Autorzy będący emerytowanymi policjantami, a jednocześnie badaczami zagadnień związanych z bezpieczeństwem publicznym postanowili przedstawić rozwój formacji policyjnych od zarania państwowości polskiej, aż po okres Księstwa Warszawskiego. Ten temat był wynikiem postawionej przez nich hipotezy, że obecny kształt organizacyjno-ustrojowy Policji jest implikacją historycznego rozwoju administrowania bezpieczeństwem. Autorzy zdefiniowali główne zadania Policji wskazując, że należy do nich: – pilnowanie przestrzegania prawa, – ściganie przestępców, – zapewnienie ochrony i pomocy w sytuacjach kryzysowych zarówno dla ludzi jak i mienia. Wskazali, że definicja ustawowa Policji, mówi wprawdzie o jej atrybutach takich, jak umundurowanie czy uzbrojenie, co rodzi skojarzenia militarne, ale że tak naprawdę eksponuje ona służebną rolę tej formacji wobec społeczeństwa. Z tego wynika główna misja Policji, którą jest zapewnienie ludziom szeroko rozumianego bezpieczeństwa, tak by mogli nie tylko realizować potrzeby egystencjalne, ale take wyższe gwarantujące im wszechstronny rozwój. Autorzy zauważają, że Policja scala ponadto, w ramach systemu bezpieczeństwa publicznego państwa, działania podmiotów, funkcjonujących na poziomie samorządowym i lokalnym. Stawiają pytania: – Jaka była geneza Policji na ziemiach polskich? – Jakie formacje wykonywały zadania w obszarze porządku i bezpieczeństwa? – Jak ewoluował ich rozwój? Autorzy prezentują pogląd, że nie są to pytania, które dotyczą aspektów wyłącznie historycznych. Ich zdaniem uzyskanie odpowiedzi na te problemy badawcze pozwoli na lepsze zrozumienie istoty współczesnej Policji, której obecny kształt jest skutkiem procesu rozwojowego struktur administracyjnych państwa. Proces ten ma według nich charakter ciągły, a poznanie jego kolejnych etapów może pomóc w określeniu bieżących potrzeb i wskazaniu adekwatnych rozwiązań organizacyjnych. W tym celu autorzy dokonali analizy funkcjonowania formacji policyjnych od momentu zawiązania się państwowości Polski, aż do czasów gdy będąca pod zaborami usiłowała odzyskać niepodległość i suwerenność jako Księstwo Warszawskie.
Both Authors are former police officers and currently are researchers of the security subjects that are related to public sector safety. They decided to show development of the police formations since the beginning of the polish statehood until the end of Duchy of Warsaw. This topic was result of the hypothesis that current structure and organisation of police in Poland is implication of historic development of safety management. Authors defined main goals of the Police as the following: – maintaining law and order – prosecution of criminals – providing security and help in crisis situation for both people and properties They’ve pointed that act definition for Police states whom mentions the attributes such as: uniforms, weapons which could lead to connotation to military, but in fact it shows the role of servant to the society. The main mission and goal of the Police is to maintain and provide safety and security to the citizens so that people could could realize their existential needs and as well the greater needs which will lead to their development. Authors esteem that Police combines activities of entities on the local government level. Authors are asking the following question: – What was the genesis of the police on polish lands? – What formations completed tasks in the area of law and order? – How they developed? Authors are presenting the following view, these questions are not only related to historic aspects. In their opinion gathering answers for the questions above will result in better understanding of the current state of Police. Current shape of Police is determined by a constant development of administrative structure of the country. According to Authors this process is constant and ongoing however knowledge of this proces and steps in it can help in determine current needs and in pointing out optimal organizational solutions. In order to do that authors have analysed police formations since the beginning of the polish statehood until the annexation of Poland. - Źródło:
