This study aimed to determine the concepts learned in Navigation and Seamanship as well as the level of satisfaction of students’ in using the training ship in terms of food, accommodation, readiness of venue, quantity of equipment, activities, speakers, and ships’ crew. The respondents of this study were the 129 students of JBLFMU-Arevalo. They were selected through stratified and cluster sampling. A questionnaire was sent to the respondents through e-mail and Facebook messenger to gather the data. The comments of the students were classified according to themes. For BSMT 1 – Familiarization and Ship Tour, in Navigation, the themes are learning the ship nomenclature and manipulating the different navigational equipment onboard, inculcating skills to plan and manage a ship for safety voyage, employing the concepts learned about the various ship positioning to arrive at the port or point of destination, and refining the importance of learning the qualities of a competent navigator. In Seamanship, the themes are enhancing concepts learned about the importance of prioritizing safety on board and learning the International Maritime Law, learning the important purposes and uses of the different navigational equipment on board, improving skills on proper operation of the ship, and uplifting the duties and responsibilities of officers and crew members on board. For BSMT 2, Port and Anchor Watch, in Navigation, the themes are, learning the uses and importance of the different navigational equipment on board, different types of navigation use to navigate accurately, employing the concepts learned about the various ship positioning to arrive at the port or point of destination, uplifting the duties and responsibilities of officers and crew members on board, and defining navigation for watercraft. In Seamanship, the themes are learning about anchor operations, familiarizing different parts of the ship, integrating seamanship skills in navigation, enhancing concepts learned about the importance of prioritizing safety on board, learning mooring operation, and definition of seamanship. For BSMT 3, Navigational Trip, in Navigation, the theme is learning the different navigational equipment on board and for Seamanship, improving seamanship skills. Having different themes for every year level indicates that the students have actually learned various knowledge about Navigation and Seamanship during their stay onboard the training ship. For the students’ level of satisfaction, the grand mean is described as “High”. This means that some aspects are good in terms of food, accommodation, venue, quantity of equipment, activities, speakers, and ships’ crew. This study concludes that the concepts learned by students’ in Navigation and Seamanship varies in each activity. Furthermore, the students were highly satisfied in using the training ship’s amenities in terms of food, accommodation, readiness of venue, quantity of equipment, activities, speakers, and ships’ crew. The researchers recommend another follow-up study to include respondents from other units as well and some other non - JBLFMU/JBLCF students utilizing the training ship to further validate the results, reduce the number of students participating in every activity to optimum to maximize the outcome intended for each activity, and finally, create a multiple choice questionnaire to assess better the concepts learned and to be given personally to the respondents.

In this article, the optimal loading of homogeneous marine cargo is considered. A mathematical formulation in terms of a mixed-integer linear program can be given. Still, the level of complexity turns out to be too high to perform full-scale computations. On the one hand, the reasons for this are the multitude of variables and constraints. On the other hand, feasible solutions to such problems may often be economically unacceptable or simply empty. Therefore, a heuristic is presented, according to which the relaxation of the limiting conditions influencing the solution’s feasibility and its economic profitability was parametrized. Under this heuristic, shifting the deadlines of selected orders is allowed. Also, the assignment of orders to vessels is separated from the allocation of vessels to piers in loading and unloading ports. The solution presented can be easily generalized by adding additional restrictions or features like indirect vessels, founding cost, or differentiation between materials.

Analysis of the possibilities of Poland’s participation in the utilization of hazardous chemicals based on the experience of the Danish RECLIB operation. The article reviews the implementation of the maritime policy by the Kingdom of Denmark as the examples of an operation, carried out in 2016, under the code name RECLIB, whose the main aim was to remove harmful chemical substances from Libya. The process of setting up maritime operation under the leadership of Denmark was described, while conducting an active international policy, including in the forum of the UN Security Council. The cooperation of Denmark with other countries was also presented, for which counteracting the weapon of mass destruction (WMD) proliferation, especially under the auspices of the United Nations, is a high priority in foreign policy. Finally, Polish extensive experience in the area of chemical weapon utilization was mentioned and an attempt was made to define the national ability to carry out a maritime operation of removing WMD from another country. For this purpose, the authors studied the CBRN capabilities and abilities of the Polish Navy to transport of dangerous substances as part of a potential naval operation.
Artykuł przedstawia analizę możliwości udziału Polski w utylizacji niebezpiecznych substancji chemicznych w oparciu o doświadczenia duńskiej operacji pod kryptonimem RECLIB. W artykule przedstawiono sposób realizacji przez Królestwo Danii jednego z elementów polityki zagranicznej na przykładzie przeprowadzonej w 2016 r. operacji pod kryptonimem RECLIB, której głównym celem było usunięcie z Libii niebezpiecznych substancji chemicznych. Opisany został proces przeprowadzenia morskiej operacji pod przewodnictwem Danii przy jednoczesnym prowadzeniu aktywnej polityki międzynarodowej, w tym na forum Rady Bezpieczeństwa ONZ. Zaprezentowane zostało również współdziałanie Danii z innymi państwami, dla których przeciwdziałanie proliferacji broni masowego rażenia, zwłaszcza pod auspicjami Organizacji Narodów Zjednoczonych, stanowi wysoki priorytet w polityce zagranicznej. Omówione zostały także polskie, szerokie doświadczenia z zakresu utylizacji broni chemicznej i podjęto próbę zdefiniowania krajowych zdolności do usunięcia broni masowego rażenia z innego państwa w ramach operacji morskiej. W tym celu Autorzy przeanalizowali zdolności z zakresu obrony przed bronią masowego rażenia (OPBMR) i możliwości Marynarki Wojennej RP w zakresie transportu substancji niebezpiecznych z wykorzystaniem posiadanych jednostek bojowych.

Degradation of the environment is nowadays believed to be the most alarming problem that needs to be solved. Global warming and environmental pollution are predicted to cause a catastrophic chain reaction leading to species extinction, mass emigration due to rising sea levels and global crisis. The only solution suggested by international organizations is the immediate reduction of greenhouse gases and other harmful substances. Marine transportation harmful substances into the atmosphere are recognized to be a significant source of global atmospheric pollution. Despite the high efficiency of marine diesel engines, their impact on the environment is considerable. Due to environmentally friendly policies, modern engines concerns about not only efficiency but also mainly about s aspects. This article analyses and compares marine s exhaust gases reduction methods. Especially the most harmful substances emitted by ships were taken into consideration. The article presents the most crucial law regulations of harmful substances to the atmosphere, pointing at actual and possible future implementations. The most complex methods allowing meeting the latest limits were presented. Pros and cons of available control methods were thoroughly described and methods were compared. The most adequate methods form the effectiveness and economical point of view was pointed out.

Opis:
The International Atomic Energy Agency (IAEA) estimates that 10 million shipments of radio-active materials are transported annually. Each shipment is made up of either a single package or a number of packages transported from one location to another. The vast majority of these shipments, some 95%, relate to non-fuel cycle transports such as the transport of smoke detectors, and cobalt sources for medical purposes. Only 5% relate to nuclear fuel cycle transports. This study investigates the safety stability aspect, harmonized regulation based transportation, sustaining shipment aspect for the transportation of radioactive materials by ships. Consequently the originality of this paper appears the alignment of existing maritime rules and regulations with the IAEA regulations in order to provide easy understanding and usage for the establishment of code of safe and secure practices for seafarers with the countermeasures and harmonized regulations that are practically implemented by the navigation officers and Master.

This study examined the content analysis of the articles published in International Journal on Marine Navigation and Safety of Sea Transportation (TransNav). A content analysis was conducted for a 6‐year period from 2007 to 2012. The journal published 6 volumes, 24 issues and 401 articles since 2007. The articles were submitted by 637 authors from 49 different countries. A total of 401 research papers were analyzed in the sense of the author’s score, country and institution ranks of articles published in the TransNav Journal. In this study, no attempt was made to distinguish between departments, research centers, and agencies within an institution. The analyses were found that the authors from Poland made the most contribution to the journal. This shows that the journal should be more attractive for authors from other countries to enhance sending their scientific studies. This study also found that the journal mostly attends safety and security in sea transportation. Algorithms and methods are also widely included in the journal as a topic chapter.

This quasi-experimental study aimed at looking into the effectiveness of blended learning approach in improving the performance in Information, Communication, and Technology (ICT) Course of Bachelor of Science in Marine Transportation (BSMT) first year students at JBLFMU-Arevalo during the second semester of school year 2018-2019. The respondents of this research were the two sections comparable with each other who were enrolled in the subject ICT. There were 40 student respondents composed of 20 in the experimental group and 20 in the control group. A validated and reliability-tested 45 item researcher-made multiple choice test was used as an instrument with a Cronbach index of 0.88. The statistical tools used were mean, standard deviation, Mann-Whitney test, and Wilcoxon-Signed ranks test set at .05 level of significance. The effect size was computed to determine the effectiveness of the blended learning approach in terms of students’ performance in ICT. Results showed that in the pretest, though the experimental group had a higher mean score than the control group, the Mann-Whitney test showed that the mean scores of the two groups were comparable because the significant value was greater than .05. When the treatment was introduced, findings showed that there were significant differences in the ICT performance in the pretest and posttest of experimental and control groups as well as in the posttests of both groups. Results inferred that blended learning approach was more than a hundred percent effective showing significant results on the experimental group. It could also be inferred that the better performance of the control group could be attributed to the traditional method of teaching, the lecture method.

John B. Lacson Foundation Maritime University (Arevalo), Inc. is mandated to offer aquatic-sports courses such as paddling, rowing, sailing, and swimming to equip students with needed skills essential for survival in case of emergencies. Since, there is a dearth of instructional materials in Physical Education 2 (Advanced Swimming and Life-saving Techniques), the JBLFMU-Arevalo was given a research grant by the CHED (Commission on Higher Education) known as DARE TO (Discovery Applied Research and Extension Trans/Inter-Disciplinary Opportunities) to address the problem. This DARE TO grant aimed to develop instructional materials in PE 2 that will enhance the swimming performance and life-saving techniques of students. That is why the researchers would like to test for the effectiveness of this instructional material in the form of modules over the traditional approach which is lecture in improving the students’ swimming performance and life-saving techniques in terms of their knowledge and skills. This non-equivalent control group under quasi-experimental study was utilized among the BSMT (Bachelor of Science in Marine Transportation) students. A pretest was used to determine swimming performance of the experimental and control groups. An intervention through the use of instructional materials was employed in the experimental group for the whole semester (five months) while the control group was exposed to lecture as a traditional method of instruction. After a semester, the posttest was administered. The statistical tools used were mean, standard deviation, Mann-Whitney test, and Wilcoxon-signed ranks test. The findings of the study revealed that the instructional material is effective in enhancing the swimming performance and life-saving techniques of students both in the aspects of knowledge and skills. Both the experimental and control groups were “Fair” in their knowledge pretest scores but during the posttest, the experimental group was “Good” and the control group was “Fair”. On the other hand, both the experimental and control groups were “Fair” in their skills’ pretest scores but during their posttest, the control group was “Good” while the experimental group was “Excellent”. The experimental group who used the module showed significantly better performance during the posttest both for knowledge and skills compared to the control group who did not use the module (lecture only). The study further showed significant differences in the mean gains between the experimental and control groups after the conduct of pretest and posttest in favor of the experimental group. It can be gleaned from the results that the module can enhance the knowledge and skills in swimming performance and life-saving techniques of the experimental group. It is highly recommended that this module be utilized among maritime schools offering swimming and life-saving courses.

In recent years the impact of digital technology and relevance of geospatial information has been increasingly felt across the whole maritime community bridging waterborne and coastal activities. The challenge for the maritime and marine science communities is to accelerate the transformation of the maritime sector into one that is able to exploit market-led opportunities and create high value added outputs that fully embraces technological and scientific advances. e-Maritime offers itself as the enabling framework.

Opis:
Reduction of ecological risks of shipping is a challenging task that requires methods of legislative and regulatory control, organizational measures, and technical and technological support. Furthermore, the matter concerns not only the reduction of possible risks but also the level of existing impact on the marine environment because of exhaust gas emissions by ships, discharge of waste and ballast water, as well as control of ecological consequences of accidents. The purpose of this study is to analyse possible sources of environmental impact during ship operation cycles, identify significant risks, review existing potentials to reduce the risk of ship accidents and their environmental consequences, and develop solutions to existing problems. This study offers results, which can serve as the initial basis for the formation of comprehensive measures on the reduction of environmental risks, and consequences of possible accidents for the environment caused by ships and international shipping.

Zrównoważona żegluga (sustainable shipping) jest promowanym w ramach Międzynarodowej Organizacji Morskiej (IMO) kierunkiem rozwoju instrumentów prawnych międzynarodowego prawa morskiego, wynikającym z trzech praktycznych wymogów stawianych żegludze morskiej: „żadnych wypadków, żadnych zanieczyszczeń oraz obsługa na czas” (no casualties, no pollution and service on time). Na forum IMO uznano, że światowy przemysł żeglugowy funkcjonujący w międzynarodowych ramach regulacyjnych zmierza ku „zrównoważonej przyszłości”, co wymaga od IMO dalszego rozwoju instrumentów prawnych, w tym m.in. środków technicznych i operacyjnych, w celu zaradzania problemom globalnym. Główny nacisk kładzie się na: ograniczenie emisji gazów cieplarnianych (GHG) ze statków morskich; zmniejszenie zawartości siarki w paliwie żeglugowym; kontrolę i zarządzanie wodami balastowymi; zmniejszanie i kontrolę zanieczyszczeń morskich, w tym tworzyw sztucznych, oraz skuteczną ochronę szczególnie cennych ekosystemów morskich i przybrzeżnych; a także poprawę efektywności transportu drogą elektronicznej wymiany informacji, cyfryzację w żegludze morskiej i zwiększenie udziału kobiet w społeczności morskiej. Celem artykułu jest przedstawienie zrównoważonej żeglugi jako kierunku rozwoju instrumentów prawnych międzynarodowego prawa morskiego, opartego na ugruntowanej w prawie morza zasadzie prewencji oraz na obowiązku ochrony i zachowania środowiska morskiego.
Sustainable shipping is a direction for the development of international maritime law legal instruments promoted within the International Maritime Organization (IMO), and resulting from three practical requirements for shipping: “no casualties, no pollution and service on time”. The IMO recognized that the global shipping industry operating within the international regulatory framework is heading towards a “sustainable future”, which requires IMO to further develop its legal instruments, including technical and operational measures to deal with global problems. The main focus is on: reducing greenhouse gas (GHG) emissions from ships; reducing the sulfur content of marine fuel; ballast water control and management; the prevention, reduction and control of marine pollution, including plastic pollution, and the effective protection of particularly sensitive marine and coastal ecosystems; as well as improving transport efficiency through electronic information exchange, digitization in shipping and increasing the participation of women in the maritime community. The aim of this paper is to present sustainable shipping as a direction for development of legal instruments of international maritime law, based on the principle of prevention and the obligation to protect and preserve the marine environment, well-established in the law of the sea.

In the paper the author tries to present the results of monitoring the implementation of the Electronic Chart Display Information System (ECDIS) to ensure that issues identified in regard to the anomalous operation of some ECDIS are collated, analyzed, communicated and resolved as speedily as possible to maintain the safety of navigation and to assist the smooth transition from paper to digital navigation.

The author attempts to describe the safety factors which should be considered for the sea transportation through coastal waters and the International waterways. First segment of this paper is designated to investigate the role of females as crew and officer on board ships. Based on STCW95 Convention and from the professional point of view the author believes that the Iranian females can be able to take responsibility on board ship as officer or even master mariner. Boys and girls can learn the required theories at the college when they are Cadet and improve their skill on board ship; therefore, operation of the advanced equipment on board ship can be done by both sides easily. A section of this paper is devoted to elucidate the various aspects of Iranian culture for the sea jobs which are going to be carried out by Iranian women on board ships. Some technical suggestions will be described in this paper in order to be taken into account the cultural factors by the IMO representative and finally the Parliament of Islamic Republic of Iran. The existence of women especially Iranian women or the mixture of men and women officers on board Iranian ships in order to improve the safety factors of sea transportation will be discussed in depth.

Opis:
Perintis ships are sea transportation highly relied upon by the people in remote, frontier, underdeveloped, and border islands, considering the absence of other types of vehicle operating in the area. Perintis Ships can carry up to 500 people and connect islands categorized as 3TP with larger ports. This ship will be analyzed in longitudinal strength with variations in pillar positions. The analysis results will be compared, and whether the research results allowed the BKI regulatory standards. The maximum stress value produced by the variation without pillars is 21.76 N/m2 in calm water conditions, 41.19 MPa in sagging conditions, and 10.67 MPa in hogging conditions. The variation of the pillars on the side is 21.95 MPa in calm water, 41.54 MPa in sagging conditions, and 10.76 MPa in hogging Conditions. The variation of the pillar in the middle obtained maximum stress 21.96 MPa in calm water conditions, 41.55 MPa in sagging conditions, and 10.77 MPa in hogging conditions. Of all the variations, it has met the criteria of the BKI regulations, where the allowable stress is not to exceed 140.14 MPa. From the analysis that has been done, it can be concluded that the position of the pillar laying does not significantly affect the longitudinal strength of the ship.
