Labor market activity may have an effect on global economy competitiveness. This issue has been described as “labor market efficiency” (LME), which is a constituent of The Global Competitiveness Index published by The World Economic Forum (WEF). The article’s purpose is to clarify the phenomenon of LME and explain the mechanisms which help the constituents affect economy competitiveness. The structure of LME points at the meaning of labor market regime, especially after considering the fact that European Union countries operate within vari ous models of regime. The analysis of the LME diversity may help determine what type of labor market regimes are most efficient in enhancing economy competitiveness.

Research background: Various and complicated reasons for belonging to the NEET category (not in education, employment or training), resulting largely from young people's personal and family circumstances, cause that the activation programmes undertaken by public employment services, both in the professional and educational sphere, prove inadequate. Despite the fact that labour market instruments dedicated to young people represent a wide range of possibilities for supporting them in combating professional and educational inactivity, the background of their problems requires new actions that should be undertaken by labour market institutions and their partners. Purpose of the article: Taking the above into consideration, the aim of this study is to identify the challenges faced by the public employment services and other labour market institutions in the area of activating youth experiencing the most difficult situation in the labour market. Methods: The article is based partly on the results of quantitative and qualitative research, conducted in the framework of the project implemented by the Provincial Labour Office in Bialystok Podlasie open to young people, financed by Operational Programme Knowledge Education Development (PO WER). Findings & Value added: The results of the study have led to the identification of necessary actions which should be undertaken by labour market institutions to support young people representing the NEET generation. These actions can be classified into different categories. They include preventing inclusion into the NEET group, developing the most effective solutions in the area of getting in touch with this group of young people and supporting them as well as creating a culture of cooperation for their benefit. The study has also revealed the need to carry out in-depth research of the NEET population.

The article focuses on regional diversity of the Polish Labor Market from institutional perspective. The Polish Labor Market is geographically diverse in terms of unemployment and employment rates, and also in terms of economic development. At the end of 2013 the difference between the lowest and the highest unemployment rate in the Polish regions was 12.1% (Wielkopolska located in the West Poland has unemployment rate of 9.6% and Warmia - Mazury in the East has unemployment of 21.7%). The question arises whether this difference comes from the structural or institutional sources. The paper describe the character of Polish Labor Market, whereas in the second part, it traces the impact of institutional variables such as real wage, Kaitz index and Gender gap on the regional unemployment rate in 2002–2012 in Poland.

The aim of this research was to identify the determinants of the employment protection legislation reforms in the global perspective. The study was based on the Labor Freedom index published by the Heritage Foundation, which allowed to include 179 countries in the research that were observed in the period 2003–2013. The conducted study has indicated that changes in GDP and the level of employment in industry may induce the introduction of labor reforms. The changes in the labor law also occurred to be correlated with the number of the nearly excluded from the labor market (the long-term unemployed and youth not in education, employment or training) and also with changes in the government expenditure. However, all these factors may lead to substantially various reform programs in particular countries due to the heterogeneous political pressure of the labor market interest groups and different governmental determination in introduction of the reforms.

Globalizacja, przyspieszony postęp techniczny i przemiany demograficzne stanowią obecnie ogromne wyzwanie dla gospodarki światowej. Efektem zachodzących zmian jest proces uelastycznienia rynków pracy, który z jednej strony zwiększa konkurencyjność przedsiębiorstw, a z drugiej strony pojawia się potrzeba socjalnego zabezpieczenia osób zatrudnionych w ramach elastycznych form pracy. Odpowiedzią na pytanie, jak jednocześnie pogodzić ze sobą utrzymanie wysokiej konkurencyjności z zabezpieczeniem socjalnym jest model flexicurity, który stanowi zintegrowaną strategię równoczesnego zwiększania elastyczności i bezpieczeństwa. W artykule zaprezentowano model flexicurity w świetle teorii i praktyki Unii Europejskiej. Część pierwsza artykułu stanowi wprowadzenie do problematyki flexicurity. Wyjaśniono w niej podstawowe założenia koncepcji oraz wskazano korzyści płynące z jej wprowadzania. Następnie omówiono rodzaje elastyczności i bezpieczeństwa w powiązaniu z flexicurity. W dalszej części przedstawiono ścieżki flexicurity zgodne z dokumentami programowymi UE oraz wybrane modele tej koncepcji funkcjonujące w Europie. W zakończeniu przedmiotem rozważań jest polski rynek pracy z punktu widzenia możliwości realizacji idei flexicurity.
Globalization, accelerated technical progress and demographic changes currently pose a huge challenge to the world economy. The result of occurring changes is the process of labor market flexibilization that on one hand increases competitiveness of enterprises, on the other, a need of social security of the persons employed within flexible forms of work arises. The answer to the question of how to concurrently reconcile keeping high level of competitiveness and social security is the flexicurity model that constitutes an integrated strategy of simultaneous increase of flexibility and security. In this article, the flexicurity model in the light of theory and practice of the European Union was presented. The first part of the article constitutes an introduction to flexicurity issues. ln this part, the basic assumptions of the concept where explained and benefits of its implementation were indicated. Next, the types of flexibility and security in connection with flexicurity were discussed. In the later part, flexicurity pathways consistent with the EU policy papers and chosen models of this concept functioning in Europe were presented. In the conclusion, the subject of deliberation was the Polish labor market from the point of view of possibility of implementation of the idea of flexicurity.

Labor market inflexibility has long been seen as an important factor with a negative influence on European labor markets. The article aims to present factors determining the flexibility of labor markets in OECD countries, with a special focus on “old” EU member states. The analysis covers both a traditional approach to labor market flexibility based on the relationship between real wages and productivity and an approach covering the institutional aspect of labor market flexibility. The first part of the study examines the growth of flexibility in real wages in relation to labor productivity. The authors make use of data applying to 22 OECD countries. Because economic integration took place in stages, the comparison of wage flexibility was made for two periods, 1970-1986 and 1987-2002. In the next part of the study, with the use of a composite labor market flexibility indicator-based on Strahl’s taxonomy-the authors present the diversification of labor market flexibility in EU countries. The eventual flexibility indicator is based on the following four institutional variables: part-time employment, trade union influence, tax system and compensation. The choice of variables for the labor market flexibility indicator was largely determined by limited access to data. Definitive annual figures for the variables in question were only available for the 1998-2003 period for 16 EU countries (EU-15 plus Poland). The study reveals that there is no significant relationship between real wages and labor productivity in most countries in Europe. However, wage flexibility in relation to labor productivity varies considerably from one country to another depending on the analyzed period. This applies to not only highly developed EU countries, but also the Czech Republic, Hungary and Poland. The results of the taxonomy confirm the widespread opinion that Great Britain has the highest labor market flexibility indicator. Denmark, Finland, Belgium and Poland, on the other hand, were classified into a group of countries with the lowest flexibility. Labor market inflexibility in Denmark, Finland and Belgium is additionally confirmed by research conducted by Blanchard and Wolfers (2000) and Dicks and Papadavid (2002).

Celem niniejszego artykułu była ocena wpływu instytucji rynku pracy na funkcjonowanie polskiego rynku pracy w latach 2000–2011. Analiza rozważań teoretycznych oraz wyniki badań empirycznych przeprowadzanych zarówno w poszczególnych krajach jak i grupach krajów wykazały, że instytucje rynku pracy mają istotne znaczenie dla funkcjonowania rynku pracy i efektów jego działania. Wyniki analizy empirycznej przeprowadzonej dla Polski zdają się potwierdzać płynącą z literatury konkluzję. W badanym okresie stwierdzono statystycznie istotny wpływ na polski rynek pracy instytucji takich jak: wydatki państwa na programy aktywnej polityki na rynku pracy, obciążenia podatkowe oraz płace minimalne. Przy czym wydatki państwa przyczyniały się do redukcji stopy bezrobocia wśród osób młodych oraz bezrobocia długoterminowego, a dwie pozostałe instytucje negatywnie oddziaływały na wszystkie efekty jego działania.
The main goal of this study was to analyze the role of the labor market institutions on labor market performance in Poland in 2000–2011. Literature review and also the results of empirical studies, conducted for particular countries and groups of countries, indicate that the impact of labor market institutions on outcomes is significant. The empirical results obtained for Poland seem to confirm theoretical conclusions. Results indicate that in the analyzed period, institutions such as expenditures on active labor market policy programs, tax wedge and minimum wage had significant impact on labor market performance. The obtained results show that expenditures on ALMP had positive impact on the Youth Unemployment rate and the Long-term unemployment and the latter institutions had negative impact on all labor market outcomes.

According to various sources, after 2014 there was a clear decline in GDP and the level of income in Ukraine, which, taking into account the interdependence between economic growth and the condition of the labor market, translated into significant difficulties in the structure of resources and the activity of the local workforce. The source of these difficulties turned out to be not only the price factor, but also non-price factors such as poor protection of employee rights, lack of social protection and social security, as well as payment gridlocks on the employer-employee line. This forced many Ukrainians to sometimes make dramatic decisions about economic emigration, mainly to European Union countries, including Poland. According to various estimates, there are currently 7 to 9 million Ukrainian citizens working abroad who contribute to the development of the economies of other countries. Meanwhile, the Ukrainian labor market is in a very difficult situation. Based on the analysis of official statistical data, an attempt was made to characterize the Ukrainian labor market, its main determinants were outlined and Ukrainians’ attitudes towards changes on the domestic labor market were determined. The research used critical literature analysis, statistical description methods, spatial analysis methods and case study method. Based on the conducted analyzes, it was shown that in the years 2010–2017 the Ukrainian labor market was struggling with a number of unfavorable phenomena, which was significantly aggravated by the political crisis at the turn of 2013 and 2014.

This article applies to selected problems of young people in the labor market in Poland in example province podkarpackiego. Young people under 25 years of age, according to the Act on employment promotion and labor market institutions of 20 April 2004 are one of the groups that are in a special situation on the labor market. Accordingly, this issue is often discussed research from both theory and practice. The aim of this paper is to illustrate the problem of youth unemployment on the labor market against the nationwide trend of podkarpackie prov-ince . Principal attention is focused on some of the problems that are associated with finding work for young people that possess a higher education (addresses the lack of work experience and the need to adapt graduates to the conditions of local labor markets). Results of analyzes were used, among others, statistical database of the Central Statistical Office, including infor-mation from the Local Data Bank.

Research background: The literature indicates that labor market institutions are determined by cultural, political and economic factors, but does not give explicit conclusions which of these vast group of factors dominates. Purpose of the article: The goal of this study is to empirically assess whether cultural and political factors dominate over economic factors in shaping the labor market institutional framework in the OECD and post-socialist countries. Methods: This framework can be measured by a vast group of indicators. We use 10 such variables that describe the group of 47 post-socialist and OECD countries (that did not experience economic transition) in the years 2005?2009. These indicators allow to construct one Employment Efficiency Index which explains almost 47% of the employment rate heterogeneity in the years 2010?2015. In the second step, the Employment Efficiency Index is regressed on 7 uncorrelated and standardized components that describe the cultural, political and economic characteristics of the analyzed countries in the years 1995?2004 and the Chow test is conducted in order to determine whether they influence the Index with the same strength in post-socialist and non-transition OECD countries. Findings & Value added: The obtained results show that cultural and political factors have a stronger influence on labor market institutions. Moreover, the estimates reveal that the countries which experienced weak labor market performance in the period 1995?2004 did not make their institutional framework more pro-employment in the following years and, in consequence, also recorded low values of the employment rate in the period 2010?2015. Such result suggests that economic factors occurred to be on average an insufficient trigger for labor market reforms in the group of analyzed countries. Finally, the Chow test revealed that this conclusion is applicable to both post-socialist and non-transition OECD countries.

Lack of work and high unemployment have been the most important socio-economic problems in Warmia and Mazury for years. This region is one of the least developed and poorest regions of the European Union and the labor market is in a difficult position both in terms of demand and labor supply. The unem-ployed – especially the unemployed youth – are the most unfavorable group to emerge on the labor market. The problem of the excessive inactivity in the young group is of particular importance in the context of forecasts for the coming years pointing to declining labor supply in Warmia and Mazury. The thematic scope of the article is to show the scale and structure of the unemployment among the youth registered in the region.

In this article I propose the term “Multicultural (un)employment”, which was created during the analysis of the situation in the multicultural Israeli labor market. First, I describe multiculturalism in Israel. Next, I discuss the Israeli labor market from a societal perspective. And then I characterized the Israeli labor market in view of the internal-group. The article is completed by the following conclusions. Statistics in Israel show low unemployment in a multicultural society but these statistics do not cover the groups which hardly participate in the labor market (Ultra-orthodox and Arabs). These groups are characterized by the cultural difference and high unemployment rate.
