Purpose: The article addressed the problem of relationships between university funding and effciency on the one hand and the quality of teaching and research on the other. Methodology: The measurement of teaching and research quality in Polish universities was derived from two sources: 1) evaluation scores of teaching quality given to universities by the Polish Accreditation Committee, and 2) the research category grades given to university departments or units by the Polish Committee for Evaluation of Scientifc Units. Subsequently, the quality measurements were correlated with fnancial indicators and effciency scores obtained from data envelopment analysis. Findings: The correlation and regression results indicated that public universities that have received higher scores of teaching quality simultaneously have higher average scientifc categories. There was also a substantial relationship between the revenue per student and the revenue per teacher and variables describing quality but the regression analysis exhibited opposite directions regarding the type of quality indicator. Practical implications: The authorities of a university can simultaneously track the improvement of quality or fnancial effciency without losing their interdependence when reforms of HEI operations are conducted. Research limitations/implications: The quality of teaching and research at universities was assessed despite the limited availability of internal information gathered from higher education institutions (HEIs). Originality: The study proposed new measurements of quality derived from external evaluation bodies and investigated the relations of these measures with selected fnancial and effciency indicators

As a key issue, we deal with the relationship between audit quality and business. The economic crisis and the increased audit threshold have reduced the scope of firms obligated to audit. From the available data, it can be seen that although the number of firms fall under statutory audit decreased, the number of audit companies declined only marginally, resulting in a strong price competition, which led to the issue of audit quality coming to the fore. Based on the results of the systematic research carried out, an audit quality interpretation and measurement model can be established. The model examines the audit quality in five themes and three dimensions, which provides a full measure of quality. The five themes allow us to interpret six types of service quality gap. Using this model we can identify areas in need of improvement, helping to provide a more efficient and effective audit and, consequently, a higher customer satisfaction.

Podstawowym celem metrologii jest zapewnienie rzetelności i wiarygodności pomiarów. Nowoczesne technologie ICT znajdują powszechne zastosowanie w przyrządach pomiarowych. Konieczne jest określenie zasad ich stosowania, aby nie utracić podstawowych wartości procesu pomiarowego – powtarzalności, wiarygodności i odtwarzalności – definiujących jakość procesu pomiarowego. W pracy dokonano przeglądu regulacji dotyczących technologii ICT w przyrządach pomiarowych, poddano dyskusji ich zastosowanie w przykładowych rozwiązaniach technicznych oraz znaczenie dla bezpieczeństwa pomiaru.
One of the basic objectives of metrology is to ensure the reliability and validity of measurement results. Modern ICT technologies are widely used in measuring instruments. It became necessary to determine rules for their application. In order not to lose the basic value of the measurement process – repeatability, reliability and reproducibility – defining the quality of the measurement process. This work reviews regulations concerning ICT in measuring instruments. Their applications in exemplary innovative technical solutions have been discussed. The importance for the security of the measurement process and measurement results is presented.

This study aims to evaluate service quality performance of major LCCs (Low Cost Carriers) in Europe by the MCDM (Multi-Criteria Decision Making) methodology. In addition it focuses on managerial business models and includes the international airline service providers that have applied the cost leadership strategy. In the study passenger reviews based on customer-rating systems are adopted as an alternative data source. For this purpose 24,971 passenger reviews, including 7 evaluation criteria, are analyzed. In this integrated methodology the Entropy method is used to weight the service quality criteria and the WASPAS method is used to rank the airlines. A sensitivity analysis is also applied and the robustness and stability of the application are confirmed. Consequently Jet2.com demonstrates the best service performance overall and legroom is the most important evaluation criterion.

In this study the significance of attributes in child well-being is presented. The main goal was to find features most specific for child-well being evaluation in Poland. The dataset was obtained from a survey based on a special questionnaire. To select important attributes three filter for individual attribute rank were used ?2, information gain and relief attribute evaluator and one filter-subset selector based on rough set theory. In the article the dataset is described in details. All the attributes are named, divided by category and for each a domain is given. Then methods of attribute selection applied in experiments are presented. Finally results on selecting attributes relevant for child well-being are discussed.

W artykule przeprowadzono analizę możliwości pomiaru jakości. Zaprezentowano opisane w literaturze podejścia do pomiaru w naukach społecznych oraz istniejące koncepcje pomiaru jakości. W świetle przyjętej za normą ISO 9001 definicji jakości stwierdzono, iż jakość może być kategorią mierzalną. Skala pomiaru jakości jest uzależniona od możliwości zmierzenia właściwości inherentnych oraz stawianych im wymagań.
The article analyzes the possibility of measuring quality. Paper presents approach to measurement in the social sciences and the concepts of quality measurement described in the literature. In view adopted by the ISO 9001 definition of quality it was found that quality may be measurable. The level of measurement for the quality depends on the possibility of measuring the inherent characteristics and demands against them.

Protein and gluten content, Zeleny Index, farinograph and alveograph properties are widely used to determine the protein quantity and the quality of flour. Mixolab can be used to measure dough characteristics such as protein quality, enzymatic activity and starch retrogradation in a single test. The objective of this study was to determine the variability of and the relationship among the farinograph and alveograph properties and mixolab parameters which characterise the protein complex. Tests were performed on 76 samples of wheat flour type 550 and type 750 produced in Poland. Wheat flour type 750 was characterised by significantly higher protein content, farinograph water absorption, dough development and stability time. Rheological properties of dough tested by mixolab differed with regard to the type of flour. Wheat flour type 750 was characterised by higher water absorption and time T1 and lower torque in points C2, C12min, C14min, C16min than wheat flour type 550. Higher correlation coefficients were obtained between farinograph parameters (stability and softening) and mixolab torque in points C8min, C10min, C12min, C14min than in point C2 which is a mixolab parameter commonly used to determine protein weakening. Mixolab values can be used to elaborate predictive models for estimating values of farinograph water absorption, dough stability, dough softening, alveograph baking strength (W) and P/L index.
Do określenia ilości i jakości białka w mące pszennej powszechnie stosowane jest oznaczenie zawartości białka, ilości glutenu, wskaźnika sedymentacyjnego Zeleny’ego oraz właściwości farinograficznych i alweograficznych. Mixolab może być wykorzystywany do badania w jednym teście cech ciasta pod kątem właściwości białka, aktywności enzymów amylolitycznych i retrogradacji skrobi. Celem pracy było określenie zmienności i związków między parametrami farinograficznymi i alweograficznymi a parametrami odczytanymi z mixolabu, które charakteryzują cechy białka. Badania wykonano dla 76 próbek mąki pszennej typ 550 i typ 750 wyprodukowanych w Polsce. Mąka pszenna typ 750 charakteryzowała się istotnie większą zawartością białka, wodochłonnością farinograficzną, czasem rozwoju i stałości ciasta. Właściwości reologiczne ciasta określone za pomocą mixolabu były zróżnicowane w zależności od typu mąki. Mąki pszenne typ 750 charakteryzowały się większą wodochłonnością i dłuższym czasem T1 oraz mniejszym oporem ciasta w punktach C2, C12min, C14min, C16min niż mąki pszenne typ 550. Większe wartości współczynników korelacji uzyskano między czasem stałości i rozmiękczeniem ciasta a parametrami z mixolabu: C8min, C10min, C12min, C14min, niż z oporem ciasta w punkcie C2, który to jest powszechnie stosowanym parametrem w ocenie jakości białka. Parametry z mixolabu mogą być stosowane do wyznaczenia równań regresji opisujących wodochłonność farinograficzną, czas stałości, rozmiękczenie ciasta, wartość wypiekową (W) oraz wskaźnik P/L wyznaczone za pomocą alweografu.

Information management is of great importance to an organization. The quality and quantity of information influence the decision-making conditions, and with the increase in their value, the risk of failure and the uncertainty of undesirable effects are reduced. To a large extent, the accuracy of the decisions made depends on the quality of information held by the recipient. For the proper functioning of the organization, it is essential that the information acquired, processed, developed and circulated is of appropriate quality, i.e. it has a set of characteristics that determine the usefulness of information defined by the users. The article emphasizes that it is the effectiveness of the organization’s information system on which it depends to whom, in what form and on what level the information of the desired quality will be provided. Moreover, it was pointed out that it is necessary to systematically examine the information needs of the organization in order to meet the users’ expectations and the need for the organization to have the capacity to systematically reject useless information, information overload, and information selection.

The Day Reconstruction Method (DRM) is a structured diary designed to measure time use in a manner that is more valid than traditional written summary measures, but less burdensome than real-time electronic diary methods. The lower respondent burden and administration costs might make it feasible to utilize this method in large national surveys. Past studies using the DRM have generally focused on subjective mood states during different types of activities. In this study, we extended the DRM to also measure suffering from negative symptoms, such as pain and fatigue, in 122 older adults, most of whom suffer from chronic pain. Results indicated that the method was well tolerated in this population, with over 98% of the sample providing interpretable responses. Chronic pain respondents reported spending a considerable proportion of their day suffering from pain, fatigue, and depression; a much higher proportion than reported by healthy controls (p’s < .01). Time spent suffering was associated with lower income, negative mood, and lower life satisfaction and quality of life.

Evidence-based policies require well-established research and reliable data. One of the major difficulties in delivering such data for cultural policies lies in measuring culture, expressing its ephemeral nature in numbers and indicators, as research used to do in other sectors. Stated-preference based non-market valuation is one of the few tools able to reveal the benefits that cultural goods deliver to the society for cost–benefit analysis. The prevalent problem in this kind of studies is poorly defined, ambiguous goods. When attempting to define them, we cannot forget that the essence of art and culture, which is in itself worth measuring, is quality. The goal of the article was to review previous uses of quality measurements of arts and culture in stated-preference based non-market valuation research, most of which are dedicated to performing arts and cultural heritage.

Rosnąca liczba konkurentów działających na rynku usług hotelarskich implikuje zmiany, które poprzez wprowadzenie koncepcyjnego modelu zarządzania jakością mogą zapewnić firmom osiągnięcie sukcesu. W niniejszym artykule przedstawiono wyniki pomiaru jakości usług hotelarskich z zastosowaniem metody SERVQUAL w trzy gwiazdkowym Hotelu Pozyton, działającym przy Centrum Onkologii im. prof. Franciszka Łukaszczyka w Bydgoszczy. Na podstawie badania rozważono związek, między jakością usług hotelarskich a zadowoleniem i satysfakcją klientów.
The growing number of competitors operating on the hotel services market implicates changes that, by introducing a conceptual quality management model, can ensure success for companies. This paper presents the results of the measurement of the quality of hotel services using the SERVQUAL method at the three-star Hotel Pozyton, which operates at the Prof. Franciszek Łukaszczyk Oncology Centre in Bydgoszcz. The study analysed the relationship between the quality of hotel services and customer satisfaction.

In this paper, a modified sound quality evaluation (SQE) model is developed based on combination of an optimized artificial neural network (ANN) and the wavelet packet transform (WPT). The presented SQE model is a signal processing technique, which can be implemented in current microphones for predicting the sound quality. The proposed method extracts objective psychoacoustic metrics including loudness, sharpness, roughness, and tonality from sound samples, by using a special selection of multi-level nodes of the WPT combined with a trained ANN. The model is optimized using the particle swarm optimization (PSO) and the back propagation (BP) algorithms. The obtained results reveal that the proposed model shows the lowest mean square error and the highest correlation with human perception while it has the lowest computational cost compared to those of the other models and software.
