W niniejszym artykule autor wysuwa następującą hipotezę badawczą: Na poziom internetowej aktywności informacyjnej osiąganej przez przedsiębiorstwa działające w Internecie wpływają między innymi następujące czynniki: realizowane modele biznesowe, wielkość przedsiębiorstwa, okres działalności przedsiębiorstwa, prowadzenie działalności tylko w Internecie lub działalności mieszanej. Analiza statystyczna wyników przeprowadzonych badań wykazała brak wpływu trzech spośród wymienionych czynników, tzn.: realizowanego modelu biznesowego, rodzaju działalności oraz okresu prowadzonej działalności na poziom syntetycznego miernika internetowej aktywności informacyjnej (SMIAI). Jedynie wielkość badanego przedsiębiorstwa wykazała istotny statystycznie wpływ na poziom SMIAI. Szczególnie zaskakuje brak wpływu realizowanego modelu biznesowego na poziom syntetycznych mierników internetowej aktywności informacyjnej badanych podmiotów. Należy podkreślić, że wyniki badań są ograniczone ze względu na reprezentatywność próby.
The author of this paper puts forward the following research hypothesis: On the level of information activity, achieved by companies in online business, influence inter alia the following factors: implemented business models, the size of the company, the period of business activity, business only on the Internet or the mixed. Conducted statistical analysis not confirmed the hypothesis formed in the paper. Only the size of the company showed a statistically significant impact on their synthetic indicator of information activity. It should be emphasized that the results are restricted due to limited representativeness of the sample.

The article considers the relevance of the ideas of modern informational science to the study of social development phenomenon, the definition of trends and perspectives of the globalization of communicative processes. The problems have been investigated in the context of interdisciplinary ideas, the role of informational science as a general scientific program has been revealed, information parameters of the communicative environment of global society have been analyzed. Purpose. The efficiency of using different types of informational activity in the study of the society globalization has been analyzed, the role of the semantic and pragmatic essence of information, its content in the process of world information exchange have been determined. Methods. Methods used in the article are as follows: system analysis, historical method, reasoning by analogy, generalization. Results. It has been proved that the use of information science methodology in the research of social development phenomenon allows one to outline new communicative strategies and managerial guidelines, to defines tendecies and prospects of the global information society. Information modeling of communicative processes will allow increasing the level of information representativeness and reliability, predicting conditions and circumstances of the information use in different regions of the world and various spheres of social activity.

Information and communication policy aims to build effective, harmonious communication between all actors of the democratic process with extensive use of ICTs and direct communication. The war creates an aggressive environment, which also affects the communication processes in the information sphere of the state, in particular, there is more emphasis on information, less – on deliberation. The article examines the tools used by Ukraine’s state and non-state structures to: 1) objectively inform the citizens and avoid panic, 2) inform the world community about the war and intensify international support for Ukraine, 3) fight Kremlin fakes and convey reality to the RF citizens. The specifics of TV broadcasting in Ukraine during the war, media activity of officials, social pages and Telegram channels of ministries, the Armed Forces, the Office of the President, the Verkhovna Rada of Ukraine, public organizations fighting against disinformation and fakes are analyzed. It is found out that the chosen information and communication policy is efficient at the national level (mobilized citizens to fight for victory, reduced panic, increased awareness and criticism of fakes) and at the “western” level (international moral, financial and military support to Ukraine, sanctions against Russia). However, the work in the information space of the Russian Federation is problematic because it is exposed to fierce opposition by the objects of Russian propaganda.

Opis:
Ensuring high quality and safety of food has become one of the priorities of the Common Agricultural Policy pursued both at the level of the European Union and individual Member States, including Poland. Consequently, among the measures in the Rural Development Programme for 2007-2013 was Measure 133 ‘Information and promotion activities’ designed to make consumers aware of the specificity of high-quality food products and to point out the benefits of consuming them. Its goal was to increase the demand for agricultural products and foodstuffs covered by food quality schemes and to broaden consumers’ knowledge of both the quality mechanisms and the advantages of the products covered by them. The article presents the results of a multidimensional analysis of financial support, which reveal the level of activity of agricultural producer groups in various Member States in procuring funds under Measure 133.
Zapewnienie wysokiej jakości i bezpieczeństwa żywności stało się jednym z priorytetów wspólnej polityki rolnej prowadzonej zarówno na poziomie Unii Europejskiej, jak i poszczególnych państw do niej wchodzących, w tym Polski. W związku z tym w Programie Rozwoju Obszarów Wiejskich na lata 2007-2013 zostało zaproponowane działanie 133. mające zapoznać konsumentów ze specyfiką produktów wysoko jakościowych i wskazać korzyści wynikające z ich spożycia. Jego celem było zwiększenie popytu na produkty rolne i środki spożywcze objęte mechanizmami jakości żywności oraz pogłębienie wiedzy konsumentów zarówno dotyczącej mechanizmów jakościowych, jak i zalet produktów objętych tymi systemami. Wykorzystano wielowymiarową analizę wsparcia finansowego pozwalającą poznać aktywność grup producentów rolnych w poszczególnych krajach członkowskich realizujących działanie 133. „Działania informacyjne i promocyjne”.

Opis:
The topic’s urgency is due to the need to improve the mechanisms of information security of fire safety in terms of management of a unified state system of civil protection, the need to give priority to the processes of informatization of management in ensuring civil protection of Ukraine. The Constitution of Ukraine recognizes man, his life and health, honour and dignity, inviolability and security as the highest social value. The establishment and protection of human rights and freedoms is the main duty of the state. In view of this, one of the priorities of state policy is to protect the population from fires and ensure appropriate fire safety measures. Information activities are considered as a necessary component of the organization of public administration in the field of civil protection and the work of management and specialists, the implementation of tasks directly related to the regulation of security processes. The focus on the issues of information support of civil protection, in particular fire safety, is determined by the fact that in modern conditions the need to strengthen the effectiveness of state control measures in this area is of particular importance. The main approaches to solving the problems of improving the management of the unified state system of civil protection, its information and legal support are outlined. It is emphasized that the regulation of the social sphere is one of the main functions of the state. In the social sphere of the state, civil protection has such functions as political and legal. Emphasis is placed on the use of positive experience of European countries, which have implemented preventive measures based on a risk-oriented approach that is directly related to information security of fire safety. The need to improve the information and legal support of the processes of implementation of strategic objectives of protection of national interests of Ukraine in the field of civil protection is taken into account. It is emphasized that in modern conditions the implementation of an effective information policy during emergencies of man-made, social and natural nature is of particular importance. It is recognized that it is impossible to ignore threats in the field of national security of Ukraine, the need to monitor emergencies, which due to the causes and scale of spread are not limited to the borders of one state. Emphasis is placed on the mechanisms of information response of Ukraine to emergencies of this scale, as well as the fact that the mechanism of crisis response and management should be supported by various institutional and procedural mechanisms within unified information system, Crisis Platform, which may be activated during threats, and provide an immediate response to them. Fire safety information is related to the problem of timely response to threats arising from crises (civil and military) outside it.
Актуальність дослідження зумовлена потребою вдосконалення механізмів інформаційного забезпечення пожежної безпеки в аспекті управління єдиною державною системою цивільного захисту, необхідністю надання пріоритетності процесам інформатизації управління у забезпеченні цивільного захисту України. Конституцією України людина, її життя і здоров’я, честь і гідність, недоторканність і безпека визнаються найвищою соціальною цінністю. Утвердження і забезпечення прав і свобод людини є головним обов›язком держави. З огляду на це одним з пріоритетних напрямів державної політики є захист населення від пожеж і забезпечення належних заходів пожежної безпеки. Інформаційну діяльність розглянуто як необхідну складову організації державного управління у сфері цивільного захисту й роботи керівного складу та фахівців, виконання завдань, які пов’язані безпосередньо з регулюванням процесів безпеки. Концентрація уваги на проблематиці інформаційного забезпечення цивільного захисту, зокрема пожежної безпеки, визначається тим, що особливого значення в сучасних умовах набуває необхідність посилення ефективності заходів державного контролю у цій сфері. Окреслено основні підходи до розв’язання проблем підвищення ефективності управління єдиною державною системою цивільного захисту, її інформаційно-правового забезпечення. Наголошено, що регулювання соціальної сфери є однією з головних функцій держави. У соціальній сфері держави цивільний захист має такі функції, як політична і правова. Зроблено наголос на використанні позитивного досвіду країн Європи, в яких впроваджено превентивні заходи на основі ризик-орієнтованого підходу, що безпосередньо пов›язаний з інформаційним забезпеченням пожежної безпеки. Враховано потребу вдосконалення інформаційно-правового забезпечення процесів реалізації стратегічних завдань захисту національних інтересів Україні у сфері цивільного захисту. Наголошено, що в сучасних умовах особливе значення має здійснення ефективної інформаційної політики під час надзвичайних ситуацій техногенного, соціального та природного характеру. Визнано неможливість ігнорування загроз у сфері національної безпеки України, потреби моніторингу надзвичайних ситуацій, які за причинами виникнення та масштабами поширення не обмежуються кордонами однієї держави. Акцентовано увагу на механізмах інформаційного реагування України на надзвичайні ситуації такого масштабу, а також на тому, що механізм реагування на кризи та управління ними повинен бути підкріплений різними інституційними та процесуальними механізмами в рамках єдиної інформаційної системи, Кризової платформи, які можуть активізуватись під час виникнення загрози й забезпечувати негайну реакцію на них. Інформаційне забезпечення пожежної безпеки пов’язано з проблемою своєчасної реакції на загрози, що виникають унаслідок криз (цивільного та воєнного характеру) поза його межами.

In the interview Director of National Centre fo Nuclear Research (NCNR) has described the most important tasks of the Centre including the tasks concerned with the Polish Nuclear Energy Programme. The subject of the interview conducted by representatives of the journal ”Progress in Nuclear Technology” has related also to participation of the Centre in Technical Support Organization (TSO) for nuclear energy, public information and education activity, strategic projects (CERAD and others) and the factors referring to realization of the NCNR tasks.

Opis:
The solutions concerning the Central Register and Information on Economic Activity (CEIDG) regulated in the Act of 6 March 2018 on the Central Register and Information on Economic Activity and the Information Point for Entrepreneurs are analysed. The starting point of the analysis are the assumptions set out in the rationale for the draft act. Next, the changes introduced by the new act in terms of these assumptions, in particular with regard to the ordering of regulations, the division of data contained in CEIDG, their exchange and facilitations for entrepreneurs are assessed. The authoress also analyses the activities that are not subject to entry in the CEIDG (not registered) introduced by the provisions of the Act of 6 March 2018: Law on Entrepreneurs.
Autorka poddaje analizie rozwiązania dotyczące Centralnej Ewidencji i Informacji o Działalności Gospodarczej (CEIDG) uregulowane w ustawie z 6 marca 2018 r. o Centralnej Ewidencji i Informacji o Działalności Gospodarczej i Punkcie Informacji dla Przedsiębiorcy. Za punkt wyjścia przyjmuje założenia określone w uzasadnieniu projektu ustawy i ocenia zmiany, jakie wprowadza nowa ustawa pod kątem tych założeń, w szczególności w zakresie uporządkowania przepisów, podziału danych zawartych w CEIDG, ich wymiany oraz ułatwień dla przedsiębiorców. Autorka analizuj także tzw. działalność niepodlegającą wpisowi do CEIDG (tzw. nieewidencjonowaną) wprowadzoną przepisami ustawy z 6 marca 2018 r. Prawo przedsiębiorców.

Opis:
Innovation determines expansion or just existence of enterprises. It’s an important element of competitive advantage and it is a characteristic that encourages customers to buy novelties. Unfortunately, with innovation activity closely related is uncertainty risk, that means insecurity that costly process of creating innovation solutions will succeed. By dint of necessity of high costs of innovation activity, only small percent of enterprises have their own research and develop-ment buck-up. More and more popular become external sources of information for innovative activity, such as: customers, research and development networks, con-ferences, scientist publications and journals. The paper presents sources of infor-mation used by polish enterprises in innovation activity, classify them and show its essence and importance. Main attention is put on sources, which according to modern theories of innovation and practice of innovative firms, are the most im-portant, that means internal R&D activity and customers. An additional value of the paper is a discussion on the ways and the sense of measure the influence of chosen sources of information on the process of creation innovations in companies.

W początkowych rozdziałach artykułu zwrócono uwagę na znaczenie dostępności informacji w działalności biznesowej przedsiębiorstwa. Następnie omówiono przyczyny utraty dostępności informacji. Zasadniczą część referatu stanowi opis autorskiej adaptacji metodyki firmy Kepner-Tregoe (pierwotnie wykorzystywanej w działalności serwisowej) do przywracania dostępności informacji. Przedstawiono także rzeczywisty przykład, ilustrujący zastosowanie omówionej metodyki w praktyce. Wykorzystywana bibliografia obejmuje jedenaście pozycji.
In the initial chapters of the article the author points out at the significance of information availability in the business operation of an organization. Then the reasons of information availability loss are discussed. The basic part of the article is the description of the Kepner-Tregoe methodology (originally used for services provision) in the recovery of information availability. Additionally, an example is given to illustrate the application of the discussed methodology in practice. The list of references includes 11 items.

Opis:
The article is devoted to systematisation of media industry subjects. Considering that the field of media is extensive and activity of media industry of each media branch is regulated by separate legal normative acts, tere are difficulties regarding unified understanding what subjects may be considered media industry subjects, what main functions they have, how the terms of media industry subjects correlate with each other, etc. The article aims to systematise subjects of media industry, whose activity is provided by the current legislation of Ukraine. The author addresses the key legal normative acts a field of media (the Law of Ukraine “On Information Agencies”, the Law of Ukraine “On Television and Radio Broadcasting”, the Law of Ukraine “On Advertising” and the Law of Ukraine “On Publishing”), analyses relevant provisions, and based on this determines the following subjects of media industry: information agencies, publishers (manufacturers), and distributors of information agency products (according to the Law of Ukraine “On Information Agencies”), subjects of information activity in television and radio broadcasting, particularly television and radio organisations and other subjects (a broadcaster, a multi-channel television network operator, a programme service provider and a production studio (independent producer)) in a form of legal entities, and other subjects (a broadcaster, a multi-channel television network operator, a programme service provider, and a production studio (independent producer)) as individual entrepreneurs (according to the Law of Ukraine “On Television and Radio Broadcasting”), advertising producers and disseminators (according to the Law of Ukraine “On Advertising”), publishers, producers and distributors of publishing products (according to the Law of Ukraine “On Publishing”). The article justifies a necessity of the harmonisation of norms determining media industry subjects while improving the legislation in media.
Статья посвящена вопросам систематизации субъектов медиаиндустрии. Принимая во внимание, что сфера СМИ достаточно широка и деятельность субъектов медиаиндустрии каждой отрасли СМИ регулируется отдельными нормативными правовыми актами, возникают сложности с единым пониманием того, какие субъекты можно отнести к субъектам медиаиндустрии, какие основные функции они выполняют, как соотносятся между собой термины субъектов медиаиндустрии и др. Целью статьи является систематизация субъектов медиаиндустрии, деятельность которых предусмотрена действующим законодательством Украины. Автор обращается к основным нормативно-правовым актам в сфере СМИ (Закон Украины «Об информационных агентствах», Закон Украины «О телевидении и радиовещании», Закон Украины «О рекламе» и Закон Украины «Об издательском деле»). Кроме того, анализирует соответствующие положения и на этой основе определяет следующие субъекты медиаиндустрии: информационные агентства, издатели (изготовители) и распространители продукции информационного агентства (в соответствии с Законом Украины «Об информационных агентствах»), субъекты информационной деятельности в сфере телерадиовещания, в том числе телерадиоорганизаций и иных субъектов (вещатель, оператор многоканальной телесети, поставщик программных услуг и продюсерская студия [независимый продюсер]) в форме юридического лица и другие субъекты (вещатель, оператор многоканальной телевизионной сети, поставщик программных услуг и продюсерская студия [независимый производитель]) как физические лица предприниматели (согласно Закону Украины «О телевидении и радиовещании»), производители и распространители рекламы (согласно Закону Украины «О рекламе»), издатели, производители и распространители издательской продукции (согласно Закону Украины «Об издании»). В статье обосновывается необходимость гармонизации норм, определяющих субъектов медиаиндустрии, при совершенствовании законодательства в сфере СМИ.

Opis:
The purpose of the paper is to present ways of applying Time-Driven Activity-Based Costing (TDABC) as an effective tool for evaluating the efficiency of information activities and processes. Measuring the costs of information and of information activities is difficult for a number of reasons. Therefore, information economics does not offer a separate concept or methodology for this type of costing. There is also a lack of suitable tools for assessing the value not only of information but also of information products. Time-driven activity-based costing may be used for measuring the costs of information processes. The paper demonstrates the above on the example of an "Request for Proposal (RFP) - offer" process that has been modelled as a network of activities. Then, time and labour resources required for the execution of the activities forming part of the process, as well as their drivers, have been identified. The above enabled to build time equations and cost formulas for the process. Using the above formulas, time and cost efficiency of the above information process for various customers were analysed. Then, it was possible to further study the impact of the cost structure of the labour resource on process efficiency.

The article deals with the problem of computerization of business registers from the point of view of legal acts introduced into the current Polish legal system. The authors in their considerations focus on the presentation of doubts and legal issues related to the computerization of the two most important business registers: CEIDG and the National Court Register. First and foremost, the program documents relating to the development of the information society were analyzed. In addition, the authors also referred to the key – from the potential entrepreneur’s point of view – issues related to the functioning of the ePUAP trusted profile, the CEIDG computerization and the S24 Portal connected with the registration procedure of commercial law companies.

Opis:
The bill concerns issues regulated by EU law. It provides for disclosure of personal data of persons holding state managerial positions in the Public Information Bulletin, which would not be subject to appropriate restrictions due to the privacy of a natural person. Such a solution is not necessary to counteract corruption and increase transparency in public life. The authors of the bill also propose limiting economic activity for persons holding managerial positions in companies with State Treasury shareholding, which, in the author’s opinion, may infringe, inter alia, the principles of the freedom of establishment or the free movement of workers.

Opis:
W artykule opisano Wojewódzką Bibliotekę Publiczną im. Hieronima Łopacińskiego w Lublinie jako centrum wiedzy o regionie. Skupiono się na działaniach na rzecz lubelskiego regionalizmu, podejmowanych w XXI w., sięgając w niezbędnych przypadkach do wcześniejszych okresów. Nie uwzględniono tych składników funkcji regionalnej, które dotyczą pomocy instrukcyjno-metodycznej i szkoleniowej dla sieci bibliotek samorządowych. Scharakteryzowano elementy regionalnego warsztatu informacyjnego, jak: księgozbiór regionalny, katalogi, kartoteki regionalne, Bibliografia Lubelszczyzny. Omówiono działalność informacyjną z zakresu wiedzy o regionie. Zaprezentowano przykłady imprez, wydarzeń kulturalnych i edukacyjnych oraz działalność naukową Biblioteki. Konkluzją jest stwierdzenie, że działania na rzecz regionalizmu są specjalnością i siłą Biblioteki, a jednocześnie czynnikiem prorozwojowym.
This article describes the Hieronim Łopaciński Regional Public Library in Lublin as a centre of knowledge about the region. It focuses on activities for the benefit of Lublin regionalism, undertaken in the 21st century, reaching in necessary cases to earlier periods. Not included are those components of the regional function which concern instructional and methodical assistance and training for the network of local government libraries. The elements of the regional information workshop are characterised, such as: regional book collection, catalogues, regional files, Bibliography of the Lublin Region. Information activity in the field of knowledge about the region is discussed. Examples of cultural and educational events and scientific activity of the Library are presented. The conclusion is that activities for the benefit of regionalism are a speciality and strength of the Library and at the same time a pro-development factor.
В статье рассказывается о Люблинской Воеводской Публичной Библиотеке им. Иеронима Лопацинского как о центре знаний о регионе. Внимане сосредоточено на ее деятельности в пользу люблинского регионализма в XXI веке, при необходимости, отсылая к более ранним периодам. Не были приняты во внимание те компоненты региональной функции, касающиеся обучения, методическо-инструкционной помощи сетям местных муниципальных библиотек. Были охарактеризованы элементы регионального информационного комплекса, такие как: региональная книжная коллекция, каталоги, региональные картотеки и Библиография Люблинского региона. Рассматривалась информационная активность в области регионоведения. Были представлены примеры ивентов, культурных и образовательных мероприятий, а также научной деятельности Библиотеки. Вывод состоит в том, что деятельность в поддержку регионализма – это особенность и сила Библиотеки, и в то же время фактор ее развития.
