The article tackles the ever-present problem of housing affordability in Poland and tries to answer the question of how housing affordability in Poland changed in 2016–2022 in the context of the housing policy implemented by the state, and what instruments the public authorities can use to increase this affordability in the future. For this purpose, the current state of the indicators of housing affordability for ownership, for rent and in terms of the cost of living is presented. A review of housing policy programmes in Poland in 2016–2022 is followed by the dentification of the main housing policy goals that should be implemented at the central level. First and foremost, the focus is on the goals of the National Housing Programme, which are expected to be realised by the end of 2030, according to the assumptions. Finally, recommendations for Polish housing policy and ideas for counteracting the problem of housing affordability in Poland are indicated.

The article presents the author’s insights into the Polish housing policy in the context of the country’s current housing needs and challenges. Special attention is given to the role of housing policy and citizens’ right to adequate and affordable housing, which are the main determinants of the national housing policy development. The author first defines the housing policy, the principles of its effectiveness, and describes its instruments. Next, she overviews the beginning and the achievements to date of Polish housing strategies and programmes, comparing them with the newest National Housing Programme (NHP). In the final section, the author assesses current housing needs in Poland and identifies how the NHP responds to the challenges of contemporary housing policy. The article draws on national and international statistics and the relevant literature on the subject.

The article contains an overview of the housing situation in Poland in three dimensions: the availability of housing, the capacity to buy or rent a dwelling and the quality of housing standards in the context of the national and local housing policies. It begins with an assessment of the scale and dynamics of residential investment in Poland over the last 30 years. In the next part, the author estimates the economic return on housing investments, stressing that expectations as to the growth of housing prices in Poland are the key determinant of investment decisions. As the analysis shows, the promotion of housing ownership has had negative social effects and, with temporarily cheap and available money, has fuelled the growth of housing prices.

In the first 20 years of the 21st century, the social housing policy in Poland underwent many changes. They resulted from the lack of consistency in this respect and low patience of the ruling parties, which led to profound modifications in the approach to the housing policy practically with every new government. Until the implementation of the National Housing Programme (NHP), the housing policy in Poland was characterised by fragmented solutions, without any comprehensive approach to the issue in question. The aim of the article is to verify the effectiveness of the NHP, especially in terms of its social part, i.e., Mieszkanie Plus [Apartment Plus] package. The programme was described using the framework of theoretical assumptions of the social housing policy and the implementation of this policy in Poland after the year 2000. The author claims that the NHP is the first housing policy in Poland which applies a holistic approach and moves away from the practice of short-term, fragmented solutions. He recommends that those who are in power should exercise patience and refrain from introducing alterations after a very short period from the point of view of investment processes, as the implementation of such a complex housing policy as the NHP is planned for many years.

The article provides an overview of the housing policy in Poznań. It begins with a discussion of the importance of dwellings in contemporary society. The second section focuses on the main assumptions of the housing policy in Poland and the tools that can be used on the level of local government units. Next, the authors present the current state of the housing market in Poznań. In order to provide deeper insight, the analysis is based on data spanning over a 6-year period using both quantitative and qualitative methods. In the final two sections, the implementation of the city’s housing policy is discussed. The authors argue that the overall effects of Poznań’s housing policy are positive, but serious challenges lie ahead.

The social-economic and political transformation which took place in Poland in 1989 changed the way of shaping the housing policy, having transferred a considerable part of the responsibility for satisfying housing needs to local governments. The purpose of this article is to assess the housing policy conducted by the city of Łódź to address the housing needs of its inhabitants. The research carried out allows to evaluate the activities of the city authorities in this area negatively as it has not caused substantial improvement in housing situation in the city. The author also claims that bigger support is needed from the state for the implementation of local housing policies.

This article explores the need for more intensive development of social rental housing in Poland, especially communal rental housing and social rental housing provided by Social Housing Associations (TBSs). The first section briefly examines the terminology and addresses the main challenges in Polish housing in accordance with the goals of the housing policy programmes. The second section reports on the recent trends in social rental housing. The third section presents selected issues of the recent development of Polish social rental housing. Further, the author tries to evaluate the need for new housing construction by local authorities and by TBSs. Due to the lack of reliable information, the required amount of new housing can only be approximated indirectly. In the next section, she presents legislative initiatives regulating and supporting social rental housing, especially in terms of modifying financial instruments. The final section contains an assessment of progress in social rental housing and proposals for further reforms in Polish housing policy.

The paper presents an analysis and assessment of changes in housing situation in Poland on basis of 2002 and 2011 Censuses. The analysis shows that between 2003–2011 a regression was observed in scale and significance of many elements of the public sector in housing in Poland. The regression corresponds with excessive market orientation of the housing policy in Poland and resulting immediacy and short-sightedness of institutional and legal regulations. The article provides an overview of the residential private rental market in Poland taking into consideration the context in which it operates. The aim is to present prospects for its long-term development and to compare the regulations regarding investment demand on the residential real estate market to those existing in the European Union and the United Kingdom. The analysis confirmed that the role of the private rental market in Poland may become more significant, especially in big cities. This may create issues related to the financialisation of the rental market. Still, from a short-term perspective, there are no premises to limit the investment demand. A long-term solution to the potential negative effects that may occur (decreasing affordability of ownership and rental market, gentrification) is to increase the efficiency of the housing system as a whole.

The sociology of housing is understood by the author of the paper as a science concerning the social dynamics relevant in housing, living and inhabited space context. The goal of the paper is to remind the role of Polish sociology of housing in process of showing the importance of the land use planning and combining the qualities of social and physical space in development of the inhabited space. The article also concerns the genesis and the achievements of sociology of housing in Poland as well as the history and the conditions of housing policy in Poland and in Western Europe. The article also contains proposals of future reorientation of the sociology of housing in the global dimension. The future development of settlement infrastructure, which forms the fundaments of settlement policy, may become a substantial platform for authentic and genuine sustainable development. The settlement infrastructure concept has a potential for balancing the development of the living space, which is determined by the inhabited space, and thus for genuine sustainable development. The aim is to notice the crucial role of the housing policy in modeling the development of the inhabited space. To achieve this the future objectives of sociology of housing in terms of monitoring and diagnosing the social space and physical relations are highlighted. The future sociology of housing should encompass the sociology of settlement - town's and village's sociology as well as rural areas sociology, thus transgressing the boundaries of inhabited space in general and urbanization space in particular. It should evolve into sociology of entire living space.
