Opis:
Systems analysis and design (SAND) is an information systems (IS) course that is taught around the world in most higher education management of information systems (MIS) programmes. However, the theoretical nature of this type of course presents challenges for instructors as they devise instructional strategies to convey the abstract concepts that are necessary for their students to understand, such as, how to draw data flow diagrams (DFD) to correctly represent the informational specifications of an IS. Evidence suggests that one of the factors of the low success rates of many IS-design projects in the workforce is due to the graduate recruits’ failure to acquire basic SAND knowledge. While a considerable amount of literature focused on integrating technology into the teaching practices to facilitate the knowledge acquisition, a few investigated its effectiveness to fulfil this particular purpose. This paper reflects on such challenges and proposes an evaluation approach to assess the effectiveness of technology integration in teaching an IS course like SAND. The empirical interpretations represented in this paper are gathered through a series of quasi-experimental 2x3 factorial experiments that were conducted at four higher education institutions and based on the Rasch item response theory and measurement analysis. The preliminary analysis from this study provides reliable evidence to delineate key instructional strategies when designing higher education IS courses.

This paper analyses how different types of technical barriers to trade (TBTs) imposed on imports of information and communications technology (ICT) goods globally affected the value and volume of imported goods during the period of 1996–2018. Key words cited in the TBTs give an indication of the aims behind the imposition of TBTs. The results indicate that TBTs have a strong positive impact on the value of imports. While many key words cited in TBTs notified to the World Trade Organization (WTO) affect the value and volume of imports in a positive way, certain other TBTs function as trade barriers.

Opis:
The complexity of the goals of regional development and the dynamics of social changes have placed on the agenda the task of expanding the composition of indicators and the set of tools used for analysis. It is necessary to overcome the excessive formalization of regional planning processes. This article provides an overview of publications on the use of data from social networks to analyze the processes important for the development of regions. This review aims to analyze the possibility of using these new tools in the development and monitoring of regional and local development programs. Publications were selected on the basis that they cover the main aspects of such development programs. The main directions for the application of data from social networks in territorial analytics are identified, as well as opportunities for involving members on the public in management processes. New sources of data have made it possible to enrich traditional tools for the analysis and planning of territorial development. These data can be successfully used to understand the stratification of local communities and identify social problems. Identification of accessibility models and spatio-temporal models of human behawior allows architects and planners to understand how people move within an area, so as to assess the convenience of streets, urban spaces, public transport routes, and routes for pedestrians. The fact that data in social networks are constantly accumulating means that these data sources may be used to monitor and evaluate the success of local and regional socio-economic development projects. Most people use social networks, and this fact facilitates the direct participation of a large numer of residents in the process of collecting and updating various data, as well as in development projects.
Złożoność celów rozwoju regionalnego, dynamika zmian społecznych wymaga poszerzenia składu wskaźników i zestawu narzędzi do analizy. Konieczne jest przezwyciężenie nadmiernej formalizacji procesów planowania regionalnego. Ten artykuł zawiera przegląd publikacji na temat wykorzystania danych z sieci społecznościowych do analizy procesów ważnych dla rozwoju terytorium. Celem tego przeglądu jest analiza możliwości wykorzystania tych nowych narzędzi w opracowywaniu i monitorowaniu regionalnych i lokalnych programów rozwoju. Publikacje wybrano z uwagi na zawierające przez nie główne aspekty programów rozwojowych danego terytorium. Określono główne kierunki stosowania danych z sieci społecznościowych w analizach terytorialnych, a także możliwości zaangażowania mieszkańców w zarządzaniu danym obszarem. Nowe źródła danych pozwoliły wzbogacić tradycyjne narzędzia do analizy i planowania rozwoju terytorialnego. Dane te można z powodzeniem wykorzystać do zrozumienia stratyfikacji lokalnych społeczności i zidentyfikowania problemów społecznych. Identyfikacja modeli dostępności i modeli czasoprzestrzennych zachowań ludzkich pozwala zarządzającym i planistom zrozumieć, w jaki sposób ludzie przemieszczają się wewnątrz terytorium, jak ocenić, jak wygodne są ulice, przestrzenie miejskie, trasy transportu publicznego i trasy dla pieszych. Fakt gromadzenia danych w sieciach społecznościowych umożliwia wykorzystanie tych źródeł danych do monitorowania i oceny powodzenia projektów rozwoju społeczno-gospodarczego danego terytorium. Większość osób korzysta z sieci społecznościowych, co ułatwia możliwość bezpośredniego udziału dużej liczby mieszkańców w procesie zbierania i aktualizowania różnych danych, a także w projektach rozwojowych.

W artykule opisano możliwości wykorzystania technologii wspomagających w pracy z osobami ze specyficznymi trudnościami w uczeniu się. Przybliżono urządzenia i narzędzia ułatwiające rozwój, naukę i codzienne życie dzieci i młodzieży z tym zaburzeniem. Wymieniono dostępne na rynku edukacyjnym programy komputerowe rozwijające funkcje percepcyjno-motoryczne i doskonalące czytanie, pisanie i umiejętności matematyczne. Wzięto tu pod uwagę zarówno dzieci młodsze, jak i uczniów klas starszych. Wskazano korzyści płynące ze stosowania technologii informacyjno-komunikacyjnych w edukacji i terapii trudności w uczeniu się.
The article describes the possibilities of using technologies supporting work with persons with specific learning disabilities. It identifies the equipment and tools facilitating development, learning and daily lives of children and youths with that disorder. It also outlines computer software which helps develop perceptive and motor functions and improve reading, writing and mathematical skills. Younger children as well as senior class pupils are taken into account in this case. The article also describes the benefits of using information and communication technologies in education and therapies dealing with learning disabilities.

This article is devoted to the value and role of the project method with the use of information and communications technologies in the development of entrepreneurship competence in foreign language learning. In the first part of the paper the author defines several meanings of entrepreneurship, focusing mainly on definitions of personal entrepreneurship. The article points out that the project method creates the conditions under which students develop an entrepreneurial attitude, learn group interaction and acquire communication skills, which are important for the socialization of adolescent students. The main purpose of project method is to turn a foreign language from a passive object into an active action. Particular attention is paid to the stages of the project with the use of the information and communications technology in foreign language learning.

The paper presents, in a concise manner, activities of the Polish Optoelectronics Committee of the Association of Polish Electrical Engineers (PKOpto SEP) since its establishment in 1985. Aim of the paper is to gather and remind chosen historical data concerning Polish optoelectronics experiencing tempestuous technological development during this time period. The authors were insightful observers, active participants and initiators of many of these developments, and among others were founder members of the Committee. PKOpto SEP was then very important and active, centrally located, opinion-forming and action-initiating community body. It played an important role in the life and development of the Polish optoelectronics technical and research communities, recurrent professional education and lifelong learning of experts in optoelectronics, local integration and opening of Polish research community to wide international cooperation. Traces of this early, exceptionally operative Committee activities may be observed in Polish optoelectronics research and technical community till today. These early activities of the Committee gave birth to numerable initiatives, undertakings, projects and programs, out of which some last till today in the form of recognized series of conferences, realized, implemented, and practically applied research projects for science, industry, safety, defense and medicine, but also for active research and technical community and social organizations. Introduction to the paper marks the area of PKOpto activities. Persons involved in Committee establishing are reminded. Working groups of the Committee embraced more than 200 persons and covered the whole area of optoelectronics. PKOpto SEP was undertaking continuously various domestic and international initiatives. It initiated and was engaged in organization of National Optoelectronics Schools, conferences, symposia, supported professional publishing in the area of laser technology, optoelectronics applications in medicine, telecommunications, industry and research. The paper is ended with a short reflection concerning PKOpto activities today and perspectives in the nearest future.
Artykuł przedstawia w znacznym skrócie działalność Polskiego Komitetu Optoelektroniki Stowarzyszenia Elektryków Polskich (PKOpto SEP) od momentu jego powstania w roku 1985. Celem artykułu jest zebranie i przypomnienie wybranych danych historycznych dotyczących krajowej optoelektroniki przeżywającej burzliwy rozwój technologiczny w tym okresie. Autorzy artykułu byli obserwatorami, aktywnymi uczestnikami i inicjatorami wielu z tych procesów rozwojowych. PKOpto SEP, jako bardzo ważne i aktywne, opiniotwórcze i inicjatywne ciało społeczne, odegrał istotną rolę w życiu i rozwoju krajowego środowiska naukowo-technicznego optoelektroniki w Polsce, kształceniu ustawicznym kadr zawodowych, integracji lokalnej i otwarciu tego środowiska na współpracę międzynarodową. Wyraźne ślady tej wczesnej, niezwykle aktywnej i pożytecznej działalności Polskiego Komitetu Optoelektroniki obserwowane są w polskim środowisku naukowo-technicznym do dzisiaj. Z ówczesnej działalności Komitetu narodziło się wiele inicjatyw, przedsięwzięć, projektów które trwają do dnia dzisiejszego w postaci ustabilizowanych serii konferencji, zrealizowanych projektów badawczych na rzecz nauki i przemysłu, a także aktywnych społecznych organizacji naukowotechnicznych. We wstępie artykułu zasygnalizowano obszar działalności Komitetu. W dalszej kolejności przedstawiono osoby zaangażowane w jego powstanie. Zespoły robocze Komitetu, w których działało łącznie ponad 200 osób, obejmowały cały obszar optoelektroniki. Komitet podejmował inicjatywy krajowe i międzynarodowe na rzecz środowiska naukowo – technicznego optoelektroniki, angażował się w organizację Krajowych Szkół Optoelektroniki, sympozjów i konferencji, wspierał wydawnictwa zawodowe w obszarze techniki laserowej, zastosowań optoelektroniki w medycynie, telekomunikacji, przemyśle i badaniach naukowych. Artykuł podsumowano krótką refleksją dotyczącą całości dorobku historycznego oraz działalności Komitetu w dniu dzisiejszym i perspektywom w najbliższej przyszłości.
