calculations of flight risk to the public, aircraft and vessels. This paper demonstrates this approach and compares relative rocket or missile flight safety from Poland to other locations frequently used for such exercises. The results of this work may also be beneficial when planning safety measures for military exercises involving missiles.

Reliability studies in the operation of military vehicles are not carried out extensively. This is due to the guidelines of superiors regarding the keeping of operational records in military units. As a result, this work attempts to determine the reliability of military vehicles. This work includes reliability tests of military vehicles operated in military units in the second phase of operation, i.e. in the operation interval, where the extent of change in the intensity of damage is the least in the function of mileage. The study used a sample of 37 vehicles for which all operational events relevant to reliability determination were recorded during a two-year observation period. Using recorded operational data, an empirical reliability function of the vehicles included in the test sample was determined. Based on reliability tests of the reliability function as a function of mileage to damage, they show that second-phase vehicles used in military units have a logarithmic distribution of reliability as a function of mileage.

Keeping vehicles technically suitable is strictly dependent on the intensity and nature of the damage. Determining the factors influencing functional availability comes down to investigating the causes of vehicle damage. Studies and analysis of the results have confirmed that functional availability for military vehicles can be estimated, taking into account vehicle intensity and reliability. The intensity of use may be taken into account by appropriate selection of layer tests, classified by intensity of use and by observing changes in functional availability with an increase in the number of trips, reflecting the intensity of use. Studies have found that the intensity of use in the range of average intensity of use of military vehicles does not significantly differentiate the level of availability.

In the article the authors have attempted to analyze the specifications and criteria imposed on military vehicles acquired by the Polish Armed Forces. The issues of selection of the target operation standard, interval between periodic maintenance inspections, fault tolerance and reliability, which are defined in tactical-technical criteria by administrators, were addressed. The technical specifications are the essential component of qualification studies. The data obtained from research of prototypes and the initial years of exploitation of the new military equipment (SpW) constitute the source of verification for technical-tactical criteria (ZTT) or initial technical-tactical criteria (WZTT) adopted for implementation. The article also discusses the issues related to estimation of probability of the tasks to be executed by military vehicles in typical operating conditions depending on the lifetime, mileage or method of storage. Presumable combat losses, which are independent from the adopted operation system of the military equipment, have been omitted. The research works in the field of reliability are conducted in the Armored Fighting Vehicles Laboratory of the Military Institute of Armored and Automotive Technology in Sulejówek. Additionally, the authors have addressed the possibility of the application of computer simulation for the purpose of military vehicles reliability.

The article presents the history of construction of the armored carrier MT-LB designed in 1960s in Kharkiv Tank Factory in the USSR. The serial production of the carrier in Poland and the involvement of Polish scientific and research centers in the preparation of its specialized versions is discussed. The individual versions of the carrier are characterized, streaming them according to: vehicles produced in Poland, prototype vehicles constructed in Polish scientific and research centers and vehicles obtained for the Polish Armed Forces under import. Furthermore, the article outlines the utilization of the MT-LB armored carrier and anti-aircraft missile launchers, engineering vehicles, armored recovery and command-staff vehicles built on its basis by the Polish Armed Forces’ units, drawing the attention to their role in process of technical modernization of the land forces.

W artykule zaprezentowano przegląd automatycznych systemów przeciwpożarowych stosowanych w aktualnie eksploatowanych przez Wojska Lądowe Sił Zbrojnych RP pojazdach bojowych. Zwrócono uwagę na odmienność architektury automatycznych systemów przeciwpożarowych wojskowych pojazdów bojowych „starej” i „nowej” generacji, w ujęciu ochrony przeciwpożarowej jednoobszarowej (przedział napędowy), jak i ochrony przeciwwybuchowej i przeciwpożarowej całej przestrzeni wewnętrznej pojazdu (przedział bojowy, desantowy i napędowy). Wskazano również problematykę stosowania środków gaśniczych w tych systemach oraz aspekt rozwojowy w odniesieniu do modernizacji wojskowych pojazdów bojowych. Wspomniano również, ze względów historycznych, o pierwszych zastosowaniach wymienionych systemów w czołgach serii T-55.
An overview of the automatic fire protection systems used in the currently used combat military vehicles of the Polish Armed Forces have been presented. The attention was paid to the different design of the automatic fire protection systems of the ‘old’ and ‘new’ generation of military vehicles. It deals with a single firefighting, one-space system (drive compartment) as well as with an anti-explosive protection and firefighting of the entire interior space of the vehicle (combat compartment and crew compartment). The issue of the use of extinguishing agents in these systems and the developmental aspect of combat military vehicles upgrading has also been mentioned. For the historical reasons, the first applications of the above mentioned systems in the T-55 tanks have also been mentioned.

The article discusses the characteristics of passenger transport and the central institutions of the Ministry of National Defence. The first part concerns the departmental regulations regulating the use of military vehicles designed to carry people. The second part concerns the specific means of personal transportation in the Polish Armed Forces. The third part describes the organisation of the operation of vehicles carrying out transport tasks for the staff of the central institutions of the Ministry of National Defence.

Autorzy artykułu skupili się na zagadnieniu związanym z badaniem i oceną ergonomii pojazdów specjalnych zarówno wojskowych, jak i pożarniczych. Komfort pracy i przemieszczania się jest bardzo ważnym czynnikiem, ponieważ wpływa na efektywność działania załogi podczas wykonywania konkretniej misji. Dlatego przed dopuszczeniem pojazdu do użytkowania jest on poddawany ocenie pod względem ergonomii i BHP. Podczas tego badania sprawdza się system: człowiek – pojazd – otoczenie. W szerokim pojęciu ergonomii jest szereg cech, które wymagają oceny. Głównym problemem podczas badania jest ocena cech niemierzalnych. Autorzy w ramach pracy przybliżyli, jak w Wojskowym Instytucie Techniki Pancernej i Samochodowej poddaje się badaniom ergonomii zarówno wojskowe, jak i pożarnicze kołowe pojazdy specjalne. W artykule pokazano, jak złożone i skomplikowane jest ocenianie ergonomii w pojazdach specjalnych. Autorzy poruszyli również temat niejednoznacznych wymagań stawianych pojazdom kołowym.
The authors focused on the testing and evaluation of the ergonomics of special vehicle both, the military and fire trucks. Working comfort and movement is very important because it affects the efficiency of the crew during the missions. Therefore before admission a vehicle to use, it is assessed in terms of ergonomics and safety. The system: human – vehicle – environment is checked in this study. In the wider understanding of the ergonomics there are many features that require the assessment. The main problem of the study is to evaluate immeasurable features. The article presents how complicated the terms of ergonomics of military and firefighting vehicles are. The authors also discuss the ambiguous requirements for wheeled vehicles.

This article describes the automotive service in the Polish Army in the 30s of the twentieth century. The task of this service was to transport soldiers, equipment and wounded. For these tasks were used cars, trucks, sanitary and special vehicles. The Polish military authorities were aware that one of the main directions of development of the Polish army was its motorization and the replacement of the horse trains on motor vehicles. However, the automotive service in the Polish Army was not properly prepared to fulfill its tasks. This was mainly due to the economic weakness of the country, the low level of motorization of the country, the poorly developed road network, the maladjustment of roads and bridges for car transport, the lack of extensive technical infrastructure and the financial constraints of the Polish army. Consequently, car transport in the Polish army until September 1939 continued to play a minor role.
Artykuł omawia służbę samochodową w Wojsku Polskim w latach trzydziestych XX w. Zadaniem tej służby było przewożenie żołnierzy, wyposażenia, zaopatrzenia oraz rannych. Do realizacji tych zadań używano samochodów osobowych, ciężarowych, sanitarnych oraz pojazdów specjalnych. Polskie władze wojskowe miały świadomość, że jednym z głównych kierunków rozwoju polskiej armii było jej zmotoryzowanie i zastąpienie taborów konnych pojazdami mechanicznymi. Jednak służba samochodowa w Wojsku Polskim nie została należycie przygotowana do realizacji spoczywających na niej zadań. Było to spowodowane w głównej mierze słabością gospodarczą kraju, niskim poziomem zmotoryzowania kraju, słabo rozwiniętą siecią szos, niedostosowaniem dróg i mostów do transportu samochodowego, brakiem rozbudowanego zaplecza technicznego oraz ograniczeniami finansowymi polskiej armii. W konsekwencji transport samochodowy w polskim wojsku do września 1939 r. wciąż odgrywał niewielką rolę, a zasadnicze znaczenie miał transport konny oparty na powolnych kolumnach taborowych.

W artykule przedstawiono zasady funkcjonowania systemu obsługiwania sprzętu wojskowego oraz możliwości i metody przeorganizowania systemu w kierunku zwiększenia efektywności jego działania, większej elastyczności na pojawiające się zakłócenia w systemie. Skutkiem zmian powinno być obniżenie kosztów utrzymania systemu oraz zwiększenie zakresu gromadzonej informacji dotyczącej historii napraw, przy jednoczesnym zoptymalizowaniu ilości personelu niezbędnego do utrzymania właściwego funkcjonowania systemu w przedsiębiorstwie – w tym przypadku jednostce transportowej.
In presented article rough outline of military vehicle maintenance system and ability of development maintenance system was depicted in way allowing getting better effectiveness, higher flexibility of system in case of some disturbances concurrently declining cost generated by system. Moreover it was shown how to collect wide information regarding data of vehicle repairing and simultaneously optimizing the number of personnel necessary to keep system the most effective condition – in this case transportation unit.

Celem artykułu jest wykazanie wpływu zastosowania nowych technologii na zabezpieczenie logistyczne wojsk realizujących zadania w specyficznych środowiskach walki. Zabezpieczenie logistyczne wojsk w specyficznych środowiskach walki stanowi istotny problem zarówno dla zabezpieczanych, jak i zabezpieczających. W zależności od rodzaju środowiska występują różne problemy ze sposobem dostarczenia odpowiedniego rodzaju i ilości zaopatrzenia skoordynowanych z potrzebami odbiorcy w odpowiednim czasie i przestrzeni. Istotą zabezpieczenia logistycznego wojsk w specyficznych środowiskach walki jest zapewnienie ciągłości zaopatrywania w niezbędne asortymentowo i ilościowo zaopatrzenie oraz ewakuacja uszkodzonego zasadniczego sprzętu wojskowego. Zabezpieczenie logistyczne wojsk realizujących zadania w specyficznych środowiskach walki można usprawnić poprzez zastosowanie nowych technologii stanowiących element uzupełniający tradycyjne rozwiązania.
The aim of an article is to show a influence of the implementation of new technologies in combat service support on specific battlefield. The logistic support in specific battlefield cause many problems on both sides: in supported forces and in logistic subunits. Depending on the type of the environment, there are various problems with how to provide the right sort and quantity of supplies coordinated with needs of the recipient in the right time and space. The essence of the logistic support in specific combat environments is to ensure continuity of military supply chain of necessary assortment and quantity of supplies and evacuation of damaged basic military equipment. Improving of the effectiveness of logistic service support for combat forces in specific combat environments can be achieved through the use of new technologies that is complementary to traditional solutions.

The article presents the method of analysing the operating process of Star military vehicles in their readiness aspect. The subject of research was the Military Economic Unit, recently created in the Polish Army. Markov processes were applied. A simple 5-state model was built, and the research was made in a discrete, as well as continuous time. The limit probabilities, both for the chain and the time, were estimated. Thanks to Chapman-Kołomogorov-Smoluchowski equations, the long-term projections could be estimated. To ensure of operating processes, correctly object’s permissible transitions from the previous state to the next one were chosen. It was defined based on technical documentation and owned operational knowledge on the considered operating process. The mathematical description of a set of permissible transitions includes a matrix of permissible Si → Sj transitions from the previous state Si (lines) to the next one. The five-state system has possible and forbidden transitions are presented. Graph of permissible transitions for the five-state operation model usage, standby, maintenance, repair, standstill in repair; correlogram for the average duration of the state; evolution of the probability of the Star cars’ staying in the state of usage, standby, maintenance, repair, standstill in repair are presented in the article.

Particular attention was paid to the active and passive safety of vehicles equipped with proof container explosion and shards.
