Opis:
A large portion of the credits and financial resources of countries is spent on the preparation and construction of building projects because their implementation would create housing, job opportunities, financial turnover, and economic prosperity. At present, many construction projects are under construction in developing countries, and most of these projects are facing rising costs. The local scope of this research is construction projects in Yazd city. This research is operational in terms of purpose and was carried out in a descriptive and survey manner with an analytical-mathematical method. Data collection was done by documentary and survey methods. The Statistical Society consisted of 150 managers and officials, contractors, and actors involved in construction projects. Data analysis by hierarchical analysis technique showed that the criterion of management factors with a weight of 0.582 has the highest priority in increasing building costs. The criterion of environmental factors with a weight of 0.309 is at the second priority. The criterion of legal and administrative factors with a weight of 0.109 is in the third priority. Therefore, a key element in increasing the cost of construction projects in the under-studied city is the management factor that can be reduced by establishing new management systems and improving the quality of construction projects.

The maintenance system is a key system that provides continuity and safety of the operation of production systems and that affects the safety of people working in these systems. At the same time, the maintenance system is a set of work processes carried out by people under specific environmental conditions, using specific equipment and within a specific organizational and management structure. The purpose of this article is to identify the main management factors that affect occupational safety and to rank these factors in terms of their effectiveness in ensuring safe maintenance, using the grey systems theory. Based on the literature analysis, 12 key management factors were identified and then subjected to expert assessment. In order to rank the factors, a decision model based on the grey systems theory (GST), i.e. systems with incomplete and uncertain information about structure and behavior, was developed and verified. The use of GST in the area of ensuring safety in maintenance is original. The findings of the article will be very useful for managers in implementing safe maintenance systems in various sectors of the economy.

European Commission Regulation (EU) No. 445/2011 regarding the system of certification for entities in charge of maintenance (ECM) of freight wagons requires such entities to supervise the condition of wagons, without specifying the methods of supervision to be used. Each ECM should establish a Maintenance Management System (MMS), which will include the obligation to monitor the fleet of freight wagons. Monitoring railway vehicle maintenance operations should include tracking all significant technical and operational indicators. The key question is which indicators are the have the greatest impact on safety. This paper discusses some issues related to the monitoring of maintenance operations for railway vehicles. It also looks at dedicated solutions for entities in charge of the maintenance for freight wagons based on PN-EN 50126:2002 standard and RAMS indicators (Reliability, Availability, Maintainability and Safety). This paper describes factor analysis of the proposed indicators as a means of selecting those that have a decisive impact on the correctness of the process for monitoring vehicles. This paper shows an example of the implementation of the requirements of the European Commission Regulation 445/2011 [3] regarding the monitoring of the state of railway vehicles and the possibility of using the information so gained as part of a process of continuous improvement. Reducing the number of indicators will reduce the amount of data needed to calculate all the RAMS indicators, without compromising the benefits of the rail vehicle monitoring system.

Environment, environmental protection and sustainability policies play a key role in social development and in the economic competitiveness of industrialized countries. The increase in environmental awareness also causes the ecological reorientation of companies. The purpose of this work is to explore the internal multidimensional factors determining the pro-environmental orientation of companies using the factor analysis for this purpose. The study was conducted on a random sample consisting of 300 small and medium-sized enterprises in the Lubuskie Voivodeship. On the basis of the used factor analysis, it was agreed that further analysis should use the first two factors that explain a total of 70.45% of the variance of all variables.

In this study the authors summarize the main points of SMEs’ behaviour regarding risk management. After defining three levels of risk management, key risks and risk avoiding activities are introduced. Financial risks and their connection to the enterprise´s strategy are highlighted. A Hungarian survey forms the basis of analysis. General roles, behaviours and activities are defined using deduction. It is concluded that the most effective risk management methodology is a customized, flexible and quality-oriented approach regarding SMEs.
Przedstawiono strategię zachowania małych i średnich przedsiębiorstw (MSP) względem zarządzania ryzykiem. Po zdefiniowaniu trzech poziomów zarządzania ryzykiem przedstawiono najważniejsze rodzaje ryzyka oraz najważniejsze sposoby jego unikania z praktycznego punktu widzenia. Podkreślono ryzyko dotyczące finansów oraz jego powiązanie ze strategią przedsiębiorstwa. Podstawą analizy była ankieta przeprowadzona wśród właścicieli MSP na Węgrzech. Wnioski dotyczą szerszej roli, zachowań i działań właścicieli przedsiębiorstw tym sektorze. Stwierdzono, że skuteczna metoda zarządzania ryzykiem jest dostosowanym do indywidualnych potrzeb elastycznym oraz stawiającym na jakość podejściem do MSP

Despite what some have argued as the sine qua non of leadership, there are arguably few, if any, valid instruments available to predict demonstration of EI competencies. This paper focuses on EI and challenges to measurement as it relates to leadership development in maritime management —where EI competencies are deemed critical to effective performance. The authors review and evaluate current instruments that claim to measure EI, survey hiring practices in selected companies in the shipping industry, and make recommendations for further research.

Opis:
Factor analysis is a standard statistical technique for reducing data dimensionality, which is widely used in sociology, psychology, and demography. Also, financial and insurance institutions commonly use such a technique for marketing research. In recent years, factor analysis has been used, at the beginning rather diffidently, to analyse selected problems of business management, e.g. to troubleshoot consumer and company communication. There are some literature reports about the successful use of factor analysis in managing a company area. Nevertheless, the literature seems to lack examples with successful use of the method with a clear explanation of its rather difficult application in the field of competitiveness or potential company boost. The modest popularity of such a powerful technique in this particular field seems to be attributed mainly to the complexity of the method and its requirements concerning the data quantity. Besides, the factor analysis technique has great potential and can be used as an efficient tool to reduce the complexity of observed phenomenon or verify the accuracy of theoretical models. Therefore, the purpose of this paper is to present a vast potential of factor analysis (both exploratory and confirmatory) applied to solve various problems in company management, especially related to competitiveness and market success. Two case studies covering the subject of business management are presented to illustrate the benefits of factor analysis application. The exploratory factor analysis is exemplified by the search of factors related to the commercial success of the company, while the confirmatory technique is illustrated by a case study of the intellectual capital of the company and its factors related to competitiveness. The paper also presents the essence of the factor analysis, types of analysis, subsequent procedures, purposes, and its specific features. Finally, the applicability of the factor analysis to solve management issues and possible gain in management are discussed.

This article analyzes the expectations of the management board and managerial staff as opposed to the expectations and concerns of regular employees of the company. Communication between the decision-making and executive groups is presented as one of the key elements determining the proper operation of the quality management system in the enterprise. In the practical part, the results of the research covering the management and regular employees were presented and compared. The research is aimed at diagnosing the quality of information flow in the enterprise based on the quality management system in the assessment of both surveyed groups, determining the perception of the importance and scale of participation in the proposed corrective actions among the surveyed groups of respondents, and diagnosing the level of informing rank-and-file employees about the goals and importance of conducting internal and external audits. The research also covered the role of lower-level employees in the effective functioning of the company’s quality management system. An attempt was made to analyze the degree of participation of regular employees in the functioning of the quality management system in the enterprise. The article ends with the conclusions and proposals for future research.

Safety in aviation has various connotations. According to the International Civil Aviation Organization (ICAO), it is a state in which the possibility of harm to people and property is minimised and maintained within a continuous process of identifying threats and managing safety risks at an acceptable level or below an acceptable level. Actions related to threat identification can be reactive, proactive, or predictive. Reactive actions aim to verify what happened, why, and how to prevent it from recurring. For this purpose, incidents that occurred in the past are analysed. By Polish law, the Commission for Investigating Aviation Accidents investigates accidents and serious incidents, while incidents mostly fall under the responsibility of the aviation organisation in which the incident occurred. Therefore, this article aims to identify threats causing incidents. Three thousand two hundred aviation incidents reported between 2017 and 2022 to the Civil Aviation Office as part of the mandatory and voluntary event reporting system were analysed. The identified causes, due to the diversity of their description, were divided into four groups. The first group consists of human factors, representing inadequate actions by pilots, crews, or individuals who caused a situation of danger. The second group comprises errors in the operation of technical objects, including aircraft. This group also includes situations where foreign objects violate airspace or minimum conditions are breached. The next group includes environmental causes such as wild animals, birds, and weather conditions. The last group consists of procedures related to flight phases.

The area of human resources management is inseparably connected with the employee’s health protection, that is, according to the definition adopted by the WHO, ensuring the state of physical, mental and social well-being. The development of the Occupational Safety and Health management systems, especially the effectiveness of the action taken, building a safety culture, requires involvement of all of the organization members, which is backed by the law and safety standard requirements. Measurement of employee participation in the area of occupational health and safety is a component of the safety climate in a fairly limited scope, which is why the authors developed a model covering the legal and systemic aspects of employee involvement in health and safety at the workplace. The objective of the article is to identify factors which enable evaluation of the involvement level of all of the organization members in OSH with the use of confirmatory factor analysis. The study results, which were obtained using the PAPI method on a group of 195 organization representatives, allowed for the construction of a tool for the measurement of the employee involvement in OSH, characterized by proper and high accuracy and reliability levels. Using the developed tool, proven was the positive correlation between the size of the organization and the employee involvement level in OSH.

This article presents the training system, adaptation and enhancement of skills by workers recruited for jobs in the coal mine. As mentioned in the introduction, a secure environment and safe behavior at work do not arise spontaneously, but must be developed according to a professional program. Therefore the enterprise studied here focused on improving safety, inter alia through the development and improvement of workers’ skills, including advanced training and acquainting them with threats which can appear in their working environment. Research was performed in order to identify the most common problems in the field of training courses and professional adaptation in the coal mine. The research has shown which areas of OHS (Occupational Health and Safety) need to be corrected.

The aim of this study was to analyse the factors affecting agricultural water management in Iran based on irrigation experts' point of view using factor analysis approach. The results indicated that conservation of modern irrigation equipment, promoting farmers’ knowledge, creating a watercourse (surface water collection), imposing a ban on digging new wells and educating the effectiveness of pressurized irrigation system were all known as the most important factors affecting agricultural water management. Moreover, factor analysis results showed that five factors influencing agricultural water management (institutional and legislative, educational and promotional, economic, technical and farming system) explained 64.29% of the total variance. At the end, some policy suggestions were provided in order to improve agricultural water management in Iran.
Celem badań była analiza czynników wpływających na gospodarkę wodną w rolnictwie w oparciu o poglądy ekspertów, z wykorzystaniem metody analizy czynnikowej. Wyniki wskazują, że zachowanie nowoczesnych urządzeń irygacyjnych, promocja wiedzy rolniczej, tworzenie cieków (gromadzenie wód powierzchniowych), wprowadzenie zakazu wiercenia nowych studni i edukacja w zakresie wydajności ciśnieniowych systemów irygacyjnych, to znane i najważniejsze czynniki wpływające na gospodarkę wodną. Ponadto, analiza czynnikowa wykazała, że pięć czynników wpływających na gospodarkę wodną w rolnictwie (systemy instytucjonalne i prawne, edukacja i promocja, system ekonomiczny i techniczny oraz gospodarka rolna) wyjaśniały 64,29% całkowitej zmienności. W podsumowaniu sformułowano kilka sugestii co do polityki wodnej w celu usprawnienia gospodarki wodnej w rolnictwie w Iranie.

The results of research concerning relations between cost structure in a given farm, productivity and efficiency of inputs utilization is presented in this paper. 49 farms from the Wielkopolska region were investigated. It was proved that inputs of current assets constitute the highest share in structure of inputs of production factors. Variability of intermediate consumption in total costs is mainly the reflection of relation between operational and investment activity. The analysis proved that farms with higher intermediate consumption, obtain higher productivity and profitability of land, labour and fixed assets. It can indirectly imply a dominant role of operational activity as far as improvement of inputs utilization efficiency is concerned.
W pracy przedstawiono wyniki badań dotyczących relacji pomiędzy strukturą kosztów w gospodarstwie a produktywnością oraz efektywnością wykorzystania nakładów czynników produkcji. Badania przeprowadzone zostały w 49 gospodarstwach rolnych z Wielkopolski. Wykazano, że w strukturze nakładów czynników produkcji największy udział mają nakłady środków obrotowych. Zmienność w zakresie udziału zużycia pośredniego w kosztach ogółem jest w dużej mierze odzwierciedleniem relacji pomiędzy działalnością operacyjną i inwestycyjną. Z analizy wynika, iż gospodarstwa charakteryzujące się wyższym udziałem zużycia pośredniego, uzyskują wyższą produktywność oraz dochodowość nakładów ziemi, pracy oraz środków trwałych. Pośrednio świadczy to o dominującej roli działalności operacyjnej w poprawie efektywności wykorzystania nakładów.

Opis:
Besides clinical medicine, which is in the process of constant and fast development, the focus is increasingly on public health services, which should be well prepared for reducing or keeping under control the dangers induced by the growing social burden of disease. Continuous risk management is represented by these services that are specially designed to prevent diseases and health damages. The grounds for the planning and implementation of public health services are constituted by risk factor management and assessment by means of adopting a unified approach. The organisation as well as the cost-effective implementation of services – providing primary, secondary and tertiary prevention – on community and individual levels will be of utmost importance in the future, and will mean, besides risk equalisation, adopting a unified approach as to the provision of public health services.

Wstęp i cele: W pracy przedstawiono problem kształtowania czynnika ludzkiego w aspekcie nowoczesnego zarządzania bezpieczeństwem pracy. Głównym celem pracy jest omówienie czynników kształtujących kulturę bezpieczeństwa pracy oraz polityki w zakresie bezpieczeństwa i kultury pracy. Materiały i metody: Materiał stanowią źródła dotyczące zarządzania i kultury bezpieczeństwem pracy. Zastosowano metodę analizy i syntezy. Wyniki: Szereg rozwiązań z zakresu techniki i organizacji pracy nie wyklucza możliwości wystąpienia wypadku. Stan pożądanego bezpieczeństwa jest trudny do zrealizowania, ale możliwy dzięki nowoczesnemu zarządzaniu systemem TOL. Zarządzanie czynnikiem ludzkim opiera się na kształtowaniu kultury bezpieczeństwa, dzięki której ukształtowane zostanie poczucie osobistej odpowiedzialności każdego człowieka za stan bezpieczeństwa. Wnioski: Człowiek jest nośnikiem wiedzy, umiejętności i postaw, które stanowią jego bogactwo intelektualne, ale zarazem są największym zagrożeniem. Jedynym sposobem eliminacji zagrożeń jest kształtowanie i zarządzanie czynnikiem ludzkim.
Introduction and aims: The paper presents the problem of shaping the human factor in the aspect of modern work safety management. The main purpose of the work is to discuss the factors that shape the culture of job safety as well as safety and work culture policies. Material and methods: The material are sources on management and culture of work safety. The method of analysis and synthesis have been used. Results: A number of solutions in the field of technique and organization of work do not exclude the possibility of an accident. The state of desired security is difficult to implement, but possible thanks to modern management of the TOL system. Human factor management is based on shaping a security culture that will shape the sense of personal responsibility of each person for the state of security. Conclusion: Man is a carrier of knowledge, skills and attitudes that constitute his intellectual wealth, but at the same time are the greatest threat. The only way to eliminate threats is to shape and manage the human factor.

W artykule omówiono podstawowe grupy interesariuszy projektu oraz potencjalne błędy popełniane przy identyfikacji czynników ryzyka. Zaprezentowano również macierz przedstawiającą wpływ podstawowych grup interesariuszy na poszczególne aspekty projektu, jak również macierz pokazującą powiązania podstawowych grup interesariuszy z obszarami zarządzania ryzykiem.
Project planning serves not only to determine the activities which have to be performed and structured, but also to identify institutions and organizations that may have an impact on the progress of the project. The article discusses the core stakeholder groups of the project and potential mistakes made in the identification of risk factors. The article also presents a matrix which describes the impact of the main groups of stakeholders on various aspects of the project, as well as a matrix showing the relationship between core groups of stakeholders and the areas of risk management.

This study aimed to determine the perceptions of the managers in the shipping and manning companies in the Philippines and the seafarers regarding the nobility of the seafaring profession in the light of the shortage of competent officers. It utilized the interview approach in gathering data. It was found out that in other countries especially in OECD or highly industrialized countries, the youth today are no longer interested in the seafaring profession. Working on board ships is becoming less attractive for students coming out of the schools and colleges. In the past, seafarers were paid better than their peers on shore, and they had the opportunity to travel across the world. In the Philippines, it is still preferred by some students whose fathers or relatives are seafarers. They have seen that the profession is financially rewarding and it is perhaps the best, if not the only way to improve their quality of life. This study also looked into the perceptions and opinions of the practitioners, the master mariners themselves who once also struggled in order to realize their dreams and aspirations in life. Most of the officers interviewed believed that it takes determination and focus in the job in order to be successful. Thus, students aspiring to become officers and ultimately captains or master mariners must study hard, persevere and be disciplined to be able to overcome any problem along the way.

This article contains the results of research conducted over several years in one of the companies in the automotive industry, whose main objective was to answer the question: How is the human factor affecting methods and results of evaluation of the effectiveness of manufacturing processes?

The clothing sector is one which possesses significance in global trade. The sector has been negatively affected by the pandemic due to its labor-intensive structure and possession of a relatively long and global supply chain. At this point, the Turkish clothing sector, which is the sixth biggest clothing supplier in the world, the third biggest clothing supplier in the European Union, and comprised 10% of Turkey’s general exports in 2019, should be investigated. In this context, this research aims to determine the effects of the COVID-19 pandemic on supply chain management in the Turkish clothing sector. Also, it aims to specify possible solutions against the negative effects of the COVID-19 pandemic. In accordance with the aim of the research, a survey was conducted in clothing enterprises. 391 survey questionnaires were incorporated into the research. According to the research results, it is determined that supply chain management in the Turkish clothing sector has been negatively affected by the COVID-19 pandemic. Order disruptions and cessations have ruined employment, production, procurement and investment processes resulting in financial disruptions. The most significant possible precautions that can be taken by enterprises that can be indicated as follows: benefiting from government support, heading towards online trade and an omni-channel strategy, actualising necessary alterations in product ranges, giving essential importance to innovation, efficient use of occupational health and safety systems, shortening the supply chain as far as possible, integrating digitalisation into all processes of the supply chain, and increasing the efficiency of marketing activities.

Wskazano również czynniki bezpośrednio związane z interesariuszami, funkcjonowaniem zespołu projektowego oraz odniesiono je do wyników badań The Standish Group w raporcie Chaos Manifesto.
The main goal of this article is theoretical overview regarding the impact of the human factor, the project team on the development of project risks in agile project management. The article presents the basic processes of risk management and discusses the main risk factors. It also identifies factors arising directly from stakeholders and operation of the project team and reference them to the results of The Standish Group’s in Chaos Manifesto Report.

The documentation of human factor influence on the scenario development in maritime accidents compared with expert methods is commonly used as a basis in the process of setting up safety regulations and instructions. The new accidents and near misses show the necessity for further studies in determining the human factor influence on both risk acceptance criteria and development of risk control options for the manoeuvers in restricted waters. The paper presents the model of human error probability proposed for the assessment of ship masters and marine pilots' error decision and its influence on the risk of port manoeuvres.

Opis:
Transport plays a key role in inventory management since it affects logistic costs as well as environmental performance of the supply chain. Expected value and variability of supply lead time depend on the transportation means adopted, and influence the optimal values of order quantity, reorder level, and safety stock to be adopted. Fast transportation means allow reducing expected value of the lead time; they are characterized by the highest costs of externalities (i.e. air pollutant emission, noise, congestion, accidents). On the contrary, slow transportation means require high inventory level due to large order quantity; in this case costs of externalities tend to decrease. The Sustainable Order Quantity (SOQ) [1] allows identifying optimal order quantity, reorder level, safety stock as well as transportation means which minimize the sum of the logistic and environmental costs in case of stochastic variability of product demand. In this paper, the authors propose a new SOQ analytical model considering stochastic variability of supply lead time (LT). A solution procedure is suggested for solving the proposed model. The approach is applied to a real industrial case study in order to evaluate the benefits of applying it if compared with the traditional one.

W pierwszej części artykułu podjęto próbę zdefiniowania czynnika ludzkiego i zarządzania oraz zaprezentowano rozważania na temat aktualnych tendencji w zakresie zatrudnienia i zarządzania personelem w przedsiębiorstwie. Na tym tle zostały przedstawione podstawowe uregulowania prawne związane z bezpieczną obsadą załogową statków morskich, ze szczególnym uwzględnieniem problemu zmęczenia załóg pływających. We wnioskach końcowych podano propozycje działań, które należy podjąć w celu optymalizacji obsad załogowych statków morskich i podniesienia na wyższy poziom bezpieczeństwa żeglugi oraz ochrony środowiska morskiego.
In the first part of the concepts of human factor and management have been defined as well as considerations introduced on current trends in the scope of employment and management of personnel in the company. Next, the basic legal acts connected with safe manning of sea-going vessels, especially with the problem of crews fatigue, has been shown against the background of considerations in the first part. Suggestions for optimizing the manning of sea-going vessels in order to raise safety of navigation and environmental protection have been included in the final conclusions.

The study presents general assumptions of policies related to fire protection and evacuation of public buildings. Have been defined groups of human factors that have a significant impact on the efficiency of preventive actions taken and in the event of a threat. Next, the research methodology and results of questionnaire surveys carried out in randomly selected student groups are presented. A number of management actions aimed at increasing the safety of people staying on public facilities have been identified. The article ends with conclusions from the conducted research.

For the ”Safety Case” for unmanned remote systems RPAS in the aspect of human factor, HRA methods – Human Reliability Analysis and Bow Tie Analysis were used. Hazard analysis and risk assessment for RPAS flights was carried out. Due to the remote control flights, analysis of the problem focuses on the actions of the human factor. The presented ”Safety Case”, using the HRA and ”Fly Analysis” methods identifies hazards, determines risk indicators and points the tolerance levels of risks. The specific measures to reduce the likelihood and/or severity of possible adverse events are suggested. The presented model can be used as a risk management tool..

Purpose: The aim of studies undertaken in the article is to identify factors that may have an effect on the relationship between the results of interim management projects and increasing their effectiveness. Design/methodology/approach: An empirical-inductive approach – the literature studies and secondary empirical data analyses. Findings: The authors point to the following three key factors: trust, power and knowledge. In the future, the results of the studies presented here will form the foundations to develop an empirical-inductive research program with the aim to verify the significance of the identified factor, the relationships between them and their effect on the effectiveness of the process. It applies not only to commercial organizations, but also to non-profit institutions, political organizations and public utility organizations, such as health care institutions. Practical implications: This article refers to the effectiveness of the implementation process of interim management projects. The effectiveness of the whole process is strongly conditioned by both the competence of the interim manager and the perception of the client. Research results can be used to improve these competences and to improve the effectiveness of IM projects. Originality/value: The pioneering nature of work aimed at filling the existing research gap and answering the research question made the authors opt for an empirical-inductive approach.

The application of the supply chain management (SCM) in industry has achieved much success, especially in the manufacturing sector. In the current market, the Vietnamese construction companies must compete not only with domestic companies but also with foreign ones, the application of SCM is essential to improve efficiency and increase their competitive advantage. In this paper, a survey was carried out to identify factors that cause limitation in applying SCM to the Vietnamese construction industry. A qualitative approach was based on prime contractor’s perspective at the construction phase of the project. The survey questionnaire was designed by synthesizing and inheriting the previous studies and consultation with experts. The survey participants are those who have had working experience with main contractors and joined in the construction projects. The face-to-face interviews were conducted to collect data. Descriptive statistics analysis and Exploratory Factor Analysis (EFA) were used to analyze data. The results indicated seven leading causes which limited the application of SCM in the construction industry.

Ryzyko jest nieodłącznym elementem wszelkiej aktywności. Dotyczy również jednostek sektora finansów publicznych. Nałożony przez ustawodawcę obowiązek wprowadzenia mechanizmów kontroli zarządczej wymusił systemowe podejście również do zarządzania ryzykiem. Jest ono szczególne w odniesieniu do wydatkowania środków realizowanych w procesie zamówienia publicznego. Zarządzanie ryzykiem jest procesem. Jego istotnym elementem jest identyfikacja i klasyfikacja ryzyka. Celem artykułu jest zaproponowanie metodologii klasyfikacji ryzyka w zamówieniach publicznych. Autor opisał rynek zamówień publicznych, wskazując na zasady go kształtujące. Zaprezentował pojęcie, cel i etapy kontroli zarządczej. Na tym tle przedstawił koncepcję klasyfikacji ryzyka w zamówieniach publicznych. Zdaniem autora wiedza o możliwych zagrożeniach występujących w postępowaniu o zamówienie publiczne, skutkach ich wystąpienia oraz oddziaływaniu na realizowane przez jednostkę cele jest niezwykle istotna. Jednak jej odpowiednie usystematyzowanie, uporządkowanie i sklasyfikowanie może usprawnić proces zarządzania ryzykiem. Zaproponowana metoda klasyfikacji ryzyka w zamówieniach może być elastycznie adaptowana w różnych JSFP, poprawiając skuteczność zarządzania ryzykiem.
Risk is an inherent element of any activity. It also applies to the units of the public finance sector. The obligation imposed by the legislator to introduce management control mechanisms enforced the systematic approach on the risk management as well. This approach is very particular in relation to spending of public funds carried out in the public procurement process. Risk management is a process. Its essential element is the identification and classification of risk. The aim of this article is to propose a methodology for classifying risk in public procurement. The author described the public procurement market, pointing to the principles that shape it. He presented the concept, purpose, and stages of management control. On that basis, he outlined the concept of classification of risk in public procurement. According to the author, the knowledge about possible threats occurring in the public procurement procedure, the effects of their occurrence, and the impact on the objectives pursued by the individual is extremely important. Moreover, its appropriate systematization, ordering and classification can improve the risk management process. The proposed method of classification of risk in procurement may be flexibly adopted in various JSFPs, improving the effectiveness of risk management.

Purpose: Changes in the market of educational services require changes in the management of a higher education institution. The use of strategic management of a higher education institution, which should allow the improvement in the quality of education and research, as well as enable the implementation of innovation and building a strong competitive position also seem to be significant in this respect. Many researchers dealing with the issues of planning, formulation, implementation and monitoring of strategies in organisations are aware of the factors identified as success factors and barriers to strategy implementation. The article presents deliberations about higher education in Poland. A synthetic description of higher education is presented. The paper also identifies and presents a proposal to classify factors influencing the process of strategy implementation in a higher education institution. Design/methodology/approach: The authors of the article, based on an in-depth literature analysis and their own experience, specified 113 factors affecting the strategy implementation process in Polish higher education institutions. Findings: The authors of the article have decided to reconsider the subject of the effectiveness of strategy implementation in higher education institutions, focusing in particular on the critical factors affecting the effective implementation of a strategy in a higher education institution. Originality/value: The paper specifies 113 factors affecting the strategy implementation process in Polish higher education institutions.

Purpose: This study aims at presenting a set of factors influencing the process of strategy implementation in Polish higher schools. Approach: The pilot studies were carried out in higher schools based in Wrocław. 70% of public and non-public universities were analysed. A questionnaire was selected as the research method. On the basis of the results obtained, the authors offer some postulates and recommendations. Findings: The survey shows that in the analysed (public and non-public) higher schools, it is possible to specify groups of factors which, in the opinion of the respondents, are common for both types of higher schools and which have a significant (key) impact on the process of strategy implementation. The analysis of the results also allows specifying the factors differentiating both types of higher education institutions. Value: 70% of public and non-public higher schools were analysed.

This study demonstrates utilization of Sense and Respond method for developing operations within housing markets by Critical Factor Index (CFI) having influence even on the strategic business performance. CFIs of knowledge intensive businesses can be measured and dynamically developed by Sense & Respond philosophy [1]. The purpose is to evaluate operative business performance in two quite different cases within quite big real estate businesses in Finland. For example, relationships with the customers, processes and possibilities for growth internally by different groups of respondents, 'hosting', 'management' and 'rent', were compared between the cases. One case company has a lot of more social housing compared to another. The work aims at finding out and understanding similarities and differences in business processes by Balanced Score Card (BSC) and by much more operations oriented OP questionnaires, and by deeper interviews in the case companies as well. BSC questionnaire has been supported by an important part of trust related factors as well. We could find similarities like: openness, customer, communication between different departments and hierarchy levels, utilizing different types of organizing systems; adaptation to knowledge and technology, utilizing different types of organizing systems. A new method for dynamic resource allocations in the operative processes in housing, especially in renting, where the customers move from one apartment to another one, has been proposed, it was validated and verified by weak and semi strong market tests in two quite big but different case companies. The preliminary but promising findings can be applicable for the whole market.

The paper reviews the composition of commissions taking decisions regarding the final forms of forest management plans in Poland after the Second World War and analyses regulations from the instructions of forest management plans from 1957, 1970, 1980, 1994, 2003 and 2012 referring to the participation of the respective communities in this process. The aim of this study was to have another look at the evolution of such participation and at the role of the social factor in the development of forest management plans in Poland and to discuss problems associated with it.

Irrigation and hydropower are among the most important sectors in the construction industry that propel the economic needs of a developing country like Vietnam. The construction of these projects often suffers from severe delays, leading to financial losses and other negative impacts on the economy. This paper aims to determine delay factors in the construction of these projects. Among many, 39 most important candidates of delay causes were identified from the literature review. Further surveys on project participants were conducted for the severity of these causes. An exploratory factor analysis was utilized to identify latent factors that cause delays in construction projects. The analysis result categorized a few groups of factors such as abnormal factors on the construction site (e.g., labor accidents, hydrology, water flow, extreme weather) and technical factors related to the construction contractor (e.g., unsuitable schedule, outdated construction technology, unprofessional workers) that have the greatest impact on the delay in construction of irrigation and hydropower projects in Vietnam. These findings contribute to the body of knowledge of project management and risk management, hence an improvement in the efficiency of the project sectors’ performance.

The purpose of this study was to ascertain the problem behaviours among children of Filipino seafarers in Iloilo City, Philippines. The researchers used random sampling technique to determine the 200 respondents of the study. This research employed the descriptive method of analysis. The statistical tools were frequency and rank to describe the children problem behaviours. When taken as an entire group, data showed that the problem behaviours were self-centeredness, substance use, delinquency, and physical aggression. When grouped according to program, the problem behaviours were self-centeredness, delinquency, physical aggression, and substance use as reference to high school program, while those who were in college, the problem behaviours were self-centeredness, substance use, delinquency, physical aggression. When grouped according to sibling rank, the results showed that out of the 76 eldest children, the problem behaviours were self-centeredness, substance use, delinquency, and physical aggression. While, the problem behaviours of the 66 middle children of Filipino seafarers were self-centeredness, substance use, physical aggression, and delinquency. The 58 youngest children of Filipino seafarers’ problem behaviours were self-centeredness, substance use, physical aggression, and delinquency. When grouped according to gender, male children problem behaviours were self-centeredness, delinquency, substance use, and physical aggression. And, 86 female children problem behaviours were self-centeredness, delinquency, substance use, and physical aggression. As to the marital status, children whose parents were living, the problem behaviour were self-centeredness, substance use, delinquency, and physical aggression. Children of Filipino seafarers who had separated parents, the problem behaviours were self-centeredness, substance use, physical aggression, and delinquency.

In this article, the Crew Resource Management (CRM) is described as an important element of the flight safety system aimed at preparing and supplying the aircraft crews with the necessary knowledge and competencies in the area of personal and group performances and limitations (Human Factor – HF). It also presents the CRM training requirements for both flight and cabin personnel in commercial aviation, as well as selected issues regarding the training of the military aviation personnel in the field of human factors and CRM. This paper identifies the common CRM training areas in the field of civil and military, and also presents the fundamental differences and challenges faced by the military aviation in the area of CRM training, based on one of the five key factors of the “5M model” by James Reason influencing the aviation incidents – “Media” (Environment).

The modern period of industrial development of the Republic of Kazakhstan in the conditions of competition and sustainable development requires innovative activity. Activity in this area manifests itself best when development and innovations related to it are properly managed. Therefore, innovation management and their development become the basis for the development of enterprises in Kazakhstan. Management procedures now, and even more in the near future, must take into account innovation in both manufacturing processes, services and education at all levels from primary to university. Particular attention should be paid to preparing especially young people to understand and accept the upcoming changes. Because success depends on the people who implement innovations and those who use innovations. The key to success is undoubtedly the proper management of this process. To find out how important the success of implementations from employees were, the Impact Studies of employees who directly face these changes were conducted. This study analyzes the stages of industry development with their characteristic management strategies and their impact on employees. The purpose of this study is to analyze the readiness of future employees in Kazakhstan to make new management decisions related to the rapidly growing development of technical progress in industrial enterprises. Comparative study of development, and also presents the methodology for its calculation. The study was conducted at universities in Kazakhstan, Russia and Uzbekistan. The results obtained show that any new management decisions in the work of enterprises in Kazakhstan and other countries, implemented using new approaches and tools, ensuring the efficiency and satisfaction of the company's employees, are also considered as the basis for the continuous development of employees.
Współczesny okres rozwoju przemysłowego Republiki Kazachstanu w warunkach konkurencji i zrównoważonego rozwoju wymaga innowacyjnej aktywności. Aktywność w tym obszarze przejawia się najlepiej gdy rozwój i innowacje z tym związane są odpowiednio zarządzane. Dlatego zarządzanie innowacjami i ich rozwój stają się podstawą rozwoju przedsiębiorstw w Kazachstanie. Procedury zarządcze już teraz, a jeszcze bardziej w najbliższej przyszłości muszą uwzględniać innowacyjność zarówno w procesach wytwarzania, usługach jak i w edukacji na każdym jej stopniu od szkół podstawowych do wyższych uczelni. W sposób szczególny należy zwracać uwagę na przygotowanie szczególnie młodych ludzi do zrozumienia i akceptacji nadchodzących zmian. Bo sukces zależy właśnie od ludzi tych wdrażających innowacje i tych korzystających z innowacji. Kluczem do sukcesu jest niewątpliwie odpowiednie zarządzanie tym procesem. Aby przekonać się jak istotne jest powodzenie wdrożeń od pracowników przeprowadzono Badania wpływu pracowników, którzy bezpośrednio zmierzą się z tymi zmianami. W niniejszym badaniu przeanalizowano etapy rozwoju branży z ich charakterystycznymi strategiami zarządzania i ich wpływem na pracowników. Celem tego opracowania jest analiza stanu gotowości przyszłych pracowników w Kazachstanie do podejmowania nowych decyzji zarządczych związanych z szybko rosnącym rozwojem postępu technicznego w przedsiębiorstwach przemysłowych. Studium porównawcze rozwoju, a także przedstawia metodologię jego obliczania. Badanie zostało przeprowadzone na uniwersytetach w Kazachstanie, Rosji i Uzbekistanie. Uzyskane wyniki pokazują, że wszelkie nowe decyzje zarządcze w pracy przedsiębiorstw w Kazachstanie i innych krajach, wdrażane przy użyciu nowych podejść i narzędzi, zapewniające wydajność i satysfakcją pracowników przedsiębiorstwa, są również uważane za podstawę ciągłego rozwoju pracowników.

Attention was also drawn to the possibility of creative resolution of the disputed issues. The essence of conflict is problematic, due to various definitions and concepts assigned to the term. In the presented paper, conflict will be defined in a way that enables consideration of its constructive, as well as functional aspects. Design/methodology/approach: Empirical research was conducted in the form of a questionnaire addressed to employees. Literature research of the subject was carried out. Findings: When several or a dozen or so people are to cooperate, conflicts are inevitable and even useful, they occur in all teams, regardless of their nature. Teams that are aware that constructive conflicts are needed and are prepared to resolve them work effectively, even when difficult or crisis situations arise. Members of such teams are not surprised by them, they know how to act in such situations and what behaviors of other participants of the conflict they can expect. Therefore, constructive conflicts do not deteriorate employees' efficiency, atmosphere or relations in the team. Practical implications: The issues discussed in this paper significantly affect the improvement of methods related to work environment management and the desired shaping of attitudes and behavior of employees regarding a constructive approach to the issue of conflict at work. Originality/value In company management, the greatest attention should be paid to people as the subjects of all activities. Therefore, it is worth considering and asking the question what to do in a conflict situation, what actions to take, so that the conflict is not only a destructive phenomenon, but so that by searching for its multifaceted solutions, it becomes an instrument of organizational innovation and can lead to constructive solutions and creative changes in the company.

Opis:
Purpose: This paper addresses the problem of depression. Depression is one of the most common mental health problems faced by employees, regardless of their position. WHO research indicates that various forms of depression will become, along with cardiovascular diseases, the most frequent health condition of people in developed regions of the world. Treatment in most cases restores health, yet it is highly disturbing that half of the patients do not undergo treatment for various reasons, thus depriving themselves of the chance to return to normal life and work. The purpose of this paper is to highlight this very important problem. Design/methodology/approach: Literature research of the subject was carried out. Findings: The risk of incidence of depression at work can and should be minimized. First of all, overall physical and mental health of employees should be taken care of. Therefore, we should take care of healthy sleep, healthy diet, practice sports and tourism, and find time to develop our passions and interests outside of work. Of course, the key issue here is the work environment. It is important for the employee to follow the basic rules of hygiene at mental or physical work. That is, not to burn the candle at both ends, not to overwork, not to set excessive, and thus often unrealistic goals to achieve, use rational breaks at work and, above all, take care of good relations with our colleagues. Also, report problems with professional work on an ongoing basis. Practical implications: The issues discussed in this paper significantly affect the improvement of methods related to work environment management and the desired shaping of attitudes and behavior of employees regarding the approach to the issue of depression, a problem related to work environment that has been downplayed so far. Originality/value: A holistic approach to depression. Defining it as an interdisciplinary problem. It should be handled by doctors of various specialties, especially psychiatrists, of course, but also general practitioners, neurologists, gastroenterologists, cardiologists and many other physicians. It also requires the attention of non-medical specialists.

Research background: Despite a dynamically growing exploration of broadly understood employee participation, there is still space left for more in-depth or new analyses in this area, and occupational health and safety (OHS) serves as a good example in this respect. In empirical studies, employee participation in the field of occupational health and safety is not treated as a separate element of ensuring safety in the organisation, but only as a minor element of occupational health and safety management, or as just one of the elements building a safety culture. Purpose of the article: The aim of the paper is to propose a synthetic measure of active employee participation in OHS taking into account the depth and scope of this participation. A comparative analysis of the level of active participation of OHS at medical facilities and in other sectors of the economy was also performed. Methods: The theoretical model for active employee participation in OHS was tested by means of a survey using the PAPI (Paper & Pen Personal Interview) method. Exploratory factor analysis (EFA) and confirmatory factor analysis (CFA) were used. The developed construct (characterised by an adequately high level of validity and reliability) was used in a comparative analysis of medical institutions with other sectors of the economy with the use of the Mann?Whitney U test. Findings & value added: This research fills the theoretical gap in the model approach to participation in OHS. It has been found (EFA and CFA analyses) that active employee participation in OHS consists of one dimension (15 items). The model for active employee participation in OHS and the universal measurement scale developed and validated in this study represent a step forward towards the effective and reliable measurement of employee participation. In addition, the research has shown that the level of active employee participation in OHS at medical facilities is lower than in other sectors of the economy. The added value of this paper results from the approach to measuring employee participation in OHS which takes into account the depth and scope of this participation. The tool is consistent with international regulations and standards in the field of OHS, and thus can be used in other countries to assess active employee participation in OHS, regardless of the size and profile of the company or the sector of the economy.

Over the past generation, the ISM code has brought forth tremendous opportunities to investigate and enhance the human factor in shipping through the implementation of Safety Management Systems. One of the critical factors to this implementation has been mandatory compliance and a requirement for obtaining a Document of Compliance (DOC) for vessels operating globally or at least internationally. A primary objective of these systems is to maintain them as “living” or “dynamic” systems that are always evolving. As the ISM code has evolved, there have been instances where large organizations have opted to maintain a voluntary DOC from their respective class society. This has been accomplished with a large human factor element as typically an organizational culture does not always accept change readily especially if there is not a legal requirement to do so. In other words, when considering maritime training is it possible that organizations may represent cultural challenges? The intent of this paper will be to research large maritime operations that have opted for a document of compliance voluntarily and compare them to similar organizations that have been mandated by international law to do the same. The result should be to gain insight into the human factors that must contribute to a culture change in the organization for the purposes of a legal requirement versus the human factors that contribute to a voluntary establishment of a safety management system. This analysis will include both the executive decision making that designs a system implementation and the operational sector that must execute its implementation. All success and failures of education and training can be determined by the outcome. Did the training achieve its goal? Or has the education prepared the students to embrace a new idea in conjunction with a company goal or a new regulatory scheme? In qualifying the goal of a successful ISM integration by examining both mandatory and voluntary ISM implementation in large maritime operations, specifically ferry systems, hopefully we can learn from the various factors that have gone into each.

Opis:
The safety management system in 16 Estonian enterprises was analysed using the MISHA method. The statistical analysis was conducted for the interpretation of the results on health and safety level in OHSAS 18001 certified and non-certified enterprises. A new learning package “training through the questionnaires” has been worked out for the top and middle managers’ to improve their safety knowledge, where the MISHA questionnaire has been taken as the basis. The tool assists SMEs with health and safety requirements according to the legislation, good practices and tacit knowledge.
W ramach artykułu przeanalizowano System Zarządzania Bezpieczeństwem 16 estońskich przedsiębiorstw przy użyciu metody Misha. Analizę statystyczną przeprowadzono dla wyników dotyczących zdrowia i poziomu bezpieczeństwa w systemie OHSAS 18001 w certyfikowanych i niecertyfikowanych przedsiębiorstwach. Nowy sposób nauczania „szkolenia z kwestionariuszy” został opracowany przez kierownictwo wyższego i średniego szczebla zarządzania w celu poszerzenia wiedzy w zakresie bezpieczeństwa. Podstawę stanowił kwestionariusz MISHA. Narzędzie to pomaga MŚP spełniać wymagania dotyczące bezpieczeństwa i ochrony zdrowia zgodnie z przepisami, dobrymi praktykami oraz przy wykorzystaniu wiedzy ukrytej.

Modern safety management in rail transport determines new and interesting directions for its scientific exploration. As a railway system is dynamic, relationships between its individual components become particularly important. A component approach, however, has a complex dimension, due to the different categories of components that constitute this system. The interrelations between an operator, an object and a work environment determine the safety of this system. The operator understood as a Human Factor becomes increasingly important, even strategic in this relationship. The purpose of the paper is to present crucial human factor assessment and management methods and determine their comparative criteria. The paper also presents the selected possibilities of applying the given methods to specific technical, operational and organizational solutions within the framework of the functioning safety management system in rail transport. The paper describes an attempt to conceptualize and operationalize human factor management in rail transport in relation to selected methods presented.

Przedstawiono w nim analizę, a także identyfikację podstawowych zagrożeń, niebezpieczeństw, chorób przez nie powodowanych i uciążliwości, jakie mogą wystąpić w zakładzie chemicznym, zajmującym się produkcją rozpuszczalników organicznych. Zaprezentowano metody, jakie mogą zostać zastosowane celem zapobiegania negatywnym skutkom oddziaływania rozpuszczalników na pracowników.
The article deals with the problem concerning the effect of organic solvents on human body. It shows the analysis of the effect of organic solvents on the body of the people, as well as the identification of the main risks, dangers and nuisances caused by diseases that can occur in a chemical involved in production of organic solvents. The article indicates what methods may be applied in order to prevent the negative effects of the impact on employees.

This qualitative research looked into the views and opinions of the different stakeholders in the shipping/manning on the shortage of qualified and competent officers to handle modern ships of today. This shortage poses the biggest challenge shipping companies are currently facing. An in-depth interview of the participants was utilized in the data gathering for this study. It also looked into what maritime schools can do to help solve this problem. Findings showed that there are many sectors involved and have contributed to the present shortage of officers, namely: the shipping companies, the manning companies, the maritime schools, government agencies and the attitude of the seafarers themselves, not to mention the continuing demand for new vessels brought about by globalization of trade and industry.
