The Maritime Safety Committee (MSC) at its 81st session decided to include, in the work programmes of the NAV and COMSAR Sub-Committees, a high priority item on "Development of an e–navigation strategy”. E-navigation is meant to integrate existing and new electronic navigational tools (ship and shore based) into one comprehensive system that will contribute to enhanced navigational safety and security while reducing the workload of the mariner (navigator). This paper describes present IT created to support navigational and administrative activities related to vessel movement and cargo transhipment. Direction of development of existing systems is drafted with reference to E-Navigation concept. Information sets available for the vessel in Polish Sea Areas are grouped.

Opis:
“Safe voyage from berth to berth”: This is the goal of all e-Navigation strains driven by new technologies, new infrastructures, and new organizational structures on bridge, on shore, as well as in the cloud. To facilitate these efforts suitable engineering and safety/risk assessment methods are required. Understanding maritime transportation as a sociotechnical system allows the usage of system-engineering methods. Simulation-based test beds for verification and validation (V +V) of e-Navigation technologies are important methods to obtain functional safety and reliability. The modeling and simulation toolset HAGGIS is a cosimulation system for the evaluation of e-Navigation concepts and systems. It provides a maritime traffic simulator and a physical world (n-body) simulator and services for finding rare events of failures. HAGGIS is accompanied by the physical test bed LABSKAUS, which implements a reference port and waterways. This paper describes an integrated and seamless approach for developing new e-Navigation technologies starting with virtual simulation-based safety assessment and ending in physical real-world demonstrations. It gives an overview of the actual test bed and introduces requirements, concepts and elements of HAGGIS and LABSKAUS, which are joined in the e-Maritime Integrated Reference Platform (eMIR) test bed.

Opis:
Automatic communication between computer systems on board and ashore is a necessity. At this stage it is limited to simple exchange of information – the data transmitted in the messages. It is expected that it will take the more complex form soon, allowing the dialogue, the transmission of intentions and conducting negotiations. To make it possible, it is necessary to build suitable ontology, describing the processes of communication at sea. To apply this ontology in information systems it is necessary to present it in a proper representation. This paper presents a method of generating a representation in form of XML-Schema based on the ontology built with the use of Protégé program.
Automatyczna komunikacja między systemami informatycznymi na statku i na lądzie jest koniecznością. Na obecnym etapie ogranicza się ona do prostej wymiany informacji – danych przesyłanych w komunikatach. Należy spodziewać się, że w niedługim czasie przybierze postać bardziej złożoną, umożliwiającą prowadzenie dialogu, przekazywanie intencji i prowadzenie negocjacji. Aby było to możliwe, konieczne jest zbudowanie odpowiedniej ontologii, opisującej procesy komunikacji na morzu. W celu zastosowania ontologii w systemach informatycznych niezbędne jest przedstawienie jej w odpowiedniej reprezentacji. W artykule omówiono metodę generowania reprezentacji w postaci XML-Schema na podstawie ontologii zbudowanej z wykorzystaniem programu Protégé.

In the paper the Author describes the general concept of a Universal Maritime Data Model (UMDM) a common representation of all data objects and relationships occurring in the maritime domain. Implementation of IMO's e-Navigation strategy leads to a larger variety and higher volume of information and increased information exchange due to globalization. Consequently there is a need to handle information more effectively in a standardized way. The first step towards a common data structure is to define the meaning of each and every item in the data structure and the relationships among the items. This is done so that implementers of the data structure have common understanding of items. The means to do this is with a data model. At this stage, the data model, like the system architecture needs only to be described in the most general of terms. An example of how a UMDM could be implemented has been provided by the IHO with its S-100 model. In January 2010, IHO introduced a new data model known as S-100 - the Universal Hydrographic Data Model (UHDM). This international standard has been developed by the IHO over the last ten years in consultation with a wide range of stakeholders, including key ECDIS and navigation equipment manufactures. The purpose of S-100 is to provide framework architecture for a contemporary standard for the exchange of hydrographic andrelated maritime data. As the UHDM is aligned with ISO 19100 it will enable the exchange of hydrographic, chart and other maritime data and information together with geospatial data from other domains. The use of ISO 19100-based data standards enables interoperability between geospatial data sets from different domains and could therefore be appropriate for many of the datasets envisaged for data exchange in e-Navigation.

Term single window can mean the point of contact for communication in relation: ship – shore and shore – ship. In this sense, it is mentioned for example in the IMO Resolution A.950(23) “Maritime Assistance Service (MAS)” adopted on 5 December 2003. It can also mean a service or institution on land that collects all information related to safety of navigation before sending them on ships, as defined in the IMO documents on e-navigation. Directive 2010/65/EU of the European Parliament and of the Council of 20 October 2010 on reporting formalities for ships arriving in and/or departing from ports of the Member States and repealing Directive 2002/6/EC requires that vessels shall transmit reports mentioned in the IMO conventions and codes and European Union (EU) and national legislations only once through the national single window established in each EU member state not later than on 1 June 2015. The question is whether these different functions of above-mentioned contact points can be implemented by one shore based institution or service. The article contains an analysis of these issues and tries to answer the set question.

Digital selective calling (DSC) has a certain drawbacks, which have led to the fact that it is practically not used in address radio communications. Attempts to improve it only within the DSC system itself did not lead to any noticeable results due to neglecting of real user needs. The article proposes an approach to improve the user interface of DSC based on the integration of VHF MF/HF DSC equipment with the INS within the three main outputs of strategic direction of e-navigation development related to the integration of communication and navigation systems and, in particular, the S-mode. This approach allows us to significantly simplify the DSC user interface, based on the standardization of DSC integration for all three VHF MF/HF communication sub bands. For implementation such standardization an additional inclusion into the integration a satellite AIS system should be done. The feasibility of the proposal is supported by the existence of relevant IEC standards and IMO documents. The possibility of increasing the cyber security level of AIS messages in this interface is also considered.

High level solution S4 of the IMO E-navigation Strategy Implementation Plan provides integration and presentation of available information in graphical displays received via communication equipment. At the same time, the problem of the correct application of digital selective calling (DSC) operational procedures in navigation practice has existed since the introduction of the GMDSS and requires a solution. This problem may be resolved on the base of integration maritime navigation and radiocommunication equipment. The article proposes approach for practical realization of this integration by implementing a SMART (specific, measurable, assignable, realistic, and timely) DSC interface within S4. Using this approach the practical realisation integration of AIS – DSC – Information display was implemented. It makes possible implementation of user-friendly human-machine interface (HMI) for navigator. An experimental prototype of communication graphical interface is designed, which allows effective decision-making on radio communication control/monitoring. The use IEC 61162-1/2 (Maritime navigation and radiocommunication equipment – Digital interfaces) data transfer provides standard inter-module connections and eliminates the negative impact of the equipment diversity from different manufacturers by means uniform HMI implementation.

In the paper, the measurement and simulation results of the VDES (VHF Data Exchange System) terrestrial component are discussed. It is anticipated that VDES will be one of the major solutions for maritime communications in the VHF band and its performance will be sufficient to fulfill the requirements of the e-navigation applications. The process of the VDES standardization (ITU R, IALA) has not been officially completed yet, but substantial amount of technical information about the future system’s terrestrial component (VDE-TER) is already available. The paper is divided into three general parts: (a) theoretical presentation of the system’s physical layer and the radio channels applicable to VDES, (b) simulation results (BER, BLER, channel delay between two propagation paths and its influence on bit rates) and (c) measurement results (useful ranges, BER). It turned out that in real maritime conditions, the VDES system can offer ranges between 25 and 38 km for the configurations assumed during the measurement campaign. Those results are generally compliant with the theoretical data in the line-of-sight conditions. In the NLOS scenarios, where fading becomes the dominant phenomenon, the discrepancies between the measurements and the theoretical results were more significant. The obtained results confirmed that VDES provides a large coding gain, which significantly improves the performance of data transmission and increases the bit rate compared to the existing maritime radiocommunication solutions. It should be noted that the results presented in the article were used by the IALA while developing the current version of the VDES specification.

Formal and simulation based verification and validation of e-navigation technologies are important methods to obtain system safety and reliability. The modelling and simulation toolset HAGGIS provides methods for system specification and formal risk analysis. It provides a modelling framework for processes, fault trees and generic hazard specification and a physical world and maritime traffic simulation system. HAGGIS is accompanied by the physical test bed LABSKAUS which implements a reference port and waterway. Additionally, it contains an experimental Vessel Traffic Services (VTS) implementation and a mobile integrated bridge enabling in situ experiments for technology evaluation, testing, ground research and demonstration. This paper describes an integrated seamless approach for developing new e-navigation technologies starting with virtual simulation based assessment and ending in physical real world demonstrations.
„Bezpieczna podróż od nabrzeża do nabrzeża” — to cel całego procesu e-nawigacji, napędzanego nowymi technologiami, nową infrastrukturą i nową organizacją pracy na mostku, na lądzie, ale także w technologii chmury znanej z informatyki. By ułatwić te wysiłki, należy zastosować również odpowiednie metody ocena ryzyka. Rozumiejąc transport morski jako system socjotechniczny, można do tych celów zastosować metody inżynierii systemów. Formalna ocena ryzyka, a także oparta na symulacjach weryfikacja i walidacja technologii e-nawigacji to ważne metody oceny bezpieczeństwa i niezawodności systemu. Modelowanie i zestaw narzędzi symulacyjnych HAGGIS okazują się odpowiednimi instrumentami do opisu systemu i formalnej analizy ryzyka. Wyznaczają ramy dla modelowania procesu, sporządzenia drzewa błędów i generowania wykazu zagrożeń, jak również otoczenia fizycznego i symulacji ruchu morskiego. HAGGIS jest wspierany przez rzeczywisty poligon testowy LABSKAUS, który implementuje port i drogi wodne. Dodatkowo obejmuje on eksperymentalny system nadzoru ruchu (VTS) oraz mobilny zintegrowany mostek umożliwiający realne eksperymenty dla oceny technologii, testowania i demonstracji. W artykule opisano zintegrowane, spójne podejście do rozwijania nowych technologii e-nawigacji, zaczynając od wirtualnej symulacji, a kończąc na demonstracjach w fizycznej rzeczywistości.

The article presents an analysis of the features of selected correlators impacting the accuracy of determining the receiver’s range and position in VHF marine environment. The paper introduces the concept of various correlators – including the double delta correlator – and describes the proposed measurement scenarios that have been designed to demonstrate the effectiveness of those components. The entire work was performed as part of the R-Mode Baltic and R-Mode Baltic 2 projects, with our goals including analyzing the impact of multipath phenomena, changes in the sampling frequency or Signac type on the determination of the received signal delay at the receiver. The measured data were processed in a signal correlation application and in a TOA-based tool in order to determine the receiver’s position. This process made it possible to compare the selected correlating devices. The results presented in this article are to be used by IALA in developing a current version of the VHF data exchange system’s (VDES) specification.

Collision avoidance is one of the high-level safety objectives and requires a complete and reliable description of maritime traffic situation. A combined use of data provided by independent data sources is an approach to improve the accuracy and integrity of traffic situation related information. In this paper we study the usage of radar images for automatic identification system (AIS) and radar fusion. Therefore we simulate synthetic radar images and evaluate the tracking performance of the particle filter algorithm as the most promising filter approach. During the filter process the algorithm estimates the target position and velocity which we finally compare with the known position of the simulation. This approach allows the performance analysis of the particle filter for vessel tracking on radar images. In a second extended simulation we add the respective AIS information of the target vessel and study the gained level of improvement for the particle filter approach. The work of this paper is integrated in the research and development activities of DLR Institute of Communications and Navigation dealing with the introduction of data and system integrity into the maritime traffic system. One of the aimed objectives is the automatic assessment of the traffic situation aboard a vessel including integrity information.

In the paper the Author, a member of the International Maritime Organization’s Correspondence Group on e‐Navigation, outlines the prioritized solutions for e‐Navigation concept formulated at the beginning of 2013. He presents the details of internal CG’s discussions, different national positions after the announcement by the chairman of the group, Mr John Erik Hagen, the working material in this case. The hidden purpose of this study is to show the style and pace of the IMO working group, details regarding the exchange of posts and the formation of a final common position. Author presents just three weeks working with the CG on e‐Nav in the lens, doing it with the consent of all participants in this discussion.

Opis:
The e-Navigation initiative of IMO and IALA has stimulated and inspired a number of ambitious research projects and technological developments in the maritime field. The global transportation of goods is not only facing rapidly growing ship dimensions but also increasing industrial off shore activities, changing the relation between the need of areas for safe and reliable vessel traffic and its availability. Off shore activities is increasingly limiting the available navigable spaces and concentrating traffic flows, especially in coastal waters and port approaches. Enhanced technical systems and equipment with numerous added functionalities are in use and under further development providing new opportunities for traffic surveillance and interaction. Integrated Bridge and Navigation Systems on board modern ships not only support the bridge teams and pilots on board, but also allow for more comprehensive shore-based traffic monitoring and even allow for re-thinking of existing regimes and procedures on traffic management. A sophisticated manoeuvring support tool using fast real-time simulation technology and its application for on board support as well as for its potential integration into enhanced shore-based monitoring processes when linked with the ‘Maritime Cloud’ will be introduced. The potential for contribution to generate harmonized collision warnings will be discussed and explained. This paper is a reviewed and extended version of (Baldauf, Benedict & Gluch, 2014).
