Artykuł podejmuje zagadnienie przekształceń we współczesnej kulturze, która odchodzi od tradycyjnych wartości. globalizm i dominacja kultury popularnej mają konsekwencje w preferencjach i zachowaniu mieszkańców społeczności lokalnych. Negatywne aspekty indywidualizmu w kulturze mogą być równoważone poprzez działalność placówek kultury w najbliższym miejscu zamieszkania. W tekście ukazana jest działalność kulturalna i animacyjna w odbiorze społecznym w niedużej gminie miejsko-wiejskiej. na uwagę zasługuje animowanie i formowanie przez lokalne placówki w pracy kulturalno-oświatowej kapitału społecznego mieszkańców.

The process of creating a local, regional or national brand is connected with the social and cultural specificity of a region. Considering the above the text gives a short outline of the history and general characteristic of two towns located in the south – eastern part of Poland Voivodes, near the border with Slovakia and Ukraine: Przemyśl and Sanok. In the analysis, particular attention is focused on general socioeconomic characteristics. Among the discussed problems are also: cultural diversity of the city, local political scene, activities of local cultural institutions and NGO’s, problems of education and local media market. Town fests and selected cultural events are also presented.

Edukacja medialna w krajach demokracji konkurencyjnej podlega cyklicznym zmianom wprowadzanym przez kolejne elity władzy. Kongres Edukacji Medialnej służył integracji wysiłków podejmowanych przez podmioty instytucjonalne, edukacyjne, rządowe i pozarządowe. Rekomendacje dotyczyły rozumienia kompetencji medialnych, potrzebnych działań i wprowadzania nowych technologii. Między pierwszym i drugim Kongresem Edukacji Medialnej wprowadzono elektroniczne podręczniki i podstawy programowe, odbyto wybory prezydenckie i samorządowe, podejmowane były inicjatywy w zakresie kształcenia nauczycieli. Przygotowano też ustawę o mediach publicznych i strategię wdrażania szerokopasmowego Internetu do szkół.
Media education in a competitive democracy countries is subject to cyclical changes. They are implemented by the consecutive power elite. Media Education Congress served the integration of efforts undertaken by: institutional entities, educational, governmental and non-governmental organizations. Recommendations relate to the understanding of media competence, the necessary actions and the introduction of new technologies. After the Congress electronic textbooks and curricula were introduced, and initiatives in the field of teacher education were taken. Also the law on public media and strategy for implementing broadband Internet to schools has been prepared.

The article investigates selected aspects of local government’s commitment to supporting entrepreneurship in Poland. It begins by describing major business environment institutions which can be established or co‑established by Polish local government units. In the next section the authors present the results of the empirical study conducted in 2012 by the Bureau of Research of the Chancellery of the Sejm. The main focus is placed on the level of engagement of rural communes, urban and rural communes, municipalities, cities with powiat (county) rights and powiats in establishing institutions which support local entrepreneurs. In the next section the case of special economic zones, which can also be co‑founded and supported by local government, is briefly examined. The final section reports on organisational solutions which foster cooperation and information exchange between local government units and entrepreneurs.

Opis:
In this study, general financial characteristics of the cooperative banking sector in Poland in the years 2010–2018 were discussed, presenting the most important balance sheet data and profit and loss statement information. The focus was also on the analysis and assessment of the importance of state government and local self-government institutions (general government institutions) for cooperative and affiliating banks. An attempt was made to establish the relationship between the receivables of state government and local self-government institutions and the liabilities of these institutions, versus debt and capital instruments broken down into cooperative banks, affiliating banks, and the entire sector. As a result of the conducted research, it was found that cooperative banks constitute the core of the cooperative banking sector, and that they achieve a better and more stable net financial result; moreover, they systematically increase their balance sheet total – even faster than commercial banks – as well as increasing the size and quality of receivables and maintaining good level of liabilities. Central and local government institutions, although they do not show a large share in the discussed financial figures in the cooperative banking sector, nevertheless play an important role primarily in cooperative banks, but also in affiliating banks.
W niniejszym opracowaniu przeprowadzono ogólną charakterystykę finansową sektora bankowości spółdzielczej w Polsce w latach 2010 – 2018, omawiając najważniejsze wielkości bilansu i rachunku zysków i strat. Skupiono się również nad analizą i oceną znaczenia instytucji rządowych i samorządowych w bankach spółdzielczych i zrzeszających. Podjęto próbę ustalenia zależności między należnościami instytucji rządowych i samorządowych a zobowiązaniami tychże instytucji oraz instrumentów dłużnych i kapitałowych z podziałem na banki spółdzielcze, banki zrzeszające, a także cały sektor. W wyniku przeprowadzonych badań ustalono, że banki spółdzielcze stanowią zasadniczy trzon sektora bankowości spółdzielczej osiągają lepszy i stabilniejszy wynik finansowy netto, ponadto powiększają systematycznie sumę bilansową, nawet szybciej niż banki komercyjne, a także zwiększają wielkość i jakość należności oraz utrzymują na dobrym poziomie zobowiązania. Instytucje rządowe i samorządowe, mimo że nie wykazują dużego udziału w omawianych wielkościach finansowych w sektorze bankowości spółdzielczej odgrywają dużą rolę przede wszystkim w bankach spółdzielczych, ale także w zrzeszających.

Artykuł dotyczy książki Kamila Jakimowicza Instytucje państwowe i samorządowe w życiu mieszkańców Lublina w latach 1764–1794. Pewne wątpliwości może budzić dobór instytucji, które zostały poddane analizie. Nie ma wśród nich sejmików w Lublinie i lubelskiego sądu ziemskiego. Autor nie uwzględnił dotyczących tego miasta propozycji zgłaszanych przez szlachtę województwa lubelskiego. Książka daje rzetelny obraz działalności omawianych instytucji. Uwzględnione są także informacje odnoszące się do ich genezy i kompetencji. Monografia K. Jakimowicza napisana została na podstawie szerokiej kwerendy w archiwach i bibliotekach. W artykule recenzyjnym skorygowane zostały pewne szczegółowe informacje podane w recenzowanej książce, które dotyczą przede wszystkim datacji ustaw uchwalanych przez Sejm Wielki. Niezależnie od wspomnianych usterek należy uznać monografię K. Jakimowicza za ważne osiągnięcie naukowe, które będzie przydatne dla historyków zajmujących się dziejami Rzeczypospolitej Obojga Narodów w czasach panowania Stanisława Augusta Poniatowskiego.
The article concerns Kamil Jakimowicz’s book Instytucje państwowe i samorządowe w życiu mieszkańców Lublina w latach 1764–1794 (State and Local Government Institutions in the Life of the Inhabitants of Lublin in 1764–1794). Some doubts may be raised by the selection of the institutions that have been analyzed. The sejmiks in Lublin and the Lublin land court are not included. The author did not take into account the proposals made by the nobility of the Lublin Voivodeship regarding this city. The book gives a reliable picture of the activities of the discussed institutions. Information relating to their origins and competences is also included. The monograph by K. Jakimowicz was written on the basis of an extensive archival and library query. In the review article, some detailed information provided in the reviewed book was corrected, which mainly concerns the dating of laws passed by the Great Sejm. Regardless of the above-mentioned defects, the monograph by K. Jakimowicz should be considered an important scientific achievement that will be useful to historians dealing with the history of the Polish-Lithuanian Commonwealth during the reign of Stanisław August Poniatowski.

Local innovation systems (LIS) constitute a relatively new term as usually the discussion about the systemic approach to innovation has focused on the level of countries, and most of all - regions. In this article an attempt was made to assess Polish municipalities from the perspective of their potential for development of local innovative systems. The performed factor analysis allowed characterization of five types of institution networks which may impact creation and development of LIS. The study was completed with case studies in selected voivodeship cities as centres of the highest concentration of institutions usually building local innovation systems, three of which were capitals of the poorest regions in Poland.

Participation in local development depends onkind of entity and there are some differences. The paper discusses the problem of post-penitentiary assistance as a form of support to prisoners whoundergo a process of preparation to live at large and need help in their local communities.A major aim of post-penitentiary assistance is not only to prevent social exclusion of prisoners and theirfamilies but also their relapse into crime.Various assistance activities are undertaken to achieve this aim including those organised by post-penitentiaryand local council institutions and district offices, welfare centres, culture and educational establishments andnon-goverment organisations which function at the municipal level .These activities could be observed in particular Polish towns during the partition of Poland when schools andlocal associations undertook initiatives regarding assistance to prisoners .It is worth noting that in 1918-1939, various forms of support activities were organised by associations suchas the ones mentioned above, including ”Patronat” and municipalities, welfare centres, museums, schoolsand local parishes.Nowadays, local policy plays an important role in post-penitentiary assistance, particularly when a sentenceis served. Remand centres, correction institutions cooperate under various projects with local councils andnon-government institutions to prepare convicts to live at large.

Rozwój przedsiębiorczości wiejskiej jest jednym z warunków przezwyciężenia niekorzystnych zjawisk na wsi, tj. bezrobocia, kryzysu w rolnictwie, nasilającego się ubóstwa, monofunkcyjności polskiej wsi czy postaw roszczeniowych. Przedsiębiorczość w tej pracy wiąże się nie tylko z działalnością gospodarczą, ale także z określonymi cechami osobowości ludzkiej: wykazywaniem inicjatywy, zaradnością, podejmowaniem działań zapobiegających biedzie i marginalizacji. Podjęcie ogromnej pracy w celu uruchomienia drzemiących pokładów ludzkiej przedsiębiorczości jest głównym zadaniem władz lokalnych oraz liderów i przedsiębiorców, którzy mogliby stać się animatorami i inspiratorami przyszłych zmian.
Development of rural business activities is one of the prerequisites necessary to counteract unfavourable phenomena like unemployment, crisis in agriculture, increasing poverty, mono-functional character of Polish village or claiming attitudes. Enterprising is associated with the economic activity but also with defined personal features like initiative, eagerness and ability to undertake actions against poverty and marginality. A huge work needed to mobilise the resources of human activity is the main task of local authorities, leaders and entrepreneurs who might become the animators of future changes.

The aims of the article are: 1) to present the extent of collaboration between different local social policy entities located in 29 rural communes of Łódzkie Province, 2) to analyze these entities’ readiness to implement social innovations, 3) to verify the relationship between non-governmental organizations’ potential to collaborate with other entities of local social policy and their readiness to implement social innovations. The results of the presented research show that in the studied rural communes non-governmental organizations are not considered by communal offices as true partners equally responsible for the implementation of the local social policy. NGOs’ readiness to implement social innovations is related to openness to cross-sectoral collaboration and assuming the role of real partners in this collaboration.

Opis:
This article describes the changes in cultural policies in Poland which were triggered by the introduction of autonomous local self-governments in 1990 and 1998. The paper begins with a short presentation of the history of the decentralization of public authority and public funding of culture. Then competences of the Ministry of Culture and local governments in various cultural areas are compared. In the third part the authors focus on the accessibility of EU funds and its influence on the cultural sector. In next part the budgetary plans of local government units and actual expenditure on culture are compared. The concluding remarks present an overview of the changes which took place between 1990 and 2015. The article includes analysis based on data from the Central Statistical Office of Poland and from the Ministry of Finance.
