Opis:
The implementation of national security policy objectives is to ensure the security of citizens, the rights and fundamental freedom, democratic order in the country, as well as to create uninterrupted conditions for civilization and economic development. Present international security environment is dynamic and often significantly affects, and even interferes with the constitutional order and security of citizens. The essence of changes involves shifting the focus from conventional threats to asymmetric threats. There are new threats in the region due to the Russian-Ukrainian conflict, a constant threat is international terrorism associated with cross-border crime, moreover, globalization has brought financial crisis. Poland is trying to accurately read these processes, interpret and react flexibly. This effort shall be borne by both the state and the nation.
Realizacja założeń polityki bezpieczeństwa państwa służy zapewnieniu bezpieczeństwa obywatelom, praw i podstawowych wolności oraz demokratycznego porządku w kraju, stworzeniu niezakłóconych warunków do cywilizacyjnego i gospodarczego rozwoju. Współczesne środowisko bezpieczeństwa międzynarodowego jest dynamiczne i często w istotny sposób wpływa na porządek konstytucyjny i bezpieczeństwo obywateli, a nawet je zakłóca. Istota zmian polega na przesuwaniu się punktu ciężkości z zagrożeń klasycznych na zagrożenia asymetryczne. Pojawiają się nowe zagrożenia w regionie spowodowane konfliktem rosyjsko-ukraińskim, stałym zagrożeniem jest terroryzm międzynarodowy powiązany z przestępczością transgraniczną, a globalizacja przyniosła nam kryzys finansowy. Polska stara się procesy te trafnie odczytywać, interpretować i elastycznie na nie reagować. Ten wysiłek ponosi zarówno państwo, jak i naród.

У статті досліджуються особливості формування та реалізації безпекової політики у регіоні Центральної Азії. Аналізуються основні глобальні, регіональні та внутрішні проблеми, які є головними загрозами для стабільності регіону. Обґрунтовується думка, що існуючу в регіоні Центральної Азії систему міжнародної безпеки вирізняє складний та багаторівневий характер. Вона формується через діяльність багатьох міжнародних організацій, зокрема таких як ООН, ОБСЄ, ШОС, ОДКБ, ЄАЕС, НАТО. Значний вплив на безпекову ситуацію у Центральній Азії здійснюють Російська Федерація, КНР та США, відносини між якими останнім часом суттєво загострились. Аргументується висновок, що безпекова ситуація у Центральній Азії залишається складною та  непередбачуваною. У регіоні переплітається вузол глобальних, регіональних та внутрішніх проблем, які є потенційними загрозами для стабільності регіону.
The article explores the specificities in formation and implementation of security policy in the area of Central Asia. It analyzes basic global, regional and internal problems, which are considered to bethe main threat to regional stability. The article also formulates the grounds for the objection that current system of international security in the area is distinguished by complicated and multi – levelnature. It is formed through the activity of numerous international organizations, such as UN, OSCE, SCO, CSTO, EEU, NATO. Security situation in Central Asia is significantly influenced by RussianFederation, People’s Republic of China and the USA, the relations between which have recently become strained. The author develops the argumentation that security situation in Central Asiaremains complicated and unforeseen. The knot of global, regional and internal problems is overlapped strongly in the area and those problems have become the potential threat to regional stability.

Th e article presents information on people reporting irregularities in enterprises and institutions and government agencies. Th e issue of whistleblowing, which very oft en is called to term, it is very diffi cult and socially complex because our society is not yet at the stage of acceptance of this type of behavior. We accept the fi ght against crime by the police, we agree with the need to punish criminals. However, you are not sure whether we want to inform you about the crimes. Th e problem concerns the human mentality but very important is the law and the procedures involved. Today, unfortunately, provide information about a crime connected with the problem of lack of protection of such people, courageous people. Th is article will address the information gathered by the Foundation Stefan Batory, which conducted a series of studies in the fi eld of reporting irregularities. In addition, it will be analyzed the legal situation of such persons on the basis of Polish legislator. Th is analysis will be based on the provisions of the UN Convention against Corruption, which was adopted by the United Nations General Assembly on 31 October 2003. Th e result of the analysis will show the conditions that must be met in order to secure transmission of information on irregularities in the Polish realities and social system.
Artykuł przedstawia informacje na temat osób zgłaszających nieprawidłowości w przedsiębiorstwach i instytucjach samorządowych i rządowych. Problematyka informowania o nieprawidłowościach, które bardzo często nazywane jest donoszeniem, jest bardzo trudna i społecznie złożona, ponieważ nasze społeczeństwo nie jest jeszcze na etapie akceptacji tego typu zachowań. Akceptujemy zwalczanie przestępczości przez odpowiednie służby, zgadzamy się z potrzebą bezwzględnego karania przestępców, ale jeżeli osobiście mamy się przyczynić do ujawnienia przestępstwa, to wtedy nie jesteśmy już tak zdecydowani (Chodak, 2013). Problem nie dotyczy wyłącznie mentalności ludzkiej. Bardzo ważne jest skuteczne prawo i jego egzekwowanie oraz ochrona osób zgłaszających informacje o nieprawidłowościach. W artykule wykorzystane zostaną informacje zgromadzone przez Fundację im. Stefana Batorego, która przeprowadziła szereg badań w zakresie osób, zgłaszających nieprawidłowości. Dodatkowo zostanie przeanalizowana sytuacja prawna takich osób na gruncie prawodawca polskiego. Analiza ta zostanie oparta o zapisy Konwencji Narodów Zjednoczonych Przeciwko Korupcji, która została przyjęta przez Zgromadzenie Ogólne Narodów Zjednoczonych w dniu 31 października 2003 roku. Wynikiem analizy będzie przedstawienie warunków, jakie muszą być spełnione w celu bezpiecznego przekazywania informacji o nieprawidłowościach w polskich realiach systemowych i społecznych.

The article analyzes the influence of fragile states on the contemporary strategy of international security. The above inquiry aims to depict the fundamental factors responsible for the threats that destabilized fragile states pose to modern global security systems. Therefore, primary research questions concern issues responsible for various forms of antagonisms undermining the socio–political situation of fragile states. To achieve the above research goal, however, the author exposes the complex specificity of fragile states in the context of the multidimensional dynamics of recent geopolitical changes. Analyzing the conceptualization process of these issues reveals attempts to use them instrumentally. In addition, the presented discourse discloses an evident ambiguity, semantic ambivalence, multi-faceted nature, and even inconsistency of the fragile state concept, especially in the context of the discussed aspects. It is why the above issues are considered the most complex and “wicked” problems of the modern world, particularly affecting the peripheral areas of the Third World. Henceforth, diagnosing the impact of the discussed factors may help shape a more effective international security strategy, as well as create better support programs enabling effective resolution of the multiple problems affecting fragile states. Moreover, the answer to such questions is significant in the context of contemporary global political changes, which, combined with the concepts of the so-called “political correctness”,  are becoming a severe challenge for the entire international security agenda.
Artykuł prezentuje wpływ państw rachitycznych (fragile states) na współczesną strategię bezpieczeństwa międzynarodowego. Przeprowadzona analiza ma na celu przedstawienie fundamentalnych czynników odpowiedzialnych za zagrożenia jakie zdestabilizowane fragile states stwarzają dla współczesnych systemów bezpieczeństwa międzynarodowego. Podstawowe pytania badawcze dotyczą zagadnień odpowiedzialnych za różne formy antagonizmów destabilizujących sytuację społeczno-polityczną państw rachitycznych. Aby osiągnąć powyższy cel badawczy autor ukazuje złożoną specyfikę państw kruchych i upadających w kontekście wielowymiarowej dynamiki współczesnych przemian geopolitycznych. Prezentowany dyskurs wskazuje na wyraźną niejednoznaczność, ambiwalencję znaczeniową, wieloaspektowość, a nawet niespójność koncepcji państwa rachitycznego, zwłaszcza w kontekście omawianych aspektów. To właśnie dlatego powyższe kwestie uważane są za sferę najbardziej zawikłanych i „nikczemnych” problemów współczesnego świata dotykających w sposób szczególny peryferyjnych obszarów Trzeciego Świata. Zdiagnozowanie wpływu omawianych czynników może zatem pomóc w kształtowaniu bardziej efektywnej strategii bezpieczeństwa międzynarodowego, jak też tworzeniu lepszych programów wsparcia umożliwiających efektywne rozwiązywanie wielorakich problemów nękających państwa rachityczne. Ponadto, znalezienie odpowiedzi na tak postawione pytania badawcze jest niezwykle istotne w kontekście współczesnych globalnych przemian politycznych, które - w połączeniu z kwestią tzw. „poprawności politycznej” – stają się poważnym wyzwaniem dla całej globalnej koncepcji bezpieczeństwa międzynarodowego.

Opis:
Companies which do not follow traditional internationalization path, but start international activities immediately after their founding, are called born global companies in the international literature. This relatively new type of international entrepreneurship can be challenging due to limited international experience and lack of resources. It seems even more difficult to internationalize a venture directly from Europe to the Chinese market. The purpose of the paper is to analyze potential opportunities and threats for European born globals entering the Chinese market. The study shows that the main opportunities provided by the Chinese market are: its size, rapid growth (which is, however, slowing down), increasing consumer middle class, modern infrastructure, cheap workforce supply, improvement in workforce qualifications and political stability. Unfortunately, there are also some threats of rapid internationalization in the Chinese market which are caused by cultural, social and political differences. The main threats of the Chinese market are: rising costs, slowing market growth, increasing competition, HR problems, dumping, protectionism and legal issues (including intellectual property rights, corruption, lack of transparency, certifi cation and requirements concerning technical norms).

The article highlights the main developments in the study of state fragility in the period between 2015 and 2019. The goal is to cover the main trends in the study of the subject as well as the most prominent projects of recent years. The article presents the main findings and recommendations of different international agencies, including the reports by the Organization for Economic Co-operation and Development, LSE-Oxford Commission on State Fragility, Growth and Development, United States Institute for Peace Fragility Study Group and the Task Force on Extremism in Fragile States. The article covers the main approaches to state fragility, recent academic novelties and trends in the field. Among these is popularizing the notion of resilience in a set of OECD States of Fragility reports. The fragility trap and regarding state fragility as a syndrome with a set of symptoms is analyzed on the basis of the Commission on State Fragility report. The US agencies’ attitude is also taken into account. The preventive approach towards extremism and fragile states as well as the steps to be taken by different agencies together with international partners are covered in this article. Fragility Study Group, the Task Force on Extremism in Fragile States, and Global Fragility Act are analyzed as interconnected and a part of the same doctrine and political strategy towards the four-S framework implementation. The article acknowledges the continuity in the work of different research groups that culminated in the Global Fragility Act. The need to reconsider previous approaches to the root causes of state fragility is emphasized. The importance of coordinated prevention in fragile states and conflict-affected areas is seen as critical for international security. The article also traces recent adjustments in the attitude toward the main gaps in state functions and the views on the root causes of state fragility and ways to combat the issue and the emerging security, political and economic threats.

The essence of international security concerns the possibility of counteracting threats created by other entities, creating conditions for its stable and harmonious functioning and development, and securing the values and interests of the state. The aim of the article is to identify the definition of international security and to diagnose contemporary threats to international security. The main research problem was formulated in the form of the question: What are the theoretical aspects of contemporary threats to international security? In the research process, the methodology of scientific cognition was used, including mainly the analysis and criticism of literature.

The purpose of the research, the results of which are presented in this article, was to clarify the mechanisms of strategic competition and to identify the challenges and threats arising from it for international security. A systemic approach, literature analysis and criticism, non-participatory observation, and a case study were used to solve the research problems. In the research process, it was established that strategic competition is constantly intensifying, and its consequences can harm global security. The process of strategic competition should be viewed as challenges that, if not addressed, can quickly develop into new threats. The most significant threats to international security are related to the ambitions of revisionist states seeking territorial claims and expanding spheres of influence. Although the risk of global war remains relatively low, states will seek to permanently influence their competitors in the gray zone through soft instruments. Soft influence instruments will dominate it. The effectiveness of these tools will be determined by the world’s interconnectedness in the economic and political spheres. States will try to achieve their strategic goals in cyberspace and narrative using traditional mass media and social media.

Globalisation is a phenomenon which influences every aspect of contemporary life. Neo- liberal ideas lead to the multifunctional interdependence of geopolitics, the political economy, international relations, security, and defence issues. In the globalised world, many issues can be raised: Where are the roots of modern conflict? Who are the stakeholders in international relations? What are the dominant forms of contemporary conflicts? Do the forms of collective security fulfill the legitimacy of objectivity? What are the new challenges for modern defence science? The article is an attempt to systematize operational activities of Interpol and to assess its effectiveness in combating cross-border crime. There is no doubt that the effectiveness of the Interpol is strictly related to its legal status. In fact, legal framework of Interpol activity cannot be considered optimal as far as international public law is concerned. Furthermore, secondary legislation of Interpol does not have a direct impact on the national law of individual Member States. The topic of the mutual interactions of operational activities forms in the course of the exchange of criminal information and the access to databases has been omitted in the article due to the extent of the issue.

The victory of the communist forces in the civil war in China resulted in the flight of the government, with the defeated leader Chiang Kai-shek and about 2 million followers, to the island of Taiwan. Hoping for a change in the situation, the President of the Republic of China announced temporary move of the capital of China to Taiwan. At the same time Chinese Communist Party, led by Mao Zedong, took control of the entire territory of mainland China, with the capital in Beijing, announcing the establishment of the People’s Republic of China. This article deals with the assessment of the relationship between those two entities, that have coexisted unchanged since 1949. During this period, they followed different political pathways, but they invariably absorbed international opinion and affected the level of international security. Inspiration to take up this topic came from the significant deterioration of the international situation, influenced by the relationship between the People’s Republic of China and the Republic of China.

Artykuł omawia też wyzwania, które– inaczej niż zagrożenia – stwarzane są raczej przez partnerów i sojuszników niż przez przeciwników.
The paper presents a review and identification of global threats from the perspective of international security; to such threats belong proliferation of weapons of mass destruction, terrorism and cyber-threats. The paper discusses also challenges to security that – otherwise than threats – are created by partners and allies, not by enemies.

Opis:
The aim of this paper is to map the issue of environmental protection of outer space from the perspective of regulations of existing corpus iuris spatialis. The issue of the environmental protection of outer space has been a subject of considerable discourse which leaves many questions unanswered from the present corpus iuris spatialis perspective. There is no doubt that environmental concerns are an issue for the outer space legal regime and that the human activities in outer space pose a serious threat to future generations and uses of space. The article consists of five parts. In Parts I and II, the author deals with the problems of definitions of the environment of outer space and the environmental threats connected with human activity in the outer space; Parts III and IV present an overview of corpus iuris spatialis from an environmental protection perspective, and principles of international environmental law from the perspective of the future regulation iuris spatialis. Part V presents some final remarks.
