In this paper, we discuss terrorism as an adversity to global security, with special emphasis on Kosovo. The presented data shows that today, terrorism poses a risk to more than half of the world's population. Although a small country, Kosovo, has not been left out of this negative societal phenomenon. More specifically, according to international reports, the threat and danger to Kosovo from Islamic extremism has increased; it is supported and partially funded by foreign organisations that propagate extremist ideology and violent extremist groups which use social networks in a very active way to propagate and recruit their followers. The data in this paper confirms that more than 400 Kosovar men, women, and children have travelled to areas of armed conflict in Syria and Iraq, having been recruited to fight for violent extremist groups. Therefore, the clear policies of the Government of the Republic of Kosovo addressed here suggest the government is aware of the seriousness of this threat which it is determined to prevent and combat this phenomenon by taking concrete steps in areas such as: legislative measures; mechanisms and planning for the prevention of and combat against terrorism as well as being proactive in the fight against terrorism.

The proclamation of independence of Kosovo, although expected, had a destabilizing impact on the international situation. International community had various opinions on the decision of Kosovo authorities. Numerous conditions in "uenced the positions of individual countries. Countries acknowledging independence of Kosovo, that is some EU countries and the United States, recognized the proclamation of independence of Kosovo as a final stage of the Yugoslavia’s break-up with the basis for peaceful cooperation on the Balkans. Whereas, countries opposing the secession of Kosovo found it against the international law. They perceived this act as an example of western countries’ dominance and feared that it would form a dangerous precedent threatening international stability and security.

The purpose of this paper is to show that consumer surplus for Kosovo’s expected mandatory health insurance fund do not follow a normal distribution. It shows the rationale used in obtaining the initial aggregate consumer surplus, the development Surplus-to-Exploitation, and Potential Entry Threshold indicators. It also provides the logic behind individualized data set which is used in normality testing. Normality is achieved through a Johnson Transformation; with Anderson-Darling test statistic being used to test this claim.

Opis:
Kosovo lead and zinc ore deposits are located in the Trepca Belt which extends for over 80 km. Several ore deposits occur in that belt, with the most important - Stan Terg (Trepca). Stan Terg deposit originating at the contact between volcanic breccias and carbonate rocks. Two different types of mineralization can be distinguished. The older one has origin related to pneumatolitic processes, when skarns were formed. The more recent one was formed by hydrothermal processes and has the largest economic importance. Over 70 minerals have been recognized in the Trepca deposit. Further mineralogical investigations will allow for the identification of other rare minerals.

The aim of this paper is presenting the situation of the labor market in the European Union after the crisis in 2008 and the comparison of the labor market situation in Kosovo in 2014. In the light of modern economic crisis, it is worth to analyze the development of the situation on the labor markets in the EU and in selected countries of the world since 2008. This allows to examine changes in the level of employment under the influence of both the dynamics of the recession and the antirecession policies used. The level of unemployment is closely linked to the dynamics of GDP. Recorded in the EU and in other countries of the world, increase of the unemployment rate from 2008 confirms the strong interdependence of these indicators. To sum up the situation on the European labor market, it is worth noting that the progressive process of increasing the flexibility of the labor market favors the competitiveness of the economies of the European Union. This does not mean, however, that as a result of the changes observed do not appear negative effects (e.g. Spain). It therefore appears necessary to further reduce barriers to movement of labor and services within the European Union and the use clearly positive experiences of labor market reforms.

After the Battle of Kosovo Field in 1389 Serbia kept the appearance of sovereignty for decades before finally conquered by the Ottoman Empire in 1459, while after the (NATO) bombing in 1999 apparent sovereignty of Serbia over Kosovo and Metohia lasted less than nine years, until February of 2008. At that time Albanian separatists, with compliance of the USA and EU, declared independence and formed so called Republic of Kosovo. At the beginning of 21st century Serbian people, as well as many other, found itself in the boiling pot. And that was not the well-known “Balkan boiling pot” whose explosive national-religious mixture triggers a war from time to time. This boiling pot is much more dangerous. Using the slogans like freedom without limitations, equality without shame and brotherhood without humanity there is a struggle in it on much higher, spiritual level. The struggle resembling the one which holy Prince Lazar and his army fought many centuries ago.

On February 17, 2008 the Assembly of Kosovo adopted the text of unilateral declaration that proclaimed Kosovo as “an independent, sovereign and democratic country” 1. The declaration of independence enacted by Kosovo has instantaneously gained its numerous supporters, as well as opponents. The problem of Kosovo's final status is a crucial issue for the stability on the Balkan Peninsula. Other entities claim that the legitimacy of recognition or nonrecognition pf an independent Kosovar state is motivated, on the one hand, by compliance with international law standards and on the other hand by states’ own individual interests in the international arena.

In 1990 on the wave of the global collapse of the communist system began the disintegration of Yugoslavia. As its result there was a territorial conflicts among the three largest nations inhabiting the Yugoslavian federation: Serbs, Croats and Muslims (nationality). Soon there was started a conflict between Serbs and Albanians, whose are the fourth most numerous nation of Yugoslavia. This created several conflict fields: in Bosnia and Herzegovina, Croatia, Kosovo and Serbia – in Sanjak of Novi Pazar. These conflicts were the nature of the struggle for territory, but also the ethnic and religious character. This article presents the conflicts between Serbs – believers of the Orthodox Church and believers of Islam: Muslims – in Bosnia and Sanjak and Albanians from Kosovo. These conflicts have their roots in the difficult history of these nations and in complicated historical processes taking place in this area.

This paper examines the Albanian state–nation constellation in the Balkans in the light of the European Union (EU) integration process with a focus on citizenship configurations in Kosovo and Albania. It addresses an important puzzle: why legal norms of citizenship do not follow the emerging practice of stronger trans-border co-operation in the Albanian ethnic and cultural space. The study shows that the process of EU integration is the key to understanding and explaining this puzzle, for it provides an opportunity for ‘constructive ambiguity’ around which both ethnic and statist brands of Albanian nationalism, as well as various elite fractions, can coalesce and coexist. In a wider context, Albanian citizenship configurations are shaped by the ever-evolving complex relationship between nation, state and Europe.

The topic of this comparative study is the republican character of the system of governance in Kosovo. In the public discourse and political communication, as well as in academic discourse Kosovo is considered a Parliamentary Republic, based on the principle “of the separation of powers and checks and balances between them.” Although the constitutional definition of the relationship between the executive and legislative favors parliamentary republicanism, the constitutional powers of the president, the government and especially the constitutional and political power of the prime minister, significantly weaken the parliamentary character, in favor of a semi-presidential system. However, neither the current theories of government, nor constitutional provisions can rank Kosovo among semi-presidential systems, or pure parliamentary systems. Comparisons of competence powers relations in Kosovo, with similar relations and competences of the countries of the region and beyond, testify to the specific nature of parliamentary democracy in Kosovo. It is precisely the comparison of the Kosovo constitutional-legal system of governance with similar systems and theoretical analysis of parliamentary models facing Kosovo model which will be the basis of support of the hypothesis that Kosovo is not a typical parliamentary republic.

This article shows Serbia’s road to the European Union, mainly Serbian’s problems. First problem was a cooperation with International Criminal Tribunal for the former Yugoslavia with was solved in 2011 and Serbia meantime could ratify the Stabilisation and Association Agreement and put forward an official proposal of membership in the European Union. Second and the biggest problem is now relations with Kosovo. In 2011 mostly under European Union’s infl uence Serbia had started negotiations with Kosovo but meantime did not agree with its indpendence. However the progress in cooperation with Kosovo made possible to start negotiations with the European Union and ratification of Agreement and now open two negotiation’s chapters. Currently government with a strong Serbian society support wants cooperate with the European Union because in this they see correct way of Serbia’s transformation. Serbian prime minister Aleksandar Vučić is planning to fi nish all negotiations by end of 2018 and become a member in 2020.

There is no unique definition of migration nor is a simple classification of migration possible either, because of the existence of multi-dimensional migration criteria such as cause, length, distance, direction, volume, velocity, migratory status etc. The purpose of the paper is to develop significant data that will provide insightful conclusions for the factors that contribute to high migration of youth from Kosovo. The qualitative empirical research is meant to find out the extent to which youth were satisfied with the way of life in Kosovo, what the reasons were for that, and whether that would change their way of life.

The IL principle of Self-determination will be on the focus of this article to considering it as one of the way to archive the creation of new IL entity. Self-determination is a more recent principle then the others but its history, theory and practice is immense. The origin of the term and idea also is in discussion and debating among historian and lawyer. The term have been used simultaneously in the same period (end of WW I) by the US President Wilson and the USSR Premier Lenin referring to the right of the non self-governed territory like colony and occupied regions.

Confronting recent history: Serbia’s ‘fateful eight’ and a decade of Kosovo’s independence in the Serbian Media (2008–2018)Serbia’s latest “fateful eight” – from the 1918 creation of the Kingdom of Serbs, Croats and Slovenes, to the student protests of 1968 – is by far the declaration of independence of its former southernmost province, Kosovo, in 2008. Having in mind that the Kosovo myth – much debated in scholarly circles – is a key instance in understanding Serbia’s nationalism ever since its inception in the nineteenth century, a strong discourse negating Kosovo’s independence has been promulgated by the media. Through the lens of media content analysis, the author tackles the Kosovo-related rhetoric within the media in Serbia’s recent history, from the declaration of Kosovo’s independence, to 2018. Stawiając czoła najnowszej historii: serbska „przełomowa ósemka” i dekada niepodległości Kosowa w serbskich mediach (2008–2018)Najnowszą z serbskich „przełomowych ósemek” – po utworzeniu Królestwa Serbów, Chorwatów i Słoweńców w roku 1918 i protestach studenckich w roku 1968 – jest bez wątpienia ogłoszenie niepodległości przez byłą południową prowincję Serbii, Kosowo, w 2008 roku. Ponieważ mit kosowski – wciąż będący przedmiotem dyskusji w kręgach akademickich – pozostaje kluczowy dla zrozumienia serbskiego nacjonalizmu już od chwili jego narodzin w dziewiętnastym wieku, media forsowały dyskurs wyraźnie przeciwny niepodległości Kosowa. Korzystając z metod analizy treści, autor przygląda się w tekście retoryce serbskich mediów dotyczącej Kosowa, od chwili ogłoszenia przez nie niepodległości w 2008 roku do roku 2018.

Political Albania continuously made efforts to help the Kachak resistance in Kosovo, which in 1918 took over through the Committee for the National Defence of Kosovo, this resistance Albania supported by arming, of the Albanian rebellious groups. However, this Committee, except in Kosovo, its activity extended to Albania, in the consolidation and democratization of the Albanian state. To realize the National Union Hasan Prishtina established contacts with some Italian deputies from whom he received support and secured weapons to organize an armed uprising and thus overthrow the Serbian invader in Kosovo.

Aim. The aim of the current study is to address a gap in literature as well as explore the factors influencing the perceptions that Kosovar students hold over their research skills. To that end, the study assessed students’ perceptions on their research abilities as well as the variables which influence these perceptions, namely inclusion, exclusion, ethnicity, gender and parental education. Methods. The study employed the quantitative research approach and 303 Kosovar university students participated in the study by answering an instrument composed of three different scales measuring the variables in the study, namely the research skills scale, inclusion scale and exclusion scale. In addition the participants answered ten demographic questions. Participation in the study was on a volunteer basis and the results were analyzed with the SPSS package. Results. Participants in this study reported the highest levels of research skills when they reported being included in academic settings. Ethnicity was a powerful influencing variable. Participants who belonged to minority groups were the ones to report the lowest levels of abilities. Contrary to existing literature, gender did not influence perceptions on abilities. Additionally, unlike in a vast number of research studies, parental education did not influence perceptions that Kosovar students held over their research skills. Conclusions. This study is the first one to research skill acquisition among student populations in Kosovo; a region that is almost absent in international literature. This research presents an overview of variables predicting perceptions held by Kosovar students on their research skills with ethnicity and inclusion being detrimental to perceptions of research skills.

A coup d’etat is defined as “a sudden and decisive action in politics, especially one resulting in a change of government illegally or by force.” As one looks through all the coup d’etats that have occurred throughout the history in various parts of the world, one can observe that often the protagonists of such events are political enemies, military leaders, or distressed insiders. Indeed, one is hard pressed to find where a coup d’etat has been executed by way of a poor legal reasoning of a Constitutional Court. Well, that is until now! In the newest country in Europe, the Republic of Kosovo, major international and domestic investments are being made on institution building. One of the beneficiaries of such investments has been the newly formed Constitutional Court of the Republic of Kosovo. Soon after its establishment, this young court faced its first tough decision, namely a challenge to the President of the country regarding his alleged serious violation of the Constitution by holding posts as President of the country and Chairman of his party. In a highly controversial case, marred with procedural irregularities, judicial misconduct, lack of due process, human rights violations, regular media leaks, and behind-the-scenes international and domestic political influences on the Court, a split Court decided that the President had seriously violated the Constitution. This decision led to the President’s resignation, which caused a political imbalance that still lingers, further harming Kosovo’s long term interests and prospects. But more importantly, some argue that this marks the first case where a coup d’etat that took down a President was executed by a Constitutional Court. This paper argues that the Court should have dismissed the claim of the MPs as inadmissible on procedural grounds, specifically that it was filed by the MPs after the time permitted by law and that the MPs never maintained the number of 30 members that were needed for the group to be an authorized party. Additionally, even on the merits, the Court failed to distinguish between the constitutional requirement to not exercise a party function, which the President in this case did not do, but rather simply held the position in a suspended mode. Moreover, even had the President’s holding of the position amounted to a violation of the Constitution, in no way did that equate to a serious constitutional violation. Still, the Court held contrary to the Constitution, applicable laws, and the available evidence before it and found that the President had seriously violated the Constitution.

Just like in the past, the Balkans keep being the powder keg of Europe, but this time, due to a combination of historical events and demographic changes, the veridical beating heart of the region is no longer Serbia, it’s a rising geopolitical order based on and centered on Albania: the Eagles’ Belt.

Many theoretical perspectives have touched on the concept of sovereignty, but the need for more sovereignty-based discussion in relation to the postcommunist era still exists. The question of sovereignty and its survival in the post-communist era touches on some general features such as the attributes, signs, properties, and conditions of the concept of sovereignty that have evolved. In the case of Kosovo, the issue of sovereignty can be linked to two distinct features, namely democracy and human rights. For Kosovo to be a sovereign state, it had a mandatory prerequisite to fulfil these two features. These features implied the fulfilment of two criteria, in the forms of legality and legitimacy and, in reality, these two criteria stem from the will of the people. This reflection shows that sovereignty in the post-communist era had to be in line with respect for human rights as a feature of the principles of democracy. However, the transition from the communist system to democracy was not an easy one. In this regard, Kosovo has come a long way in achieving sovereignty and managed to be declared a sovereign state in 2008. The conditioning of Kosovo's sovereignty by the above criteria represents the influence of the post-communist era, and its earlier form differs from the prevailing form of absolute sovereignty as it existed, for example, in the former federations of Russia and Yugoslavia. Kosovo's sovereignty is reflected in accordance with the will of the majority of over ninety-five percent of the country's population. Moreover, in Kosovo, minorities have privileges, such as positive discrimination and the special right that constitutional changes on vital issues pertaining to those minorities cannot be made without their vote.

The subject of the article is an analysis of the EULEX Kosovo mission’s role, as an example of international cooperation in combating the organized crime in the area of former ethnic conflict. The above mentioned mission is considered as one of the most important acts of realization of the EU Common Foreign and Security Policy, and it has been playing both important and positive role in term of combating organized crime, which belongs to the crucial problems hindering the normalization of situation in Kosovo. The analysis being carried out shows that the presence of international entities in this country is still required for mini mizing the threat from the organized crime.

The aim of this article is, on the one hand, to provide an overview of the competition law framework in Kosovo vis-á-vis the establishment of the Kosovo Competition Authority (hereinafter; the Authority), its institutional design as well as the criteria for becoming a member of the Commission within the Authority, which is the most important decision-making body in the field of competition law in Kosovo. On the other hand, it discusses some of the challenges the Authority as well as the courts are facing as regards the effective enforcement of competition law provisions in Kosovo, be it procedural or substantive. In addition, the only three cases decided by the Authority, since its establishment in 2008, are briefly discussed. Last but not least, it tries to contextualise the role of the EU concerning enacting as well as enforcing competition law in some of the South East Europe (hereinafter; SEE) countries, with the main focus placed on Kosovo. Without the European perspective, it is convincing to say that the picture that would result from a competitiveness viewpoint would change dramatically, although the EU’s efforts alone are not sufficient in the absence of serious efforts by the states themselves.
L’objectif de cet article est, d’une part, de fournir un aperçu du cadre du droit de la concurrence au Kosovo en ce qui concerne la constitution de l’Autorité de la concurrence du Kosovo («l’Autorité»), sa conception institutionnelle ainsi que les critères de sélection des membres de la Commission au sein de l’Autorité, qui constitue l’organe décisionnel le plus important dans le domaine du droit de la concurrence au Kosovo. D’autre part, il présente certaines des défis auxquels l’Autorité ainsi que les tribunaux sont confrontés en ce qui concerne l’application effective des dispositions du droit de la concurrence au Kosovo. En outre, les trois seules affaires décidées par l’Autorité, depuis sa création en 2008, sont brièvement abordées. Enfin, l’article tente de contextualiser le rôle de l’UE dans la promulgation et l’application du droit de la concurrence dans les pays de l’Europe du Sud-Est, avec un accent particulier sur le Kosovo. En l’absence d’une perspective européenne sur ces pays, l’auteur pense que le contexte qui en résulterait du point de vue de la compétitivité changerait radicalement en l’absence d’efforts sérieux de la part des États.

Water is a vital resource for the existence of mankind and all ecosystems on Earth. Before using it, it must be ensured that water is of good quality, within the hygienic-sanitary norms for human consumption. In recent decades, the supply of drinking water has been supplemented with the water bottled in glass and plastic bottles, which is found everywhere in the market of the Republic of Kosovo. This paper deals with the content of the label paper and the variation of physico-chemical parameters of bottled water which is extracted, analyzed, processed, filled, packaged and distributed on the market of the Republic of Kosovo and beyond as a product for consumption. i.e. In this paper 20 brands of groundwater (types of water) produced and packaged in the territory of Kosovo.

During the study on the assessment of ecological status of the Lepenci river basin, epilithic diatoms were used. Via this methodology, the authors aimed to standardization the ecological assessment methodology and gradually make it applicable for all river basins of Kosovo. The authors relied on a hypothesis that the epilithic diatom communities can serve as a reliable ecological tool to evaluate the quality of flowing waters in Kosovo. Thirteen water quality indices (IBD, IPS, IDG, DESCY, SLA, IDSE, IDAP, EPID, CEE, WAT, TDI, IDP and SHE) were measured in eight sample-points. From the conducted qualitative analysis, the obtained results showed that the water quality varies from upper parts of the basin (SP1, SP2, SP3 & SP4) characterized with higher water quality towards the lower parts (SP5, SP6 & SP7) where water quality was of the 2nd class and finally in Hani i Elezit (SP8) where the index values showed that its water belongs to the 3rd class. The samples were taken in to 8 sampling sites, in river during year (2017), the Navicula viridula species was the most dominant, along with Cocconeis placentula var. lineate and Diatoma vulgaris. In turn, between August and end of September, the following species were dominant ones: Craticula ambigua, Navicula hintzii, Navicula viridula and Rhoicosphenia abbreviata.

The surface water quality and level of metal contents in the contamination of the Toplluha river sediment were determined by means of statistical techniques and pollution indicators. The samples of water and sediments were taken in five different locations along the Toplluha river in the spring period 2013 and 2019 using standard methods for analysis. International standards (WHO 2004) were used to assess the quality of water. The samples of water in some of the locations were above these criteria levels. The heavy metal contents in the sediment were in the following order: Cu > Zn > Cr > Ni > Pb > Cd. For the evaluation of the heavy metal content, some factors were applied: enrichment factor (EF), pollution load index (PLI) and index of geoccumulation (Igeo). Cu and Pb have a significance enrichment according to the calculated EF values. The Igeo index values for Cu and Zn were at a higher level. The PLI index values were at a progressive high level from stations S3 to S5. Therefore, the preliminary treatment of the discharging waters is indispensable.
