Albania as all Balkan countries in general, in the past 20 years faced with deep and continuous socio-economic change which resulted not simply in a totally newly shaped economy, but also in new and unexperienced paths of human resources developments. This referring to the qualitative, quantitative and diversification terms, brings the age of new professions and connections between the academic development and advancement and the adaption with the real necessities of the labor market. Adding to this complex and mobile situation the effect on their economy of the last financial crisis, the turbulence level is expected to be increased . Practitioners and researchers must understand connections and make up different scenarios which will face with a very unpredictable environment. Not surprisingly, Albania as some other southwestern European countries, due to the low level of integration into the international financial market, their mainly domestic market for goods and services produced by them, did not suffer the same consequences as other neighboring countries. But even the effect of downsizing their economies will affect Albanian economy too, because the payment balance and foreign trade balance as well as due to the widening of globalization in its domestic economy, which Albania cannot afford to avoid any longer. At the same time, the country must take in consideration the economic structure change and its adoption with the EU countries economic structure. These two main challenges can be afforded with substantial foreign investments and the most attractive resource has proved to be the human one. Sustainable development of human resources for a national sustainable development, requires making pro-active decision regarding their development and planning. The welfare of countries more and more is not being measured by the GDP pro capita, instead it is being used the term” life quality” which calls for decision making process aiming to increase and not simply exploit, which pro-actively develops qualitative human resources . This because a major factor for development is direct foreign investment. This drives Albania as well as other Balkan countries shift from naturally gifted with human resources due to the high nativity toward having attractive human resources in terms of quality and diversity related to actual and future trends of economy structuring and development. The paper deals with issues related to economic and human development by comparing two major factors in the case of Albania: the quality of human resources, role of foreign investments in the Albanian economic development and effects of human resources have on them and the careful planning of human resources development driven by actual and future trends of economic development. At the same time, the paper analyses the necessity to link the didactic offer of universities and high schools and market driving forces.

In the field of education, the importance of active learning as a more effective educational method has recently been noted. The element of active learning was introduced to the anchoring training of the training ship for third-year students of Tokyo University of Marine Science and Technology, and its effects have been verified. The learning effect of training was confirmed by the questionnaire results of the students. Moreover, the self-evaluations of student and evaluation of instructor confirmed the skill of grasping a ship's position with improved accuracy and learning effects. Self-evaluation and evaluation by the other student, which were introduced as the element of active learning, both demonstrated a positive learning effect. Furthermore, since an effective training method was examined, a result is reported.

The article addresses the problem of modern maritime education and training in the perspective of computer technologies development, especially the internet. Computer-based training is being a standard for the maritime industry for almost 25 years, but there is still no unified approach on the use of this teaching method in MET. Authors suggest to open a conversation on harmonization of standards regarding CBT in the industry and wider implementation of this teaching method into STCW training process via a blended learning approach, where theoretical part of the course may be taken online, while the practical part is taken in the training facility.

Anchoring exercises on a training ship have a significant effect on the acquisition of ship handling skills. Furthermore, such training is also effective for the development of critical thinking and problem solving. The authors investigated this topic to develop effective training methods for anchoring exercises. We created a rubric for anchor training, and the instructor evaluated trainees based on the rubric items. These rubrics were effective for judging trainee performance. The effect of dialogue in group work was shown by comments from instructors and the trainees. Group presentations were also evaluated via student comments. After conducting the anchoring training in native language in the spring, the same exercise was conducted in English in the fall. Only English instructions were offered during the training exercise in the first year (2016). In the second year (2017), students took a brief e-learning course in English about anchoring before attempting the second exercise in English. According to instructor evaluations, the second session in 2017 saw a much greater improvement in trainee performance than did the second session in 2016. English practice in the e-learning course allowed students to focus more on practising the techniques they had learned previously when performing the second training exercise in English.

E-learning brings the third wave to Internet applications. E-learning is a new training mode with the open characteristics, which is completely different with traditional training. This article presents the results of the works of the PROMETHEAS project, which focuses on the mental health of sea workers. This project is carried out at the Maritime University of Szczecin and brings together a consortium of various maritime institutions from Slovenia, Greece, Spain, Finland and Great Britain. PROMETHEAS aims to provide tools for assessing the mental health of sea workers that can be used by professionals and stakeholders alike. The most important ones will include an application for mobile systems (Android, iOS) and an online and offline e-learning course.

This study investigates the challenges and opportunities of using cloud-based simulators for training in maritime education and training (MET). The aim is to map bachelor students’ use and perspectives to inform educational design when implementing cloud simulation into the curricula. This study uses an ethnographic design approach in the tradition of Computer Supported Collaborative Learning (CSCL) and draws on video-recorded exercises and interviews (n=22) from 1st and 3rd-class maritime bachelor’s students engaged in navigation exercises on cloud simulation. The findings suggest that individual training with cloud-based simulators in MET can enhance the repetition of skills necessary for better performance in a full-mission simulator with current technology and rather straightforward instructional designs. However, the findings also emphasise that simulator exercises need to be more engaging for students in order to provide a meaningful learning experience. Hence, simulator software needs to provide the means for students to collaborate during exercises, and feedback provided by the system needs to be carefully aligned with the student’s previous knowledge in order to provide adequate scaffolding.

The Portuguese Naval Academy is a military school with an university status and is equipped with one modern navigation and maneuvering simulator. The Navigation Simulator (NAVSIM) plays an essential role in the academic training for the Naval Academy and for its cadets, that are using this capacity since their first academic year as a learning tool. Identifying the non-technical skills that could be trained and focusing on the specific training of the technical skills is paramount, in order to maximize the training sessions for each cadet’s year. The assessment of statistical data referring to the last 6 years is important to identify where there are gaps in the exercises, as well as how the midshipman are prepared to perform functions of watch keeping on the ships fleet.

The rapid global spread of COVID–19 has created numerous challenges for educational organizations of all levels around the world. Maritime Education and Training (MET) institutions are no exception and have faced major disruptions from the pandemic. Differing technological and organizational solutions have had to be quickly adapted in short timeframes in order to fill gaps and ensure continued teaching and learning. Although online education is nothing new, COVID-19 has accelerated the necessity for distributed learning, digital tools and infrastructure needed to not only cope, but excel in the restructuring of MET. In this article we present our experiences from the blended course offered to maritime bachelor students at our university in Norway through a case study. The findings from the study have revealed that although blended learning has helped continued education during the pandemic, it still has to overcome general as well as MET specific challenges to be successful in future. Considering the impact and challenges of the COVID-19 pandemic on MET, we further discuss the short-term responses and possible long-term solutions that can contribute to uninterrupted, high-quality learning for future MET. The use of emerging technologies for education, such as virtual reality (VR) and web-based training simulators, are likely to play an essential role in the future direction of MET.

The aim of the article is to prove that Information and Communication Technologies (ICTs) can serve as viable didactic tools in the CBRN troops’ education and training. The analysis of selected case studies reveals that specific competences can be trained with the support of social media, e-learning platforms, virtual worlds, mobile technologies or even augmented reality technologies. The unique qualities of these tools, such as an easy access to the training content, interactivity, or possibility of simulating different scenarios allow for designing a training process tailored both for larger groups and an individual.

The COVID-19 pandemic has very quickly changed various human behavior including the world of education. Maritime Education is one that feels the impact of the pandemic. Various Solutions in educational technology must be quickly adjusted to fill the gap and ensure learning is not disrupted. Although online learning is not new, with the pandemic can accelerate digital learning used to overcome and improve the quality of online learning. Article we want to convey our experience in organizing maritime education at the Semarang Shipping Science Polytechnic using case study techniques. The results of this study revealed that although online learning is very helpful for teaching and learning activities during the pandemic, it has not been able to replace practical learning. With the decline of Covid-19 pandemic cases in Indonesia, the author wants to make short-term breakthroughs and possible long-term solutions that can contribute to learning in the future. The use of learning recordings with simulators, practicum recordings and theoretical learning recordings is expected to help maritime learning in the future.

W artykule scharakteryzowano sektor małych i średnich przedsiębiorstw. Dokonano ich definicji, opierając się na przepisach prawa podatkowego. Przedstawiono bariery utrudniające rozwój sektora MSP oraz jeden ze sposobów ich niwelowania, jakim są szkolenia pracownicze, ze zwróceniem uwagi na e-learning. Następnie zdefiniowano e-learning, dokonując podziału na e-learning akademicki i e-learning korporacyjny (instytucjonalny, pozainstytucjonalny). Sformułowano ważniejsze przesłanki i uwarunkowania rozwoju e-learningu, zwłaszcza korporacyjnego: dostępność narzędzi IT, słabą znajomość obsługi komputera i programów szkoleniowych, czas i znaczne koszty opracowania materiałów szkoleniowych, stopień zainteresowania szkoleniami ze strony pracowników, jak i kierownictwa firmy. Zwrócono uwagę na rosnące znaczenie e-learningu, zwłaszcza spontanicznego uczenia się. W dalszej części artykułu zaprezentowano wyniki badań empirycznych dotyczących wykorzystania e-learningu w sektorze MSP. Ponadto przedstawiono przyczyny niskiego wykorzystania szkoleń e-learningowych w tym sektorze przedsiębiorstw.
This article describes the sector of small and medium enterprises. The definitions thereof are presented based on the provisions of the tax law. This article presents the barriers that make the development of the SMEs sector more difficult as well as one of the methods of removing them, i.e. trainings of employees, with special attention devoted to e-learning. Then, e-learning was defined with the division into academic e-learning and corporate e-learning (institutional, non-institutional). The article presents the most important premises and conditions for the development of e-learning, in particular the corporate one, the availability of IT tools, poor computer literacy and knowledge of training software, time and significant costs of preparation of training materials as well as the employees’ and management’s level of interest in trainings. Attention was drawn to the increasing importance of e-learning, especially spontaneous learning. Next, the article presents the results of empirical research concerning the use of e-learning in the SMEs sector. Furthermore, the article describes the reasons for the low use of e-learning trainings within this sector.

SAFEMODE is an EU-funded project under the Horizon 2020 programme. The project brings together experience from the whole safety value chain including manufacturers, service providers, regulators, academia, and small-medium enterprises. This paper focuses on two core aspects the project is addressing: 1) the systematic collection, analysis, and categorization of Human Factors (HF) data from maritime and aviation safety events, and 2) the development of a Just Culture framework for maritime to encourage reporting of safety events and learning from them, and at which respondents feel they are treated in a fair and just manner when reporting. Learning from safety events is only possible if root causes of accidents and incidents are properly and systematically identified, analysed, and categorized, and reporters know that reporting is a “safe” and beneficial practice. The implementation of these two outcomes as part of the institutionalization strategy of the project includes recommendations to industry guidance and practice and proposals to the International Maritime Organization (IMO).

The use of activating methods and techniques of teaching/learning becomes a response to the needs of students and complement traditional methods of work ing with other approaches, enabling a more interesting and more effective way to transfer knowledge and develop professional skills. Knowledge of the principles of mnemonics and notes in the form of cognitive maps allow students to transfer skills sustained learning in a variety of situations, including after-school and non-professional.
