Soldiers are the backbone of any armed force. They usually lose their lives due to the lack of medical assistance in emergency situations. Furthermore, army bases face problems due to the inability to track soldiers’ locations in the field. Hence, this paper proposes an interactive graphical user interface module (IGUIM) for soldiers’ bioinformatics acquisition and emergency reaction during combat, a global positioning system (GPS) is used to track soldiers’ locations through a device carried by the soldier. Soldiers’ bioinformatics are gathered using health monitoring biosensors, bidirectional communication between the soldiers and the army base is established via a global system for mobile (GSM). The proposed interactive module aims to enumerate the soldiers on the battlefield within a database that easily facilitates health monitoring, position tracking and bidirectional communication with each soldier through their identification number. The proposed IGUIM will increase the rate of soldiers’ survival in emergencies, which contributes to preserving the human resources of the army during combat.

Citizen diplomacy as a key component of diplomacy is fundamental in international relations. Through it, individual citizens help realize their countries’ national interests through unofficial interactions. For Nigeria however, the worry is whether citizen diplomacy can effectively complement official diplomatic activities in the face of the low human-capital development of her citizens. United Nations Development Pro-gramme in 2019 placed Nigeria’s human-development-index value for 2018 at 0.534, positioning the country at 158 out of the 189 countries and territories surveyed. It also classified 51.4 percent of Nigerian population as being multi-dimensionally poor with an additional 16.8 percent categorized as being vulnerable to multidimensional poverty. In view of this challenge therefore, this paper examined the implication of the low human-capital development on foreign relations of Nigeria. Data was collated from secondary sources while qualitative descriptive technique was used for analysis. The paper found that Nigeria’s current human capital development trajectory is incapable of stimulating citizen diplomacy into complementing the country’s official diplomatic relations with other states. It also found that this situation accounts for the failure by Nigeria to actualize most of her foreign policy objectives. The paper therefore recommended improved investment in wellbeing of Nigerians for better outing in foreign relations.
Dyplomacja obywatelska jako kluczowy komponent dyplomacji ma znaczenie fundamentalna w stosunkach międzynarodowych. Dzięki niej poszczególni obywatele pomagają realizować interesy narodowe swoich krajów po-przez nieoficjalne interakcje. W przypadku Nigerii niepokoi jednak kwestia efektywności uzupełniania przez dyplomację obywatelską czynności dyplomatycznych ze względu na niski poziom rozwoju kapitału ludzkiego jej obywateli. Program Narodów Zjednoczonych ds. Rozwoju w roku 2019 uplasował wartość wskaźnika rozwoju społecznego Nigerii na rok 2018 na poziomie 0,534, czyli na 158 miejscu z 189 badanych krajów i terytoriów. Sklasyfikował również 51,4 procent populacji Nigerii jako biednych wielowymiarowo, a dodatkowe 16,8 procent sklasyfikowano jako narażone na wielowymiarowe ubóstwo. W związku z tym w niniejszym dokumencie przeanalizowano wpływ niskiego rozwoju kapitału ludzkiego na stosunki Nigerii z zagranicą. Dane zostały zebrane ze źródeł wtórnych, natomiast w analizie została zastosowana jakościowa technika opisowa. W artykule wskazuje się, że w Nigerii aktualnie trajektorie rozwoju kapitału ludzkiego nie są w stanie stymulować dyplomację obywatelską w zakresie uzupełniania oficjalnych relacji dyplomatycznych z innymi krajami. Zostało odnotowano, że ta sytuacja także jest przyczyną niepowodzenia Nigerii w kontekście aktualizacji celów polityki międzynarodowej Nigerii. W tym artykule zawarte są zalecenia poprawienia inwestycji w dobrostan Nigeryjczyków dla lepszych wyników w relacjach z zagranicą.

Korean WA‐DGNSS is a large scale research project funded by Ministry of Land, Transport and Maritime Affairs Korea. It aims to augment the Global Navigation Satellite System by broadcasting additional signals from geostationary satellites and providing differential correction messages and integrity data for the GNSS satellites. The project is being carried out by a consortium of universities and research institutes. The research team at Electronics and Telecommunications Research Institute is involved in design and development of data processing softwares for wide area reference station and user segment. This paper focuses on user segment software design. Korean WA‐DGNSS user segment software is designed to perform several functions such as calculation of pseudorange, ionosphere and troposphere delays, application of fast and slow correction messages, and data verification. It is based on a layered architecture that provides a model to develop flexible and reusable software and is divided into several independent, interchangeable and reusable components to reduce complexity and maintenance cost. The current version is designed to collect and process GPS and WADGNSS data however it is flexible to accommodate future GNSS systems such as GLONASS and Galileo.

The idea of C/A codes GPS/GNSS Spoofing (Substitution), or the ability to mislead a satellite navigation receiver into establishing a position or time fix which is incorrect, has been gaining attention as spoofing has become more sophisticated. Various techniques have been proposed to detect if a receiver is being spoofed – with varying degrees of success and computational complexity. If the jammer signals are sufficiently plausible then the GNSS receiver may not realize it has been duped. There are various means of detecting spoofing activity and hence providing effective mitigation methods. In this paper, a novel signal processing method applicable to a single antenna handset receiver for spoofing detection has been described. Mathematical models and algorithms have been developed to solve the problems of satellite navigation safety. What has been considered in the paper is a spoofing detection algorithm based on the analysis of a civil satellite signal generated by mobile C/A GPS/GNSS single-antenna receivers. The work has also served to refine the civilian spoofing threat assessment by demonstrating the challenges involved in mounting a spoofing attack.

The possibilities to improve values of the satellite orbit elements by employing the pseudo-ranges and differences of carrier phase frequencies measured at many reference GPS stations are analysed. An improvement of orbit ephemeris is achieved by solving an equation system of corrections of the pseudo-ranges and phase differences with the least-squares method. Also, equations of space coordinates of satellite orbit points expressed by ephemeris at fixed moments are used. The relation between the accuracy of the pseudo-ranges and phase differences and the accuracy of the satellite ephemeris is analysed. Formulae for estimation of the influence of the ephemeris on the measured pseudo-ranges and phase differences and for prediction of the accuracy of the pseudo-ranges and phase differences were obtained. An influence of the covariance between single orbit parameters on the accuracy of the pseudo-ranges and phase differences is detected.

Opis:
Differentiation of actors derives primarily from the distribution of power and wealth in a society, and thus it has always played an exceptionally significant role. However, as a consequence of the hierarchical organisation of the society this differentiation was noticeably asymmetrical. The non-equivalence of partial subjects/actors of regional development has led to the understandable domination of ‘deterministic’ relations and the plurality of interests and then to the dominance of ‘competitive’ relations. Only gradually do interactions of a cooperative kind successively break through the growth of mutual interconnections, linkages and necessity of social elements and partial systems, and thus the increasing of organic nature of (geo)societal systems. This will be finally illustrated through the difference between ‘symmetric’ systems of actors in developed countries and the ‘asymmetric’ global system.

New shipping routes are emerging as a result of iceberg melting in polar regions, allowing for more efficient transport of people and goods. Opening of the Northwest Passage, the maritime route connecting Pacific Ocean with Atlantic Ocean through Arctic region, is considered such a development. The increasing transport exploitation of the Northwest Passage requires the quality assessment of maritime navigation aids for compliance with the established requirements. Here we contribute to the subject with addressing the polar commercial-grade GPS positioning performance in the Northwest Passage in the extreme positioning environment conditions during the massive 2003 space weather storm, a space weather event similar to the Carrington Storm of 1859, the largest space weather event recorded. The GPS positioning environment in the Northwest Passage during the Carrington-like storm in 2003 was reconstructed through the GNSS SDR receiver-post processing of the experimental GPS observations. The raw GPS dual-frequency pseudoranges and navigation messages were collected at the International GNSS Service (IGS) reference station at Ulukhaktok, Victoria Island, Canada. Pseudorange processing and GPS position estimation were performed in three scenarios of pre-mitigation of the ionospheric effects, known as the single major contributor GPS positioning error: (i) no corrections applied, (ii) Klobuchar-based corrected GPS positioning, and (iii) dual-frequency corrected GPS positioning. Resulting GPS positioning error vectors were derived as positioning error residuals from the known reference station position. Statistical properties of the northing, easting, and vertical components of the GPS positioning error vector were analyzed with a software developed in the R environment for statistical computing to select suitable methods for the GPS positioning error prediction model development. The analysis also identified the most suitable theoretical fit for experimental statistical distributions to assist the model development. Finally, two competitive GPS positioning error prediction models were developed, based on the exponential smoothing (reference) and the generalized regression neural networks (GRNN) (alternative) methods. Their properties were assessed to recommend their use as mitigation methods for adverse massive space weather effects in polar regions.

ASI/CGS contribution to CERGOP II project covered the following topics: landslide monitoring, production and quality check of zenith total delays estimated for a global as well as regional GPS networks devoted to meteorology applications, RTK and navigation tests, critical analysis of GPS long time series helpful for geodynamic as well atmospheric investigations. For what concern the landslides monitoring the two sites under investigation: Aliano and Avigliano are located in Basilicata region, (South of Italy). These sites are affected by a dramatic creep of the ground which in the past was the cause of severe damages to the buildings and roads in the areas. We will show the state of art of the activities comparing GPS with Perrnanent Scatter IN-SAR technique For what concern the routine production of ZTD we will show a critical comparisons of our solutions with radio balloon observations and a discussion about the assessment of their reliability. Finally the results of a navigation experiment by using differential correction provided by EUREF-NTRIP service will be shown.

W pracy przedstawiono analizy dotyczące wpływu długości sesji obserwacyjnych GPS na wyniki wyznaczania różnic wysokości metodą niwelacji satelitarnej. W tym celu wykorzystano, przeprowadzone w ciągu kilku dni, ośmiogodzinne obserwacje wykonane na trzech punktach sieci testowej. Z przeprowadzonych analiz wynika, że sesje dwugodzinne mogą okazać się zbyt krótkie do wyznaczenia wysokości z dokładnością do 1–2 cm.
The paper presents analyses concerning the influence of length GPS observational session on heights differences appointment results with satellite leveling. In elaboration the eight-hour GPS observation, carried within several days, on three points of test networks were used. Carried analyses have exerted that the two-hour GPS session can be too short for points appointment with 1-2 cm accuracy.
