The preliminary results of a comprehensive survey of Sīnīya Island in the Khawr al-Bayḍāʾ of Umm al-Quwain are presented here. The onset of human occupation remains to be confirmed, with scarce evidence for limited activity in the late pre-Islamic period (LPI, c. 300 BC – AD 300). The first major phase of occupation dates to the seventh and eighth centuries (early Islamic period) when a monastery and settlement were established in the north-east of the island. Probably the peak occupation falls between the fourteenth and fifteenth centuries, when the stone-town of Old Umm al-Quwain 1 was built, followed by the eighteenth to early nineteenth century when the settlement moved to neighbouring Old Umm al-Quwain 2. The town was destroyed by the British in 1820 and moved to the facing tidal island, where Old Umm al-Quwain 3 (the modern city of the same name) developed. This resulted in an emptying of the landscape, and Sīnīya Island was little visited in the nineteenth and twentieth centuries, except for the estate of the ruling Āl Muʿallā represented by the Mallāh Towers.

XX i XXI wiek, wraz z postępem w dziedzinie inżynierii materiałowej i rosnącą liczbą produktów z tworzyw sztucznych, przyniósł znaczną liczbę odpadów. Większość z nich, wraz z wodami powierzchniowymi lub bezpośrednio wyrzucona za burtę, przenosi się do morskich ekosystemów (docierając nawet do bentosu). Ze względu na specyficzne warunki środowiska (duże zasolenie, ruch wody morskiej, promieniowanie UV) łatwo ulegają rozdrobnieniu i są przenoszone na duże odległości w formie mikrocząstek. O ich wpływie na morską faunę, mechanizmach transportu, akumulacji, skutkach długotrwałego oddziaływania itp. wiadomo dalej zbyt mało. Przy rocznej produkcji tworzyw sztucznych >300 mln ton, z których >50% stanowią produkty jednokrotnego użytku, omawiane zagadnienie jest istotnym i złożonym problemem wymagającym interdyscyplinarnych badań podstawowych.
The microplastic debris in the environment is currently an increasing and still poorly investigated problem. The majority of plastic rubbishes ends in the oceans via fluvial transport, storm water discharges or directly from ships and due to the salinity, waving, UV radiation the material is easily fragmented. Although microplastics are ubiquitous in the maritime systems (even at the sea-bed), the knowledge about their transport, accumulation, chemistry, physics and ecotoxicology is not sufficient. As the global annual production exceeds 300 millions of tones and more than a halve of it is disposable the interdisciplinary approach and a complex research strategy is needed to address and resolve this serious problem.

The Controller Area Network (CAN) bus standard was developed in the 1980s and is in widespread use in automobile, vehicular, aviation, and other networks. The CAN bus was introduced in the maritime environment with the adoption of the National Marine Electronics Association (NMEA) 2000 standard in the late-1990s. Many papers have been written about the CAN bus protocols and security vulnerabilities but there is sparse literature about use of the CAN bus in the maritime environment. Part I of this paper is a technical overview, describing CAN bus standards and operation, with particular attention to its use with the NMEA 2000 maritime communications standard. Part II of this paper describes security vulnerabilities in terms of loss of confidentiality, integrity, or availability of information (such as eavesdropping, denial-of-service, and spoofing), and mitigations specific to the maritime environment.

The concept of ecosystem services becomes more and more popular in regulation of the environmental protection. One of the premises of that concept is treatment of a human and human activity as an integral part of an ecosystem. Interrelations between human activity and ecosystem can be described through the concept of ecosystem services. A certain degree of commodification of natural environment which is immanently connected with the concept of ecosystem services can become useful as a tool of assessing the impact of human activities on ecosystem as well as regulating that impact. Marine protection law is a good example of attempts to introduce the interrelated concepts of ecosystem approach and ecosystem services into functioning of the regulatory schemes.
Koncepcja usług ekosystemowych staje się coraz bardziej popularna w obszarze regulacji ochrony środowiska. jednym z założeń tej koncepcji jest traktowanie człowieka i jego działań jako integralnego elementu ekosystemu. Współzależności pomiędzy człowiekiem a ekosystemem są opisywane przez koncepcję usług ekosystemowych. Obszar prawnej ochrony środowiska morskiego, może być przykładem wprowadzania i funkcjonowania koncepcji usług ekosystemowych i koncepcji pokrewnych do prawnej regulacji środowiska. Bałtyk jest istotny dla rozwoju stosowania koncepcji usług ekosystemowych w regulacji morskiej działalności człowieka z wielu powodów. jednym z nich może być, wrażliwość ekosystemu tego akwenu, innym intensywność korzystania z tego akwenu dla potrzeb pozyskiwania dostępu do usług ekosystemowych, a jeszcze innym liczba ludności bezpośrednio zależnych od dostępu do usług tego systemu. Rozwiązania przyjęte dla regulacji i ochrony dostępu do usług ekosystemowych Morza Bałtyckiego, mogą stanowić model regulacyjny do potencjalnego wykorzystania także w innych rejonach świata.

Platforma PEARL to system dostosowany do potrzeb portów morskich, który pozwala na integrację danych satelitarnych oraz naziemnych w celu jak najlepszego zarządzania środowiskiem portowym. Dane satelitarne uzupełnione informacjami pozyskanymi z pomiarów insitu, dotyczącymi: jakości wody i powietrza, jakości osadów, prądów morskich, prędkości i kierunku rozchodzenia się fal morskich, zostały wykorzystane między innymi do monitorowania: pól wiatrów, plam ropy, prądów morskich, temperatury powierzchniowej wody, ruchu statków. Dostęp do danych naziemnych został zapewniony przez porty. Wybór danych satelitarnych był uwarunkowany możliwościami ich wykorzystania, a także związany z indywidualnymi potrzebami użytkowników. Platforma jest gotowa do implementacji. Jej działanie zostało sprawdzone w trzech europejskich portach w Barcelonie (Hiszpania), Southampton (Wielka Brytania) oraz Tallinie (Estonia).
The PEARL system is a tailor-made platform based on a modular structure which provides an Environmental Management System for Port Authorities that allows the incorporation of future data sources (new in-situ sensors, future space missions, etc) as they become available. The EO data are used to monitor physical parameters related to the Port environment, such as sea surface winds, coastal swell fields, oil spills, currents, ship traffic, sea surface temperature, and can be integrated to complement in-situ sensors in the same port area. The selection of the EO data was made taking into account the end-users’ environmental needs and the EO data limitations. Each port gave access to their in-situ sensors to provide data for integration with EO information. The selected in-situ sensors measured: air and water quality, turbidity, sediment quality currents, wave speed and direction.The paper gives an overview on the system architecture, data selection and on the results of the PEARL platform validation. The platform is ready to use and was validated in three European ports: the ports of Barcelona, Southampton and Tallinn.

The aim of the article is the identification of components of maritime governance and evolution of the concept of maritime governance in contemporary International Relations. The main research questions are: what elements constitute the structure of maritime governance and why the role of maritime governance is increasing in the policy of super and regional powers. The answer to these questions will be used to verify the adopted hypothesis which indicates that maritime governance is a dynamic process consisting of interdependent areas of legal regulations, blue economy, security and environmental elements. Their horizontal and vertical interdependence and interrelation while dealing with oceans make maritime governance necessary instrument for super and regional powers to attain their interests. Based on the presented assumptions and purpose, the following structure of the article was adopted. The introduction highlights the role of oceans in the world affairs and presents research questions and hypothesis. In the second part of the article main stages of discourse on maritime governance are discussed and characterized, putting emphasis on the process of shaping its conceptual and terminological framework. Methodological differences and similarities in defining maritime governance are explored. The third part indicates the operational dimension of the concept of maritime governance, presenting the stages of the process of institutionalization of maritime cooperation between states. Finally, the case study of the Integrated Maritime Policy of the European Union is presented to serve as an exemplification of the modern maritime governance. The conclusion of the article contains answers to the research questions posed.

The global world and individual countries, which are influenced by the economic, financial crises, and pandemics that occur in one way or another, have a major impact on business and its performance. Declining consumption, disrupted settlements, limited or unavailable sources of finance, and other economic and financial reasons may cause business failures. Efficient and rational financial management is crucial for companies to survive and operate successfully under various conditions of the economic cycle, especially in times of crisis. It can be argued that, under modern conditions of market economy, making economically sound decisions about the structure of funding sources is one of the most important tasks for business companies, since the formation of a capital structure establishes the company's ability to maximise its return, manage risks effectively, and operate successfully in a competitive environment to meet the needs of a wide range of stakeholders. The maritime sector is strategically important and economically significant for any country. Companies in this sector make a significant socio-economic contribution across the entire state. When forming the capital structure in the maritime sector companies, certain exceptions are encountered since the operation of these companies requires a large amount of borrowed capital. Increasing the business value of maritime sector companies has a positive meaning nationally and internationally.

The article presents an analysis of the thesis on the existence of a system of controlling public procurements concerning services of the construction of sea shore protection structures. It reviews the audit of such public procurement carried out by the various inspection bodies and different methods of control. The first part of the study contains the characteristics of inspection bodies which carried out audits of public procurement contracts and whose subject matter was sea shore protection structures. It is also indicated that although indirectly, tax revenue agencies, administrative courts and the Ombudsman play an important role in the system. For the purposes of moving on to the discussion of particular types of inspections carried out by various public bodies and courts. In the article, certain works consisting in strengthening the sea shore have been assigned to the category of hydrotechnical structures, which allowed to move on to the discussion of particular types of inspections carried out by various public bodies and courts and to cite conclusions formulated on their basis. The concept of “coastal protection of the marine environment,” which underpinned the adoption of the resolution of the Supreme Administrative Court of 11 December 2017, ref. I FPS 2/17 was also analysed in detail. In this resolution the position of the authoress of this article, expressed earlier in the commentary to the judgment of the Supreme Administrative Court of 14 April 2015, ref. I FSK 1493/14 and published in “Studia Prawa Publicznego” 2016, no. 1 was shared. The conclusion of the deliberations is that the system for controlling public procurements of services related to maritime coast protection is not coherent and mutually supportive. The results of the study show that many activities under this system relating to coastal protection were subject to control by many different authorities, leading in consequence to different conclusions.

Appendix III of MARPOL´s Annex VI sets out the criteria and procedures for designating an emission control area (ECA).These criteria includes: a clear delineation of the proposed ECA; types of emissions proposed for control, land and sea areas at risk; emission quantification and impact assessment; prevailing weather conditions; data and quality on marine traffic; land based measures concurrent with the ECA adoption and the relative costs of reducing emissions from ships. This paper analyses the climate parameter together with traffic conditions: prevailing weather conditions as a parameter to be kept in mind for the adoption of a future ECA in the Mediterranean Sea. Preliminary results would show how marine emissions coming from existing traffic will impact the sea and land ecology in the Mediterranean area.

Oil spills from maritime activities can lead to very extensive damage to the marine environment and disrupt maritime ecosystem services. Shipping is an important activity in the Northern Baltic Sea, and with the complex and dynamic ice conditions present in this sea area, navigational accidents occur rather frequently. Recent risk analysis results indicate those oil spills are particularly likely in the event of collisions. In Finnish sea areas, the current wintertime response preparedness is designed to a level of 5000 tonnes of oil, whereas a state-of-the-art risk analysis conservatively estimates that spills up to 15000 tonnes are possible. Hence, there is a need to more accurately estimate oil spill scenarios in the Northern Baltic Sea, to assist the relevant authorities in planning the response fleet organization and its operations. An issue that has not received prior consideration in maritime waterway oil spill analysis is the dynamics of the oil outflow, i.e. how the oil outflow extent depends on time. Hence, this paper focuses on time-dependent oil spill scenarios from collision accidents possibly occurring to tankers operating in the Northern Baltic Sea. To estimate these, a Bayesian Network model is developed, integrating information about designs of typical tankers operating in this area, information about possible damage scenarios in collision accidents, and a state-of-the-art time-domain oil outflow model. The resulting model efficiently provides information about the possible amounts of oil spilled in the sea in different periods of time, thus contributing to enhanced oil spill risk assessment and response preparedness planning.

The paper is concerned with an application of the model of critical infrastructure operation process including operating environment threats and extreme weather hazards to identification and prediction of this process for the maritime ferry. There are investigated four processes for the considered maritime ferry operating area. Further, using identified parameters of the operation process including operating environment threats and the climate-weather change processes for the maritime ferry operating area, there are determined the unknown parameters of these processes. Namely, the probabilities of the ferry processes staying at the initial states, the probabilities of the ferry processes transitions between the states and the mean values of the ferry processes conditional sojourn times at particular states. Finally, there are predicted the main characteristics of the maritime ferry operation process including operating environment threats and extreme weather hazards at the distinguished operating areas.

It is mostly due to the rising competition for marine space, which is a consequence of rising number and variety of uses of the sea. Among the principles of marine spatial planning ecosystem approach as well as the taking into account the interaction between land and sea seem to play the most important role. First one is more general and axiological in it’s nature, while the second functions more as technical guide for planners. Together they can be called guiding principles of marine spatial planning. Ecosystem approach is a concept closely related to ecosystem services. It’s main aim is to sustain the productivity of ecosystems in the field of ecosystem services, what is often connotated with the health of the marine ecosystem. Multiple correlations between land and sea can be easily seen in the managerial goals of the marine ecosystem. Trophic relations seems to be reflected in legal regulations, but the question remains if the marine spatial planning regime really reflects the interactions between land and the sea.

The article’s purpose is the multidimensional analysis of the evolution of Australia and India’s maritime policies and their impact on the endeavors to develop their maritime cooperation in the 21st century. Two research questions are to be answered in that connection: what changes and why India and Australia introduced to enhance their maritime security doctrines in the 21st century and why those changes contributed to the more in-depth cooperation in the second decade of the 21st century. The hypothesis based on those questions argues that not only the rise of China but also global processes in maritime affairs - such as the growing number of state and non-state actors, as well as the interdependence between the fields of human activities at sea - pushed the littorals like India and Australia to turn their maritime strength from coastal to oceanic and convinced them too to cooperate. That process was accompanied by the convergence of the security perceptions by both countries (India and Australia) and the mutual understanding of common interests in all the elements of modern maritime security. The Christian Bueger’s matrix serves as an explanatory framework to highlight the dynamics and broader context of the changes in India and Australia’s maritime security doctrines in the 21st century. It provides the conceptual framework for explaining closer cooperation between these two countries. The article analyzes India and Australia’s maritime strategies, focusing on four variables from Bueger’s matrix: national security, economic development, marine environment, and human security. In those dependent variables, particular elements of their activities serving as sub-variables are highlighted: in national security - shaping the seapower; in economic development - Illegal, Unreported, and Unregulated (IUU) fishing; in the marine environment - climate change mitigation; in human security - the fight against piracy and human trafficking. The choice of the mentioned elements is justified by their role in Australia and India’s activities within maritime strategies and their influence on other elements of the maritime security matrix. The article starts with a description of Bueger’s matrix in the context of the evolution of the maritime security concept in international relations. The second part outlines the centrality of the Indian Ocean in Indian and Australian modern military and economic security. The third part explores and explains the roots of Indian maritime security thinking, and the fourth investigates the evolution in Australia’s attitude toward maritime affairs. The final part presents the developments in Indo-Australian bilateral cooperation in the 21st century.
