Opis:
The development of coastal infrastructure and related maritime transport necessitatesthe intensification of vessel traffic monitoring. Navigation systems used in this research are traditionally based on the information transmitted by radio waves. Marine traffic safety requires constant supervision carried out by dedicated systems, the operation of which may be limitedby difficult environmental conditions. The possibilities of supporting navigation systems with underwater observation systems are explored here. The research was carried out using an underwater measurement system. Local disturbances of the hydroacoustic and hydrodynamic field from the moving vessels were analysed. The potential for identifying a moving vessel, for example for offshore infrastructure security purposes, is demonstrated.

W artykule podjęto próbę zilustrowania zasad Formalnej Oceny Bezpieczeństwa Morskiego (FSA) do oceny tego bezpieczeństwa na polskich obszarach morskich. Celem autorów jest również uczynienie Wytycznych FSA bardziej dostępnymi, tj. zrozumiałymi dla potencjalnych użytkowników. W tekście tym zamieszczono zatem wiele interpretacji mniej oczywistych pojęć, procedur i zasad dotyczących bezpieczeństwa morskiego i ochrony.
The paper attempts to illustrate principles of Maritime Formal Security Assessment to assess the security in Polish maritime areas. The authors’ aim is also to make the Guidelines of FSA more accessible, i.e. easier to understand by potential users. Therefore the text also includes several interpretations of less obvious notions, procedures and principles related to maritime security and protection.

Opis:
Sea transport of liquid substances (petroleum and its derivatives) is done with the use of vessels called tankers. Their incorrect operation constitutes a great threat to the natural environment of maritime areas. Neglect of individual operations or failure to observe guidelines in many cases lead to oil spills the consequences of which are frequently irreversible and pose a threat to environmental safety. This article analyses the threats engendered by improper operation of oil tankers and describes how the operations necessary in transport of liquid substances with the use of tankers should be performed. It is an important issue since elimination of the abovementioned threats at the same time favours the efforts aimed at the highest possible degree of safety of marine natural environment (or more broadly ecological safety). The article also attempts to answer the following questions: Is the majority of disasters involving tankers caused by a human factor? Are the disasters rather caused by political factors and armed conflicts? The answer to those questions may form a basis for further research aimed at raising the level of marine safety.

Formal safety assessment of ships has attracted great attention over the last few years. This paper, following a brief review of the current status of marine safety assessment is focused on the hazards identification (HAZID) and prioritisation process. A multicriteria decision making framework, which is based on experts‟ estimation, is then proposed for hazards evaluation. Additionally in this paper many aspects of the evaluation framework are presented including the synthesis of evaluation teams, the assessment of the importance of criteria, the evaluation of the consequences of the alternative hazards and the final ranking of the hazards. The proposed methodology has the innovative feature of embodying techniques of fuzzy logic theory into the classical multicriteria decision analysis. The paper concludes by exploring the potentiality of the above methodology in providing a robust and flexible evaluation framework suitable to the characteristics of a hazard evaluation problem.

Ship collision is a hazardous event within the chain of maritime transport. Collisions may result in human losses, adverse economic consequences, and environmental damages causing significant impact to local societies and related activities. A major factor in any risk analysis concerning ship collisions is the probability of these collisions occurring. The purpose of this study is to assess the probability of ship-to-ship collision in the Aegean Sea. The basic concept of the developed model is to (statistically) simulate traffic flow in the area of interest and determine the collision candidates; this will be implemented in a pilot study in a segment of the Aegean Sea. The input of this effort is based on values that are extracted from statistical analysis of the international fleet in combination with the study of maps depicting traffic flow in the studied area. Hence, it does not employ detailed AIS data. The obtained results are presented and their agreement with actual incidents is discussed in depth. The paper concludes with interesting insights of the aforementioned tasks.

This paper concerns two agencies which directly or indirectly pursue the goals and perform the tasks set by the European Union in terms of protecting the marine environment. They are both part of the EU agency system established to decentralise measures, integrate various groups of interests, prepare development strategies and prevent bad practices. The Community Fisheries Control Agency (CFCA) harmonises legal regulations and the Common Fisheries Policy, which improves maritime safety. The European Maritime Safety Agency (EMSA) fosters this safety by promoting the implementation of ship safety standards, investigating shipping disasters, and preventing harmful waste discharges from ships including oil spills that would pollute inshore and sea waters, destroying marine flora and fauna.
Opracowanie poświecone zostało dwóm agencjom, które bezpośrednio bądź pośrednio realizują cele i zadania UE na rzecz ochrony środowiska morskiego. Obydwie wpisują się w szeroko pojęty system agencyjny UE powołany do decentralizacji działań, integrowania różnych grup interesów, opracowywania strategii rozwojowych oraz zapobiegania różnego rodzaju działaniom niepożądanym. Jedna z nich, tj. Agencja Kontroli Rybołówstwa, harmonizując przepisy prawne i wspólnotową politykę rybacką pośrednio przyczynia się do bezpieczeństwa morskiego. Z kolei druga, tj. Europejska Agencja ds. Bezpieczeństwa na Morzu, zgodnie ze swoją nazwą broni tego bezpieczeństwa, zabiegając o wprowadzanie standardów, bezpieczeństwa statków i badając wypadki statków, zapobiegając odpadom ze statków i rozlewom olejowym, niszczącym wody przybrzeżne i morskie, a wraz z tym morski świat żyjący.

The primary purpose of a marine casualty investigation is to seek to establish the causal factors of the casualty with a view to learning the hard lessons and avoiding a repetition. The broad questions of an investigation: ""who?, what?, when?, where?, why?, and how?"", all help to uncover the facts. The investigation sequence will cover a diverse range of fact-finding activities, amongst which, as often the case, may be a requirement for “conducting specialised studies”. Following the fact-finding stage the typical investigation progresses to analysis of the facts, reaches conclusions and makes recommendations. Keeping an open mind, to avoid premature conclusions, requires the separation of the fact-finding and analysis phases. But the analysis may well help to identify missing pieces of evidence, or different lines of enquiry that may otherwise have gone undetected. As an effective reconstruction tool, a full-mission bridge simulator offers an opportunity to examine a broad spectrum of environmental conditions and vessel characteristics, as well as equipment failures, human factors and operating procedures. A casualty incident can be reconstructed in a real-time simulated environment, to aid more detailed analysis. Within the usual confines of the legal process, comprehension of nautical ‘black magic’ is greatly simplified for non-mariners, by seeing the simulated casualty incident unfold, in real-time or in selected short-time segments.

To reflect the safety degree of marine traffic in real-time and intuitively, this paper put forward a concept of real-time safety index of marine traffic, established marine traffic real-time safety index system, and constructed a real-time safety index evaluation model by using vessel traffic and navigation environmental data provided by shore-based AIS base station network, and quantifying a variety of data which impacts the safety of marine traffic such as ships’ real-time dynamic data, weather changes and so on. A continuous real-time evaluation to a specific area was carried out in the form of real-time index curve, taking the Waigaoqiao Channel of Port Shanghai as an example, to verify the feasibility and effectiveness of marine traffic real-time safety index.

Opis:
Implementation of ERIKA III, the third package of EU legislation intended to integrate international standards of marine accident investigation, has significantly changed the way Polish public authorities investigate marine accidents. Until the implementation, maritime chambers conducted the investigation of marine accidents. Since October 2012 there has been a dual system in place whereby public authorities are entitled to investigate marine accidents in Poland. This article reviews distinctive features of both approaches and the impact thereof on the system of investigating marine accidents. Beside a theoretical description of the legal basis for the functioning of both maritime chambers and the State Marine Accident Investigation Commission, this paper includes analytic data of investigations conducted by both these bodies in order to prove that the number of investigations conducted by maritime chambers has drastically decreased since the establishment of the State Commission, and that the number of investigations conducted by the State Commission itself cannot be sufficient, leading to a decrease of safety in maritime navigation.

The ship technical failures contribution in overall number of navigational accidents are significantly smaller than those caused by human factor but in safety analysis they cannot be neglected. The paper presents methodology of modeling the technical failures of ships with respect of most important ship systems such as main engine, power generators and steering gear. The repair time is also taken into account. The data for simulation was obtained from analysis of ships statistical data of polish owners. The model could be used mostly in assessment with projecting phase of ship appliances, simulating owner’s economical analysis or generating random events in marine simulators.

The most important global problem being solved by the whole world community nowadays is to provide sustainable mankind development. Recent research in the field of sustainable development states that civilization safety is impossible without transfer sustainable development. At the same time, sustainable development (i.e. preservation of human culture and biosphere) is impossible as a system that serves to meet economical, cultural, scientific, recreational and other human needs without safety. Safety plays an important role in sustainable development goals achievement. An essential condition of effective navigation functioning is to provide its safety. The “prescriptive” approach to the navigation safety, which is currently used in the world maritime field, is based on long-term experience and ship accidents investigation results. Thus this approach acted as an the great fact in reduction of number of accidents at sea. Having adopted the International Safety Management Code all the activities connected with navigation safety problems solution were transferred to the higher qualitative level. Search and development of new approaches and methods of ship accidents prevention during their operation have obtained greater importance. However, the maritime safety concept (i.e. the different points on ways, means and methods that should be used to achieve this goal) hasn't been formed and described yet. The article contains a brief review of the main provisions of Navigation Safety Conceptions, which contribute to the number of accidents and incidents at sea reduction.

Marine abandonment immersion suits are a vital piece of safety equipment intended to protect individuals from exposure to harsh environmental elements. The operational effectiveness of a well maintained and fitted suit depends on the ability of a user to correctly don a suit system. Thirty-two participants performed immersion suit donning trials in six experimental conditions. Dynamic, pre-abandonment marine emergency scenarios were simulated using a six degrees of freedom motion platform and varying environmental lighting levels. This article details user-suit interaction challenges encountered throughout immersion suit donning tasks and examines their connection to safety and survival in marine emergencies. Analysis of user-suit functionality during the donning process is critical for identifying current deficiencies in order to develop future design solutions, training methodologies and ultimately improve users’ practical competencies.

This study examined the content analysis of the articles published in International Journal on Marine Navigation and Safety of Sea Transportation (TransNav). A content analysis was conducted for a 6‐year period from 2007 to 2012. The journal published 6 volumes, 24 issues and 401 articles since 2007. The articles were submitted by 637 authors from 49 different countries. A total of 401 research papers were analyzed in the sense of the author’s score, country and institution ranks of articles published in the TransNav Journal. In this study, no attempt was made to distinguish between departments, research centers, and agencies within an institution. The analyses were found that the authors from Poland made the most contribution to the journal. This shows that the journal should be more attractive for authors from other countries to enhance sending their scientific studies. This study also found that the journal mostly attends safety and security in sea transportation. Algorithms and methods are also widely included in the journal as a topic chapter.

The paper presents the application of the theory of deterministic sensitivity control systems for sensitivity analysis implemented to game control systems of moving objects, such as ships, airplanes and cars. The sensitivity of parametric model of game ship control process in collision situations have been presented. First-order and k-th order sensitivity functions of parametric model of process control are described. The structure of the game ship control system in collision situations and the mathematical model of game control process in the form of state equations, are given. Characteristics of sensitivity functions of the game ship control process model on the basis of computer simulation in Matlab/Simulink software have been presented. In the end , have been given proposals regarding the use of sensitivity analysis to practical synthesis of computer-aided system navigator in potential collision situations.

Ponadto przedstawiono wybrane wymagania dla jednostek powietrznych wykonujących loty nad akwenami morskim oraz morskich platform w zakresie wyposażenia lądowiska i gotowości platformy do przyjęcia śmigłowca na swój pokład wraz z procedurami operacyjnymi w zakresie zapewniania bezpieczeństwa oraz organizacji lotów.
The paper discusses the rules of organizing flights to offshore installations in the wide aspect of safety of passenger and cargo transport by air. The study, analysis the institutions responsible for the safety and organization of air transport, with particular emphasis on the work carry out on the British Shelf and the Baltic Sea. In addition, selected requirements for helicopters, air operators and offshore installations, in particular landing area, equipment and installations readiness to take the helicopter were presented in terms of on board, along with operational procedures for ensuring safety and flight organization.

The purpose and scope of this paper is to present the demand of Polish waters for the boat MoB MEDS the Mobile Base of the Marine Emergency Diving Service, which would enable necessary underwater works (repairs and inspections) for ships requiring immediate assistance. The MoB MEDS boat could also protect sensitive sea areas against potential oil and / or chemical spills from the ship, which could seriously threaten the safety of human life, the safety of navigation and the protection of the natural environment with its unique ecological values. Mentioned demand is supported by the analysis of selected statistical data on maritime accidents in Polish waters and planned maritime investments.

The paper presents the assumptions of a simulation model for assessing the navigational safety of fishing vessels. The model consist of submodels of merchant and fishing vessels traffic, submodel of external condition and submodel of accident consequences. Paper present also a results of simulation experiment which was carried out for Polish EEZ. Model takes into account all Polish fishing vessels operating in the Polish EEZ with length more than 15 meters and the merchant vessels traffic in South Baltic Sea area. As a results positions of simulated collisions of fishing and merchant vessels, positions and sizes of simulated bunker spills and the positions of losses of fishing equipment were achieved.
W artykule przedstawiono założenia złożonego modelu symulacyjnego dla szacowania bezpieczeństwa nawigacyjnego statków rybackich. Model składa się z modeli ruchu statków handlowych i statków rybackich, modelu warunków środowiskowych oraz modelu skutków zdarzenia. Ponadto w artykule przedstawiono rezultaty eksperymentu symulacyjnego przeprowadzonego dla polskiej wyłącznej strefy ekonomicznej. Model uwzględnia wszystkie polskie statki rybackie operujące w polskiej wyłącznej strefie ekonomicznej o długości większej niż piętnaście metrów oraz ruch statków handlowych na południowej części Morza Bałtyckiego. W rezultacie otrzymano pozycje prawdopodobnych kolizji statków transportowych oraz rybackich, pozycje i rozmiary prawdopodobnych rozlewów olejowych oraz pozycje utraty narzędzi połowowych.

A sea voyage can be divided into three parts with varying degrees of risk: • from the berth at the port of departure to the pilot disembarkation point • from the pilot disembarkation to another pilot embarkation point near the port of call/destination • from the pilot embarkation point to the berth Results of statistical research into ship accidents at sea point to an increased number of incidents and accidents, including groundings, especially in restricted areas. Such areas are often narrow and have limited depths, while their short straight sections require frequent course alterations, often in varying hydrometeorological conditions. Due to all these factors, the voyage has to be carefully planned and all watchkeeping officers have to be well prepared to conduct the ship safely. The article presents the objectives, scope, legal basis and stages in the process of voyage planning. The compliance with the outlined principles will reduce the level of risk in maritime transport.

Oil spills from maritime activities can lead to very extensive damage to the marine environment and disrupt maritime ecosystem services. Shipping is an important activity in the Northern Baltic Sea, and with the complex and dynamic ice conditions present in this sea area, navigational accidents occur rather frequently. Recent risk analysis results indicate those oil spills are particularly likely in the event of collisions. In Finnish sea areas, the current wintertime response preparedness is designed to a level of 5000 tonnes of oil, whereas a state-of-the-art risk analysis conservatively estimates that spills up to 15000 tonnes are possible. Hence, there is a need to more accurately estimate oil spill scenarios in the Northern Baltic Sea, to assist the relevant authorities in planning the response fleet organization and its operations. An issue that has not received prior consideration in maritime waterway oil spill analysis is the dynamics of the oil outflow, i.e. how the oil outflow extent depends on time. Hence, this paper focuses on time-dependent oil spill scenarios from collision accidents possibly occurring to tankers operating in the Northern Baltic Sea. To estimate these, a Bayesian Network model is developed, integrating information about designs of typical tankers operating in this area, information about possible damage scenarios in collision accidents, and a state-of-the-art time-domain oil outflow model. The resulting model efficiently provides information about the possible amounts of oil spilled in the sea in different periods of time, thus contributing to enhanced oil spill risk assessment and response preparedness planning.

Error is a part of human. Despite that organizations are trying to reduce error to the zero level, this goal is unachievable. As far as human operation is taking place in a complicated environment, error will occurred, and its possibility would be increased under the conditions of stress, extra loading work, and fatigue. One of the most important transportation modes is marine transportations. The sea is an unsafe place that kills many by a simple event. Every year there are thousands of marine accidents that result in injuries, casualties, marine pollutions and also massive financial loss. To reduce the accidents, there should be more attention to the factors such as suitable training of human resource, proper implementation of national and international laws and regulations, vessels and the equipment on board them, port facilities, and also the utilities for marine search and rescue. In this research 1816 marine accidents have been studied in five Iranian shipping companies. 17 factors are known to be effective in occurrence of human error in these accidents. Four factors of the most influence are negligence, poor training, inadequate tools, and lack of skill and experience.

Maritime safety involves minimizing error in all aspects of the marine system. Human error has received much importance, being responsible for about 80% of the maritime accident worldwide. Currently, more attention has been focused to reduce human error in marine engine maintenance. On-board marine engine maintenance activities are often complex, where seafarers conduct maintenance activities in various marine environmental (i.e. extreme weather, ship motions, noise, and vibration) and operational (i.e. work overload and stress) conditions. These environmental and operational conditions, in combination with generic human error tendencies, results in innumerable forms of error. There are numerous accidents that happened due to the human error during the maintenance activities of a marine engine. The most severe human error results in accidents due to is a loss of life. Moreover, there are other consequences too such as delaying the productivity of marine operations which results in the financial loss. This study reviews methods that are currently available for identifying, reporting and managing human error in marine engine maintenance. As a basis for this discussion, authors provide an overview of approaches for investigating human error, and a description of marine engine maintenance activities and environmental and operational characteristics.

The article describes the method of the determination of optimal parameters of the approach channels leading to the outer port in Świnoujście assuring safe navigation of LNG tankers of Q-flex type. The method used was specially developed for optimized design of waterway systems. Conditions of safe vessel operations within the system were defined.
W artykule wyznaczono optymalne parametry systemu podejściowych dróg wodnych do portu zewnętrznego w Świnoujściu zapewniających bezpieczną nawigację gazowców LNG typu Q-flex. Zastosowano specjalnie opracowaną metodę optymalnego projektowania systemów dróg wodnych. Określono warunki bezpiecznej eksploatacji systemu.

The presented method for defining the conditions of safe operation of marine ferries in ferry terminals allows verification of shipowner ferry designs. In the first stage of this method, simulations are used to determine the allowable wind speed. The second stage comprises simulations of ferry berthing aimed at defining safe manoeuvring areas, the energy of berthing impact and propeller stream speeds at allowable wind speeds. The method was used in the design of a 228 m long hybrid ferry.

This paper presents an application of selected methods of optimal and game control theory to determine own ship safe trajectory when passing other ships encountered in good and in restricted visibility at sea. Five algorithms for determining safe trajectory of the own ship in a collision risk situation: non-cooperative positional game, non-cooperative matrix game, cooperative positional game, dynamic optimization, and kinematic optimization are compared. The analysis is illustrated with examples of computer simulations of the algorithms to determine safe and optimal own ship trajectories in the real navigational situations at sea.

It is the basic requirement of maritime safety education to guarantee the safety of teaching operation while training the crew's occupation safety capability. Marine Training Center of Shanghai Maritime University has undertaken the practical teaching of "marine survival" for many years and come up with the whole safety procedures of training. Based on the requirements of SOLAS convention and regulations of STCW over crew training, this paper introduces the safety allocation, utilization and maintenance of teaching equipments. Through the investigation of the safety situation of students' practical operation, the safety teaching method named "four in one" has been put forward, which includes the pre-teaching safety precaution, the whole monitor during the teaching process, the post-teaching summary evaluation, and the reset and standby of teaching facilities. Finally, during the learning and training of "marine survival", crews and students are called on to place priority on personal safety rather than acquisition of knowledge and skills. Only in this way can they be capable of self-protection and protection of others in the career of seafaring.

It is essential to evaluate safety of marine traffic for the improvement of efficiency and safety of marine traffic. Spread of AIS makes observation of actual marine traffic more easily and faster than before. Besides, description of collision avoidance behaviours of ships are indispensable to simulate a realistic marine traffic. It is important to develop and implement an algorithm of collision avoidance corresponding to a target traffic or target area into the marine traffic simulation because actual actions for collision avoidance depend on circumstances where ships are sailing. The authors developed an automated marine traffic simulation system with AIS data. And in this paper, we proposed a series of systematic procedures for marine traffic simulation including analysing for collision avoidance behaviours using AIS data.

This article presents the NAVDEC, a navigational decision support system on a sea-going vessel. The system, developed at the Maritime University of Szczecin, is compared with other systems of this type worldwide. New functionalities of the NAVDEC are highlighted, as they may significantly contribute to the enhancement of navigational safety. As there has always been a growing interest in implementing research results into practical use, the authors describe their experience in transferring new technology to industry.
W artykule przedstawiono opracowany w Akademii Morskiej w Szczecinie nawigacyjny system wspomagania decyzji na statku morskim NAVDEC. Porównano system z innymi tego typu rozwiązaniami dostępnymi na rynku światowym. Szczególną uwagę zwrócono na nowe funkcjonalności opracowanego systemu. Funcjonalności te mogą w istotny sposób przyczynić się podniesienia poziomu bezpieczeństwa żeglugi. Ze względu na coraz większe zainteresowanie wdrażaniem wyników badań naukowych do praktyki, w artykule przedstawiono doświadczenia autorów związane z transferem nowych technologii do przemysłu.

Today huge capacity sea-going vessels are propelled by mega high-powered marine diesel engines, referred to as Main Engine. Turbocharging system is an integral part of large marine diesel engine plant, contributing to their safety, reliability, and efficiency. Defects in the turbocharging system could result in higher fuel consumption, erratic running of the Main Engine, and in the worst scenario may result in the stoppage of the Main Engine at sea. An inefficient turbocharging system may also cause major damage to turbochargers, resulting in undesirable accidents out at sea. To avoid such undesirable accidents and ensure smooth operations of the Main Engine, it is required to address this concern. The aim of this research is to study the turbocharging system for a large Main Engine using a Kongsberg engine simulator. Various malfunction of the Turbocharging system is considered, relevant data is collected and analysed. Moreover, a Fault Tree Analysis, (FTA) is considered to identify the top undesirable event which is the failure of the Main Engine. Based on the results of this study, various steps are suggested to avoid failure of the Main Engine due to the defective turbocharging system.

Opis:
Closest point of approach (CPA) is a basic factor taken into consideration for risk assessment during the meeting of two ships at sea. Navigators should use radars with automatic target tracking for collision avoidance and should know the accuracy to which radar data are calculated. Basic information about these requirements can be found in IMO resolutions. The currently binding document for devices manufactured after 2008 is IMO Resolution MSC.192(79). But there are two independent requirements for relative motion. One of these refers to relative motion parameters (relative course and speed) and the other one to the value that is the result of this motion (CPA). The other important document is Standard 62388. This specifies the minimum operational and performance requirements, methods of testing and the required test results published by IEC and also refers to radar equipment. However, this standard is not so popular in different publications focusing on radar equipment, so these requirements were not analyzed in the article. The main problem described in this paper refers to the mutual consistency of IMO Resolution requirements. The results of simulations and their analysis are presented.

This paper evaluates near ship-ship collision situations in the Tagus River Estuary using a simulation model of ship navigation in restricted waters. The simulation model consists of a ship collision avoidance model based on the Artificial Potential Field (APF) method, which has been improved to account for the lateral distribution of traffic along the route, the ship type and length and speed development of the ships along the trajectory. AIS data of ships entering and leaving the port of Lisbon are analysed to obtain the main characteristics of traffic parameters used as input for the traffic simulation model, such as: the routes of the vessels, speed distribution along the routes, traffic density and characteristics of the ships in each route, among others. First, the improved model of ship navigation and the Monte Carlo simulation technique are used to simulate the marine traffic in the Tagus River Estuary. Then, the concept of “ship domain” is used as collision criterion to determine the number of near collisions and the locations where they are most likely to occur. Finally, the simulation results are compared to the ones obtained from raw AIS data to assess the capability of the simulation model for marine traffic risk analysis.

This article presents the optimized parameters of the Świnoujście seaport entrance and three-kilometer fairway linking Świnoujście and Szczecin, extended to allow the safe entry of 300-meter bulk carriers drawing up to 13.5 meters. The parameters were determined by a simulation-based optimization method, where the objective function and its constraint were, respectively, the reconstruction costs of that waterway section and the vessels’ navigation safety. The study made use of real-time simulation in coordination with the vessel’s human operator.

In the modern systems of operation monitoring and of early detection of technical condition changes, additionally to the monitoring and measuring function, there is required the analysis of information in purpose to support the operator in making decisions. Such high complexity of a problem needs application of the fast methods of analysing the information in variety of aspects. Presently, in monitoring of a marine piston diesel engine tremendous importance the methods have, which are based on artificial intelligence both in a meaning of analysis of the individual processes and in complex analysis of a whole object. Merits of the artificial intelligence methods are – high flexibility, versatility and possibility to use the object for analysis with no need to have a mathematical description of the examined object, or occurring processes, what often imposes the considerable difficulty and restrictions in examination to be carried out.
Od dzisiejszych systemów kontroli pracy i wczesnej detekcji zmian stanu technicznego, oprócz funkcji kontrolno- pomiarowej, wymaga się analizy informacji, których zadaniem ma być wspieranie operatora w podejmowaniu decyzji. Tak duża złożoność problemu wymaga zastosowania szybkich metod wielotorowo analizujących informacje. Aktualnie w kontroli pracy okrętowego silnika spalinowego olbrzymie znaczenie mają metody oparte na sztucznej inteligencji zarówno w rozumieniu analizy poszczególnych procesów, jak i analizy kompleksowej całego obiektu. Zaletą metod sztucznej inteligencji jest ich duża elastyczność, uniwersalność i możliwość wykorzystania do analizy obiektu bez potrzeby posiadania matematycznego opisu badanego obiektu i zachodzących procesów, co często stanowi poważną trudność i ograniczenia w przeprowadzeniu badań.

This article presents topics concerning fire hazards during the use of low-speed diesel engines in marine vehicles. The causes and effects of fires in the spaces of scavenge air receivers in marine diesel engines are presented. Methods to prevent and fight these fires are shown, including the operating procedures required from ship engine room operators. The possibility of training personnel to apply the abovementioned procedures during operation using simulations of a Kongsberg MC-90 IVship engine room is presented. Simulations were conducted which included a fire in a scavenge air receiver occurring during the operation of a MAN B&W 5L90MC main engine, with loads corresponding to 50% and 100% of the machine’s recommended setting.

Offshore wind farms can improve safety at sea because they are clearly visible landmarks at sea. Although they limit the sea area available to sailors and ships, they will increase the scope of observation of the sea traffic from land, constitute additional landmarks and, thanks to the installation of additional devices in their waters, expand the area of communication between ships and land services, and increase the scope of information on sea traffic available to the services. They also practically do not limit the possibility of observation through the farm's reservoir.

Approaches to the port are usually considered high traffic areas. Not only deep draft vessels pass through this limited manoeuvring space, but also intensive pleasure craft traffic, especially during the summer season. Crossing of both commercial ships and pleasure craft traffic may generate dangerous situations for navigation. The aim of the following article is to present solutions to the aforementioned safety problem. The article focuses on the navigation safety aspects at the Świnoujście seaport entrance. Currently, Świnoujście-Szczecin Port Regulations take only large ships into consideration while specifying the safety passing at this area, at the same time, belittling the presence of small crafts up to 20 m in length. In order to prove the need for change, one should first present the necessary research concerning the evaluation of the safety level of maximum sized ships navigating at the Świnoujście entrance area in the presence or absence of small pleasure crafts. The surveys were conducted on a group of pilots and captains possessing pilot exemption certificates. The research findings clearly show that the traffic of small crafts and large ships should be separated due to safety concerns. Thus, marine traffic engineering solution is suggested in order to eliminate the most plausible dangers.

This article shows the importance of the diagnostic improvement methods of marine engines to boost the economy and safety of operation of marine cargo ships. The need to implement effective diagnostic methods is justified by presenting statistical data of marine diesel engines failure and the cost of their operation. Based on the own research has been proven, for the chosen example, that indicator diagrams and analysis of indicated parameters have limited utility in the diagnosis of damages of marine engine, although this is a method commonly used in operational practice. To achieve greater diagnostic effectiveness, when, based on indicator diagrams, are calculated and then the characteristics of heat release is analyzed - net of heat release characteristics and the intensity of the heat release, it was demonstrated. This procedure is particularly effective in the diagnosis of damage of injection system components marine diesel engine.

Detection of small crafts/targets, in particular, sailing yachts with the ship's radar is not always possible. Radar reflectors are used to improve their detection. The AIS (Automatic Identification System) transmits position, motion vector and identification signals of a vessel to other ships and VTS (Vessel Traffic Services) centers . This system significantly increases the possibility to detect small crafts. The paper presents results of comparative study of using information from the Automatic Identification System and from radar to determine the accuracy of tracking the position and motion vector of ships in the Gulf of Gdansk. Possibilities and limitations of the AIS are also presented.

The paper presents issues related to the operational safety of lithium-based batteries on vessels. In the first part of the paper the regulations of the Polish Register of Shipping (PRS), regarding the requirements for the batteries on a vessel are analysed. The next section presents the risks related to the use of lithium-based electric energy storage technology. The last part discusses the principles to be adopted during operation of lithium batteries to minimize the risk of threats.
W artykule przedstawiono zagadnienia związane z bezpieczeństwem eksploatacji akumulatorów litowych na jednostkach pływających. W pierwszej części dokonano analizy przepisów PRS dotyczących wymagań w stosunku do akumulatorów stosowanych w okrętownictwie. W drugiej przedstawiono zagrożenia wynikające z zastosowania technologii magazynowania energii elektrycznej opartej na ogniwach litowych. Ostatnia część omawia zasady, jakie należałoby przyjąć podczas eksploatacji baterii litowych, aby zminimalizować ryzyko wystąpienia zagrożeń.

The quality of marine fuels is standardised by the international standard ISO 8217. As practice shows, even fuels that meet all standard requirements do not completely guarantee avoiding disruptions in smooth and safe operation of the ship. The future is likely to bring more cases of improper operation of vessels, sometimes leading to main propulsion failures. One cause behind main engine breakdowns is the introduction of new products on the fuel market that are intended to meet the ever-increasing requirements of environmental protection (e.g. low sulphur content). As a result, some fuels are chemically different from the previously used residual fuels. Using them in the engine room requires special care on the part of the ship owner and the ship’s crew. The article analyses two cases in which the use of conventional residual fuels resulted in main engine stoppage. The authors, bearing in mind the causes of those failures, focus on technical consequences of using marine fuels produced by currently employed technologies.

The paper introduces methods of dynamic games for automation of ship control in the collision situation, the game control processes in marine navigation and the fundamental mathematical model of the game ship control. First, state equations, control and state constraints and then control goal function in the form of payments : the integral payment and the final one, have been defined. Multi-stage positional , and multi-step matrix, non-cooperative and cooperative, game and optimum control algorithms for a collision situation, have been presented. The considerations have been illustrated with an exemplary computer simulation of algorithms to determine a safe own ship’s trajectory in the process of passing the ships encountered in Kattegat Strait.

The purpose of this paper is to present the results of a query aimed at assessing the validity of the topic of crankcase explosions prevention in the main marine engines. The study takes into account the engine type, engine manufacturer, ship’s age, accident severity, ship’s location at the time of the incident, and the share of fatal accidents in the analyzed population of crankcase explosions. One of the primary hazards associated with offshore and deep-sea ship operations – and primarily ship power plants – are fires and explosions that result in accidents and incidents with an average frequency of 60 days. This paper discusses the actuality of crankcase explosion hazards in the main propulsion engines of various types of sea vessels. The assessment was made based on the results of a statistical analysis of historical data from 1972 to 2018. The methodology consisted of three stages: (1) a selection query to obtain the source data, (2) analysis of the obtained results (data separation, extraction of additional information, and statistical analysis), (3) synthesis of the obtained information, and drawing conclusions about the numerical indicators describing the statistical distribution of individual events for the given evaluation criteria. The analysis showed that the risk of crankcase explosions affects ships of all ages – both in crosshead (31%) and trunk piston engines (61%) – and that the number of serious incidents (67%) remained constant over the investigated period. Half of all incidents occurred on vessels younger than 15 years old. 58% of explosions took place in engines of the most popular prime movers manufacturers. The probability that a main engine crankcase explosion will result in injury or death is 17.34%.

The law of general average is one of the oldest institutions in maritime law, which is still applicable in contemporary shipping. Although the role and function of general average have naturally changed throughout centuries of its history (the main reasons therefor being the popularization of maritime insurance, which evolved much later than the general average) and general average has been and is subject to criticism pointing to its anachronistic nature and redundancy in today’s maritime economic realities. However practice shows that general average continues to resist these accusations and is commonly used in the practice of maritime commercial trade. This article deals with the issue of general average in light of Polish maritime law regulations, the essence and specificity of these legislative solutions concerning the safety of shipping in Poland, and also gives examples of events that occurred at sea that permit the announcement of an act of the general average. This article also presents considerations with regard to arguments in favour of maintaining the institution of general average as a legal instrument used in shipping, as well as critical voices emphasizing the need to eliminate general average as an institution of maritime law aimed at distributing losses, incurred to avoid a common peril, to the participants of a maritime adventure.

Opis:
Navigational charts are a basic source of information for seafarers. But how accurate and reliable are they? How much trust and confidence can be put in them? Unfortunately, the answer is not so simple; it is far more complicated than merely saying that one chart is accurate and reliable while another is not. However, any seafarer navigating in unfamiliar waters should have the necessary skills. It is a great challenge – some may say an impossibility – to keep the thousands of navigational charts up to date. But exactly how out of date, how inaccurate, are the chart data? Chart users will have a better idea now that the Hydrographic Office is gradually implementing a new chart feature called the Zone of Confidence (ZOC) box which replaces the Source Diagram that is currently in use on large-scale charts. Source Diagrams, and now the improved ZOCs, assist seafarers in assessing hydrographic survey data and the associated levels of risk of navigating in a particular area. According to the new edition of the International Hydrographic Organization (IHO) specifications, S-4 navigational charts will provide more information on ZOCs. The current paper discusses these new regulations.

Opis:
The paper introduces application of selected methods of a game theory for automation of the processes of moving marine objects, the game control processes in marine navigation and the base mathematical model of game ship control. State equations, control and state constraints have been defined first and then control goal function in the form of payments – the integral payment and the final one. Multi-stage positional and multi-step matrix, non-cooperative and cooperative, game and optimal control algorithms in a collision situation has been presented. The considerations have been illustrated as an examples of a computer simulations mspg.12 and msmg.12 algorithms to determine a safe own ship’s trajectory in the process of passing ships encountered in Kattegat Strait.
