Although almost every sea was dominated by Royal Navy, it couldn't reach every single place in the world. Trade company's ships and fully armed merchant ships many times had to take care of themselves. The East India Company had an independent policy that goes beyond the subcontinent. During the first decade of 19th century, the most difficult problem to solve (except the problems of India) was the Persian Gulf, which appeared to be the source of many profits and problems, that wasn't easy to solve and took a lots of time to conclude. The Treaty of 1820 solved the problems of sea and overland campaigns. The times before signing the agreement and the way, it was created are included in this article.

With change being the only thing that is constant, modern world is undergoing a disruptive change to many aspects of everyday life. Covering 70% of our planet, oceans and industries connected with them are of no exception. The apparent drive towards autonomization in shipping will not only change the way vessels are navigated, but will affect virtually all services needed for the vessels to be navigated. These include not only the design of ships themselves, training of their crews, remote supervision of onboard processes, but also the extremely important - yet not always appreciated - domain that allows for a safe navigation: maritime hydrography. This paper discusses some insights on how the autonomous vessels and future hydrographers may benefit from each other.

Systemy Dynamicznego Pozycjonowania (DP) są niezbędne dla skutecznego zarządzania operacjami morskimi, szczególnie w branży offshore. Liczne praktyczne zastosowania oraz wysoka dokładność i niezawodność systemów DP stanowią odpowiedź na współczesne wyzwania prowadzenia bezpiecznych i efektywnych operacji morskich. W artykule zaprezentowano sposoby zarządzania operacjami morskimi w oparciu o wykorzystanie systemów DP. Celem artykułu jest przybliżenie czytelnikom pojęcia dynamicznego pozycjonowania statków, gdyż jest to z jednej strony bardzo zaawansowane rozwiązanie łączące informatykę, elektronikę i mechanikę a z drugiej strony pojęcie mało znane osobom spoza branży offshore.
The dynamic positioning systems (DP) are increasing use in the offshore operations. Exactly localization of the vessels and precise thrusters control allows to create sophisticated solutions for safety and efficient management of maritime operations. The article presents the main idea and applications of dynamic positioning systems.

Opis:
An unmanned merchant vessel seems to be escaping from the stage of idea exploration. Once the concept proofs its safety, it may become a part of maritime reality. Although the safety aspect of such a ship has been addressed by a handful of scholars, the problem remains open. This is mainly due to lack of knowledge regarding actual operational circumstances and design of unmanned ships, which are yet to be developed. In the attempt of bridging this gap, the risk analysis associated with unmanned ships needs to be carried out, where all relevant hazards and consequences are assessed and quantified in systematic manner. In this paper we present the results of a first step of such analysis, namely the hazard analysis associated with the unmanned ships. The list of hazards covers various aspects of unmanned shipping originating from both design and operational phases of vessel’s life. Subsequently the hazards and related consequences are organized in a casual manner, resulting in the development of a structure of a risk model.

The main aim of the article is modelling the operation process of the Baltic Port, Shipping and Ship Traffic and Port Operation Information Critical Infrastructure Network. To achieve this goal it is necessary to define three critical infrastructure networks for a Baltic Sea Region and their operation processes: port critical infrastructure network, shipping critical infrastructure network and ship traffic and port operation information critical infrastructure network. Thus, the concept of networks of three networks, called Baltic Port, Shipping and Ship Traffic and Port Operation Information Critical Infrastructure Network, is introduced. This way, the operation process of network of networks is proposed. To understand this approach, the basic classification and description of interdependencies and interconnections in this network are presented.

Since there is a tendency that new build vessels are increasing in size, dredging has become an important part of the development and maintenance strategy for ports serving the largest ships. The increase in the technical depth of vessels drives additional development of the entire port. However, the effectiveness of this type of project depends heavily on unrestricted traffic and uninterrupted operation of the terminal. This paper presents a modelling of various type of dredging activities in ports based on an existing work schedule. A tool used to queue work activities with a vacation was used in this effort. The methodology of creating a dredging time schedule in the port area depended mainly on disentangling interference caused by the ship traffic and dredgers trying to work at the same time.

The publication presents the structure of the agent system, tasked with control of the formation of unmanned port tugboats capable of performing pilot and towing services. The use of autonomous tugboats with installed software was presented with respect to the existing regulations related to Resolution MSC.467 developed by the Maritime Safety Committee (MSC) belonging to the International Maritime Organization (IMO), which creates guidelines for the definition and harmonization of the structure and format of maritime services in the context of e-navigation. The use of a multi-agent system structure enables synergistic cooperation of tugboats carrying out joint port operations, such as: assistance in maneuvers of ships, precision movement of ships and other objects in port areas, monitoring and patrolling of port areas, carrying out ice operations, carrying out inspections of quays, the possibility of assistance in liquidation of petroleum and similar pollutant spills. The paper presents the structure of the agent system and the description of possible scenarios of port operations. The control algorithms and the applied methods of artificial intelligence, such as evolutionary algorithms with elements of fuzzy logic, were discussed. The recorded traffic parameters from the actions carried out in the simulator of the marine navigation environment were presented.

As the maritime transport of containers continues to grow and container ships change in terms of design and construction, it is important to ensure the appropriate level of safety for this type of transport. Over the decades, the size and cargo capacity of container ships have been changing, and so have their manoeuvring restrictions and required stability criteria. It seems that changes in the regulations, technological development and increased stability requirements are not yielding satisfactory results – the causes of container ship accidents continue to show similar patterns. The present article refers to the problem of ensuring safety in sea container transport, with a particular focus on cargo processes. Its purpose is to determine cause-and-effect relations leading to the loss of containers at sea, and to develop a model of loading that could significantly raise the level of safety of container transport. The article provides a general description of threats to ships related to weather conditions, loading methods or stability limitations. A statistical analysis of the occurrence of damage and/or loss of cargo from container ships was carried out and the risk of cargo loss was assessed on the basis of data from 2015‒2019. A Pareto diagram was used for this purpose. The authors present the concept of the container ship loading model, which may contribute to increasing the safety of shipping in the future.

This research features an overview of the available PLB technologies, their advantages, shortcomings and areas of their optimum application. A test of the locator transmitter emitting both 406 MHz AIS and 121.5 MHz signals was performed with a focus on tracking the homing 121.5 MHz signal. The efficiency of the homing signal was examined by using two separate radio locating systems. One of them comprised multi-purpose and widely available components and programs, while the other was a specialised radio beacon system with dedicated components. In addition to the results, their analysis and evaluation of efficiency, the paper discusses the applicability of the available PLB technologies and provides guidelines for adequate selection of the PLB devices and position indicating radio equipment.

Over the recent years, ship traffic in the polar areas has increased. There is reason to believe that this traffic, and especially the cruise traffic, will increase further as the ice retracts towards the poles. There is also reason to believe that with the continued focus and exposure of the Polar Region, the cruise tourism to the region will grow. The increased presence in the polar areas will create positive repercussions for several actors, both on sea and land. There will, however, also be challenges associated with the growing presence in the polar areas. Vessels will be operating at long distances to other vessels and land infrastructures. These vessels will also be operating in climate and conditions that will put extra pressure on both vessel and crew. These challenges need to be solved in order for the ship industry to operate safely in the Polar Region. To ensure that companies operating in these areas identify and manage these challenges, the International Maritime Organization (IMO) developed the Polar Code (2017) with the intent of increasing the safety for vessels operating in polar waters, and to reduce the impact on humans and environment in this remote, vulnerable and harsh area. This code defines a number of requirements, with which the vessels should operate in accordance with. In this paper, we reveal which challenges the vessel and its crew need to deal with when navigating in polar waters. The challenges will be analysed and assessed through the use of a preliminary qualitative risk analysis to determine the potential hazards the vessel is exposed to under operations in polar waters, and to find out what level of risk the different hazards represents for the vessel and its crew. The main objective of the paper is to find out how the risk levels can be reduced, with particular focus on the use of simulator training as a risk reducing measure. The final goal is to measure the risk towards acceptance criteria, which have been determined prior to conducting the analysis.

Opis:
Open-loop sulphur scrubbers must be switched off, and the fuel must be changed to low-sulphur fuel before entering German inland waters. Immediately after the scrubbers are turned off, warm exhaust gases cause the residue left in the scrubber to vaporise, leading to the increased sulphur content of the exhaust gas. The momentary increase in sulphur emissions immediately after the open-loop scrubbers are turned off has received little attention in research. This paper presents the onboard measurement results of exhaust gases and examines the effects of sulphur compounds released into the air. In this case, the observed sulphur emission peak is problematic due to the geographical location. The ship sails to the river port, passing the coastal town of Travemünde, where the exhaust gases are released. Due to this, the emissions are more harmful when compared to emissions generated in the open seas.

The work presents quantative specification of spills of dangerous substances which took place in the years 1992 - 1996 on waters under US jurisdiction. The work also presents physical and chemical properties of monomers most often transported by sea as well as propositions of neutralizing the spills.

W artykule przedstawiono zagrożenia związane z rozlewami substancji oleistych na morzu. Opisano zjawiska fizyczne zachodzące podczas rozlewu. Wymieniono właściwości fizykochemiczne substancji niebezpiecznych. Podano zestawienie zagrożeń według GESAMP dla ww. substancji, metody zwalczania rozlewów oraz obowiązki armatora statku przewożącego tego rodzaju chemikalia.
The work presents threats connected with the spills of noxious oily chemicals at sea. Physical phenomena occurring during spills are described. Physical and chemical properties of some dangerous substances are listed. The list of dangers posed by these substances (acc. to GESAMP) is included and the methods used for the clearance of spills as well as the duties of ship-owners of ships carrying such chemicals are presented.

This paper presents a research in the field of maritime training and education for Search and Rescue (SAR) migrants at sea. This research is oriented to more effective method based on team training for SAR Operations utilizing ship simulation and process of Operational Planning. The training which conducts in cabinets and ship simulators at the Military Academy provides the best results in the optimal application of onboard and emergency/SAR procedures. The training method is in line with all conventions of the International Maritime Organization and models of maritime training courses. The proposed training method can be developed and applied in all schools and centers where seafarers and other Maritime Search and Rescue personnel are trained.
