This article examines the jurisdictional status of the internet. Because of the underlying nature of technology, nations cannot effectively monitor online transactions that originate or conclude within their borders. Governments can seek to enforce their laws within the constraints of their physical, geographical, and political domains as defined by an atlas, but a borderless cyberworld regulated by fast-expanding technology has a variety of challenges. This study sheds light on those challenges, the jurisdiction for parties to suit, the remedies accessible to them, and the territorial concerns discussed in various domestic courts. It also focuses on the pressures on stakeholders to act, as well as the economic, human rights, and technological infrastructure implications of jurisdictional concerns. In general, jurisdictional issues on the internet have resulted in haphazard and unrestricted jurisdictional implementations, and this article emphasizes the territorial difficulties of internet administration and its direct influence on many nations and elements.

Therefore, it is important to pay attention to the role played by women in society and other aspects of life as well as in terrorist organizations.

Students' autonomy in learning is becoming more important in education. An ethnographic research study was conducted on institutional strategies for student autonomy in secondary schools in China, having found a paradoxical issue that is the "quality education" in the curriculum and teaching for testing system in China's secondary schools. We propose developing students' autonomy to resolve this paradoxical issue. Schools are applying some strategies in developing students' autonomy, such as strict schedules and motivating students in learning. Although these strategies may increase students' willingness to learn to some extent, the drawbacks are obvious. Schools need to adopt other strategies to develop students' autonomy to a higher level.

Introduction: Successive code changes during the maintenance phase may cause the emergence of bad smells and anti-patterns in code and gradually results in deterioration of the code and difficulties in its maintainability. Continuous Quality Control (QC) is essential in this phase to refactor the anti-patterns and bad smells. Objectives: The objective of this research has been to present a novel component called Code Deterioration Watch (CDW) to be integrated with existing Issue Tracking Systems (ITS) in order to assist the QC team in locating the software modules most vulnerable to deterioration swiftly. The important point regarding the CDW is the fact that its function has to be independent of the code level metrics rather it is totally based on issue level metrics measured from ITS repositories. Methods: An issue level metric that properly alerts us of bad-smell emergence was identified by mining software repositories. To measure that metric, a Stream Clustering algorithm called ReportChainer was proposed to spot Relatively Long Chains (RLC) of incoming issue reports as they tell the QC team that a concentrated point of successive changes has emerged in the software. Results: The contribution of this paper is partly creating a huge integrated code and issue repository of twelve medium and large size open-source software products from Apache and Eclipse. By mining this repository it was observed that there is a strong direct correlation (0.73 on average) between the number of issues of type "New Feature" reported on a software package and the number of bad-smells of types "design" and "error prone" emerged in that package. Besides a strong direct correlation (0.97 on average) was observed between the length of a chain and the magnitude of times it caused changes to a software package. Conclusion: The existence of direct correlation between the number of issues of type "New Feature" reported on a software package and (1) the number of bad-smells of types "design" and "error prone" and (2) the value of "CyclomaticComplexity" metric of the package, justifies the idea of Quality Control merely based on issue-level metrics. A stream clustering algorithm can be effectively applied to alert the emergence of a deteriorated module.

This article is a case study of the public issue program of Kruk, which is the leader of the debt collection market in Central Europe. Paper discusses the theoretical aspects of bond use in corporate financing. In addition, the characteristics of the Polish debt collection market are presented together with its specificity and structural change. This article is embedded in the subject of corporate finance, with particular focus on raising debt capital. The purpose of the article is a prediction whether the financing of enterprises through public issue of bonds addressed to individual investors will gain in importance in Poland.
Artykuł jest case study programu publicznej emisji obligacji spółki Kruk, która jest liderem rynku windykacji w Europie Środowej. W artykule zawarto rozważania na temat teoretycznych aspektów wykorzystania obligacji w finansowaniu przedsiębiorstw. Ponadto przedstawiono charakterystykę polskiego rynku windykacji wraz z jego specyfiką i zmianą struktury. Artykuł osadzony jest w zagadnieniu finansowania przedsiębiorstw, ze szczególnym ukierunkowaniem na pozyskiwania kapitału dłużnego. Celem artykułu jest próba przewidzenia, czy finansowanie przedsiębiorstw za pomocą publicznej emisji obligacji kierowanej do inwestorów indywidualnych będzie zyskiwać na znaczeniu w Polsce.

There is no denying that one of the foundations of contemporary politics, and perhaps the most important, is the image. The image of politician and the party, the image which is so carefully looked after by numerous specialists. Elaborately prepared design, which is delicately managed to create the right impression. At the same time this construction is exposed to dozens of hazards that can cause all sorts of crisis situations. So far, in the practice of public relations there is a belief that a crisis in any organization (entity) is inevitable, like death and taxes. The department of public relations is also responsible for crisis management during the course of events of the crisis situation. However, today more and more often, we go one step further, pointing out that it is necessary to strive for a situation in which any possible crisis will be detected early or even beforehand, and thus the appearance of the crisis situation will be postponed into the indefinite future. For anticipating the crisis, from the point of view of public relations, responsible is “issue management” and the purpose of this article is to present to use of the Twitter portal as a tool used to foresee a crisis situation with regard to the political image. The example of actions taken by the Ministry of Regional Development during a press conference of Law and Justice party in November 2013 was used as a case study.

This paper provides a theoretical explanation of what causes historical issues to impact bilateral relations between two states. The case which was chosen for analysis – popularly known as the Katyń issue – involves changes in Polish foreign policy towards the Russian Federation due to the remembrance of the Katyń Massacre. The main assumptions are based on the concept of securitization and its analytical framework, particularly the societal portion, which is proposed by the Copenhagen School of security study. The process of European integration can be seen as the main causal factor leading to a complex of vertical and horizontal competition between Poland, the EU, and Russia over the construction of their historical identities with a referent object of securitization in Poland. The main conclusion of this paper suggests that significant differences in the understanding of various nations’ roles in WW2 between the EU and Russia have led to the securitization of the Polish historical image of WW2. The Polish audience considered it important to accept the historical truth. The Katyń issue in Polish–Russian relations has become a case that reflects the process which leads to securitization of disputes between historical victims and victimizers on a state–to–state level.

The efficient use of resources are becoming more important due to economic and environmental requirements. In widely used forming processes like deep drawing an avoidance of lubricants – namely dry deep drawing – is a key factor for saving resources. In this paper, a combined approach consisting of a macro-structured tool design and a special modified protective coating is presented. The combination ensures a stable process with a sufficiently wide process window under dry conditions. The absence of lubricants in critical areas has to be compensated by tetrahedral amorphous carbon ta-C films which is additionally structured by Direct Laser Interference Patterning (DLIP) for further improvement of the tribological performance.

Sri Lanka (earlier Ceylon) inherited some maritime issues right from the time it got its independence in 1948. Although Sri Lanka and India drew up their maritime boundaries in accordance with two agreements made in 1974 and 1976, a number of issues have surfaced since then. The aim of this paper is to examine the maritime issues that Sri Lanka has been confronting in recent times. This article is based on secondary data. Maritime issues in the Palk Bay and Gulf of Mannar continue to be raised periodically by India in the post-civil war era. In fact, the Tamil Nadu state government’s political interest in Katchatheevu Island has even resulted in that matter being referred to the Indian Supreme Court for a decision. This is because the Tamil Nadu politicians have used this issue as their political strategy in order to win favor with the voters. Furthermore, illegal activities like Indian fishermen poaching in Sri Lankan waters, drug smuggling and human smuggling across the maritime border have rapidly increased in recent times. Consequently, a variety of social, economic, health-related and security-related problems have to be faced by Sri Lanka.

Since the end of World War I, the struggle with Kurdish separatism was a common problem for Iraq, Iran, Turkey and Syria. Due to the constant struggle and a series of favourable events, currently the most independent of the Kurdish regions is the Region of Kurdistan in Iraq. The countries in the region perceive Kurdish independence, and any questioning of the Sykes-Picot agreement, as a mortal threat to the integrity of their territories. The following article describes and highlights selected security threats in the nascent Kurdish Region in Iraq. These are very complex and have different sources. The work starts with the characterisation of the geographic region of Kurdistan and the region of Kurdistan in Iraq. The next part describes the threat from the PKK, radical Islam and terrorism. An important aspect that generates threats for the Kurdistan Region in Iraq is the relationship with the Central Government in Baghdad. These relations have a negative impact on the economic and social situation in the Kurdistan Region.

Narodowa Demokracja, będąca polityczną emanacją polskiego ruchu narodowego, bywa obiegowo uważana za antymiejską i reakcyjną. W rzeczywistości jednak stosunek endecji do miejskości i kwestii miejskiej był o wiele bardziej skomplikowany. W prasie teoretycznej endecji, „Przeglądzie Wszechpolskim” i „Przeglądzie Narodowym”, ideolodzy endecji kreślili pozycję miejskich grup społecznych w światopoglądzie polskiego ruchu narodowego. Po rewolucji 1905 r. Narodowa Demokracja stała się de facto partią mieszczańską, odgrywającą aktywną rolę w polityce miejskiej w Królestwie Polskim.
National Democracy, being the political representation of the Polish national movement, is often considered as anti-urban and reactive. However, in reality the Endecja’s attitude to urbanity and urban issue was much more complicated. In its theoretic press: “The All-Polish Review” and “The National Review”, ideologists of the Endecja outlined the position of social urban groups in the outlook of the Polish national movement. After the 1905 Revolution the Endecja became de facto a bourgeois party, playing an active role in the urban politics of the Kingdom of Poland.
