    Opis:
    The objective of the present work is to analyse the environmental impact assessment of the project consisting in the construction of the Tuchów bypass (Tarnów district of the Małopolska Region, Poland) as well as to verify the correctness of the report on the impact of the said project on the environment. The paper presents issues related to environmental impact assessment and a detailed analysis of the impact of the planned project on particular elements of the natural environment, including soil and water conditions, land surface, surface and underground water, atmospheric air, acoustic climate, as well as waste management. The conclusions are based on the results of the research and descriptive analysis. It has been demonstrated that the report on the impact of the Tuchów bypass road construction project on the environment has been prepared correctly, and the investment project in question will not have a negative impact on the environment or human health.
    Celem pracy jest analiza oceny oddziaływania na środowisko przedsięwzięcia polegającego na budowie obwodnicy Tuchowa (powiat tarnowski, Małopolska, Polska), a także weryfikacja poprawności sporządzenia raportu o oddziaływaniu tego przedsięwzięcia na środowisko. W pracy przedstawione zostały zagadnienia związane z oceną oddziaływania na środowisko oraz szczegółowa analiza oddziaływania planowanego przedsięwzięcia na poszczególne elementy środowiska, w tym: warunki gruntowo-wodne, powierzchnię ziemi, wody powierzchniowe i podziemne, powietrze atmosferyczne, klimat akustyczny, a także gospodarkę odpadami. Wnioski oparto na podstawie wyników analizy opisowo-badawczej. Wykazano, że raport o oddziaływaniu przedsięwzięcia budowy obwodnicy Tuchowa na środowisko został sporządzony poprawnie, a przedmiotowa inwestycja nie będzie negatywnie oddziaływać na środowisko i zdrowie ludzi.

    Purpose: The paper describes the functioning of the RIA system in New Zealand using the analogy of RIA and the evaluation of public interventions. Presented solutions can provide inspiration for the Polish government in the process of improving the quality and extent of the use of RIA. Methodology: The analysis is based on a review of government documents and literature, as well as individual interviews and correspondence with representatives of the government of NZ. Conclusions: The RIA system in NZ is not error-free and its shortcomings include inter alia the lack of solutions with respect to ex-post analysis and insufficiently rigorous methodological approach. At the same time, a number of solutions can be regarded as good practice, e.g.: regular external quality reviews of RIS, obligation to supplement each RIS with ‘quality assessment’ and a ‘disclosure statement’ outlining their credibility and utility. Practical implications: The presented strengths of the RIA system in NZ may serve as an inspiration for modifying the RIA system in Poland. Originality: The RIA system is presented through the prism of the model of evaluation use, which is a related tool of collecting information about non-regulatory interventions.

    Building investment projects, both during the construction work and afterwards, have a certain impact on the natural environment when a raised structure is used. Depending on the character, size and location of a planned structure, such influences will vary. At the stage of planning a new development, investors are obliged to execute several procedures connected with the preservation of nature, for example they prepare several variants of the planned investment and evaluate which one will have the weakest effect on the environment. Assessment of variants is based on a series of criteria, and the final outcome is not always unambiguous. Hence, when trying to establish the importance of each criterion, it is advisable to apply efficient decision support methods. One option is to use multi-criteria analytical methods. However, for such methods to be applicable, an investor must prepare a wealth of information. The first stage preceding the actual analysis of variants is to define the assessment criteria and assign to them appropriate weights (importance). This stage requires the participation of experts, who – through questionnaires and interviews – express their opinions on the criteria that must be included and on their importance. This article contains a model procedure implemented for the sake of determination of the importance of parameters, which includes the methodology used for assessment and ranking of parameters. The approach presented in this paper demonstrates the usefulness of multi-criteria analytical methods when making an evaluation pertaining to the impact of a building investment on the environment.

    Purpose: This paper critically evaluates the development of the impact assessment instrument in Lithuania’s public administration and suggests improvements to its impact assessment system. Research question: What interesting conceptual imperatives have appeared in Lithuania’s investigation of the impact of regulatory policy? Methodology: This research study uses positivist methodology to analyse the problems that researchers have identified in Lithuania’s impact assessment. This investigation explains why certain problems have appeared, what has changed and what system changes can be identified traced. The study proceeds as follows. First, the research on impact assessment carried out in Lithuania is analysed. Second, regulations on impact assessment in Lithuania are investigated. A substitute for non-existent integrated theory is emphased by the logical structure of the EU administrative system imperatives, principles, and norms, whose modifications have become the basis of impact assessment system design in Lithuania. The present research combines, integrates and consolidates the theoretical and practical information on impact assessment into an explanatory scheme, which could be developed into a model in the future. Information from two qualitative interviews conducted in 2009 and 2010 was also used. Conclusions: The present research reveals that Lithuania’s regulatory impact assessment model is still being constructed and reconstructed towards evidence-based management. A model which revises the old impact stereotype has been designed, based on contemporary methodologies (cost--benefit and cost-effectiveness analyses), consultations with the interested parties, a small but exhaustive legal initiatives impact assessment, and a centralised and institutional coordination of impact assessment. Practical consequences: The present research presents the issues which could be useful for the states that are starting to implement a regulatory impact assessment model. This study described the pitfalls to avoid in order to implement a successful evidence-based management initiative. Originality: In the present research, regulatory impact assessment is emphased as an assessment model and normative of the EU administration effectiveness and optimality, which can be used as a good-practice example for the modernisation of administrative activities in Central and Eastern Europe to the level their European counterparts.

    We propose a method of constructing multisector-multiregion input-output tables, based on the standard multisector tables and the tools of spatial econometrics. Voivodship-level (NUTS-2) and subregion-level data (NUTS-3) on sectoral value added is used to fit a spatial model, based on a modification of the Durbin model. The structural coefficients are calibrated, based on I-O multipliers, while the spatial weight matrices are estimated as parsimoniously parametrised functions of physical distance and limited supply in certain regions. We incorporate additional restrictions to derive proportions in which every cross-sectoral flow should be interpolated into cross-regional flow matrix. All calculations are based on publicly available data. The method is illustrated with an example of regional economic impact assessment for a generic construction company located in Eastern Poland.

    Purpose: This study is dealing with the application of evidence-based policy-making in Croatian public administration and the general role of applied policy analysis in the Croatian system of governance. Methodology: This development is illustrated by the peculiarities of introducing regulatory impact assessment (RIA) tools in Croatian public administrative structures. Findings: The author is pointing out various limitations in the usage of policy analysis tools in formulating, implementing and evaluating public policies in Croatia. The crucial role of RIA for enhancing executive capacity of governance structures is particularly stressed in the study. The final part of the article is devoted to the prospects of further development of RIA as an applied policy analysis tool within the Croatian system of governance.

    W żelbetowych cylindrycznych silosach na zboże o wysokości 25 m i średnicy 6 m, 8 m oraz 10 m przeprowadzono analizę wpływu wielkości mimośrodu otworu wysypowego na rozkład sił wewnętrznych w ścianie. W analizie statycznej konstrukcji silosów zastosowano kombinacje obciążeń od parcia ośrodka sypkiego występujące w komorze silosu przy niecentrycznym opróżnianiu na małych i dużych mimośrodach według PN-EN 1991–4:2008.
    In reinforced concrete cylindrical silos for grain of 25 m height and diameter of 6 m, 8 m and 10 m, the impact of the eccentricity of the discharge hole on the distribution of internal forces in the wall, was analyzed. In the static analysis of silo construction, combination of loads from the pressure of the loose center present in the silo chamber with non-centric discharge on small and large eccentrics according to PN-EN 1991-4:2008, was used.

    The problems of analysis of vibrations induced by blasting works in open cast mines by the application of the various methods temporarily-frequency, giving information about during signal, its frequency structure as well as its energy in this paper. As a wide range of information makes it possible to propose the results of Matching Pursuit (MP) method to assess the impact vibrations on the building constructions.

    Artykuł zawiera przykład zastosowania metodyki AKK do oceny projektów podziału województw samorządowych. Uwzględnione zostały elementy analizy finansowej i ekonomicznej oraz przedstawione nowe elementy analizy efektów zewnętrznych proponowanych zmian administracyjnych. Zaprezentowane rozważania teoretyczne mogą stanowić podstawę badań i analiz empirycznych uwzględniających zagadnienia polityki rozwoju regionalnego i spójności społeczno-ekonomicznej regionów. Przedstawione zastosowanie analizy kosztów i korzyści rozszerza możliwości stosowania tej metodyki do oceny skutków regulacji polegających na zmianach zasięgu jednostek terytorialnych w Polsce i na świecie. Do analizy została włączona teoria dotycząca absorpcji czynnej i biernej środków finansowych przez region. W artykule uwzględniono konieczność włączania do analiz takich zmiennych, jak rating województwa, skłonność inwestorów krajowych i zagranicznych do inwestycji bezpośrednich, zdolność rozwojowa przedsiębiorstw, sieć powiązań gospodarczych i funkcjonalnych, potencjał rozwojowy gmin i powiatów, koszty społeczne zmiany struktury administracji, koszty transakcyjne związane z zerwaniem sieci powiązań gospodarczych i funkcjonalnych, koszty społeczne związane z obniżeniem potencjału rozwojowego województwa. Uwzględniono również aspekty aktualne w polityce planowania i programowania rozwoju poprzez wykorzystanie funduszy strukturalnych UE. Przedstawiona metodyka bierze pod uwagę konieczność przyjmowania założeń wynikających z aktualnego stanu prawnego i ukazywania przesunięć w poziomie alokacji środków finansowych przy spełnieniu tych założeń. Może być ona punktem wyjścia do sporządzenia bilansu efektów dodatnich i ujemnych proponowanych zmian.
    The article includes an example of using cost-benefit analysis to assess the projects of a division of local provinces. The elements of financial and economic analysis and new tools for the analysis of external effects of the proposed administrative changes are presented. The theoretical considerations may form the basis of research and empirical analysis, taking into account issues of regional development policy and socio-economic cohesion of the regions. The use of cost-benefit analysis extends the use of this methodology for assessing the impact of changes within territorial units in Poland. In the analysis the theory about the absorption of active and passive funds by region was included. The article emphasizes the need to incorporate variable analysis such as the rating of the region, the tendency of domestic and foreign direct investment, the capacity development of enterprises, network of economic and functional development potential of municipalities and counties, the costs of social change in the structure of the administration, transaction costs associated with the rupture business networks and functional social costs associated with the reduction of the development potential of the region and social capital. The active and passive absorption of funds theory was included to analyze separate regions. The aspects of current policy planning and development programming using the European Union structural funds were also included. The methodology takes into account the necessity of accepting the assumptions resulting from the current legal status and portraying shifts in the level of allocation of financial resources. The presented methodology can be a starting point for comparing positive and negative effects of the proposed changes.

    Opis:
    This article is devoted to the issue of new Polish regulations introducing the principle of prohibiting trade on Sundays. As is clear from the justification of the Act, the argument for the provisions on the prohibition of trade on Sunday is first of all concern for employees’ rights and family relations, striving to guarantee time for the families of employees. The Act also provides for numerous exceptions to the principle of prohibiting trading on Sundays (including the possibility of selling at gas stations, railway stations, airports, hospitals, and also permits trade in flowers, souvenirs and religious goods). In addition, it will be acceptable to provide other services such as catering (Sundays restaurants and bars open on Sundays), cultural (the opportunity to visit the museum, cinema, theater) and sports (sports fields, gyms, swimming pools, ice rinks, sports halls also open on Sundays). The legislator declares that he cares about on the transfer of activities outside shopping centers, and new solutions will not cause losses on the part of entrepreneurs and lower tax revenues. On the other hand, as shown in the analysis and analogous experiences of other European countries quoted in the article (eg in Hungary, after the introduction of a trade ban on Sunday, sales increased because consumers bought more products “on stock”), experts ‒ regardless of the methodology used ‒ are not able to predict precise socio-economic effects of the proposed regulations. This is because the recipients of new regulations are taking steps to comply with the new law (among others, Polish entrepreneurs have introduced major changes in their activities to avoid economic losses after the entry into force of the Act on the prohibition of Sunday trading), and consumers behave often irrationally, which also makes it difficult to accurately estimate the consequences of new solutions.
