    Eastern European immigrants coming to the UK since 2004 (in 2/3 from Poland) by their amount of work have concurred to serious growth of the GDP. But simultaneously they have been burden for British welfare system (among others by taking benefits for family members living outside the UK) and taking job even for minimum salary what have caused growth of native British unemployment. In this situation Conservative-Liberal Government leading by David Cameron have decided to limit an access to the UK labour market by language knowledge tests and tightening social benefits policy to job seekers. With informal support of main opposition parties (i.e. the Labour Party and the UKIP) D. Cameron have taken risky game showing he has been able to fight for his nation’s interests even in spite of huge protests of Polish and other Eastern European countries politicians and against the European Parliament resolution of 16 January 2014. But when turning out into a defender of Britons’ rights he also has showed that there have been deep divisions between “old” and “new” Europe still after 10 years of the EU’s biggest enlargement in 2004.

    This paper presents the migration on the labor market in Poland the turn of the twentieth and twenty-first century. First part was described the causes of immigration of foreign employers. In the next part was presented the conditions and the rules of employment of foreigners in Poland. Third part of this paper analyses the statistical data concerning the employment of foreign worker from non EU countries in the period 2004–2012.

    Imigracja uważana jest za jeden ze sposobów łagodzenia konsekwencji problemów demograficznych. Celem niniejszego tekstu jest odpowiedź na pytanie, jak działania w obszarze polityki rynku pracy mogą wykorzystać potencjał uchodźców oraz osób ubiegających się o ochronę międzynarodową. Jak pokazują liczne badania, uchodźcy napotykają różne problemy oraz bariery związane z podejmowaniem aktywności zawodowej. Z danych Eurostatu wynika, że potrzeba ok. 10 lat, żeby osoby te osiągnęły zbliżony poziom zatrudnienia do ludności kraju przyjmującego. Pojawia się zatem pytanie, czy masowy napływ uchodźców w 2015 r. z Syrii, Afganistanu i Iraku może być szansą dla rynków pracy państw członkowskich zmagających się z deficytami pracowników. Przykład działań niemieckich pokazuje, że skala problemów wynikających ze zmian demograficznych jest tak intensywna, że wszystkie kategorie cudzoziemców stanowią cenny zasób na rynku pracy. Potrzeba jednak skoordynowanych działań prowadzących do skutecznej efektywnej integracji ekonomicznej z krajem przyjmującym.
    Immigration is considered to be one of the ways to mitigate the consequences of demographic problems. The purpose of this paper is to answer the question as to whether refugees, as a special category of immigrants, may diminish the emerging problems in the labor markets of the European Union. As shown by numerous studies, people under international protection face various problems and barriers when undertaking economic activity. According to the survey by Eurostat, it takes about 10 years for these people to reach a level of employment similar to the host country’s population (native-born). The question therefore arises whether the massive infl ux of refugees in 2015 from Syria, Afghanistan and Iraq may be an opportunity for the labor markets of Member States struggling with employee defi cits. The example of German activities shows that the scale of the problems resulting from demographic change is so intense that all categories of foreigners constitute valuable resources within the labor market. However coordinated actions are necessary ones leading to the effi cient and eff ective economic integration within the host country.

    This article presents selected results from a survey conducted in 2014 and 2015 in the Province of Opole, among 263 entrepreneurs representing companies from different sectors which varied due to the number of employees and the labour market segment. Organisations with experience in employing a foreign workforce as well as those who had not previously employed foreigners were asked about their willingness to engage a foreign workforce. The analysis was made taking into account the labour market segment. Majority of respondents claimed that the country of origin of the foreign workforce is irrelevant. Such attitude was more frequent among entrepreneurs with experience in hiring foreigners than among those who have not yet taken on foreign labour. Entrepreneurs, especially those employing foreigners during the study, tended to view foreigners as more available and more willing to work overtime, hence ‘better’ then Polish employees. Interestingly, among respondents representing the secondary labour market, the opinion that foreigners are ‘better’ employees was more common than in the group representing the primary labour market.

    Istnieje kilka stereotypów na temat wpływu imigracji na rynek pracy. Najpopularniejszym jest ten wskazujący, że imigranci, zwiększając liczbę pracowników, powodują wzrost bez-robocia w szczególności przez zabieranie pracy rdzennym pracownikom. To założenie nie uwzględnia jednak bardzo ważnego czynnika, który tworzą imigranci — popytu. Pozyska-nie siły roboczej było i jest jednym z głównych celów australijskiej polityki imigracyjnej, która jest ukierunkowana na imigrantów mających kwalifikacje poszukiwane w danym okresie na australijskim rynku pracy. Dzięki tego rodzaju doborowi pożądanych imigran-tów uważa się, że Australia prowadzi jedną z najbardziej efektywnych polityk migracyjnych pod względem gospodarczym, skorelowaną z potrzebami rynku pracy. W artykule zostaną zaprezentowane najnowsze wyniki badań na temat australijskiego rynku pracy, które zostały przeprowadzone przez autora oraz przez australijskich badaczy migracji, takich jak: Melissa Bond, Noel Gatson, Neville Norman, Thorsten Stromback, Peter J. Lloyd, Lynne S. Williams, Bruce Chapman i Deborah Cobb-Clark.
    There are many stereotypes about immigration influence on labour market. Many countries, because of the fear of negative effects of newcomers arrival, decided to introduce legal obstacles which were to limit their inflow. There are social groups which welcome new immigrants enthusiastically. Undoubtedly, these are employers who think that immigration will affect the fall of production costs and the cut of wages. However, a lot of governments are trying to limit immigration. All the relations are best seen on the example of one of the ‘largest’ immigration economies of the world, that is, Australian economy. Very low unemployment and inflation rates, high Gross Domestic Product combined with big hospitality of Australians, breathtaking views and a lot of free areas make Australia one of the most popular destination countries among immigrants. Australian immigration policy reduces negative results of economic crises and helps in reaching higher level of economic development than countries which are not destination countries of immigrants, thanks to correlation with labour market needs. The author will present analyses concerning australian labour market extended with the latest scientific findings conducted by author and Australian migration researchers: Melissa Bond, Noel Gatson, Neville Norman, Thorsten Stromback, Peter J. Lloyd, Lynne S. Williams, Bruce Chapman and Deborah Cobb-Clark.

    Dane Ministerstwa Rodziny, Pracy i Polityki Społecznej (MRPiPS) wskazują na rosnącą skalę imigracji zarobkowej do Polski z krajów bliskich kulturowo i geograficznie. Zwiększony napływ pracowników z innych krajów, głównie z Ukrainy, obserwuje się również w woj. lubuskim. Celem badania jest identyfikacja skali i struktury imigracji zarobkowej w woj. lubuskim według wybranych cech. Wykorzystano dane Głównego Urzędu Statystycznego, Urzędu Statystycznego w Zielonej Górze, MRPiPS i Wojewódzkiego Urzędu Pracy w Zielonej Górze za lata 2014—2017. W szczególności badano strukturę narodowościową imigrantów i strukturę branż, w których popyt na pracę jest zaspokajany przez cudzoziemców. Przeprowadzona analiza danych zastanych oraz analiza porównawcza potwierdziła nasilenie potrzeby zaspokojenia popytu na pracę imigrantów w woj. lubuskim oraz zmianę w strukturze rozmieszczenia imigrantów na polskim rynku pracy. Cudzoziemcy zatrudnieni w woj. lubuskim świadczą pracę głównie w transporcie i gospodarce magazynowej, przetwórstwie przemysłowym, działalności w zakresie administrowania oraz budownictwie. Największe deficyty pracowników dotyczyły operatorów i monterów maszyn, robotników przemysłowych, rzemieślników oraz pracowników wykonujących proste prace. Wnioski z analizy danych wtórnych z badanego okresu były zbieżne z wynikami wywiadu nieustrukturyzowanego przeprowadzonego w styczniu 2018 r. z przedstawicielami biura pośrednictwa pracy z woj. lubuskiego.
    Data delivered by Ministry of Family, Labour and Social Policy (MFLSP) prove the growing scale of economic immigration to Poland from culturally and geographically close countries. Increased inflow of employees from other countries, mainly from Ukraine, is also noticeable in Lubuskie voivodship. The purpose of the article is to identify the scale and structure of the phenomenon of economic immigration in the aforementioned region according to selected features. In the study data of Statistics Poland, Statistical Office in Zielona Góra, MFLSP and Voivodship Labour Office in Zielona Góra were used for the period 2014—2017. In particular, the ethnic structure of immigrants and the structure of industries was examined, in which labour demand is satisfied on the basis of foreign labour force. The conducted analysis confirmed both the intensified need for supplementing the labour demand of immigrants in Lubuskie voivodship and the changed structure of their distribution on the Polish labour market. Foreigners employed in Lubuskie voivodship work mainly in transport and storage, manufacturing, as well as in administrative activities and construction. In turn, the largest deficits of employees concern machine operators and assemblers, industrial workers, craftsmen and employees performing simple works. The conclusion from the analysis of secondary data was consistent with the results of the unstructured interview carried out in January 2018 with representatives of the job agency from Lubuskie voivodship

    The article presents an analysis of the real role of the complementarity principle and the reasons why immigration law is still based on this principle. The basic assumptions of the state’s attitude towards labour immigration were set out in a period when this kind of immigration to Poland was at a much smaller scale than currently. First and foremost, one of the basic premises is the complementarity of labour immigration (complementarity principle) with the labour market test as an element of the procedures, although with some exceptions. The mechanism of controlling the complementarity is obligatory and preventive. The current economic situation in Poland, including the conditions for the functioning of immigration law, is very different from the reality of that time. In view of growing shortages of Polish employees on the labour market one can doubt whether preventive enforcement of complementarity by law is needed. The complementarity of labour immigration to Poland is a socio-economic fact and legal guarantees to ensure this result seem obsolete. There are strong arguments to consider that opportunistic political motivations are the main reason against the rationalisation of legal regulations concerning immigration of workers. The complementarity principle has become a facade of restrictive immigration law, while allowing for its use in a way that ensures the access of immigrants to the labour market.

    This article presents the special status of Poland, namely as a country that both sends out and takes in large numbers of migrant workers. Drawing on the world systems theory, the role attributed to Poland is that of semiperiphery, which means a specific kind of suspension between the status of an immigration centre, resembling western Europe, and the status of a migration periphery, such as the one constituted by the eastern part of the continent. Poland continues to be viewed as peripheral by its own citizens who decide to emigrate and, at the same time, becomes an immigration sub-centre for migrants coming from less-developed countries. In this article, the distinctive features of the special position of Poland are discussed. The conclusions drawn are supported by empirical evidence, including data on migration flows and interviews both with Poles working abroad and foreigners employed in Poland.

    The article presents statistical data taking into account the inflow of employees from abroad, in particular from Ukraine to Poland, including those settling in the Opole Voivodeship. It also discusses selected results of a survey conducted in the Opole region among 263 employers, concerning the recruitment of foreigners. The survey was aimed, inter alia, at establishing the level of remuneration offered to foreigners and possible non-salary employment conditions, e.g., those related to assistance in finding accommodation for them. The survey was carried out by means of a questionnaire. To reach the respondents, CAWI (Computer Assisted Web Interview) and PAPI (Paper and Pencil Interview) techniques were used. The research conducted in the Opole Voivodeship shows that the average wage offered to foreign workers was lower than the average wage in the region. As was inter alia established, wages offered to foreigners differed depending on the size of the company – the lowest wages were proposed by micro-entrepreneurs, while representatives of medium-sized companies were the most willing to pay. Employers drew attention to the fact that, in addition to remuneration, they also incurred additional costs related to employing a foreigner. These included: assistance with finding lodgings and/or paying for them, covering a part of food costs, as well as covering commuting costs. The text also presents selected data on the legality of employment of foreigners in the Opole Voivodeship.
    Artykuł prezentuje dane statystyczne uwzględniające napływ pracowników z zagranicy, w szczególności z Ukrainy do Polski, w tym do województwa opolskiego. Ponadto omówiono w nim wybrane wyniki badania przeprowadzonego na Opolszczyźnie wśród 263 pracodawców, dotyczyły przyjmowania do pracy cudzoziemców. Ich celem było m.in. ustalenie wysokości wynagrodzeń oferowanych obcokrajowcom oraz ewentualnych pozapłacowych warunków zatrudnienia, np. związanych z pomocą w znalezieniu im kwaterunku. W badaniu wykorzystano kwestionariusz ankiety. W dotarciu do respondentów zastosowano technikę CAWI (Computer Assisted Web Interview) oraz PAPI (Paper and Pencil Interview). Z badań przeprowadzonych w województwie opolskim wynika, że średnia płaca oferowana pracownikom z zagranicy była niższa niż średnia wypłata w regionie. Ustalono m.in., że wysokości płac oferowane cudzoziemcom różniły się w zależności od wielkości przedsiębiorstwa – najniższe wynagrodzenia proponowali mikroprzedsiębiorcy, natomiast najwięcej skłonni byli zapłacić przedstawiciele średnich firm. Pracodawcy zwracali uwagę, że poza wynagrodzeniem ponoszą także dodatkowe koszty związane z zatrudnianiem obcokrajowca. Są to m.in.: pomoc w znalezieniu mieszkania i/lub jego opłacenie, pokrycie części kosztów wyżywienia, jak również opłacenie kosztów dojazdu do pracy. Tekst przedstawia także wybrane dane dotyczące legalności zatrudnienia obcokrajowców w województwie opolskim.

    Celem artykułu jest określenie specyfiki problemu imigracji zarobkowej do Polski do 2020 roku. Autorzy poświęcą uwagę aspektowi budowania strategii integracji imigrantów zarobkowych. Weryfikacji poddana zostanie hipoteza, mówiąca o tym, że specyfika imigracji zarobkowej do Polski sprzyja adaptacji imigrantów do społeczeństwa przyjmującego. W tekście dokonano charakterystyki tej specyfiki. Adaptacja imigrantów w Polsce nie jest jedyną właściwą drogą ich integracji. Optymalny model integracji powinien być pochodną przynajmniej trzech czynników: 1) przyjęcia przez władze państwa właściwego, wariantowego modelu integracji społecznej, popartego konsekwentną polityką migracyjną, 2) postawy, jaką przyjmują imigranci wobec praktyk, norm, wartości i wzorów kulturowych społeczeństwa przyjmującego oraz 3) postawy społeczeństwa przyjmującego wobec obcych.
    The aim of the article is to identify the specificity of the problem of labour immigration to Poland until 2020. The attention will be devoted to the possible strategies of labour immigrants’ integration. The thesis that the specificity of labour immigration in Poland favours the adaptation of immigrants to the host society will be verified. The article describes the characteristics of this specificity. Adaptation of immigrants in Poland is not the only option of their integration. The optimal model of integration should be derived from at least three factors: 1) the adoption by the state authorities of an appropriate, variant model of social integration supported by a consistent migration policy, 2) the attitude that immigrants adopt towards the practices, norms, values and cultural patterns of the host society, and 3) the attitude of the receiving society towards strangers.

    The aim of the paper is to present selected results of the analysis of the impact of migration policies in the context of development of such criminal phenomena as organising irregular migration or document fraud linked to it. One of the elements of the analysis was the identification of mechanisms of formal social control in reference to the example of functioning of a simplified system aimed at controlling foreigners’ access to the labour market in Poland. In practice, the system has brought also consequences in the form of breaches of penal law. Paradoxically, in the Polish case not more restrictions, but simplifications in the area of foreigners’ access to the labour market have determined in recent years the landscape of irregular migration. Due to the characterof the recognised (administrative or penal) law infringements, the phenomenon may be rather called semi-legal or half-legal migration, since its specificity is the apparent compliance with the laws on entry, stay or work of foreigners, and the simplified procedure of admitting foreigners to the labour market can be helpful in this respect. However, more in-depth reflection allows for identification of law infringements within these actions, which may stem from ambiguous or incomplete legal norms. The differences in perceptions of the abuses of the simplified system of employing foreigners and in responses to them identified in the qualitative study lead to the conclusion that formal social control sometimes contributes to the development of negative phenomena, although the expected result of it is preventing them.

    During the first (spring 2020) and second wave (autumn 2020) of the COVID-19 pandemic, Poland was among the countries with the strictest regulation, lockdown, and national quarantine. The pandemic has significantly influenced the situation of enterprises, especially for immigrants. The main aim and contribution of this paper is the analysis of the immigrant’s situation during the pandemic from the perspective of companies. The research goal is the identification of strategies adopted by the firms employing immigrants, so as to providing additional help to their foreign workforce during the pandemic. For the purpose of this research, a multilevel model of the triangulation design was chosen. The qualitative research included seven in-depth-interviews with purposefully selected enterprises. The quantitative study was conducted on a sample of n=894 employers. For the purpose of the second round of research, 17 interviews with companies employing immigrants were conducted. The research showed that during the first wave of the pandemic, employers most often terminated employment with immigrants, which, however, in some cases, was the initiative of the immigrant. Some firms recognizing special needs of their foreign workforce developed strategies that manifested themselves in offering additional help to their foreign workers. The paper contributes to the literature on the situation of immigrants in terms of special treatments of immigrants as vulnerable workers and the knowledge of strategies enterprises adopted in order to help their foreign workforce during the pandemic by presenting the perspective of employers.
