W artykule, w nawiązaniu do wymagań dotyczących lokalizacji budowy, eksploatacji i zamknięcia, jakim powinny odpowiadać poszczególne składowiska odpadów, przedstawiono tok postępowania istotny dla wstępnego określenia przydatności różnych surowców ilastych do formowania mineralnych barier izolacyjnych. Omówiono zakres: prac studialnych, badań i obserwacji terenowych z poborem próbek do badań laboratoryjnych, badań laboratoryjnych cech identyfikacyjnych istotnych do formowania barier mineralnych oraz prac kameralnych prowadzących do uporządkowania wyników badań terenowych i laboratoryjnych, a także wstępnej oceny przydatności. W artykule przedstawiono kartę informacyjną o przydatności surowca mineralnego do uszczelnienia składowiska odpadów. Karta zawiera informacje o złożu, dokumentację kartograficzną i fotograficzną oraz wyniki badań właściwości surowca. Jednolite przedstawianie danych pomocne będzie przy tworzeniu bazy danych geologicznych. Zakres bazy danych powinien umożliwić wybór materiałów ilastych ze względu na ich właściwości oraz aspekty ekonomiczne i środowiskowe.
The procedure important for preliminary assessment of deposits of cohesive soils regarding usability as material for construction of mineral sealing barriers is presented, referring to requirements concerning location, exploitation and decomissioning of waste dumps. Proposed scope of work study, research and fieldwork with sampling, laboratory studies to measure identification parameters important for mineral barrier construction, and interpreting the field and laboratory data to preliminarily assess the value of a given resource. The information card of suitability of mineral raw material for sealing of landfills is described. It contains information about deposit, cartographic and photographic documentations, and test results of raw material. Uniformly collected data will be useful by preparation of geological data base, which extent should assure the proper selection of clayey raw materials concerning properties, economical and environmental aspects.

Opis:
This article presents the problem of proper use of navigational integrated equipment installed on modern vessels. Large number of electronic aids to navigation and even greater amount of information obtained make it possible to integrate and arrange these devices in a proper way. Such arrangement of all instruments make it possible to present all their data and information on the screen of electronic chart. The dynamic development of information technology gave rise to electronic charts. The authors focused on the possibilities which are offered by electronic charts and presented the possibility of integrating individual instruments such as gyrocompass, log, echo sounder, GPS, ARPA and AIS and the information gathered from them with an electronic chart. This is a subject with further prospects and both all the companies producing the software as well as the ship-owners aim at the most efficient use of this device in order to improve the safety of navigation. This work also presents the mistakes which are made when electronic charts are used improperly. The further development of this system and the possibilities it can offer the future users are also presented here.

Zapewnienie bezpieczeństwa w rejonie przybrzeżnym, a w szczególności obszarach portowych, wymusza na państwach nadmorskich prowadzenie badań w zakresie integracji różnych danych środowiskowych. Koncentruje się wokół problemów związanych z tworzeniem sieciocentrycznego środowiska integrującego dane dystrybuowane w różnych formatach. Jednym z urządzeń zaawansowanych technologicznie mogących działać tylko w takim środowisku są zdaniem autorów np. bezzałogowe pojazdy nawodne. Przedstawiono cząstkowe wyniki badań nad ww. zagadnieniami wykonanych w ramach projektu rozwojowego nr O R00 0105 11 finansowanego przez Narodowe Centrum Badań i Rozwoju.
The ensuring of security in the coastal area (especially in harbour area) makes in coastal countries necessary to do research work towards integration of environmental data integration. The present report is a review of the literature on technological solutions for centric network systems used so far in military activities. This paper reveals the effects of work taken in effort to build charts, which are integrated electronic navigational chart with photo chart of coastal terrain as well as with hydrological and meteorological data. The article is focused on problems connected to creation of network centric environment which integrates data available in several different formats. One of the efficient and technologically advanced tools, which can act in such an environment is (in authors team opinion) unmanned surface vehicle. To sum up, partial results of research work ware presented regarding those issues made during a development project number O R00 0105 11 financed by National Research and Development Centre.

This paper aims to introduce GIS, its definition, principle, application in any discipline particularly maritime, its process, data sets and features and its benefits to maritime and universities. Specifically, the paper intends to provide an overview of its wide applications in maritime including but not limited to marine transportation, marine environment, port management and operation, maritime education and training (MET) and maritime research. GIS simplest task is in mapping and visualization. But its most important function is in spatial analysis. Spatial analysis takes into account the location, geometry, topology, and relationships of geographic data, which lend itself to intelligent decision making. GIS is not just for researchers and students. GIS is especially useful for decision makers such as: managers, administrators, and directors of large and small projects. Scenarios are “seen” and analyzed even before events happen. To planners and decision makers, this is very important because they can assess the impact of events or scenario and may save a lot of time, effort, and money before implementing the actual project. An additional skill on GIS when learned or thought would certainly result to a technically competent maritime global workforce. The paper would provide ideas on possible areas for collaborations among TransNav member institutions for data sharing which may be processed and analyzed by a GIS specialist.

Today, engaging in military actions and operations in reaction to crisis requires the possession of detailed, precise, comprehensive and current information about the region. The necessity of possessing such information forced world powers and international organizations (UN, EU, NATO) to change their approach to obtaining and processing it. Satellite and aerial images became the dominant source of geographical (geospatial) data. A new intelligence method - geospatial intelligence - developed. Geospatial information is in demand not only among the military. In time, military technologies are released into civilian world. In the case of geospatial information this results in the development of geo-information web services. Military equipment, military command systems demand adequately processed geospatial information, mainly in the form of digital maps. In Poland, the first digital maps (V Map 0 and 1) were elaborated by military geographers, and the subsequent product-V Map L2 in collaboration with the civilian service. Military geography is engaged in the new international Multinational Geospatial Co-production Program. In this context, military analogue maps seem to be less and less in demand. Since World War II, global usage of paper military maps has considerably diminished (from hundreds of millions to several tens of thousands per single operation). However, this does not mean that paper maps have altogether been eliminated. All projects of digital geospatial databases provide for the existence of a 'cartographic solution', that is an automatic or partly automatic process of creating an analogue map. Since the year 2000, Military Geography has had at its disposal a full set of military analogue maps elaborated in accordance with NATO requirements and including characteristic features derived from the national experience, cartographic tradition and specific Polish needs. The main features of maps in the NATO standard are: usage of the WGS-84 coordinate system, UTM, UPS or Lambert secant conic projection, MGRS and GEOREF reference systems. Topographic and general military maps are elabora¬ted in the scale sequence of 1:25,000 to 1:1,000,000. On the basis of topographic and general maps, military special maps are elaborated (training area maps, road maps, and the like). To cater for the needs of higher command and their staff, military cartographers have elaborated a set of general geographic and political maps covering various regions of the Earth, but mainly regions of conflict (Middle East, Afghanistan, Korean Peninsula, etc.). Military aeronautical charts constitute a special group within analogue maps. Special aeronautical charts of LFC and TFC(L) series deserve special mention. They are published once a year at a specific date and updated through the ACHAD service in a 28-day cycle. The Hydrographic Office of the Polish Navy publishes nautical charts of the INT series for the region of the Baltic Sea and Baltic Straits which comply with the standards of the International Hydrographic Organization (I HO). Paper military maps are also used by civilian institutions. The potential of military geography, diminishing from year to year, may in the future inhibit keeping of such a large cartographic resource up to date. Higher engagement of civilian entities in the cartographic elaborations of Poland seems indispensible.

The paper presents the processing of EGNOS integrity data received either directly from the satellite network or the Sisnet internet relay. Relationship between the individual frames in EGNOS messages has been described. Usefulness of these data was indicated by the three examples. In the first example data form EGNOS was used to compare integrity parameters and the calculated position error. In further examples the simulated position with error and calculated integrity parameters were implemented together. The results were presented in two ways: with use of dedicated program which presents only ship contours (the one not covering GNSS uncertainty and the one covering this uncertainty called Marine Vessel Protection Area) and as a layer in existing ECDIS.

Virtual electronic aids to navigation are being introduced into the present short range aids to navigation system in the form of Automated Information System radio-based aids. Research is also underway into the development of their equivalents for use in regions that feature hostile environments, are poorly charted and lack any infrastructure whatsoever to support traditional or radio navigation aids. Such aids are entirely virtual in nature and exist only as a digital data object that resides within an electronic navigation chart for display to mariners through an Electronic Chart Display and Information System. They are at present experimental in nature, and are not intended to replace existing physical or radio-based aids to navigation. Results of research are described in terms of fulfilling traditional navigation aid functions and the development of new functions that are only possible using virtual aids. Their advantages in design and implementation are highlighted, as are their limitations and shortcomings as compared to present methodologies. Notable, however, is the approach used to overcome limitations and shortcomings by considering attributes of the physical environment to ensure their proper location and display of correct characteristics. Such an approach is unique in the modern world, yet it emulates ancient methods of navigation using known landmarks and terrain features.

The paper argues for the necessity to combine MMR methods (questionnaire, interview), gaze tracking as neuroscience tool and sentiment/opinion techniques for personal satisfaction analysis at the maritime and training education (MET) and proposes a practical research approach for this purpose. The purpose of this paper is to compare the results from gaze tracker (Face analysis tool) of three experiments & sentiment analysis of two experiments for satisfaction evaluation of the students-users’ (subjective) satisfaction of the maritime education via user interface evaluation of several types of educational software (i.e. engine simulator, ECDIS, MATLAB). The experimental procedure presented here is a primary effort to research the emotion analysis (satisfaction) of the users-students in MET. The gaze tracking & sentiment analysis methodology appears to be one sufficient as evaluation tool. Finally, the ultimate goal of this research is to find and test the critical factors that influence the educational practice and user’s satisfaction of MET modern educational tools (simulators, ECDIS etc.).

The paper presents the framework of usability testing of ECDIS equipment based on the IMO’s Guidelines on Software Quality Assurance and Human-centred Design for e-Navigation. By incorporating the eye tracking techniques into the procedure it was possible to measure the visual attention distribution and the cognitive work-load. The presented method could be used to evaluate usability of every e-navigation system, which is necessary to ensure that the seafarers are able to successfully perform primary operations of systems upgraded with e-navigation functions, regardless of the type and specifications of the system and users’ knowledge and experience with the system. The initial results are presented and discussed as the study is still ongoing.

Opis:
Ensuring security in a harbor requires research into its infrastructure using spatial environmental data. This paper presents a methodology that defines the design of a graph for modeling the interactions between surface currents and moving objects. Combining this graph with port charts that integrate electronic navigation charts with coastal orthophotographs allows us to perform a multidimensional analysis. In addition, the complete information about navigation and harbor infrastructure allows us to predict the effects of currents on objects that are moving in the dock. The capabilities of this application were tested in the Gdynia harbor and the defined graph is based on sea currents generated by the numerical hydrodynamic model M3D.

In this paper author suggest methods for position cross-checking on modern bridge equipped with ECDIS. Terrestrial navigation techniques in relation to newly implemented technology are adopted to fulfil international requirements and recommendations. Author proposes voyage recording procedures conforming to IMO requirements ready to be used as navigational procedures in Safety Management System. Vessel Inspection Questionnaire of Ship Inspection Report Programme is used to systematize the needs. Differences in approach between paper charts and ECDIS navigation are exposed and clarified serving as a guide for ships liable to undergo vetting inspection. Author shows both, advantages and weak points of various ECDIS features using as an example ECDIS manufactured by Japan Radio Company.

The Electronic Chart Display and Information System (ECDIS) development and implementation have been linked primarily to the safety of navigation. Further development allows the implementation from other aspects of navigation. This primarily pertains to the Harmful Aquatic Organisms and Pathogens (HAOP) from Ballast Water Exchange (BWE) and the use of ECDIS system for improving environmental protection. The paper contains an overview of important legal aspects of sea environment protection related to the Ballast Water Management (BWM) Convention on global as well as on local scale. Apart from enhancing the safety of navigation, integration of the proposed tool for sea environment protection in the ECDIS with onboard ballast water system can significantly contribute to sea and sea environment protection from harmful substances. In this paper, the architecture of such system is suggested. This approach also ensures a reduction of possible consequences on ecological incidents and human errors.

Opis:
A ship domain is nowadays an important navigational safety assessment criterion. Its shape and size depend on many factors. The available maneuvering area seems to be one of the most important of them. This article examines the influence of the available manoeuvring area on the shape and size of ship domain in the open sea and restricted waters. The research was conducted using a simulation method. Expert navigators participated in simulations using the ECDIS system. The domains of ship passages in open sea area and restricted area have been compared.
