Opis:
The aim of the text is to present various approaches towards personnel management in the building industry. The difference in the analysed approaches is partially caused by the fact that sectors within building industry also differ substantially. The paper is divided into five sections dealing among others with personnel management and its efficiency, tools used to measure and improve personnel management efficiency and characteristics of specific problems of personnel management. The principle methods of inquiry used in the text include literature study and case study. The author stresses the fact that construction industry is demanding in terms of personnel management, as it has to deal with special requirements stemming from employment area, including: the seasonal nature of the building works, spasmodic nature of works on individual projects, required qualification of workers in the building industry, building technology and system operations. The author concludes that due to constantly changing environment the building industry uses flexible personnel work systems and that the challenge is to adapt the personnel management system efficiency to the variable environment and make the building industry personnel management flexible.

Efektywność jest pojęciem często stosowanym i wielorako interpretowanym. Funkcjonuje w perspektywie różnych nauk. Powszechnie występujące dookreślenie efektywność ekonomiczna, sugerujące doprecyzowanie tego terminu, nie stanowi też gwarancji odnalezienia jednoznacznej definicji. Różne ujęcia problemów związanych z efektywnością gospodarowania generują potrzebę wielowymiarowego spojrzenia na tę kategorię, także w kontekście społecznym. Niniejsze opracowanie stanowi próbę zebrania i uporządkowania zróżnicowanej interpretacji efektywności ekonomicznej według studiów literatury przedmiotu, jak również zwrócenia uwagi na rosnące znaczenie i potrzebę równorzędnego traktowania niezwykle ważnej efektywności społecznej.
Efficiency is a frequently used and multi-interpreted concept. It functions in the perspective of various sciences. The economic effectiveness that is commonly mentioned, suggesting the clarification of this term, is also not a guarantee of finding an unambiguous definition. Different views of problems related to the effectiveness of management generate the need for a multidimensional view of this category, also in the social context. This study is an attempt to collect and organize a diversified interpretation of economic efficiency according to the literature on the subject, as well as to draw attention to the growing importance and need for equal treatment of extremely important social efficiency.

Cultural activity undertaken by public cultural institutions is very complex. This causes several problems in assessing effectiveness of such organizations. The aim of this paper is to indicate a theoretical framework of effectiveness, adjusted to the specificity of this sector. The article presents a brief review of basic theoretical frameworks of effectiveness, including their critic. The concept indicated as most appropriate for cultural institutions is effectiveness based on agathos concept. In order to include the specificity of culture sector it was supplemented by defining crucial dimensions of mission in cultural institutions. One of the most important conclusions is, that indicated theoretical framework of effectiveness may be used also for public and nonprofit organizations.

Opis:
The optimisation of water resources management requires appropriate economic instruments with respect to quality and quantity. The EU-approved regulations are to a large extent political and neglectful of the principles of optimisation. With regard to the numerous types of water utility, its quality and quantity management rules call for a rather complex apparatus, which fails to find acceptance among the law-making body in the field of natural resources and environmental services. This paper aims to provide a thorough analysis of EU water policies using standard tools of environmental economics. The analysis is based on the Polish experience of implementing some of the key EU regulations concerning water resources. The paper shows the inefficiency of the prescriptive approach as well as of its unsuccessful corrections.

Age management, embedded in the wider issue of diversity management within the organization, is a response to the changing socio–demographic realities of the labor market as well as the need to reformulate the company’s personnel policy so that it allows the use of the full potential of mainly older, but also younger workers. The study contains an overview of the concept of age management. It places particular emphasis on the methods and strategies of age management in an enterprise and also calls attention to aspects related to the effectiveness of implemented operations in that area.
Zarządzanie wiekiem, wpisujące się w szersze zagadnienie zarządzania różnorodnością w organizacji, jest odpowiedzią na zmieniające się realia społeczno‑demograficzne na rynku pracy i konieczność takiego przeformułowania polityki personalnej przedsiębiorstwa, by pozwoliła ona na wykorzystanie w pełni potencjału przede wszystkim starszych, ale również młodszych pracowników. Opracowanie zawiera przegląd koncepcji zarządzania wiekiem, ze szczególnym uwzględnieniem strategii i metod zarządzania wiekiem w przedsiębiorstwie, a także zwraca uwagę na aspekty związane z efektywnością wdrażanych w tym zakresie działań.

A comprehensive approach to work efficiency management is an invaluable tool in building a competitive advantage.

Opis:
The factors that threaten human safety factors include the quality managing persons of crisis situations. A particularly important aspect of dealing with threats is the selection of employees for their personal predisposition to work in managerial positions. Proper cast these jobs is a condition for effective and efficient management of the entire system during the crises. Although it is difficult to create a perfect selection system, it is worth to seek creation of such conditions of recruitment of new employees and monitoring the work already employed to ensure the sound management of crises in emergency situations. This is essential for the safety, protection of human life and property. The author introduces the weight theme of personal characteristics and abilities that affect the quality of management. He also analyzes the issue of personal maladjustment symptoms, which can have negative effects on the functioning of the entire system.

Celem artykułu jest przedstawienie sposobów pomiaru jakości i efektywności funkcjonowania instytucji publicznych i procesów rządzenia. Wskaźniki zaprezentowane w tekście, przygotowane przez niezależne, międzynarodowe organizacje, posłużyły do opracowania rankingów krajów, pozwalających na identyfikację różnic w jakości sprawowania władzy przez polityków. Artykuł prezentuje najbardziej popularne wskaźniki, za pomocą których dokonano oceny omawianego zjawiska w Polsce, na tle państw członkowskich UE. Polska zajmuje w tych zestawieniach bardzo niską lokatę, co potwierdza złą jakość zarządzania krajem. Umocnienie polskiej pozycji w strukturach UE wymaga przeprojektowania instytucji publicznych, reform ekonomicznych i naprawy życia politycznego.
The focus of the article was to describe the process of measurements due to the quality and efficiency of public institutions and government. The indicators described in the text, created by independent international organizations, were used to elaborate country rankings, which helped to identify the differences between quality of government processes. The article presents the most popular indexes, which estimate the scale of this phenomenon in Poland against the background of the European Union. Poland is placed on very low position in this comparison, which means the country is wrongly managed. Strengthening of Poland's position in the European Union structures requires redesigning of many public institutions, economic reforms, and "remedying" political life.

The aim of this article is an analysis of the level of net working capital, calculated on: an individual farm, the length of a cycle in days, share in assets, within the framework of management efficiency in EU agricultural farms included in the FADN database in 2004-2018. Data contains basic information on the situation of approximately 8,430 production and economic types in the EU in the abovementioned period. Firstly, the analysed objects are divided into four classes on the basis of the length of the NWC cycle expressed in days (negative value, up to half a year, more than half a year but less than a year and more than a year). The centres of gravity in these categories are estimated for selected production, economic and financial information with the use of the Gretl programme. The relationship between a relation of the NWC to assets and management efficiency is also estimated. A statistically significant and positive relationship is demonstrated in the case of three of four analysed classes. Therefore, the relation of the NWC to assets has an impact on the evolution of farm management efficiency. The factor differentiating the strength of that impact is the length of the net working capital cycle on the holding. It allows to formulate the concluding remark that as negative NWC can hardly be identified and the vast majority of farms maintains it within a 1 year period, the situation of agricultural farms can be assessed as safe in the management of the NWC.
Celem artykułu jest analiza poziomu kapitału obrotowego netto, w przeliczeniu na gospodarstwo, dni obrotu, udział w aktywach, w aspekcie efektywności gospodarowania w gospodarstwach rolnych FADN w latach 2004-2018 w Unii Europejskiej. Dane te obejmują podstawowe informacje o sytuacji około 8430 typów produkcyjno-ekonomicznych w UE w latach 2004-2018. Obiekty najpierw podzielono na cztery klasy według długości cyklu KON w dniach (ujemny, do pół roku, od pół roku do roku, powyżej roku). Następnie oszacowano środki ciężkości badanych klas dla wybranych informacji produkcyjnych, ekonomicznych i finansowych. Do badań wykorzystano program Gretl. Oszacowano też związek między pokryciem aktywów kapitałem obrotowym netto a efektywnością gospodarowania. Wykazano statystycznie istotny i pozytywny związek w trzech z czterech ustalonych klas. Wobec tego pokrycie aktywów kapitałem obrotowym netto wywiera wpływ na kształtowanie się efektywności gospodarowania w gospodarstwach rolnych, a czynnikiem różnicującym siłę tego wpływu jest długość cyklu kapitału obrotowego netto w gospodarstwie. Sytuację gospodarstw rolnych określono jako bezpieczną w zakresie zarządzania KON, gdyż ujemny kapitał prawie nie występował, a zdecydowana większość gospodarstw utrzymywała go do 1 roku.

Analysis of the efficiency management of local government against the challenges of public administration Modern management of a local government implies the use the various instruments supporting the decision making process. Long-term financial planning is becoming a necessity in the face of constant government deficit of local government. However, system solutions requiring the government to draw up various planning documents do not always produce the expected result. Perhaps the same definition of indicators, the corresponding limits allowable debt (in modified form in relation to the previous limits of debt) would have been sufficient to local government to draw more attention to effectiveness public spending, rather than decreasing the efficiency of their actions.

W artykule omówiono przełożenie zasadności wdrażania i stosowania usystematyzowanych standardów zarządzania w branży logistycznej w oparciu o standard ISO 28000. Zwrócono uwagę, iż standard zarządzania łańcuchem dostaw coraz częściej jest wdrażanych w przedsiębiorstwach transportowych. Sformalizowane i często certyfikowane standardy zarządzania poprawiają efektywność zarządzania transportem, podnoszą bezpieczeństwo oraz wzbudzają zaufanie wśród kooperantów. Standard ISO 28000 dotyczy zarówno dużych międzynarodowych przewoźników jak i małych firm transportowych.

W artykule omówiona została kwestia bezpieczeństwa energetycznego Unii Europejskiej oraz jej polityki w tym zakresie. Pokazano zależność wzrostu PKB od energochłonności gospodarki, gdzie przypadek Polski jest ewenementem. Opisano wskaźnik ODEX i oraz przedstawiono obliczone na jego podstawie oszczędności energii w poszczególnych sektorach polskiej gospodarki w latach 2007÷2012 wraz z prognozami do 2016 roku. Następnie pokazano zużycie energii elektrycznej w sektorze górnictwa i kopalnictwa oraz jego udział w całkowitym zużyciu energii elektrycznej w Polsce. Opisano wybrane aspekty zarządzania efektywnością energetyczną w: KGHM Polska Miedź, Katowickim Holdingu Węglowym S.A., Jastrzębskiej Spółce Węglowej S.A. i Kompanii Węglowej S.A., a następnie obliczono i zestawiono ze sobą wskaźniki energochłonności dla trzech największych spółek sektora górnictwa węgla kamiennego w Polsce. Autorzy wskazali kierunki poprawy efektywności energetycznej w sektorze górnictwa podziemnego.
This paper describes the issue of policy of the European Union on energy security. The relation between the GDP growth and energy consumption of the economy was presented where the case of Poland is a phenomenon. The ODEX indicator was described and, on its basis, the calculations of energy savings in particular industries in Poland in 2007-2012 were presented, along with prognoses up to 2016. Moreover, the amounts of energy consumption in the mining industry and its share in the total consumption in Poland were shown. Selected aspects of energy efficiency management in: KGHM Polska Miedź, Katowicki Holding Węglowy S.A., Jastrzębska Spółka Węglowa S.A. and Kompania Węglowa S.A. were described followed by calculations and summary of energy consumption indicators for three leading mining companies in Poland. The authors indicated the directions for improving energy efficiency in the industry of underground mining.

Po rozpoznaniu niektórych problemów, które wynikają z posługiwania się niezwykle niejasnym pojęciem „współzarządzania”, autor artykułu proponuje roboczą definicję tego pojęcia oraz odróżnia „współzarządzanie” od innych sposobów koordynacji aktywności społecznej, prowadzonej w warunkach określonych przez wzajemną współzależność. Wzrost zainteresowania współzarządzaniem jest wyjaśniany stale rosnącą kompleksowością życia społecznego i poszukiwaniem mechanizmów, które pozwalają radzić sobie z nią. Jakkolwiek kompleksowość generuje potrzebę ustanawiania mechanizmów współzarządzania, stoi zarazem na przeszkodzie wspólnemu rządzeniu. W rezultacie powtarzane są nieudane próby rozwiązania problemu, przez promowanie to jednej, to innej z form współzarządzania. Wywołuje to cykle modulowania form i funkcji współzarządzania. Te wysiłki opisane są w artykule jako „metarządzenie”, które także okazuje się zawodne. W tym kontekście są omówione trzy alternatywne sposoby reagowania na cykle niesprawności współzarządzania oraz sformułowana zostaje propozycja takich samorefleksyjnych mechanizmów współzarządzania, które wzmacniają demokratyczne i społecznie kontrolowane podejmowanie decyzji. W zakończeniu autor podkreśla znaczenie „dobrego rządzenia” jako teoretycznego paradygmatu, mimo że jako praktycznopolityczny paradygmat koncept ten może przesłaniać słabości współzarządzania.
After exploring some of the problems involved in the excessively fuzzy concept of governance, this paper offers a working definition of governance and distinguishes governance from other ways of co-ordinating social practices in situations marked by complex reciprocal interdependence. It then explains the increasing interest in governance in terms of the growing complexity of social life and the search for mechanisms to cope with this complexity. However, the same complexity that generates the demand for new governance mechanisms also contributes to their tendential failure to achieve what is expected of them, resulting in a repeated pattern of failed attempts to resolve problems through promoting first one, then another form of governance. These governance cycles prompt attempts to modulate the forms and functions of governance. These attempts are discussed under the general heading of 'metagovernance' and the paper argues that these also tend to fail. In this context three alternative responses to these cycles of failure are identified and some self-reflexive governance mechanisms are proposed that may enable governance to enhance democratic and accountable decision-making. The paper ends by affirming the importance of good governance as a theoretical paradigm whilst noting that the policy paradigm of good governance may disguise governance failure.

Wykorzystanie wskaźnika eksploatacyjnej efektywności energetycznej EEOI do analizy efektywności eksploatacyjnej i planowania przebiegu rejsu jednostek rybackich to rozwiązanie innowacyjne. W artykule przedstawiono autorskie oprogramowania dedykowanego dla tego typu jednostek, pozwalające na zbieranie w trybie on-line danych opisujących przebieg rejsu i pojedynczych działań wykonywanych przez jednostkę. Odpowiednia interpretacja i korelacja parametrów techniczno-eksploatacyjnych z wykorzystaniem programu komputerowego, umożliwi uzyskanie danych pozwalających na ocenę efektywności eksploatacyjnej, z uwzględnieniem stanu technicznego jednostki w dowolnych warunkach eksploatacyjnych. Pozwoli również na planowanie rejsu.
The use of the energy efficiency operational index to analyse the operational efficiency and planning of fishing vessels trips is an innovative solution. This article presents authoring software dedicated to this type of vessel, allowing online collection of data describing the course of the trip and individual activities performed by the fishing vessel. Correct interpretation and correlation of technical and operational parameters with the use of this program will allow to obtain data allowing to evaluate the energy efficiency, taking into account technical condition of the unit under any operating conditions. It will also allow you to plan your trip.

This paper proposes a method for increasing the efficiency of state corporate rights management of industrial enterprises by clarifying the evaluation of the efficiency of their management. This method is a model of comprehensive eval-uation of enterprises on the basis of data that resulted in the reporting documents. Three groups of indicators were adopted and included: commercial, non-commercial and managing criteria. Integral performance criterion is the weighted sum of those three groups. Model performance evaluation was built using ordinal regression. Based on this model estimate the efficiency of state corporate rights management of industrial enterprises was obtained more accurately, providing a wide range of estimates.

The aim of the article is to present the concept of safety culture management systems in an enterprise and to indicate the directions of their improvement. In the course of two-stage empirical research, elements of the management system that highly determine the development of occupational safety culture were identified and described. This applies in particular to: technical and managerial competences of the management staff, modernity of IT technology, work organization techniques, cooperation, values professed in the company. These factors were found to be important criteria for assessing the effectiveness of systems for managing work safety culture. The concept of work safety culture and proposals of the authors of management systems related to work safety culture were characterized. The article concludes with general recommendations and methodological guidelines for enterprises interested in the effectiveness of occupational safety culture management systems in the context of company performance.
Celem artykułu jest przedstawienie koncepcji systemów zarządzania kulturą bezpieczeństwa pracy w przedsiębiorstwie oraz wskazanie kierunków ich doskonalenia. W trakcie dwustopniowych badań empirycznych zidentyfikowano i opisano elementy systemu zarządzania, które w wysokim stopniu determinują rozwój kultury bezpieczeństwa pracy. Dotyczy to w szczególności: kompetencji technicznych i menedżerskich kadry kierowniczej, nowoczesności technologii IT, technik organizacji pracy, kooperacji, wartości wyznawanych w przedsiębiorstwie. Czynniki te uznano za istotne kryteria oceny sprawności systemów zarządzania kulturą bezpieczeństwa pracy. Scharakteryzowano pojęcie kultury bezpieczeństwa pracy oraz propozycje autorów systemów zarządzania odnoszących się do kultury bezpieczeństwa pracy. W zakończeniu artykułu podano ogólne rekomendacje merytoryczne oraz wskazania metodyczne dla przedsiębiorstw zainteresowanych sprawnością systemów zarządzania kulturą bezpieczeństwa pracy rozpatrywaną w kontekście wyników przedsiębiorstwa.

Purpose: reasons for writing the paper is to present and explained implemented on board seaging vessels energy efficiency management and give an answer to question how SEEMPs are implemented and applied in day to day operation. Design/methodology/approach: an analysis of various shipping companies and ships Ship Energy Efficiency Management Plans. Findings: found that application of SEEMP are varied between shipping companies and is not very well known on board vessels. Research limitations/implications: SEEMP to be clearly explained to ships crew for better understanding and application in day to day operation. Practical implications: suggestion to Shipping Management Companies to simplify SEEMPs. Social implications: reduction of GHG emission. Originality/value: implementation of best practices to improve EEOI.

W referacie za cel przyjęto poznanie i ocenę efektywności zarządzania zasobami niematerialnymi w przedsiębiorstwie inteligentnym. Całość prezentowanych rozważań podzielono na dwie zasadnicze części. Rozważania zaprezentowane w części pierwszej charakteryzują modele pomiaru zasobów niematerialnych w przedsiębiorstwach. Druga część opracowania jest prezentacją wyników badań empirycznych w zakresie oceny efektywności zarządzania zasobami niematerialnymi za pomocą modelu intelektualnej wartości dodanej. Zastosowanymi metodami badawczymi są: studia literaturowe, analiza opisowa oraz analiza trendu modelu VAIC™. Problematyka pomiaru i oceny zasobów niematerialnych jest ważna i aktualna z uwagi na jej wpływ na efektywność zarządzania w przedsiębiorstwach inteligentnych.
The objective of the paper is to explore and assess the efficiency of management of intangible resources in a smart enterprise. The whole of the presented considerations has been divided into two basic parts. The considerations discussed in the first part characterize the models of measurement of intangible resources in enterprises. The other part of the paper is the presentation of the results of the empirical research highlighting the assessment of efficiency of management of intangible resources using the model of intellectual value added. The applied research methods are literature studies, descriptive analysis and trend analysis of the VAIC™ model. The problem of the measurement and assessment of intangible resources is important and up-to-date on account of its impact on efficiency of management in smart enterprises.

This article presents selected tools for improving and estimating vessel energy efficiency and analysis of energy efficiency operational indicator EEOI. The main task of the tools under consideration is to reduce greenhouse gases emissions and, in particular, emission into the atmosphere during ship operation. The purpose of the study was to demonstrate the applicability of the EEOI during ship operation.

The projects’ development in dynamically developing creative industries requires a search for new sources of creating the competitive advantage. One of the approaches – in addition to the risk analysis – is the efficiency management. The aim of the study is to evaluate the complexity of the efficiency management in business (especially innovative) projects. In the article, there is presented the methodology of WZZE (complexity of efficiency management) index construction, referring to the 11 specific factors.
Realizacja projektów w dynamicznie rozwijających się sektorach kreatywnych wymaga poszukiwania nowych źródeł kreowania przewagi konkurencyjnej. Jednym z podejść – obok analizy ryzyka – jest zarządzanie efektywnością procesów. Celem pracy jest ocena złożoności zarządzania efektywnością w projektach biznesowych (o charakterze innowacyjnym). W artykule przedstawiono metodykę konstrukcji i analizę wartości wskaźnika WZZE (złożoności zarządzania efektywnością), odwołując się do 11 czynników cząstkowych.

The IMO has adopted Energy Efficiency Design Index (EEDI), Ship Energy Efficiency Management Plan (SEEMP) and Energy Efficiency Operational Indicator (EEOI) in order to reduce GHG emissions from international shipping. And, the shipping industry is required to develop and improve the energy saving ship operation technologies to meet the above IMO guideline. The weather routing is one of the energy saving navigation technologies and widely adopted by oceangoing merchant ships. The effectiveness of the weather routing mainly depends on the accuracy of weather forecast data and the ship’s propulsion performance prediction. The propulsion performance in the actual sea is usually predicted using the Self Propulsion Factors obtained by model tests. It is necessary to understand the propulsion performance characteristics in the actual sea conditions for the improvement of propulsion performance prediction. From the above points of view, the authors performed full‐scale experiments using a training ship in order to investigate the propulsion performance characteristics in the actual sea. This paper describes the analysis results on the characteristics of Power Curves and Self Propulsion Factors under various weather and sea conditions.

Monitorowanie efektywności eksploatacyjnej statków wg wytycznych Międzynarodowej Organizacji Morskiej IMO, nie uwzględnia specyfiki pracy jednostek rybackich. Proponowany wskaźnik EEOI (Energy Efficiency Operational Indicator) ze względu na różne rodzaje wykonywanych prac (podróż na łowisko, trałowanie, zmiana pozycji, powrót z ładunkiem) nie nadaje się do monitorowania pracy jednostki rybackiej, gdyż ocenia on efektywność transportową. Wykorzystanie wskaźnika EEOI powinno być dostosowane i analizowane w zależności od wykonywanych prac, prowadzonych przez jednostkę. Monitorowanie takiego wskaźnika jest trudne, ponieważ obliczenia nie dotyczą całego rejsu lecz poszczególnych prac wykonywanych przez jednostkę rybacką. Celowym wydaje się więc stworzenie programu wspomagającego efektywność pracy jednostki rybackiej. W artykule przedstawiono, wykorzystanie autorskiego programu jako elementu SEEMP (okrętowy plan zarządzania efektywnością), służącego do monitorowania i analizy efektywności energetycznej jednostki rybackiej.
Monitoring the operational efficiency of a fishing vessels according to IMO guidelines does not take into account the specific nature of the work of the vessels, and the proposed EEOI indicator for different types of work (fishing trip, trawling, change of position, return with load) does not give to monitor the work of the fishing unit as it assesses the transport efficiency. The use of the EEOI should be adjusted and analyzed according to the work carried out by the fishing vessels. Monitoring such an indicator is difficult because calculations do not cover the whole trip but individual work performed by the vessels. It is therefore pointless to create a program supporting the effectiveness of the work of the fishing vessels. The paper presents the use of the author's program as a SEEMP component for monitoring and analyzing the effectiveness of a fishing vessels.

The aim of this study is to assess the economic efficiency of the forest management with particular emphasis on economic and financial indicators of the forest districts (namely Białowieża, Browsk and Hajnówka) constituting the ‘Puszcza Białowieska’ Forest Promotional Complex (FPC). The work involved analysis of indicators reflecting the financial condition of the forest districts with reference to average values for comparison units i.e. 28 other entities from the Regional Directorate of the State Forests in Bialystok. The analysis consisted in the determination of typical values from comparative units in individual years (mean ±standard deviation). The balance sheet, profit and loss account and basic reporting document on financial and economic activities (LPIR1) for the years 2011−2017. Data were collected from the State Forests Information System. Financial liquidity, profitability and management efficiency were analyzed in detail. The net financial result of the forest districts was used for the analyzes, after an additional adjustment, consisting in increasing the net result by the value of the write−off for the forest fund and maintenance costs of the superior units and reduced by the additional payment from the forest fund. The analyzes were based on data collected from the State Forests Information System. On the basis of the research, it was found that the rules of financial management in the State Forests do not pose a risk of deterioration or loss of financial liquidity of the FPC forest districts. However, the inability to obtain the additional payment from a forest fund by individual of FPC forest districts would result in the loss of their ability to function independently. The management efficiency clearly affects the actual financial situation of the FPC forest districts. The deteriorating profitability of the FPC forest districts is caused by negative (loss) net financial results reflects the modified net financial result, including for funds from the forest fund. Restrictions on harvesting, resulting from the implementation of tasks in the field of nature conservation, worsen the economic efficiency of the FPC forest districts.

W artykule zaprezentowano główne założenia i wyniki współczesnych badań dotyczących systemów zarządzania ryzykiem opracowane na podstawie studiów literaturowych.
Enterprises operate in a dynamically changing environment in which uncertainty prevails, and therefore there is a growing need for risk management. The purpose of the article is to identify the methods for assessing the effectiveness and efficiency of risk management in enterprises and the determinants of the effectiveness and efficiency of risk management systems. The article presents the main assumptions and results of contemporary research on risk management systems based on literature studies.

Artykuł koncentruje się na problematyce dotyczącej przedstawienia narzędzia do pomiaru poziomu zarządzania jakością w przedsiębiorstwach branży obróbki metali. Celem niniejszej publikacji jest przedstawienie propozycji kryteriów, które można wykorzystać w celu oceny skuteczności systemu zarządzania jakością w branży obróbki metali. W publikacji zaprezentowano najważniejsze kryteria oceny skuteczności systemów zarządzania jakością w tej branży. Uwzględniono pięć głównych grup czynników: zdolność organizacji do poznania potrzeb klienta, zdolność organizacji do zarządzania procesami, wiedza i zdolność do jej pozyskania, zdolność do zmiany i realizacji celów oraz zdolność do kreowania i utrzymania wzajemnie korzystnych relacji z dostawcami. W dalszej części publikacji zaprezentowano najważniejsze technologiczne determinanty jakości w branży obróbki metali.
The article focuses on the issue of presenting a tool for measuring the level of quality management in companies in the metalworking industry. The purpose of this publication is to present proposals for criteria that can be used to assess the effectiveness of the quality management system in the metalworking industry. The publication presents the most important criteria for assessing the effectiveness of quality management systems in this industry. Five main groups of factors were taken into account: the organization's ability to understand the client's needs, the organization's ability to manage processes, knowledge and ability to acquire it, the ability to change and achieve goals, and the ability to create and maintain mutually beneficial relationships with suppliers. The next part of the publication presents the most important technological determinants of quality in the metal processing industry.

The article presents certain aspects of decision of effective management of supply chains organized for companies. Companies service issues have been identified both in the supply and distribution area. Were defined factors affecting the organization of operating in various spheres of companies. It was pointed out that the basic functions directly related to the core business of companies resulting from the industry, the size and the conditions of competition, e.g. for the production facility, it could be manufacturing process itself, while for the commercial company implementation of marketing strategies and building brand image. The paper also presents the factors affecting the costs and benefits companies interested in outsourcing their logistics providers of comprehensive services. Inter alia the essence of the supply chain functioning, integrated management model of supply chain network including flow of stream of goods and flow of stream of information, objectives of supply chain management, decisions of effective supply chain management concerning on minimizing cost of logistics services and high level of quality of delivery services, performance evaluation measures of processes in the supply chain are presented in the paper.

Techniczne i operacyjne środki efektywności energetycznej dla statków morskich takie, jak projektowy wskaźnik efektywności energetycznej (EEDI) oraz plan zarządzania efektywności energetyczną statku (SEEMP), mają na celu poprawę efektywności energetycznej międzynarodowej żeglugi morskiej. Badania pokazują, że bezwzględny poziom emisji z międzynarodowej żeglugi morskiej wzrośnie pomimo ich obowiązkowego stosowania. Z tego względu istotna jest ocena wpływu w zakresie skuteczności stosowania obowiązkowych środków efektywności na przyszłe emisje. W Międzynarodowej Organizacji Morskiej opracowywane są kolejne środki w celu kontroli emisji ze statków, w tym w szczególności gazów cieplarnianych (GHG), przyczyniających się do zmian klimatu. W styczniu 2019 r. wprowadzono system gromadzenia danych o zużyciu paliwa przez statki (Ship Fuel Oil Consumption Database). Środki efektywności energetycznej wypracowane przez Komitet Ochrony Środowiska Morskiego IMO, początkowo jako fakultatywne, następnie jako obowiązkowe, wykazują silny charakter prewencyjny. Obligatoryjne stosowanie środków efektywności energetycznej przez statki morskie, jak i rozwój polityki zarządzania efektywnością energetyczną przez przedsiębiorstwa żeglugowe, przyczynia się do ochrony klimatu oraz adaptacji do zmian klimatu.
Technical and operational energy efficiency measures for ships, such as the energy efficiency design index (EEDI) and ship energy efficiency management plan (SEEMP), aim to improve the energy efficiency of international shipping. Studies show that absolute emissions from international shipping will increase despite their mandatory application. For this reason, it is important to assess the impact on the effectiveness of the application of mandatory efficiency measures on future emissions. Further measures are being developed at the International Maritime Organization to control emissions from ships, in particular greenhouse gases (GHG) that contribute to climate change. In January 2019, a system of collecting fuel consumption data by ships (Ship Fuel Oil Consumption Database) was introduced.Energy efficiency measures promoted by the IMO Maritime Environment Protection Committee, initially as facultative, then as mandatory, show strong preventive character. The mandatory use of energy efficiency measures by ships as well as the development of energy efficiency management policies by shipping companies contributes to climate protection and adaptation to climate change

The aim of this paper was to present the results of an evaluation of the effect of knowledge-oriented management and level of information technology on the operational effectiveness in Polish hospitals. The data were collected using a questionnaire survey carried out among managers in Polish hospitals. Structural modelling was employed to analyse the data collected. The structural model proposed in the study turned out to fit the data very well, thus demonstrating the positive and cause-and-effect correlations between the level of IT, knowledge-oriented management and operational effectiveness in Polish hospitals.

Operational efficiency of an organization is considered to be a crucial element of any firm. The production of goods and services, their quality, marketing and profitability depend on the efficiency of business operations. Moreover, the reliance on operational efficiency is mostly associated with the industry 4.0 revolution and leadership support. Thus, the current research investigates the impact of the industry 4.0 revolution and leadership support on the operational efficiency management of the textile industry in the Association of Southeast Asian Nations (ASEAN) countries. The liquidity and capital structure have been used as the control variables. In the current article, researchers extracted the secondary data from the financial statements of the textile industry from 1991 to 2020. The researchers also applied the panel Autoregressive Distributed Lag (ARDL) to test the relationships among the constructs. The results revealed that the industry 4.0 revolution, leadership support, liquidity, and capital structure were positively associated with operational efficiency management of the textile industry in ASEAN countries. This study guides the regulators in establishing the policies related to operation efficiency management by focusing on the industry 4.0 revolution and leadership support.
Sprawność operacyjną organizacji uważa się za kluczowy element każdej firmy. Produkcja towarów i usług, ich jakość, marketing i rentowność zależą od efektywności prowadzonej działalności gospodarczej. Co więcej, poleganie na efektywności operacyjnej kojarzy się przede wszystkim z rewolucją przemysłu 4.0 i wsparciem przywództwa. W związku z tym obecne badanie dotyczy wpływu rewolucji przemysłu 4.0 i wsparcia przywództwa na zarządzanie efektywnością operacyjną przemysłu tekstylnego w krajach Stowarzyszenia Narodów Azji Południowo-Wschodniej (ASEAN). Jako zmienne kontrolne zastosowano płynność i strukturę kapitału. W niniejszym artykule badacze wyodrębnili dane wtórne ze sprawozdań finansowych przemysłu tekstylnego od 1991 do 2020 roku. Badacze zastosowali również panel Autoregressive Distributed Lag (ARDL), aby przetestować relacje między konstruktami. Wyniki pokazały, że rewolucja przemysłu 4.0, wsparcie przywództwa, płynność i struktura kapitału były pozytywnie powiązane z zarządzaniem efektywnością operacyjną przemysłu tekstylnego w krajach ASEAN. Niniejsze opracowanie prowadzi regulatorów w ustalaniu polityk związanych z zarządzaniem efektywnością działania, koncentrując się na rewolucji przemysłu 4.0 i wspieraniu przywództwa.

The requirement of the increase in the energy efficiency of enterprises results from social, ecological and political factors. In spite of the fact that solutions in the energy efficiency are known, a question about barrier/motives for such action remains open. The article presents the results of the research of Polish organizations of the industry sector with reference to the energy efficiency. Main barriers and stimuli, as well as a readiness of companies to implement solutions were presented.
Wymóg wzrostu efektywności energetycznej przedsiębiorstw wynika z czynników społecznych, ekologicznych i politycznych. Pomimo tego, że znane są rozwiązania służące poprawie efektywności energetycznej, otwarte pozostaje pytanie o bariery/motywy takich działań. Wskazuje się przy tym na kluczową rolę barier, tj. koszty transakcyjne i asymetrię informacji, zaś na płaszczyźnie organizacyjnej – brak kapitału, brak czasu, ryzyko zaburzeń produkcji. Z drugiej strony można określić czynniki pozwalające minimalizować wspomniane bariery. Są to: tworzenie strategii energetycznej, przywództwo, zewnętrzne wsparcie finansowe. Dotychczasowe badania potwierdziły, że bariery te mają charakter regionalny i sektorowy, co wskazuje na potrzebę badań kierunkowych. Niniejszy artykuł prezentuje wyniki badań polskich przedsiębiorstw sektora przemysłowego w odniesieniu do efektywności energetycznej. Przedstawione zostały główne bariery i stymulatory oraz gotowość firm do wprowadzania tego typu rozwiązań.

Due to the pressure of competition, high process efficiency has become a corporate ob¬jective for companies to maintain their global competitiveness. To ensure high process efficiency, it is important to constantly reduce process losses within various business activities. Different concepts to evaluate the efficiency of a company's key processes have therefore been discussed in academia. These concepts largely concentrate on the production area of one single company. Currently, howev¬er, not only individual companies but also entire supply chains are competing with each other. For this reason, it is necessary to thoroughly evaluate and increase the efficiency of production, transport, handling, and warehousing processes along the entire Supply Chain. We addressed this challenge with the conceptual design of a supply chain improvement system (SCIS). The results of empirical research focussing on the managerial purpose of the SCIS indicate that intercompany efficiency evaluation and improvement are prevalent issues in entrepreneurial practice.

The main objective of the study was to determine whether the fact that the chairpersons of the boards of cooperative banks in Poland are women, it affects the financial performance of these banks. The study used data for the years 2010-2014 from 40 cooperative banks in Poland. In the course of the study, it was found that the banks managed by women are significantly smaller than men’s managed banks, and hence the financial result is generally lower. However, the financial performance ratios in these banks were generally higher. Smaller banks are generally in rural areas, and banks with a larger total balance sheet are usually located in urban areas.
Celem głównym badań było ustalenie, czy fakt, że prezesami zarządów banków spółdzielczych w Polsce są kobiety, wpływa na efektywność finansową tych banków. W badaniu wykorzystano dane za lata 2010-2014 z 40 banków spółdzielczych w Polsce. W toku badań ustalono, że banki zarządzane przez kobiety są zdecydowanie mniejsze niż banki zarządzane przez mężczyzn, stąd i wynik finansowy jest na ogół mniejszy. Jednak wskaźniki efektywności finansowej w tych bankach były na ogół wyższe. Mniejsze banki znajdują się zazwyczaj na terenach typowo wiejskich, a banki o większej sumie bilansowej mają siedzibę na terenach miejskich.

Forest management is carried out based on the economic calculation, taking into account the principles of forest sustainability and protection. For a short period, an attempt to predict the unit’s economic situation on the basis of the analysis of the time series with a trend can be made. Appropriate exponential equalization methods were selected. When forecasting fixed costs in the new economic period, six methods were used (from the last year, from the last three years, Brown simple exponential smoothing model, Holt linear model, Winters model in the additive or multiplicative version) as well as the average value of all forecasts applied was calculated. To evaluate the tested models, among others, mean absolute error, root mean squared error and the predictability of the forecast were assessed. All analyses were performed using the MS EXCEL Solver add−in. Forest districts for which forecasts were made are located in the Regional Directorate of the State Forests in Krakow (A) and Białystok (B). Source data for forecasts came from the State Forests IT System and covered the years 2005−2014. The aim of the research was to evaluate the possibility of using the forecasted economic parameters in forest management planning estimated by various models and techniques of empirical verification. The study attempts to answer the question whether there is an econometric method that allows accurate forecasting of the economic situation of the forest district in the context of the realization of the tasks listed in the forest management plan. Relatively high accuracy of forecasts was achieved using the Holt linear model. Brown model, due to its methodological assumptions, resulted in a reduction in forecast results compared to other forecasting methods and expert knowledge. The method based on calculating the average value from many previously made forecasts gave very good results, which is also reflected in literature. Regardless of the group of costs analyzed, both fixed and unit variables, the lowest values of assessment of the compatibility of forecast were obtained by making the forecast based on the result from the last three years.

The analysis of the dependence network consists in the calculation of dates and time reserves of subsequent events, and then on the calculation of the time stocks during the execution of particular activities. In the dependency network, it is possible to calculate the earliest and the latest possible date of occurrence of each event and the possible reserve of time. Thanks to this, we will learn the stock of time related to individual activities. Those activities that do not have a stock of time (that is, the reserve is equal to zero) are called critical activities. All critical activities in the dependence network create a critical path. We will not have any stock of time on the entire critical path (from the event of the initial linking network to the final event). What's the conclusion? Activities that are on the critical path must be made at the scheduled time, because it will decide on keeping the deadline for the entire undertaking.

Analysing the Polish energy sector, changes in the market can be seen as a consequence of growing role of EU regulations, which increasingly affect the functionality of national and local markets. As a general rule, the basis of regulation is set out in the adopted strategy papers, indicating developmental desires within the energy market. The energy policies that are taken, which define the implementation measures, should guarantee the secu-rity of investment in the long term. The increase in energy efficiency generates significant financial savings while generating benefits for the environment, industry, transport or households. As part of monitoring the level of en-ergy efficiency, the ODYSSEE-MURE programme has developed the ODEX indicator. The aim of thestudy was to analyze the level of efficiency in Poland in general and with an indication of three main sectors, as well as the level of Polish energy savings in the years 2008-2018. The research showed that the increase in energy efficiency of the Polish economy in the period under consideration is systematically increasing. Overall, between 2008 and 2018, the average rate of energy efficiency improvement was 1. 7% per year. On the other hand, savings achieved in 2018 within the indicated sectors amounted to 0.10 Mtoe.

The main target of this paper is to develop the hypothesis that water intake fees can be an efficient tool for the management of water consumption in Poland. The sample used in the research consists of 600 municipal water operators with a market share over 80% in the municipal sector. The analysis comprises several tasks: firstly – the investigation of the relation between water intake fees and the structure of the costs of water provision; secondly – the investigation of the influence of fees on unit prices and a review of their changes over the last decade; and, thirdly – the analysis of demand elasticity in order to estimate demand reaction. The results obtained give an estimation of possible savings in water usage in Poland that would result from changes in the system of water intake. The analysis includes all the mechanisms of fee reductions, or exemptions for certain purposes, of existing water intake in Poland. This analysis compiles, compares and processes incremental results from several pieces of research led by the author over the last 10 years for the Ministry of the Environment the National and Regional Water Boards and also for the Institute for Meteorology and Water Management. Research was focused on the economic analysis of water usage from a more general view, however, water intake fees are taken into account in these papers, although not as separate targets for investigations.

Efektywność funkcjonowania przedsiębiorstwa nie zależy od samego posiadania określonego kapitału, ale od umiejętnego nim zarządzania. Pobudzanie kreatywności pracowników, doskonalenie zarządzania wiedzą i kompetencjami to zagadnienia, na których coraz częściej koncentrują się przedsiębiorstwa.
In contemporary economy human capital is the most significant driver of enterprises’ development as well as the most important factor of increase their level of innovation and competitive advantage. Human capital is the core resource that companies have and which they should accumulate. Efficiency of enterprises’ operations does not depend on possession of particular type of capital, but is a result of its skilful management. Thus effective human capital management in enterprises is one of key conditions of their market success. Stimulating creativity of employees together with improvement in knowledge and competence management are areas, which companies are increasingly focusing on.

W artykule przedstawiono przykłady wdrażania BSC (ang. Baladced ScoreCard) jako rozwiązania przyczyniającego się do zwiększenia kontroli sprawności zarządzania w sferze podmiotów działających w sektorze publicznym. Artykuł składa się z dwóch części. W części pierwszej przedstawiono przykłady ZUS, polskiej Służby Celnej oraz singapurskiego systemu sądownictwa. W części drugiej opisano zastosowanie BSC w Ministerstwie Sprawiedliwości Macedonii oraz przygotowaną przez MCCGroup koncepcję BSC dla polskiego sądownictwa powszechnego. Całość zakończono wnioskami.
The paper presents cases of the balanced scorecard (BSC) implementation as a solution for control of increasing the efficiency in the management occurring in the area of the entities participating in public sector. The paper consists of two parts. In first part the cases of ZUS, polish Customs Service and judiciary system in Singapore were presented. Other examples of the BSC use in Macedonian Ministry of Justice and BSC concept for polish common judiciary proposed by MCCGroup were presented in the second part. The whole was completed by conclusions.

Analysis of the experience of BSC application as a tool to support strategy in public sector organizations has become the content of this article. The paper consists of two parts. In first part the cases of Social Insurance Institution – ZUS, polish Customs Service and judiciary system in Singapore were presented.
W artykule przedstawiono przykłady wdrażania BSC (ang. Balanced Scorecard) jako rozwiązania przyczyniającego się do zwiększenia kontroli sprawności zarządzania w sferze podmiotów uczestniczących w działaniach na rzecz zaspokajania potrzeb społecznych. Analiza doświadczeń zastosowania BSC jako narzędzia wspierania strategii działania w organizacjach sektora publicznego stanowi treść niniejszego artykułu. Artykuł składa się z dwóch części. W części pierwszej przedstawiono przykłady Zakładu Ubezpieczeń Społecznych – ZUS, polskiej Służby Celnej oraz singapurskiego systemu sądownictwa.

The modern turbulent environment and threats to resources of an organization create uncertainty. The conditions of organizational functioning, including complexity and dynamics of change, give rise to searching for ways of counteracting the “generalized uncertainty”. The development of the trend and practice called “risk management” is undoubtedly one of the ways. The phenomenon grows in importance, which results in more entities using this man-agreement method. Taking into consideration the unquestioned and key human factor for all the processes, also the ones involving risk, the efficiency of the personnel function determines the efficiency of organization management. Cohesion of risk management and human resource management constitutes a synergistic success of an organization at a strategic, tactical and operational level and guarantees both the company and employee development.

The area of quality management is sometimes dedicated to be included in the research into the supply chain in relation to the exploration of problems of the efficiency of the supply chain. In the subject literature, there are numerous indications taking into account complex relations in the supply chain and identifying quality aspects by maximizing the phenomenon of synergy in the supply chain. In accordance with these implications, an attempt has been made to analyze the area of quality management in the area of the supply chain in the selected company, being the link of the supply chain. The obtained research results have been partially presented in this paper. The objective of the paper is to present the results of the research into selected areas of quality management of the supply chain in the company of the transport-forwarding-logistics industry. The empirical research was conducted through the survey questionnaire the objective of which was to obtain the opinions on the key aspects of quality management of the supply chain. The recipients of the questionnaire were 263 employees of the international logistic operator with branches, among others, in the Silesian Voivodeship, Poland.
