An important issue that needs to be explored in the context of exploring further perspectives for the expansion of shipping industry is maritime education, understood for the purposes of this initial study as a system for educating mariners and seafarers. According to the author, in the last decade the most important issue in the academic discourse on maritime education is the analysis of the quality of higher education in maritime schools, striving to formulate solutions in this area (pursuing global standardization of this education using modern communication technologies) as a response to the outflow of candidates to maritime occupations and the increasing demand of the shipping and marine industry.

The costs related to the construction, purchase, repairs or operation of a sea-going vessel, in particular expenses associated with port fees, fuel, crew and its maintenance during the voyage, were very high and therefore ship owners took out loans secured against their vessel or its cargo to finance the intended operations. Undoubtedly, the development of maritime transport at the turn of 20th century contributed to international unification of maritime law in respect of privileged claims on ships and maritime mortgage. The need for unification of regulations resulted from the necessity to provide creditors with real satisfaction of their claims, because the diversity of local regulations, especially the number of maritime liens created under different legal systems and the hierarchy of their application limited the importance of maritime mortgage. The content of international regulations became the basis for the development of Polish regulations concerning physical collaterals for maritime claims in the era of the Polish People’s Republic. It should be added that the maritime law of the interwar period is barely touched on in the available literature on the subject, so this study contributes to the subject of maritime claims.

This article presents the history of the Liga Morska i Rzeczna during its 99 years of activties promoting the idea of a marine Poland. The task of this organization is the broadly understood concept of development which is to be achieved by development of the principles of the organization of ports, shipping, universal maritime terminology, the development of shipping, the construction of the waterway system in Poland, the training of personnel and the promotion of shipping and maritime sports in Polish society. In addition, the text describes the various types of activities of Liga Morska i Rzeczna, such as launching publications related to maritime issues, creating plans for the construction of the port of Gdynia, the Naval Yard and the expansion of the city of Gdynia, collecting money for ship construction and promotional activities. The article also includes the relationship between the actions of Liga Morska i Rzeczna and the expansion of the Polish Navy. The conclusion mentions an exhibition organized by the Library of the Polish Naval Academy in Gdynia which will travel throughout Poland over the next two years.

The article assesses the technical and operational possibilities of the marine communications systems to ensure the safety and security of ships. The basic functional requirements for marine radio communication to ensure the safety and security of ships, resulting from the provisions of the International Convention for the Safety of Life at Sea (SOLAS), have been described. The article presents the marine radio communication systems responsible for the distress alerting. The operation and ways of alerting used in Inmarsat satellite systems, Cospas-Sarsat systems and Digital Selective Calling system (DSC) have been described. The analysis of the systems responsible for broadcasting to the vessels the Maritime Safety Information (MSI) has been made. In this context, the operation, methods and ranges of broadcast of the Maritime Safety Information by the NAVTEX system and Inmarsat SafetyNet system have been described. The systems performing the function of ships security have also been discussed. The operation, application and basic properties of the Ship Security Alert System (SSAS) and Long Range Identification and Tracking system (LRIT) have been presented. In the subsequent part, the article outlines the future of maritime communications systems used to ensure the safety and security of ships. In this context, two projects currently being implemented in the framework of the International Maritime Organization (IMO) by the Sub-Committee on Navigation, Communications, Search, and Rescue (NCSR) have been presented. The first of these projects under the name of e-navigation refers to the use of the latest information and communication technologies in shipping. The second one concerns the modernization of the Global Maritime Distress and Safety System (GMDSS).

Sustainable use of marine biological diversity of areas beyond national jurisdiction under the United Nations Convention on the Law of the Sea became a key topic for the negotiations since the 2012 United Nations Conference on Sustainable Development in Rio de Janeiro. Ocean change is now the most significant threat facing humanity, especially those living in coastal areas. The possible and already observed loss of territory, and thus sovereignty of the submerged states, is not the only legal consequence of ocean change happening now, in the 21st century. Another factor is the downsizing of Exclusive Economic Zones, which implies political tensions between the neighboring countries, both sovereign and dependent territories of the former colonial powers. France is present in the Indian Ocean and the Pacific Ocean via its overseas collectivities. Thus, instead of being at the 45th position in the world’s ranking of the ocean powers, the Republic of France comes in the second position, straight after the United States of America. This high and indeed precious position, both geostrategically and economically, affects its views toward the United Nations negotiations process on biological diversity beyond national jurisdiction.

The article tackles the issue of amendments to Polish maritime safety law which has been amended a number of times since it came to life several years ago. The last amendments of 2015 have been the most profound and complex. Today, maritime safety is given much more importance than several dozen years ago. The public and private aspects of maritime safety became the focus of attention rather recently but are now a branch of law that is developing the most dynamically. As has been shown in the paper, although private maritime law was already known in the Ancient Times, public-private law regulations were adopted only after the sinking of the Titanic in 1912. Still, it is not the private but the public aspects of maritime safety law which constitutes the major challenge. The abundance of international and European legislation ought to prompt the Polish legislator to consider a possible adoption of one comprehensive maritime safety act which would approach the whole matter in question in a systematic manner. The deliberations presented in the paper sum up the amendments to maritime safety law made so far. They are also an attempt to analyse the new legal order more deeply, and propose some more general de lege ferenda conclusions. The analysis is set in a wider context, taking into account the amendments introduced to international and EU regulations.

From November 2015 to June 2016 Research and Development Centre of the Estonian Maritime Academy (hereinafter R&D Centre of EMARA) carried out a survey among the alumni of maritime institutions in Estonia. The survey based on a questionnaire developed by R&D Centre of EMARA in cooperation with the academies’ management, curricula leaders and maritime associations. Participants included different maritime education institutions alumni, including the citizens of the Republic of Estonia, who had studied in marine educational institutions abroad. In total 343 maritime educational institution alumni participated in the survey.

In case of maritime communications, we observe a growing interest in deployment of multitask satellite-based solutions and development of new maritime-specific systems intended for improvements in safety of e-navigation. Analysis of different types of currently used maritime communication systems leads, however, to a conclusion that neither global and still very expensive satellite systems nor cheaper, but short-ranged transmission technologies can, on their own, fully meet the today’s expectations and quality requirements formulated for broadband maritime systems. This lack of reliable solutions, offering high throughput and ubiquitous availability of coverage to a wide audience at a relatively low price is one of the main barriers in a widespread implementation of e-navigation initiatives. This issue is addressed in the netBaltic project with the objective to design, deploy and validate in a real maritime environment a non-satellite wireless communication system enabling ship-to-ship and ship-to-shore information exchange via a multi-hop network composed of onshore base stations, maritime vessels and other transit elements such as buoys. In this paper, the idea of a heterogeneous wireless maritime system is presented. Details of the proposed netBaltic node architecture are described highlighting the solutions introduced in the project as a response to specific maritime communication requirements. Numerical results of communication area coverage are presented for four different scenarios utilizing different wireless transmission technologies. In particular, they indicate that when using appropriate wireless communication solutions, the number of vessels being able to connect to Internet is significantly increased as compared to traditional wireless systems (capable of one-hop communication) from 14% for short-range transmission technologies up to as high as 127% in case when relatively long-range transmission technologies are employed within the system.

Under the Manila 2010 amendments to the STCW , all crew members on board cruise vessels, mainly those assisting passengers during emergency situations and not only, “should be able to communicate safety-related issues in English or in the language spoken by the passengers and other personnel on board.” Having in view that navigational and safety communications from ship to shore and vice versa, ship to ship, and on board ships must be precise, simple and unambiguous, so as to avoid confusion and error, besides the need to standardize the language used, there is a growing demand of developing communication skills in English, especially for personnel working on cruise vessels, but also on RORO vessels, yachts and small passenger vessels. This is the reason why we have designed, developed and are already delivering the “Maritime English for Auxiliary Personnel" course in Specialized Maritime English to auxiliary personnel working on board cruise vessels to develop their ability to communicate with passengers, mainly during an emergency. The course covers the specific language used to describe the parts of ships, organisation on board ships, all essential safety-related matters and work-specific topics. It also reflects the situations in which auxiliary personnel need to communicate, with each other, with other crew members and with shore side authorities. The final goal of this course is to improve fluency in spoken English in real life situations which, of course, can be both routine and non-routine.

As in every industry at risk, the human and organizational factors constitute the main stakes for maritime safety. Furthermore, several events at sea have been used to develop appropriate risk models. The investigation on maritime accidents is, nowadays, a very important tool to identify the problems related to human factor and can support accident prevention and the improvement of maritime safety. Part of this investigation should in future also be near misses. Operation of ships is full of regulations, instructions and guidelines also addressing human factors and safety culture to enhance safety. However, even though the roots of a safety culture have been established, there are still serious barriers to the breakthrough of the safety management. One of the most common deficiencies in the case of maritime transport is the respective monitoring and documentation usually lacking of adequacy and excellence. Nonetheless, the maritime area can be exemplified from other industries where activities are ongoing to foster and enhance safety culture.

In this article, the author will present issues directly related to the security of critical infrastructure, which includes, inter alia, infrastructure ensuring energy security of our country. In view of the geopolitical events that we have witnessed recently, this is one of the key problems to be solved in the legislative and systemic spheres. The problem of legislative, competence and equipment shortages in securing the critical infrastructure of the Republic of Poland at sea has been repeatedly signaled, but very often it was met with some leniency, as no one assumed that a conflict that was so brutal and "classic" in its shape could occur. Russia's aggression against Ukraine has arisen. Critical infrastructure includes not only future offshore wind farms, but also, inter alia, ports, refineries, power plants, mining platforms, etc., the protection of which would require serious revision. In this publication, however, the author will focus primarily on issues related to offshore wind energy and possible investments related to the production of hydrogen in Polish maritime areas.

This study interrogated the relevance of maritime education and training (MET) at the secondary level as an effective strategy for developing a sustainable supply of maritime labour and to mitigate current and future supply-demand imbalances arising from philosophical and sociological changes in society and in the maritime industry. Secondary education and its associated curriculum may be developed to form the underlying fundamentals of early awareness of maritime concepts targeted at youth of ages 11-18 years. To find answers to five research questions relating to this topic, a mixed method approach was applied in collecting and analysing data. The findings indicate strong evidence of the importance and relevance of MET at the secondary level. They further show this importance as it relates to an appreciation by the youth of the maritime industry as a domain for technical career options and to the creation of a sense of stewardship of the world’s oceans. Despite these positive findings, the study also finds that a number of key stakeholders are unaware of the potential and role of the maritime industry leading to a notable barrier to the implementation of MET at the secondary level and a lack of the necessary rigour and focus on promoting the industry to the youth via MET in secondary education. The study concludes by noting that there is a need for a focus on reforming the curricula of national secondary education system, where appropriate, as a first step towards the achieving the benefits of implementation of MET at the secondary level.
