    Let X be an algebraic toric variety with respect to an action of an algebraic torus S. Let Σ be the corresponding fan. The aim of this paper is to investigate open subsets of X with a good quotient by the (induced) action of a subtorus T ⊂ S. It turns out that it is enough to consider open S-invariant subsets of X with a good quotient by T. These subsets can be described by subfans of Σ. We give a description of such subfans and also a description of fans corresponding to quotient varieties. Moreover, we give conditions for a subfan to define an open subset with a complete quotient space.

    A lower estimate is proved for the number of critical orbits and critical values of a G-invariant C¹ function $f:S^n → ℝ$, where G is a finite nontrivial group acting freely and orthogonally on $ℝ^{n+1} \ {0}$. Neither Morse theory nor the minimax method is applied. The proofs are based on a general version of Borsuk's Antipodal Theorem for equivariant maps of joins of G-sets.

    The purpose of this note is to prove various versions of the ergodic decomposition theorem for probability measures on standard Borel spaces which are quasi-invariant under a Borel action of a locally compact second countable group or a discrete nonsingular equivalence relation. In the process we obtain a simultaneous ergodic decomposition of all quasi-invariant probability measures with a prescribed Radon-Nikodym derivative, analogous to classical results about decomposition of invariant probability measures.

    The article aims to compare and evaluate solutions with regard to compensatory collective redress existing in CEE countries. The author will attempt to illuminate obstacles and challenges to using collective redress as an avenue for antitrust enforcement in CEE countries, as well as possible advantages of the scrutinised legal frameworks. Besides focusing on national provisions, the article will draw on provisions of the Damages Directive and the Commission's Recommendation on collective redress mechanisms. It will open up the field for de lege ferenda proposals also.

    The following article focuses on the issue of private enforcement of competition law as one of the key elements of the current European and national debate on the efficiency of competition law. By analyzing this concept, the article aims to determine the influence of the European private enforcement model on the national competition law enforcement practice. The goal of the analysis is to answer two main questions: Does the current convergence of the national competition law enforcement system towards the European model guarantee the establishment of an effective, public-private system of antitrust enforcement? Under which conditions may the development of private methods of antitrust enforcement lead to an increase in the efficiency of Polish and European competition law? In order to address these questions, the article analyses the development of the private enforcement doctrine in the European Union and Poland. It refers to European and Polish jurisprudence on private enforcement, the competition policy of the European Commission as well as of the Polish competition authority – the UOKiK President. It also covers recent legislative changes introduced in the European and national legal orders. The analysis leads to the conclusion that the current convergence of the national antirust system towards the European model did not lead to the establishment of an effective mechanism of private enforcement in Poland. Nevertheless, the assessment of recent changes at the European level gives grounds to assume that the adoption of the Directive on Damages Actions, and its transposition into the national legal order, might overcome this problem and allow for better protection of individuals against anti-competitive behaviors.

    Children’s verbal expression is an element of their active learning. Its significance in children’s education and development was duly appreciated by C. Freinet, a French educator and propagator of the idea of subjective learning. The article refers to some aspects of such learning where neither the teacher nor the pupils stay passive. It also presents selected methods of work with a literary text, among these – plays with words, initiated by individual pupils or pupils as a group.

    The present paper describes various psycho-social phenomena that occur in groups, in particular in the language classroom. Each group passes through five developmental stages called forming, storming, norming, performing and adjourning. During these phases learners’ behavior and attitudes change, which often leads to conflicts between the teacher and the students. The structure of the group develops in parallel with its dynamics. Students adopt several roles in the group, such as, for example, leader, expert or outsider.

    Pupils’ spontaneous questions and statements represent interesting research material from the point of view of the effects they have on the actions taken by the teacher (explanations, assessment, control, etc.) as well as on the kind of knowledge pupils acquire (about the world and about themselves) as a consequence of the teacher’s actions. The research into the functioning of children in the course of educational activities described in this article is merely an example of possible attacks on the problems of subjectivity. The research results enrich the present knowledge of the teacher’s actions (taken in connection with students’ knowledge or lack of it). They also point to the possibility of further research into students’ spontaneous speech at various levels of education.

    W artykule zaprezentowano Zalecenie Komisji dotyczące zbiorowego dochodzenia roszczeń przyjęte 11.06.2013 r. i ogłoszone w Dzienniku Urzędowym Unii Europejskiej 26.07.2013 r. Autorka podejmuje próbę wskazania potencjalnych trudności, jakie może napotkać polski ustawodawca w przypadku implementacji Zalecenia do polskiego systemu prawnego. W szczególności poruszane są kwestie dostosowania polskich przepisów prawa do zasad wynikających z Zalecenia w zakresie podstawowych pojęć, czynnej legitymacji procesowej i dopuszczalności powództw, a także finansowania powództw.
    This article presents Commission Recommendation of 11 June 2013 on collective redress mechanisms which was published in the EU Official Journal on 26 July 2013. The article indicates potential difficulties in the case of its implementation into the domestic legal system by the Polish legislature. In particular, it deals with issues of the adjustment of Polish legal provisions to the rules of the Recommendation with respect to basic definitions, legal standing to bring actions and their admissibility, as well as funding.

    This publication is a preliminary analysis of the possibilities of cooperation between military units ASAR (Aeronautical Search and Rescue) and State Fire Service in rescue operations. This publication was created based on an analysis of the possibility of using air support for the actions of rescuers-firefighters. It sets the basis for training of both formations in order to obtain smooth procedural cooperation. This cooperation will increase the operational capacity of the State Fire Service in activities in crisis situations and during search (rescue) activities. It allows to develop an interinstitutional cooperation at the level of the Lubuskie Province.
