Questions asked above are in fact questions about theoretical identity, explanative efficiency and scope of researches in the international relations science, undertaken attempts of answering them decide on particular complexity of the subject of researches, controversies around subjective scope of researches and research methods. Starting from the first serious, inter-paradigmatic debate at the turn of nineteen fiftiies and sixties, conducted by representatives of the realistic trend and new behavioural approach to the last debate from nineteen eighties and nineties, there has been lasting discussion on ontological and epistemological problems of the international relations science. However, it does not discourage researchers from continuing careful and considerable reflection on the condition of discipline and its place in the Pantheon of Science, and for sure it does not discourage them from deepening theoretical discourse on explanative efficiency of various theoretical approaches and their methodological correctness in the process of getting to know, as well as explaining world complexity at the turn of the 20th and 21st century and new gauntlets thrown down by the 21st century.

After the collapse of the bipolar international system, a new line of “soft” division in Europe has been established in East-Central Europe. The article seeks to verify the hypothesis that Central and Eastern Europe is an international relations area but is not a cohesive, tightly-knit region united by common institutions, historical experience and the resulting awareness of a separate identity and a sense of community vis-à-vis the external world whereas the international order herein is a dynamic process undergoing evolution. Despite the passage of over twenty years since the collapse of the bipolar system, this process has not yet been completed.

Generally idea of united Europe has to guarantee peace and stabilization on it territory. At what there is dispute in aspect of stated of this territory. It notices itself, that borders of Europe wasn’t definite; it treats this particularly it concerns eastern border, which was movable. Trying to show borders of Europe usually it calls itself three conceptions. First from cancellation oneself to empire of Charles Great. Ruler that created monarchy in conditions of threat expansion of Arabs. That notion came into being European also, which fighting knights with Arabias invasions on Pyrenean Peninsula were defined. Heirs of Great Charles, Ottons, divided own territory on four large regions: Italy, Germany, Gaul and Sclavinia. Eastern border came to river Elbe: with run of years Otton’s territory included Hungary, Czech Republic, Poland. Second conception was built on so-called eastern schisms from 16th July of 1054 year. Christian world divided (orthodox) and western (roman catholic onto eastern order, called also catholic). Line of division ran resource from Adriatic to Danube, existing in XX century called state Yugoslavia; on Balkans they be shaped then Slavic communities; Serbians as well as Bulgarians tied with Orthodox Church, Slovenians and Croats with Catholicism. Alongside with Christianization civilization border shifted beyond Danube reaching for Arctic borders of continent. In Catholic circle there were Hungarians, western Slavs (Czechs, Slovaks, poles), Balts, Estonians and Finns; meanwhile in circle of order orthodox church found themselves Romanians and eastern Slavs (Ukrainians, Byelorussian).2 Russian diplomatist Wasilij Tatiszew on beginning XVIII age advanced third conception, recognizing mountains and river Ural for eastern border of Europe; he showed, that one should Russia to Europe.

This article is devoted to the "special relationship" between the United Kingdom and the United States: a strategic partnership that has united these two countries for good after WWII, even though in many respects it has lasted since the first half of the 19th century. The author starts with presenting the historic outline of the "special relationship" with an emphasis on the characteristics of mutual ties and dependencies. The author also analyses the political circumstances in which tightening or loosening of the British and American relations took place. In the final part of the article, the author refers to the most recent political events, which in 2016 took place in Great Britain and in the United Sates. In this manner, the author is trying to answer the question on how the decision on leaving the European Union by Great Britain (the so-called Brexit) and the election of Donald Trump as the US president will influence the shape of the British and American alliance

RESEARCH OBJECTIVE: The aim of the paper is twofold: (1) polemics with Alexander Wendt’s thesis that state is a person and (2) innovative approach to the problem of anthropomorphism of state in general theories of International Relations. THE RESEARCH PROBLEM AND METHODS: How is anthropomor‑ phism of the state present in the language of grand theories of IR? How the language as a system shapes the phenomenon of anthropomorphism of the state in those?”. Research methods: qualitative content analysis and close reading research technique. THE PROCESS OF ARGUMENTATION: Using these research method and techniques, the author analyses theories of Hans Morgenthau, Raymond Aron, Headley Bull, Morton Kaplan, and Kenneth Waltz seeking the presence of anthropomorphism as a feature of their language. He summarises his find‑ ings that enable him to critically engage with Alexander Wendt’s thesis, hence fulfilling the scientific objective of the paper. RESEARCH RESULTS: On the basis of the conducted research, the anthro‑ pomorphism of state is a fact of language of the analysed theories. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: The author problematizes Alexander Wendt’s thesis that state is a person by pointing out that anthropomorphism of state is not predicated upon the ontological reality of state as person, but on the linguistic rule that language seeks the economy of utterances. Pointing out to this fact is novel, since the literature referred in the article largely omits it. It is an important contribution for all the scholars for whom the problem of the state is a major research interest.
CEL NAUKOWY: Artukół ma dwa zasadnicze cele: 1) Polemikę z tezą Aleksanda Wendta, że państwo jest osobą; 2) Innowacyjne podejście do problemu antropomorfizowania państwa w ogólnych teoriach nauki o stosunkach międzynarodowych. PROBLEM I METODY BADAWCZE: W jaki sposób antropomorfizacjia obecna jest w języku ogólnych teorii nauki o stosunkach międzynarodowych? W jaki sposób język jako system kształtuje i warunkuje fenomen antropomorfizacji w ogólnych teoriach nauki o stosunkach międzynarodowych  Metody badawcze: jakościowa analiza treści i technika bliskiego czytania ARGUMENT: Używając powyższych metod autor analizuje teorie Hansa Morgenthaua, Raymonda Arona, Hedleya Bulla, Mortona Kaplana i Kennetha Waltza poszukując obecności antropomorfizacji jako fenomenu językowego obecnego w treści tych teorii. Podsumowuje swe wnoski, że antropomorfiazacja jest obecna w języku tych teorii i wynika z zasady dążenia języka do ekonomii wypowiedzi. To z kolei pozwala, krytycznie odnieść się do tezy Aleksandra Wendta, że państwo to osoba.  WYNIK ANALIZY NAUKOWEJ: Na podstawie przeprowadzonych badań autor stwierdz, że natropomorfizacjia jest fenomenem językowym występującym w treści wybranych ogólnych teorii nauki o stosunkach międzynarodowych, który wywodłany jest dążeniem języka jako systemu do ekonomii wypowiedzi. WNIOSKI, INNOWACJE, REKOMENDACJE: Autor problematyzuje tezę Aleksandra Wendta, że państwo jest osobą, poprzez wskazanie, że antropomorfizowanie państwa nie wynika z ontologicznej realności państwa jako osoby, ale z zasady lingwistycznej, że system językowy dąży do ekonomii wypowiedzi. Podkreslenie tego faktu ma charakter innowacyjny, ponieważ cytowana w artukule literatura w zasadzie kwestię tę pomija. Wynik maukowy przeprowadzonych badań jest istotnym wkładem w reflekcję metateoretyczną w nauce o stosunkach międzynarodowych ważną dla wszystkich tych badaczy, dla których państwo jest znaczącym problemem badawczym.

Considerations devoted to postmodern diplomacy should be preceded by reflection on the phenomenon of postmodernity, because everything, what it expresses, creates some kind of depth of causative powers of changes, which affect diplomacy, traditionally connected with state, its foreign policy, raison d’état, reasons and interests, to realisation of which it should serve. The diplomat’s mandate is still a mandate coming from state, which they represent and on behalf of which they act. However, on the other hand, diplomatic functions are more and more often attributed to non-state subjects, which have different objectives and tasks to accomplish.

In this article the author is going to answer the question, that intrigues many researchers of international relations and political science – is it possible to build a grand theory explaining actions and behaviours of political, and international, entities? International relations are distinguished from other disciplines of science by its special character: they are polyarchic, plural, complex and impulsive. This is why we find here, exceptional in contrary to other, more mature disciplines, diversity of opinions and answers to the question – in what way international relations shall be build? Searching for the right answer the researchers of international relations have to cross borders of many disciplines, also using research methods of sociologists, historians, economists, lawyers, psychologists and anthropologists. There is a similar problem with political science, as the political matter is widely interpreted and, depending on the researcher and the analysed political system, its scope is wide as when using so called largo sense in the totalitarian states, where even the choice of school for a child has a political character or as when using so called strict sense in the democratic systems.

At the turn of the 21st century, under the influence of “quick transformation” undergone by the international relations, we have rather to do with “a carnival” of theoretical approaches competing with each other. Undoubtedly, it hampers the discourse about the research area within the scope of what is usually de" ned as international relations, and about epistemological condition of the discipline with over 100 years of tradition. In this theoretical chaos there are being posed questions if the international relations are “clearly de" ned domain of intellectual reflection, if they have specific features distinguishing” them against other social sciences, or if it is possible to create universal mega-theory in the international, dynamic, diverse and energetic environment, and if yes, then further questions are appearing. They concern two issues: ontological beings around which the international relations, seen as “autonomous,” scientifically clear discipline, would consolidate, and methods of acquiring knowledge about it. Those who doubt, especially philosophers and sociologists, pose also questions if and how much it is possible to get objective knowledge, that is not burdened with the reflex of subjective system of values, ideas and experiences of a researcher.

Polish contacts with Senegal are presented here in the context of relations between Poland and Africa. Polish scientists and scholars played a significant role in the process of discovering The Black Continent. But, Poland has never been a colonial power. The first Polish emigrants arrived to the Senegalese coast at the second half of the 18th century. During the period of Poland's partitions, A number of Polish military men served in the Foreign Legion and thanks to this service, they arrived in Dakar. The character of Polish contact with Senegal changed during the inter-war period. Poland established an honorary consulate in Dakar, in the territory of French West Africa, whose mission was to promote Poland in the region. The opening of the diplomatic mission took place in 1935 and its competency inc-luded the all French West Africa territory. During the independence period, Senegal becomes one of Poland's larger West African trade partners. The first Polish-Senegalese trade agreement was signed on June 18, 1962. At the same time, an agreement for cooperation in the fields of technology and science was ratified. Along with the establishment of diplomatic relations in 1963, the Polish Trade Mission was created in Dakar. As part of international agreements, a small group of Senegalese youths was able to begin studies at Polish universities, mainly in the technological and medical fields. Cultural relations with Senegal resulted in Polish missionaries from various orders conducting mission activities in Senegal. Polish missionaries are present in Senegal since 1932. During the Second World War, 35 Poles have conducted mission work in the country. Polish missionaries of both genders were actively involved in virtually all local Roman Catholic Church activities in Senegal. Actually, nuns are worked in medical service, education and are also involved in running academicals/students Church groups and in training of religion teachers. They are also involved in charity work, bringing aid to the needy. There is also under their responsibilities church administration, teaching in schools or seminary academies in addition to their chief task, conducting pastoral duties under very difficult conditions. The economic cooperation between Poland and Senegal is not characteristic of the potential of either country. However, there are chances to improve the situation. There is a possibility of intensifying the direct relations and both capital and production ties of Senegalese and Polish firms.

Since the end of the Cold War regional powers play more and more important role in international relations, on regional and global level as well. Increase of scientist interest in studying of regional powers and regional power status highlighted the fact, that this category of states became a real research challenge for many reasons. Both concepts - "region" and "power" - are contested across and within disciplines. Authors disagree on what makes region and what states and why one can classify as a part of the region; disagreement is also on what power and regional power status is, and how to measure it. Many different theoretical and methodological approaches are applied, and different analytical tools, typologies, criteria of identifying, classifying, and distinguishing regional powers are in use, what makes it difficult, for instance, to compare this category of states. All of this make necessary further systematic and in depth research for better and more comprehensive understanding of regional powers, their role in international relations, in global and regional governance and in regional security orders.

The ending of the Cold War was the end of bipolar era with 2 main powers: the US and the USSR. In Asia it coincided with economical and military rising of People Republic of China which aim was always to become a superpower on the one hand and with the change towards more active role of Japan in world politics on the other hand. In East Asia it's China which is believed to dominate the region and challenge the US after the USSR fall. However one of the main thesis of the article is that the change in Japanese foreign policy although slow is radical because it is in fact the process of its normalization. In the view of these two great processes the author presents main problems in Sino-Japanese relations such as contradictory strategic interests, border dispute and controversy about Yasukuni shrine. In the article not only hard power perspective is taken into account. Except for the Japan alliance with the US, the modernization of the Chinese army and the border demarcation dispute concerning partition of the territories on East China Sea also the question of historical memory and reciprocal perception is presented.

The Company presented in the article is one the biggest producer of copper and silver in the Word. What made Company very modern, is strict and respected environmental standards, high quality of products and existence on the biggest stocks exchange throughout the world. The developing direction was determined by strategy, which enforced on Company searching an access to cheap mine, which is also situated in Africa. The Company has been in the continent of Africa since 1997, when it obtained right to exploitation Kimpe bed. The bed is located in Shaba province which belongs to Democratic Republic of Congo. At the present time exploited bed by KGHM is continually transformed and modified. In addition there are new investments connected with new technology. Base on the led research it is under consideration a suggestion of buying up rights to exploitation very similar bed situated near the border with Democratic Republic of Congo, in Zambia. For KGHM Company and Polish economy these new challenges should be controlled in details to avoid mistakes which are related to specific nature of African continent, its phenomenon and constant lack of political and economy stabilization.

This article examines the Polish-Ethiopian historical relations and problems appeared in the course of their relations. The article mainly refers to the process of efforts made to establish diplomatic, political, scientific, cultural and trade relations between the two countries to the end of 1960s. In the past, these relations were determined by the barrier of geographical distance as well as the lack of common interests of both countries. Even though, now days when the problem of distance does not appear as the major factor for multilateral relations between both countries, still the Polish-Ethiopian relations can be considered as unsatisfactory. The earlier contacts can be traced back to the period of the reign of king Jan Sobieski, who in the 17th century tried to establish the alliance of Christian countries against Turkey. Ethiopia was one of the countries he considered to contact for this purpose. The modern contacts and diplomatic relations started in 1930 during the coronation of Emperor Haile Sellasie I. During the Se¬cond World War, the Ethio-Italian conflict and pro Italian stand taken by Poland, led to the deterioration of Polish-Ethiopian relations. The diplomatic relation was renewed after the end of the Second World War. Even though different obstacles occurred in bilateral relations, and the achievements of the goals were not so satisfactory, both parties were determined to maintain their relations.

The research goal of this paper is to develop a two-dimensional catalogue of security threats related to areas beyond national jurisdiction, taking into account specific features of each area and its legal regime. The catalogue of threats will take the form of a matrix where each area beyond national jurisdiction will be juxtaposed with five categories of threats: political, military, ecological, economic and human security. On February 17, 2008 the Assembly of Kosovo adopted the text of unilateral declaration that proclaimed Kosovo as “an independent, sovereign and democratic country” 1. The declaration of independence enacted by Kosovo has instantaneously gained its numerous supporters, as well as opponents. The problem of Kosovo's final status is a crucial issue for the stability on the Balkan Peninsula. Other entities claim that the legitimacy of recognition or nonrecognition pf an independent Kosovar state is motivated, on the one hand, by compliance with international law standards and on the other hand by states’ own individual interests in the international arena.

Tourism management is a significant mean for realization of various political objectives, such as development of a given country’s image abroad, or a character and the zone of relations with other states. It is also a phenomenon of sizable and diversified contents. The tourism itself plays a significant role as one of the components of international economic relations. Currently, tourism and/or tourism management is a reason for numerous scientific studies. Tourism is continuously accompanied by such phenomena and notions as: migration of persons, transfer of money and capital, exchange of goods and services, currency exchange rates, international cooperation or balance of payments. The problems associated with foreign tourism occupies an important position in the scope of international economic relations. Purpose of the article is to analyze the significance of international cooperation in tourism, and identification of its basic forms, recognition of main entities of international tourist policy and their initiatives undertaken to the benefit of tourism development. The article is focused on cooperation of governmental organizations. The performed analysis proved that the significance of various form of international cooperation in tourism remain on the increase. Its scope and role in shaping contemporary tourism policy are expanding constantly.

The author analyzes the policy of Poland towards autonomous Slovakia in the period of six months from the Munich Conference to forming in Spring 1939 formally independent, separate Slovak state. The government in Warsaw made a serious mistake by demanding in Autumn 1938 to join some small pieces of Slovakias territory to Poland. The realization of those demands led to rapid weakening of strong at that time Polish influences in Slovakia and accelerated the process of strengthening German influences. As a result, not only had Slovakia allowed the Germans in September 1939 to use its territory to attack Poland, but also itself took part in fights alongside the Wehrmacht.

Among the conditions which have shaped the relations between the European countries and Africa the ones worth mentioning are tradition and historical ties linking Europe with its former colonies. The process of colonisation, as well as decolonisation, and the postcolonial era have permanently tied African countries with the Old Continent. The two European countries which are most interested in developing cooperation with Sub-Saharan Africa are the United Kingdom and France - the two biggest colonial states in Africa. At the beginning of the last century, before the independence of Egypt, London controlled the largest part of Africa (36.5%), as well as Sub-Saharan Africa (41.5%); whereas France was on the second place, with 35% of the whole African continent and 28.6% of the Sub-Saharan part. The aim of this article is to present the policy of the UK towards Africa, its determinants and the role of historical factors in mutual relations, as well as the main directions of the British policy towards Africa - its main principles, aims and progress. The article focuses mainly on the last decade of the 20th century and the first decade of the 21st century, and on the rule of John Major and Tony Blair, i.e. 1990-2007.

The problem of ethics in international relations is as old as the hills. Moral arguments can mobilize governments and people or prevent somebody from doing something. For the pope John Paul II ethics is „the safeguard of all that is human in any system" and this definition could be useful also to the system of international relations. Answer to the question why Africa hasn't taken advantage of fifty years of independence and is staying out of mainstream of globalization and what should be done to change this situation is rather complex. However, there could be found three groups of answers from ethical point of view which eventually have much to do with each other. One can argue that the most important factor responsible for Africa's current situation is colonialism and neocolonialism, the European domination and the exportation of black slaves from continent. Therefore nowadays rich countries should enlarge their financial help for Africa as a compensation. The argument from another point of view says that the main responsibility is in African culture and tradition and the enlargement of financial help may only make things worse. Africans should take their fate into their hands. There is also the Catholic Church's standpoint, well- known thanks to the Holy See's position in international relations. This point of view combines both above-mentioned and puts emphasis on reconciliation as a starting point to all indispensable changes.

In the early twenty-first century, France has the necessary geographic, geopolitical, demographic, economic, military (nuclear), political and cultural potential to be one of the most powerful states within the international system. Its position and capabilities are, however, questioned, while stressing only its desire to be a superpower. This article analyzes the international position of France in historical perspective (from the seventeenth century to 1945), assuming that this state is an example of the evolution from a global superpower to a regional power. In the first part of the article, the theoretical framework for the further analysis has been included, the attempts to define the concepts of the great power and superpower have been taken, the classifications of great powers have been presented and the factors determining the power of states have been identified. In the second part, the author shows the evolution of a great power status of France on a few examples from its history, referring to the reign of Louis XIV, the times of Napoleon Bonaparte and the rule of Napoleon III. In the third part of the article, the international position of the Third French Republic is discussed, with particular emphasis on its foreign policy, including colonial one, since the 1870s to the German invasion in June 1940. The effects of World War II for its position in the international system are also described. The author concludes that France was a global superpower in two historical moments (the absolute monarchy of Louis XIV and the French Empire of Napoleon I), and is now a regional power with global interests.

The Senkaku Islands, or Diaoyutai Islands are a group of disputed, uninhabited five small volcanic islands and three rocky outcroppings. The islands are located roughly northeast of Taiwan, due west of Okinawa, and due north of the end of the Ryukyu Islands in the East China Sea. They are currently controlled by Japan, but also both the People's Republic of China and the Republic of China (Taiwan) claim that these islands fall under their respective sovereign jurisdiction. Historically, the islands are of insignificant economic value be- sides the rich fishing stock. They were mainly used as safe harbour for local fishers or navigation points so that till 1970 sovereignty over them wasn't discussed or questioned. However, a study by the United Nations Economic Commission for Asia and the Far East (UNECAFE) published in 1969 suggested that the seabed of the East China Sea could be one of the richest oil and gas-deposit areas in the region. It became apparent that the acquisition of territorial sovereignty over these islands might legitimise future claims to the adjacent territorial sea, and possibly to justify the creation of an exclusive economic zone under the United Nations Convention on the Law of the Sea (UNCLOS). The direct reason for the dispute was however the fact of giving the administration over the Riukiu islands and Senkaku back to Japan (in 1972) from temporary US military administration after the WW II. Japan declined the Chine- se claims and pointed out that till the mid 1970 no such claims were laid. Additionally for both sides military (due to location it is an important point in Japanese self defence system) and political (need to show the power of the countries at realizing their national interests, claims of sovereignty over the islands raised the spirit of nationalism in both countries used by politicians) meaning of the disputed territory became clear. The claims of both sides use a variety of historical, law and other reasons. The Chinese argumentation is trying to show that its acts of prior discovery, use, and ownership of the islands are sufficient to grant it legal title and argues about the legal treaties regarding these territories asserting that Japan specifically ceded the islands to China after World War II. On the other side Japan concentrate on the facts that it claims legal possession of the islands and peacefully and continuously exercised sovereignty over the is- lands for over one hundred years also the different interpretation of the treaties is represented. Both sides present extensive documentary evidence and historical arguments to prove title to the islands and appear unwilling to negotiate any compromise. The national pride and political interest have resulted in number of protests, incidents and quarrels over these territories started mainly by Chinese nationalists to support bad feelings against Japan or to make a pressure on Japanese government. However the situation in the region, despite the lack of cooperation in this matter is stabile. The economic concurrence between the countries and their need for mineral resources make the dispute stay open and to be used in the right time (as bargain by China) but it doesn't change the fact that Japan is exercising authority over the islands. Additionally the other disputes these countries have with their neighbours make it more difficult to achieve a sati factionary result because it could influence them as the sign of weakness. It is highly possible that the dispute will stay unsolved and without causing broader tensions will be used in particular cases according to the political interests of both sides.

For decades Japanese foreign policy in the Middle East was oriented merely towards economic issues. Its main goal was to secure long-term and reliable deliveries of the Middle East oil, which was crucial to the Japanese economy. Therefore, during the Cold War Japan based its foreign policy in this distant region on the alliance with the United States. Strong relations with the Americans were seen by the government in Tokyo as a guarantee of its oil supplies from that volatile region. On the other hand the Japan-U.S. alliance imposed serious constraints on Japanese independent action in the Middle East. In addition, the tendency to frame foreign policy questions in terms of economic interests has led the Japanese government to underestimating the challenges of relations with the Middle East, an area where vital economic issues cannot be separated so easily from social, political, and strategic questions. The failure of these foreign policy guidelines in the Middle East became apparent in the last decade of the 20th century, and at the beginning of the 21st century, forcing Japan to adopt more active role in the region, and develop more profound relations with the Middle Eastern partners. This new approach of the Japanese diplomacy can be seen in such areas as cultural cooperation (Japan-Arab Dialogue Forum), or political involvement (Iran, Iraq and the Israeli-Palestinian conflict) in the region.

Ethiopia is the strongest regional power among the states of the Horn of Africa. It is the second most populous country on the continent. This article refers to the past and recent relations with neighbors of Ethiopia, regarding its dominant position. The military intervention in Somalia, the war with Eritrea and their post war relations, peacekeeping mission in the Republic of South Sudan and other relations at the regional level are thoroughly analyzed. Ethiopia deployed hundreds of its troops in Somalia, to oust rebel insurgents in 2006. Chaos and violence in the country, frag- mentation of the population along clan and sub-clan lines gave Ethiopia strong position to freely operate in Somalia without significant resistance. Generally Ethiopia withdrew its troops in 2009,but it returned several times with small scale troops. Another victory for Ethiopia was noted after the war between Ethiopia and Eritrea from 1998-2000 that claimed numerous injuries, dislocation of innocent citizens and left thousands dead. Following the weak- ness of Somalia and then Eritrea, Ethiopian, position in the Horn of Africa became stronger. Ethiopia also involved in case of stabilization of the Sudan Conflict by sending its troops to the region of Abyei, a border between Sudan and the Republic of South Sudan. Ethiopia may keep its present dominant position in the future, if it changes its internal political system to more open and fully democratic which could lead to positive changes of political and socioeconomic situations in the region.

The proliferation of nuclear weapons and ballistic missiles combined with the growing threat from „rogue states” are the premises leading to the inevitable development of the missile defence strategy. The Aegis Ashore component based in Poland aims to protect American allies and resources in the European region from the growing rocket threat. The program, which was also included in the NATO Ballistic Missile Defence, is undoubtedly of great importance for international security. The article contains a presentation of the nature and purpose of the BMDS and presents the impact that the project has on Poland's relations with the United States and the NATO. The main aim of the article it to analize the category of international system in the science of international relations. The author discuss conception of system, definitions of the international system, their main parts, the classification international systems and category of international systems on the difference approaches theory of the international relations: behavioral, realism, liberal and constructivist. The author conclude that international system still being the key category in the science of international relations.
Celem artykułu jest analiza kategorii systemu międzynarodowego w nauce o stosunkach międzynarodowych. Autor omawia pojęcie systemu, następnie różnorodne definicje systemu międzynarodowego, jego główne części, klasyfikację systemów międzynarodowych oraz kategorię systemu międzynarodowego w ujęciu głównych paradygmatów teorii stosunków międzynarodowych: behawioralnego, realistycznego, liberalnego i konstruktywistycznego. Generalną konkluzją autora jest stwierdzenie, że system międzynarodowy wciąż pozostaje kluczową kategorią w nauce o stosunkach międzynarodowych.

The Sino-Indonesian relationship is an important research topic in Cold War studies. Since the 1960s, a number of scholarly works have been published on the subject. The declassification of diplomatic documents in various countries, and particularly the opening of the Chinese Foreign Ministry Archives following the end of the Cold War, has led to new developments in the studies on Sino-Indonesian relations. Much of this research, however, has been focused on the period from 1949 to 1965, because soon after the Indonesian military coup of September 1965, Sino-Indonesian diplomatic relations was suspended and was not restored until 1990. This article is a historiographical overview of the more controversial topics in Sino-Indonesian relations between 1949 through 1965 in scholarly publications that have came out over the past half decade. These topics include, among others, the establishment and evolution of Sino-Indonesian diplomatic relations; the standpoint of the Indonesian Communist Party (Partai Komunis Indonesia –PKI) toward the Sino-Soviet split; China’s reactions to the anti-Chinese movements that occurred in Indonesia between 1959 through 1961; and the cultural relations between Indonesia and China. The discussion here is limited to publications in the English and Chinese languages; this paper does not make any attempt to include relevant scholarly works that may have been published in Bahasa Indonesia or other languages.

The paper reports the 9th Polish Conference on International Relations: 2017 – a Year of a Change organized by the Faculty of Political Science and International Studies at Nicolaus Copernicus University in Toruń on June 2, 2017. It presents not only the scope and process of this years’ conference but also briefly describes the idea of annual meetings of young Polish scholars interested in widely understood international relations. The conference report presents accompanying events of the conference, which gave its ninth edition unique atmosphere. It also points out the way this years’ conference contributed to the unification of the community of students and PhD students in Poland who are researching a variety of subjects related to international relations.

This article examines the role of Karimov regime and his opponents in influencing Turkish-Uzbekistani relations in the 1990s and its consequences for later developments. Following the description of the characteristics of Turkish-Uzbekistani relations, it will be discussed how far had the opposition leaders such as Abdürrahim Polat and Muhammad Salih an impact on the worsening of the bilateral ties between Turkey and Uzbekistan. This article then stresses Turkey’s attitude towards Uzbek opposition leaders which finally addresses the reasons for worsening of Turkish-Uzbekistani relations such as the bombings of Tashkent, Uzbek students in Turkey, Gülen Movement as well as the ideology of Pan-Turkism.

The mass demonstrations, which took place in the North Africa, soon called "Arab Spring", constituted unexpected surprise for Western Great Powers. As yet, the international community, haven't expected, that mass protests could, firstly became grass roots initiative, which do not have any connections with political or religious organizations, secondly boiled over into huge, social movement able to drive authoritarian regime out. Western Great Powers were confident that such situation could have happened after coup achieved by Islamists. Events that took place in the North Africa at the turn of 2010 and 2011 have shown the miscalculations of the West. This paper presents the reactions of Western Great Powers to "Arab Spring".

In this article, the image of Poland in the Bulgarian mass media was analyzed. This image was presented on the basis of reports that were made by employees of the Polish Embassy in Sofia and sent to the Polish Ministry of Foreign Affairs. The Polish Embassy in Sofia had the biggest impact in promotion of the Polish themes in the Bulgarian mass media. Polish issues have been present in the Bulgarian mass media from the beginning of political transformation, although the media presented information from Poland with varying frequency. The popularity of Polish issues in the Bulgarian media grew significantly when important political and economic events took place in Poland, or when there were meetings on the highest level between representatives of both states. During this period, the mass media created a positive image of Poland, mainly regarding economic issues. Poland was recognised as the leader in the process of political and economic transformations among Central and Eastern Europe countries.

This paper focuses on relations between Japan and the two Koreas, the Republic of Korea and the Democratic People’s Republic of Korea. Relations between Japan and the two Koreas can be simultaneously examined in three related contexts: the history of the national entities which is still subject to divergent interpretations, the post-Cold War East Asian security environment, and international relations (IR) theory, particularly the contrasts between neorealism, neoliberalism and neoclassical realism. In addition to traditional relations, the Japanese occupation of Korea (1910–1945) still serves as a relevant area of sensitivity between all three nations. The post-Cold War East Asian security environment is a complex mixture of vestiges of the Cold War and new regional paradigms and shifts of power, particularly against the backdrop of competing big-power interests converging on the region. Both the relations between these three nations and as well as the regional concerns of other state-actors have often been focused in recent years by North Korea’s developing nuclear weapons and missile technologies. Japanese-Korean relations present a contentious subject for IR scholars to debate the respective merits of various theoretical approaches. It is the opinion of the author that on balance, at least for the time being, neoclassical realism is a better lens through which to view these relations.
Podejmując problematykę stosunków japońsko-koreańskich starano się przedstawić je w trzech kontekstach: historycznym, bezpieczeństwa regionalnego w Azji Wschodniej po zimnej wojnie i teorii stosunków międzynarodowych. Od najdawniejszych czasów historia stosunków między Japonią a Koreą naznaczona była aktami agresji i przemocy ze strony Japonii. W wyniku najazdu dokonanego przez Toyotomi Hideyoshi (1592–1598) Korea na długie lata popadła w zapaść gospodarczą. Japońska okupacja Korei (1910–1945) zapisała się w świadomości narodu koreańskiego jako okres prześladowań i eksterminacji. Pamięć o próbach wykorzenienia tożsamości narodowej w okresie japońskich rządów kolonialnych jest ciągle obecna wśród Koreańczyków. W 1948 roku na mapie politycznej świata pojawiły się dwa państwa koreańskie, komunistyczna Północ i mające demokratyczne aspiracje Południe. Wybuch wojny koreańskiej (1950–1953) był symbolem globalnego konfliktu ideologicznego zimnej wojny. Podzielona Korea stała się głównym źródłem zagrożenia dla bezpieczeństwa regionalnego w Azji Wschodniej. Na skutek mediacji Stanów Zjednoczonych doszło do podpisania w 1965 roku traktatu normalizującego stosunki japońsko-koreańskie. Traktat ten umożliwił nawiązanie stosunków dyplomatycznych między Japonią a Republiką Korei. Pomimo, że nie zostały nawiązane oficjalne stosunki dyplomatyczne między Japonią a Koreańską Republiką Ludowo Demokratyczną, w Japonii w 1955 roku zezwolono na utworzenie Związku Rezydentów Koreańskich. Jednakże antyjapońskie uprzedzenia wynikające z negatywnych doświadczeń historycznych nadal stanowią źródło napięć i kontrowersji między trzema państwami. W stosunkach Japonii z państwami koreańskimi miejsce szczególne zajmuje problem denuklearyzacji Półwyspu Koreańskiego. Istnieje bowiem realne niebezpieczeństwo wynikające z posiadania broni atomowej przez reżim północnokoreański. Prowadzone z przerwami rozmowy sześciostronne nie przyniosły oczekiwanych efektów. Półwysep Koreański ciągle pozostaje miejscem regionalnego zagrożenia bezpieczeństwa. W niniejszym artykule stosunki japońsko-koreańskie są także rozpatrywane przez trzy podejścia teoretyczne: neorealizm, neoliberalizm i neoklasyczny realizm.

With the advent of the pandemic and the outbreak of individuality in inter-state politics, semiconductors, products that have become widely used by high-tech companies, have led to an increase in worldwide demand. But growing nationalism has led nations not to cooperate on the successful joint and equitable growth of these innovative technologies. This research analyses through a PEST analysis the political, economic, social and technological consequence of these choices for the largest semiconductor company, TSMC. The results show how, to date, the international chessboard poses four choices facing TSMC’s future, each based on how nations will approach future collaborative choices.

The main aim of the article is to present different spheres of the Polish relations with North African countries, from the end of the Second World War until the end of the 80's of the last century when political transition begun in Poland. The adopting hypothesis states that despite significant differences in natural conditions, political systems, structure of economies, natural resources, culture and religion, Polish relations with Arab African countries have been developing in an investigated period. The origin of these relations was outlined in the context of global and regional political situation. Polish government supported Arab national movements. Poland established official diplomatic and economic ties with Arabic African countries which have gained independence. Those ties have been expanded in the 60's, 70's and 80's of the 20th century. Besides close diplomatic relations the main field of cooperation concerned economy. Turnover in mutual trade increased steadily, Poland transferred technologies and sold licenses, Polish specialists built transport infrastructure, public buildings, hospitals, sea ports, power stations, refineries, cement factories, textile factories, meat factories, sugar factories and other factories and also whole town's quarters, maritime lines between Polish and North African sea ports were established. Polish specialists carried out agricultural services. Thousands of Polish high skilled personnel worked in Arab African countries as: civil and mechanical engineers, technicians, doctors, nurses, architectures, lecturers at universities, agricultural experts. There were a quite large scale science and cultural cooperation. Few thousands of students from North Africa were educated in Poland. The fundamental changes in global order and political transition in Poland after 1989 caused deep and permanent setback in Polish relations with Arab African countries, especially in economic relations.

This paper demonstrates the most formidable challenges that the Policy Planning Staff in the Department of State has been facing since it was created in 1947 by G. Marshall and G. Kennan. In the first place attention is paid to the history of this institution. The following turning points were identified: the creation under G. Kennan and the incumbency of H. Kissinger as a Secretary of State. Then there are debated a few most important issues which the Policy Planning Staff deals with. It comprises difficulties in exerting influence, impossibility of merging the focus on strategic thinking with operational disposability. Finally, in the article there are presented some ideas of Z. Brzezinski who sought to enhance the Staff's performance. The intention of this article is to shed light on the obstacles that the policy planners have to tackle in order to effectively impact the American foreign policy. This issue has not been exhaustively discussed yet in the Polish scientific literature.

While considering the issues associated with diplomacy it can be stated that its establishment in the context of international relations is a key element. However, in the description of international interactions diplomacy represents just one of the aspects in this area. This paper presents the information concerning the theory of international relations as a scientific discipline dealing with the cultural, economic and political reality. It clarifies who the participants of international interactions are, what interactions come into play and which methods, tools and techniques can be employed to achieve the set objectives. In the contemporary international arena relations between the states are being manifested in numerous forms and, therefore, the knowledge of the basic modi operandi used by their diplomatic service representatives is an essential aspect leading to the resolution of potential disputes and conflicts.

Russia’s intervention in Syria in 2015 marked the Russian Federation (RF) return as a key player in the Middle East and North Africa. In this context, the relations between Russia and the UAE are of utmost importance for both entities, for the region, and globally. This article seeks to fill a gap in scholarly knowledge by answering questions about the nature of the emerging cooperation between Russia and the UAE. How Russia seeks to use the UAE to expand its sphere of influence in the MENA region and how the UAE uses this cooperation to achieve its foreign policy goals. The article applies protocooperation (an analogy to the ecological relationship) as a model for the Russia-UAE partnership. The RF is strengthening its position in the MENA regarding the UAE as a key partner for regaining its political, economic, and military influence in the MENA region. Russia-UAE’s partnership aims at achieving conjunctural geopolitical interests benefiting from diminished Western, mainly the US, presence in the region.

The Warsaw Uprising of August to October 1944 is a most appropriate subject given the impending 60th anniversary observance of this heroic and tragic occurrence. Our panel affords us with the opportunity to discuss and to reflect on this event, which in many ways embodies so much of the larger story of modern Poland. Our discussion occurs also at a time when we recall many other events of 1944, a climactic year in World War II. June 6 marks the 60th anniversary of the successful and massive Allied military invasion of France in Normandy. This victory was the decisive military achievement of the United States of America and its allies against Nazi Germany on the western front.

Article discusses three basic issues: 1. Relationship between Sport and Politics during “the Cold War”; 2. Sport and Politics in Central and Eastern Europe during the fall of Soviet communism; 3. Sport and Politics in the context of changes in International Relations at the beginning of the XXIst century. During the „Cold War” – what has meant Soviet domination over Central and Eastern Europe – the sport was regarded by the communist regimes as an important factor of politics therefore its role was ambivalent: on the one hand it was a key element of propaganda, on the other one, it became a “niche of freedom” and resistance against totalitarian regimes in Eastern Europe. Ironically, after 1989, sport in this part of Europe has become a “victim” of socio-political transformation, in particular, such statement refers both to the professional sport as well as to the issue of mass sport. The situation has changed as a result of European Union's enlargement in 2004, and emergence of a new market that was ready to perform the tasks related to the organization of major sporting events. In this context – not only socio-economic but also geopolitical one – we should understand why Poland and Ukraine organized UEFA European Football Championship in 2012. It should be also recognized that the sport – as result of activities of organizations such as the IOC, FIFA, UEFA – has reached a significant role in the overall International Relations in Europe and the world.

For the purposes of this article it has been assumed that public opinion is a rapidly changing state of consciousness of large social groups, made up of more or less stable ideas and beliefs, relating to debatable issues, which has a direct or indirect impact on the current or future interests of society by its properties. This article aims to analyze the impact of public opinion on Polish foreign policy after 1989. The article assumes that: the public opinion has an impact on decisions affecting foreign policy, although the extent of this impact is very different and often is purely indirect; impact of public opinion in Poland on foreign policy increases, but still shall be defined only as incidental impact; public opinion in Poland does not determine foreign policy.

Objectives: The article considers the changes that occurred in bilateral relations between Russia and Austria in the period before and after the start of the military invasion of Ukraine in February 2014. Austria, as the subject of the study, was chosen because of its peculiarities as a perpetually neutral country and state - member of the European Union. The country to shape its bilateral relations with Russia in a particular way, which has changed since the beginning of military operations in Ukraine. Methods: The analysis and synthesis of knowledge, the case study method, the hard and soft power theory of Joseph Nye, a method of observing current political and military events. Results: 1. Until the conflict with Ukraine, which took the form of war in February 2022, relations between Russia and Austria were friendly, based on mutual benefits. 2. The Austrian government to take an unambiguous stance towards the conflict and to stand in solidarity with other EU countries. 3. The bilateral relations to rapidly weaken and deteriorate, which can be seen in the public statements of Russian politicians. Conclusions: Austria played a special role in bilateral and multilateral contacts in the international environment. Russian sought to influence Austria through diplomatic, informational and economic means. By publicly condemning the armed invasion in Ukraine and accepting the sanctions imposed on Russia by EU countries, Austria received a harsh reaction from Russia in the diplomatic forum. In the long run, this may dramatically change the arrangement of mutual relations between the two countries.

In this article, the author conducts an analysis of China’s means of influence in the Western Balkans region, and places special emphasis on the state’s economic investment in infrastructure and energy, studying its connection with Beijing’s foreign policy and that of the Balkans themselves. The main objective is to study China’s influence on the development of the region, and to ask ourselves about the role of the Balkans in the BRI, and to analyse how this investment has materialised as well as the challenges it entails for the EU. This will primarily be done through a review of data obtained both from specialised literature and from open institutions’ databases. The author concludes by pointing out that Chinese investment has not played a particularly key role in the development of the region, but that it entails risks for the EU as regards China’s cultural and political influence when presenting itself as an alternative model to the West, and that the EU faces the challenge of counteracting this influence with inclusive and attractive policies for the Balkan countries.

For the purposes of this article it has been assumed that the army should not become an autonomous constituent of the state’s structure, since this would pose a threat of taking over a dominant position by this specific formation. The aim of the article is to analyze the modification of the reasons for the outbreak of war, and the means of conducting it. The ongoing changes in the security environment, both in national and worldwide scale, as well as the proceeding national interests of our country imply increasingly advanced tasks for the army and considerably extend their range. The process of transformation in the Polish army is being continued. Further changes are targeted at increasing operational capability in order to enable efficient accomplishment of domestic tasks and performing missions outside its borders. In the contemporary international reality there is a prevailing conviction, that the threat of the outbreak of a global-scale war is rather unlikely. However, other jeopardies and risks have recently come to the fore.

This paper addresses the legitimacy issue of transnational non-governmental organizations. The sources of legitimacy are identified and analyzed and the focus is given on those which are most frequently used by transnational non-governmental organizations. Arguments and counterarguments which dispute this legitimacy are also identified. Emphasis is given on the discrepancy of social and normative concept of transnational nongovernmental organizations legitimacy, because the tendency to consider them under the legitimacy of liberal democratic states as constitutionally defined institutions still persists.

Currently, when the world is no longer divided into two political-military blocks, local conflicts have ceased to be a surrogate training ground of rivalry between two superpowers. In most cases, they do not therefore constitute a direct threat to the world peace. Although, after the collapse of the Eastern bloc, local conflicts have lost their strategic dimension, we still have to deal with increasing number of new trends among the conflicts in the world. They cause political instability in various regions and bring substantial suffering to the people, and death, famine and epidemics. Their development brings new challenges, and thus the new visions of the future of the world around us.

The actions indicated above and taken by the United Nations and the European Union (in spite of their different international law status) argue that objectives attributed to international organisations are not only postulates, but a basis for actions taken specifically, both in the legal and actual dimension. Therefore, the main research objective adopted for this study was to bring them closer, with particular emphasis on the UN and the EU joint actions for international security. Due to the complexity and multifaceted nature of the discussed subject matter of these considerations, they will be confined to the T-306/01 Ahmed Ali Yusuf and Al Barakaat International Foundation case recognized by the EU Court of First Instance. In there, as in a lens, interrelationships between the international organisations in questions are concentrated; and not only in terms of international cooperation, but, more importantly, in terms of the principle of the primacy of the United Nations law over other legal regimes.

Trends in the EU and NATO are certainly a part of global international efforts and communications along with being integral parts of the actions of those progressive forces that strive towards global peace, security, and social progress. Therefore, European trends cannot be taken out of the global context of international relationships or any other efforts to make positive changes in the world. The countries of the Western Balkans are faced with important political, economic, and security challenges, and should support one another in the process of their accessions to the EU and NATO and create the necessary conditions for the development of a better European defense and security relevant as regards the security interests of NATO. As part of democracy and humanity, their friends should help in the building of a safer geopolitical environment. In the search of a better solution, it is recommended to focus on the values and goals of all citizens and peoples of the Western Balkans. This primarily includes dignified living in a modern, prosperous, and democratic country. A country of this kind in the Western Balkans can exist only by being fully integrated in the European and global organisations and by respecting contemporary global standards. The future of the countries of the Western Balkans cannot rely on negative, narrow-minded concepts or approaches. Their future should be founded on universal human values. And not only the future of the Western Balkans, but the entire region where it is situated. All of us should understand that happiness and prosperity of one people in this region should not be built upon the misfortune of others.

Interpretive International Relations (IR) has become a robust and diverse research programme, consolidating across various subfields of the discipline. However, this is a recent phenomenon. While early classical realists and English School scholars clearly drew on interpretive thought, these contributions did not coalesce into a welldefined and specifically interpretive research agenda. The ‘interpretive turn’ in social sciences and humanities in the 1970s and epistemological pluralisation of political science and IR in the 1990s slowly made space for interpretive theory and research. This paper reconstructs, first, what makes interpretive IR distinct, and, second, what it means to engage in interpretive inquiry in this field, conceptually and substantively. It discusses in particular the implications of the monist ontological position that interpretivists tend to occupy and the conditions of knowledge production within the hermeneutical circle. These reject the possibility of transcending the context and bring to bear the researcher’s involvement in knowledge production as inevitable but generative. The paper also explicates the still poorly understood concept of ‘intersubjectivity’ as being defining for the interpretivist sensibility and one which directly contests positivist ideals. Interpretive IR scholarship serves as a veritable showcase for interpretive research practice, and points to the growing significance and volume of such scholarship.

The aim of this article is to introduce the theoretical basis of regional security and the functioning of regional security institutions in the light of international relations. The article includes: consideration of definitional aspects of international security of a state and regional security, criteria of regional security, approaches to the issue of security in selected theories in international relations as well as threads dedicated to their origin, evolution and current forms of activity of regional security institutions. The conclusion of the article indicates that the sources of cooperation in the area of regional security can be perceived in two ways: firstly, as a result of the natural desire of states to cooperate with each other, striving for regional integration, and the expression of the identity and regional culture. Secondly, primarily in the effect of states' endeavors to obtain hegemony in the region, the desire to protect sources of security diversification, and finally the result of the belief that collective action can be more effective in countering threats and mitigating effects of the weakness of nation states in the anarchic international environment.

Materiał stawia także generalne pytanie czy właśnie w Zatoce Rosja w dłuższej perspektywie może zaoferować alternatywę wobec tradycyjnych wpływów Zachodu.

This article demonstrates that discourses of popular culture are powerful and implicated in International Relations (IR) studies. The article makes two correlated claims: the first is that the humanist and anthropological methodology often used to analyse pop culture could also be used to analyse international issues, if appropriately contextualized; the second claim is that a nation can manifest its ‘discourse’ in international politics via its popular culture, as soft power.

This article investigates the challenges of the liberal democracy in the new international context, provoked by the emergence of the new great powers (Russia and China), and especially the establishment of the BRICS grouping in the world political scene. Namely, this article ‘clashes’ the both paradigms of BRICS and the EU, in order to conclude their performances in relation to the values of liberal democracy. In that context, especially is stressed the liberal axiological set of the EU, as a postmodern entity, with typical soft power in the international relations. The EU soft power stems from its axiological set, which predominantly is composed by the values of liberal democracy. The new international context is characterised by the establishment of liberal and illiberal actors. The IR theorists treated the USA and the EU as main represents of the liberal democracy, whilst Russia and China, as illiberal democracies, or simply, autocracies. This article concludes the forthcoming challenges of the liberal democracy in the new international context, as well as the place, role and the international political capacity of the EU, in relation to its mission for safeguarding and advancement of the liberal democratic values.

Crimea annexation and ongoing Ukrainian crisis are major issues which have influenced the perception of security in Europe, being a result of the Russian Federation assertive policy making. As fundamental Russian national interests are defined in ‘Russian National Security Strategy to 2020 (RNSS)’, it deserves closer attention as it provides insight into strategic national priorities and prescribes measures to ensure security and development. The paper aims to analyse threats recognized in the Strategy including those related to three Baltic States. The paper analyses the main threats arising from RNSS towards the Baltic region, next it evaluates the actual feasibility of Lithuanian, Estonian and Latvian defence concepts to counter threats emerging from RNSS and implications for the Baltic States’ military security.

This paper examines Japan's present and future international security role in the light of changes affecting the Asia-Pacific Region. Japan always had a major impact on this region despite of its post-World War II uncomfortable geopolitical position. The article examines the historical origins and characteristics of Great Britain’s European policy from the Middle Ages to the II World War in the context of general trends of development international relations in Europe. Special attention is paid to the analysis of theoretical concepts of leading European political integration. Views of the European (continental) and English (British) thinkers and politicians on the problem of European political unity are presented. According the author’s conclusions we may confirm about the specific British model of European integration and participation the country in processes of regional political association. The imperial strategy of “splendid isolation” in XVIIIth – XIXth centuries was embodied in the main principle of the Britain’s European policy and formulated in 1930 by Winston Churchill: “We are with Europe but don’t belong to it.” At the same time, the political thought of UK was developed in line with European trends. William Penn, John Bellers, Jeremy Bentham, James Lorimer put forward their own vision of European political unity. During the II World War the idea of European integration has gained popularity. The originality of British culture, great practical historical experience of European policy, supported by theoretical projects of European political unity formed the necessary basis for the start process of practical implementation idea of European political integration during the second half of the ХХth century.

The cybersecurity issue discussed in the paper is seen from the perspective of political science with the indication that the subject under discussion concerns the multifaceted nature of the state’s actions, which consists of political, economic, social, and cultural factors. At the same time, the work also intends to prove that cybersecurity is not only a domain of technology because it is the mentioned aspects that shape the conditions of stable development of the state and its citizens in a space dominated by cyber technology in a much more decisive way. Given the growing role of cybertechnology in almost all areas of human life, its importance also forces and inspires political science to question the shape and model of modern policy, which is significantly evolving under the influence of new technologies. On the one hand, emerging cyber threats reveal the weakness of the state and the dependence of state institutions on cybertechnologies, but on the other hand, existing cyber incidents may also motivate many governments to take action to increase the level of cybersecurity.

This paper explores the social dimension of security concerning public broadcasters in Poland and in Italy. Public broadcasters are obliged to design their content around a mission. This is a requirement under national regulations on state security. Throughout the XVIIIth century, Anglo-Russian relations were very contentious. The Ochakov crisis of 1791 risked escalating into direct military action between Russia and England. Ambassador Count S.R. Vorontsov managed to garner the support of members of the House of Lords and the House of Commons of the English Parliament, come in contact with the Prime Minister, members of his cabinet and opposition leaders. The above mentioned allowed him to handle the possibilities of the press, publishing houses and the opposition during the Ochakov crisis of 1791 as well as influenced a public opinion in Britain. In large part, because of the active actions of S.R. Vorontsov and his office staff, it was possible to avoid an armed conflict between Russia and England. One of the closest employees of Semyon Romanovich was the son of a Ukrainian priest Yakov Ivanovich Smirnov, who was considered by many contemporaries as one of the outstanding employees of the office of the Russian Embassy. Ya. I. Smirnov was knighted of the Order of St. John under Paul I, and then the Emperor’s stunning decision took place – the priest was appointed charge d’affaires of Russia in London. V.F. Malinovskiy, the future first director of the Tsarskoye Selo Lyceum, served in Vorontsov’s office. After leaving London, he worked as a secretary at the negotiations in Iași in 1792. As well as V.F. Malinovskiy, V.P. Kochubey hailed from Ukraine. The nephew of Count A.A. Bezborodko was in London from the early spring of 1789 until January of 1791. In 1793, Vorontsov gave V.P. Kochubey, who was diligently engaged in his education, a brilliant character reference. Over the course of his service, Count S.R. Vorontsov regularly defended the interests of the employees of his office; he knew how to gather individuals for his inner circle and work. In the XIXth century, there was a concept of “official of the Vorontsov school”. S.R. Vorontsov and members of his office used the methods of modern public diplomacy, which implies means used by governments, private groups and particular persons to change the views of other people and governments in order to influence their external political decisions. Public diplomacy is a tool for creating the image of the state. Appealing to public opinion, publication of government documents, use of the mass media and issuance of brochure for manifesting one’s position are methods which play a crucial role in modern public diplomacy, which originated due to Ukrainian diplomats as well.

Relations between Russia and the European Union are particularly important in the sphere of the production, transmission and use of energy resources as it is in this field where Russia possesses its key strategic assets, and the European Union heavily relies on supplies of oil and natural gas from this country. Russia wants to be perceived as a superpower by the European Union countries and believes that having such a status will contribute to its further progress. In order to accomplish this goal it should take advantage of its superior position in the field of power industry. In the past, both in the times of czarism and the Soviet Union, Imperial Russia built its status as a world power primarily by using its military potential to expand its territory. We compare this tradition to Russia’s present attitude, the latter is undoubtedly less dangerous and it may become the basis for mutually advantageous cooperation.

‘Central Asia’ is a unique and diverse region of the world that landmass distinct from other regions and sedentary civilisation is one of the characteristics. The geography of this region is considered a controversial discourse among scholars in international relations and, Europeans prefer to call them ‘Central Eurasia’, but Asian scholars frequently used the term ‘Central Asia’. However, the history of Asia was not stable and similar in the past. In this regard, this article tries to find the status of the Central Asia in international relations from a historical to empirical discussion in academia. Through the discourse analysis applied here to trace scholars, historians, institutions, governments, and sociologists’ perspective how they treat ‘Central Asia’, whether it is a deeply profound ‘region’ or precise existence. The initial argument says that Central Asia is more significant due to the geostrategic point of view and attracts superpowers in the ground of diplomacy play.

Between 2009 and 2015, three early parliamentary elections have been held in Israel, which have led Likud party with Binjamin Netanyahu as the leader to the power. The role of this article is to analyse the election campaigns in these years, paying particular attention to the context of relations with the European Union. The work aims to answer the research question, what were the main issues raised by public opinion during the elections in 2009, 2013 and in 2015, and whether European subjects were important for Israeli politicians and their voters. The work used a behavioural method combined with the descriptive and analytical method, which was conducted primarily through the use of press releases and the Internet’s most important Israeli newspapers.

The USSR disintegration has generated a new geopolitical and geostrategic situation for Russia. She was „pushed deep inside Eurasia”, which was perceived as something inadmissible for a country that has been playing a major role in international politics and in Europe for centuries. Claiming to be qualified as a great power, Russia aspires to regain the former status - the superpower. Successive enlargements of NATO and the EU to the east have pointed out the inconsistency of Russian policy. As Georgia and Ukraine have embraced the Euro-Atlantic vector and Moldova - the European one, then it was revealed that Russian interests derive from the main (unofficial) objectives of its foreign policy, but also of geostrategic interests – to maintain control over the former Soviet republics. In order to preserve its great power status, Russia needs to maintain its influence, including military presence in Moldova as an instrument of exerting political pressure.

My reflections are focused on the issue of women's impact in the realm of international relations and world politics. These dimensions are discussed far too rarely in reference to the role of women and if so, majority of the analyses merely touches upon the surface of this phenomenon. Undeniably, the compexity of contemporary trends and long-term tendencies calls for more research in this area. Perhaps ourselves, the women of academia, we are not aware of the profound impingement of the feminine element on the world of inetrnational affairs. In order to counter these tendencies, the paper ponders three questions in particular: The first one asks how the relational nature of a woman influences the realm of international relations. The second raises the issue of the nature and direction of an evolution observable in the realm of world politics both in the theory and in practise. And finally, basing on obtained answers, I should like to question some possible recommendations for the future.

The article analyzes anti-Turkish Media-campaign broken out by major Russian TV channels after the November 24, 2015 incident when Russian bomber Su-24 while carrying out its task in the northern part of Syria was shot down by Turkish F-16. The author shows methods of creating enemy image and considers aims and results of respective propaganda campaign. The article tries to estimate consequences of cooling in Russian-Turkish relations including the effectiveness of admitted retaliatory military and economic sanctions against Turkey. It is concluded that there are very serious misunderstandings between countries regarding the future of Syria and their positions in the Middle East region. It might lead to a repeat of crisis such the world faced with after the Su-24 incident, though Russian and Turkish governments have learned their lessons and have become more cautious. They will try not to push the matter through and launch straight-line collision.
В статье анализируется антитурецкая кампания, которую ведут главные российские телеканалы после инцидента 24 ноября 2015 года, когда российский бомбардировщик Су-24 был сбит ракетой с турецкого истребителя F-16 во время выполнения задания в северной части Сирии. Показана техника создания образа врага, а также цель и результаты этой пропагадистской кампании. Автор поста- рался оценить результаты охлаждения российско-турецких отношений, а также эффективность введения политических и экономических санкций относительно Турции. Он пришел к выводу, что между странами существуют серйозные про- тиворечия в понимании их позиции на Ближнем Востоке и будущего Сирии. Это грозит повторением кризисных ситуаций, похожих на инцидент с Су-24, не смот-ря на то, что правительства России и Турции сделали выводы после этого случая, стали более осторожными и будут стараться не перейти к прямой конфронтации.

This article critically examines the promises and pitfalls of realist explanations of power politics in Europe. Starting with the pitfalls and drawing on a previous paper about the end of the realist tradition in Europe, Jørgensen argues that realism is a theoretical tradition (among several others) and that as such realism's utility as an explanatory tool is close to zero. By contrast, realist theories might have some utility in explaining power politics, not least in applications of balance of power theory, balance of threat theory, theories of alliance politics, power transition theory or theories of foreign policy. Subsequently, the explanandum, 'power politics', is characterised as an attractive yet slippery concept that is in severe need of specification. Moreover, the article points out the obvious, specifically that the region in question - Europe - is part of the world and that, when explaining power politics in Europe, several (neo-)realist approaches would highlight the importance of systemic structural factors. Concerning the promises of realist explanations, it seems useful to examine the conditions under which the utility of realism in explaining power politics in Europe would increase: i) further gains of the European right and far right; ii) further advances of revisionist Russia; iii) the EU disintegrating, cf. challenges to the euro, Schengen, and exit strategies such as Grexit and Brexit; iv) intra-realist tradition developments include a thorough reconsideration of the realist research agenda, for instance: by means of entering the experience of problem-oriented eclectic approaches, specifically giving up claims about realist supremacy, forgetting the bold claim that only realist theories describe the world as it is, specifying when or where realist theory is relevant and where it is not. The article has three recommendations: realists should give up Europe as a region in which realist approaches are relevant (with a few notable exceptions); instead realists could choose global power shifts or regional balances of power in the Far East or the Middle East. The engagement of the US/Russia/Iran/Turkey/ Saudi Arabia in the Middle East could be seen as a soft case for realist analysts.(original abstract)

Problematyka państwowości Palestyny pozostaje jednym z najbardziej kontrowersyjnych zagadnień współczesnego prawa międzynarodowego i stosunków międzynarodowych. Mimo stanowiska prezentowanego w rezolucjach Zgromadzenia Ogólnego ONZ, a także przystąpienia Palestyny do wielu ważnych umów międzynarodowych, na prawach takich samych jak powszechnie uznane państwa, część państw wyraża nadal wątpliwości, jeśli chodzi o istnienie Państwa Palestyńskiego. Niniejszy artykuł ma na celu ukazanie, że Palestyna spełniła kryteria państwowości, a państwa, które do tej pory nie dokonały jej uznania, dopuszczają się tzw. uznania spóźnionego. W pierwszej części artykułu są więc krótko omówione wzajemne relacje między instytucją uznania a zjawiskiem państwowości. Dalej scharakteryzowana jest obecność Palestyny na forum ONZ. Kolejna część poświęcona została omówieniu spełnienia przez Palestynę kryteriów państwowości. Następnie przedstawione są przykłady relacji bilateralnych Palestyny i nieuznających jej państw, co służy wskazaniu, czym jest uznanie spóźnione i dorozumiane. Palestine's statehood remains one of the most controversial issues of contemporary international law and international relations. Despite the position presented in resolutions adopted by the UN General Assembly as well as Palestine having joined many important international agreements under the same conditions as universally recognised states, some states still express doubts about the existence of the State of Palestine. The aim of this article is to show that Palestine has met the criteria of statehood and that states which have not so far recognised it are guilty of belated recognition. The first part of the article will briefly discuss the mutual relations between the institution of recognition and the phenomenon of statehood. Then the author shall characterise Palestine's presence in the United Nations. The next part will be dedicated to discussing how Palestine meets the criteria of statehood. Following that the author shall present examples of bilateral relations between Palestine and the countries that do not recognise it, which shall be later used to elaborate on the definitions of belated recognition and implicit recognition. The last part has been devoted to issues related to belated recognition.(original abstract)

Several projects like the Silk Road have been developed by different countries in the post-1991 period, but there is only one that had a tremendous global impact: the “One Belt One Road” (Belt and Road) Initiative developed by China. This project was first announced by the Chinese President Xi Jinping during his visit to Central Asia in 2013, and has subsequently had a tremendous global, regional and national effect. The Belt and Road Initiative not only covers almost the entire Asian continent, but also a large geographical area that extends from East Africa to Europe. Through this project China aims to promote common development and welfare sharing among all countries along the Belt and Road routes, to establish mutual political trust between China and these countries, to more effectively connect transportation networks among regions and cities along the routes, and to establish cultural contact between societies. Accordingly, China wants to put its development process on a planned and solid basis by increasing its global impact in the economic, political, and cultural fields.

It was linked with the new generation concept popularised by Russian military thought. The essence of the hybridity is not new, as using a combination of military and non-military instruments is as old as mankind and is recognised but interpreted differently. The paper examines both the concept and its implementation based on case studies and theoretical considerations. It debates possible ways of using it to confront targeted nations by a combination of a variety of tools and approaches.

Contrary to appearances, it is difficult to make a straightforward distinction between „internationalism” and „imperiality”. On the one hand, from the point of view of a normative theory of international politics, crossing this line seems to lead from legitimization of international relations (internationalism) to a lack of it (imperiality), and from normality to uniqueness. On the other hand, from a historical point of view, the empire is a ubiquitous form of participation in the internationalism of the social world. One of the „sacred” rules in the discourse on the modern international system seems to be the prohibition of the empire. During the last twenty years the notions „empire” and „imperialism” have returned to the language of analysis of international relations. One can observe a specific rehabilitation of the notion of empire as a unit of analysis and imperialism as an international relation practice. The article presents the understanding of the notions „empire” and „imperialism” in the studies of international relations and the history of international relations. The author discusses often ignored in the international relations studies ideas and practices shared by empires and the influence that the overseas empires exerted on Europe and its culture. A significant problem discussed by the author is the explanation of a lack of particular interest in imperialism in the main research streams in studies of international relations. Therefore, the author presents the essence of understanding of the problem of imperialism in the streams of theorizing in international relations inspired by Marxist critique of capitalism, starting with W. Lenin and K. Kautsky, through E. Wood, A. Gunder Franka, I. Wallerstein, and finishing with M. Hardt, A. Negri and theorists of new imperialism. In the last part of the article the author motivates his thesis that one hundred years of theoretical reflection over the empire and imperialism, in which a significant place is taken by research carried out in the 2nd half of the 20st century in the form of dependency theory and analysis of world-systems, has taken a roundabout way, returning at the beginning of the 21st century to the problem of violence and strength within the capitalist social relations. Recent events in international relations have shown troublesome relations between the ideal of social agreements, especially in the economic sphere, and using military force in international relations.
Wbrew pozorom trudno przeprowadzić jednoznaczny rozdział pomiędzy „międzynarodowością” i „imperialnością”. Z jednej strony, z punktu widzenia normatywnej teorii polityki międzynarodowej przekraczanie tej linii wydaje się prowadzić od legitymizacji stosunków międzynarodowych (międzynarodowość) do jej braku (imperialność) i od normalności do wyjątkowości. Z drugiej strony, z historycznego punktu widzenia imperium jest wszechobecną formą uczestnictwa w międzynarodowości świata społecznego. Jedną ze „świętych” zasad w dyskursie o nowożytnym systemie międzynarodowym wydaje się być zakaz imperium. W ostatnich dwudziestu latach pojęcia „imperium” i „imperializm” wróciły do języka analizy stosunków międzynarodowych. Dokonuje się swoista rehabilitacja pojęcia imperium jako jednostki analizy i imperializmu jako praktyki stosunków międzynarodowych. Artykuł przedstawia rozumienie pojęć imperium i imperializm w nauce o stosunkach międzynarodowych i historii stosunków międzynarodowych. Autor omawia często pomijane w nauce o stosunkach międzynarodowych idee i praktyki podzielane przez imperia oraz wpływ jaki zamorskie imperia wywarły na Europę i jej kulturę. Istotnym problemem omawianym przez Autora jest wyjaśnienie braku szczególnego zainteresowania imperializmem w głównych nurtach badawczych w nauce o stosunkach międzynarodowych. Autor przedstawia zatem istotę rozumienia problemu imperializmu w nurtach teoretyzowania o stosunkach międzynarodowych inspirowanych marksowską krytyką kapitalizmu poczynając od W. Lenina i K. Kautskiego przez E.Wood, A. Gunder Franka, I. Wallersteina na M. Hardt, A. Negri oraz teoretykach nowego imperializmu kończąc. W końcowej części artykułu Autor uzasadnia tezę, że sto lat refleksji teoretycznej nad imperium i imperializmem, w której istotne miejsce zajmują także badania prowadzone w drugiej połowie XX w. w formie teorii zależności i analizy systemów-światów, zatoczyło koło powracając na pocz. XXI w. do problemu przemocy i siły w ramach kapitalistycznych stosunków społecznych. Ostatnie wydarzenia w stosunkach międzynarodowych ukazują kłopotliwe związki między ideałem umów społecznych, szczególnie w sferze ekonomicznej a stosowaniem siły militarnej w stosunkach międzynarodowych.

The article deals with the study of the issue of diplomatic counterculture the definition of which the author introduces into scientific use. The breach of protocol takes place either due to its ignorance, which is non-typical for professional politicians, or for a public demonstration of zero tolerance to particular political objectives. In this context, the meeting of the Polish charge d’affaires with a representative of the People’s Commissariat for Foreign Affairs (NKID) in Moscow dated February 1, 1995 is of special interest. The latter demanded from the diplomat to comment behavior of some members of the diplomatic corps, who didn’t stand up when signing the Internationale (anthem in that period) during one of the official events. Another NKID’s complaint against the diplomatic corps concerned the reluctance of diplomats to stand up for greeting the Soviet vozhds (leaders), including J.V. Stalin who didn’t hold any official leadership post in the system of the Soviet state. In the author’s opinion, J.V. Stalin was one among Soviet politicians of the most sophisticated improvisers, professionally manipulating the norms of diplomatic protocol and etiquette. In 1939, J. Ribbentrop had talked about vozhd as a man with extraordinary power. Stalin managed to daze Minister of Foreign Affairs of German and, in August 1942, Prime Minister of the United Kingdom W. Churchill marked Stalin’s hospitality at a dinner in the Kremlin and offered to drink to his health. It has been found that one of the blatant cases of diplomatic counterculture is the conduct of N.S. Khrushchev during the meeting at the United Nations General Assembly in 1960. “Shoe diplomacy” didn’t raise the credibility of the Soviet leader in the minds of the global community. The ignorance of protocol rules may lead to the loss of the reputation of a government leader, and as a consequence, negatively affect the country’s image, its attractiveness, which is a hallmark of the “softpower” of the state.

Along with the progressive warming of the Arctic climate the importance of Greenland as a relevant element in the geopolitical system of the Arctic region will be growing. The increasing availability of local energy resources and rare earth metals will result in the increased interest of the island among the outside parties. Active political and economic factors aimed at Nuuk will be thus gaining momentum. This occurrence will be accompanied by the increasing desire of Greenland for a full political sovereignty.

The new late Westphalian international system is strongly connected with the process of globalization. It changed and challenged the traditional role of the state. It is impossible to be independent or self-sufficient in such a system. There are many new non-state players in the international relations. Terrorist organizations or transnational companies can act across state borders. We have also many other phenomena, like drugs and arms trafficking, illegal migration, the need of energy security, weapons of mass destruction or the global financial crisis. That is why states have to act together to deal with such problems. The system of international interdependence forces to change the traditional meaning of state’s sovereignty and security. The participation in some specific international organizations, like the European Union, changes the role of the state. We can analyse the process of erosion of state’s sovereignty or the transition of the part of the state’s sovereignty to some transnational decision making structures. The question is, how much sovereignty we can give up to keep our identity? This question is a key issue in the process of Turkey’s integration with the EU. The new international situation made Turkey a much more active and pragmatic player. In late Westphalian system Turkey is an important part of the regional security in Eurasia not only in military sense but also in economic, cultural or political dimensions. Turkey enjoys a special location between Europe and Asia along one of the world’s biggest trade routes. It is a geopolitically significant country—European and Asian at the same time. Such a position made Turkey a state with a very specific international role in establishing a dialog between civilizations. It can be also a key element of the energy security of the European Union as a corridor for the resources from the Caucasus and Central Asia regions to the European markets. Turkey is also a very important element in the transatlantic security system. It may play a significant role in the Western counterterrorism strategy in the Middle East and Central Asia. Turkey could make a valuable contribution to the European Security and Defence Policy (ESDP). Turkey needs a peaceful neighbourhood and security borders to continue its internal reforms which are important to adapt to the new late Westphalian international system. In this analysis, it is necessary to explain the main thesis: what is the Westphalian international system, the late Westphalian international system, what the place of Turkey is in the late Westphalian international system and how it influences the Turkish security
Celem pracy jest przedstawienie specyfiki systemu późnowestfalskiego oraz analiza bezpieczeństwa Turcji w kontekście adaptacji do nowej rzeczywistości międzynarodowej. Specyficzna pozycja tego państwa na arenie międzynarodowej stanowi wyzwanie dla jego bezpieczeństwa nie tylko w wymiarze militarnym, ale również politycznym, kulturowym i gospodarczym. Późnowestfalski system międzynarodowy jest ściśle związany z procesami globalizacji. W wyniku intensywnych przemian zachodzących w środowisku międzynarodowym, zmieniła się tradycyjna rola państwa. Podmioty niesuwerenne stają się coraz bardziej aktywne i wpływowe. Organizacje terrorystyczne, czy korporacje transnarodowe bez problemu przenikają granice państw będąc wyzwaniem dla ich bezpieczeństwa. Państwo nie jest w stanie działać niezależnie, by stawić czoła takim zjawiskom, jak nielegalna migracja, przestępczość zorganizowana, proliferacja broni masowego rażenia, globalny kryzys międzynarodowy, czy brak bezpieczeństwa energetycznego. W tak nieprzewidywalnym i turbulentnym środowisku, zmienia się również znaczenie pojęcia suwerenności. Uczestnictwo w organizacjach międzynarodowych wynika z potrzeby współpracy między państwami oraz jest odzwierciedleniem narastających współzależności międzynarodowych. Unia Europejska jest specyficzną organizacją, która powoduje transformację funkcjonowania państw, które przekazują część swojej suwerenności na rzecz struktury ponadnarodowej. Turcja znajdując się w bardzo newralgicznym miejscu na mapie, jest szczególnie wrażliwa na wszelkie zmiany zachodzące w jej środowisku zewnętrznym. Państwo to bardzo wyraźnie doświadczyło przemian międzynarodowych związanych z przejściem od zimnowojennego systemu bipolarnego do współczesnego, późnowestfalskiego. Turcja jest kluczowym elementem bezpieczeństwa międzynarodowego w Eurazji. Jest to państwo od wielu lat walczące z międzynarodowym terroryzmem, nielegalną migracją oraz zorganizowaną przestępczością. Prowadząc zrównoważoną politykę zagraniczną, zgodnie z zasadą: „pokój w domu, pokój za granicą,” Turcja próbuje utrzymywać i rozwijać poprawne stosunki ze swoimi sąsiadami bliskowschodnimi i kaukaskimi. Państwo to ma ogromne znaczenie strategiczne dla Europy i z tego powodu, może być bardzo wartościowym elementem tworzącej się Europejskiej Polityki Bezpieczeństwa i Obrony (ESDP).

W artykule podjęto próbę przedstawienia roli Polski w systemie stosunków międzynarodowych regulowanym zasadami (neo)liberalizmu, głównie w kontekście zjawisk kryzysowych rozgrywających się na Zachodzie. Postawiono następującą hipotezę: dekoniunktura zachodnich struktur liberalnych może prowadzić do modyfikacji funkcji oraz ustroju prawno-gospodarczego polskiego państwa, podważając obowiązujące tam zasady i reguły demokracji liberalnej. Turbulencje, którym podlegają liberalne struktury Zachodu, mogą być bowiem problematyczne dla tych państw utożsamiających swoje długofalowe interesy ze zjawiskami globalizacji/liberalizacji i nieposiadających własnych strategii działania oraz bardziej autonomicznych narzędzi realizacji celów narodowych. W razie osłabienia strefy zachodniej może zaistnieć ewentualność nie tylko transformacji geopolitycznej, lecz także istotnych przeobrażeń ustrojowych i gospodarczych w takich państwach jak Polska. Może bowiem dojść do ich osunięcia się w strefę oddziaływania nowego centrum w sensie geograficznym lub funkcjonalnym, które narzuci inny model cywilizacyjny, polegający na alternatywnych zasadach gospodarczych oraz rozwiązaniach instytucjonalnych, naruszających prawa jednostek, mniejszości oraz prywatnego biznesu. Przymus przystosowania się do nowych reguł, które wyłonią się w konsekwencji obniżenia roli instytucji liberalnych, a którego zręby nie są jeszcze znane, może prowadzić do obniżenia poziomu ochrony obywateli oraz kapitału w regionie. W pracy znalazły się uwagi na temat funkcjonowania (neo)liberalnego systemu stosunków międzynarodowych, transformacji społeczno-politycznej państw Europy Środkowo-Wschodniej oraz polskiej polityki wewnętrznej/zagranicznej w obliczu kryzysu strefy zachodniej.
The aim of this work is to present the role of Poland in the system of international relations governed by the principles of (neo) liberalism, mainly in the context of crisis phenomena taking place in the West. The hypothesis of this article is as follows: the downturn in Western liberal structures may lead to the modification of the functions and legal and economic system of the Polish state, undermining the principles and rules of liberal democracy applicable there. The turbulence to which the liberal structures of the West are subject may be problematic for those states that have identified their longterm interests with the phenomena of globalization/liberalization and do not have their own strategies of action and more autonomous tools to achieve national goals. Should the western zone weaken, there may be a possibility not only of a geopolitical transformation but also of significant political and economic transformations in countries like Poland. The state may fall into the zone of influence of the new center in a geographical or functional sense, which will impose a different civilization model, based on alternative economic principles and institutional solutions, violating the rights of individuals, minorities, and private businesses. The compulsion to adapt to the new rules that will emerge as a consequence of lowering the role of liberal institutions, the foundations of which are not yet known, may lead to a reduction in the level of protection of citizens and capital in the region. The work includes comments on the functioning of the (neo) liberal system of international relations, the socio-political transformation of Central and Eastern European countries, and Polish internal/foreign policy in the face of the crisis in the Western zone.

The post-communist transformation of Central Europe, in particular the Visegrad countries (Poland, Czechoslovakia - later the Czech Republic and Slovakia, and Hungary), as well as its consequences have been largely analysed through the liberal IR theory: democratization, liberalization of trade, and the accession to the EU and NATO have been considered as conforming to the interests of post-communist countries. However, some authors have proposed alternative interpretations that are rooted in the globalist theory of international relations, i.e. empire studies, dependency theory, 'world-system' perspectives, and post-colonialism. According to these interpretations, the transformation of the Visegrad states essentially constituted a change of the dominant power in the region: the declining Soviet Union/Russia was replaced by the Western powers - the United States and the European Union. The neoliberal economic reforms followed the principles of the “Washington consensus” and corresponded neither to economic rationality nor to the will of the people of the Visegrad countries. The enlargement of the EU forced post-communist countries to adapt their political, economic, and legal systems to the Western norms. This process brought some benefits, but was realized at the expense of democratic standards. In consequence, the Visegrad countries remain a semi-periphery of the West - convenient export markets and a source of cheap labour - which situates them far behind the highly developed Western Europe.

The article is supposed to explore the inlfuence of certain space systems on international strategic stability. It is widely accepted that use of the satellites is crucially important in many fields ranging from economy, through scientific use to military purposes. Until now the militarization of space took only the form of surveillance, positioning and communication, so it only supports military and intelligence activities here on Earth. But with the advent of space weapons, especially anti-satellite (ASAT) systems, the weaponization of space may come true. If it happens the strategic stability will be in jeopardy, because whole space infrastructure may be easily destroyed either deliberately or by accident. Less of surveillance and worse communication may endanger especially conventional military capabilities of the United States, maybe even forcing them to limit their forward presence. The other direction of strategic shifts are more difficult to predict. Therefore there is an opportunity that leading countries will not decide to pursue space weapons but on the other hand there are many indications that they would do this. Anyway the development with that respect should be closely watched from the perspective of political sciences.

The purpose of this work is to prove that the theory of constructivism can be an escape from the trap of the constant struggle for influence, which now includes interdisciplinary research combining international law and international relations. For this purpose, the work is divided into three sections. In the first one, the author briefly presents the genesis of in- terdisciplinary research on international law and international relations. In the second part, the sceptical approach of international law researchers towards combined interdisciplinary research is presented. Also in this section, the theory of constructivism is characterised as a potential area for mutual cooperation between international law and international rela¬tions. In the final part, based on the relationship between international humanitarian law and the features of modern weapons, the author tries to prove that the theory of constructiv- ism is perfectly suited to the analysis of contemporary relations between international law and the policies of nations on the international stage.

W artykule przedstawiono model stosunków międzynarodowych jako złożony system społeczno-polityczny, którego funkcjonowanie zostało zobrazowane za pomocą pewnego układu regulacji automatycznej z dodatnią pętlą sprzężenia zwrotnego. Zgodnie z założeniami teorii regulacji w modelu wyodrębniono układ regulowany S i regulator R. Architektura układu regulowanego S została odniesiona do kategorii względnie stałych czynników warunkujących utożsamianych ze zbiorem tzw. czynników geopolitycznych. Działanie regulatora R reprezentują w modelu dynamiczne czynniki realizacyjne, utożsamiane z czynnikami operacyjnymi. Dynamiczny regulator R, poprzez pętlę sprzężenia zwrotnego, wnosi do modelu poprawkę .Z, która steruje relacjami między wejściowym wektorem zagrożeń Z a wyjściowym wektorem bezpieczeństwa B. Zaprezentowany sposób modelowania stosunków międzynarodowych za pomocą aparatu teorii regulacji jest podejściem nowatorskim, bazującym na sprawdzonych podstawach teoretycznych z zakresu cybernetyki.
The paper presents a model of foreign relations as a complex socio-political system, whose functioning was illustrated by means of an automatic regulation system with an added loop of feedback. Following the assumptions of the regulation theory, two system were set apart within the model: regulated system S and regulating system R. The architecture of the regulated system S was referred to the category of relatively constant conditioning factors identified with the so called geopolitical factors. In the model the action of regulator R is represented by dynamic realization factors, identified with operational factors. The dynamic regulator R, through the loop of feedback, introduces to the model correction ÄZ which controls relations between the input threat vector T and the output security vector S. The presented way of modeling foreign relations by means of the regulation theory is a novel approach, based on proven theoretical basis in the field of cybernetics.

The second half of the 20th century can be referred to as a considerable increase of martial and non-martial politically-military blocs existing back then. Political changes that were initiated in the 90s of the previous century have considerably changed geopolitical and geostrategic situation of virtually every country. What has also undergone a visible change was international security, the latter being manifested in the security of regions and states. These complex conditions constituted the grounds for new threats, appearing in addition to the already existing ones. The scale and significance of the latter came as a great surprise for international community. Apart from military threats there were a number of non-military ones, the sources of which could be traced back to civilisation and social progress. Some of the threats are the conflicts of national, ethnic and religion background as well as mass migration of people, organized crime, information theft , terrorism, proliferation of weapons of mass destruction to name but few. The phenomena and the events that took place at the turn of the centuries point at advanced asymmetric activities which off er numerous possibilities to the offenders due to variety of the means that can be implemented. They infringe internal as well as external security of particular states.

To argue for the acknowledgment of the importance of historical materialism today when the cold-war and communism have for more than two decades ceased to exist it might create the perception of appearing dejected. Yet such a task which we attempt to take in this work is possible, if only because of the way that our actuality has depicted itself. One can argue for example that the significance of historical materialism as an elucidating method was never reliant on the success of the authoritarian regimes of communism that gave it a face of their own, any more than has traditional conservatism been dependent on social Darwinism, racist or/and aggressive regimes. Beyond this indication we argue of the possibility that historical materialism can be recognised as explanatory system, as one that in derivation and maturity has as its focus of analysis and particularly lays emphasis on what more than ever before governs our social world today, capitalism. The cold war proved the ground or rather the fit for concealing the social and economic divide and made that division namely in competing strategic interest: with the failure of communism and the freeing of historical materialism itself, IR might as well accept the degree to which socio-economic issues determined its agenda and policy of the west.

The acquisition in 2015 of power in Poland by national-conservative party Law and Justice led to a change in priorities of Polish foreign policy. The Intermarium initiative understood as a closer cooperation of the eastern European Union states between the Baltic Sea, the Adriatic Sea and the Black Sea became a new instrument of Polish foreign policy. For historical reasons, the initiative of the Intermarium is associated with a similar concept, pushed through Poland in the 1920s, which was focused to create an alliance of Central European countries aimed at more effective protection against Russian expansion and German hegemony. In this context, the article aims to find the answer, how the Polish Intermarium initiative is a subject of public debate in Germany and how it affects foreign policy pursued by Germany.

The article explores the construction of boundaries, alterity and otherness in modern science-fiction (SF) films. Boundaries, understood as real state borders, territoriality and sovereignty, as well as the construction of the other beyond an imagined border and delimited space, have a significant meaning in the dystopian settings of SF. Even though SF topics are not bound to the contemporary environment, be it of a historical, technical or ethical nature, they do relate to the present-day world and transcend our well-known problems. Therefore, SF offers a pronounced discourse about current social challenges under extreme conditions such as future technological leaps, encounters with the alien other or the end of the world. At the same time the genre enables us to play through future challenges that might really happen. Films like Equilibrium (2002), Code 46 (2003), Children of Men (2006) and District 9 (2009) show that in freely constructed cinematic settings we are not only unable to escape from our border conflicts, but quite the contrary, we take them everywhere with us, even to an alternative present or into the future, where new precarious situations of otherness are constructed.

After 10 years in action, the European Neighbourhood Policy is in shambles. The region of ENP, seen in 2004 as a future place of democratic transformation, appears to be in 2015/16 a hotbed of wars, ethnic – religious violence, terror and massive migration. Not a single factor contributed to ENP’s success – bad luck from the start! However, there were also internal clashes within the EU which madeENP less effective: – appeal to common values as a base of cooperation, was politically correct but hardly workable; – “conditionality” method revealed weaknesses while applied without a promise of membership; – process of ENP’s strategy planning was disturbed by transatlantic tensions over Iraq war, what had a negative impact on the quality of ENP’s strategic dimension. Russia counteracted openly, secretly and actively and continues to keep the political/military control over the region. ENP remains an essentialpillar of EU’s security but – definitely – time has come to reset the policy.
