    Poczucie bezpieczeństwa osobistego u mieszkańców danej jednostki terytorialnej jest ważnym elementem wpływającym na jej konkurencyjność oraz rozwój społeczny i gospodarczy. Brak spełnienia potrzeby bezpieczeństwa przez odpowiednie instytucje życia publicznego przyczynia się do pogorszenia warunków życia i wywołać może exodus obywateli. Autor przedstawia wyniki badania ankietowego dotyczącego bezpieczeństwa w wymiarze lokalnym. Badanie przeprowadzone zostało w maju i czerwcu 2018 wśród studentów Wydziału Zamiejscowego Uniwersytetu Zielonogórskiego w Sulechowie. Głównym celem badań było określenie przyszłych kierunków lokalnych i regionalnych inicjatyw mających na celu kształtowanie bezpiecznej przestrzeni publicznej i przeciwdziałanie zagrożeniom. Zakres badania zawierał następujące kwestie: poczucie bezpieczeństwa osobistego, bezpieczeństwo lokalne, współczesne zagrożenia bezpieczeń- stwa kraju oraz przeszkody w kształtowaniu bezpieczeństwa kraju. Bada- nie pokazało, między innymi, które instytucje życia publicznego wzbudzają największe zaufanie wśród Polaków, oraz które stanowią największe prze- szkody w kształtowaniu bezpieczeństwa kraju. Co więcej, na podstawie wyników przeprowadzonego badania sformułowane zostały wnioski, które mogą okazać się użyteczne dla polepszenia bezpieczeństwa lokalnych społeczności w województwie lubuskim.

    Rolą samorządów terytorialnych jest ukierunkowywanie działań rozwojowych na cele skojarzone z ekonomią, gospodarką, turystyką i bezpieczeństwem w regionie. Lotniska lokalne stanowią skuteczne narzędzie wykorzystywane przez władze lokalne w budowaniu polityki bezpieczeństwa. Jest to także ogromny potencjał dla rozwoju regionu. Celem niniejszego artykułu jest analiza problematyki rozwoju lokalnego lotniska w odniesieniu do kwestii bezpieczeństwa w lotnictwie cywilnym. W pierwszej części artykułu przedstawiono główne definicje pojawiające się w obszarze General Aviation i dane statystyczne odnośnie lotnisk cywilnych w Polsce, z kolei w drugiej części skupiono się na możliwych działaniach władz lokalnych oraz organizacji międzynarodowych podczas budowy bezpieczeństwa miejscowego i regionalnego przy jednoczesnym rozwoju regionu pod względem gospodarczym, naukowym i technicznym.
    The role of local government units focuses on direct development activities related to economy, tourism and safety in a certain area. Local airports have become effective tools to build safety policy by local government units. They also have a huge potential for the regional development. The aim of the article is an analysis of local airport development with the regard to civil aviation safety. The first part of the article presents statistics and main definitions related to General Aviation. The second part contains possible actions of local government units and international organizations to build the local and regional safety as regards economics, science and technology.

    Temat użycia grup dyspozycyjnych, w tym wojska, w sytuacjach kryzysowych jest powszechnie znany. Wiadomym jest, że stanowią one realne siły mogące nieść skuteczną pomoc ogółowi ludności. Jednak zasady funkcjonowania wojska, szczególnie podczas zagrożeń niemilitarnych, nie są już tak oczywiste. Dotyczy to również pododdziałów stanowiących elementy ratownictwa inżynieryjnego. Obecna organizacja i możliwości tego komponentu powodują, że pomimo ogromnego zaangażowania, w wielu sytuacjach nie jest on w stanie sprostać oczekiwaniom i zapewnić społeczeństwu bezpieczeństwa na szczeblu lokalnym.
    The subject of the use of emergency services, including the army, in crisis situations is widelyknown. It is commonly known that they form real forces capable of providing the general public with effective aid. However, the rules of the functioning of the army, especially in the cases of non-military threats, are not as obvious. This also concerns sub-units constituting the elements of rescue engineering. The current organization and possibilities of this component result in the situation in which, despite the immense commitment, they do not come up to social expectations in many circumstances and guarantee the society’s safety at local level.

    Opis:
    An element that can influence the actual value of risk is social resilience, however, the value of the impact of the main components of social resilience on risk is not known. The motivation for addressing the topic was the desire to develop a tool to measure social resilience in the community. The aim of the study was to determine the outflow of social resilience to community risk. Through an analysis of the literature, the main components of social resilience were classified, and then, using cause-and-effect relationships, individual activities affecting social resilience were extracted. The author of the paper anticipated that this concept could serve as a starting point for a more complex form of calculation and criteria. It should be noted that social resilience is a factor that affects both the probability of events and the consequences. The author’s concept of community risk assessment taking into account social resilience is an open concept for editing. This concept requires classifying elements that build social resilience and providing them with standards, in which they should occur.
    Elementem, który może wpływać na rzeczywistą wartość ryzyka, jest odporność społeczna, jednak wartość wpływu głównych składowych odporności społecznej na ryzyko nie jest znana. Motywacją do podjęcia tematu była chęć opracowania narzędzia do pomiaru odporności społecznej w społeczności. Celem badania było określenie wypływu odporności społecznej na ryzyko społeczności. Poprzez analizę literatury sklasyfikowano główne komponenty odporności społecznej, a następnie, wykorzystując związki przyczynowo-skutkowe, wyodrębniono poszczególne działania wpływające na odporność społeczną. Autor artykułu przewidział, że koncepcja ta może być punktem wyjścia do bardziej złożonej formy obliczeń i kryteriów. Należy zauważyć, że odporność społeczna jest czynnikiem wpływającym zarówno na prawdopodobieństwo wystąpienia zdarzeń, jak i na konsekwencje. Autorska koncepcja oceny ryzyka społeczności lokalnej uwzględniająca odporność społeczną jest koncepcją otwartą do edycji. Koncepcja wymaga sklasyfikowania elementów budujących odporność społeczną i nadania im norm, w których powinny występować.

    Istotne miejsce w działalności organów administracji publicznej zajmuje kwestia zapewnienia poczucia bezpieczeństwa. Zadaniem władz administracyjnych jest jego zapewnienie między innymi poprzez inicjowanie i organizowanie działań, mających na celu zapobieganie popełnianiu przestępstw i wykroczeń oraz przeciwdziałanie wszelkim zjawiskom kreującym ich wystąpienie. Jest to możliwe dzięki właściwej koordynacji wysiłku społecznego, poprzez angażowanie nie tylko organów instytucji i służb bezpieczeństwa i porządku publicznego, ale także wykorzystanie możliwości posiadanych przez organizacje pożytku publicznego. Przykładem takich działań jest wrocławski projekt Kolekcja Zagrożeń. W modelowy sposób ukazuje on możliwość powiązania kompetencji i działań prowadzonych przez organy administracji terenowej, Policji i organizacji pożytku publicznego w postaci uczelni wyższej i organizacji pozarządowych.
    Ensuring a sense of safety is an important responsibility of public administration agencies. It is public administration’s task to warrant it by, among others, launching and implementing crime prevention policies, therein actions aimed to counteract all factors conducive to crime and misdemeanour. Prerequisites of success include proper coordination of social efforts, involvement of public order and security services, and – crucially – mobilisation of resources of public benefit organisations. All these are engaged in Wrocław’s Kolekcja Zagrożeń [Collection of Perils] project, which provides a model of combining competencies of and activities undertaken by local administration, the police and non-profit organizations –a higher education institution and NGOs.

    Bezpieczeństwo nie jest czymś trwałym, stabilnym i niezmiennym. Jest to zjawisko o charakterze dynamicznym, dlatego słusznie rozpatruje się je w trzech podstawowych formach, a mianowicie jako naczelną potrzebę, stan oraz proces. Efektywne zarządzanie bezpieczeństwem domaga się systemowych rozwiązań, ale przede wszystkim kreowania kultury bezpieczeństwa. Kształtowanie kultury bezpieczeństwa jest złożonym przedsięwzięciem, wymagającym czasu, ale również zaangażowania różnorodnych sił i środków będących w dyspozycji państwa. Dowodzi to konieczności systemowego podejścia do tego zagadnienia. Analizując go, autorki skupiły się wokół związków przyczynowo- -skutkowych występujących między jakością funkcjonowania rodzin a poziomem bezpieczeństwa społeczności lokalnych.
    Safety is not something permanent, stable and unchanged. This is a dynamic phenomenon to be rightly considered in three basic forms, namely as the main need, state and process. The effective safety management calls for system solutions, but above all for creating a safety culture. Shaping a safety culture is a complex undertaking, requiring time, but also the involvement of various forces and resources at the disposal of the state. This proves the need for a systematic approach to this issue. Analyzing this issue, the authors focused on the causal relationships between the quality of the family functioning and the level of safety of local communities.

    W artykule autorki poszukują odpowiedzi na postawione pytania w ramach realizowanego przez siebie ogólnopolskiego projektu. Projekt realizowany był w dwóch edycjach (w 2017 i 2019 r.). Badania były przeprowadzane dwukrotnie na całej populacji dzielnicowych w Polsce. Projekt był elementem kampanii prowadzonej pod patronatem MSWiA pt. „Dzielnicowy bliżej Nas” i zakładał promocję nowej formuły pełnienia służby dzielnicowych. Autorki promują koncepcję dzielnicowego streetworkera. W artykule odpowiadają między innymi na pytania czy rolą dzielnicowego powinno być realizowanie zadań w zakresie profilaktyki społecznej oraz jakie czynniki utrudniają dzielnicowym pracę w zakresie profilaktyki społecznej.
    In this article, the authors search for an answer to the question as part of a nationwide project which is being implemented. The project was introduced in two editions (2017 and 2019 years). The research was carried out on the entire population of districts in Poland. The project was part of the campaign conducted under the patronage of the Ministry of Internal Affairs and Administration, entitled “Dzielnicowy bliżej Nas”. It assumed the promotion of a new formula of performing district service. The authors promote the concept of a district street worker. In the article, they answer, among others, whether the role of the district head should be to carry out tasks in the field of social prevention and what factors make it difficult for district workers to work in the area of social prevention.

    Shaping a safe space is an extremely complex and multi-faceted process. To large extent, it is based on the cooperation with various entities of the local community, participating in mutual interdependencies within local economies and above all, in the local socio-economic development. In modern realities, activity geared toward making changes in physical space and initiating programs to promote mobilization of society to improve safety takes on particular importance. Crime prevention strategies through shaping space are presented from the perspective of typical bodies which are to ensure safety and the local government as the main entity coordinating these processes in the local section. The article assumes the thesis that spatial conditions determine safety. The objective of this article is to show the importance of a safe space in the local context.

    The subjective dimension of security covers a wide range of subjects, ranging from an individual, through various human communities and organizations, including states, nations, ethnic groups, and ending with civilizations and the society of the Earth. Diversification of the security entities of local communities causes the need to organize them, rank in appropriate categories and assign appropriate operating conditions, protected values (values of security) and the opportunities, challenges and threats resulting from them.
    Wymiar bezpieczeństwa obejmuje szeroki zakres podmiotów, począwszy od jednostki ludzkiej, poprzez różnorakie zbiorowości ludzkie i organizacje, w tym państwa, narody, grupy etniczne, a skończywszy na cywilizacjach i społeczeństwie Ziemi. Zróżnicowanie podmiotów bezpieczeństwa społeczności lokalnych powoduje potrzebę ich uporządkowania, zaszeregowania do odpowiednich kategorii i przyporządkowania im właściwych warunków funkcjonowania, wartości chronionych (wartości bezpieczeństwa) i wynikających z nich możliwości, wyzwań i zagrożeń.

    The article considers public security as a component of national security. Public security is one of the priorities of state policy in the field of national security. Successful public safety is the implementation of a set of measures in the field of landscaping: installation of traffic lights in appropriate public places, construction of underpasses, construction of indoor stops for citizens waiting for the arrival of public transport, etc. A well-thought-out system of planning and construction of settlements or public places, maintaining them in good condition, which promotes work and recreation of citizens, reduces the degree of threat to public safety from the occurrence of unexpected and dangerous situations. And neglect of public amenities can lead to favorable conditions for those who commit offenses and encroach on public safety. A special place is occupied by local governments, they are the closest power to the population, have the necessary powers and resources to attract citizens to maintain public order, increase their social activity in creating decent living conditions in a given area. The state defines local self-government as an independent level of government to which the people are entitled. First of all, it presupposes the organizational separation and independence of local self-government from state power, its independence in resolving issues of local importance, but independence within its own powers, as provided by the constitution. The main powers of local governments to ensure public safety and public order include: monitoring compliance with the law in the territory; application of measures of state coercion (usually, it is a question of bringing to administrative responsibility for the offenses connected with local government); protection of public order, carried out mainly by the police; ensuring the safety of citizens. Accordingly, local governments may be endowed with additional powers in the field of public order and protection of citizens’ rights. Protecting the rights of citizens is an important component of ensuring security both at the individual level and at the level of the entire state. The sense of security that is transmitted inside and outside the country can be considered part of the attractiveness of the image of the country abroad.

    To ensure an acceptable level of local safety requires creative activity of local government, to protect and defend against threats. The scope of activities of community and district in the local security is an important variable. The responsibilities of community in this area include, among others matters relating to: public policy, public security, fire protection and flood protection. However, the county government completes the task in accordance with the principle of complementarily. It should be noted that the current arrangements seem to be too formal and divided by sector, and their performance does not meet the requirements of multi-disciplinary and multi-faceted approach to local security, which requires the establishment of system solutions for the entire state.

    Bezpieczeństwo publiczne ma podstawowe znaczenie dla prawidłowego funkcjonowania społeczeństwa. Określa ono stan, w którym każdy obywatel i jego mienie oraz mienie społeczne są chronione przed niebezpiecznymi zjawiskami zewnętrznymi i wewnętrznymi. Jedno z podstawowych zadań władzy lokalnej to zapewnienie bezpieczeństwa publicznego na administrowanym terenie. Bezpieczeństwo jest bowiem jednym z podstawowych filarów rozwoju gospodarczego i społecznego danego obszaru, w tym również miejskiego. Aby osiągnąć ten cel konieczna jest integracja wszystkich służb działających na administrowanym terenie. Jest to skomplikowane zadanie ze względu na fakt, iż obszar taki najczęściej jest bardzo zróżnicowany zarówno topograficznie, jak i sytuacyjnie. Dodatkowo bardzo często cały system ulega dynamicznym zmianom w czasie. Jedną z formacji, która ma realizować zadania związane z zapewnieniem bezpieczeństwa publicznego jest straż miejska. Jej podstawowym zadaniem jest zapewnienie porządku publicznego na terenie miasta (gminy). W artykule omówiono podstawowe akty prawne związane z bezpieczeństwem publicznym oraz rolę i znaczenie straży miejskiej w zapewnieniu tego bezpieczeństwa. Sprawnie działająca straż miejska może bowiem znacząco wpłynąć na stan poczucia bezpieczeństwa publicznego w lokalnej społeczności. W pracy straży miejskiej bardzo istotne znaczenie mają również działalności edukacyjna oraz integracyjna. Wynika to z faktu, iż straż miejska, jako samorządowa formacja, ma za zadanie pełnić służebną rolę w stosunku do społeczności lokalnej. Prezentowany artykuł należy traktować jako wstęp do dyskusji na temat roli i znaczenia straży miejskiej w życiu społeczności lokalnej.
    Public safety is crucial for the proper functioning of society. It defines a state in which every citizen as well as their property are protected from dangerous external and internal phenomena. One of the main tasks of the local authority is to ensure public safety in the area administered. Security is one of the basic structures of the economic and social development of the area, including the urban areas. In order to achieve this objective, it is necessary to integrate all services in the area of administration. This is a complicated task due to the fact that the area is most often very diverse, both topographically as well as situationally. Furthermore, very often the entire system is rapidly changing over time. One of the formations, which is to carry out tasks related to the assurance of public safety is the City Guard. Its key task is to guarantee public order in the city (municipality).The article discusses the basic legislation related to public security and the role, as well as the importance of city guards in ensuring this security. A functioning city guard can significantly affect the state of public security in the local community. Educational and integration activities are also vital for the work of the City Guard. This is due to the fact that the City Guard, as a self-government formation, is intended to serve as a service role in the local community. The article presented should be seen as an introduction to the discussion of the role and significance of urban guards in the life of the local community.

    The article is devoted to the discussion of selected results of the nationwide community police officers research conducted by the authors in January 2017. This research is a part of the ongoing project of the Ministry of Internal Affairs and Administration „Community police officer closer to us”. The analysis was based on the answers provided by 5,400 respondents from all over the country to the following questions: Should the role of community police officers be to carry out social prevention tasks? Are community police officers satisfied with their job as community police officers? How do they assess their interpersonal communication skills? Do they think they have prestige in the local community? Do they participate in meetings with the local community and how do they characterize the police mission? The results will be processed in 17 reports from the national community police officers research. The application of conclusions from the results of qualitative and quantitative research conducted all over Poland in 17 garrisons will have a significant impact on the dialogue between the authorities and community police officers, determining the expectations of first contact officers, their problems, strengths and weaknesses. The research carried out will increase the effectiveness of the “Community police officer closer to us” programme, one of the basic programmes of the Ministry of Internal Affairs and Administration implemented in order to build trust between the authorities and a citizen. The research also resulted in two monographs on the functioning of the district division in Poland. The authors’research focuses on the partnership of community police officers services with the local community for internal security, taking into account the role of community police officers social and educational activities, and on drawing a professional portrait of the community police officer who is closer to people, solves problems of local communities and carries out activities in the social and educational area.

    The protection of public order and public safety is one of many basic tasks of local self-government. Local governments have different means to achieve these tasks. The use of municipal guard, called into being by commune councils, warrants a good knowledge of the locality, the people and their needs and expectations, as well as situations that may endanger safety and public order in a gmina, leading towards improved standard of living of the local community.

    La presente contribución constituye un análisis sobre las políticas de seguridad pública así como las responsiveness de los gobiernos locales después del proceso de democratización en México, a partir de la evaluación de los casos de México D.F., el Estado de Jalisco y el Estado de Nuevo León en el marco de los primeros gobiernos de alternancia política. El análisis sobre la cantidad, el contenido y el resultado de las políticas creadas y realizadas por los gobiernos descubre que la responsiveness de los gobiernos del D.F. ha sido baja después de la alternancia, mientras que en el Estado de Jalisco y el Estado de Nuevo León la responsiveness ha sido alta por un cierto periodo. Esto indica que la transición a la democracia, que introduce el mismo sistema político en cada entidad, no garantiza el mejoramiento generalizado de la res-ponsiveness.
    This contribution is an analysis of public security policies as well as the responsiveness of local governments after the process of democratization in Mexico, from the evaluation of cases of Mexico City, the State of Jalisco and the State of Nuevo Leon in the framework of the first governments after the political transition. The analysis of the amount, content and result of the policies, which were created and implemented by the local governments, demonstrates that the responsiveness of the government of Mexico City after the transition has been low on the one hand, and the responsiveness of the government of the State of Jalisco and of the State of Nuevo Leon had been relatively high for a certain period of time on the other. This result indicates that the transition to democracy, which introduces the same political system into each local government, doesn’t guarantee a generalized improvement of the responsiveness.

    Pożary, miejscowe zagrożenia i alarmy fałszywe to podstawowa klasyfikacja zdarzeń rejestrowanych przez dyżurnych Stanowisk Kierowania Komendantów Powiatowych (Miejskich) Państwowej Straży Pożarnej (PSP). Autorzy przeprowadzają analizę rozkładu wybranych cech miejscowych zagrożeń zarejestrowanych w Informacjach ze zdarzeń PSP za lata 2007-2012. Analizie i ocenie poddawane są w szczególności: ogólna liczba zdarzeń, ranni i ofiary śmiertelne. Dane analizowane są na poziomie kraju w rozbiciu na klasy obiektów: użyteczności publicznej, mieszkalne, produkcyjne, magazynowe, środki transportu, lasy, uprawy i rolnictwo oraz pozostałe. Na podstawie wyników badań statystycznych opracowano roczne wskaźniki rannych i ofiar śmiertelnych oraz sześcioletnie wskaźniki częstości występowania zdarzeń, rannych i ofiar śmiertelnych, w rozbiciu na powyższe kategorie. Dla klas obiektów charakteryzujących się największymi wartościami współczynników przeprowadzono analizę i ocenę rozkładu wartości współczynników w funkcji poszczególnych lat, jak również opisano trendy rozwojowe. W artykule przeprowadzono ogólną ocenę poziomu bezpieczeństwa, polegającą na wskazaniu obszarów, w których koncentracja wartości wskaźników jest największa. Wyniki badań wskazują, że miejscowe zagrożenia pojawiają się najczęściej w klasie innych obiektów (39%), obiektów mieszkalnych (31%) i środkach transportu (20%). Notuje się dla nich wskaźniki śmiertelności odpowiednio na poziomie 25%, 22%, 49% oraz wskaźniki rannych 4%, 8%, 86%. Zauważono, że dla obiektów mieszkalnych notuje się stały wzrost wartości współczynników rannych i ofiar śmiertelnych, podczas gdy w transporcie tendencja jest odwrotna. W opracowaniu scharakteryzowano dokładniej podkategorię zdarzeń generujących największą liczbę interwencji, jak również opisano dominujące rodzaje interwencji PSP.
    Fires, local emergencies and false alarms are the main events` classes registered by dispatchers of the Polish State Fire Service Command Control Rooms. Statistical analysis of local emergencies factors was conducted on data from the State Fire Service Reports, covering the period 2007-2012. The statistical research was carried out on the state level. Firstly, the authors examined general number of local emergencies and casualties (injured, fatalities). Secondly, the number of local emergencies and casualties in object classes as public utilities, housing, production companies, warehouses, means of transport, forests, agriculture and others was analyzed and assessed. Based on the results of statistical indicators, annual injuries and fatalities as well as six-year local emergency frequency coefficients were calculated. The article presents overall assessment of safety level involving indication of the areas, where the concentration of frequency distribution coefficient the highest is. The object classes with the highest coefficient values between 2007 and 2012 are analysed and evaluated. The selected conclusions show that local emergencies appear the most often in the other object class (39%), housing (31%), means of transport (20%). Local emergencies injured coefficients are adequately on the level 25%, 22%, 49%, whereas local emergencies fatalities coefficients achieve 4%, 8%, 86%. It is noticed that when the coefficient values for means of transport are on the decline, the coefficient values for housing are on the rise. Additionally, the article describes subcategories which generate the highest number of interventions as well as dominant types of intervention conducted by the State Fire Service.

    The article concerns safety of power supply for the final consumers, especially its two comprising elements, which are generation adequacy and distribution system re- liability. Generation adequacy has been defined with Loss of Load Probability (LOLP), Loss of Load Expectation (LOLE) and Energy Not Supplied (ENS) indices. Conclusions from generation adequacy forecast prepared by ENSTO-E for Poland compared with other European countries for the years 2020 and 2025 have been discussed along with the resulting threats. Interruptions in energy supply have been characterised by power discontinuity indicator SAIDI. Finally, a reliability and adequacy analysis have been performed for different scenarios of the Polish power system operation in order to assess possibilities of using distributed generation as a backup power source. Based on a simulation model created using the DIgSILENT Power Factory software, the reliability and adequacy calculations have been performed with the probabilistic non-sequential Monte Carlo method and they are followed by a discussion of the obtained results.

Niniejszy artykuł ma na celu wskazanie tych obszarów funkcjonowania Policji, które skutkują poprawą bezpieczeństwa mieszkańców i wzrostem poczucia bezpieczeństwa.
    The Police constitute a major element in the state security system. Their operation has both a national and local dimension. The Police have an impact on a local community’s security, ensuring the safety of people, their health, life, property, as well as maintaining public safety and order. This article aims to indicate the areas of the Police’s operation that result in an improvement of the residents’ safety and an increase in their sense of security.

    This paper presents the methodology and research results on identification of potential users of the ESABALT system, which is targeted towards improving the situational awareness in the Baltic Sea region. We describe the technique of analysing the stakeholders involved in maritime sector processes, especially in maritime transport processes, while also taking into account their different classification criteria. The resulting list of stakeholders is used to identify system users and their classification into user profiles groups. This study will form the basis for the identification of user requirements of the ESABALT system.

    More than 90% of world trade is transported by sea. The size and speed of ships is rapidly increasing in order to boost economic efficiency. If ships collide, the damage and cost can be astronomical. It is very difficult for officers to ascertain routes that will avoid collisions, especially when multiple ships travel the same waters. There are several ways to prevent ship collisions, such as lookouts, radar, and VHF radio. More advanced methodologies, such as ship domain, fuzzy theory, and genetic algorithm, have been proposed. These methods work well in one-on-one situations, but are more difficult to apply in multiple-ship situations. Therefore, we proposed the Distributed Local Search Algorithm (DLSA) to avoid ship collisions as a precedent study. DLSA is a distributed algorithm in which multiple ships communicate with each other within a certain area. DLSA computes collision risk based on the information received from neighboring ships. However, DLSA suffers from Quasi-Local Minimum (QLM), which prevents a ship from changing course even when a collision risk arises. In our study, we developed the Distributed Tabu Search Algorithm (DTSA). DTSA uses a tabu list to escape from QLM that also exploits a modified cost function and enlarged domain of next-intended courses to increase its efficiency. We conducted experiments to compare the performance of DLSA and DTSA. The results showed that DTSA outperformed DLSA.

    The article describes the relationship between the organisation of local government in Poland and its competences and responsibilities in the field of ensuring public safety and order to the residents of local communities - municipality, district and province. On the example of selected statutory solutions, it can be stated that at the lowest local government level, the local authority is obliged to a large extent - using or in cooperation with the Police and other institutions independent of the authority - to ensure the safety of residents. It also has basic legal instruments for this. At the provincial and national level, these responsibilities were primarily taken over by the State.
    Artykuł opisuje związek pomiędzy organizacją samorządu terytorialnego w Polsce a jego kompetencjami i obowiązkami w dziedzinie zapewnienia bezpieczeństwa i porządku publicznego mieszkańcom wspólnot lokalnych – gminy, powiatu i województwa. Na przykładzie wybranych rozwiązań ustawowych można stwierdzić, że na najniższym szczeblu samorządowym władza lokalna zobowiązana jest w dużym stopniu – przy wykorzystaniu lub we współpracy z Policją i innymi instytucjami od władzy niezależnymi – do dbania o zapewnienie mieszkańcom bezpieczeństwa. Ma też ku temu podstawowe instrumenty prawne. Na poziomie wojewódzkim i krajowym obowiązki te przejęło zaś na siebie przede wszystkim Państwo.

    In recent years, numerous measures to modernize local roads in rural areas have been undertaken. Unfortunately, during renovations, especially at the poviat and commune level, errors are often made as a consequence of irregularities arising at the design stage. The article presents an assessment of the quality of local road renovations carried out in the last fifteen years, in the context of maintaining operational parameters over time, using a visual method based on the term “risk”. The research was carried out for twenty-six sections of roads that were renovated or rebuilt in the Kłobuck and Częstochowa poviats. The categories of the most common errors were identified and actions were proposed to correct them and prevent new ones. Among the negative trends, the improper placement of road technical devices and the lack of appropriate marking of integral areas were distinguished. It was found that a positive aspect in the aspect of traffic safety, recently, is the widespread use of modern road marking systems and road signs, as well as greater care for proper maintenance of drainage devices. The use of modern solutions during the modernization of roads, despite co-financing from the Government Fund, is still limited by the financial deficit of local governments.

    Zarządzanie bezpieczeństwem publicznym w aspekcie ekonomicznym jest jednym z wielu zadań, przed jakimi stoją jednostki samorządu terytorialnego. Optymalny poziom bezpieczeństwa lokalnej społeczności oraz umiejętność szybkiego i skutecznego reagowania na zagrożenia to wyzwanie wiążące się z koniecznością ponoszenia kosztów, których niejednokrotnie nie można zaplanować. Punktem wyjścia do stworzenia odpowiedniej struktury systemu bezpieczeństwa na szczeblu lokalnym są potrzeby społeczne, których specyfika może być bardzo zróżnicowana i uzależniona od indywidualnych preferencji, doświadczeń czy innych psychosocjologicznych czynników oraz uwarunkowań prawnych, ekonomicznych czy politycznych. Wszystkie te elementy wpływają na kształt systemu bezpieczeństwa, bez którego nie można mówić o ochronie wartości istotnych dla życia lokalnej społeczności. Odrębną kwestią jest zagadnienie kosztów, które są niezbędne do zapewnienia bezpieczeństwa na obszarze gminy, powiatu czy województwa, gdyż niejednokrotnie właśnie one ograniczają możliwości jednostek samorządu terytorialnego w dynamicznym rozwoju tego niezmiernie ważnego zakresu ich działalności. Celem niniejszej publikacji jest skonfrontowanie zależności istniejących pomiędzy ekonomicznym wymiarem bezpieczeństwa publicznego organizowanego przez jednostki samorządu terytorialnego a poczuciem bezpieczeństwa mieszkańców.
    Public Safety Management is one of many local government activities which have an economic impact. The optimum level of public safety for the local community and the ability to react rapidly and effectively in response to threats becomes a challenge involving the need to bear unplanned costs. A starting point for building an appropriate structure and system for public safety at the local government level is found in social needs of a varied character which depend on individual preferences and experience, other psychosocial factors and the legal, economic, and political conditions. All these elements influence the form of safety system adopted and cannot focus on the preservation of the critical values required for the life of the local community. On the other hand, there is the issue of costs which is an essential consideration when supplying safety at the gmina, powiat, and voivodeship level simply because they limit the potential of local government units to participate in the dynamic development of that unchanging, and important scope of their activity. The aim of this work is to study and present the relationship existing between the economic dimension of public safety established by local government units and the complacency of residents.

    Cold-formed thin-walled sections are prone to local buckling caused by residual stresses, geometrical imperfections and inconsistency of material properties. We present a real case of buckling failure and conduct a numerical and experimental study aimed to identify methods capable of predicting such failures. It is important because designers of structures are getting more FEA-oriented and tend to avoid lengthy procedures of cold-formed structures design. Currently adopted methods are complicated and require patience and caution from a designer which is reasonable in case of the most important structural members but not necessarily so in ordinary design. Since it is important, we offer an insight into several FEA and manual methods which were sufficient to predict the failure while remaining fairly simple. Using a non-uniform partial safety factor was still necessary. We hope that this paper will be of interest for people performing a lot of routine analyses and worrying about reliability of their computations.

    Krajowy system ratowniczo-gaśniczy jest istotnym elementem systemu bezpieczeństwa powszechnego państwa. Z racji powierzonych mu prawem zadań jest szczególnie predysponowany do realizacji wspólnych przedsięwzięć z samorządem terytorialnym. Sprawia to, że współpraca ta podlega systematycznemu doskonaleniu w sferze praktycznej. Ma to wymierne skutki dla poprawy jej efektywności. Możliwości jej zwiększenia należy poszukiwać w intensyfikacji badań naukowych, których rezultaty mogłyby być wykorzystane w działaniach na rzecz dobra wspólnego, jakim jest bezpieczeństwo powszechne ludności. W artykule zostały przedstawione – z racji formy wypowiedzi – główne obszary aktywności zarówno krajowego systemu ratowniczo-gaśniczego, jak i samorządu terytorialnego, co posłużyło do zarysowania zasadniczych obszarów współpracy obu podmiotów w kontekście ich naukowej eksploracji.
    National firefighting rescue system (KSRG) is a fundamental element of national security system. Because of the tasks that are legally attributed to it, it is predestined to execute common ventures together with the local government. It makes the cooperation systematically more refined in its practical aspect, which contributes to enhancement of its effectiveness. The possibilities of its improvement may also be found in the intensification of scientific research, whose results could be used in the activities performed for common good, i.e. for the security of citizens. This article describes the main areas of activity of national firefighting rescue system and the local government. The essential domains of scientific cooperation between both units have also been discussed

    Aim: The aim of the article is to identify directions for improving cooperation between the national rescue and firefighting system (KSRG) and local government units. The authors of this article have analysed the structure of KSRG and the powers of local government in the area of public safety, with particular emphasis on issues relating to the principles of operation, potential and tasks of the rescue and firefighting system, as well as the organizational structure of local government and its tasks in maintaining public safety. The discussion of the cooperative strategy of KSRG and local government units was also a contribution to formulating conclusions and postulates that can be used to set new directions for improving cooperation between the two entities. This is important due to the fact that they play an important role in building a security system for citizens and their property. Introduction: Ensuring security is one of the top priorities in every country’s policy. In the area of public safety, in addition to national units (State Fire Service, State Medical Rescue) and local government units, properly prepared, organized and specialized formations such as OSP, ZHP, WOPR, GOPR, TOPR and others also participate. Regardless of the type of security units, in any case, the identification of potential hazards is the basis for planning preventive measures, it allows to define the areas that involve the greatest risk of natural disasters and technical failures. Methodology: The article uses theoretical research methods, including an analysis of the provisions of the Act on Fire Protection, the Regulation on the Detailed Organization of the National Rescue and Firefighting System, the provisions of the Constitution of the Republic of Poland, the Act on Volunteer Fire Brigades and the acts regulating the status and tasks of local government. The article discusses the structure and tasks of the national rescue and firefighting system, with particular emphasis on the cooperation of KSRG with the local government units. The publication also formulates de lege ferenda postulates. While presenting proposals to improve the cooperation of entities operating within KSRG, the authors also used their knowledge and experience gained during many years of work and service for fire protection. Conclusions: The national rescue and firefighting system is an integral part of our country’s public safety system. The experience of recent years has confirmed that it is an effective guarantee of the safety of people and property, while its structure forms a coherent system of rescue forces and resources centred around various entities. Constant technological and political-economic changes impose the need to improve the system and adapt it to current social needs. Therefore, the development of KSRG still requires setting new tasks and looking for solutions to effectively achieve the goals of the system. An important element to improve the operation of KSRG is the construction of the best possible form of cooperation between the rescue formations of the PSP and OSP and local government, since effective security protection is not possible without the cooperation of government and local administration.
    Cel: Celem artykułu jest wskazanie kierunków doskonalenia współpracy między krajowym systemem ratowniczo-gaśniczym (KSRG) a jednostkami samorządu terytorialnego. Autorzy niniejszej pracy przeanalizowali strukturę KSRG oraz kompetencje samorządu terytorialnego w obszarze bezpieczeństwa powszechnego, ze szczególnym uwzględnieniem zagadnień dotyczących zasad funkcjonowania, potencjału oraz zadań systemu ratowniczo-gaśniczego, a także struktury organizacyjnej samorządu terytorialnego oraz jego zadań z zakresu utrzymania bezpieczeństwa powszechnego. Omówienie kooperacyjnej strategii KSRG i jednostek samorządu było również przyczynkiem do sformułowania wniosków i postulatów, które mogą posłużyć do wyznaczenia nowych kierunków doskonalenia współpracy obu podmiotów. Jest to o tyle ważne, gdyż odgrywają one istotną rolę w budowaniu systemu bezpieczeństwa obywateli i ich mienia. Wprowadzenie: Zapewnienie bezpieczeństwa jest jednym z najważniejszych priorytetów w polityce każdego państwa. W dziedzinie bezpieczeństwa powszechnego, obok jednostek państwowych (Państwowa Straż Pożarna, Państwowe Ratownictwo Medyczne) oraz jednostek samorządu terytorialnego, uczestniczą również odpowiednio przygotowane, zorganizowane i wyspecjalizowane formacje, takie jak OSP, ZHP, WOPR, GOPR, TOPR i inne. Niezależnie od rodzaju jednostek działających na rzecz bezpieczeństwa, w każdym przypadku identyfikacja potencjalnych zagrożeń stanowi podstawę planowania działań profilaktycznych, pozwala zdefiniować obszary, które wiążą się z największym ryzykiem występowania klęsk żywiołowych i awarii technicznych. Metodologia: W pracy wykorzystano teoretyczne metody badawcze, w tym analizę przepisów ustawy o ochronie przeciwpożarowej, rozporządzenia w sprawie szczegółowej organizacji krajowego systemu ratowniczo-gaśniczego, postanowień Konstytucji RP, ustawy o ochotniczych strażach pożarnych oraz ustaw regulujących status i zadania samorządu terytorialnego. W artykule omówiono strukturę oraz zadania krajowego systemu ratowniczo- -gaśniczego, ze szczególnym uwzględnieniem współpracy KSRG z jednostkami samorządu terytorialnego. W publikacji sformułowano także postulaty de lege ferenda. Autorzy, przedstawiając propozycje usprawnienia współpracy podmiotów działających w ramach KSRG, wykorzystali również swoją wiedzę i doświadczenie zdobyte podczas wieloletniej pracy i służby na rzecz ochrony przeciwpożarowej. Wnioski: Krajowy system ratowniczo-gaśniczy stanowi integralną część systemu bezpieczeństwa powszechnego naszego państwa. Doświadczenia ostatnich lat potwierdziły, że jest on skutecznym gwarantem bezpieczeństwa ludzi i mienia, zaś jego struktura tworzy spójny układ sił i środków ratowniczych skupionych wokół różnych podmiotów. Ciągłe zmiany technologiczne i polityczno-gospodarcze wymuszają konieczność doskonalenia systemu i dostosowywania go do aktualnych potrzeb społecznych. Rozwój KSRG wymaga zatem wyznaczania wciąż nowych zadań oraz szukania rozwiązań, które pozwolą na efektywne realizowanie celów systemu. Istotnym elementem usprawniającym działanie KSRG jest skonstruowanie jak najlepszej formy współpracy pomiędzy formacją ratowniczą PSP i OSP a samorządem terytorialnym, gdyż skuteczna ochrona bezpieczeństwa nie jest możliwa bez współdziałania administracji rządowej i samorządowej.

    Being theoretical and empirical in nature, the study presents, considering the assumptions of the Stereotype Content Model, a combina-tion of factors and effects of systemic stereotyping of the police force and its offi cers. On the basis of the author’s empirical research, the relationships between the effects of the process of stereotyping of the police have been determined, recognised as the level of development of moral bonds between police offi cers, and the level of moral development of police organisational units within the system of local and provincial structures. Considering the research fi ndings, the study also provides a number of conclusions for mana-gerial practice that should be aimed at the development of the identifi ed variables, which signifi cantly affect police effectiveness in the area of public safety.

The authors propose to create a program code in MATLAB and operate it into Simulink. Wherein, the corrective coefficients were written in MATLAB. Such trajectories are constructed as a set of points, collected into the special matrix. In determining of the angle value of the rudder was used the ship’s turning ability such as: high (HG), middle (MD) or low (LW) with regard to passage area. Moreover, in the article were analyzed and calculated the ship rudder effectiveness for Proportional-Integral-Derivative (PID) control. The paper is devoted to the problem of safety navigation. First of all is the task of planning the path: the trajectory of the vessel’s movement in the local water area. The purpose of planning the vessel trajectory in the local water area is to ensure navigation safety due to marine traffic and environmental conditions. One of the tasks of the present work is controlling following a desired trajectory. The article notes affect of the vessel motion deviation into control process.

    Celem artykułu jest przedstawienie możliwości i funkcjonalności Krajowej Mapy Zagrożeń Bezpieczeństwa oraz ocena jej skuteczności w zakresie poprawy bezpieczeństwa publicznego. W artykule opisano działanie systemu KMZB, przedstawiono regulacje prawne, w oparciu o które funkcjonuje oraz scharakteryzowano poszczególne funkcje. Pracę kończą wnioski i propozycje zmian, dotyczące poprawy jego działania. Należy podkreślić, że podjęte rozważania mają charakter wstępny i stanowią zachętę do prowadzenia szerszych analiz w obrębie tego zagadnienia. KMZB jest bowiem narzędziem stosunkowo nowym, a skoro jest traktowane jako istotny element procesu zarządzania bezpieczeństwem publicznym, wymaga ulepszenia, by skutecznie służyło poprawie stanu bezpieczeństwa.
    The aim of the article is to present the possibilities and functionality of the National Security Threat Map (NSTM) and to evaluate its effectiveness in improving public safety. The article describes the operation of the NSTM system, presents the legal regulations on the basis of which it functions and characterizes its individual functions. The work ends with conclusions and proprietary changes proposed to improve its operation. It should be emphasized that the considerations undertaken are preliminary and constitute an incentive to conduct broader analyzes on this issue. NSTM is a relatively new tool, and since it is treated as an important element of the public safety management process, it needs to be improved in order to effectively improve safety.

Zwiększanie udziału odnawialnych źródeł energii w ogrzewaniu jest uzasadnionym działaniem, jednak należy pamiętać, że ich zastosowanie wymaga podwyższania efektywności energetycznej budynków, głównie poprzez ograniczenie ich zapotrzebowania na ciepło. W praktyce jest to trudne do wykonania w krótkim czasie z uwagi na skrajną niejednorodność w konstrukcjach budynków oraz inne czynniki, takie jak preferencje i zasoby finansowe użytkowników końcowych, parametry lokalnych systemów energetycznych i specyfika konstrukcji samych budynków. Dlatego szuka się rozwiązań, które z jednej strony pozwolą na stopniowe zmniejszenie udziału paliw kopalnych i energii elektrycznej ze źródeł konwencjonalnych w ogrzewaniu wraz z postępem realizowanej termomodernizacji, a z drugiej zapewnią odbiorcom bezpieczeństwo energetyczne. Takie rozwiązanie powinno również docelowo prowadzić do ograniczenia kosztów zakupu nośników energii przez zwiększanie udziału dostępnych lokalnie zasobów energii. Warunki te spełniają hybrydowe instalacje grzewcze – składające się z różnych uzupełniających się nawzajem źródeł ciepła połączonych w jeden układ, który automatycznie dostosowuje się do warunków podaży dostępnych lokalnie zasobów. Dobrym tego przykładem jest kombinacja kolektorów słonecznych z magazynem ciepła i dodatkowym źródłem ciepła, odgrywającym rolę źródła szczytowego, dzięki czemu istnieje możliwość zwiększania udziału czystego bezemisyjnego ciepła pochodzącego z kolektorów słonecznych i zagwarantowania stałego komfortu cieplnego odbiorcom.
    Current activities aimed at decarbonization the energy and heating supply and reduction of the use of fossil fuels, force us to look for solutions that will realistically allow for a gradual achievement of this goal, without risking the security of covering the heat demand of end users. Increase the share of renewable energy sources in heating is a justified measure, but it should be remembered that their use requires increase the energy efficiency of buildings, mainly by reducing their heat demand. In practice, this is a difficult task to accomplish in a short time due to the extreme heterogeneity in building structures and other various factors such as end-user preferences and their financial resources, available local energy systems and the resources of buildings themselves. Therefore, solutions are sought that will, on the one hand, allow for a gradual reduction in the share of fossil fuels and electricity from conventional sources in heating along with the progress of thermal modernization, and on the other hand, will ensure energy security for consumers. Such a solution should also ultimately lead to the reduction of the purchase costs of energy carriers by increasing the share of locally available energy resources. Hybrid heating installations are such solution. Currently, hybrid heating installations are installations consisting of various complementary heat sources combined into one system that automatically adjusts to the supply conditions of locally available resources. A good example of such an installation is a combination of solar collectors with a heat storage and a supplementary additional heat source, acting as a peak source, thanks to which we have the opportunity to increase the share of clean, emission-free heat from solar collectors and guarantee constant thermal comfort to recipients.

    Prognozowanie warunków pogodowych odgrywa szczególnie istotną rolę z punktu widzenia zapewnienia bezpieczeństwa ruchu drogowego oraz właściwego utrzymania dróg. W pracy przedstawiono krótką charakterystykę deterministycznego modelu METRo oraz przykładowe wyniki predykcji temperatury nawierzchni drogi z wykorzystaniem modułu prognostycznego.
    Proper prediction of weather conditions is of great importance to provide road safety and appropriate maintenance activities. The problem of working out short-term predictions of road surface conditions is still an actual research issue, due to complexity of phenomena referring to the road surface. In paper authors are presenting a short characteristics of the METRo model and example results of prediction of road surface temperature.

    Wojna w Ukrainie, będąca następstwem agresji Rosji w lutym 2022 r. oraz kryzys klimatyczny były, jak uważa Greenpeace, „napędzane” ropą, gazem i węglem , ponieważ wiele państw na świecie korzystało z paliw kopalnych importowanych z tego kraju. Do niedawna Polska należała po Niemczech do państw najbardziej uzależnionych od rosyjskich dostaw surowców energetycznych. W 2021 r. energia pozyskiwana z Rosji okazała się najczęściej sprowadzanym do Unii Europejskiej produktem i stanowiła 62% całego importu UE o równowartości 99 mld euro. Środki te mogły zostać zatem przeznaczone na działania militarne w Ukrainie. Niebezpieczny zakręt historii, na którym znalazł się świat nie może być jednak pretekstem do zahamowania transformacji energetycznej, gdyż bez niej kryzys jeszcze się pogłębi. Wyniki przeprowadzonej przez NIK kontroli wskazują, że choć organy administracji rządowej dostrzegały potencjał związany z morską energetyką wiatrową, wiele pozostaje do zrobienia, aby zrealizować konkretne przedsięwzięcia i poprawić bezpieczeństwo energetyczne Polski.
    Until recently, Poland, following Germany, was the country that most depended on Russian supplies of energy sources. In 2021, the energy from Russia was the European Union’s most often imported product, and it made 62 percent of the total EU’s imports, equalling to EUR 99 billion. Therefore these resources could be allocated to military measures in Ukraine. This dangerous turn in the history that the world is witnessing now, cannot be an excuse for stopping the energy transformation, since without it the crisis will only deepen. The results of the audit conducted by NIK, entitled “Development of Sea Wind Energy” indicate that, although Polish government administration bodies see the potential related to sea wind energy, there is still a lot to be done in order to implement the related measures and to increase the state’s energy safety. The main objective of the audit was to answer the question why sea wind energy had not developed to date. The reasons for this were looked for in three areas: government strategies and plans, administrative procedures, and the plan for special development of Polish sea areas. Between 14 June and 24 September, the Supreme Audit Office audited seven entities: the Ministry of State Assets, the Ministry of Infrastructure, the Ministry of Climate and Environment, the Office for Energy Regulation, the Sea Office in Gdynia, the Sea Office in Szczecin, and the Regional Directorate for Environment Protection in Gdańsk.

    Od momentu utworzenia pierwszych straży miejskich na podstawie ustawy o Policji z 1990 r. [8] straże gminne (miejskie) przeszły daleko idącą transformację. Zakres ich działania na rzecz społeczności lokalnej został znacznie rozszerzony, od realizacji zadań porządkowo-administracyjnych do realizacji zadań związanych z bezpieczeństwem i porządkiem publicznym. Choć terenem działania straży nadal jest teren gminy, której organy ją utworzyły (rada gminy), jej działania mają o wiele szerszy zasięg, mając na uwadze efekty jej funkcjonowania, szczególnie w zakresie bezpieczeństwa i porządku publicznego. Straż gminna (miejska), zarówno jako samodzielnie funkcjonujący podmiot, jak i współpracujący z innymi podmiotami, takimi jak Policja, straże pożarne, pogotowie ratunkowe czy też inne służby ratownicze, zajmuje istotne miejsce wśród podmiotów należących do systemu bezpieczeństwa i porządku publicznego, którego efekty funkcjonowania wychodzą daleko poza teren gminy i społeczności lokalnej.
    Since the establishment of the first city guards pursuant to the Police Act of 1990 [8], the municipal police (city guards) have undergone comprehensive transformations. The scope of their activities provided for the local community has been significantly extended, from the implementation of activities related to maintaining order and administrative tasks to the execution of tasks related to public safety and order. The main operating territory of the city guards remains the municipality whose bodies have established them (i.e. the commune council), and yet their activities are far more extensive than that, particularly if one takes into account the effects of their operation, especially in the field of public security and order. Both as an independent entity and in cooperation with other entities, such as the Police, the fire service, medical ambulance service or other emergency services, the municipal police (city guards) occupy an important position among entities that form a part of the public security and order system, the operational effects of which go far beyond the territory of the commune and the local community.
