The article concerns Internal Security Acts in India, Portugal and France. These states had adopted such kind of laws due to various reasons and motives. In the paper a set of factors is identified which have influenced internal security rules in the above-mentioned states. The key assumption is that the crucial issue is the definition of internal security which is necessary if a state would like to build an internal security system. The definition might be included in an Internal Security Act. The basic question is how internal security is understood in India, Portugal and France. The article concludes with final conclusions. First, the Internal Security Acts adopted by various states are influenced by a set of factors occurring in these states. Secondly, usually the concept of internal security has been defined by an Internal Security Act (Portugal and France cases). Last but not least, the internal security is understood in a narrow way i.e. it is restricted to the issues of public order and public security (India and France cases).

Celem opracowania jest analiza zakresów kompetencyjnych jednostek organizacyjnych Sejmu RP w aspekcie identyfikacji realizowanych spraw dotyczących bezpieczeństwa wewnętrznego i wykazanie ich zakresów. W związku z tym, w ramach struktury organizacyjno-zadaniowej Sejmu, zostały wyodrębnione trzy rodzaje jednostek organizacyjnych. Pierwszą grupę stanowią organy Sejmu (Marszałek, Sejmu, Prezydium Sejmu, Konwent Seniorów) i Rada Ochrony Pracy. W skład grupy drugiej wchodzą stałe komisje Sejmu. Grupę trzecią stanowią jednostki organizacyjne Kancelarii Sejmu. W ramach jednostek organizacyjnych grupy pierwszej Sejmu dokonano analizy normatywnego zakresu działania czterech jednostek organizacyjnych, które realizują sprawy dotyczące czterech zakresów bezpieczeństwa wewnętrznego. W ramach grupy jednostek organizacyjnych stałych komisji Sejmu dokonano analizy regulaminowego zakresu działania 29 komisji, które realizują sprawy dotyczące 26 zakresów bezpieczeństwa wewnętrznego. W ramach Kancelarii Sejmu dokonano analizy regulaminowego zakresu działania 24 jednostek organizacyjnych, które realizują sprawy dotyczące bezpieczeństwa wewnętrznego w 13 zakresach. Ogółem, w ramach jednostek organizacyjnych Sejmu dokonano analizy normatywnego zakresu działania 57 jednostek organizacyjnych, które realizują sprawy dotyczące 26 zakresów bezpieczeństwa wewnętrznego.
The aim of the study is to present and analyze the scope of competence of the organizational units of the Sejm of the Republic of Poland while identifying the internal security. Therefore, within the organizational and task structure of the Sejm, three types of organizational units were identified. The first group are the organs of the Sejm (the Speaker of the Sejm, the Presidium of the Sejm, the Council of Senior Members) and the Labour Protection Council. The second group includes permanent commissions of the Sejm. The third group consists of the organizational units of the Chancellery of the Sejm. Concerning the first part of the organizational units of the Sejm a normative analysis of the scope of activity of 4 organizational units was carried out. They deal with the matters regarding 4 areas of internal security. As part of the organizational units of the standing committees of the Sejm, the statutory scope of activities of the 29 committees was analyzed. They deal with the cases regarding 26 areas of internal security. As the part of the Chancellery of the Sejm, the statutory scope of operation of 23 organizational units was analyzed. They concern the cases regarding 26 areas of internal security. In general, within the framework of the organs of the Sejm, a normative analysis of the areas of activities of 57 organizational units was carried out. They deal with the matters concerning 26 areas of internal security.

Corruption poses a serious threat to the internal security of the state as it destabilises social relations and has a deleterious effect on the political system, negatively affecting legislation and the economy in particular. Corruption, as a phenomenon which erodes social relations, also results in demoralisation and the slackening of morals in society, which is an important substrate of the state. As a multi-dimensional phenomenon, corruption poses a threat to social relations within states and to their internal security both in the broad sense – as a threat to the instruments of the state, and in the narrow sense – threatening the lives, health and property of citizens. Corruption destabilises multiple areas of the functioning of the state, damages the political sphere, in particular in the case of unclear party financing rules and illicit lobbying. It also results in faulty laws and provisions being introduced (or not introduced) which favour the few. Corruption also involves destructive economic phenomena, especially in the case of large public projects and tax-related crimes. Morally, it constitutes treason. It ultimately destabilises state structures, rendering them dysfunctional and inefficient, and perverting the fundamental principles of democracy.

Internal security is today an intensively explored area of national security. This is hardly surprising. It is this area that is mainly concerned with emerging threats. Hence, new scientifically justified solutions are being sought to counteract them and minimise the effects of their occurrence. Given the above, the research has been conducted, and its results are presented in this paper. It addresses the main problems relating to internal security through the prism of identification criteria, essence, and systemic approach. That has made it possible to present the assumptions of the project in question. The research aimed to diagnose the functioning of the state’s internal security system, and the participation of academic centres dealing with security issues. One of such centres is the Police Academy, which is implementing a project entitled “Vacuum chamber for revealing fingerprints with organic compounds in the gas phase’, No DOB-BIO9/03/01/2018. It was financed by the National Centre for Research and Development under call for proposals No 9/2018 for the execution and financing of projects in the field of scientific research or development work for the benefit of national defence and security. After they were implemented, it was stated that the constant changes in the internal security environment, and the limited potential of state institutions designated to care for this security entail the need to continually search for practical solutions to ensure the undisturbed existence and development opportunities of each entity. These searches are conducted by scientific institutions, which with their knowledge and experience serve to improve the tools used in the practice of institutions responsible for internal security.

Zapewnienie bezpieczeństwa wewnętrznego należy do  podstawowych zadań  współczesnych państw. W celu jego skutecznej realizacji w obrębie  swoich systemów bezpieczeństwa  tworzoną one specjalistyczne subsystemy bezpieczeństwa wewnętrznego. Francja to państwo, w którym  także tego rodzaju subsystem funkcjonuje. Jednym z najważniejszych jego ogniw jest Policja Narodowa. Dążąc do ukazania miejsca tej formacji we wspomnianym subsystemie w pierwszej części artykułu ukazano istotę tego rodzaju subsystemów, a następnie scharakteryzowano ogólny kształt systemu bezpieczeństwa wewnętrznego V Republiki Francuskiej. W dalszej kolejności podjęto kwestię podstaw prawnych funkcjonowania Policji Narodowej we Francji oraz ukazano jej strukturę organizacyjną. W końcowej części artykułu analizie poddano  zakres zadań, potencjał personalny i materialny Policji Narodowej oraz jej współpracę międzynarodową w zakresie zapewnienia bezpieczeństwa wewnętrznego. W trakcie  prac nad artykułem posłużono się metodą analizy prawnej oraz analizy systemowej.
Ensuring internal security is one of the basic tasks of modern states. In order to implement it effectively within their security systems, they created specialized internal security subsystems. France is a country in which this type of subsystem also functions. One of its most important links is the National Police. In order to show the place of this formation in the aforementioned subsystem, the first part of the article presents the essence of this type of subsystem, and then characterizes the general shape of the internal security system of the 5th French Republic. Next, the issue of the legal basis for the functioning of the National Police in France was raised and its organizational structure was presented. In the final part of the article, the scope of tasks, personnel and material potential of the National Police and its international cooperation in ensuring internal security were analyzed. During the work on the article, the methods of legal analysis and system analysis were used.

The article attempts to fi nd an answer as to what internal security is today and how it can be defi ned and placed in the conceptual framework of other types of security, such as external and national security. As the article underlines, the era of separating the concepts of internal and external security has become out of date, which is due to the fact that security is in a process of constant evolution, alongside with its defi nitional scope. Over the years, the process of the evolution of internal security in Poland has involved the change of both the very institutional system, understood as the administrative apparatus of internal security, and the phenomenon of internal security itself, which has been and still is being infl uenced by the changing nature of security threats. The article describes the process of the evolution of internal security in Poland, conditioned both by the socio-economic development and by the transformation of the political system. Attention is also drawn to the technological and information revolution in the context of its huge impact on subsequent changes in the so-called phenomenon of internal security globalisation, which creates a system of interdependencies in the area of security, including international security.

Głównym celem artykułu jest przedstawienie problematyki ochrony bezpieczeństwa wewnętrznego i porządku konstytucyjnego przez pryzmat zadań i działań Agencji Bezpieczeństwa Wewnętrznego w Polsce. W tekście przedstawiono kilka pytań: (1)W jakim stopniu brak szczegółowego określenia zakresu działalności ABW wpływa na instrumentalne wykorzystanie tej służby specjalnej? (2) Czy dość ogólne regulacje prawne, w zakresie zadań ABW, wpływają na niższą efektywność działania tej służby specjalnej? (3) Czy niewłaściwy sposób regulacji kwestii związanych z zadaniami ABW wynika z niskiego poziomu legislacji polskiego legislatora, czy może z chęci pozostawienia służbom specjalnym dość dużej swobody działania? W związku z pytaniami przedstawiono następujące stwierdzenia: (1) wybrane i analizowane rozwiązania prawne nie zmieniają zbytnio, zakresu stosowania “specjalnych środków”, takich jak kontrola operacyjna czy dostęp do danych telekomunikacyjnych. W art. 3 Projektu z 2014 r. znajduje się zbyt wiele zwrotów niedookreślonych oraz zwrotów, których definicji legalnych trudno szukać w polskim ustawodawstwie; (2) słusznie ograniczono zadania ABW w zakresie chociażby przestępczości narkotykowej, jednakowoż w innych wypadkach w zakresie działań ABW w zasadzie niewiele się zmienia, a nakierowanie na określony rodzaj zagrożeń i przestępstw będzie “decyzją polityczną” Szefa ABW, jak i Ministra Spraw Wewnętrznych; (3) część chybionych rozwiązań jest wynikiem niskiej “kultury legislacyjnej”, w tym wypadku na poziomie Ministerstwa Spraw Wewnętrznych. Możliwe, że uchybienia są wynikiem pospiesznych prac nad projektami, jednakowoż prace te mają zawsze “wymiar polityczny”. W tworzeniu rozwiązań na pewno dużą rolę odegrały interesy samych służb i interes państwa.
The main objective of the paper is to present the issues of the protection of internal security and constitutional order in view of the tasks and activities of the Internal Security Agency in Poland. The author of the text seeks answers to the following questions. (1) To what extent does the lack of clear-cut frames for the ISA’s activity influence the instrumental use of this agency? (2) Do over-generalised legal regulations on the ISA’s activities lead to poorer efficiency of this agency’s operations? (3) Does faulty regulation related to the ISA’s range of activities result from inadequacies in Polish legislation, or maybe from the intention to endow the special services with greater freedom of action? In reference to the above questions, the author puts forward the following theses: (1) the selected and analysed legal instruments exert an infinitesimal influence on the scope of the application of “special measures”, such as the operational control or access to telecommunications data. Art. 3 of the Bill of 2014 contains too many vague terms or expressions whose legal definitions are missing from Polish legislation; (2) it seems reasonable that the range of the ISA’s activities has been restricted, e.g. as regards drug-related crime. However, other areas of the ISA’s interest have witnessed few changes, and its impromptu involvement with specific threats and offences is left to the ‘political decision’ of the Head of the ISA and the Minister of the Interior; (3) the impractical solutions are partly a result of an inadequate ‘legislative culture’, in this case, at the level of the Ministry of the Interior. This shortcoming might be the result of excessive haste during work on the Bill; nevertheless, such works always carry a political load, which means that the interests of the services themselves, as well as of the state, played an enormous role in this project.

This article is an attempt at showing the most important elements of the creation of the Schengen Area and the perfection of the mechanisms of managing this great European project in the context of the internal security of the Member States implementing it. During the course of work on the implementation in real life of the idea of free movement in the territory of the EU, including also on the Schengen Treaties, it was known that the facilitation of the flow of persons between the Member States has not only positive, but also negative consequences. Therefore, it was deemed necessary to apply the appropriate instruments compensating the envisaged threats to internal security, among other things, by: the establishment of police co-operation and the creation of the Schengen Information System. After a presentation of the mechanisms of the functioning and evolution of these instruments, the article presents actions taken in connection with the crisis regarding the reintroduction of border controls in 2011. Among other things, plans of undertakings aimed at strengthening the mechanisms of managing the Schengen Area and ensuring appropriate support to the Member States which may face critical situations have been characterised. In the conclusions ending the article it has been indicated that the free movement of persons within the territory of the Schengen Area without internal border controls is one of the major achievements of the EU and a list of the operational and strategic benefits related thereto has been presented.
Artykuł jest próbą ukazania najistotniejszych elementów procesu tworzenia strefy Schengen oraz doskonalenia mechanizmów zarządzania tym wielkim europejskim projektem w kontekście bezpieczeństwa wewnętrznego krajów które go realizują. W trakcie prac nad wcielaniem w życie idei swobodnego poruszania się po ternie UE w tym także nad układami z Schengen zdawano sobie sprawę, że z ułatwieniami w przepływie osób pomiędzy państwami członkowskimi wiążą się nie tylko pozytywne, ale i negatywne skutki. W związku z tym uznano za konieczne zastosowanie odpowiednich instrumentów kompensujących przewidywane zagrożenia dla bezpieczeństwa wewnętrznego m.in.: ustanowienie współpracy policyjnej oraz utworzenie Systemu Informacyjnego Schengen. Po ukazaniu mechanizmów funkcjonowania i ewolucji tych instrumentów w dalszej części artykułu ukazano działania związane z kryzysem w zakresie przywracania kontroli na granicach w 2011 r. Scharakteryzowano m.in. projekty przedsięwzięć mających wzmocnić mechanizm zarządzania strefą Schengen oraz zapewnić odpowiednie wsparcie państwom członkowskim, które mogą stanąć w obliczu sytuacji krytycznych. W ramach konkluzji zamykających opracowanie wskazano na to, że swobodne przemieszczanie się w obrębie obszaru bez kontroli na granicach wewnętrznych jest jednym z największych osiągnięć UE i ukazano listę wiążących się z tym korzyści operacyjnych i strategicznych.

Naturalną cechą instytucji państwa jest to, iż wyposażone w atrybuty władzy zwierzchniej otacza opieką dobra chronione w ramach swej zewnętrznej i wewnętrznej aktywności na różnych płaszczyznach, w tym m.in. gospodarczej, militarnej, społecznej, kulturowej i porządkowej. Dotyczy to zarówno jego suwerenności i interesów na arenie międzynarodowej, jak i wszelkich spraw na arenie wewnętrznej. Aktywność demokratycznego państwa prawnego obejmuje zagadnienia bezpieczeństwa narodowego, czyli wolności od wszelkich wyzwań i zagrożeń godzących w interesy państwa jako instytucji politycznej, społecznej, terytorialnej i przymusowej oraz interesy ogółu narodu, grup społecznych i poszczególnych jednostek. Znaczna część tych interesów dotyczy areny wewnętrznej państwa, która obejmuje m.in. zapewnienie bezpieczeństwa i porządku wewnętrznego, wymuszanie przestrzegania panującego porządku prawnego, zapewniania minimum egzystencji obywatelom, ochrony ich życia i zdrowia oraz środowiska naturalnego. Tradycyjnie bezpieczeństwo wewnętrzne pojmowane jest jako ogół działań na rzecz przeciwdziałania zagrożeniom wewnątrz państwa, i tylko w trzech domenach, tj. bezpieczeństwa ustrojowego, publicznego (lub porządku publicznego) i powszechnego. Autor stoi na stanowisku, iż współcześnie pojęcie bezpieczeństwa wewnętrznego należy postrzegać szerzej. Wynika to z faktu, iż demokratyczne państwo prawne ochrania nie tylko panującą władzę, lecz przede wszystkim całą grupę państwową, jak i różne grupy społeczne i poszczególnych obywateli. Owa troska o bezpieczeństwo to nie tylko ochrona panującego porządku prawnego i grupy władczej. To także działanie na rzecz tworzenia warunków bezpiecznego bytu i rozwoju całego społeczeństwa (narodu) i jego poszczególnych części. To ocalanie ich życia i zdrowia, zapewnianie niezbędnych warunków godnego funkcjonowania i wsparcie na różnych etapach i w różnych dziedzinach ich aktywności. Na koniec wreszcie warto mieć na względzie, iż w bezpieczeństwie wewnętrznym chodzi nie tylko o zabezpieczenie przed czynnikami wewnętrznymi. To również ochrona cennych dóbr na arenie wewnętrznej przed zagrożeniami zewnętrznymi, których sprawcami mogą być podmioty zewnętrzne, państwowe i pozapaństwowe. Pod uwagę musi być też brana ochrona przed skutkami wydarzeń zewnętrznych, pośrednio oddziałujących na niemal wszystkie aspekty wewnętrznego funkcjonowania państwa. Niniejszy artykuł jest przeglądem różnych stanowisk i poglądów na temat bezpieczeństwa wewnętrznego RP oraz próbą autorskiego ujęcia przedmiotowej problematyki.
It is a natural feature of state institutions that equipped with the attributes of supreme authority, it takes care of protected goods as part of its external and internal activity on various levels, including economic, military, social, cultural, and ordinal. This applies to both his sovereignty and interests in the international arena, as well as all matters in the internal arena. The activity of a democratic state ruled by law covers the issues of national security, i.e., freedom from all challenges and threats that harm the interests of the state as a political, social, territorial, and compulsory institution, as well as the interests of the nation, social groups and individual individuals. A significant part of these interests concerns the internal arena of the state, which includes, inter alia, ensuring security and internal order, enforcing compliance with the prevailing legal order, ensuring a minimum subsistence level for citizens, protection of their life and health and the environment. Traditionally, internal security is understood as all activities aimed at counteracting threats within the state, and only in three domains, i.e., systemic security, public (or public order) and universal security. The author is of the opinion that the concept of internal security today should be perceived more broadly. This is due to the fact that a democratic state ruled by law protects not only the ruling authority, but above all the entire state group, as well as various social groups and individual citizens. This concern for security is not only the protection of the prevailing legal order and the ruling group. It is also an effort to create conditions for the safe existence and development of the entire society (nation) and its individual parts. It is saving their life and health, providing the necessary conditions for their decent functioning and support at various stages and in various areas of their activity. Finally, it is worth bearing in mind that internal security is not only about protection against internal factors. It is also the protection of valuable goods in the internal arena against external threats, the perpetrators of which may be external, state, and non-state entities. Protection against the effects of external events, indirectly affecting almost all aspects of the internal functioning of the state, must also be considered. This article is a review of various positions and views on the internal security of the Republic of Poland and an attempt at the author's approach to the subject matter.

Political radicalism as a threat to the reborn Republic of Poland. The interwar period in Poland was characterised by the occurrence of real threats to the internal security of the state, the source of which was radicalism and political extremism. It was both left-wing and right-wing radicalism. We should mention here communism supported by Bolshevik Russia, Ukrainian nationalism supported by unfavourable countries such as Germany or Czechoslovakia, and Polish right-wing radicals who sought to change the political system of the country but not to annihilate it. All these political trends may have contributed to the destabilization of the Second Republic, but reborn Poland managed to create an appropriate internal security system, which included the Political Police, and on the other hand, the Polish society, as the history of the Second Republic shows, was not seduced by the political extremes.

The changes introduced in the system of internal security in Poland after 1990, especially the activities of the Polish Police, are aimed at perceiving the servant role of the whole formation in relation to the society. Progressive professionalisation is connected not only with continuous improvement and exchange of equipment resources, but above all with high expectations towards the officers themselves. In this sense, in order to carry out the statutory tasks well, the policeman should obviously have the latest technological achievements, but it is equally important that he or she has a high sense of morality. In difficult situations, he or she must have no doubts as to how he or she should behave, what is good and what is wrong - what is bad. Ethically deepened professionalism means not only taking care of the quality of their work and its effects, but also taking care of good interpersonal relations, effective protection against unnecessary tensions, observance of the rules of appropriate behaviour and the accompanying diligence and efficiency of their actions. Openness of the Police to society, including building public trust based on ethical principles and absolute respect for human rights, supported by social research, is a testimony to the growing professionalism. The indicated trend in the development of the Polish Police is a new challenge. It is characterized by a return to the ethos of the State Police, but as it should be believed, it will not always meet with full recognition and understanding of the police community. This justifies undertaking research on the relationship between the rules of professional ethics of the police officer and their impact on the safety in service. This article contains a scientific exploration of the issues raised, supported by empirical research on a group of 326 Polish Police officers.

W artykule przedstawiono system ochrony ludności i ratownictwa w Polsce na podstawie funkcjonujących rozwiązań formalno-prawnych oraz zwrócono uwagę na niektóre kwestie dotyczące kierunku reformy tego systemu z uwzględnieniem Obrony Cywilnej jako systemu ochrony ludności i ratownictwa w czasie stanu wojennego i w czasie wojny.
One of the crucial tasks of the state is to ensure its citizens the most effective, efficient and the highest level of safety of life, health and property connected with the hazards caused by the natural and technical disasters generated by the civilization changes. The article describes the systems of civil protection and rescue, operating in Poland on the basis of the legal solutions. The paper also pays attention to some issues connected with the reform of the system considering the Civil Defense as the civil protection and the rescue system operating both during the Marshal law and the war.

Agencja Bezpieczeństwa Wewnętrznego powstała jako służba kontrwywiadowcza, jednakowoż zakres jej zadań sytuuje ją w ramach wywiadu kryminalnego, co należy uznać za mało efektywne w związku ze zwalczaniem przestępstw skierowanych przeciwko państwu. Analiza problematyki bezpieczeństwa państwa w kontekście działalności Agencji Bezpieczeństwa Wewnętrznego została uściślona w tekście przez następujące pytania badawcze: (1) W jakim zakresie ustawowy zakres zadań Agencji Bezpieczeństwa Wewnętrznego wpływa na niską efektywność zwalczania przestępstw skierowanych przeciwko bezpieczeństwu państwa? (2) W jakim zakresie patologie strukturalne w ramach Agencji Bezpieczeństwa Wewnętrznego wpływają na niską efektywność zwalczania przestępstw skierowanych przeciwko bezpieczeństwu państwa? W pracy dokonano szerszej analizy trzech głównych zagadnień: (1) zadań ustawowych Agencji Bezpieczeństwa Wewnętrznego ujętych w regulacjach de lege lata i de lege ferenda), (2) dysfunkcjonalności działalności Agencji Bezpieczeństwa Wewnętrznego w związku z zakresem zadań ustawowych i (3) patologii strukturalnej w związku z upolitycznieniem Agencji Bezpieczeństwa Wewnętrznego.
The text analyses Poland’s internal security illustrated with the example of the tasks and activities of one of the Polish special services, the Internal Security Agency (pol. Agencja Bezpieczeństwa Wewnętrznego – ABW). Although the Internal Security Agency was established as a counter-intelligence service, the scope of its tasks and activities places it among the criminal intelligence services, which is poorly effective in terms of the eradication of crime targeted at the state’s internal security. The analysis of the issues of state security in the context of the ISA’s activity has been elaborated in the present text with the following research questions: (1) To what extent does the statutory scope of the ISA’s tasks lower the effectiveness of the actions aimed at combating crime threatening state security? (2) To what extent does the structural pathology inside the ISA lower the effectiveness of the actions aimed at combating crime threatening state security? The text features an extensive analysis of three major issues: (1) the ISA’s statutory tasks (with particular consideration of de lege lata and de lege ferenda regulations), (2) the dysfunctional character of the ISA’s activity in relation to the scope of its statutory tasks, and (3) the structural pathology resulting from the ‘politicisation’ of the Internal Security Agency.

In the article, the author describes the National Guard of the Russian Federation as a new formation formed recently in connection with the changes of the Russian uniformed services. The aim of the article is to familiarize readers with the purpose, mission and tasks of the new formation. The author emphasizes that federal services, including the National Guard, operate independently of the Russian armed forces and are directly controlled by the president of the Russian Federation as internal forces. Now the National Guard is becoming the core element of such forces. The new formation has taking over the part of the tasks of internal forces, including part of mission of the special police departments, for instance OMON. The director of the new Federal Service is also the commander of the National Guard. This means that the current changes are creating a coherent internal security system, based on an alternative internal army. The author describes the results of his literature research and open sources on the subject.

The study was created thanks to the author’s preferences to learn increasingly more about new technologies that are able to increase the potential of internal security of the state. Recently, interest in recording areas (difficult to access, dangerous, monitored in adverse weather conditions, monitored due to the implementation of tasks by relevant services), the development of methods enabling the transmission of various materials at a distance, and performing other complicated activities have increased. For this purpose, unmanned aerial vehicles (so-called drones, UAVs) that are versatile in many respects are used. The author noticed the need to disseminate such innovative devices on native soil, especially for using them in multidirectional strengthening of the security sphere. Polish companies producing UAVs for many foreign customers have already marked their presence in this matter. The achievements of the designers are so impressive that it makes us appreciate the development of our technical thought, and above all, the use of drones to ensure security and public order in Poland. A series of training courses is already conducted by the Police Academy in Szczytno, which is a good solution both for teachers and, above all, for the trainees themselves. Such an initiative will undoubtedly translate into increased interest in drones, and especially the incredible usefulness of these devices for uniformed services and other entities.

Legal solutions adopted over the past few years in Poland indicate that attempts are being systematically made to improve the mechanism for counteracting terrorism. Terrorism in Poland has been opposed for a long time. The commencement of such systematic solutions took place on the 25th of October 2006 through the appointment by the Prime Minister of the Inter-ministerial Team for Terrorist Threats and ended ten years later, on the 10th of June 2016, by the adoption of the law on anti-terrorist activities. For the above-mentioned reasons, the two main parts are devoted to the issues of the commencement of legal and organisational undertakings in the fight against terrorism and the characteristics of systemic statutory solutions are preceded by considerations with conclusions. The article discusses the issues of initiatives undertaken by the government administration and presents the circumstances in which it tried to face up to the problem of developing draft laws of the law now in force. In consequence, this serves to present the areas of responsibility and tasks of government administration bodies specified in the said Act. The considerations presented in this study indicate that global and national experience gained in recent years has shaped the“Polish model of combating terrorism”, which has recently found its confirmation in the relevant legal provisions. The basis for the development of this article is the interest in improving the effectiveness of combating terrorism which, for obvious reasons, is not reducing and remains very substantial. This applies to both theoreticians and practitioners. This results first of all from the needs of the challenges and threats that are subject to dynamic changes. Secondly, through the adaptation of the tools used by the state, including those mainly legal of a legal nature. These must be improved from the moment of their implementation.

The article describes the system of police education in the Czech Republic on the basis of the mandatory obligations that regulate it. Most importantly, it is act No. 361/2003 Coll. on Service Relationship of Members of the Security Corps, whose section 45 contains the obligation of the Security Corps’ members to educate themselves. Having described the specificity of the Czech Police in the light of the abovementioned regulations, and having depicted the educational system that prepares Czech policemen to their service, the authors follow on to the assessment of the current state of police education in Czech Republic backed up by statistic data. Finally, fact-based scenarios are presented on how the contemporary Czech police education system may be improved in the future.

Issues related to national security problems have long been of interest to many research centres. National security, due to its role and importance for the functioning of both the state and society, has become an important research area not only for military specialists, but also civilian experts. However, despite the unquestioned principle of the need to study the problems of national security, dispute issues are increasingly appearing that require new solutions based on scientific foundations or a fuller interpretation of the applicable rules of conduct. Security as a research area is multidimensional, it is analysed primarily in terms of organisation and subject. Therefore, there is no doubt the thesis that ensuring security is a fundamental duty of the state, because it really determines the sense of its existence. The security of the state is of course also the security of its citizens. Since the dawn of human history, the security of the individual has been associated with state-forming processes. Unfortunately, security, like many other common phenomena of everyday life of individuals and societies is intuitively made aware and does not succumb to unambiguous definitions, which is why a number of discussions arise and not only in the scientific community. The national security of the Republic of Poland is a specific range of challenges generated for the state. The article looks at the conditions of external and internal national security of the Republic of Poland, which is the starting point for research on national security. National security was defined and its typology made.
